Time for ‘Vegan Starbucks’?

BY ELDON GRAHAM OUTH Philadelphians have seen a fair share of restaurants and establishments make their way to the area to cater to their needs and idiosyncrasies. Batter & Crumbs, a local vegan baking company, owned and operated by John Schultz and Paul Carmine, plans to open a café designed to be a “vegan Starbucks” around the 1400 block of Reed Street to ease the shortage of vegan-based eateries in the Point Breeze, Newbold and Passyunk areas.

“Vegan Starbucks” is an intriguing claim to fame.

Paul Carmine, co-owner of Batter and Crumbs, sheds light on what it means.

“When we say ‘vegan Starbucks,’ what we’re saying is that when you go into Starbucks, you can grab a sandwich and go. It’s not making sandwiches on site. We are going to outsource our food to another vendor. When you go to Starbucks and grab a sandwich that is pre-wrapped, or salad that is prewrapped, or a bagel, you’re

also able to grab a pastry and a drink. The setup is going to be like that.”

Starbucks failed to respond to multiple attempts for comment. The real Starbucks was founded in 1971 to sell coffee beans, tea and spices in Seattle’s Pike Place Market. It has grown into a multi-billion-dollar corporation.

Emulating Starbucks’ model of production and efficiency is far from a foolish business strategy. “We’re not necessarily going to be offering hundreds of drinks that you can get in Starbucks, but for the most part, the setup, the line and all that will be very similar to that of a Starbucks,” said Carmine.

Batter & Crumbs will feature a variety of the vegan baked goodsthat have become their calling card.

Sandwiches will also be offered when the café is up and running, Carmine says, but with a twist. “It’ll be like a vegan turkey-and-cheese sandwich instead of getting a regular turkey-and-cheese sandwich; it’ll be a vegan sausage egg rather than the regular sausage, egg and

cheese.”

As befits any coffee shop in today’s co-working economy, customers will be welcome to stay and use the complimentary WiFi in the café.

Batter & Crumbs has gotten rave reviews on their lone retail store, located in Brookhaven. That positive reception emboldened them to branch out to Philly.

Reed Street was not their first choice. They actually looked at other locations in Delaware County, closer to where they’re based out of now with their current store, but found out that South Philadelphia would better target their demographic.

Most Batter & Crumbs patrons are from South Philadelphia or have easy access to it. “When we were looking, we really liked the Point Breeze section and it just seemed like a good spot for us right off of Broad Street, so once this location came up, we kind of fell in love with it,” Carmine said.

Carmine added that they expect to open their South Philadelphia location around September.

South Philly Sprouts More New Eateries

BY ELDON GRAHAM S A PLACE already known for its vast number of dining destinations, South Philadelphia is getting four new restaurants in the coming weeks. And with spring on the way and the cold weather dissipating, people will be more than ready to start dining out regularly.

Ngon Ngon is a Vietnamese BYOB and is open just off South Street, at 615 S. Third St. Look for staples like broken rice, vermicelli dishes and banh mi.

More Italian flavor flows into the 9th Street market as Ryan Rubino, and Anthony Barone, a former chef at Ralph’s Italian Restaurant, are opening an establishment known as “Market” at 943 S. 9th Street. Market will be a market during the day and will turn into a BYOB with a new menu at night. A June grand opening has been touted by the proprietors.

M2O Burgers & Salads is another new restaurant that just opened at 701 S. 5th Street. The serving style of the restaurant is brand-

ed as made-to-order burgers and salads – hence the “M2O” name. Burgers can be ordered as beef or veggie on a potato, pretzel bun or wrapped in lettuce, with a choice of cheese, toppings and sauce. M2O is the sister establishment of HaveABurger in Havertown.

SOMO is getting a second location in South Philadelphia to complement its Manayunk location.

by Philadelphia native and current Green Bay Packers offensive lineman, Jahri Evans, and his wife, Takia Evans. The store is opening next month at 13th & Packer.

SOMO SoPhi will be a restaurant, bar, lounge, and club all rolled into one. The three-story building with 5,000 square feet is designed by designer/ restaurateur James Morrissey, who owns SOMO Manayunk.

Look for these establishments to serve up some worthwhile additions to South Philadelphia’s dining scene in the near future.

HILADELPHIA Mural Arts Advocates wants your input about the future of the Frank Rizzo mural located in the Bella Vista community at 910 S. 9th Street. The mural has been the focus point of much dialogue, debate, and vandalism over the past many years.

Created by artist Diane Keller, the Rizzo mural was commissioned in 1995.

