looking at on-street parking expenses, specifically, because every dollar saved on the expense side is another dollar that would go to the School District.”

On-street parking revenue, which is generated from parking meters, parking fines, and more, is divided between the City of Philadelphia and the Philadelphia School District after on-street parking expenses are paid. The City receives $35 million plus an annual increase based on the percentage of revenue collected from the previous fiscal year. After that money is paid, the net revenue is provided to the Philadelphia School District. If on-street parking expenses were lower, that would result in additional funding for the School District.

Torsella Decries Tuition Hike State Treasurer Joe Torsella gave voice to the feelings of countless parents and students faced with yet another year of paying more to go to college. In response to the vote by the Board of Governors of the Pennsylva-

nia State System of Higher Education to increase tuition by 2.99 percent for students this fall – the fourth time in four years that tuition has risen at state system institutions – Torsella took the PSSHE to task.

“It’s deeply regrettable that the Board of Governors for Pennsylvania’s public higher education institutions would again vote to

increase the burden on students trying to prepare for tomorrow’s jobs. While I acknowledge the strain our institutions are under as they struggle with higher costs and to maintain their budgets, tuition simply should not rise faster than the paychecks Pennsylvania families are using to pay these institutions,” he said.

“Per capita, Pennsylvanians

already have the highest debt burden per student out of any state in the nation. There is no one who is left better off by our insistence that students personally hold that much debt, especially when 95% of the jobs created since the Great Recession have gone to workers with some post-secondary education.”

The PSSHE, which has 14 universities, including

West Chester, Kutztown and 5 Cheyney under its aegis, has been under fire for some time because of slipping enrollment figures and rising tuition, leading many to speculate on the future of the organization and the schools themselves. This latest blow to working families looking to better their futures does nothing to promulgate good will toward it.

here is the making of an interesting debate between the gubernatorial candidates. GOP nominee Scott Wagner has latched onto comments made by Democratic Gov. Tom Wolf about fairly funding schools to sound the alarm that the governor wants to take money out of primarily Republican school districts and give it to districts that for the most part are home to Wolf supporters.

advocate, including restoring funding to pre-Corbett levels.

So who’s right?

They both are, actually.

Wagner’s assertion that the 2015 fair funding formula, passed by the Republican-controlled legislature, would lead to districts in Western PA – especially Pittsburgh – seeing their share of monies drop in favor of other districts, most notably Philadelphia. But his Chicken Little tactics claiming that the governor wants to immediately begin shifting funding is inaccurate and has been clearly refuted by the governor.

Wolf has put his money where his campaign promises were by continually battling for more education dollars during his first term.

He is on record as supporting “a fair funding formula for all dollars going into public education.” The question of how to accomplish that without hurting some school dis-

trict budgets remains unanswered, though. The prospect of increased funding for the School District of Philadelphia, coming on the heels of the city’s reborn school board, would be welcome news, especially in light of the looming budget deficits predicted

by Superintendent William Hite’s office over the next few years. But by no stretch of the imagination would we want to see that funding come at the expense of other districts just as deserving.

Between implementing the fair funding formula, shrinking districts that receive funding via a “hold harmless” provision, rising property taxes being used by districts desperate to plug funding gaps – and the movement to abolish such taxes, just to name a few flashpoints – a substantive debate on the future of education funding in the commonwealth would be welcome anytime, but especially now.

Sheriff on Tuesday, August 7, 2018 at First District Plaza, 3801 Market Street, at 9:00 AM. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price.

Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale.

Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. ayor Jim Kenney remains opposed and probably will veto the construction tax narrowly passed by City Council. Kenney has given himself to the end of the summer to decide whether to act. As the bill passed with only eight votes, Council may not have the 12 votes necessary to overturn the veto. Council President may be able to flip a few of the no’s (or those who were not there for the vote). However, I do not think he will be able to turn the three Republicans (Brian O’Neill, Al Taubenberger and David Oh)

Kenney opposed the bill, which was designed to raise roughly $20 million per annum for affordable housing.

