ShopRite Expansion Launches City’s NW Gateway Project Brown’s ShopRite launched an $11 million remodeling and expansion of its Cheltenham supermarket with groundbreaking ceremonies Monday.

It marks the first major phase of a $20 million redevelopment initiative to transform the upper section of Ogontz Avenue into Philadelphia’s “Gateway to the Northwest.”

McGeehan Advises Grad Loan Deadline State Rep. Mike McGeehan (D-Northeast) reports individuals who graduated from college this past spring and got student loans should be aware of an impending deadline to begin repayment.

In November, students who graduated in May are scheduled to begin paying back their loan obtained through the Pennsylvania Higher Education Assistance Agency. The six-month grace period usually allows the graduate time to find a job and get settled before having to begin repayment.

“For those loan recipients who are still unable to find employment, or individuals who still have outstanding student loan balances but have lost their job, there are avenues to pursue through PHEAA that can provide them with flexibility as the job market rebuilds,” said McGeehan. “The key is to get in contact with a PHEAA customer service representative as soon as possible and explore the options.

“There have been some recent changes to expand the options that could provide viable options for graduates with loan balance difficulties.”

McGeehan said it is possible a hardship deferment for payments can be made, though interest on the loan will continue to accrue.

City Benefits From 60 Goode Laws City Councilman W. Wilson Goode, Jr. has introduced 63 bills that have been approved by Philadelphia City Council since taking office in January 2000. The last three bills which were introduced this fall, concerning fair lending and community reinvestment, will soon be signed into law.

Goode’s background as an economic development administrator from 1992-99 has given him a policy edge in City Council on economic issues. The 45-year-old Chairman of Council’s Commerce and Economic Development Committee formerly served as VP of Philadelphia Commercial Development Corp. and as Economic Development Administrator for the Philadelphia Dept. of Commerce.

In 11 years on City Council, Goode's ordinances have had a measurable impact: employment tax credits to create thousands of new jobs; job preferences for local residents for civil-service positions and City projects; the local mini-

mum-wage standard raised from $5.15 per hour to $10.88 per hour; business diversity goals for City contracting improved from less than 5% to 25%; small-business lending in working-class neighborhoods increased from 40% to 55%; fair -ending and communityreinvestment goals required for City depository banks; and $30 million in tax-credit partnerships for neighborhood economic development.

In terms of fair lending and community reinvestment, according to the latest disparity study conducted by Econsult Corp., City depository banks in aggregate received almost 17,000 loan applications and originated over 6,000 prime loans and over 1,200 subprime loans totaling $1.0 billion in 2008.

As a result, City depository banks’ share of applications, prime loans, subprime loans, and total loan amount rose from 2007 to 2008. In aggregate, City depositories made a larger percentage of loans than all lenders to African

American borrowers, Hispanic borrowers, and low- to moderate-income borrowers, as well as to minority tracts and low- to moderate-income tracts. This also carried over to home-purchase loans, home-refinance loans and home-improvement loans.

In terms of diversity in City contracting, according to the latest disparity study conducted by Econsult, four City departments that had at least $1 million in contracts had double-digit percentage increases in utilization of disadvantaged businesses from FY 2008 to FY 2009: Aviation (from 18.6% in FY 2008 to 23.2% in FY 2009), Capital Program Office (from 23.5% in FY 2008 to 53.7% in FY 2009), Human Services (from 3.9% in FY 2008 t4.4% in FY 2009), and Revenue (from 21.5% in FY 2008 to 24.5% in FY2009).

License Regs Change For Puerto Ricans State Sens. Christine Tartaglione and LeAnna Washington are reminding Puerto Ricans PennDOT issued a reminder that as of Nov. 1, it can no longer accept birth certificates issued by the Puerto Rican government prior to Jul. 1, 2010, as acceptable proof of identity when applying for a driver’s license or photo-identification card.

The change is due to a law passed by the Puerto Rican government last year, in collaboration with the US Dept. of State and Dept. of Homeland Security, invalidating all Puerto Rico-issued birth certificates issued prior to that date. The law aims to strengthen the birth-certificate issuance process to combat the fraudulent use of Puerto Ricoissued birth certificates to unlawfully obtain US passports, Social Security benefits and other Federal services.

