Eloy Chamber Board of Directors

Welcome to Eloy

Growth,

change, research, technology, and many other factors challenge us daily to adjust our lifestyle, confront new opportunities, and meet greater demands. The Chamber is committed to tracking and recording economic growth, keeping pace with changes in marketing and consumer habits, and assisting its members with their needs – providing programs and benefits to enhance their facilities, operations, administration, and personnel, or general welfare.

The Eloy Chamber of Commerce is your voice for issues and actions affecting business and industry. We are working to preserve the free and competitive enterprise system, promote growth and development, and make the City of Eloy a better place to live, work, learn, and conduct business. I would urge you to support the businesses listed within these pages, as they too are supporting our goals to make our community a better place. Membership in the Chamber provides unparalleled opportunities to connect with peers, current and prospective clients, and partners up and down our supply chains. The Eloy Chamber stands out as our area’s premier business-enabling and businessadvocacy organization.

Regular meetings, conferences, and other activities provide extraordinary opportunities to grow your networks and gain new insights for addressing the common challenges facing all of us in business today. By working together as Chamber members, we have a much stronger voice with our elected leaders as they contemplate policy revisions and new rules and regulations that create greater certainty and an improved environment for business in Eloy.

Although it may sound cliché, there really is strength in numbers. I think that’s especially true with the Chamber. This Chamber and your business community need you! Renew, join, and reach out and encourage the companies you do business with regularly to join as well.

A major goal this year is to increase the value of your Chamber membership to you and your business. The Chamber staff and Board of Directors want to increase your awareness of what your Chamber does for the business community and, therefore, create avenues that stimulate more two-way communication.

I hope you will use the online Chamber tools as your go-to source for information about the many businesses providing goods and services in and around Eloy. I challenge each resident, business, and even visitor to become an active part of our community heritage of involvement and to spread the word that Eloy is a great community in which to do business.

Greetings

All,

2026 is shaping up to be an exciting year here in Eloy. Our new hospital is now 100% open and online, and we couldn’t be more proud of this milestone and of our partners at Exceptional Health for choosing to anchor their investment in our city.

We’ve also celebrated the opening of the Love’s Travel Stop and the Gold Bond U.S. Gypsum facility, both of which are bringing new jobs, services, and energy to our community. And we’re not done yet—projects like Freepoint Plastics, Concast, and others are already in the pipeline, keeping Eloy on a strong upward trajectory. Very exciting times, indeed.

We are also preparing to install upgraded sewer lines to Eleven Mile Corner and Battaglia Road—the largest infrastructure project

The chamber provides training, luncheons, an annual awards banquet, evening mixers for networking, a Women in Business group, Cinco de Mayo and Memorial Day events, and support for new and continuing members. Through ground breaking and ribbon cutting ceremonies we provide a public welcome for new businesses to promote economic growth in the city. We recently hosted our 4th Annual Eloy Glow hot air balloon event, with generous assistance from Chamber sponsors and the Eloy Junior High School as the venue. This year over 6,600 people attended, reminding us of the growth and prosperity of Eloy. The vision for Eloy as an expanding and thriving business community is also visible at the Eloy Visitor Center and Eloy Historic Museum.

Recent awards and recognitions for the Chamber and its related entities include the Museum Association of Arizona 2023 and 2024 Community Support Award, Best Non-profit and Best Event in Pinal County (Glow) for Eloy Chamber, and best place to visit for Eloy Visitor Center. This year, the Arizona Chamber Executives presented the Outstanding Membership Engagement Strategy award to the Eloy Chamber for exceeding its target of 200 members. (We now stand at 217.)

Members of the Board of Directors of the Eloy Chamber of Commerce are a dedicated, diverse group of professionals. If you are not a member of the Eloy Chamber of Commerce, please consider joining us. Your participation benefits your business and the Eloy community!

Eloy has seen in years. This investment is all about preparing for the future and ensuring we have the capacity to support the growth that’s coming.

None of this happens by accident. The Eloy Chamber of Commerce has been working tirelessly alongside our dedicated city staff to support local businesses, attract new investment, and showcase Eloy as a great place to live, work, and visit. Their hard work behind the scenes is a big reason why our community is moving forward so quickly.

