SMART ON CRIME

by Tony West Pennsylvania took its first steps toward curbing its disastrous prison explosion last week as its Senate sent a bill authored by State Sen. Stewart Greenleaf (R-Montgomery) to the Governor for his signature. In doing so, Harrisburg set off on a path blazed by many other states, which have set up successful programs to cut prison time for many offenders without hurting public safety.

Basic math is driving all these governments to the same conclusion: We cannot afford to lock up everybody for everything, forever.

A wave of get-tough legislation washed over America for a generation socked with a long and terrifying crime wave. Beginning around 1980, Pennsylvania reacted like every other state, by enacting longer and tougher sentences for all sorts of criminals. Now, Pennsylvania’s prison population of 50,000 is six times larger than it was in 1980 and bulging at our infrastructure’s seams.

The Corrections Dept. budget has also skyrocketed, to $1.87 billion; worse, it has proved devilishly hard to cut.

All the politically easy moves (squeezing more money out of inmates, by and large) have been made. They produced little lucre (Bonnie and Clyde robbed banks rather than inmates, for a reason). As long as our society tries to set new records at mass incarceration,

it’s going to have a very expensive prison system. The Gulag wasn’t cheap either – and it was one of the leaden weights that dragged the Soviet economy down to its doom.

Can Pennsylvania avoid such a fate? Greenleaf, the veteran chair of the Senate Judiciary Committee, thinks we can. But his concern transcends money.

“I have been working on this problem for a long time,” said Greenleaf. “In the end, it is about establishing justice.”

SB 1161 incorporates three earlier Greenleaf bills that moved through both houses of the General Assembly. One part directs the Commonwealth to adopt a risk-assessment instrument judges can use to measure criminal violators.

The goal is to ensure the mostdangerous offenders get first dibs on prison beds, enabling judges to weed out less-risky convicts, who might work out in community programs.

Right now, judges have no such tool. They must either wing it – risking public disgrace whenever a sentence of theirs blows up – or hide behind throw-the-book guidelines, even if they foul up every downstream branch of government.

The bill relaxes rigorous treatment of technical parole violations. Under current law, if a parolee misses a phone call or is late to an appointment, he can be pitched back into the pokey for the remainder of his term. This response may be righteous, but it comes at a staggering price to the taxpayer. “TVPS are sentenced to an average of 14 months in prison, with no real effect on recidivism over those diverted for shorter periods,” Greenleaf states. “It is senseless and wasteful to incarcerate otherwise law-abiding parolees for such minor infractions. This will provide a fiscally sound and practical alternative.”

mandatory treatment program at a community treatment center, instead of staying in prison to do so. This too is a realworld problem that pops up all the time, as many prisoners have obvious personal problems that won’t go away without some sort of treatment, in or out of jail.

All these moves are part of Greenleaf’s strategy to yank America’s crime-fighting strategy away from one-size-fits-all incarceration, and turn it toward community-based tools that are arguably more effective – and for sure more affordable.

His is a recession-era, leaner approach to one of the biggest leaks in the public-sector budget.

Greenleaf has been through the criminal-justice mill if anyone has. On that Senate committee since 1978, his legislative style has always fo-

cused on pragmatic government challenges, with a nondogmatic mix of boldness and calm – buoyed by deep study.

He has been pondering the need to reform prison policies for many years now.

There’s more where SB1161 came from. This measure emerged from a brood of nine measures introduced by Greenleaf in 2010.

Having won these first three points, Greenleaf swears he will come back for the rest in the next session.

“It will get easier and easier as we go forward,” he said.

“The first major bill is the hardest. I have learned how to advocate every realm of this issue. I have been doing it for a long time. I am persistent.

“I have been tough on crime all my life. But we have to become smart on crime as well.”

Inkie Again Maligns Sheriff’s Overtime

by John Little Kicking off its lead story on page one Tuesday with the headline “Sheriff’s Office Awash in Overtime Money”, the Inkie used a good third of its story there. It then jumped to fill out an inside half page, where it proceeded to castigate the Sheriff’s office.

Yet, in reading, one learns Sheriff’s staff overtime pays have been steadily going down as a result of changes made by Chief Deputy Sheriff Barbara Deeley, who is expected to head the office when Sheriff John Green retires at the end of this month.

