Marcos strengthens Philippine-Canada tie
Philippine President Ferdinand R. Marcos Jr. concluded a fourday official visit to Canada from July 1 to 4, reinforcing the growing partnership between the Philippines and Canada through high-level meetings with Canadian Prime Minister Mark Carney and the signing of several landmark agreements.
The visit highlighted the strong friendship between the two countries, which have enjoyed diplomatic relations since 1949, while opening new opportunities in trade, labor, investment, tourism, culture, energy, and security.
Filipino community at the heart of the relationship
A central theme of the visit
Alex Eala:
Filipino tennis sensation Alex Eala received a hero’s welcome at Malacañang on Monday, July 13, 2026, after her historic run at the 2026 Wimbledon Championships, where she became the first Filipino to reach the round of 16 in a Grand Slam singles tournament.
Honoured by President Ferdinand Marcos Jr. and First Lady Louise Araneta-Marcos, the 21-year-old tennis star said the recognition was one of the most emotional moments of her life.
Although she is used to speaking before crowds, Eala admitted she felt unusually nervous as she addressed guests at the palace.
She thanked the president for

It is important that applicants do what they can to prepare their immigration applications throughout the process. In terms of provincial nomination submissions, be familiar with the process beginning with the online submission of an expression of interest. Ensure that you have met all the requirements, then submit your online interest and wait and pray for a good outcome.
Be aware that the application itself has a shelf-life of one year. What you may not be aware of is that the next potential step requires some preparation on your part. If you are successful in your Express Entry or provincial nomination submission you will receive an Invitation to Apply (ITA). This invitation is open but time sensitive. You have normally only 60 days to comply. This seems like a generous amount of time to respond but some circumstances or systemic delays are beyond your control.
Applicants for Express Entry or provincial nominations require documents to be complete. Police certificates, in particular, are tricky and can take a long time to obtain and a failure to comply within the 60-day period can put your application submission into jeopardy. Most applicants point to this requirement as one of the biggest challenges of the ITA. The Express Entry uses the federal standard for police certificates, and you are responsible for submitting a police certificate for every country you spent six months or more time living in after the age of eighteen. For some countries the time required may be days while others are months. The entire time is important because Canada has the due diligence to ensure that all applicants are checked for criminality as well as security and medical reasons. The applicant has 60 days in total, but the time required may exceed this amount of time.
Time allowed under Invitation to Apply
What are your options if you cannot obtain all the necessary required documents? It is possible to decline the invitation to apply by responding to the request and explaining the delay is outside of your control. You should state that you are applying from a country that requires an official request letter from IRCC to obtain a police certificate. IRCC will review your request and determine if your request is justified. Many applicants who worked in the Middle East are challenged by the system because they are not readily able to obtain a police clearance for the time they spent working in the area because they left behind a debt or utang. The applicants in such cases should have cleaned up their financial history before returning to their home country.
The example is pertinent because it is something faced by many applicants who returned to the Philippines, for example, and did not clear up their debts.
The ideal solution is not to leave behind such a problem. The other suggestion is that those who have submitted an online expression of interest should be aware of the potential problem and attend to the debt while they are waiting for an invitation to apply. You can still submit your online profile but also work on clearing up any potential problem. The solution for those with unpaid debt or those who want to avoid processing delays is to start collecting the required documents before being invited to apply. If you want to avoid the disappointment, start early and face the challenges before any 60day deadline. It is unfortunate for the applicant to await word about their application only to face the additional challenge of missing documents.
In all cases the solution is an honest disclosure of the efforts you have made to obtain all documents, such as contacts you have made with the foreign government and the efforts to comply. This
does not mean that IRCC will grant additional time but at least you have a reason to make the request and let them decide if it is reasonable. IRCC, or the MPNP in the case Manitoba, will make the final decision about granting you more time. This is part of what immigration authorities refer to as procedural fairness. Good luck with your submissions and my hope is that you are prepared for the challenge of documentation that follows the online submission. The process is more than an initial submission and requires follow up and preparation.

