President Barack Obama is staking his reputation as winner on what happens Nov. 2 when this state’s electorates take to the polls to decide if

the Democrats should keep control of the State and the US Senate or hand it over to the Republicans.

He’s made several visits

Ethnic Parade Woes End, Thanks To Bob Brady “The City’s ethnic parades are the stuff of neighborhoods and the neighborhoods are what make Philadelphia the great city it is.”

Congressman Bob Brady made that statement at a City Hall press conference with Mayor Michael Nutter at which the Greater Philadelphia Traditions Fund presented the City with a $200,000 check to cover the costs of the parades to the City from the year 2009 through 2012.

Brady, who was responsible for bringing short-gap contributions to parades last year, effectively saving the 110-year Mummers Parade up Broad Street among other parade festivals, is also credited with creating the Greater Philadelphia Traditions Fund, which has garnered contributions from the Lenfest Foundation and from various State grants.

The Congressman noted the City will also receive $100,000 from the GPTF sometime in January.

Nutter indicated the repressive economic recession had forced the City to levy parade

costs on the various planners.

One of the major cancellations, as a result, was the 53year-old Columbus Day Parade, whose organizers were able to piece enough dollars together this year to permit the parade to return to South Philadelphia.

Present at the parade and expressing their gratitude for not having to scurry around for funding were the organizers of Odunde, Kosciusko Day Parade, Steuben Day Parade, Columbus Day Parade, the Puerto Rican and Greek Festivals and the Mummers Parade.

Heading the Greater Philadelphia Traditions Fund is Greg Montanaro, who unveiled the Fund’s first contribution to the City.

Both Nutter and Brady made it clear they understand the value of ethnic and neighborhood festivals. With enough funding on board and pledged to keep the parades worry-free about funds through 2012, Brady indicated the Fund will continue to work to provide more funding as time goes on.

Both locations were geared to make it easy for his base constituency, the African American voters of this city, to turn out to see him in person. The numbers attending both rallies indicate his planners were on target.

What his campaign team is hoping is the sparks of enthusiasm he set off will kindle a massive enthusiasm that brings out those voters in huge numbers, enough to bring the Philadelphia turnout large enough to keep the Democrats in control.

Obama knows, as President Bill Clinton before him learned, the Philadelphia Democrat machine, led by hardworking Congressman Bob Brady, delivered record numbers to them in both

their elections.

The enthusiasm engendered by Obama will be carried through to Election Day by the City’s many unions, all under the umbrella of the AFL-CIO, and all committed to fanning voter interest toward a big turnout.

Just maybe, though, the timing could be off. There are still almost three full weeks to the election. President Obama is not on the ballot, though his reputation is on the line. But will that knowledge be enough of an incentive to mobilize the huge Philadelphia Democrat registration into doing its duty by the party?

In America, anything can take a voter’s mind away from the responsibility of voting. And Philadelphia has such a diversion in, of all things, the Phillies. The longer they remain in Series contention, the less interested will the voters be in what’s coming down Election Day.

One of the better-known polls, the Harris Poll, may have solved one of the great debates among political scholars as to whether endorsements can influence an undecided voter.

Its latest poll indicates “There is a sense among partisans, it may not matter much and, even though Democrats say President Obama's endorsement will make them more likely to vote for the Democratic candidate, they were probably going to do so anyway. Although among Independents, an endorsement may not be the final decision maker for an undecided voter, it could sway someone one way or the other. And, after looking at these two politicians and another party, candidates in tight races and in swing districts may want to hold off asking for their endorsement.”

Questions asked in this poll were, “If you are a Demo-

cratic candidate running for office, would you want President Obama to endorse your candidacy? How about if you are a Republican – would you want Sarah Palin or the Tea Party's endorsement?”

The poll says, “Right now, the answer would be ‘probably no’. If a candidate running for office was endorsed by President Obama, 45% of Americans would be less likely to vote for that candidate and 42% say they would be more likely. Over half of US adults (56%) say they would be less likely to vote for a candidate endorsed

by Sarah Palin, while three in ten (30%) would be more likely to do so. When it comes to the Tea Party’s support, two in five Americans (41%) say they would be less likely to vote for their endorsed candidate, one-third (34%) would be more likely and one-quarter (26%) are not at all sure.”

