As one of the oldest communities in the state, Florence has played a pivotal role in shaping Arizona’s identity—from its early Native American inhabitants and Spanish explorers to its Wild West showdowns and contributions to statehood. Today, Florence is a dynamic blend of historic charm and modern progress, offering visitors a glimpse into its storied past while embracing a promising future. Whether you’re a history buff, an outdoor enthusiast, or a lover of Western heritage, Florence welcomes you to experience its unique legacy firsthand.

Florence, Arizona, one of the oldest towns in the state, was founded in 1866 by Levi Ruggles, a veteran of the Civil War. Recognizing the strategic location near the Gila River, Ruggles envisioned Florence as a central hub for trade and settlement in the Arizona Territory. He worked to establish a military post and survey the land for development, ultimately laying out the townsite that would become Florence.
The area's rich history dates back even further, with evidence of Hohokam settlements, who developed an extensive irrigation system to support agriculture. The Hohokam thrived in the region for over a thousand years, creating a sophisticated network of canals to sustain their crops in the arid desert. Their innovative irrigation techniques influenced later settlers who continued farming in the area.
Following the decline of the Hohokam civilization, various Native American tribes, including the Akimel O’odham (Pima) and Tohono O’odham, inhabited the region. Spanish explorers arrived in the 16th century, and the area later became part of the Spanish and Mexican territories before being acquired by the United States through the Gadsden Purchase in 1854.
As American settlers arrived in increasing numbers, Florence grew into a key transportation and commerce center, attracting ranchers, miners, and merchants. The town’s location along the Gila River made it a vital stop for travelers and traders, fostering economic activity and encouraging further settlement. In the years that followed, Florence evolved from a small settlement into an essential part of Arizona’s territorial history.
During the late 19th century, Florence became a quintessential Wild West town, marked by lawlessness and legendary figures. Notably, the town was the site of the infamous 1888 Tunnel Saloon shootout between Sheriff Pete Gabriel and his former deputy, Joe Phy. The rivalry between the two had been brewing for years, fueled by political and personal disputes. On May 31, 1888, tensions came to a head inside the Tunnel Saloon, a popular gathering spot in town.
Eyewitness accounts describe a dramatic confrontation in which both men drew their weapons and exchanged gunfire in close quarters. Gabriel was wounded, but Phy took a fatal shot and succumbed to his injuries. The event shocked the town and cemented its reputation as a true Wild West battleground.
Florence was no stranger to danger—stagecoach robberies, cattle rustling, and barroom brawls were common occurrences that shaped daily life. Local lawmen, including sheriffs and marshals, were constantly challenged to maintain order in the face of shifting alliances, traveling outlaws, and rugged frontier justice.
Despite the chaos, law and order ultimately prevailed, with the Pinal County Courthouse, built in 1891, standing as a symbol of justice in a time when outlaws roamed the desert. Florence also became known for its territorial prison, which housed notorious criminals and solidified its reputation as an epicenter of frontier justice. The tales of escaped convicts, public hangings, and dusty duels still echo in the oral history passed down by generations of Florence residents.
Today, the spirit of the Old West lives on through Florence’s architecture, preserved landmarks, and community events that pay homage to its colorful past.