It was the result of a community petition signed by hundreds of citizens to recognize the former mayor. Rizzo, born and raised in South Philadelphia, was

Philadelphia police commissioner from 1968 to 1971 and mayor of Philadelphia from 1972 to 1980.

While the mural sits in the Bella Vista community, it also exists in an area that supports the 9th Street Market (also known as the Italian Market), which is home to shoppers from many neighborhoods and tourists alike. Like any other mural in our collection, it is seen on a daily basis by people from all over the city and from around the world.

Mural Arts’ mission is to bring people and communities together through

the power of art and art making — and while the future outcome of this particular artwork is still under discussion, it is clear that it has become a controversial piece in its collection.

Former Attorney General Eric Holder, who chairs the National Democratic Redistricting Committee, said, “This November, Pennsylvanians will finally have the opportunity to vote for a congressional delegation on a fair map. Republicans have shown they are afraid of the very voters they claim they want to represent.”

Green explored them with vigor regardless. “I think I had 362 divisions,” he said. But they would have cost him a lot of money. Truncated campaigns in a major media market like ours are hard to put together in a hurry – especially against a (half-)incumbent.

Boyle still has opposition.

Michele Lawrence, a former Wells Fargo top executive, has also announced. She could hit Boyle hard in his new wards – if she has the financial and political connections. But her campaign has been quiet.

Mayor Jim Kenney endorsed his former Deputy Mayor for Labor, Rich Lazer, for U.S. Congress in the new 5th Congressional District, calling him “one of the smartest and hardest-working young people I know.

He has a strong moral compass and a strong sense of what’s right and wrong.”

Kenney said Lazer “shares my vision, he shares my hope for our families. I am endorsing him because there is no one better qualified – no one with a more committed record to a progressive agenda than Rich Lazer.”

The son of union parents, Lazer served Kenney before resigning to run for Congress. As deputy mayor, Lazer handled many key labor disputes, including strife at the Philadelphia International Airport, the 2016 SEPTA strike and the contract stalemate between the School District and the Philadelphia Federation of Teachers.

Redrawing maps, redefining expectations

t seems as though even the highest court in the land has succumbed to President Donald Trump’s predilection for reality television-style drama. With less than 24 hours before the Mar. 20 deadline for candidates for the commonwealth’s redrawn congressional districts to deliver their petitions to state election authorities, both a federal court and the U.S. Supreme Court made a stand for sanity by throwing out

Lazer is a strong candidate in the new 5th District – that’s a small window to get through to a new electorate.

We worry that the hubbub over the new maps will obscure the hard truth that nothing has changed in the approach to redistricting. As long as the process remains in the hands of politicians, there is every likelihood that something similar to 2011 could happen again under Democratic control in 2021, for example. That is why we are advocating once again for this power to be removed from the legislators and given to a nonpartisan citizens commission. We urge our state legislators to take up this cause before we find ourselves back in the national spotlight for the wrong reason.

WHEN IRISH EYES ARE SMILING: South Philly’s Shamrock Pub hosted a fundraiser for the Joseph Fleming Memorial Irish Brigade, which, for the last 26 years, has marched in the St. Patrick’s Day Parade in memory of Two Streeter Joseph “Joey” Fleming, who was taken tragically at a young age. Among those in attendance were Joe’s brother John Fleming, Local 98’s Kenny “Bundy” Penrose, longtime Fleming marchers Fred Druding, Jr. and Matt Pooler, the Mummers Chorus Pat “Santa” Jackson, former Marine Sgt. Dan Dalin, and “10,000 American Flags Will Fly in Philly” activist Jim Jenkins.

Slow Down, ‘Vision Zero’

BY JOHN BAXTER here’s just one reason Philadelphia City Council wants control of Vision Zero activities in the city: As things stand, Vision Zero – the comprehensive plan to reduce traffic casualties by constraining traffic flow – is obviously undemocratic.

City Councilwoman Jannie Blackwell (3rd District) introduced Bill 180134 requiring City Council “to approve any modification to an existing bicycle lane that would affect the flow of traffic.” Why? It seems that, in spite of efforts to hold meetings and engage with the public, many residents in her district complain that they feel they are in the dark about coming changes to streets, and don’t like them.

“We don’t want these changes to happen when people feel they were not involved,” she says.

We have mixed feelings about this situation. No, not about the end of the egregiously gerrymandered 2011 maps by the state GOP – that needed to be done in order to end the de facto disenfranchisement of so many Pennsylvanians.

