Past: Founded in 1879, and due to the presence of the Southern Pacific Railroad, this community was originally called Terminus, meaning "end-of-the-line," and was established January of 1880. However, Terminus was renamed Casa Grande in September 1880, the railroad executives found inspiration from the ancient Hohokam dwellings at the nearby Casa Grande Ruins National Monument.

Present: Today, the railroad links Casa Grande, an inland port for shipping, to local, statewide, national and international destinations. The new murals on the railroad underpass, demonstrate the City’s ongoing beautification campaign.

Future: This underpass is also the gateway to the City’s industrial and manufacturing district. Manufacturing facilities that have either been here for decades as well as newer facilities have chosen Casa Grande as a prime location for business.

As the incoming Greater Casa Grande Chamber of Commerce Chairman of the Board, I hope you will join us as we work cooperatively to create economic development opportunities for our city.  We can continue to

In keeping with our vision over the past several years and through the dedicated teamwork of the City, our Chamber of Commerce and other community partners, Casa Grande has become a destination economy. The Chamber has promoted area businesses and the community for more than 100 years. In 1920, when the community’s business leaders formed the Greater Casa Grande Chamber of Commerce, Woodrow Wilson was the President of the United States and Casa Grande had a population of 948.

The April 19, 1920 edition of the Casa Grande Dispatch noted, “After several meetings during the week, a REAL live Chamber of Commerce was organized for Casa Grande. The directorate is truly representative of all interests in the town and valley, and there are promises to be a harmony not fully realized in any of our former organizations.” The Chamber was incorporated on December 7, 1935.

The Greater Casa Grande Chamber of Commerce has advocated for and promoted local business throughout its history. Today, more than ever, the Chamber serves as the impetus for strengthening and building a strong local economy and community. We generate this pro-business synergy by communicating with and convening representatives of local business, area governments, economic development groups and non-profit organizations.

Together, these representatives review current and potential challenges facing our community and work to develop solutions that can provide willingness and ability to progress, sustained resilience

and that will improve our quality-of-life in Casa Grande.

The Chamber sets in motion a spirit of cooperation. HISTORY OF CASA GRANDE

The Hohokams abandoned their settlement in this area for reasons that are still being questioned and under archaeological theory. The Spanish Conquistadors were most likely the first “outsiders” to visit the area, sometime during the mid-1500s. During this time, the Akimel O’Odham lived along the Gila River and grew such items as corn, wheat, cotton, melons, beans, squash, and tobacco. In addition, the Tohono O’Odham and the Maricopa peoples settled nearby.

Padre Kino, a Jesuit missionary, was the first acknowledged white man to visit the area. He is credited with discovering the Casa Grande Ruins, as well as visiting the Akimel O’Odham villages along the Gila River.

In 1846, Kit Carson guided an expedition from Santa Fe to California, traversing Pinal County along the Gila River. The same year, Lt. Col Phillip Cooke led a caravan of 402 Mormons, the “Mormon Battalion,” across Arizona to San Diego. This established the first viable wagon road across the Southwest.

Two years after this flurry of activity, in 1848, the section of Arizona north of the Gila River was part of the land ceded to the United States by the Treaty of Guadalupe Hidalgo, ending the Mexican war of 1848. The land south of the Gila River, which includes Pinal County, was acquired in the 1853 Gadsden Purchase.

Casa Grande began as many other towns and cities across the west began: as the end of the railroad. As the Southern Pacific Railroad was being built across Arizona, construction had to stop for a variety of reasons. Each place it stopped was called Terminus until the railroad continued. Each temporary stop was either renamed as a town or abandoned.

The Southern Pacific Railroad Company obtained permission to build from the west to the Colorado River at Yuma. The Southern Pacific arrived at the river opposite Yuma on May 20, 1877— only to have to halt construction until September 29, when the bridge across the Colorado was finished.

