On one point, all candidates agreed: They were in favor of sanctuary cities. the help that we deserve; but it’s a shame it is taken this long.”

One of the main duties of the lieutenant governor is to be the chair of the Pennsylvania Board of Pardons.

Each candidate was asked how they would handle that responsibility. Ahmad gave this take on how she would tackle issue if she was elected: “It’s a very critical issue, particularly right here in Philadelphia. We are incarcerating people at such a high rate. Of course, people have to pay the dues if they make a mistake, but we can’t throw away lives, which is what is happening.

The pardon system is the only way the lifers have a way out to get clemency on that issue.”

Another subject that all politicians and future officials must face is the perennial conundrum of taxes. When it comes to raising taxes, Fetterman had a frank response to the

subject. “Asking a politician ‘should we raise taxes?’ is like asking Dracula, ‘Would you like some garlic?’ But I’m going to have the courage to say that we probably need to. If you want better schools, that costs money.

If you are tired of hitting gigantic potholes, we probably need more money to fix that.”

He proffered an unconventional alternative to raising taxes: legalizing marijuana. “One of the things I definitely know we need to do is to legalize recreational marijuana in our state and taking it out of the shadows and removing the unjust prosecution of people of color who are using it and use that revenue for whatever the state needs or decides to do,” Fetterman asserted.

Redistricting, which has been a huge topic not just in Pennsylvania but across the tri-state area and the nation, made its way into the conversation. Cozzone had a poignant take on how citizens choose elected officials.

“The people have to be able to choose the representatives and they have to be able to do that based on fair districts,” she said. “Gerrymandering is the main reason nothing is done in Harrisburg and why nothing gets done in Washington, because people on the right are too busy worrying about being primaried to their right.”

Cozzone added, “Let’s face it: I don’t know if it was the last primary or the one before, but the majority of seats went to the Republicans, even though the majority of the votes went to the Democrats. So our government at the state and the federal level has not represented we the people. That has to change.”

Appearing were Nina Ahmad, former deputy mayor under Mayor Jim Kenney; Kathi Cozzone, commissioner of Chester County; John Fetterman, mayor of Braddock; and Ray Sosa, president of Round Hills Investments & Services Consulting Firm.

Al Día, in partnership with 6ABC and Temple, hosted the event. A fifth candidate, current Lt. Gov. Mike Stack, was said to have “refused the invitation” to the forum.

Those who did attend were greeted with a bevy of questions on a wide array of subjects. Each candidate had something unique to say. Topics included immigration, personal character, opioids, education funding, pardons, fracking, raising taxes, redistricting and gentrification. At the end of the forum, the candidates were asked questions submitted by the audience.

On one point, all candidates absolutely agreed: They were in favor of sanctuary cities.

About the character of a politician, candidate Sosa stated, “words do matter and we all know what happens when you go with whatever the voters tell you to do.

People have to trust whatever information comes from you is trustworthy and truly best for the community.”

Fetterman made his mark when he was asked about opioids and efforts to mitigate the growing opioid crisis in Pennsylvania by implementing safer injection sites across the state. “I support safe injection sites,” he said. “We

released this week, which closed Apr. 12, Democrats lead comfortably in all statewide and national offices six months out.

Democrat Gov. Tom Wolf is lapping his three Republican challengers at this point, with 46-47% of voters preferring him to any alternative. State Sen. Scott Wagner leads the GOP pack at this moment with 31% support, trailed by Laura Ellsworth with 26% and Paul Mango with 21%.

Wagner’s edge may come from an early start in the race, gaining him familiarity. Ellsworth and Mango may be splitting the Western Pennsylvania base, with Ellsworth gaining from her independent stance toward the state party while Mango loses by openly defying it.

Surely, in this year, it also helps among Republican

women that Ellsworth is a woman.

After the GOP primary winner has been bled dry by May 15, how can he or she afford to close the gap for the fall race? Ellsworth has no money, and either Mango or Wagner will have a lot less by then.

They could court outside conservative donors. But this class will be under severe stress struggling to choose which races are salvageable in the teeth of a likely Democratic wave. Our bet is they’ll bet instead on U.S. senatorial sword-bearer Congressman Lou Barletta (R-Luzerne), whose early and fierce embrace of Donald Trump makes him the likeliest inheritor of Trump’s base in this state.

best State Rep. Jim Christiana (R-Beaver), so he’ll have money to go after incumbent Democrat U.S. Sen. Bob Casey; and money likes money.

