This comprehensive annual publication provides information about the many resources as well as the community and economic development and lists our Chamber-member businesses by business category, so customers can contact the local businesses that are directly connected to and endorsed by the Chamber of Commerce.

This all-inclusive annual Casa Grande community resource guide serves as an update for area residents, a welcome guide for new residents or employees and it provides the answers about Casa Grande’s excellent quality-of-life for individuals, businesses and industries who are contemplating a move to Casa Grande.

The Greater Casa Grande Chamber of Commerce is the only Arizona Office of Tourism (AOT)-designated Visitor Information Center for Casa Grande. Through this partnership AOT the Chamber also markets Casa Grande as a destination for visitors in various advertising media. We distribute statewide and local tourism brochures, maps and visitor guides for locations and attractions in our lobby, free-of-charge to all residents and visitors who stop by our office.

It is my pleasure to welcome you to Casa Grande. This past year has been exciting and full of new business and industry in our city.  With continued growth and the prospect of 7,000 new jobs over the next 18 – 24 months, we have our work cut out for us.

In keeping with our vision and through the dedicated teamwork of the City, our Chamber of Commerce and other community partners, Casa Grande has become a destination economy. Residents, visitors, businesses and industries continue to discover that our city offers affordable housing, attractions and amenities, economic viability, jobs and potential for personal and professional development.

Casa Grande has numerous residential and commercial projects underway and is also a regional hub for dining and entertainment options. Our location, with immediate access to two Interstates, main Union Pacific Rail line and great weather combine to make our community an ideal place to enjoy outdoor activities much of the year.

GREATER CASA GRANDE CHAMBER OF COMMERCE

The Chamber has promoted area businesses and the community for more than 100 years. In 1920, when the community’s business leaders formed the Greater Casa Grande Chamber of Commerce, Woodrow Wilson was the President of the United States and Casa Grande had a population of 948.

The April 19, 1920 edition of the Casa Grande Dispatch noted, “After several meetings during the week, a REAL live Chamber of Commerce was organized for Casa Grande. The directorate is truly representative of all interests in the town and valley, and there are promises to be a harmony not fully realized in any of our former organizations.” The Chamber was incorporated on December 7, 1935.

The Greater Casa Grande Chamber of Commerce has advocated for and promoted local business throughout its history. Today, more than ever, the Chamber serves as the impetus for strengthening and building a strong local economy and community. We generate this pro-business synergy by communicating with and convening

representatives of local business, area governments, economic development groups and non-profit organizations. Together, these representatives review current and potential challenges facing our community and work to develop solutions that can provide willingness and ability to progress, sustained resilience and that will improve our quality-of-life in Casa Grande.

The Chamber sets in motion a spirit of cooperation. We listen to our Chamber members and strive to offer all of the tools, programs and interests that they seek from Chamber membership, whether it’s business advocacy; marketing; connection to tourists and visitors; building business networks of colleagues and customers, or receiving information about current business challenges and solutions.  We value our members – each of them makes reaching goals of business success and economic growth possible.

CHOOSING CASA GRANDE

Casa Grande continues its upward trajectory in development, population, industry, technology, manufacturing and as an inland port for shipping. Of equal value to residents who participated in and approved the City’s 2030 General Plan, is careful planning for growth, ensuring that the city’s appeal as a friendly hometown is a priority.

Casa Grande is ideally situated for industry, due to its substantial, shovel-ready land; sunny weather; major transportation corridors, close proximity to Phoenix and Tucson and pro-business local government.

New business means new jobs and new residents, housing growth, education availability and options, medical and other business services and amenities. Casa Grande is prepared for this current and future growth. We offer low-density local traffic and short

commutes, many public parks and recreational activities, dining options, entertainment, community events and more.

Casa Grande was established in 1879. Our long history of residents who have shared a hardy, pioneering character and eye on the future, has led to the community we are today. While Casa Grande is ready to lead in industrial and manufacturing growth as well as in many other business sectors, beautification projects by the City government highlight the amazing low desert, scenic vistas and unique history. .

revenues and are used to pay for a large share of municipal services including parks, trails, recreation programs, fire, police and roads. Encouraging development and other activities that continue to support the City’s role as a regional retail and entertainment leader is important.

THE EARLY HISTORY OF CASA GRANDE

The Hohokams abandoned their settlement in this area for reasons that are still being questioned and under archeological theory. The Spanish Conquistadors were most likely the first “outsiders” to visit the area, sometime during the mid1500s. During this time, the Akimel O’Odham lived along the Gila River and grew such items as corn, wheat, cotton, melons, beans, squash, and tobacco. In addition, the Tohono O’Odham and the Maricopa peoples settled nearby.

Padre Kino, a Jesuit missionary, was the first acknowledged white man to visit the area. He is credited with discovering the Casa Grande Ruins, as well as visiting the Akimel O’Odham villages along the Gila River.