Kenney initially opposed the bill as he felt it might be a deterrent to Amazon choosing Philadelphia for its second headquarters. However, Council amended the bill to exempt Amazon last month.

Kenney remained opposed to the bill. Kenney actually said: “Philadelphia is already considered by many to have a pretty onerous tax system, and it is certainly not clear that adding another tax is the best way to address our housing crisis.”

The City of Philadelphia

should not be in the business of building affordable housing. That is the purview of the federal government, which funds and runs the Philadelphia Housing Authority. I can see why the City believes it is its job to supply the homeless with shelters and other temporary shelter.

The funds from this tax would go toward construction of dwelling for families making less than roughly $100,000 per annum. Why would we subsidize people making that kind of money? But then again, our City Council and mayor think it’s OK to offer tax cuts on high-end condos and offer corporate welfare for large corporations.

Giving a tax exemption to Amazon – as this bill has outlined – is yet another example of corporate welfare. The city does not need to give tax breaks on top of the billion dollar-plus package the Commonwealth of (Cont. Page 15)

Already stories are appearing in the Inquirer that are more sympathetic to Dr. Porat. Coincidentally, a story about Temple’s former president, Ned Theobald, has been making the rounds. Theobald was one of the highest-paid university presidents in America, making almost $800,000 and receiving other benefits. That is not helpful to Temple University, which caters to hard working students who are often going to school on a shoestring.

Promising Center City developer Shaun Schellenger was tragically killed by a knife-wielding young man. He was the neighbor and friend of fellow Point Breeze resident and City Councilman Kenyatta Johnson. Schellenger had also worked with city Councilman Allen Domb on neighborhood projects.

EPTA is taking a major step forward in its overall effort to enhance Regional Rail service with the introduction of the Siemens ACS-64 electric locomotives. SEPTA executives gathered with Siemens representatives, elected officials, and other dignitaries on July 11 at the Authority’s Chestnut Hill East Station to celebrate the arrival and inaugural revenue service operation of the new ACS-64 locomotives.

The celebration began with the new locomotive breaking through a ceremonial banner to kick-off the event.

The purchase of the new locomotives was made possible by Act 89, Pennsylvania’s comprehensive funding transportation bill. The new vehicles are designed for improved reliability and increased service availability.

“Without Act 89, long-needed fleet upgrades like this simply would not be possible,” said SEPTA Board Chairman Pasquale T. Deon, Sr. “These are the types of projects that keep people, goods and services moving and are critical to the growth and economic vitality of the region and the state.”

State Sen. John C. Rafferty Jr., Chairman of the Senate Transportation Committee added, “These locomotives are exactly the type of transportation investment we envisioned when we passed Act 89. This landmark legislation is not only improving transportation throughout the Commonwealth, but it is having an economic impact. I am very happy to see that nearly a dozen companies throughout the state were involved in the process of manufacturing these locomotives.”

While we want Amazon here, the solution is not exempting them from this contraction tax, but, rather, what hopefully Kenney will do – veto the whole bill.

I am sure the Pennsylvania package to Amazon is more generous than others to compensate for our tax and regulatory structures which is far from business friendly in my opinion. The good news for us is that the states around us, especially New Jersey, are probably worse for businesses. If we want to attract Amazon – or any other large employer to Pennsylvania – we need to reduce taxes for all.

Yes, we are supposed to pay for it with our taxes, but cannot know what we are financing. Could you imagine any major corporation doing a billion-dollar deal without showing the deal to its Board of Directors and eventually publishing it (in detail) in its financial disclosure documents?

The Board of Directors represent and are advocates for the owners (stockholders). Who is advocating for we the taxpayers?

I hope no one would even think to suggest that the Wolf administration truly represents the interests of taxpayers.

Pennsylvania, according the Commonwealth Foundation is the largest donor of corporate welfare in the United States. Our corporate welfare exceeds, on both aggregate dollar and per capita bases, that of tax-and-spend State of California.

I was happy to hear Kenney talk about our onerous tax structure in the city. However, I am not trusting that he finally has seen the light and will back off on further tax increases. But what was good about his opposition to the construction tax was that he rejected a tax that would