Individuals born in Puerto Rico who were issued a birth certificate prior to Jul. 1, 2010 may obtain a new, valid copy of their birth certificate from the Puerto Rico Vital Statistics Record Office. Puerto Rico’s government advises Puerto Rican-born individuals living stateside only those who need a birth certificate for a transaction or official purpose need apply as soon as possible; those who want to obtain a copy for their records can do so at a later date.

In order to assist the Puerto Rican-born community living in the US, the Puerto Rican

government has an online process for individuals to apply for the new birth certificates available via www.pr.gov. For more information about the new law and instructions on how to apply by mail, visit www.prfaa.com.

Without a fully operational update service, the product is as good as three-day-old fish.

Computer security is also a game where the defenders feel like they are always trying to play catchup. The attacker only has to win once.

They can attack when they feel like, the way they feel like. The defender has to defend in all ways, all the time.

This feels like catch up but in real life it actually works.

The problem is when the end user doesn’t implement the updates. Imagine a solider with a large gun. There are crates of ammo stacked up everywhere, but he is com-

plaining his gun is empty!

Making sure the automated update service is turned on is the same as loading the gun!

This is only part of what is needed. The operating system and every program installed are potential targets for attack. While it is clear that antivirus and security programs must have daily updates, it is also clear automated update service must exist for critical programs. The Laborers’ District Council Charity Fund, a 501(c)3 nonprofit organization, will donate $30,000 to Fox Chase Cancer Center to be used for mesothelioma research.

A check presentation will be held at 11 a.m. this coming Monday at Fox Chase Cancer Center.

The funds are part of the $130,000 that was raised at the Laborers’ District Council Charity Fund’s 11th annual Charity Golf Classic in June.

The check will be presented by LDC Charity Fund Trustee Samuel Staten, Sr., retired Business Manager of Laborers Local 332 and LDC, to Dr. Joseph R. Testa, PhD, researcher at Fox Chase Cancer Center.

Obama Found Friends Here, Not In Penna.

by Joe Shaheeli It was obvious from the advance polls, the exit polls, and the real poll which ended Tuesday night at 8 p.m., the question that guided how the electorate voted was what they thought of President Barack Obama.

In Philadelphia, they loved him. Throughout the Commonwealth was another story.

Voters went to the polls in surprisingly large numbers in this city, thanks to the efforts of Congressman and Democrat City Committee Chairman Bob Brady.

With slightly more than 420,000 cast, it was obvious Brady had pushed his troops well over the 300,000-vote goal set by the statewide Democrat leadership. He had some help from the President, who set a record for appearances in this city pushing the ticket, as well

as the majority of the unions who put their forces on the street pushing every Democrat candidate on the ballot.

It was obvious from the start Obama was still the favorite son among the bulk of this city’s voters as Democrats flocked to the polls. Hung around polls in busy areas around the city the week before Election Day were 2’ x 4’ signs showing a picture of the President signing papers, with the words “Support Obama, Vote Tuesday Nov. 2.” Come 2012, Obama can look at the Brady turnout with confidence he can get a repeat.

That may be enough to swing the state back into the Democrat ranks, sending back to Congress some of the Congressmen who were pushed out of office this time around.

Philadelphia’s State Senators, all Democrats, were easy winners.

Sen. Christine Tartaglione rolled over her opposition, Gary Adam Feldman with 82% of the vote. Sen. Anthony Williams took 86% of the vote in his tussle with Rhashea Harmon, and Sen. LeAnna Washington relaxed on Election Day without oppo-

sition.

In the State House races, despite a District that had been carved to his image, former Speaker John Perzel found his coming trial too much of an albatross to beat back Kevin Boyle. He lost his 172nd Legislative Dist., 8,761 to 7,516.

Kevin may have his work cut out for him when the new Republican-controlled State House begins redistricting legislative seats.

Coming out of the southeastern pocket, Onorato ran only 38,000 votes behind Sestak. In the rest of the state, though, he ran 238,000 votes behind Sestak.

Onorato started his campaign unfamiliar to Philadelphians. He worked doggedly to woo them and succeeded.

This strategy, though, may have cost him crucial ground elsewhere, without which no Democrat can win statewide office.

Sestak, who began well down in the polls, demonstrated he is a strong closer.

Evidently, though, he had something to close with. His blunt manner and his military background may appeal to western and northeastern Democrats, who are socially conservative and increasingly willing to defect to Republicans.

The next Democrat to seek statewide office will be wise to keep Sestak’s example in mind.

by Tony West Running three points ahead of his ticket-mate Dan Onorato, Democrat senatorial standard-bearer Congressman Joe Sestak almost survived the national Republican tide. In the end, he lost to his opponent Pat Toomey by a thin 51%-49% margin.