Work was resumed November 19th, 1878. As the railroad progressed across the desert from Yuma, the heat became oppressive. By May 19th, 1879, a point was reached about where the present town of Casa Grande is now located. Work was stopped until January 24th, 1880 and that temporary stop was called "Terminus." In September 1880, executives of the Southern Pacific Railroad renamed the town after the prehistoric Hohokam Indian structure (Great House) and ruins located 20 miles to the east. The Casa Grande Post Office was established September 10th, 1881.

By the end of 1880, Casa Grande had 33 permanent residents. The town boomed as a railhead to mines by 1882. In 1886 and in 1893, the town was decimated by fire. All of the wooden-frame buildings erected after the 1886 fire burned in the 1893 fire and the entire business district had to be replaced for a second time in less than a decade. Although the town might have died with each fire, the beginning of Casa Grande’s indomitable community spirit stirred and merchants and business leaders rallied together to rebuild.

By 1890, the town had a multi-cultural population of 256. The town had 70 buildings.

A national mining slump almost killed the town in the 1890s. By 1902, Casa Grande's business district had dwindled to a mercantile store, saloon and two smaller stores. Agriculture saved the community from becoming another Southwestern mining ghost town. It started with small-scale agriculture and farm trade, along with livestock and vegetables, crops such as alfalfa, wheat, barley, citrus and cotton became important export commodities.

LOVE IT! NATIVE AMERICAN NATIONS

Historically, the O’odham inhabited an enormous area of land in the southwest, extending South to Sonora, Mexico, north to Central Arizona (just north of Phoenix, Arizona), west to the Gulf of California, and east to the San Pedro River. This land base was known as the Papagueria and it had been home to the O’odham for thousands of years.

From the early 18th Century through to the present, the O’odham land was occupied by foreign governments. With the independence of Republic of Mexico, O’odham fell under Mexican rule. Then, in 1853, through the Gadsden Purchase or Treaty of La Mesilla, O’odham land was divided almost in half, between the United States of America and Mexico.

According to the terms of the Gadsden Purchase, the United States agreed to honor all land rights of the area held by Mexican citizens, which included the O’odham, and O’odham would have the same constitutional rights as any other United States citizen. However, the demand for land for settlement escalated with the development of mining and the transcontinental railroad. That demand resulted in the loss of O’odham land on both sides of the border.

Following the Plan de Iguala, O’odham lands in Mexico continued to decrease at a rapid rate. In 1927, reserves of lands for indigenous peoples, were established by Mexico. Today, approximately nine O’odham communities in Mexico lie proximate to the southern edge of the Tohono O’odham Nation, a number of which are separated only by the United States/Mexico border.

The division of O’odham lands has resulted in an artificial division of O’odham society. O’odham bands are now broken up into 4 federally recognized tribes: the Tohono O’odham Nation, the Gila River Indian Community, the Ak-Chin Indian Community and the Salt River (Pima Maricopa) Indian community. Each band is now politically and geographically distinct and separate. The remaining band, the Hia-C’ed O’odham, are not federally recognized, but reside throughout southwestern Arizona. All of the groups still speak the O’odham language, which derives from the Uto-Aztecan language group, although each group has varying dialects.

The Casa Grande Elementary School District (CGESD) is very proud of the nearly 6,500 Pre-K thru 8th grade students served in 8 elementary schools, 3 middle schools, an Online Learning Academy (CGOLA) and our accredited Early Childhood Programs located at the Early Childhood Learning Center (ECLC), Cholla Elementary, McCartney Ranch Elementary, and the Center of Online Innovation and Learning (COIL). The Casa Grande community is made up of approximately 57,000 residents consisting of approximately 22,500 households and 6,600 families. The Casa Grande Union High School District (CGUHSD) was founded in 1920 and presently encompasses 1,250 square miles. Currently, there are approximately 3,800 students enrolled in our two comprehensive high schools and the Casa Grande Online Academy. The Casa Grande Union High School District receives students from the Casa Grande Elementary School District, Stanfield Elementary School District, Toltec Elementary School District, and Sacaton Public Schools.