The fact the Sheriff’s office defended itself several months ago with the same obvious transparency from Undersheriff Constance Little that they got from Chief Deputy Sheriff Deeley, left the reporters to produce a rehashed story. Only this time, the stats were evident the Sheriff’s office had made a serious effort

to reduce overtime.

Through it all, Deeley responded to the Inquirer’s attempts to brand the Sheriff’s Office as obsolete and worthy of abolition “We have never lost an inmate and we have never had a judge get hurt,” she affirmed.

The Sheriff’s office brings over 1500 inmates a week to the Center City Criminal Justice Center, and provides security for judges and those in court, should outbreaks occur caused by defendants and others. There are dozens of courtrooms in use daily, not only at the CCJ, but also at the Family, L&I, and miscellaneous courts at 34 S. 11th Street, as well as in the Widener Building.

The Inquirer article, while complaining of overtime by some supervisors, did indicate the nature of their positions and responsibilities dictated the extra time logged in, much due to court-ordered deadlines.

Rescued Man Seeks Two Samaritans It’s been three years since Leroy Butler, 78, began his search to thank two Samaritans who saved his life.

He had their names, but little else. Both were in their late 20s. One was named Rhonda Wallace, who gave him her telephone number.

But the number didn’t work.

The other was Michael Sheppard.

Butler remembers the day well. It was Apr. 23 around 2 p.m. when he tried to alight from the center door of a northbound bus on which he had been a passenger. He never made it the ground; the fast-closing door snapped on his right foot, throwing him to the ground.

The slow-moving bus was picking up speed, dragging

his head and body, when the two saw what was happening, chased the bus and began banging on the driver’s door to slow down. Butler was able to extract his foot, but not without suffering head, facial and eye damages.

Butler is still indebted to them. “Without them I would have been dead in seconds.

Author Captures Old Neighborhood In Autobiography Joseph A. DiLeonardo knows what it’s like to grow up in South Philadelphia. This advertising executive, turned author, has just published a book about his life, covering the many accomplishments of his friends and family who lived in one of the most charismatic neighborhoods of South Philadelphia.

It’s called Super Glue: Bonding For Life. It is filled with dozens of stories and photos centered on the Francis Reed ES 6th-grade class of 1948. The school, originally located at 11th & Moore, is long gone, replaced by homes.

But the author captured the neighborhood in this book.

After graduation, the group continued on to South Philadelphia HS and remained the closest of friends. Among the fond memories of outings with his schoolmates, Joe details the time he went to a dance with his buddies and met the love of his life, Skipper.

The two shared the last dance and a lifetime of marital bliss.

“It’s an emotionally packed inspirational memoir about a small group of friends that banded together for life to overcome the hurdles of growing up in the post-De-

pression era,” says DiLeonardo. “It’s the best subject matter you could find.” It’s about people like Joe Giletto, who contributed to the book with recollections from his days growing up in South Philadelphia. He tells the “kissing cousins” story about a bet he had with his buddies, who each pledged a dime and dared him to kiss the next girl who walked by. Joe walked away with 50 cents and a lifetime memory he still laughs about today with his actual “cousin” Rose.

In the memoir, DiLeonardo remembers how he was

molded by his parents, teachers and neighbors and how he and his friends overcame the challenges of adolescence. He writes with pride about how this one class went on to become successful doctors, lawyers, diplomats, musicians and entrepreneurs, as they supported each other in a tight-knit South Philadelphia community.

That position will be open due to the retirement of long-time minority leader Peter Mellow.

The reasons for his growing support are many, beginning back to his first days in the State Senate, where he soon became known as a peacemaker among his fellow Democrats, cooling tempers whenever they flared. His constant campaign support for other Senators has

brought others to his side.

Mellow’s long leadership did not include grooming someone within the caucus to replace him. During those years, State Senate Democrat caucuses around the nation were growing in strength, save for this Commonwealth, which saw a drop in Senate Democrat membership in 2006 and 2008.

Stack has taken every opportunity to concrete steps to reverse this trend. Over the last two years, Stack has focused on raising money for the Democratic Caucus. This year, Stack will raise and spend nearly $500,000 of his own resources to support the political campaigns of Democrats across the State.

Colleagues see Stack’s priorities as a major change in leadership in the Senate … where past leaders were known for amassing large war chests while refusing to invest in good candidates.

Also frustrating Senators has been the lack of transparency by current leaders.

Leading to infighting and inaction, which has allowed the Senate Republicans to brush them aside. They see Stack as a worker from the bottom up to forge a unified front against Republican efforts to cut education funding and hijacking the State’s redistricting process.