Eloy is quickly becoming the “city to be in.” We’re experiencing record home construction in both the Toltec and Robson areas, and many established homes are being renovated and brought back to life. So, if you’re considering moving your business—or your family— to Eloy, now is the time. Together, we’ll keep building a thriving community where everyone can live, work, and succeed.

Eloy Economic Development

Driving Growth in 2026

The City of Eloy enters 2026 with historic momentum fueled by the successful completion of several transformative projects in 2025, including the opening of Exceptional Community Hospital, the National Gypsum Gold Bond manufacturing facility, Sonoran Desert Pipe, and Love’s Travel Stop’s second Eloy location. Together, these investments strengthened Eloy’s industrial base, expanded healthcare access, and reinforced the city’s role as a critical transportation and logistics hub along the I-10 and I-8 corridors. These milestones marked a pivotal year for Eloy and set the stage for continued growth as the community moves confidently into what promises to be another bright and impactful year.

Strategically located in the heart of the Sun Corridor, Eloy continues to emerge as a premier destination for business and economic development. With unmatched access to Interstate 10 and Interstate 8, rail infrastructure, and expanding utilities, Eloy offers exceptional opportunities in transportation, logistics, manufacturing, interstate commerce, and industrial development.

In 2026, Eloy Economic Development remains focused on advancing high-impact projects, strengthening strategic partnerships, and executing proactive marketing efforts to attract national and international investment. With affordable, shovelready sites and close proximity to major Arizona and western U.S. markets, Eloy provides an ideal environment for businesses to launch, expand, and thrive.

At the City of Eloy, we are committed to fostering a resilient and dynamic business ecosystem while preserving the community’s character and long-term vision. We invite businesses, developers, and investors to be part of Eloy’s continued success as we build a prosperous future together.

ELOY ECONOMIC DEVELOPMENT: KEY INITIATIVES AND PRIORITIES FOR 2026

Eloy continues to build on its momentum as a prime destination for industrial, commercial, and residential growth. The following represent key priorities and milestones expected for 2026:

• Freeberg Industrial Fabrication (Under Construction):

Freeberg Industrial Fabrication is currently under construction at the strategic confluence of Interstate 10 and Interstate 8 on Sunland Gin and will serve as the first tenant of the new Park 8-TEN Logistics Industrial Park. This advanced steel fabrication facility represents a significant industrial investment for Eloy and is anticipated to open in Q2 of 2026, bringing an estimated 200 high-quality jobs to the community. The project further strengthens Eloy’s position as a hub for advanced manufacturing and large-scale industrial operations.

• FreePoint EcoSystems Project Advancement: The advanced recycling facility announced by FreePoint EcoSystems continues to move forward, with construction anticipated to begin in Q4 of 2026. This innovative project supports the circular economy while delivering substantial economic benefits. During construction, the project is expected to generate approximately 200 jobs, with an estimated 100 fulltime positions once operational.

• Employer Attraction and Expansion: Eloy Economic Development is actively working with multiple employers exploring new or expanded operations within the city. These

opportunities span a diverse range of industries and will contribute to job creation, economic diversification, and continued industrial and commercial growth.

• Strategic Residential Growth: As industrial investment accelerates, Eloy is prioritizing residential development supported by targeted infrastructure improvements. Expanding and diversifying housing options is essential to meeting workforce demand, supporting quality of life, and encouraging complementary commercial and retail development.

• Transportation and Infrastructure Advancements: Key transportation corridors and infrastructure upgrades remain a priority to improve connectivity and support development, including projects such as the Sunland Gin expansion. In addition, the City is advancing critical utility investments, including expansion of sewer capacity at the wastewater treatment plant and along the Battaglia corridor, to accommodate current development and support future industrial, commercial, and residential growth. These improvements enhance Eloy’s readiness for large-scale investment and reinforce its role as a regional transportation and logistics hub.

• Regional Collaboration and Marketing: Eloy continues to strengthen partnerships with regional and state organizations, including the Arizona Commerce Authority, Sun Corridor Inc., and the Greater Phoenix Economic Council, to market its industrial sites and competitive advantages at the state, national, and international levels.

• Community and Workforce Development: Eloy is committed to developing a skilled and competitive workforce through partnerships with organizations such as ARIZONA@WORK and Central Arizona College. Workforce training, career readiness, and skills development programs are aligned with the needs of Eloy’s expanding industrial and commercial sectors, ensuring residents are prepared for in-demand careers while enhancing the city’s appeal to employers and families alike.

