It’s 2021 Annual Report cover gives a glimpse of its goal of significantly expanding PERC’s footprint in the renewable energy space.

The paper used in this Annual Report is certified by Programme for the Endorsement of Forest Certification (PEFC) signifying that the forest-based materials used in the paper came from sustainably-managed forests. Our printer, Primex Printers, Inc., also utilizes Kodak Sonora process-free plates, soy-based ink, and a Heidelberg carbon neutral offset press resulting in lesser chemical wastes and air contaminants during the printing process. These show how PERC gives high importance to environmental preservation and to its sustainability journey.

The year 2021 began with a more encouraging outlook as pandemic restrictions were loosened and businesses re-opened. By the end of the year, despite uncertainties brought by geo-political tensions, a national elections campaign, and lingering COVID-19 challenges, your Company achieved good operational and financial outcomes.

We performed fairly well last year delivering a 3% increase in our consolidated net income, and a 2% increase in our net income attributable to equity holders of the Parent company, despite a Php 304 Million impairment recorded on the Company’s West Linapacan and Octon petroleum service contracts (SC). The Company ended 2021 with a consolidated net income of Php 665 Million, driven largely by the recovery in volume of oil production, global

increase in oil prices, and the high electricity sales from our Tarlac-2 Solar Power Plant.

The PetroEnergy Group maintained a healthy financial position with Php 13.2 Billion assets.

Operations Even as we expand our renewable energy (RE) portfolio, we continue to participate in upstream petroleum business. Our Gabon oilfield yielded a total crude production of 5.42 million barrels of oil (MMBO). The Consortium commenced a four-well drilling program in December 2021 aimed at sustaining the field production to above 20,000 barrels of oil per day (BOPD). The first well was put on-line on February 2, 2022, while the other three (3) wells are to be completed within the year. Given the contract extension granted by the Gabonese government in 2018, the Consortium is currently firming up the most feasible Integrated Field Development Plan (IFDP) to extract the remaining recoverable oil volumes until at least 2028 up to 2038. A total of 124 MMBO has been extracted from the field from inception in 2002. Our local petroleum projects were affected by geopolitical constraints and pandemic consequences hampering the timely execution of work programs. On October 14, 2020, the Department of Energy (DOE) officially lifted the Force Majeure imposed on our Service Contract 8

(SC) 75 – Offshore Northwest Palawan. This allowed our SC-75 Consortium, led by PXP Energy, to engage various foreign and local contractors for the committed 3D seismic survey over the block. However, the DOE retracted the Force Majeure lifting in April 2022, when our contractors were already mobilized to the project site, citing “political, economic, and national security implications of any activity in the West Philippine Sea”. With no choice but to comply with the sudden reversal in government policy, the Consortium terminated the 3D seismic survey activities. The Consortium will wait for final instructions from the DOE. Our SC 14C2 – West Linapacan field is undergoing third-party technical evaluation to assess potential additional production opportunities. Given the high oil prices prevailing, such field may prove to be attractive. For our third block, SC 6A – Octon-Malajon, operator Philodrill formally notified the DOE that the Joint Venture (JV) has decided not to proceed with its appraisal programs and potential development of the areas due to limited term. The service contract is expiring in February 2024. In view of this, PetroEnergy has written off about Php 159.3 Million in deferred costs.


Our renewable energy business were largely spared from the impacts of the COVID-19 pandemic. The 20-MW Maibarara-1 and 12MW Maibarara-2 Geothermal Power Plants in Batangas exported a combined output of 251 GWh translating to Php 1.01 Billion in electricity revenues. The two geothermal power units also successfully underwent major preventive maintenance in February 2022.

In Tarlac, our 50-MWdc Tarlac-1 and 20-MWdc Tarlac-2 Solar Power Plants exported a total of 104 GWh of power to the Luzon grid in 2021. This yielded electricity sales of Php 886.2 Million. Since our in-house technical team took over the operations and maintenance (O&M) of the solar farms, reduction in operational costs and improved efficiency in power generation have been recorded. On the other hand, our 36-MW Nabas-1 Wind Power Plant in Aklan supplied 91.3 GWh of clean energy to the Visayas grid with gross revenue of Php 762.8 Million. All told, our RE ventures brought in Php 2.66 Billion in gross revenues in 2021. Looking Ahead After months of studies and stakeholder consultations, the DOE and World Bank Group (WBG) officially launched in April, 2022, the Philippines’ offshore wind roadmap, setting out plans to achieve 21 GW of offshore wind power by 2040. This is a welcome development for our Company as we embark on our pre-development studies of our three (3) offshore wind service contracts covering the areas of Northern Luzon, Northern Mindoro, and East Panay. These are Service Contracts granted to us by the DOE in 2021. We have been working steadily with our Danish partner to advance our feasibility studies and pre-development works in these areas. We are actively pursuing our Nabas-2 Wind Power Project (Nabas-2), which will add 14 MW to our existing 36 MW Nabas-1 facility. On February 17, 2021, the Department of Environment and Natural Resources – Environmental Management Bureau

We have plans to go completely renewables, ending our decadeslong and profitable engagement in upstream petroleum.

(DENR-EMB) Region 6 issued the amended Environmental Compliance Certificate (ECC) to operator PetroWind Energy Inc. (PWEI) for Nabas-2, while the Forest Land Use Agreement (FLAg) was issued last December 28, 2021. With these positive developments on the project permitting, we are eager and ready to push forward. Our Company is also progressing with greenfield solar projects. The DOE officially approved on April 18, 2022, PetroGreen Energy Corporation’s (PGEC) Solar Energy Operating Contract (SEOC) for our 25MWdc Bugallon (Pangasinan) Solar Power Project (BSPP). Our proposed 25-MWdc Dagohoy (Bohol) Solar Power Project (DSPP) is awaiting its SEOC approval as well. Aside from these two greenfield solar projects, we are planning a second expansion of our Tarlac Solar Power Project by another 29 MWdc.


The Next Big Move The COVID-19 pandemic’s impacts have been stark, deep, and widespread, affecting not only the country’s health care system but our governing institutions, social life, and business operations. In the energy sector, the disruptions in the global supply chain led to shortages in coal imports needed by local power generators and health and travel restrictions made it difficult to mobilize foreign contractors and experts needed for urgent repairs. As important, the value of a healthy environment made clear by the pandemic underscores the need to shift away from polluting fossil fuels.