Perzel In Another Tough Race Whoever thought former House Speaker John M. Perzel would be in one of the toughest fights in his long career as the Representative from the l72nd Dist.

The other race that could be considered an awakener for Perzel was the challenge he beat back from Mark Chilutti, who came within less than 50 votes of knocking him off.

That close call put a fire into Perzel’s stomach that powered him to tenuously rebuild the Republican Party in his District. He took advantage of redistricting to carve out for himself a legislative District designed to insure a sympathetic Republican majority of voters.

However, getting caught up in an investigation by the Attorney General into an investigation into the legislature’s use of State funds for

electioneering purposes, resulted in an indictment of Perzel and his chief of staff Brian Preski.

Perzel’s efforts to get a speedy trial have been unsuccessful, giving his Democrat challenger Kevin Boyle, a more-even battlefield.

Though Perzel believes he’ll weather the efforts of the Attorney General to pin him with a guilty plea, Boyle has been quick to constantly identify Perzel, as an “indicted legislator.”

In the ensuing battle, both sides have recourse to mailings and press comments.

The first, sent out by Perzel, brought back a retort from Boyle that he had used quotes from Father Joseph Campellone, OSFS, and Steve Phillips, president of the Fox Chase Town Watch, without their express approvals.

Sestak has wiped out what was an enormous deficit with independents. In August, Toomey led 50-27 with them.

He hasn’t really lost any support with them, but Sestak has picked up most of the undecided ones and now trails only 49-48 with that voter group. Most Democratic candidates across the country are down double digits with independents so for Sestak to be running even with them is a good sign for him.

The Democratic base is unifying more around Sestak. In August there was a considerable party-unity gap in this race, with Toomey winning 74% of Republicans while Sestak was getting only 64% of Democrats. Toomey is still benefiting from greater unity with his Party’s voters, getting 82% of Republicans, but Sestak is up to 77% of Democrats.

While it persists, that unity gap is half the size of what it was in August.

One of the more impressive things about Sestak’s resurrection is it comes even as Barack Obama remains very unpopular in the state. 51% of voters disapprove of the job he’s doing while only 43% give him good marks.

The Debate: Eyeballing The Red Eye

As we watched the gubernatorial candidates answer questions thrown at them on their first television debate in this campaign, we believe Democrat Dan Onorato came off with more pluses than minuses.

He knew what he had to say and when to say it, backing his statements with a litany of how well he had done as Allegheny Co.’s chief executive. And someone did their homework in schooling him for this appearance. He looked directly at the camera when answering questions, which created the impression viewers were dealing directly with him.

That gave him an edge over Tom Corbett, who was patently the more conservative of the two, but strained in his ability to get his points across. Though his answers ran parallel with Onorato’s on most of the subjects they covered, he failed to take advantage of “eyeballing the red eye”. His opportunity for eye contact with the voters was negligible.

Overall, for the 20,000 to 30,000 estimated viewers of their debate on local television, little was said by either to convince their supporters to change horses. What is for sure is both sides ended up more convinced than ever they’ve made the right choice!

My vision for Philadelphia and the issues I advocate remain the same. I continue to believe that elected leaders must put aside petty differences for the good of the people. I still believe that we can make Philadelphia a great city if we work together. I continue to believe in commitment to values, strong leadership, smart ideas, hard work and honest government. But I have never believed that a good Republican is someone who opposes Democrats at every turn, or refuses to support Democrats accomplish what is good for the public interest.

I believe having different ideas does not necessarily mean that one is right and all the others are wrong. And I believe that getting results that will improve the lives of people is more important than arguing about who’s idea is better while the people suffer.

I am not afraid to advocate working together for our common good. I think the voters of this city know that I am a fighter. And they know the

difference between someone who will fight for a righteous cause and someone who just likes to fight.

I understand that people are angry. Many won’t be voting in November. Some would like to toss the baby out with the bathwater. But experience has taught me that things can always get worse. It is never a good idea to give up on continuous effort, merit and cooperation. I believe that is the real challenge in these bad times ... to keep the faith.

The Republican Party here in Philadelphia has a leadership role to fulfill. In my opinion, it is not an obstructionist role and it is not a reactionary role. 2011 appears to me to be a pivotal year for Philadelphia and it may be the Republican Party that spearheads the begining of serious reform. It may be a year in which Republicans take up the mantle of leadership, reform and smart government. Everyone who loves this city, regardless of Party affiliation, should hope we succeed.