Eloy Economic Development remains focused on building upon recent successes and driving sustainable growth. With strong momentum, strategic investment, and a clear vision for the future, Eloy is well positioned for continued success in 2026 and beyond.

History of Eloy

Theland upon which Eloy is situated has long been inhabited.

The first people to live in the region were the Hohokam Indians, believed to be ancestors of the contemporary Pima and Papago tribes. They settled this area prior to the 15th century. Later during the 15th century, a Jesuit priest named Fray Marcos de Niza, led the Spaniards through this area. In 1694, another Jesuit priest named Father Kino came through this area.

When building a railroad from San Francisco to Tucson, the Southern Pacific Railroad, reached Yuma in 1878. After a short delay they reached Maricopa in April 1897. Another stoppage in work occurred due to disputes between Chinese laborers and the railroad company, but work was eventually resumed and in early 1880 tracks were laid through Casa Grande and the area known as Eloy. The railroad reached Tucson in March 1880.

Why the railroad named a section “Eloy” has not yet been ascertained. According to unfounded, local legend, someone connected with the railroad took one look at the surrounding barren waste land and named the location “Alofi”, supposedly the Spanish pronunciation of the Biblical quotation, “Eli, Eli, lama

sabachthani?” - the meaning of this being: “My God, My God, why hast thou forsaken me?”.

As late as 1918, there was no town or settlement of any kind in the vicinity of Eloy, but merely a section of land belonging to the railroad bearing the name “Eloy”. Eloy did not appear on General Land Office maps until 1921.

Late in 1918, W.L. Bernard, J.E. Myers and John Alsdorf bought a one-half mile square section of land from a man named Frank Trekell to establish a town-site. The three men purchased the east half of the section named Eloy and drilled a well. They subdivided the area and called the proposed development Cotton City, which soon had an administration building and the first store owned by John Alsdorf. The same men bought land west of Eloy and divided it into tracts for growing cotton.

An application was made for a post office at Cotton City, but the name was rejected in favor of “Eloy” to maintain routing simplicity since the railroad carried the mail and already had the name, “Eloy”, on its records. The first post office for Eloy was established on May 1, 1919, and the first Postmaster was George L. Stronach.

History of Eloy

For a couple of years (1920-1922), Eloy lingered and almost died. After completing its task of laying out lots and only finding a few takers, the Cotton City Land and Building company faded into oblivion. During this period nearly the only permanent residents were John Alsdorf and the postmaster.

The area around Eloy did not appear to be well-suited for agriculture, but with the advent of deeper water wells and deeper plowing it soon became very productive. The main crops were originally cotton, but soon lettuce also thrived in the area. While he still served, Alsdorf installed the first municipal water system.

With the completion of the highway through Eloy in 1928-29, Eloy no longer was an isolated area with a great distance between itself and the trade centers of Phoenix and Tucson. This rapid means of transportation to market was another factor in the stimulation of agricultural endeavors.

The abundance of agriculture developed in the area, naturally brought in great numbers of workers as both cotton and lettuce required a tremendous amount of manual labor. There is no actual account of what the change in population from established residents and transients was in Eloy’s early days, but, as nearly as can be estimated, the population during harvest season would sometimes increase from normal of about one thousand to as high as ten or fifteen thousand.

business establishments could not handle the influx in business. Furthermore, the good citizens of the community became afraid for their safety; it wasn’t healthy for a woman to walk the main streets alone on a Saturday night in harvest season.

The great number of people coming to Eloy during the harvest season not only brought great economic prosperity, but also considerable crime. On Saturday afternoons and evenings,

It is this which gave Eloy a notorious name during the early days. But this is true of any “boom” town and Eloy was no exception. The crime found in Eloy was not unlike that found in other farming areas with similar conditions.

The amount of crime found in Eloy can be attributed to two main reasons: first, the workers were making above-average wages and could spend more money on liquor and gambling. This alone often lead to serious criminal ends. The second reason for the amount of crime found in Eloy was due to the type of people whom migrated to the area during the harvest season. Most of these people had little or no education.