But both Democratic incumbents’ war chests outweigh any opponent’s by miles at this hour. And Barletta’s polling numbers give him no more edge than the GOP gubernatorial candidates. Not an attractive investment for the Koch Brothers and their like.

In congressional races, the Morning Call/Muhlenberg poll found Democrats ahead 47-38% in a generic poll. That surely exaggerates the Democratic advantage, because D votes are concentrated inefficiently in a few geographies. Given de-gerrymandered new districts, however, it’s a safe bet (Cont. Organized labor is not always of one mind. Fiedler is claiming a share of its pie.

“Unionization is not just a workplace issue – unions sustain and anchor our communities,” she said.

“It is more important than ever that we fight for the rights of organized labor – and push to increase union density. I will oppose any efforts to privatize our public resources. I will fight alongside unions and grassroots movements for an economy that works for all of us – not just the richest few and corporate interests.”

A fellow-settler rival to Fiedler in South Philadelphia, attorney Tom Wyatt, is taking a grassroots approach, knocking on thousands of doors. He refuses all PAC money and is relying on his community connections – he has a child in Jackson Elementary School and chaired the Passyunk Square Civic Association Education Committee. Besides, he asserts, “I am the only candidate who once was a public-school teacher.”

Former 9th Ward Democratic Leader Dan Muroff, since removed from Chestnut Hill to Havertown, is the latest candidate to quit the insanely congested primary for the nomination in the new 5th District, which takes in Delaware County plus slices of South Philly and the Main Line. He is another bipartisan victim of the State Supreme Court’s redistricting switcheroo.

“Over a year ago, I made the decision to run for Congress in Pennsylvania’s 7th Congressional District. I am honored to have received the endorsement of the Plumbers Union Local 690, the Pennsylvania Conference of Teamsters, and numerous Democratic committee people and progressive activists,” he said.

“Over the last number of months, the dynamics of this race changed in dramatic ways.,” he continued. “What was a race that had three Democrats vying for the nomination has now swelled to 12, and of course the 7th District is now the 5th, where the Democratic nominee will be the prohibitive favorite to win the general election.

“After much consideration, I have decided to end my candidacy. I concluded that in seeing no clear path to win the nomination, it would be irresponsible and unfair to ask all those who have supported me to continue to do so.”

ATCHING our newsfeeds blow up this past week with one damning headline after another about the arrest of two Black men waiting in a Center City Starbucks for a business associate to join them left us with an all-too familiar sense of despair déjà vu.

Another story of the continued rendering of the urban fabric, courtesy of Philadelphia, the city that has long found itself in the news for all the wrong reasons.

As the story has grown in detail and importance,

though, our dismay has turned to resolve and something resembling hope.

Mayor Kenney has been front and center, taking point on the fraught discussion of what it means to a city that prides itself on being the embodiment of its motto, of being a force for inclusion. Police Commissioner Ross has been walking a finer line, trapped between the competing perils of public outcry over police overreaction, the necessary enforcement of laws protecting private enterprise, and a police force that looks none too kindly upon any chink in the thin blue line, real or perceived.

Like so many instances of gender and racial injustice revealed over the past year, this incident feels more like a paradigm shift than business as usual. Part of that is thanks to the groundswell

of activism that has found its voice and the media to broadcast it; part is thanks to the growing number of people willing to shout “enough” long enough that the standard news cycle no longer applies.

And part of it is the realization that it is bad business to be on the wrong side of history. Starbucks CEO Kevin Johnson knows that – it’s why he flew to publicly apologize in person to the men arrested.

For a company founded with the mission of becoming people’s “third place” – where they would willingly spend time other than work and home – making this right and proceeding with eyes open to unconscious racism, as Starbucks has pledged to do, isn’t just the right move; it’s the only move forward.

(EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price.

Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale.

4. You email the person who works at the desk next to you. 5. You don’t stay in touch with friends and family if they don’t have email addresses. 6. You go home after a long day at work – and still answer the phone in a businesslike manner.