Florence thrived due to its strategic location along the Gila River and key transportation routes. Agriculture played a significant role in the town's economy, with farmers cultivating cotton, alfalfa, and grains. The introduction of the Southern Pacific Railroad in the late 19th century further boosted trade and accessibility. As the population
grew, infrastructure improvements, including roads, schools, and businesses, helped Florence transition from a rugged frontier town into a stable community.
The 20th century brought additional growth as Florence became home to multiple state and federal correctional facilities, creating a steady source of employment and economic stability. The presence of the prison system played a significant role in shaping Florence’s modern economy, providing jobs and supporting local businesses that catered to employees and their families.
Tourism has also been an essential component of Florence’s economy, with its well-preserved historic district drawing visitors eager to experience the town’s Wild West past. The continued emphasis on heritage tourism has led to the restoration of many historic buildings, ensuring that Florence retains its unique character while attracting new investment.
In recent years, Florence has experienced further economic diversification, with real estate development and renewable energy projects contributing to its growth. The town’s proximity to major metropolitan areas like Phoenix and Tucson has increased interest from homebuyers and businesses seeking a balance between small-town charm and accessibility to urban centers. Local government initiatives have focused on infrastructure improvements, business incentives, and sustainable growth, ensuring Florence remains an attractive destination for both residents and investors.
Mining, particularly copper, has been an essential part of Florence’s economic fabric. The late 19th and early 20th centuries saw a boom in mining activity in the surrounding areas, drawing prospectors and investors eager to capitalize on Arizona’s rich mineral deposits. While Florence itself was not a major mining hub, it served as a critical supply and trade center for nearby mining towns.
In recent years, the discovery of significant copper deposits near Florence has renewed interest in the industry. Modern extraction techniques, including in-situ recovery methods, have made it possible to mine copper with minimal environmental disruption. The potential for new mining operations has sparked economic discussions regarding job creation and revenue generation for the town and surrounding communities. With copper demand remaining strong globally, Florence is poised to benefit from its longstanding ties to the mining sector while implementing responsible and sustainable mining practices.
As one of Arizona's earliest settlements, Florence played a crucial role in the state's journey to statehood. Being the county seat of Pinal County since 1875, the town was a center for political and civic activities. Many influential
figures who pushed for Arizona’s statehood in 1912 had ties to Florence, and the town's role in governance helped lay the foundation for modern Arizona.
Florence’s courthouse and government offices provided a platform for political debates and legislative planning, making it a hub for discussions on Arizona’s territorial future. Several key political leaders from Florence were instrumental in drafting and advocating for Arizona’s state constitution. Additionally, the town’s growing economy and stable infrastructure demonstrated Arizona’s viability as a self-sustaining state, strengthening its case for statehood.
One of Florence’s most notable figures, Ernest McFarland, played a crucial role in shaping Arizona’s legal and political landscape. McFarland, who later became a U.S. Senator, Governor of Arizona, and Chief Justice of the Arizona Supreme Court, was instrumental in advocating for policies that advanced the state's development. His contributions to public service and his role in Arizona’s early governance helped ensure the state’s long-term success.
Florence’s commitment to law, governance, and civic engagement reinforced the democratic principles that would shape Arizona as it transitioned from a territory to a state. The town’s enduring influence in state politics and governance remains a testament to its foundational role in Arizona’s history.
Florence has maintained a strong sense of heritage, celebrated through annual events and cultural traditions. The Florence Historic Home Tour, showcasing wellpreserved adobe and Victorian-era homes, highlights the town’s architectural legacy. The annual Country Thunder music festival attracts thousands of visitors, reinforcing Florence’s reputation as a vibrant cultural destination. The town also hosts the Junior Parada, the world’s oldest youth rodeo, reflecting its deep connection to Western traditions and ranching culture.
Other popular traditions include the Christmas on Main Street festival, which brings the community together with festive decorations, holiday markets, and performances.
Florence’s Halloween Fright Fest is another beloved event, offering family-friendly activities and historical ghost tours that highlight the town’s rich past.
Florence, Arizona, boasts a rich tapestry of historical buildings that reflect its storied past and architectural heritage. With over 140 preserved structures dating from the 19th to mid-20th centuries, the town offers a glimpse into its evolution from a frontier settlement to a thriving community. The Annual Florence Home Tour in February offers an opportunity to see some of these wonderful buildings. Here are just a few:

The First Pinal County Courthouse, built in 1878, is the oldest standing courthouse in Arizona. This adobe structure has served various roles over the years, including a hospital and public health center. In 1974, former Governor Ernest McFarland purchased and donated the building to the state, leading to its restoration and establishment as McFarland State Historic Park. Today, the park offers exhibits on local history and McFarland's contributions to Arizona.

