REFUND POLICY – A full refund will be issued if the City of Eloy Community Services Department cancels a prepaid activity. IF A PERSON CANCELS AFTER A SPORTS LEAGUE OR CLASS BEGINS NO REFUNDS WILL BE GRANTED. Please allow four weeks for a refund to be mailed to you. The Eloy Community Services Department reserves the right to cancel, postpone, or combine any event, sport league, or class as necessary.

ELOY MEMORIAL PARK
5839 E. Milligan Rd.
Surrounded by lush grass, pine and cypress trees this 20 acre cemetery serves as the resting place for the community’s departed. Official hours of operation are Sunday – Saturday, sunrise to sunset.

This 4,300 sq. ft. recreation facility offers programs and classes for preschoolers, youth, teens, and adults. The 2,300 sq. ft. multipurpose room is equipped with a kitchen, and seats approximately 200 people. This facility can be used for plays, concerts, meetings and receptions upon request.

TOLTEC COMMUNITY CENTER
3650 W. Shedd Rd.
This 3,800 sq. ft. recreation center offers programs for youth and adults, and is home to the local senior citizen program, and Zumba Fitness. Equipped with a kitchen, furniture, and a 1,500 sq. ft. assembly hall, this facility is ideal for meetings and community gatherings.

The Eloy Santa Cruz Library is a dual-purpose library serving the residents of Eloy and the Santa Cruz Valley Union High School. The library offers the following services: internetaccessible computers, free Wi-Fi, faxing, scanning, copies, and remote printing. E-books, audiobooks, electronic magazines, DVDs, Blu-Rays, video games and books are all available free to patrons by using their Eloy Santa Cruz Library card. Special programs, both educational and creative, are offered throughout the year. Programming and special events are listed on the City of Eloy’s website and the library’s social media pages. Summer Reading is here! This year’s theme is Unearth a Story! Children and families are encouraged to visit the library during summer break to participate in the summer reading program, which encourages school-aged children to continue reading throughout the summer. A variety of fun activities and entertainment will be offered by the library throughout the month of June. Reading logs will be handed out on May 29th during the Summer Reading Kick-off Event. This year the event will be held in the Santa Cruz Valley Union High School gym. Each participant who completes and returns their reading log will be entered into a drawing for a chance to win a prize.

Pool Reservations
The Eloy Aquatics Center will be available for reservations Friday and Saturday nights from May 29 to August 29. Rental times are from 6:00 p.m. to 8:00 p.m.
RENTAL FEE: $200 for resident $300 for non-resident
NOTE: All fees must be paid in full before pool reservation is confirmed.

A skills test will be administered at first class. Participants will be placed in the appropriate class based on their individual skill level.

Our after school program offers structured after school care for children ages 5 -12 years old. Our professional staff, plan and organize unique activities to meet the special interests of participants while providing a safe environment to socialize and have fun.
Join us on Fridays during the school year for Fun Fridays Recreation Program. Kids will enjoy a semi-structured, supervised recreation program that includes a variety of activities such as arts & crafts, group games, outside play, video games, movies and more! Schedule is subject to change based on participation and facility availability.
Our camp offers school aged children the opportunity to spend their summer break time socializing with other children while participating in activities such as crafts, sports, video games, free play, and more. We also keep the children entertained with fun field trips, special themed days, and exciting special guests & live entertainment.

Our youth sports leagues are aimed at introducing participants to fundamentals, sportsmanship and fun in team oriented environment. Scores and records are not kept. Seasons run 5 weeks. Practice days and times are scheduled at the coach’s discretion. Uniforms are included in the price of registration, once uniforms are ordered no refunds will be issued.

A General Plan is the community’s long-term vision and plan for the growth of the City and the provision of city services. It consists of a vision statement, goals, policies, maps, and implementation actions, t he plan addresses land use, circulation (transportation), recreation an d open space, growth, environmental planning, water resources, housing , economic vitality, and public services and facilities.
According to Arizona law, a city's General Plan must be adopted every 10 years to ensure that the plan remains relevant to the community's desires.
The General Plan Update process will span 17 months and include numerous opportunities for community input. The plan will be voted on by City Council in May 2026 and by Eloy residents in November 2026.
The population of Eloy is projected to grow by nearly 400% by 2050.