to cool down. Some community centres are also set up as cooling spaces this summer.
Safety tips for hot weather
Exposure to heat for long stretches can pose serious health risks, including risk of heat exhaustion or heat stroke.
Residents are reminded of the following heat safety tips:
• Stay hydrated. Don’t wait to feel thirsty to drink water. Limit alcohol consumption.
• Check on vulnerable family, friends and relatives, especially older adults or individuals with medical conditions.
• Stay in the shade and wear a hat and loose-fitting clothing. Be especially mindful of sun exposure for babies and young children and try to keep them in the shade when possible.
• Ensure children and pets are never left alone in closed vehicles or direct sunlight.
• Extreme heat is very dangerous. Call 9-1-1 if you or someone you know is exhibiting symptoms of heat exhaustion or heat stroke.
• When using additional cooling appliances such as
portable air conditioners, do not overload electrical circuits as this can create a fire risk.

was the important role of the nearly one million Filipinos who now live and work across Canada.
President Marcos described the Filipino community as the “heart and soul” of the Philippines’ strategic partnership with Canada, while Prime Minister Carney praised Filipinos for their outstanding contributions to Canadian society, the economy, healthcare, business, and public service.
The two leaders agreed that these strong people-topeople connections provide the foundation for even closer cooperation between the two nations.
Free Trade Agreement moves closer
One of the most significant outcomes of the visit was the commitment of both governments to conclude negotiations for a Canada-Philippines Free Trade Agreement (FTA) before the end of 2026.
Once finalized, the agreement is expected to encourage greater investments, increase trade, create more business opportunities, and strengthen economic growth for both countries.
The Philippines and Canada already enjoy a healthy trading relationship, with merchandise trade reaching US$3.4 billion in 2025, while trade in services continues to grow steadily.
Better protection for Filipino workers
For many Filipino Canadians and overseas Filipino workers, one of the visit’s most meaningful achievements was the signing of the first-ever federal labour and migration agreement between Canada and the Philippines.
The agreement aims to promote fair and ethical recruitment, strengthen the protection of migrant workers, and ensure that Filipino workers understand their rights while working in Canada.
President Marcos also appealed to Canadian federal and provincial governments to continue improving the recognition of Philippine educational and professional credentials. Doing so would allow more qualified Filipino nurses, engineers, teachers, accountants, and other professionals to practice their professions in Canada.
Expanding cooperation beyond trade
In addition to labour and trade,

Environment Secretary Juan Miguel Cuna and Canadian Minister of Foreign Affairs Anita Anand sign the Joint Declaration of Intent on Energy and Natural Resources, witnessed by President Ferdinand R. Marcos Jr. and Canadian Prime Minister Mark Carney in Vancouver, Canada on Thursday (July 2, 2026, Vancouver time). The agreement formalizes Philippine-Canada cooperation on critical minerals, sustainable mining, clean energy and environmental stewardship, paving the way for joint initiatives in digital mining governance, mine waste management, and mineral mapping.
both countries signed agreements covering tourism, culture, and energy cooperation.
These agreements are expected to encourage greater exchanges between Canadians and Filipinos, create new economic opportunities, and strengthen collaboration in sustainable development.
Prime Minister Carney also welcomed the Philippines’ recent classification as an upper middleincome economy, saying it sends a strong signal to investors that the country continues to build a stable and growing economy.
Shared commitment to regional security
The two leaders also discussed regional peace and security, particularly in the Indo-Pacific.
President Marcos thanked Canada for consistently supporting a rules-based international order in the South China Sea and for recognizing the 2016 Arbitral Tribunal ruling under the United Nations Convention on the Law of the Sea (UNCLOS).
Canada also reaffirmed its commitment to expanding defence cooperation with the Philippines through joint military training and enhanced maritime security initiatives.
A taste of home in Vancouver
Following their official meetings, President Marcos and Prime Minister Carney made a surprise stop at the Jollibee branch