7. You make phone calls from home; you accidentally dial “9” to get an outside line.

8. You’ve sat at the same desk for four years and worked for three different companies. 10.

You learn about your redundancy on the 11 o’clock news.

12. You pull up in your own driveway and use your cell phone to see if anyone is home. 13. Every commercial on television has a website at the bottom of the screen.

Close to one quarter of the motions made on Chapter 13 day are motions made by the Chapter 13 trustee to

dismiss an ongoing, confirmed case. These motions are made because the debtor has not made required monthly or lump-sum payments to the trustee, or the case has become infeasible, or the debtor has not fulfilled some other requirement.

These motions are often adjourned to give the debtor some time to comply with their requirement, or withdrawn if the debtor has already complied, or the case is dismissed.

About one-tenth of the motions made are motions by the debtor (or sometimes the trustee) to modify the terms of the confirmed Chapter 13 plan due to a change of circumstances.

This can be from a significant change of the debtor’s

income, to the need for more time to sell property.

Other Motions often heard on Chapter 13 Court include: Motion for Relief from the Automatic Stay: This is when a creditor has not been paid as required (often the debtor has gotten behind on the mortgage payments or property taxes due after the bankruptcy was filed). The motion to lift the automatic stay is needed for the creditor to begin or continue with a foreclosure or repossession of property.

Sometimes this motion is coupled with a motion for adequate protection.

Motion to Compel: This can be to force the debtor to turn over a tax refund, or file their tax return, or (Cont. Page 15)

When your day begins at 4:45 a.m. every morning and you’re in no way a morning person, coffee is the only thing separating you from snoring on the microphone.

Because of this, baristas at that Starbucks have been beset on all sides with protestors. Monday morning began with members of Philly for REAL Justice and the Black & Brown Workers Cooperative taking over the establishment, followed by POWER (Philadelphians Organized to Witness, Empower & Rebuild) singing freedom songs and sitting in.

Between both takeovers, Councilman Kenyatta Johnson, whose district the Starbucks is in, was joined by Councilman Derek Green, Councilwomen Helen Gym and Blondell Reynolds Brown, NAACP President Rodney Muhammad and other community leaders for a press conference renouncing what happened.

CONGRESSMAN BOB BRADY once again demonstrated his skill in connecting with real people. He led the fight to reunite a SEPTA policeman with his patrol dog. The two have been separated by SEPTA for various administrative reasons which turned out to be insufficient to keep them apart. But the big reason was Brady‘s offer to buy the dog and gift him to the owner. The congressman

was followed all over social media by animal lovers as well as people lovers and he was victorious again.

SHARIF STREET, the hard-driving state senator from North Philadelphia, is leading a rally to release rapper MEEK MILL from prison. It should be a well-attended event near the Criminal Justice Center and Sam will give a report next week. Street won the Senate seat and immediately started fighting for criminal-justice reform. He has carried on the proud policy traditions of the former 3rd District STATE SEN. SHIRLEY KITCHEN. Sen. Street’s father, former MAYOR JOHN STREET, seems to be on the move and in the public eye more and more. Look for him to make some key endorsements in the next few weeks. 24-ounce cup of French Vanilla coffee from Wawa on my way to the studio and bring it with me. For $3.38, I can get this coffee and an apple fritter (or two hard-boiled eggs) and I have breakfast.

But to get to my Wawa, I must pass a Starbucks. It’s a nice, big one with a drivethrough window; and on the occasions I’ve stopped in at 6:15 a.m. or so, the baristas have been nice to me and given me my coffee without incident.

Occasionally, I’ve even been able to even sit at a table and do work with a cup of ice water and not much else. That’s the kind of atmosphere Starbucks has tended to foster over the years.

Unfortunately, no one told the manager at the chain’s 18th & Spruce store.

STATE REP. MARK MUSTIO (R-Allegheny) introduced a bill that that will prohibit municipalities from placing taxes on food and beverages. The bill, which has attracted bipartisan support, would, if passed, be applied retroactively, invalidating our soda tax.

Mustio said, “Working families across Pennsylvania deserve to know that their grocery bills won’t rise on the whim of elected officials

in turn contribute to heart diseases. However, the soda tax is also on diet sodas, and I know diabetics who have been advised to drink these alternatives by medical professionals. Furthermore, there are other foods (including overeating of those foods) that contribute to obesity and diabetes. Are we going to put a special tax on bread or pasta? Are we going to regulate each person’s caloric intake?