We are focused on preparing all students for post-secondary opportunities, which include college and career readiness. It is important that students receive equitable learning opportunities that will advance them beyond their peers and allow them to compete globally for careers needed to advance any community where each chooses to live. In our core classes of Math, English, Science, and Social Studies, we also offer Honors, Advanced Placement, and Dual Enrollment that provide the rigor required to prepare each student for beyond high school. We offer a variety of elective classes that offer our students a comprehensive learning experience. We are also very proud of the partnership we have with CAVIT and the opportunities we have for our students to both receive and become certified in industry-level standards and skills in a variety of courses that provide students real-world experiences.

CGUHSD understands the importance of the information age and 21st century skills for our students. We are a 1:1 district, where all students are issued a laptop device to be used for learning while enrolled in our schools. Our schools offer a variety of both athletic and extracurricular opportunities for all students' interests and desires. Central Arizona College (CAC) has served Pinal County for more than 50 years by providing high-quality, affordable education. From its beginning at the base of Signal Peak Mountain, the college has expanded its locations to serve and educate the diverse communities of Pinal County.

With five full-service campuses located strategically throughout the county, CAC provides all Pinal County residents and others with access to high-quality, innovative postsecondary opportunities, lifelong learning, and cultural enrichment options.

A full array of academic degrees and certificates, career training, personal enrichment classes, and university transfer programs are available. Also, woven into the fabric of the institution are workforce development and continuing education classes.

Residence Life provides one of the many learning opportunities available for students at CAC. All students may choose the type of community they would like to live in from the various options located at the Signal Peak Campus.

Central Arizona College boasts one of the most innovative commitments to higher education in the nation, with its Pinal Promise (formerly, Promise for the Future educational initiative). This program was developed to encourage young people to stay in high school, graduate, and move on to a college or university. Starting in Spring 2021, all students who reside in Pinal County and graduate from a Pinal County high school are eligible to receive two years of instate tuition (fall/spring, fall/spring) funded by CAC and the CAC Foundation.  Pinal Promise provides funding for any tuition need that has not been met.  This means that Pinal Promise funds will be applied after all other Financial Aid has been applied to the student’s account (this excludes student loans).

CASA GRANDE PUBLIC SAFETY FACILITY

Located on the northern edge of the city limits at 373 E. Val Vista Blvd., the Public Safety Facility serves as headquarters for the Casa Grande Police Department and the Casa Grande Fire Department. There are four Fire Department substations in various locations throughout the city. All police functions are housed within the building, in addition to one substation located inside the Communications Center at 520 N. Marshall Street. The 66,000 sq. ft. Public Safety Facility has many features that assist the departments in providing efficient public safety services to the citizens of Casa Grande well into the future.

Citizens can drop off their expired or unused prescription drugs in the lobbies at both the Public Safety Facility and the Communications Center.

MUNICIPAL COURT

Located at 375 E. 9th Street, the Casa Grande Municipal Court is the judicial branch of Casa Grande City government. The Court is of limited jurisdiction and deals with misdemeanors, petty offenses, and civil violations, including traffic and City ordinances. A variety of activities are provided for seniors including special-interest classes, special events, congregate and home delivered meals program, social gatherings, a fitness room and classes, transportation services and much more.

CASA GRANDE COMMUNITY RECREATION CENTER

The City of Casa Grande’s Community Recreation Center opened its doors in May 2019. The 55,000 square foot facility boasts a 13,000 square foot gym that features two basketball and volleyball courts, six hoops, pickleball courts and a multi-purpose floor for a variety of activities; a fitness loft featuring treadmills, ellipticals, ascent trainers, bikes with new 7xi consoles, free weights, strength training, stretching and multifunctional machines; two group fitness rooms for classes such as Barre, Zumba, Group Power, Cycle, Yoga and more; rooms for meetings, special events, birthday parties and other celebrations.