The two leaders greeted customers, posed with the Jollibee mascot, and interacted with restaurant staff, delighting members of the Filipino community. The visit also showcased one of the Philippines’ most recognizable global brands and highlighted Jollibee’s growing popularity in Canada.
A partnership looking to the future
President Marcos’ official visit demonstrated that the Philippines and Canada are entering a new chapter in their long-standing relationship.
Beyond the agreements signed, the visit underscored the valuable role of the Filipino community in Canada and laid the groundwork for stronger cooperation in trade, investment, labour, education, tourism, culture, and regional security.

Eala said the president’s words made her feel that the years of hard work, sacrifice, and dedication behind her success had truly been recognized and appreciated.

PE: What is your specific role at Threshold?
AP: My role is to meet with existing and potential new clients and help them consolidate their debt into a mortgage finance. I help them with one single payment per month, versus having a mortgage, credit card payments, lines of credit, car loan, etc.
PE: How can you make the process simple and easy for clients?
AP: My advice to anyone who is struggling is to simply pick up the phone and call or text me at 204-999-7838. Our conversations remain confidential and I will always provide the sincerest advice to help navigate the current situation you are in. It takes care to make that initial call but once you do and we get the ball rolling, you’ll see how easy it is to get back on track!
“The love and encouragement from our kababayans have been incredible,” she said, adding that seeing how her achievements have inspired fellow Filipinos fills her with pride and joy.
Eala reaffirmed her commitment to carrying the Philippine flag wherever she competes, saying her identity as a Filipina is a huge part of who she is.
“I’m really proud to represent our country both on and off the court,” she said. “I will continue to represent the Philippines in the best way that I possibly can.”
Joining Eala during the reception were her parents, former national swimmer Rosemarie Maniego-Eala and businessman Michael Eala, along with her tennis agent, Carter Lin.

Eala continues to write Philippine tennis history. In 2022, she became the first Filipino to win a junior Grand Slam singles title after capturing the US Open Girls’ Singles crown. She also won the women’s singles gold medal at the 2025 Southeast Asian Games, ending a 31-year drought for the Philippines in the event.
Following her remarkable Wimbledon campaign, Eala climbed to a career-high World No. 28 in the WTA rankings, the highest ranking ever achieved by a Filipina.
For millions of Filipinos at home and abroad, Alex Eala’s inspiring journey is proof that with talent, perseverance, and national pride, history can be made.

Are high-protein diets safe for weight loss?
Diets high in protein aren’t known to cause medical problems in healthy people. But there are a wide range of these types of diets. One extreme example is the carnivore diet that cuts out almost all carbohydrates in favour of animal-based foods. But it is possible to have a high-protein diet
that includes all the food groups. In general, high-protein diets help with short-term weight loss by making you feel fuller. But if you follow a high-protein diet for a long time, there are some health issues that may come up. And researchers are still studying the long-term risks of high-protein
diets that limit carbohydrates.
• Some high-protein diets, especially very restrictive versions such as the carnivore diet, limit carbs so much that you might not get enough nutrients or fibre. This can cause problems such as bad breath, headache and constipation.
• Some high-protein diets

allow red meats, processed meats and other foods high in saturated fat. These foods may increase your risk of heart disease. And they can increase your low-density lipoprotein (LDL) cholesterol, the “bad” cholesterol.
• A high-protein diet may worsen how well a kidney works in people with kidney disease. This can happen because the body may not be able to get rid of all the waste products of protein that’s broken down.
If you want to try to a highprotein diet, choose your protein with care. Stay away from processed meats. Pick nutrientrich protein choices such as:
• Soy protein.
• Beans and other legumes such as lentils.
• Nuts and seeds.
• Fish.
• Lean chicken with no skin.
• Lean beef and pork.
• Low-fat dairy products.
• Egg whites.
Talk with your health care provider before starting a weightloss diet. This is very important to do if you have kidney disease, diabetes or other long-lasting health conditions.