In 1846, Kit Carson guided an expedition from Santa Fe to California, traversing Pinal County along the Gila River. The same year, Lt. Col Phillip Cooke led a caravan of 402 Mormons, the “Mormon Battalion,” across Arizona to San Diego. This established the first viable wagon road across the Southwest.

Two years after this flurry of activity, in 1848, the section of Arizona north of the Gila River was part of the land ceded by

Mexico to the United States in the Treaty of Guadalupe Hidalgo, ending the Mexican war of 1848. The land south of the Gila River, which includes Pinal County, was acquired in the 1853 Gadsden Purchase.

Casa Grande began as many other settlements across the west began: as the end of the railroad. As the Southern Pacific Railroad was being built across Arizona, construction had to stop for a variety of reasons. Each place it stopped was called Terminus until the railroad continued. Each temporary stop was either renamed as a town or abandoned.

The Southern Pacific Railroad Company obtained permission to build from the west to the Colorado River at Yuma and arrived at the river opposite Yuma on May 20, 1877— only to have to halt construction until September 29, when the bridge across the Colorado was finished.

Work was resumed November 19th, 1878. As the railroad progressed across the desert from Yuma, the heat became oppressive. By May 19th, 1879, a point was reached about where the present town of Casa Grande is now located. Work was

stopped until January 24th, 1880 and that temporary stop was called "Terminus." In September 1880, executives of the Southern Pacific Railroad renamed the town after the prehistoric Hohokam Indian structure (Great House) and ruins located 20 miles to the east. The Casa Grande Post Office was established September 10th, 1881. (The Museum of Casa Grande website www.tmocg.org)

By the end of 1880, Casa Grande had 33 permanent residents. The town boomed as a railhead to mines by 1882. In 1886 and in 1893, the town was decimated by fire. All of the wooden-frame buildings erected after the 1886 fire burned in the 1893 fire and the entire business district had to be replaced for a second time in less than a decade. Although the town might have died with each fire, the beginning of Casa Grande’s community spirit stirred and merchants and business leaders rallied together to rebuild.

By 1890, the town had 70 buildings had a multi-cultural population of 256.

A national mining slump almost killed the town in the 1890s. By 1902, Casa Grande's business district had dwindled to a mercantile store, saloon and two smaller stores. Agriculture saved the community from becoming another Southwestern mining ghost town. It started with small-scale agriculture and farm trade, along with livestock and vegetables, crops such as alfalfa, wheat, barley, citrus and cotton became important export commodities.

NATIVE AMERICAN NATIONS

Historically, the O’odham inhabited an enormous area of land in the southwest, extending South to Sonora, Mexico, north to Central Arizona (just north of Phoenix, Arizona), west to the Gulf of California, and east to the San Pedro River. This land base was known as the Papagueria and it had been home to the O’odham for thousands of years.

From the early 18th Century through to the present, the O’odham land was occupied by foreign governments. With the independence of Republic of Mexico, O’odham fell under Mexican rule. Then, in 1853, through the Gadsden Purchase or Treaty of La Mesilla, O’odham land was divided almost in half, between the United States of America and Mexico.

However, the demand for land for settlement escalated with the development of mining and the transcontinental railroad. That demand resulted in the loss of O’odham land on both sides of the border.

Following the Plan de Iguala, O’odham lands in Mexico continued to decrease at a rapid rate. In 1927, reserves of lands for indigenous peoples, were established by Mexico. Today, approximately nine O’odham communities in Mexico lie proximate to the southern edge of the Tohono O’odham Nation, a number of which are separated only by the United States/Mexico border.

The division of O’odham lands has resulted in an artificial division of O’odham society. O’odham bands are now broken up into 4 federally recognized tribes: the Tohono O’odham Nation, the Gila River Indian Community, the Ak-Chin Indian Community and the Salt River (Pima Maricopa) Indian community. Each band is now

politically and geographically distinct and separate. The remaining band, the Hia-C’ed O’odham, are not federally recognized, but reside throughout southwestern Arizona. All of the groups still speak the O’odham language, which derives from the Uto-Aztecan language group, although each group has varying dialects.

CASA GRANDE RUINS NATIONAL MONUMENT

The Casa Grande Ruins were protected as the nation’s first archeological reserve beginning in 1892. The site was declared a National Monument in 1918. The park is one of over 20 National Park Service (NPS) sites you can visit in Arizona, and one of over 400 NPS sites in the United States.

The Casa Grande (Great House) was built between 1300 and 1400 CE (Current Era). Between 1355 and 1450 CE, the ancestral Sonoran Desert people began to move out of their walled compounds and villages. Archeologists do not know all the reasons for the dispersal of the people from large walled communities to other areas and smaller communities.