BOYS & GIRLS CLUBS OF THE SUN CORRIDOR

The Boys & Girls Clubs of the Sun Corridor serves more than 4,000 young people annually and continues to grow to meet the needs of today’s youth, providing a positive place for all youth. Serving youth in Arizona City, Casa Grande and Maricopa, the Club provides after-school and summer programs that are designed to help youth achieve the priority outcomes of Academic Success, Good Character & Citizenship and Healthy Lifestyles. After renovations, the Len Colla Recreation Center will be opened in early 2022 and will be the fifth Boys & Girls Club branch in Casa Grande.

CASA GRANDE MUNICIPAL AIRPORT

The Casa Grande Municipal Airport (CGZ) is owned and operated by the City of Casa Grande and occupies approximately 640 acres. It provides a world-class fuel product to its customers at an affordable price. The airport staff maintains the airport owned buildings, lighting, and property, providing a safe environment for all of its customers. The Casa Grande Municipal Airport (CGZ) is located south and west of Interstate 10 and west of Arizona Highway 387 and hosts several aviation events

between Casa Grande's cooler months of December and April.

The Casa Grande Municipal Airport is owned and operated by the City of Casa Grande. The Airport serves small, general aviation aircraft. The City has employed aviation consultants to undertake an airport master plan to address future runway configurations and include strategies to enhance the capacity of the airport to serve commercial and other types of business uses. The draft airport master plan currently includes proposals for a 4,750 foot southwesterly extension of the existing runway for a total ultimate runway length of 8,400 feet. In addition, the plan considered construction of new exit taxiways, and a new 3,650 foot parallel runway located north and west of the existing runway. Noise contours for the final airport configuration will be developed as part of this process.

AS OF NOVEMBER 2021

PROJECTS:

• Lucid completed the construction on its 840,000 square foot Advanced Manufacturing Plant (AMP1), and is now moving forward with Phase two, which will include an additional 2.4M square feet and ultimately create several thousand more jobs.

• Three new companies (i.e., Wright Asphalt, Air Projects, and Triumvirate environmental) have purchased land in the industrial corridor and JOMI Engineering, a supplier to Lucid, purchased the old Monsanto/Bayer building.

• Prospects: The city is currently working with five manufacturing companies to bring them to the community. In total, these companies represent over 800 new jobs and over $900M in capital investment.

CASA GRANDE GENERAL PLAN 2030

More than half (56%) of the City’s population over 16 years old is working. Over the next 20 years, the number of jobs in Casa Grande is expected to almost double.

One-quarter (25%) of Casa Grande residents have occupations in management, business, science, and arts, 25% are service workers, and 25% have sales and office occupations. The balance of city residents have production, transportation and material moving (17%) or natural resources, construction, and maintenance (8%) occupations. Almost 25% of all residents work in the educational services, healthcare, and social assistance industry. 14 % of all residents work in retail trade, and 12 % work in arts, entertainment, recreation, accommodation, and food services. 8% of all residents work in professional, scientific and management, administrative, and waste management services.

Considering the key industries located in Pinal County, the City is an industry leader. Forty-three (43%) of Pinal County jobs in aerospace, finance, health care, information technology, manufacturing, and warehousing & distribution are located in Casa Grande. CASA GRANDE AS A DESTINATION ECONOMY

Casa Grande is where people throughout the region come to shop and dine. Retail sales taxes constitute almost 1/5 to total City revenues and are used to pay for a large share of City services including parks, trails, recreation programs, fire, police and roads. Land use and transportation planning are essential to building a healthy community. Planning decisions intersect with many public health crises, including obesity, diabetes, physical activity, and fatal accidents. It is important for any long-range plan to consider the public health effects of planning decisions. As the county’s largest city and home to many of the county’s medical and health services, Casa Grande has a particular responsibility to plan to mitigate chronic health conditions that are affected by the built environment, provide access to medical facilities and emergency services, and encourage physical activity

and safe active transportation.