I am currently exploring a run for City Council At-Large, next year. In 2007, I ran and won the Election Day count by 7 votes. The next day, I was told that none of the absentee ballots had been counted. A couple weeks later, I lost by 122 absentee ballot votes.

Today, I am widely considered a leading candidate for a Republican seat. As such, I am happy to discuss or debate issues that are important to our city and the voters.

I am also prepared to deal with politically motivated attacks disguised as challenges to debate. The challenge referred to in last week’s edition falls within the latter category. It is neither a real debate nor is it about an important public issue.

Although the topic of the challenge is not worthy of a debate, the challenge itself is worthy of consideration. It highlights an ongoing struggle among Republicans concerning our identity and the role of the Republican Party here.

The gentleman who issued the challenge was a friend and supporter of mine in 2007. To

October 19, 2010 Dear Union Members & Friends of Labor: Only two years ago the citizens of our Country voted the Republican Party out of Washington for being the most incompetent administration in the history of the United States of America.

Since then, the Republicans in Congress have done nothing but criticize and vote against every effort made by our new President to put America back together again… never before has an American President been left to face so many adversities with little or no cooperation from the Republican Party.

Unbelievably, the eight year dynasty of George W. Bush and his fellow Republicans has driven our nation to its knees. The aristocratic manner in which they governed only served to favor the very rich while ignoring the plights of the average American citizens, ultimately causing economic havoc not only in the United States, but around the world—- all because of the Republicans’ greed for power and the lustful ideals of their corporate advocates.

As a direct result of the Republican philosophy of “governing for the rich,” the ‘American Dream” of yesteryear has been diminished almost to the point of extinction for millions of our citizens. Because of the Republican legacy of financial devastation, every day over eight thousand (8,000) American families are losing their homes due to mortgage defaults. For those families the “American Dream” is already lost!

Yet the Republicans in Congress continue to support the corporate outsourcing of good American jobs! Thus, the ‘American Dream’ will be lost for millions of other American families who are hanging on by the skin of their teeth with the hope that our government will start working together to turn our Country’s economy around just so they can go back to work.

Even though the Democratic Party is working hard to rebuild the economic status of the America we once knew; and, under the leadership of President Barack Obama, we are moving in the right direction, the Republicans would have us believe that only they know the way, when in reality, they are the cause of every problem our Country is enduring today!

It’s time to stand up to their lies and deception and let the Republican Party know that we did not forget who continues to support the corporate outsourcing of American manufacturing jobs through “Tax Free Trade Agreements” that only benefit the corporations.

It’s time to stand up against the Republican Party to let them know that we did not forget who supports the corporate exploitation of millions of immigrants, both legal and illegal, who are brought into our Country to replace American workers at less than life sustaining wages.

It’s time to stand up against the Republican Party to let them know that we did not forget who lied to the American people to make us believe that the war in Iraq was necessary; when, in fact, it is a senseless and unwinnable conflict that has caused the death and mutilation of thousands of American soldiers and has cost our Country over one trillion dollars to date.

And last, but certainly not least, it’s time to stand up to the Republican Party to let them know that we did not forget that the last time they were in power, they allowed their corporate friends on Wall Street to pick pocket the American people out of trillions of dollars in pension funds and other personal investments while at the same time, condoning the CEO’s of those very same corporations to collect billions of dollars in bonuses.

Thank God we didn’t permit them to dupe us into investing our Social Security Funds with the same wizards of Wall Street!!!

The Republicans are nothing but a bunch of corporate owned politicians that would like the American people to believe that they did nothing wrong…when in fact, THE REPUBLICAN PARTY HAS DONE NOTHING AT ALL FOR THE AVERAGE AMERICAN CITIZEN! Just ask yourself this question: What more can the Republicans do to America that they haven’t already done?

Your very own answer to this question should agitate you to the point where you can’t wait until Election Day to cast your vote against any Republican that is a candidate for any office in any branch of our government anywhere in America.

Only by exercising our right to vote, can we teach the Republican Party that America belongs to all of her people—-not just the rich! So, for the sake of the “American Dream” please stand up for your country, for yourself and your family, for your job and for your right to a decent way of life.

Please go out and vote on Election Day and take your family with you!