Did MAYOR JIM KENNEY and City Council put forth this tax for health reasons or was health just an excuse for another tax?

While the tax generated millions of new dollars for the city, last year, proceeds fell $14 million short of the $92 million projected. Kenney spokesman MIKE DUNN defended the lower collection figure by stating that it was enough to send 2,700 kids to pre-K, to create 250 living-wage jobs in early education and to support (Cont. Currently, there is nothing stopping municipalities from imposing a tax on food items or on other certain products that are exempt from the state’s 6% sales tax. Philadelphia implemented a tax on distributors of sweetened beverages to be sold in the city 16 months ago. The bill was put forth as a way to finance universal preschool in the city and to improve people’s health.

The American Heart Association sees the Philadelphia soda tax as a way to encourage consumers to change their sweetened-beverage drinking habits in order to build healthier lives.

I do believe unnecessary consumption of caloric food such as sugar- and high-fructose-sweetened beverages can lead to obesity and/or diabetes, which

T THE END of a lengthy Senate debate Tuesday, Lt. Gov. Mike Stack voted against a Republican amendment to a criminal-justice reform bill, breaking a 25-25 tie and restoring one of the bill’s progressive and cost-saving provisions.

“I have long been a proponent of smarter justice that serves communities better and saves taxpayer dollars,” Stack said. “We’re starting to see a bipartisan change in Pennsylvania toward reform of our criminal justice system and this amendment would have blocked an important step forward.”

The debate came amid consideration of SB 1071, a sweeping reform bill sponsored by State Sen. Stewart Greenleaf (R-Montgomery.)

The bill contained provisions for “Short Sentence Parole” for offenders who meet

certain qualifications, including sentences of less than two years for offenses not involving personal injury or firearms.

The provision could save taxpayers as much as $55 million over five years through reduced prison populations, while offenders would remain under close supervision.

The amendment (AO6463), offered by State Sen. Wayne Langerholc (R-Cambria), would have gutted those provisions, although no criminal-justice or law-enforcement organizations had come forward seeking the change.

The cost of keeping a nonviolent offender in prison is more than $40,000, Stack said, while the cost of supervised parole is estimated at around $3,500.

With the amendment rejected, the bill will receive further consideration before final passage.

ment closest to the people governs best.” I find this comical and an example of how the question could potentially skew voting in a poll.

I would love to see what areas of the state agreed with the Founding Fathers.

I would not be surprised if they are in the “T,” where those voters would also not vote for a soda tax in their county because it would be just one more example of government unnecessarily interfering in people’s lives.

While I do believe the American Heart Association’s heart (no pun intended) is in the right place, I believe they – and everyone else – should think twice about interfering in people’s decision-making with a tax. Would their lobbying expenses, including the cost of the poll, be better spent on education and medical research?

Johnson wasn’t impressed with what they had to say. “I’m not buying it,” he said. “I want to see some action.”

Toward that end, every Starbucks in America will close on May 29 to give their workers unconscious-bias training. Among the folks putting together the curriculum for these classes is former Attorney Gen. Eric Holder.

I hope this works, because Starbucks has proven to be a halfway-decent public servant up until now.

But just in case, I’m sticking with Wawa for right now.

(Cont. From Page 13) 11 community schools. I assume the tuition is what paid for the jobs and the schools. So if all the proceeds went to the students’ tuitions, then it cost the taxpayers $29,000 per student for pre-school. This is twice what we pay for the students in our K-12 system.

Were the funds used elsewhere? City Hall sold the tax to many constituents, who assumed the funds would go to preschool education. Soon after its passage, it was noted that the funds would also be use for recreation centers.

Later, it was mentioned that funds might be used for other general fund purposes. Please, note the proceeds of this tax were never

put into a segregated fund for pre-school. Perhaps City Hall always intended that the funds could be redirected for other uses.

This tax will probably produce less and less proceeds, as we have seen with the cigarette tax in this city and other cities such as Chicago. This may be music to the ears of limousine liberals who contributed to Democrats because they believe they know what you and I should consume better than we do.

While consumption may decrease, it will not be as deep as the decline in city sales, because those with cars will buy their soda across the city line.