As stated in the 2018 Community Health Needs Assessment, Pinal County has particular challenges to planning for healthy communities, given the county’s particularly diverse population by age, ethnicity and balance of urban and rural residency. As of 2019, Pinal County is 7th out of all Arizona counties for public health outcomes. This ranking is determined by an assessment of the built environment, social and economic factors, medical access and health behaviors.

TRANSPORTATION

Industries, manufacturers and commercial/industrial developers continue to find that Casa Grande’s central location, climate, proximity to major metropolitan areas, and transportation infrastructure, including two interstates and railroad tracks, make it an ideal inland port for shipping.

Casa Grande is located in Pinal County, between the cities of Phoenix and Tucson, AZ. Interstate 10 (I-10), passes through Casa

Grande’s east side and is the interstate connecting Los Angeles, CA to Jacksonville, FL through Houston, TX, Baton Rouge, LA and Biloxi, MS. Interstate 8 is located within the southern portion of the city’s planning area, originates at the I-10 in Casa Grande, and connects Casa Grande to the San Diego area. The active Union Pacific Railroad (UPRR) tracks connecting Los Angeles, CA to El Paso, TX are located in the southwest portion of the city. The city limits include approximately 112 square miles of land. The City Planning Area, which includes land outside the city limits and planned to be annexed in the future, includes nearly 269 square miles of land north and south of the I-8 between the Tohono O’Odham and Gila River Indian Communities and to the west by the Ak-Chin Indian Community.

Before recording plats or selling parcels within Casa Grande, developers must demonstrate any unsubdivided lot has a 100year assured water supply and possess a certificate of Assured Water Supply provided by the AZ Department of Water Resources (AWDR).

The Casa Grande Planning Area includes eight water providers including the City’s water system formerly known as Copper Mountain Ranch (shown in black). Inside the planning area, there are over 214 issued certificates of Assured Water Supply (estimated 63,000 developed and undeveloped lots). These lots are generally shown in green hatch. An estimated 25,000 lots with Certificates of Assured Water Supply are unconstructed at this time.

The largest water provider inside the City’s planning area is Arizona Water Company serving 63% of the planning area. Arizona Water

Company has nearly 20,000 customers inside Casa Grande’s planning area and provides around 12,000 acre-feet of water to these customers. PARKS

The City of Casa Grande has a variety of parks and open spaces for recreational activities including non-motorized hiking, biking and equestrian trails in designated areas. Many offer playground equipment, picnic tables, grills, ramadas, volleyball and tennis courts and horseshoe pits. Some also include rodeo facilities, a shooting range, swimming pool, a small lake and fishing (15 years and younger), softball/baseball field, disc golf course and much more.

The Casa Grande Mountain trails system started through primarily social uses by hikers and bicyclists who were creating their own trails and routes on CG Mountain, located on the southern edge of the city.

Since starting with the very first volunteer trail build in April 2010, Casa Grande Mountain is now home to more than 17 miles of established and marked trails. At its highest point the mountain reaches an elevation of 2,538 ft. and provides unparalleled views of the surrounding mountain ranges and valley.

CASA GRANDE RUINS NATIONAL MONUMENT

The Casa Grande Ruins were protected as the nation’s first archaeological reserve beginning in 1892. The site was declared a National Monument in 1918. The park is one of over 20 National Park Service (NPS) sites you can visit in Arizona and one of over 400 NPS sites in the United States.

The Casa Grande (Big House) was built between 1300 and 1400 CE (Current Era). Between 1355 and 1450 CE, the ancestral Sonoran Desert people began to move out of their walled compounds and villages. Archaeologists do not know all the reasons for the dispersal of the people from large walled communities to other areas and smaller communities.

Casa Grande Ruins National Monument, 1100 Ruins Dr., Coolidge, AZ 85128, is open daily from 9 a.m. to 5 p.m. From October 1 through April 30 and 9 a.m. to 4 p.m. May 1 through September 30, except for Thanksgiving Day, Christmas Day and Independence Day when the park is closed. America the Beautiful Passes, which include the Annual Pass, Access Pass, Senior Pass, Military Pass and Volunteer Pass are accepted at the park.
