THE GREAT RESIGNATION 4.5 MILLION QUIT OR CHANGED JOBS IN NOVEMBER The U.S. Department of Labor just released some fascinating statistics. In November of last year 4.5 million workers quit or changed jobs. That’s the highest number in the history of the department’s survey.

November was the fourth time in 2021 that quitting or job changing set a record.

The other three were April, August and September. On top of all that quitting and changing is another part of the report that says there are 10.6 million jobs sitting empty and in need of someone to do that work.

Economists say some 20 million workers lost their jobs in the Spring of 2020 when the pandemic hit. When things started to thaw, a lot of those workers refused to return to work.

That led to the imbalance we see now and it has given workers a lot more salary and benefit leverage than they’ve had before.

Julia Pollak of ZipRecruiter said this is a very, very tight labor market.

“This is the tightest labor market ever,” she said. “These are not quits from the labor force but quits from lower-paying jobs to higherpaying jobs, from less prestigious jobs to better, more prestigious jobs, from less flexible jobs to more flexible jobs.”

Retail and restaurant employers have experienced the most trouble filling jobs.

Breaking it down a bit: • Close to 7% of restaurant and bar workers quit in November • 4.4% of retail workers bagged their jobs Other companies are struggling, too. It’s led to companies competing against each other with higher wages, better benefits and cash bonuses for going to work for them.

MARSHBERRY 2021 M&A ACTIVITY SETS RECORD MarshBerry tracks mergers and acquisitions.

The company has finished compiling 2021’s results and says it set a record for the fifth straight year. All told, there were 798 transactions, a 12.2% increase over 2020’s 711.

Private capital-backed buyers did 591 of the 798 transactions. That’s 74.1% of them. Since 2018 these buyers have seen an average annual growth of about 14.8%.

MarshBerry says that means they’re continuing to expand their influence and presence in the marketplace.

“Buyers and investors are continuing to push their way into the marketplace. It is a very favorable seller’s market because there is still more demand than there is quality supply,” the company’s report said.

Others making purchases include independent agencies. They did 100 deals, or 12.5% of the total count. That’s down from an average of 23.2% in the past.

Looking at 2022, MarshBerry says purchasing will continue to be quite active but it probably won’t set another record. “While the 2022 deal count will not necessarily eclipse the 2021 total, activity will likely remain at the 2019/2020 levels with somewhere between 650-750 announced transactions,” MarshBerry said.

Demand by these buyers and investors is pushing up prices. Valuations by the end of 2020 were over 10-times the earnings before interest, taxes, depreciation and amortization. It ends up being a 12.9% jump over the upfront proceeds sellers got in 2020.

THE IRS, COVID & LAST YEAR’S TAXES Expect Refund Delays

COVID has the Internal Revenue Service chief, Charles Rettig and his staff, worried. At year end, the IRS usually has a few million returns to be processed. When 2020 ended, there were over 35 million.

While the IRS won’t say how many of that 35 million got processed after year’s end, we do know it’s going to be awhile before last year’s returns are completely done. That bodes bad for this year’s submissions.

Though we don’t need to tell you this, good journalistic practices say we must. Here’s what’s happened. COVID hit taxpayers and tax preparers hard last year so they got behind.

pushing Congress to increase funding. It’s part of Biden’s Build Back Better agenda. As you know, Build Back is on hold for now because of political party bickering and a Democrat — Sen. Joe Manchin — who has held up the bill.

If you’re one of the people wondering what happened to your return, or that of your business, good luck reaching the IRS. The watchdog group, National Taxpayer Advocate said just 9% of calls are answered and only 3% have been answered on the 1040 support line.

Mark Everson who headed the IRS under George W. Bush disagrees and says funding isn’t the problem. Everson said the nonresponse of the IRS is mostly pandemic caused. “They went down early and hard from the pandemic and they’ve never really fully recovered. For both taxpayers and regular practitioners, the inability to get through on the phones is very frustrating,” he said.

Just as bad — or maybe even worse — many of the in-person centers operated by the IRS closed because of the pandemic. John Koskinen — who headed the IRS under Barack Obama — says Republicans forced budget cuts that led to a 25% cut in staff.