A high-protein diet can potentially lead to deficiencies in certain vitamins and minerals. To support a high-protein diet, it’s important to ensure adequate intake of B vitamins, vitamin D, vitamin E, calcium, and magnesium. These nutrients play vital roles in energy production, cell health, and bone strength, among other functions. Editor’s note: Consult your doctor before starting any new supplement.

Namumulaklak (blooming), a visual arts exhibition that builds on the evolving exploration of Filipinx identity in Canada, concluded its extended run at the Platform Centre for Digital + Photographic Arts on the 20th of June.
The exhibit provided a space for artists to explore complexities of cultural memory, language, and the act of blooming within the diaspora. It was preceded by the exhibitions Katauhan (Personality) in 2023 and Seremonya (Ceremony) in 2024, which centred on self-definition and cultural practice.
Namumulaklak showcased the creativity of established and emerging Manitoba-based artists Roan Barrion, Ellina Pe Benito, Nereo, Ally Gonzalo, Ralph Gutierrez (SANTOCINO), Sharyn Gutierrez (Ryndrea), Pat Lazo, Katrina Marie Mendoza, Randy Ortiz, Amber Ramos, Paul Robles, Lourdes Still, and Leslie Supnet. Their works represent ceramic arts, painting, dyeing, video, photography, installation, music, poetry, and performance.
The cross-disciplinary
program is driven by the collaborative vision of curators Antoinette Baquiran and Charles Venzon of ABCV, with the support of the Manitoba Arts Council and Winnipeg Arts Council. Both Antoinette and Charles are committed to centring Filipinx narratives within the Manitoba arts landscape.
Antoinette, who holds a master’s degree in interior design, contributes to the local arts and design scene by using identity to inform spatial design in her community-based projects. As an artist, she advocates for inclusive design and representation of the Filipinx community in creative spaces.
Charles, an award-winning interdisciplinary artist and photographer, explores the themes of migration, decolonization, and cultural repatriation. His recent work, Federal Filipina Pioneers, illuminates the legacy of Winnipeg’s early Filipina garment workers, ensuring these stories are both celebrated and preserved.

“Ang sarap niya katrabaho,” Nadine shared during her solo press conference on July 8. She described Alden as warm, approachable, and respectful to everyone on the set, noting that he makes an effort to talk to the entire cast and crew.
She also praised him for being collaborative, saying they would carefully discuss and break down their scenes together.
Although Love, Siargao marks their first major acting project as a pair, Nadine revealed that they had met years ago while filming endorsement projects. “I was only 16 or 17 years old then. Now I’m 32,” she laughed, adding that it was nice to finally work with him on a full-length production.

She encouraged him to spend more time in Siargao, calling it her personal escape whenever she needs to recharge. She even joked that she wouldn’t be surprised if Alden eventually buys a house there because of the island’s peaceful atmosphere.
Another thing the actress admires about her co-star is their shared entrepreneurial spirit. She revealed that, despite the month-long lock-in shoot, Alden continued attending business meetings, something she could relate to since she also manages ventures outside showbiz.
With undeniable chemistry and the stunning backdrop of Siargao, Love, Siargao is giving fans another reason to fall in love with Nadine and Alden’s exciting new screen partnership.