Constructed in 1891, the Second Pinal County Courthouse stands as a testament to Late Victorian architecture. Designed by prominent Arizona architect James M. Creighton, this three-story redbrick building features an ornate clock tower—though due to budget constraints, the clock's hands were painted at 11:44 and remain fixed at that time. Serving as the county's judicial center until 1961, the courthouse was added to the National Register of Historic Places in 1978

Opened in 1916, the original building of Florence High School showcases Neoclassical
Revival architecture with Spanish Revival elements. Designed by the architectural firm Lescher & Kibbey, the one-story structure was oriented to optimize natural heating and cooling practical consideration for students who often traveled long distances on foot or horseback. The building was listed on the National Register of Historic Places in 1987.
Florence's historic district is home to numerous adobe buildings and Victorian-era homes that line its streets, particularly along Main Street. These structures, totaling over 125, narrate the town's Old West past and contribute to its designation as a National Historic District. The preservation of these buildings allows visitors and residents alike to experience the rich history and architectural beauty that define Florence, Arizona.

Pinal County’s workforce development system seamlessly integrates both public and private stakeholders into a service delivery system that focuses on both job seekers and employers. Services are primarily delivered through a blend of ARIZONA@ WORK Pinal County services which are funded by the Workforce Innovation and Opportunity Act (WIOA), and County funded workforce training incentives leveraged to attract and retain a qualified workforce driven by employer needs.

ARIZONA@WORK Pinal County is part of the statewide ARIZONA@WORK network. The system assists in developing the County’s workforce and matches employers with job seekers. of in-state tuition (fall/spring, fall/spring) funded by CAC and the CAC Foundation through Pinal Promise. This alleviates a huge financial burden for students who may not otherwise be able to attend college. Pinal Promise provides funding for any tuition need that has not been met, meaning that Pinal Promise funds will be applied after all other Financial Aid has been added to the student’s account (this excludes student loans). To be eligible for Pinal Promise, students must reside in and graduate from a Pinal County high school, participate in 20 hours of community service that can be completed in high school or while attending CAC and complete the CAC Scholarship application. Greetings from the Florence Fire Department! Founded in 1948, the Florence Fire Department is proud to serve as one of Arizona's oldest public safety institutions. For over a century, we have remained committed to protecting lives and property in our community, and we stand ready to assist you in your time of need—day or night.
Our department operates from two strategically located fire stations: Engine 541 located on 1st street and Ladder 542 on Hunt Highway in a community known as Anthem Florence. This ensures effective coverage and quick response times across the town of Florence. We utilize a three-platoon system to handle community emergencies 24 hours a day. Our fleet includes:

Nestled in a vibrant community spanning 62 square miles and home to nearly 27,000 residents, the Florence Police Department is a steadfast pillar of safety and service.
At the helm is our esteemed Chief of Police, whose vision for community-focused policing guides our mission. Supporting the Chief are two Commanders, overseeing operations and ensuring effective policy implementation. Their leadership is complemented by four Sergeants.
Our department is made up of over twenty Patrol Officers and one Detective, who tirelessly patrol streets, respond to calls, investigate criminal activity, and engage with the community to maintain peace and order.
We are excited to introduce three new School Resource Officers (SROs) for the 2025-2026 school year, who will be able to assist patrol in fostering a safe environment in our schools and strengthening bonds with the educational community.
In addition to our sworn officers, our department is strengthened by a dedicated team of thirteen civilian staff members and over fifteen volunteers. This team includes
nine dispatchers and one Dispatch Supervisor, who serves as the critical first point of contact for emergency calls. We have two Records Clerks and one Evidence Technician, who meticulously manage essential documentation and handle evidence with precision.
The Florence Police Department recently incorporated the Town’s Code Enforcement unit. This vital function is served by two Code Enforcement Officers who ensure cohesive and comprehensive community service and compliance.
Our commitment to community engagement is unwavering. We build strong, trusting relationships, actively working towards procedural justice, supported by partnerships with the town council, school district, and faith-based organizations. With four shifts operating around the clock, our department is always ready to respond to the needs of our citizens, day or night. Step into McFarland State Historic Park and you’ll step back in time. Built in 1878, this historic building has, through the years, embraced several important functions within its adobe brick walls. As Pinal County’s first courthouse, it now boasts the reputation of being Arizona’s oldest courthouse that can be toured.
The original sheriff’s office houses a well-stocked visitor center, featuring local, area, and state information.
The courtroom is dedicated to Ernest McFarland, the namesake of the park. One of Arizona’s most important statesmen, “Mac” has the honor of being the only American to have served his state in all three branches of the government. He is also known as a Father of the G.I. Bill, having drafted provisions for educational and business loans.
Upon construction of the town’s next courthouse in 1892, the building became the county hospital for approximately 50 years. Visit our hospital display and let your mind wander back to medicine at the start of the 1900’s. The building subsequently became Public Health, then a museum, and in the 1970’s Ernest McFarland bought and donated it to the state as a historic park.
One of our popular exhibits is the WWII POW Camp Florence display, with pictures, text, and artifacts of the camp, which was located north of town.
Children can experience learning too, with Jr. Ranger and Jr. Buddy programs and the Kids Courthouse Connection, special hands-on exhibits made especially for them.
Be sure to visit our unique gift shop, a favorite stop for both local shoppers and visitors. You’ll find products from local artisans and local farms, as well as items made by Arizona State inmates.