Although Sestak, from Delaware Co., relied on an outpouring of support from his home in Southeastern Pennsylvania – rolling out of Philadelphia, Delaware and Montgomery Cos. with a 331,000 lead – the real story was he managed to hang onto footholds in some of the traditionally Democrat anchors in the northeast and west as well.

Sestak carried Allegheny, Erie and Greene Cos. in Western Pennsylvania. He carried the urban counties of the Wyoming Valley in Northeastern Pennsylvania.

By contrast, the Democrats’ gubernatorial hopeful Dan Onorato lost his home county, Allegheny, even though he is its top elected official (County Executive).

The National Labor Relations Board also ruled the shift changes and reduction in hours amounted to illegal anti-union activity and has issued an order to force the Delaware River Waterfront Corp. to pay all of the workers back wages for any hours that they missed since schedule change.

The Philadelphia Security Officers Union has won their election to represent 18 security guards employed by Roman Sentry.

The union has recently had to respond to a handful of firings and suspensions that have spread across three companies and at two work sites.

It is still fighting to return Juanita Love, a long time union to her post after she was terminated for speaking a union rally several weeks ago.

Love’s termination was followed by three terminations at the museum of AlliedBarton guards and union activists. Kenneth Adams and Asia Ray, both union activists, were terminated after they joined union leaders in speaking up against the banning of lunch breaks in the Perelman Annex. The company reinstated the lunch breaks but also required all of the Perelman guards to double their work load; to complete ten tours of the facility per night.

Two days after the new policy was enacted, Ray and Adams were terminated. The union was able to get Ray’s job back at another facility.

The day after their terminations, another guard who participated in the protest, Cherelle Cross, was terminated. The union has restored Cross her job back as well.

There are fewer and fewer big-city Democrat or Republican organizations left, and among them there are none that can match the perennial efficiency seen by the turnouts of the Democrat City Committee organization under the long-term leadership of Congressman Bob Brady.

His ability to rally his troops, and to enjoin labor and other organizational support to get behind them, has resulted in turnouts that have defied expectations.

This election was a hallmark. Despite Republican resurgence in the City and a Republican wave that was supposed to move some of the city’s Democrats to vote Republican, the Party chairman well exceeded the goals set for him by the Democrat National and State Committees, by well over 120,000.

Unfortunately, that was not enough for the Philadelphia turnout to keep the two statewide offices heading the ticket from being won by the Republican Party.

To the credit of the City Commissioners, headed by Commission Chair Margaret Tartaglione, the election went off flawlessly, with minor incidents which quickly faded by mid-morning. It is amazing how smoothly the election machinery works to the advantage of voters in this town. And, for those who kept complaining they couldn’t get to see instant results, they had easy access via www.cityelectionresults.com ... again, thanks to the efforts of the City Commissioners.

Record’s Wrong While the Public Record’s habit of freely mixing fact and opinion in “news” stories is doubtless familiar to regular readers, this story hits a new low. It offers no substantiation to the claim that living-wage legislation would take jobs away from foreign-born workers.

Though unstated, the article’s assumption seems to be smaller contractors employ a larger proportion of foreign-born workers and can’t pay them union-scale wages. This is nonsense. The only thing keeping some businesses from paying these wages already is a market that doesn’t require them to.

Indeed, this law would make organizing easier for all workers, by removing one of employers’ chief incentives for resisting unionization. It would thereby help raise the living standards of low-income communities.

The State Senate sent a powerful message to Pennsylvanians when they recessed from Harrisburg, saying they were done working for the year – the financial gains they receive from Big Oil and Big Gas companies and their lobbyists far outweigh the needs of Pennsylvania taxpayers.

Pennsylvania is the only state with major drillers that does not levy a tax on natural gas extraction. It is estimated that the natural-gas industry is getting $11,000 an hour in tax breaks because of the Senate’s failure to act. Since October 2009, Pennsylvania has lost about $98.4 million in revenue.

Earlier this year, the House, Senate and Governor publicly agreed Pennsylvania would join those other states and enact an extraction tax by Oct. 1, a move that would help mitigate the impacts of drilling on the environment and local communities and help the State deal with a massive budget deficit.

The House upheld its commitment to Pennsylvanians when it passed a natural-gas extraction tax in September.