“By definition, no matter how much more efficient you are, you can’t lose 25 percent of the workforce and assume you can do the same volume of work,” Koskinen said. “It’s a problem across the board — information technology; revenue agents; people answering the phones.

The fact the filing season has gone so well over the last three years is an amazing tribute to the capacity of the workforce, but if you keep underfunding the place it’s not a question of whether it will have a major problem — it’s a question of when.”

INSURANCE NOT KEEPING UP WITH THE DIGITAL EXPERIENCE J.D. Power just released its 2021 U.S. Claims Digital Experience Study. It is not looking good for insurance.

The second annual study checked in with 3,000 customers doing home or auto insurance and who have filed claims in the last 12 months. J.D. Power looked at digital channels and the claims process, and how they worked on websites and phone apps. It also asked questions about updates and enhancements.

J.D. Power spokesman, Martin Ellingsworth found that only 40% of those who have filed claims have done so with a claims estimator online. And just 47% made their claim on a website.

The Bottom-Line: Customers aren’t satisfied.

“The insurance claims process has not really evolved beyond the launch of digital photo estimation three years ago,” Ellingsworth said.

“It’s no secret the industry has been investing heavily in back-end technology such as straightthrough processing, which should help set the stage for faster, more personalized digital claims management tools. But right now, there is still a great deal of room for improvement in these functions. It is also critical to note that

TOP STORIES satisfaction is highest when claimants have options to interact via the channel they choose and not feel forced into a one-size-fits-all experience.”

A high percentage of claimants — 49% — are using the phone to file a claim and Ellingsworth says that’s what is dragging down the satisfaction percentages.

When it comes to satisfaction, baby boomers are the least satisfied of the groups surveyed.

WRAPPING UP 2021 4TH QUARTER P&C RATES

MarketScout says property and casualty insurance rates rose in the fourth quarter of 2021. The average was 5.8%. Richard Kerr is MarketScout’s CEO and he said that’s down from the third quarter average of 6.8%.

“The fourth quarter 2021 reflects moderation in rate increases,” Kerr said.

“However, when comparing rates for the entirety of 2021, rates did increase from +5.6% in 2020 to +6.6% in 2021.”

Some lines — however — saw skyrocketing rates.

“The composite national personal lines market continues to steadily adjust rates as necessary without year-overyear massive rate increases,” Kerr said.

“However, for CAT exposed properties, rate increases can be dramatic; as much as 25%-40% in areas such as the wildfire corridors of California or southern portions of Florida.

Umbrella/excess lines had the highest increase at 11%. That’s followed by D&O at 10.3% and commercial property’s 8.3%. Other lines seeing increases of 5% or more are business interruption, general liability, commercial auto, professional liability and employment practice liability.

FLOOD

National Flood Insurance Program (NFIP) Extension PIA successfully advocated for the NFIP’s extension in advance of each of its 2021 expiration dates.

Defeat of Harmful Provisions of Late 2021 Reconciliation Package As originally proposed, the second 2021 reconciliation package would have hindered the businesses of independent agents.

The PIA advocacy team successfully defeated proposals like: • A provision that would have permitted federal oversight of state workers’ compensation programs.

• A proposal that would have imposed a broad new tax information reporting regime on small businesses.

• A proposal that would have raised individual and corporate taxes and increased the capital gains tax.

• A provision that would have repealed the 20-percent tax deduction for qualified business income of qualifying pass-through businesses (S corporations), which was established by the 2017 tax reform law.

Advocacy on COVID-19 Related Issues PIA successfully advocated for public policies that provided relief to small businesses struggling due to COVID-19, including: • Creation of the Paycheck Protection Program (PPP) and its second-loan draw opportunity, the establishment of a streamlined loan forgiveness process for some PPP borrowers, and the protection of PPP borrowers from a surprise tax on their loan proceeds.

• Protection of businesses against the retroactive rewriting of existing agreements to impose extracontractual liability on those businesses for losses resulting from business interruptions.