Casa Grande Ruins Reservation was created on June 22, 1892, by order of President Benjamin Harrison to protect a one-of-a-kind remaining Casa Grande or “Great House.” As a result, Casa Grande became the first prehistoric and cultural site to be established in the United States. The 480-acre reservation boundary changed in 1909, but retained the same acreage. An act in 1926 reduced that area to 472.5 acres. Some controversy has occurred over the years about the exact name of the monument. Originally, it was set aside as Casa Grande Ruins Reservation. In 1918 President Woodrow Wilson proclaimed it to be Casa Grande Monument. Subsequent congressional acts in 1926 and 1930 called it Casa Grande Ruins National Monument. Some National Park Service personnel have held that the national monument proclamation of 1918 should determine the name, but on the basis of the later legislation combined with a legal opinion and desire by monument management to be known as Casa Grande Ruins National Monument, the National Park Service Chief Historian recommended on December 17,1991, that it be recognized as Casa Grande Ruins National Monument.
The significance of Casa Grande Ruins lies in its prehistoric past when the builders and inhabitants achieved a sophisticated culture. Casa Grande fell within the heartland of an extensive prehistoric agricultural society. The Hohokam (a Pima Indian term meaning “those who have gone,”) with their lengthy canal irrigation system, were masters of the desert.
The Casa Grande is a four-story building as large as a castle and equal to the largest church in these lands of Sonora. Close to this Casa Grande are thirteen smaller houses, somewhat more dilapidated, and the ruins of many others, which make it evident that in ancient times there had been a city here. Jesuit padre Eusebio Francisco Kino wrote: “On this occasion and on later ones I have learned and heard, and at times have seen, that further to the east, north and west there are seven or eight more of these large old house and ruins of whole cities, with many broken metates and jars, charcoal, etc.” From that point onward, the Great House received a notoriety that caused many travelers to come to behold this work of a mysterious people and to speculate on its origins and meaning.

Located in the eastern portion of the county, the Boyce Thompson Arboretum offers stunning vistas and excellent walks focused on the unique flora and fauna that are oftentimes missed in these unique desert locations. In 2024, the Arboretum celebrated its Centennial Celebration and continues to bring incredible events to the visitors every year.
Anchoring the northern part of Pinal County, the Superstition Mountains offer scenic trails as well as a museum for visitors to learn about the lore of a legendary landscape rumored to hold the Lost Dutchman Gold Mine. A new addition to this region is Peralta Regional Park, a collaboration between Pinal County and Bureau of Land Management. The park will provide visitors exposure to the unique natural character of this upper Sonoran Desert setting. Features will include camping, a stargazing node, picnic sites, and more. Connectivity to the Lost Goldmine Trail and Lost Dutchman Park is part of the park’s notable features.