It is not good that politicians are forced to compete in entirely new districts on an incredibly tight timetable – there are barely nine weeks left until the primary. While the odds are better than expected that Philadelphia will enjoy three representatives in Congress – strong incumbents Brendan Boyle and Dwight Evans have shown no ill effects from the new district math, and former Deputy Mayor Rich

She doesn’t take sides, and says, “In my district, when it comes to approving of or disapproving of bike lanes, it’s 50/50.”

After the Streets Department eliminated a traffic lane on Chestnut Street to make room for a protected bike lane, her office got flooded with complaints.

Her goal is communication and involvement. She goes on to say, “We live in a democracy. We want the majority of the public to have their way. As a city councilwoman, I have to be responsive to the people in my district. And, by passing this ordinance, the public will be much better informed.”

Vision Zero advocacy groups constantly refer to the officials of the city’s Department of Streets as “experts,” but the fact is that, among traffic engineers, the department’s approach is not universally supported.

The Streets department surveyed traffic flow on Chestnut and found that, with a 25-mph speed limit, many vehicles were traveling as fast as 30-32 mph, and a small minority at speeds up to the upper 30s and low 40s. They calculated that eliminating a traffic lane would be likely to slow the speed of traffic to near the posted limit.

Not everyone agrees that this was a smart move. Chestnut was set aside many years ago as a three-lane commuter route and, while just two lanes may serve at some hours, rush hour can prove problematic, according to one Disqus blogger, who identified him or herself as ZeroVisionPhiladelphia. He or she said, “Bill 180134 is the right call … because the once 20-minute drive on Chestnut St has become the #ChestnutStMess taking up to an hour.”

destrian crash causes, including the National Pedestrian Crash Report and a major New York City study. These studies show that the causes of such crashes are complex and multifaceted, and that speeding is not the biggest problem, belying Vision Zero’s narrow focus on speed.

The Institute of Traffic Engineers on speed limits: “Our profession has long recognized that most citizens will behave in a reasonable manner as they go about their daily activities. Thus, traffic laws that are based upon behavior of reasonable motorists are found to be successful.”

Vision Zero is based not on the behavior of reasonable

motorists, but on the misbehavior of a small minority of unreasonable motorists.

Bottom line: Those motorists driving in the low 30s on Chestnut Street were likely just fine, and now are forced to slow to a speed they find annoying. Clearly, a more selective, and democratic, means of preventing excessive speeds and making streets safer needs to be found – a kinder, gentler form of Vision Zero. Thus, if this bill passes, it will be good for the majority of Philadelphians who still drive.

During one busy four-hour period, some 1,000 commuters out of 6,800 abandoned the street altogether, and the remaining 5,800 were slowed – all to serve fewer than 300 bike riders.

What is missing in Vision Zero’s narrow focus on speed and repeatedly spoken desire to “slow traffic” is the very democratic nature of traffic, as revealed in generations of traffic studies. Gathering accurate statistics on crash causes versus actual driving speeds has revealed that, just as we believe the public should be trusted to influence government the right way and, on average, to elect the right officials, we should trust it to drive at a safe speed. About 85% of drivers consistently travel at a speed unlikely to result in a crash, even in cities, as reinforced by several studies of car-pe-

Council Budget Hearings Commence Activists, take note! Philadelphia City Council will begin hearings on Mayor Kenney’s proposed Fiscal Year 2019 Op-

erating Budget, FY2019 Capital Budget and Program, and FY2019-2023 Five-Year Plan on Monday, March 26.

Administration officials from the Office of the Mayor, city departments and agencies will be questioned about their operations, strategic initiatives and performance over eight weeks of public hearings in Council Chambers. Administrators of the School District will also appear.

Hot topics will be the mayor’s request for a 6% increase in the property tax and 8.5% increase in the real-estate transfer tax.

“The City of Philadelphia must continue to take proactive measures to meet new challenges and prepare for the unexpected, especially given the political climate in Washington,” Council President Darrell L. Clarke said.

“I urge every Philadelphian to claim their stake in our shared future, and to get involved and engaged in the budget hearings process.”

Fiedler, Kenyatta Score Union Nods Two candidates in open primaries for state representative in North Philly’s 181st Dist. and South Philly’s 184th District are winning valuable labor endorsements.

Philadelphia Federation of Teachers’ executive board unanimously endorsed Malcolm Kenyatta in the 181st.