Jennie Zecca, the wife of Anthony Zecca, deputy mayor when Frank Rizzo was mayor, died this past week at the age of 89.

During her husband’s career as deputy mayor to Mayor Jim Tate and then Frank Rizzo, she shared many of the important moments of Philadelphia history. Jennie Zecca was the daughter of Italian immigrants.

She was 89 and lived in the Far Northeast. She and her husband had just celebrated their 65th wedding anniversary.

Jennie was involved in child-abuse prevention programs with the late Judge Lisa Richette, helped start the Benjamin Rush Mental Health Center in the Northeast and was active in the Torresdale Women’s Committee.

Besides her husband and son, she is survived by a daughter, Adrienne Zecca.

Dream Cycle!

So this is what it’s like to be the frontrunner in an election cycle. There’s really not much going on. TOM CORBETT and PAT TOOMEY are nothing less than shoo-ins. The GOP is poised to retake the 8th Congressional Dist., with former CONGRESSMAN MIKE FITZPATRICK and two of our four incumbent State legislators from the City running unopposed; and STATE REP. TOM MURT is experiencing only nominal opposition.

There is a little excitement, however. In an apparent attempt to harm the chances of Corbett, a few allies of STATE REP. JOHN PERZEL are rumored to be thinking about pushing a write-in effort for Perzel for Governor. This is likely in response to the 80-some counts of public corruption waged against Perzel by Corbett. Makes the tip of my trunk curl up at the thought.

KEVIN BOYLE, the kid brother of STATE REP. BRENDAN BOYLE, is Perzel’s Democratic challenger.

Boyle has been playing loosey-goosey with the Bonusgate charges. Perzel finally responded with a letter from a senior citizen claiming to have been assaulted by young Boyle. Trunk (Cont. Page 22)

Sick Of This Race

If you want to know the textbook definition of the phrase “you make me sick”, try watching a political debate from a hospital bed.

I found myself watching the gubernatorial debate between Democrat Dan Onorato and Republican Tom Corbett on 6 ABC Monday night from my bed in South Philadelphia’s Methodist Hospital. They had a pretty captive audience in me, because I was in the hospital due to one of the complications connected to the diabetes I’ve been living with since 1995.

Because I don’t have health insurance, I really wanted to hear from Corbett, who is among the Republican Attorneys General who decided to spend taxpayer monies on suing to prevent health-care reform from being the law of the land. I wanted to hear his excuse for this.

I also wanted to hear what both of these guys were going to do regarding jobs. What I ended up hearing was a whole lot of talk about business tax cuts, something I’m more than a little against because I believe that it’s about time businesses (Cont. Page 25)

The recession that sent American manufacturers in the auto industry reeling resulted in a major change in the alignment of the thousands of automobile agencies that dotted the country’s landscape.

Thousands were merged, others lost their franchises, while some of the name brands were consigned to oblivion by their manufacturers.

Feeling the brunt of those changes were the dealerships in the Airport Auto Mall, located in South Philadelphia on Essington Avenue. It is probably the largest concentration of auto dealers adjacent to one another, the majority of them independent of each other.

Dealerships were merged, one dealership lost its franchise, and still another found its prime vehicle was being phased out.

Faulkner Celebrates Dealership Change From Saturn To Mitsubishi At Auto Mall

Senator Icon For Abused Women She’s every single mom’s heroine, especially for those who were abused.

That’s because, despite her own life of being severely abused, both physically and sexually by family, State Sen. LeAnne M. Washington rose from it all to where she is today, a powerful politician representing the 4th Dist., which includes parts of Philadelphia and Montgomery Cos.

Now 65, she’s a hard-working Senator, and a mother with a great-grandchild to boot.

To give women similarly abused an alternative, she founded the Walk to End Domestic Violence which marches off on a 5K walk along Martin Luther King Drive this Saturday morning. Proceeds from the event, which is expected to draw over 1,000, will support several domestic-violence programs now underway.

Washington first began elected office as a State Representative for the 200th Dist. in 1993. She then sought the Senate seat she now holds when it was vacated by Allyson Schwartz, who moved up to Congress in 2005.

Despite being a high-school dropout, she followed the advice of the late State Rep. David Richardson, got her GED and today she holds a masters in Human Services.