CASA GRANDE PUBLIC SAFETY FACILITY

Located on the northern edge of the city limits at 373 E. Val Vista Blvd., the Public Safety Facility serves as headquarters for the Casa Grande Police and the Casa Grande Fire Departments. There are currently four Fire Department substations in various locations throughout the city. The 66,000 sq. ft. Public Safety Facility has many features that assist the departments in providing efficient public safety services well into the future.

MUNICIPAL COURT

Located at 375 E. 9th Street, the Casa Grande Municipal Court is the judicial branch of Casa Grande City government. The City of Casa Grande’s Community Recreation Center opened its doors in May 2019. CASA GRANDE MUNICIPAL AIRPORT

The Casa Grande Municipal Airport (CGZ) is owned and operated by the City of Casa Grande and occupies approximately 640 acres within the city limits. It provides world-class aviation services, including fuel products, to its customers at competitive and affordable pricing. The airport staff maintains the airport owned buildings, lighting, and property, providing a safe aeronautical use environment for all of its tenants and customers. The Airport also leases land for private business and hangar development on the airfield.

The Casa Grande Municipal Airport (CGZ) is located south and west of Interstate 10 and west of Arizona Highway 387 and hosts a variety of events year-round. The Airport’s premier event is the Cactus Fly-In and it takes place in March on an annual basis. The airport is also home to a monthly fly-in breakfast that is served by the Pinal 30 Masonic Lodge on the last Saturday of every month. The Casa Grande Art Association and The Museum of Casa Grande have rotating displays in the Airport Terminal Building and the Airport hosts various flying groups for specialized training and meetings on a regular basis.

The Airport serves general aviation air traffic, which includes private/ personal and business/commercial operated aircraft. The City has employed aviation consultants to support planning and design/ development projects on the airfield.

An Airport Master Plan update is currently underway which will evaluate the current air traffic operations in relation to the current infrastructure and facilities; forecast future operations and potential development opportunities; and develop a plan for future development projects within the air-side and land-side categories.  The Master Plan’s strategically planned development projects aim to enhance the capacity of the airport to accommodate general, commercial, and other business utilization of the airfield. Projects being considered through the Master Plan process include a runway extension, land-side development north of the runway, additional hangar development opportunities, and terminal and parking expansion. Other projects currently underway include Airport Fuel Farm Improvements, Donovan Kramer Airport Industrial Park through the fence taxiway(s), and Airport Café improvements.  Noise contours for the final airport configuration will be developed as part of this process.

ARIZONA WATER COMPANY STATE OF THE WATER SUPPLY

Casa Grande’s water demands are roughly 17,000 acre-feet per year. An acre-foot is enough water to serve around 4 households in Casa Grande for an entire year. Casa Grande’s municipal population uses three sources of water: (1) groundwater, (2) Central Arizona Project or CAP water and (3) reclaimed water. Farms in Casa Grande use these water sources also and in addition, they use surface water from the Gila River. Groundwater is water located in aquifers below the City. These are not caverns of water, but rather water is stored between the dirt, pebbles and rocks that make up the soil we walk on. There are vast aquifers in the Pinal County area.

CAP water is surface water from the Colorado River that travels through hundreds of miles of aqueducts to reach Casa Grande. Arizona Water Company, the primary water provider in Casa Grande, holds an 8,884 acre-foot CAP entitlement for use in Casa Grande. Reclaimed water is waste water we produce everyday by flushing our toilets and running water down our sinks. The City treats this waste water to very high levels of quality (now reclaimed water) and then uses that reclaimed water for non-potable purposes or recharges the reclaimed water in to underground aquifers to replenish the groundwater we pump. It’s good to have a really diverse water supply like we have in Casa Grande.

There has been a lot of news about the Colorado River being in crisis. You may be wondering if Casa Grande is affected by shortages on the Colorado River. The answer to this question is yes, but maybe not the way you’re thinking. We use our CAP water by exchanging it with local farmers who would otherwise pump groundwater. This is a really affordable way to use our CAP water and it also helps out the farmers. We also deliver raw CAP water to some of our local golf courses and even a power plant. We are working diligently to respond to worsening conditions on the Colorado River affecting these nonpotable users.

You may be wondering if there is enough water to meet the demands of businesses and homeowners in Casa Grande. The answer is yes, but there isn’t enough to waste it. We ask all our customers to use our precious water resources wisely. The City of Casa Grande and Arizona Water Company partnered to develop a City-wide conservation program called “SAVE IT! Casa Grande”. This program

has many components including an active public information campaign that:

 features everyday tips on how to save water

 invites residents to attend local conservation events

 explains the results of conservation efforts with our largest water users and other businesses

 provides educational videos on interesting topics such as how we keep your water safe to drink

Before recording plats or selling parcels within Casa Grande, developers must demonstrate any unsubdivided lot has a 100-year assured water supply and possess a certificate of Assured Water Supply provided by the AZ. Department of Water Resources (AWDR). The Casa Grande Planning Area contains eight water providers including the City’s water system formerly known as Copper Mountain Ranch (shown in black). Inside the planning area, there are over 214 issued certificates of Assured Water Supply (estimated 63,000 developed and undeveloped lots). These lots are generally shown in green hatch. An estimated 25,000 lots with Certificates of Assured Water Supply are unconstructed at this time.