Jerry Jordan, president of the union, which represents more than 12,000 teachers and support staff working in Philadelphia public schools, said, “Malcolm knows we need real solutions to underfunded schools, ill-equipped classrooms, a counterproductive standardized testing system, and teachers and staff who too often are asked to do more and more with less and less.”

Jordan also had kind words for Fiedler in the 184th.

(EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price.

Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered.

Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudulent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

BY DENISE CLAY N HONOR OF THE upcoming 5th Congressional District race, and the fact that at last five people that I know of have entered it, the insight I’d like to share today is about all the things politics has, and the one extremely important thing it doesn’t.

Over the years, I’ve observed that while politics is filled with ideas, money, popularity and ego (lots and lots of ego), the one thing it lacks is logic.

What do I mean by that?

Councilwoman Donna Reed Miller wouldn’t have had a career without it. It also helped get Michael Nutter the Democratic nomination for mayor, which led to two terms in the office.

But it doesn’t benefit the people. Most of this district is in Delaware County and someone from that county should have a legitimate shot at it. But if you have a whole bunch of candidates, and one of them has Local 98 backing him, you might want to come up with one or two people that can compete against that financial edge. It’s not quite incumbency, but may be the next best thing.

So it might be a good idea for all of you to take a serious look at your strengths and weaknesses and see who might be the better man, or woman, in this race.

In other words, use logic, not ego.

Great. This could be part of a worldwide strategy to reduce the use of autos coming into a city center. Bike riders only comprise a few percentage points of population – but they are VOCAL – and have millennial friends who have no bikes.

MANY, MANY older folks will not convert to bikes as a result of the new lanes.

Delaware County Democrat GREG VITALI, who has served in the State House of Representatives for over 20 years, is considering a run for Congress. He held off announcing, however, until the federal courts finally decided to let the Pennsylvania Supreme Court-ordered districts stand.

The national Democrats are overjoyed about CONOR LAMB’S win versus a weak Republican in conservative RICK SACCONE. Lamb outraised and outspent his opponent by a 3-to-1 margin, but outside PACs delivered a decisive 10-to-1 spending advantage for Saccone. Overall, pro-Saccone forces outspent Lamb and his allies by over $6 million; yet even though the district delivered for Trump by 20 points in 2016, Lamb won. It was reminiscent of past Blue Dog Democratic areas and the wins Democrats racked up against (Cont. Page 14)

Most of the time when people run for a political office, it’s because they don’t like how the person currently in the office has been doing the job. They may have put forth a policy you didn’t like. Or they may have done something unscrupulous. Or you may just think, “This guy is a putz! We need to get rid of him!”

HAT DO Los Angeles, Detroit and Philadelphia have in common? First, they are among five U.S. cities that spend over $1 million per annum for each of their respective City Council seats.

The second thing is that they are the only major cities in the U.S .that give cars to their City Council members.

Despite the need to fill the deficit at the School District and other fiscal problems, Philadelphia City Council members used $320,970 of taxpayers funds for 13 new 2017 Chevy Equinoxes. This

So the idea that Parker, of all people, took her car to this weekend is amusing.

Frankly, it is beyond amusing that she has a City car at all. In 2011, when Parker was a state representative, Parker received a DUI while driving her Commonwealth -owned car. A few years before that, her former chief of staff was sued after allegedly crashing Parker’s state-owned vehicle into a Sunoco station with Parker in the passenger seat, court records show. The case was overturned on appeal.

Three council members, ALLAN DOMB, BOBBY HENON and MARK SQUILLA, turned down the cars. Republican BRIAN O’NEILL, who I believe has the longest commute to work, did not have a city car for years. He did take the 2017 Chevy SUV but is reportedly considering turning it back into to the City.

benefit comes with free insurance, maintenance and unlimited gasoline at any of the cities’ municipal filling stations.

It has been reported that most of the users only took 300 to 600 gallons of gasoline, in line with the typical U.S. car owner.

The City spent $46,000 last year on maintaining and fueling these cars.

The two biggest users of their taxpayer-financed cars are COUNCILWOMEN JANNIE BLACKWELL and CHERELLE PARKER. Based on their gasoline consumption and the average per-mile fuel usage for this model for urban driving, Blackwell and Parker drove roughly 75 and 55 miles daily (including weekends). Do they live in their SUVs? Parker apparently racked up some of these miles when she drove to New York last December for the Pennsylvania Society. This organization holds an awards dinner in New York. Surrounding the dinner, there are series of receptions that

Democrats are certainly not guaranteed a majority in Congress. In fact, some pundits are speculating that Lamb will be savaged by liberals and progressives for his conservative views when he runs in a different district in just nine months. But CHS expects Lamb, a Marine Corps veteran, to win his upcoming primary and to have a long and successful career in politics. This is just the start of something special.