Mayor Ed, Part 2? Judges Galore The Bench Bar Conference was held this year at the Borgata Casino Hotel in Atlantic City. As GOV. EDWARD RENDELL wraps up his time in Harrisburg, tongues are wagging regarding what the future will hold for Philadelphia’s favorite son. And although the rumor was out he’d run for Mayor again (which I don’t believe), I was recently reminded by political observers that many moons ago, Rendell said he wouldn’t run and did. Hmm. Current Mayor MICHAEL NUTTER seems to be getting some fire in his belly. At a recent rally, Nutter brought passion and an energy we haven’t seen in him in a long time. Looks like he’s gearing up for the fight of his life in next year’s primary election! He seemed to be saying to any and all challengers, “Bring it on.” Nice job on the mic, Mike. I guess he was sending out his invitation to the one who seems most likely to enter the race, TOM KNOX. We know he’s been making the rounds and chatting up politicos, fundraisers and field teams. What about SAM KATZ? Is he in or out? He seems to be taking a back seat. And also, what about COUNCILMAN BILL GREEN? Is he still thinking (Cont. Page 22)

Spike Jones Spike Jones was born Lindley Armstrong Jones on Dec. 14, 1911, the son of a Southern Pacific railroad agent. Lindley got his nickname, Spike, by being so thin that he was compared to a railroad spike. At the age of 11 he got his first set of drums. As a teenager, he played in bands he formed himself. A railroad restaurant chef taught him how to use pots and pans, forks, knives, and spoons as musical instruments.

The name of Spike Jones became synonymous with wacky music. While he enjoyed the fame and prosperity, he was annoyed nobody seemed to see beyond the craziness. Determined to show the world he was capable of producing legitimate, “pretty” music, he formed a second group in 1946. Spike Jones and His Other Orchestra played lush arrangements. But the public preferred the City Slickers.

Spike Jones, being a shrewd businessman, saw the potential of television early. The band fared well on live TV, where their spontaneous antics and crazy visual gags guaranteed the viewers a good time. Spike usually dressed in a suit (Cont. Page 22)

The recent event they hosted says otherwise; it appears there was no support by the parent, who also wants to be a significant player after many years in office. What gives?

Spike Jones was always prepared to adapt to changing tastes. In 1950, when America was nostalgically looking back at the 1920s, Jones recorded an album of Charleston arrangements. In 1953, he responded to the growing market for children’s records, with tunes aimed directly at kids (like “Socko, the Smallest Snowball”). In 1956, Jones supervised an album of Christmas songs, many of which were performed seriously. In 1957, the maestro, noting the TV success of Lawrence Welk

and his dance band, revamped his own act for television.

Gone was the old mayhem, replaced by a more straightforward big-band sound, with tongue-in-cheek comic moments. The new band was known as “Spike Jones and the Band that Plays for Fun.” He also recorded a cover of “Dominique”, a hit by The Singing Nun, in which he not only plays the melody on a banjo, but melds it successfully with “When the Saints Go Marching In”!

The last City Slickers record was the LP Dinner Music For People Who Aren’t Very Hungry. The whole field of comedy records was changing to spoken-word comedy.

Jones was a lifelong smoker (he was once said to have gotten through the average workday on coffee and cigarettes). The smoking gave him emphysema. Eventually his already-thin frame deteriorated, to the point where he was using an oxygen tank offstage, and onstage he was confined to a seat behind his drum set. He died on May 1, 1965 at age 53, and is buried in Holy Cross Cemetery, Culver City, Cal.

Charles LaScala’s grandson, Robert, a South Philly native, obviously inherited his granddad’s work ethic. At the advanced age of nine, after his family moved to Ocean

City, he started a business with a friend, catching minnows and other fishing bait and selling them directly to local fishermen. Later he held down many other jobs, from laundry boy to lifeguard to busboy to waiter, and saved every penny except for what he spent on a surfboard, skateboard and moped.

In 2005 he opened an Apollo at 7th & Chestnut Streets, but with much moresophisticated food than at all the other locations. In January of 2006, Apollo’s became LaScala’s Restaurant & Bar. The executive chef at LaScala’s, Joseph Nocella, has a degree in psychology from

Len Lear Rutgers University. He originally planned to become a teacher, but the addictive smells and tastes of the food from his grandparents’ native Abruzzi and Naples were just too magnetic to overcome.