Thanks to Tuesday night’s election results, the Republican Party is about to find out what those of us who have eccentric relatives have always known.

You can’t control crazy. You can try to contain it. You can try to restrain it. But crazy always does what crazy wants to do. And since you can’t control crazy, crazy tends to embarrass you.

And make no mistake, crazy is exactly what those of you who voted Republican in Tuesday’s elections have sent to Washington and Harrisburg.

You have managed to send a dude whose supporters answered a dissenting voice with a boot to the head, more than a few folks who believe without irony that President Barack Obama is a Nazi because he wants people to be able to go to the doctor without taking out a home-equity loan, and, in a move that really doesn’t surprise me because we are talking Pennsylvania, you sent a guy that is only slightly less Rick Santorum than Rick Santorum to Congress.

We’re about to start going off the rails on a crazy train. (Thank you, Ozzy Osbourne!)

Because I’m enough of a political junkie to have watched some of the campaign ads connected to some of our newest members of Congress on YouTube, I have seen some of the folks we’re going to be dealing with over the next couple of years. Some of the stuff they want to do is stuff regular, mainstream Republicans would never have thought to do, like abolish the Dept. of Education.

But in case you haven’t noticed, regular, mainstream Republicans no longer run the party.

The Tea Party runs the party. Which is why Chris Coons is the new Senator from Delaware, not Tom Carper.

This was also the case in Pennsylvania, which returned to red on Tuesday despite Philadelphia’s 40% voter turnout. Arlen Specter became a Democrat because of that influence, an influence that has sent Pat Toomey to Congress. Although the Democrats managed to keep the Senate, it’s a weakened majority that’s probably going to agree with some stuff that Philadelphians will be less than enthused with.

And Toomey, a member of the Club for Growth, an organization that never met a governmental agency it didn’t want to kill or a tax for the rich that it didn’t want to cut, will be right in the middle of it.

They plan to do a general overhaul of the Philadelphia Municipal Court System and also change some other Court procedures in The 1st Judicial Dist. We also told you earlier the Court Administrator, HON. DAVID LAWRENCE, will be retiring. The President Judge will appoint the next one!

You would not believe who is responsible for what they’re doing to this gentleman. Oh Yeah – now THE COMMITTEE OF SEVENTY and all their “headhunters” will have a field day, and they will now have all the fodder they need to remove The Sheriff’s Office. The latest move on The Sheriff has someone asking THE FEDS to get involved too. It seems this has been brewing for quite awhile, and we all know who is behind it all. SHERIFF GREEN happens to be one of the most RESPECTED OFFICIALS in this City, and this includes the Mayor, the City Controller and also the City Solicitor. The City Controller should audit his friend, The Mayor’s Office, but we know he won’t, never mind they have one of the largest Budgets ever. A real HYPOCRITE! A key employee of the Municipal Court is retiring after 34 years of outstanding service. MASSIE HORSEY’S most-recent position is executive secretary to the President Judge of Municipal Court, MARSHA NEIFIELD. The celebration was held at the Holiday Inn in the Independence Hall Area which was very well attended by her many friends and family members. One estimate was over 200 attendees.

Republican or Democrat, the Irish fared well on Tuesday. PATMEEHAN, MIKE FITZPATRICK and BRENDAN and KEVIN BOYLE all came out as winners.

Philadelphia took a major tumble down the power hill as a result of the takeover by the GOP of the State House. All the chairmanships now switch over to the GOP. With the exception of STATE REPS. JOHN TAYLOR and DENNY O’BRIEN, who will fill two of the House Committee seats, all those now led by Philadelphians are gone. That markedly limits the ability of our city caucus to deliver as many grants to local businesses and nonprofits, as well as the City, as they have in the past. Though our chairs move down to minority leadership posts in those committees, they will not be able to muscle through everything the city and its populace needs. That’s due to the huge lead the GOP has won in the House.

It was that enough of you didn’t go. For Philadelphia to offset the influence of the rest of Pennsylvania, 45% was probably the magic number. It didn’t happen.

So now, we have two years of crazy to look forward to.

The incoming Speaker of the House, John “Tan Man” Boehner has already said that he’s not going to compromise, so we can expect two things: (a) some really bad legislation and (b) not much else.

But look at it this way: If you’re Jon Stewart, you’re probably really happy. Crazy means “The Daily Show” is going to be even funnier than usual!