KAPALARAN

Gemini (Mayo 21 - Hunyo 20)

Be honest.
Leo (Hulyo 23 - Agosto 22)

NolietFili:IsangOpera-Sarswela brings Rizal’s timeless legacy to life
by Ann Evangelista
In a moving tribute to the 165th birth anniversary of Philippine national hero Dr. Jose P. Rizal, the Philippine Canadian Centre of Manitoba (PCCM) became a stage for history, music, and patriotism as Noli et Fili: Isang Opera-Sarswela captivated audiences on June 19. The date, celebrated by Filipinos around the world as Rizal’s birthday, provided a meaningful backdrop for a production inspired by his landmark novels Noli Me Tangere and El Filibusterismo.
Created and directed by acclaimed tenor Ronald Mervin Sison, the original operasarsuwela masterfully blended the grandeur of opera with the accessibility of the traditional Filipino sarsuwela, breathing new life into Rizal’s enduring message of justice, freedom, education, and love of country.
The production featured a talented cast composed of community performers: Gloria Agravante, Laurence Cabasug, Fermel Distajo, Ann Evangelista, Elsie Grennier, Felino de Jesus, Jennifer Lachica, Genelyn Attolba Navarro, Alden Novallasca, Jeanette Kiamco Perez, Rey Robillos, and Ray Sator. Joining them were accomplished vocal artists Taylor Burns (Soprano), Christopher D’Arcy Dunn (Bass-Baritone), Sofia Escamilla (Soprano), Ronald Mervin Sison (Tenor), with Henry Kelsey providing piano accompaniment.
The audience was treated to a compelling fusion of dramatic storytelling, classical music, and Filipino cultural heritage. Through memorable performances and stirring musical arrangements, the production reminded viewers
that the themes found in Rizal’s novels remain relevant today, encouraging reflection on social responsibility, courage, and nation building.
As I reflected on the production, I was reminded that Dr. Jose Rizal is more than a historical figure; he is a symbol of courage, wisdom, and love for country whose life continues to offer enduring lessons for today’s youth. His use of education, writing, and peaceful reform demonstrates that one person can spark meaningful change, while his legacy underscores the importance of education as the foundation of freedom and progress. Rizal inspires young people to think critically, act with integrity, and take pride in their cultural identity, while reminding us that true leadership is rooted in character, humility, and service to others.
Looking ahead, Act 2: El Filibusterismo (Fili) is scheduled to be staged in December 2026, continuing the artistic journey and deepening the exploration of Rizal’s powerful social commentary.
Beyond the performance itself, Noli et Fili showcased the strength of Winnipeg’s Filipino-Canadian artistic community. The production brought together performers, musicians, volunteers, and cultural advocates whose collective efforts celebrated Filipino identity while introducing younger generations and the wider community to one of the Philippines’ greatest literary and historical legacies.
The evening also highlighted the importance of preserving Filipino arts and culture in Manitoba. Community supporters, including The Grenniers, expressed their pride in helping bring the ambitious production

to life, reinforcing the shared commitment to promoting Filipino heritage through the performing arts.
As the curtain fell to enthusiastic applause, Noli et
Fili: Isang Opera-Sarswela stood as more than a theatrical performance; it became a celebration of culture, history, and community. By honouring Dr. Jose Rizal on his birthday through
music and drama, the production demonstrated that his vision of an enlightened, compassionate, and united people continues to inspire Filipinos across generations and across the globe.

According to Garcia, there was “no legal impediment” to the wedding and the agreement was “freely and voluntarily” executed by both Bea and Vincent, dismissing speculation that it had caused any conflict between them.
Entertainment reporter Ogie Diaz likewise said the prenup was never a major issue, noting that both Bea and Vincent entered the marriage with successful careers and financial stability.
Reports said the intimate ceremony was attended by only a handful of close friends and witnesses, including members of the family behind the Secosana brand, which partners with Bea for her travel bag label, Bash. No immediate family members were reportedly present.
Marriage banns for the couple had earlier been published by St. Peter the Apostle Parish in March, fuelling speculation that wedding

plans were already underway.
Bea publicly confirmed her relationship with Vincent in 2025 after months of keeping their romance private. Since news of their wedding broke, social media has been flooded with congratulatory messages from fans, many expressing joy that the actress has finally fulfilled her dream of getting married.
With their civil wedding now official, many are wondering if a church wedding will be the couple’s next celebration.