• Leadership of agent community in the development of policy solutions to protect businesses from future pandemic losses.

Over the last few months Weekly Industry News has done several stories on the Great Resignation and how people are changing jobs on an unprecedented scale. We’ve looked at why they’re leaving, why people stay with jobs, and what employers should look for to keep the people they have working for them.

Mental health is one of the main themes we’ve run across in most of our stories.

According to a survey done by Uprise Health titled, Are you Listening? What Employees Expect from Employers for Mental Health

TOP STORIES Support, mental health issues are primary in the decision to leave a company and the primary reason to stay.

The conclusion of the survey of 1,100 workers is this: employers prioritizing the wellbeing of their employees will have more success keeping people than their other businesses. They’ll also do better in recruiting for open positions.

More information from the survey: •

56% say they thought about leaving their jobs during the pandemic

25% of that group said their mental health was the reason

•

78% say their mental health has been impacted by the pandemic

These are issues we’ve seen before in other surveys so most of you won’t find those statistics all that surprising.

Here’s how the 78% claim their mental health was compromised by the pandemic: •

43% felt overloaded with work

•

39% were frustrated with company leadership and coworkers

•

28% say they were not recognized for the hard work they put in

Dr. Jay Spence is a clinical psychologist at Uprise Health. He said what separates employers people want to leave from those able to keep workers, is attention on mental health from human resources departments.

Their focus was improving mental health at work.

Those taking the survey liked that their current employers are doing to help them with their mental health: •

83% say their workplace has been supportive of their mental health

•

60% say they are comfortable talking with supervisors about their mental health

Spence said this effort has — apparently — paid off. “Compared to a year ago, there has been a significant increase in these numbers, meaning the efforts that have gone into making workplaces less stigmatized against mental health is starting to pay off,” he said. Spence noted those employing a more sophisticated look at employee mental health, and how it can impact the retention of employees, have been more successful.

He also pointed out that these efforts have worked best with younger workers — those in the 18 to 29 year old range. A third of them have changed jobs in the last half year.

Pandemic related stress is the reason they gave for leaving.

“You attract Gen Z through mental health policies and practices,” Spence said. “They’re not as worried about the stigma because it has become more normalized in their conversations. Their expectation is to treat mental health the same as a physical illness.”

CRISIS IN MANUFACTURING

Blue Collar Workers Shifting Careers The pandemic’s beginning saw people laid off in droves. Many were brought back and many white collar workers were given permission to work from home. Some — instead of going back to their employer — moved on.

They’re still moving on says a study from the Oliver Wyman Forum.

And now — the forum report says — blue collar workers are wanting the same kind of flexibility as their white collar friends.

“Despite being front and center during the spread of Covid-19, the well-being of bluecollar workers took a back seat,” the report said. “Most clocked hours in person — putting themselves and their loved ones at risk — while they watched their white-collar counterparts migrate to comfortable and safe remote setups, with their jobs and pay protected.”

What blue collar businesses can’t do is match the scale of flexibility that white collar jobs offer.

Small steps are working but not as well. So blue collar businesses are struggling to fill the vacant jobs of workers who’ve moved on.

The Federal Reserve says manufacturing companies are way short of being full staffed “Applicants are trickling in,” one company said.

“Not fast enough to satisfy current demand.”

Economists say blue collar businesses are behind the eight-ball in pay, in child care facility offerings and early retirement benefits. So a lot of their workers are rethinking their careers and are trying to move into the white collar community and into something with more benefits and flexibility.

Researcher and economist said there was a huge migration of blue collar workers out of manufacturing and construction businesses in 2020. The U.S. Census Bureau said in the three months from September to November of last year, somewhere between 6.5% and 8.4% of blue collar workers from construction, transportation and production changed jobs and went into white collar professions.

The Oliver Wyman Forum study says most of those job changers went into IT industries. That includes cyber security and sales. Most said they quit their blue collar jobs because they wanted more flexible hours and better benefits.

That is leading manufacturing, construction and other industries to rethink salaries, benefits, etc.

Time will tell if they are successful or not.