As someone who is working part-time, collecting unemployment, and staring at the mother of all hospital bills due to having to be admitted without health insurance, the election of Tom Corbett tells me we are looking at a bumpy ride.

But there was a little bit of good news here in Philly. My least-favorite Pennsylvania representative, former Speaker of the House John Perzel, was shown the door. I guess

turning the schools and Parking Authority into Republican patronage havens isn’t enough to get you bounced, but an indictment can do it.

I was watching Tuesday’s returns with my friends on Facebook, and many of them were bemoaning the changes.

But while there’s a lot to bemoan here, there are also a few things to praise. Like, for example, that 40% turnout. If anyone had told me Philly would have that kind of turnout for a midterm election, I’d have looked at them like they were crazy. But the polling places were bustling yesterday, so going to the polls wasn’t the problem.

yarn. If Coll, currently the executive chef at Meritage Restaurant & Wine Bar, 500 S. 20th Street (at Lombard, southwest corner), does not become a celebrity chef someday with her own restaurant, cook-

Meritage has been owned since 2006 by life and business partners Irene Landy and Michele DiPietro, whose restaurant (“Meritage” refers to American blends of wine) had a reputation for being somewhat stuffy and overpriced until Coll came on board in the summer of 2009.

Coll’s menu produces one bolt of lightning after another.

An appetizer of feather-light chicken and shiitake dumplings (three) in a wild mushroom broth with enoki mushrooms ($10) was just heaven. Butternut squash soup ($8) was the most glorious version we have ever had.

Soft, malleable papardelle pasta was pasta-rific with a mound of muscular, perfectly braised short ribs that were long on flavor ($16). And a roasted wild striped bass was suffused with freshness and accompanied by a wide variety of wonderful textures and flavors — sautéed spinach, leek confit, wild mushroom flan and lemon brown butter, very reasonably priced at $22.

A dessert of exquisite chocolate-covered peanut brittle bombé ($9) reminded me of a bumper sticker I saw recently: “Save the earth; it’s the only planet with chocolate.” And a pristine apple turnover with salted caramel and rum raisin ice cream was accompanied by the most amazing, irresistible warm apple cider we’ve ever tasted ($10).

Len Lear Food-wise, the only joker in the deck was a dish of fried green tomatoes, which were heavy on the “fried” and light on the tomato taste. The miniscule rolls, one to a customer, could stand to put on some weight.

During our visit last Wednesday night, every table in the dining room was occupied by about 8:30 p.m., which was impressive, and the bar was doing a brisk business as well. Our server, Lauren, was excellent.

There was one table of four right next to ours who were louder than people who have just been told they won the Publishers Clearing House sweepstakes. But what can you do about supersonic customers who make more noise than unruly two-year-olds?

I’d spike their wine with Valium, but only if I had a really good lawyer.

Speaking of wine, there is a pretty impressive wine list at Meritage, but I would not order any wine by the glass, only by the bottle. I started out with a glass of Douglas Hall Chardonnay ($9), but

there was so little wine in it — only at the very bottom of the glass — I thought some of it might have spilled out on the way to the dining room.

Twice as much would have constituted a decent glass of wine.

In addition to the à la carte menu, Meritage is now offering a nightly four-course prix fixe menu for $39 per person and is prepared for the entire table. It currently includes an amuse bouche of butternut squash soup; seared diver scallop with black bean sauce, potato dumpling and steamed mussels; grilled quail with sweet and sour red cabbage, apple chutney and apple cider gastrique; braised beef short rib with butternut squash spaetzle, sautéed Swiss chard and caramelized Japanese turnips; and a dessert of flourless chocolate banana torte, salted caramel and Swiss marshmallow.

Chef Coll, 37, is also offering a four-course vegan tasting menu for $35 per person, but it is available on Tuesday nights only. The menu includes an amuse bouche of butternut squash soup, a fall vegetable salad, wild mushroom soup with cellophane noodles, chickpea and rice cake with sweet and sour eggplant chutney as a main course and coconut tapioca for dessert.

Meritage has recessed lighting, butcher block tables and hardwood floors and some great vintage photos on the walls. Unpretentious and serviceable. My advice: Check out Anne Coll’s cooking before she gets to do it only for a TV audience. It’s the yeast you can do.

Discounted parking for Meritage is available at the 5 Star Lot on Lombard between 20th and 21st Streets. We were not able to find out exactly what the discount is. We are fortunate to have a “parking fairy” who found us a spot on 19th Street near Spruce that cost us nothing.