National publications and writers starting calling Eloy “The Toughest Town in the West” and the “Toughest Town in the United States.” The crime in Eloy was at times greatly over-exaggerated and greatly over-emphasized. This took place in the early 1940’s. The real beginning of progress for Eloy was in 1948 with the incorporation of the city. The government of the town had been handled at various town meetings from time to time and the decision was reached at a general basis. Legally, the government of the town was entrusted the Pinal County Board of Supervisors and they would usually agree with the ideas and decisions voted on at the city meetings. It was agreed by many of the leaders of the community that more progress could be made if the city was incorporated.

Petitions were held December 6, 1949. The approximate population at the time was 2,500 and of this number 307 voted under the requirements of being a resident and property owner. The final vote was 257 for incorporation and 50 opposed. The following were elected and subsequently appointed by the Pinal County Board of Supervisors as the first city council: Mayor Harry Fabricant, co-owner of Fab’s Department Store; Frank Hale, owner of Hale’s Oil Co.; E.T. Fowler, owner of Fowlers Food Market and motel operator; George Hodges, owner of Hodges Pharmacy; Jack Ralston, farmer and manager of Allison Engine Distributor; S.L. Robinson, owner of Robinson Hotel, and Glen Hathcok.

On January 25, 1950, a special census was conducted to enable the fledging community to receive the state taxes available to incorporated communities. The census found that, with a population of 4,770, Eloy has a larger population than any other city in Pinal County.

A combination city hall-county building was constructed in 1952, with the seat of government contained for the first time in one location. That same year the council appointed the first city manager, Robert C. Sartain, with Harold C. Jones superintendent of city streets. Sartain served as city manager until 1954, then Jones was appointed city manager.

An Arizona Daily Star article dated June 2, 1957 describes the community of 4,5000 as having 125 businesses employing 750 people with and annual sales of approximately six million. Some of the streets were paved and U.S. 80 had been rebuilt into a modern, four-lane divided highway. The Police Department employed seven uniformed patrolmen and the city had recently

adopted a zoning ordinance to insure orderly growth. The Chamber of Commerce had recently hired its first manager, David M. Clark, and published a brochure describing the community in an effort to entice new industry.

The 1960’s brought an increased population to Eloy as it grow to house 6,500 residents. By the mid-sixties, there were twenty churches, a medical and dental clinic, eight policemen and a twenty-six man volunteer fire department. The city owned and operated its water and sewer system, and had erected municipal buildings which included a public library.

In 1965, the City of Eloy annexed the Toltec area which had been originated by the Golden Valley Land Company as a planned community. This annexation made Eloy a city of more than twelve square miles and helped increase the official population figure.

In the late 1980’s an economic development division was added the Eloy Chamber of Commerce through awarding of the Rural Economic Development Initiative through the Arizona Department of Commerce.

Being located 58 miles from Phoenix or Tucson with mainline Southern Pacific Rail service, two interstates (10 & 8) nearby and an industrial-zoned corridor between the state end interstate highways, Eloy now considers itself...

RIGHT IN THE HEART OF ARIZONA’S FUTURE.

Picacho Peak State Park

It is hard to miss the prominent 1,500-foot peak of Picacho Peak State Park west of I-10. Enjoy the view as you hike the trails winding up the peak and, often in the spring, overlook a sea of wildflowers. The park and surrounding area are known for their unique geological significance, outstanding and varied desert growth and historical importance. The unique shape has been used as a landmark by travelers since prehistoric times. One of the first recordings was in the 1700s by the Anza Expedition as it passed through the area.

Picacho Peak is not a volcanic cone but is part of a volcanic flow that has been partially eroded away. It has long been known for its spring display of wildflowers. If rains come at the right times in the winter, the spring will bring an explosion of gold to the bajadas of the mountain that appear as a tapestry of color. The wildflowers are predominantly Mexican Gold Poppies.

The park offers an abundance of hiking opportunities from gentle desert strolls to the formidable Hunter Trail ascending to the summit of Picacho Peak. Before you hike, be prepared with enough water and proper footwear as the trails are steep and challenging.

In addition to hiking, there is a gift shop and day-use ramadas. Overnight camping is available featuring electrical hookups, a dump station, restrooms and showers, and Wi-Fi is available.

PICACHO PEAK STATE PARK HAS A SEA OF WILDFLOWERS THAT BLOOM IN LATE SPRING.