Bankruptcy fraud is back in the news today, with the indictment of Lenny “Nails” Dykstra on charges of bankruptcy fraud and obstruction of justice. The indictment accuses Dykstra of looting his mansion of furniture, fixtures and memorabilia that belonged to his bankruptcy estate, and selling or destroying those items. Dykstra’s attorney maintains he did nothing wrong.

The story is interesting because of the outsized personality of the undersized major-league player, because of his reputation as a financial guru to other professional athletes, because of the outsized mansion, and because of the value of the property allegedly looted-$400,000, according to the bankruptcy trustee.

It may be tempting to dismiss the case as another instance of wealth and celebrity attracting the attention of law enforcement. It may be tempting to assume that such prosecutions don’t affect the “little guys” who file bankruptcy. Tempting, but wrong.

In the 20-some years that I’ve been practicing bankruptcy, I’ve had a lot of conversations with a clients who don’t want to make the full disclosure that the bankruptcy laws require.

Much of that reluctance is

understandable, and isn’t based on any intent to deceive or defraud creditors.

They don’t see why they have to list debts they intend to continue to pay, or they don’t want family members or employers to find out about a bankruptcy.

Sometimes the intent is less innocent, as they try to retain some property to use to start over after bankruptcy.

But here’s the thing about bankruptcy: Full disclosure is the price of admission.

Period. There are no half measures.

You can’t list some of your creditors and leave out others, even if you intend to pay them.

You can’t list some of your assets, and keep quiet about others. It doesn’t matter if the asset has no value to anyone but you.

You can’t give your property to someone else to hold for you until you get out of bankruptcy. And you can’t file bankruptcy and then sell your stuff, assuming that no one will find out. It’s really simple.

As in the old saying – if you want to play, you’ve got to pay.

In case you are wondering whether the little guys get charged with bankruptcy fraud, wonder no longer.

A hotdog vendor and a cosmetics saleswoman are two South Carolina defendants that come to mind. The latter case occurred some years ago, but involved an inventory of cosmetics that would have had little or no value to a trustee had the debtor disclosed it, but she ultimately went to jail for concealing assets.

In my experience, those charged with policing the bankruptcy system are just as serious about the cases you’ll never hear about.

Trust me – it’s just not worth it. Just ask Lenny Dykstra.

In Philadelphia, CDBG currently supports more than 20 programs. In addition to corridor revitalization it also supports outreach that includes financial counseling and helping homelessness.

Cephas Bill Seeks School Expungements State Rep. Morgan Cephas (D-W. Phila.) plans to introduce legislation that would allow Pennsylvania high schools to expunge school suspensions for nonviolent offenses from a student’s disciplinary record.

In July, Cephas, chairwoman of the Pennsylvania Legislative Black Caucus’ Subcommittee on Women & Girls of Color, presented testimony at a Philadelphia School Reform Commission meeting calling for alternatives to out-of-school suspensions and discussed in detail the consequences they have on students of color.

Under Cephas’ bill, students would be eligible to have their disciplinary record expunged if the student completes community service or a resource-based alternative to community The U.S. Department of Education reports that black students in Philadelphia are more than two times more likely to be suspended than their white peers. While white students are more likely to be suspended for more serious, objective violations such as smoking or vandalism, students of color are often suspended for more subjective infractions such as being disrespectful or making excessive noise.

Lawmakers Wangle Solar Grants Philadelphia’s State legislators worked together to pull in an array of solar-energy grants from the Commonwealth Financing Authority.

State Sen. Christine Tartaglione and State Rep. Jason Dawkins (both D-Kensington) announced that CubeSmart will receive a $91,711 grant for the construction of a roof-mounted solar array at its Mayfair Street location.

“I’m glad to see the state encouraging development in the clean energy sector,” Dawkins said. “By harnessing energy from natural renewable sources, we will not only create good-paying jobs, but also cut back our dependence on environmentally harmful sources such as oil and coal.”

CubeSmart is a self-storage facility designed to offer affordable and accessible storage space to residential and commercial customers. The solar array will provide 90% of its existing energy consumption.

State Senator Sharif Street (D-N. Phila.) announced grants of $1.5 million for solar energy.

A $120,000 grant will go to DiSorb Systems Inc., a veteran-owned medical-supply distributor, for the procurement and installation of a large solar-power roof system. The new solar unit will produce nearly 95% of the energy needs of the 80,000 square foot building.