Now, you might well ask, “Do we really need another Italian restaurant in Center City when there are so many others in Center City and South Philly?” My answer would be Nocella does more than just wave the flag for authentic Old World Italian cooking. And his menu has more hooks to get you in than a tuna fishing boat. For example, “BigRhon” wrote on Citysearch.com that he took a party of 12 to LaScala’s and that “it’s pretty amazing to be served 12 different delicious entrees … I rank LaScala’s #1!”

In fact, we would not have ordered it without his recommendation, but Travis told us that his father drives from Lancaster once a week to have the filet mignon, Philly style ($29).

So we took Travis’ advice, and oh my! The center cut of filet with sautéed onions and mushrooms, roasted peppers and a divine provolone cream cheese sauce was beyond sublime. It was more flavorful than some $50 entrees at Cen-

ter City’s opulent steak emporiums. And for lovers of fresh pasta, the agnolotti served with short ribs is like catnip.

Also recommended by Travis (who is also a hairdresser), this savory entree is accompanied by sage, gorgonzola cheese and wild mushrooms and is reasonably priced at $20. A chocolate-chip cheesecake for dessert was also quite seductive.

LaScala’s does not have the romance of a cozy checkerboard-tablecloth hideaway in South Philly; it has more of a corporate feel, with the huge bar and sports on big-screen TV sets, high-back booths, dark wood floors, amber lighting and al fresco dining under an awning when weather permits.

sive wine and cocktail list and an excellent Sangria, which one does not normally find in an Italian restaurant.

Currently, for “Autumn Italian American Style,” LaScala’s is offering a pre-theater special — $30 for a three- course dinner (menu changes daily) Monday-Friday if you are seated between 4 and 6:30 p.m.

Brady Hosts Students At Fly In Congressman Robert A. Brady hosted 7th- to 9th-grade students interested in attending the Military Service Academies to an all services fly-in at the Naval Air Station Joint Reserve Base Willow Grove recently.

Aircraft and other equipment from the Navy, Marine Corps, Air Force and Army Reserves were on display and aircraft crews discussed attending military academies, serving in the military, and operating high-tech military equipment.

Representatives from each of the military-service academies were present to provide information on the career opportunities available and how to apply and prepare for admission.

The Congressman said he hosted the event because many young people are not aware of the opportunities that the military-service academies offer. “Our students from the Philadelphia area are under represented at the academies.

And, I want to make sure interested students have as much information as possible about the prestigious education the academies provide. These students will have the opportunity to ask about the aircraft, the academies, life in the military, and the crews’ experiences. This is better access than they would ever have at an air show,” Brady said.

The academies require a

congressional nomination from either the student’s Representative or Senator. Once nominated, the schools offer appointments to those selected for admission. Congressmen can nominate up to 10 people per academy per year.

Students are encouraged to begin preparation in junior high school to develop the study habits, course load, and grades to make themselves qualified for the academies.

Southport Development Takes First Major Step The Port of Philadelphia will almost double in size when Southport, located at the eastern end of the Naval Yard, comes on line.

The first major step in making that happen is a tentative agreement between the Philadelphia Regional Port Authority, which has jurisdiction over the approximately 230-acre site, and the Delaware River Stevedores, Inc. Southport will be transformed from its present state of abandoned piers and landfill acreage, into what will become one of the major destinations for world wide shippers.

The widening of the Panama Canal and the dredging of the river’s shipping channel another five feet to the depth of 45 feet are seen as contributing factors that will help flow additional business to the Port of

Philadelphia.

Southport, if negotiations between DRS and the PRPA are successful, will grow in several stages. The first will be the building of two ship berths, with more envisioned in the future. Southport is expected to grow quickly, since it has ample room for warehousing of all kinds dedicated to shipping needs, as well as its position at the railhead of three major railroad companies, which together provide rail service throughout the United States.

Delaware River Stevedores, Inc., headed by Robert Palaima, operates four locations in the ports of Philadelphia, Camden, and

Wilmington and the Hyundai Merchant Marine Shipping Agency, a steamship line based in Seoul, South Korea.

Representatives from the Governor’s office, PRPA and DRS began working out details at an all day meeting at PRPA Headquarters on Delaware Avenue Tuesday.

They face a Nov. 1 deadline.

There was one other finalist bidder, a Spanish company.

Palaima, who has been a staunch supporter of PRPA’s initiative to develop Southport as a world-class terminal, said he is committed to making it a reality. He operates the Port’s Fruit Terminal at Tioga Pier.

will dramatically reform Pennsylvania’s current laws about abandoned or dilapidated properties cleared the Senate last week before it adjourned.