Rooster Cogburn Ostrich Ranch Eloy Tourism

Rooster Cogburn Ostrich Ranch is a three-generation familyowned-and-operated working ostrich ranch at the base of beautiful Picacho Peak. Open to the public since 1999, when just ostrich were fed, nowadays there are lots of critters to feed!

Joining the ostrich are miniature Sicilian donkeys, Nigerian dwarf goats, fallow deer, prairie dogs, Peking ducks, boar goats and rainbow lorikeets. We also have a unique Goat Penthouse feeding station. The ranch has been featured on “Larry the Cable Guy — Only in America”, “Extreme Roadside Attractions” and “Amazing Animals”. On Saturdays, Sundays and holidays, monster truck tours are available.

Contrary to popular belief, ostriches do not bury their heads in the sand: the myth probably originates from the bird’s defensive behavior of lying low at the approach of trouble and pressing their long necks to the ground in an attempt to become less visible.

Eloy Historic Museum

EloyHistoric Museum is a non-profit organization dedicated to preserving the rich history of Eloy, Arizona. The museum was founded in 1994 by Dick Meyers.

The museum has many exhibits showcasing the events that have made Eloy the City that it is today. One of the more popular exhibits is the recreation of Hodges Drug Store. The original counter that was in Hodges Drug Store has been restored and brings back so many wonderful memories. Another unique building on the property is the original “Colored School” where children of color attended school. The third most popular exhibit is the original movie reel used in the Dust Bowl and it still has film from a movie on it. There is also a small exhibit that shows the history of the extremely popular Eloy Grand Prix.

The museum offers educational programs to the local schools and encourages seminars to teach children the history of Eloy.

The museum is open to the public free of charge, Monday thru

Friday, 9 a.m. to 3p.m. The museum is located at 3725 N. Camelot St., Eloy, Arizona.

Skydive Arizona

Skydive

Arizona™ is located in the heart of the scenic Sonoran Desert and lies midway between Arizona’s two largest cities, Phoenix and Tucson. Drop zone founders Larry and Liliane Hill started in the skydiving business at a gravel airstrip north of Phoenix with a single Cessna 182 in January of 1978. As their operation grew, it became apparent they would need more space. In 1986 they moved to Coolidge, Arizona to start Skydive Arizona™. Soon the drop zone had grown to four Cessnas, four Beeches, and two DC-3s.

In 1990 Skydive Arizona™ obtained its first turbine airplane, a Westwind Beech. Business continued to grow and a new location was sought out that would allow for further expansion. Work began on the new DZ at Eloy (just 10 miles from Coolidge) in February of 1991, and the new facility opened for business in April of 1991.

Skydivers soon learned that the new Skydive Arizona™ was unlike any other drop zone in the world. Although close to major highways, it is surrounded by flat, uninhabited land for miles in every direction. Visitors remark on the oasis like appearance of the center, which has plenty of grass, a swimming pool, and trees in the midst of an otherwise barren desert.

It takes more than just great facilities to put thousands of

skydivers a year in the air efficiently and safely. No other skydiving center has the quality or quantity of aircraft found at Skydive Arizona™. The fleet is led by 5 Super Otters and 7 Skyvans, each capable of taking twenty three skydivers to 13,000 feet.

A venerable DC-3, once the workhorse of the fleet, carries the occasional load of 43 jumpers. Altogether, these airplanes can put over 240 skydivers at a time in the air, or over 500 jumps an hour!

ELOY VISITOR CENTER

Eloy

Visitor Center is one of three full-service Visitor Centers in the State of Arizona.

The Eloy Visitor Center is known for providing visitors with information about the area known as the “heart”of the Golden Corridor in Pinal County.

Visitors will find over 350 free brochures, pamphlets, books, tourist guides, maps, and other local printed materials. Upon entering the Visitor Center, one can view displays of cotton, gems and minerals, Native American exhibits and other interesting items all produced in Arizona.

The Eloy Visitor Center also has display boxes outside near the gates that contain brochures, pamphlets and maps of local cities and visitors are welcome to help themselves. This is especially useful for visitors when the center is closed for the day.

The Eloy Visitor Center averages about 4,000 visitors a year. Visitors come from all areas of Arizona, the USA, and foreign countries.

The Eloy Visitor Center is open, Monday thru Friday, 9 a.m. to 3 p.m. and is located at 3725 N. Camelot St., Eloy, Arizona.