On June 20, 2026, I attended the Independence Day Ball at the Victoria Inn, organized by the Philippine Heritage Council of Manitoba (PHCM). The theme was Diwa ng Pilipino or The Filipino Spirit. It was a well-attended event, where I saw people whom I had met while working for the Minister of Culture of the Province of Manitoba. Attending this event makes one reflect on the meaning of “independence.”
Someone asked me, “Are we really free as a people?” If we are free, how come we have a moribund social system in the Philippines? How come when a poor man steals food to eat, he gets jailed, while corrupt politicians who steal billions walk away scot-free? How come youth activists are jailed, tortured, vilified as communists and/or terrorists and murdered, while the armed minions of the system protect the corrupt and powerful?
Independence Day is a time to celebrate the achievement of the revolution of 1896, ending more than 300 years of Spanish colonialism. However, we should not lose sight of the fact that Spain, clearly defeated by the Katipunan (revolutionary movement), ceded some of its colonies to the United States with the signing of the Treaty of Paris of 1898. Spain ceded the Philippines to the United States for $20 million. The treaty effectively transferred Spain’s hegemony to the US. This colonial gambit of Spain should be studied critically. The books of Renato Constantino, The Past Revisited and The Continuing Past, provide accounts of the Katipunan continuing the struggle against the new colonial power. It is also noteworthy to mention Makario Sakay’s commitment to continue the Katipunan’s revolutionary struggle until his
traitorous execution in 1913. The revolution of 1896 was the first, if not one of the earliest, revolutions against colonialism in Asia in the 19th century.
By 1902, cognizant of the rising opposition of the people, US colonial rule would be forced to adopt neo-colonialism to subjugate the resistance. Instead of direct rule through the governor-general, puppets were developed by foisting the children of the co-opted ruling class to rule the colonies or the Philippines in particular. It is not surprising that the 1935 constitution was patterned after the American constitution. From this would evolve the 1973 and the 1986 constitutions, which law students of my generation in the 90s studied and memorized to become ideologues of republican democracy. The US also granted flag independence that lulled the populace by providing a semblance of freedom and democracy in the realm of politics during the commonwealth period (1935-1946). The Philippine economy was subjected to unequal treaties, like the Bell Trade Act. All these laid the ground for semi-feudalism, as contraposed to feudalism, during the 365 years of Spanish colonial rule. Neocolonialism introduced capitalism in some areas in the Philippines while maintaining most regions as agricultural to supply raw materials for monopoly capital.
The introduction of capitalism gave birth to the Filipino workingclass movement. In 1903, the Union Obrera Democrática de las Islas Filipinas (UODF) was born (Manggagawa: Noon at Ngayon, 2002, Eiler). This organization would eventually give birth to a new type of revolutionary movement. During the time of the great nationalist

Independence Day reflections and perspectives
Claro M. Recto, those who called for national industrialization and agrarian reform were vilified as communists. Presidents of the Philippines were pressured to toe the line of the neo-colonial agenda or get overthrown.
The revolution of 1896 and the years of liberation struggle should be celebrated, while all the puppetry and betrayal of the motherland should be deplored and resisted. Unfortunately, the effects of semi-colonialism and
semi-feudalism have a longterm impact. Nowadays, about seven thousand Filipinos go abroad daily in search of better opportunities – a bad case of brain drain – victims of “labour export policy.” Working abroad gives one a vantage point. People from industrialized countries go abroad to invest or tour, while the majority of people from pre-industrial and agricultural countries end up as an industrial army of labour. Given this situation, the
celebration of Independence Day should rouse our people to help the motherland in its struggle for liberation. Doing so would lead to independence in the realm of politics, economy and culture through national industrialization and genuine agrarian reform. Indeed, the greatest achievement of the independence celebration is to make the children of the motherland reflect and pose the question, are we really independent?