SB 900, known as the Neighborhood Blight Revitalization & Reclamation Act, passed unanimously. Written

by State Sen. David Argall (RSchuylkill), it targets big cities and small towns that have lost population, where owners of trashy properties may ignore code violations and tax liabilities for a decade or more – dragging down neighboring property values and threatening public safety.

This bill will strengthen current law to identify property owners of blighted buildings and hold them responsible for the costs to rehabilitate or demolish these structures. I was pleased to join with my colleagues in finally sending this bill to the Governor,” Argall said.

“SB900 is an important victory for communities affected by an aging infrastructure and absentee property owners,” said Senate Majority Leader Dominic Pileggi (R-Delaware).

“This bipartisan comprehensive measure brings certainty to dealing with abandoned and blighted property, and substantially improves how communities can address these issues.”

The bill provides that if any

real property is in serious violation of a building or housing code, the municipality may institute an action to prevent, restrain, correct or abate the violation.

“Passage of the Neighborhood Blight Reclamation &Revitalization Act is a significant step forward for Pennsylvania,” said Elizabeth Hersh, executive director of the Housing Alliance of Pennsylvania. “It provides unprecedented powers to local communities to stop the spread of blighted properties and hold slum owners accountable.”

The bill moves to the Governor for his signature.

Under the new act, owners of any property that owes money on taxes or utilities, or violates a building code, will be unable to gain a permit, variance or license for any other property they own.

Blighted property owners can be charged with a criminal offense. Out-of-state property owners can be extradited to stand trial.

The aim of this law is to flush out owners of blighted properties and give them strong incentives to either sell them or surrender them to the municipality, which can then repair or raze them in a timely manner.

Companion legislation to SB 900 was HB712, the Land Bank Act introduced by State

Rep. John Taylor (R-Kensington), would have permitted establishment of Land Banks – independent authorities designed to consolidate and recycle abandoned land in ways that make it easy for small buyers in the private sector to acquire it.

Anti-blight crusaders think an innovative new tool like this is needed to manage land acquired as a result of SB900, to ensure it doesn’t sit around on government inventory forever.

HB712 passed the House and was approved by the Senate Urban Affairs Committee, but it did not advance to a vote before the gavel fell on the session.

Taylor vowed to bring it back next year, though. “I’ve been working on this for four years,” he said. “I don’t intend to give up.”

A staffer for Pileggi said the Senate regarded HB712 favorably, but simply ran out of time to enact it.

Although land banks have been functioning in other states for years, Hersh commented they are a “novel concept” in Pennsylvania. “It’s a large bill and Taylor, who has done valuable work on this issue, may have underestimated how far ahead of the curve he was. The bill needs a champion in the Senate. After the election, we’ll look around for someone to do that job.”

by Pete Radatti President of CyberSoft Operating Corporation Stuxnet is a weapon of war. Its appearance as a virus has become the hottest topic within the CyberWar and Antivirus world.

Speculation runs high as to who wrote Stuxnet and against whom it was targeted. It is much more than the normal viruses let loose at your own personal or business computers.

Stuxnet is a computer attack program of a type called a worm since it can move by itself. What makes Stuxnet interesting are several things. Politically it is hot.

In fact, it could have been used as the reason for a new Middle East war.

first detected the worm in Iranian Nuclear facilities. The Russians built the Iranian nuclear reactors and fuel refining plants so it is not much of a surprise that a Formal Soviet Union company provided the antivirus.

Stuxnet appears to be targeted to microcontrollers that operate advanced systems built by the German Siemens company.

But spreading it were Microsoft Windows computers.

Stuxnet was not targeted against the usual targets, namely home users.

It specifically targeted microcontrollers that are only found in advanced factories, scientific laboratories and military applica-

tions such as those that manufacture nuclear weapons.

Many countries and universities have the ability to create Stuxnet. The countries that come to mind first are the USA, UK, Russia, India, Israel and a few others.

I would find it hard to believe that a kid created this as was earlier reported.

There is no money to be found in messing up nuclear weapons, so forget about it being organized

crime. They wouldn’t waste their time.

Left as major suspects are governments though none has taken credit for Stuxnet.

Who wrote it actually doesn’t matter.

What matters is that it is a major change in offensive CyberWar abilities and now that everyone has seen it, everyone is capable of it.

It is a brave new world into which we have ventured.