Consolidated Edison Development, Inc. will receive $715,000 for a solar-power unit at the Wyoming facility of SEPTA, $422,550 for a solar unit at the Fern Rock facility, and an additional $90,000 for the installation of a solar power unit at the Roberts facility. Consolidated (Cont. to Next Page)

State Rep. Pamela A. DeLissio (Northwest) voted against HB 153 because the legislation did not include language to ensure a nonpartisan redistricting process, in addition to other reasons.

The legislation passed with a vote of 109-80.

The current method for redistricting, which takes

place every 10 years after the census, uses a highly partisan method for redrawing state House and state Senate legislative district boundaries, DeLissio said.

HB 153 would reduce the size of the House of Representatives from 203 to 153 members. The downsizing that would occur under the bill would necessitate decisions about which districts to eliminate, something not addressed in the bill currently, she added.

“The current process for redrawing legislative district boundaries is controlled by

the legislative leadership, 17 which historically has created maps for partisan political purposes,” DeLissio said. “The end result is usually an incumbent-protection plan that makes many districts safe and therefore, non-competitive.

“By representing 60,000 constituents, I can regularly dialogue with citizens of my district and represent their views in Harrisburg. That’s important to me as a representative of the people, particularly when vetting policies that best fit my district in a diverse state.”

Reynolds Brown Aims For Revenue, Environment

Reynolds Brown also introduced legislation that will create an Environmental Impact Statement. State Sen. John Sabatina and State Rep. Kevin Boyle (both D-Northeast) stated that Brixmor Operating Partnership, LP, will receive a $790,400 grant for a solar project at its Roosevelt Mall property.

The money will go towards the purchase and the construction of a solar array on the roof of the Roosevelt Mall. The total project cost is $1,976,000, with Brixmor Property Group providing $1,185,600 in matching funds.

Boyle noted, “The solar array will provide 21% of the overall energy consumption at the mall while generating more

than 1 million kilowatt-hours of electricity per year.”

State Rep. Morgan Cephas (D-W. Phila.) pulled in a $477,000 grant for a solar project at SEPTA’s Callowhill facility.

O! HERE WE go again with this unbelievable tale sent to me of an elderly man on a moped.

Looking about 90 years old, he pulls up next to a doctor at a street light. The old man looks over at the sleek shiny car and asks, “What kind of car ya got

his car can do. He floors it, and within 30 seconds the speedometer reads over 100 mph.

Suddenly, he notices a dot in his rearview mirror. It seems to be getting closer!

He slows down to see what it could be and suddenly WHOOOOSSSHHH! something whips by him going much faster! “What on earth could be going faster than my Ferrari?” the doctor asks himself. He presses harder on the accelerator and takes the Ferrari up to 120 mph.

Then, up ahead of him, he sees it’s the old man on the moped! Amazed that the moped could pass his Ferrari, he gives it more gas and passes the moped at 130 mph and he’s feeling pretty good – until he

looks in his mirror and sees the old man gaining on him – again!

Astounded by the speed of this old guy, he floors the gas pedal and takes the Ferrari all the way up to 140 mph. Not 10 seconds later, he sees the moped bearing down on him again!

The Ferrari is flat-out, and there’s nothing he can do!

Suddenly, the moped plows into the back of his Ferrari, demolishing the rear end.

The doctor stops and jumps out and unbelievably the old man is still alive.

He runs up to the bangedup old guy and says, “I’m a doctor ... Is there anything I can do for you?”

The old man whispers, “Unhook my suspenders from your sideview mirror!”

Evans Would Name Station for Gray

AST WEEK, Congressman Dwight Evans (D-Phila.) joined with Chair of the Congressional Black Caucus, Cedric L. Richmond (D-La.), to send a letter to Richard Anderson, President and CEO of the National Railroad Passenger Corporation, demanding Amtrak respond back with an appropriate timeline on their plan to rename 30th Street Station after former Philadelphia Congressman William H. Gray III. As outlined in the letter, the Congressman contacted Anderson due to the long delay in releasing a formal agreement for the com-

prehensive renaming, as articulated in the 2014 law signed by then President Barack Obama.

“The congressional seat I am proud to represent is the same seat Bill Gray held,” said Evans. “When he was Chair of the House Budget Committee he pushed to secure key funding for the restoration of the station.”

Gray was the first African American chair of the House Budget Committee and the first African-American majority whip (third-highest-ranking Democrat in the House) in Congress.