The largest water provider inside the City’s planning area is Arizona Water Company serving 63% of the planning area. Arizona Water Company has nearly 20,000 customers inside Casa Grande’s planning area and provides around 12,000 acre-feet of water to these customers. Approximately 63% of Arizona Water Company’s connections are residential customers and 37% are non-residential.

As the county’s second-largest city and home to many of the county’s medical and health services, Casa Grande has a particular responsibility to plan to mitigate chronic health conditions that are affected by the built environment, provide access to medical facilities and emergency services, and encourage physical activity and safe active transportation. As stated in the 2018 Community Health Needs Assessment, Pinal County has particular challenges to planning for healthy communities, given the county’s particularly diverse population by age, ethnicity and balance of urban and rural residency.

RURAL HERITAGE

Pinal County has long been an agriculturally rich region, and Casa Grande’s history of blending commercial agricultural and rural lifestyles is integral to the City’s character today. Generations of families have settled in Casa Grande to tend the land since its incorporation, and these family farms have contributed to the growth and economic vitality of the City.

Over the years, commercial agriculture has grown as new agricultural businesses move into the community to raise livestock and produce dairy, cotton, wheat, and other agricultural products. Rural land use areas realize the economic potential of the City’s agricultural lands without compromising the rural lifestyle of the surrounding areas. Central to this lifestyle are the natural, unobstructed views of the region and the wealth of native wildlife and vegetation that are treasured by residents.

Preserving rural areas will discourage unplanned sprawl and maintain Casa Grande’s diverse economic and lifestyle offerings. It will also minimize negative impacts of development on adjacent Tribal Community agricultural lands, creating harmonious land uses within the overarching region.

TRANSPORTATION

Casa Grande is located in Pinal County, between the cities of Phoenix and Tucson, Arizona. Interstate 10 (I-10), passes through Casa Grande’s east side and is the interstate, Mobile, AL. Interstate 8 (I-8) is located within the southern portion of the City’s planning area, originates at the I-10 in Casa Grande, and connects to the San Diego area. The active Union Pacific Railroad (UPRR) tracks connecting Los Angeles, CA to El Paso, TX run through the southwest portion of the City. The City limits include approximately 112 square miles of land. The City Planning Area, which includes land outside the City limits and planned to be annexed in the future, includes nearly 269 square miles of land north and south of the I-8 between the Tohono O’Odham and Gila River Indian Communities and to the west by the Ak Chin Indian Community.

2023 ON-DEMAND SHARED-RIDE TRANSIT SERVICE

In early 2023, a new on-demand public transit service will begin operating in Casa Grande, providing curb-to-curb service, Monday to Friday from 7 am to 7 pm within the transit service area in the core section of Casa Grande. Trips must be scheduled in advance. Passengers can use the service for any trip purpose, like grocery shopping, visiting the library, for medical appointments, and much more. It's a shared ride service, and it's available to all; plus, vehicles are ADA accessible. Service is free-of-charge for the first six months, and then the fare is $1.50 per one-way trip. More than half (56%) of the City’s population over 16 years old is working. Over the next 20 years, the number of jobs in Casa Grande is expected to almost double.

One-quarter (25%) of Casa Grande residents have occupations in management, business, science, and arts, 25% are service workers, and 25% have sales and office Occupations. The balance of city residents have production, transportation and material moving (17%) or natural resources, construction, and maintenance (8%) occupations. Almost 25 % of all residents work in the educational services, healthcare, and social assistance industry. 14 % of all residents work in retail trade, and 12 % work in arts, entertainment, recreation, accommodation, and food services. 8 % of all residents work in professional, scientific and management, administrative, and waste management services.

Considering the key industries located in Pinal County, the City is an industry leader. Fortythree percent (43%) of Pinal County jobs in aerospace, finance, health care, information technology, manufacturing, and warehousing & distribution are located in Casa Grande.

Some also include rodeo facilities, a shooting range, swimming pool, a small lake and fishing (15 years and younger), softball/baseball fields, disc golf course and much more. The Casa Grande Mountain trails system started through primarily social uses by hikers and bicyclists who were creating their own trails and routes on CG Mountain, located on the southern edge of the city.

Since starting with the very first volunteer trail build in April 2010, Casa Grande Mountain is now home to more than 17 miles of established and marked trails.  At its highest point the mountain reaches an elevation of 2,538 ft. and provides unparalleled views of the surrounding mountain ranges and valley.