Another Tip For The Smart Candidates All candidates and their authorized committees on the ballot for the 2010 general election, are required to file a cycle 5 “2nd Friday” preelection report or statement with the Dept. of State, Bureau of Elections, and with the County Board of Elections in the county in which the candidate resides.

Obama-Biden Bring Back Rally Memories

by Bonnie Squires When nearly 20,000 Philadelphia-area residents swarm a park in Germantown on a gloriously summer-like day to attend a Vote 2010 Rally with President Barack Obama and Vice President Joe Biden, you have to be reminded of the excitement when Obama held a similar outdoor rally at 52nd & Chestnut Streets when he was running for the presidency.

There was the same feeling of excitement and expectancy, despite the dire predictions of talking heads on cable-television stations.

Congressman Bob Brady wore his official Phillies uniform to rev up the crowd.

Hopefully, his Phillies shirt, which presaged the Phillies big win over Cincinnati, will also be

a predictor of a big Democratic win for all the candidates who appeared on the giant stage.

Brady credited Congressman Chaka Fattah with having arranged the joint appearance of Obama and Biden in Philadelphia. A brief concert by the Roots, a Philadelphia-based band, kept the crowd interested and involved while waiting for the President to appear.

Union support was very evident in the VIP section, with dozens of members wearing tshirts from the Sheet Metal Workers, the Roofers, the Sprinklerfitters, and others.

Spotted in the stands were District Attorney Seth Williams, also in a Phillies uniform; Councilmen Bill Green and Curtis Jones; and a parade of members of City Council.

13th Congressional Race Looks Tight A poll conducted by Neil Newhouse, Public Opinion Strategies, shows the 13th Congressional Dist. seat may not be as safe as was thought earlier.

In a summary memo, Neil Newhouse said, “Forget the Democrat registration edge here enjoyed by Congresswoman Allyson Schwartz.

Voters in this district are leaning toward the GOP candidate in the November election by a 44%-42% margin, with even 27% of Democrats supporting a ‘checks-and-balances’ Republican. Voters here are clearly looking for a change.”

Dee Adcock, the Republican candidate, is benefiting from this effect.

Schwartz’s reelection support is at 41%, while 37% say it is time to give a new person a chance.

The survey of likely voters

was conducted in Pennsylvania’s 13th Congressional Dist. on behalf of the Dee Adcock campaign. The survey was conducted Aug. 31-Sep. 1 among 300 likely voters and has a margin of error of ±5.66% in 95 out of 100 cases.

7th Still Leans Toward Meehan In the race to succeed Joe Sestak in Pennsylvania’s 7th Congressional Dist., Republican Pat Meehan holds a narrow 4-point lead over Democrat Bryan Lentz. The Monmouth University Poll finds Meehan leading Lentz by a 49% to 45% margin among likely voters in this District.

By comparison, 88% of John McCain voters from 2008 will support GOP nominee Meehan, versus just 8% who will vote for Lentz.

Another Opinion Change In The USA you ask what American made items they have available, and they take note as you walk out of the store if you’re not satisfied with the selection or their response. As you can understand, a store can have a thousand and one items for sale, but if you don’t purchase what they have available, the store has no sales and makes no profit. No profit from sales means the store does not move inventory, so more businesses are realizing it will be beneficial for them to seek out more American-made products to satisfy the requests of customers.

I’m asking you to become even more selective in the future. There are over 300 million people living in America.

If we direct more of our pur-

chasing power to products with a made in the U.S.A. label, it would give a major boost to the companies manufacturing in the USA. Just one dollar a day from America’s consumers adds up to $300 million a day to fully benefit America’s workers and America’s industries.

At this point, so many of the items you are buying on a regular basis are not supporting the many levels of jobs needed for a healthy economy. In the case of imported items, American jobs are mainly in shipping, stocking, and sales. The manufacturing portion is where positive changes will make a major difference. If ever I saw an opportunity to restore America’s industries and millions of job possibilities, it is now!

Congratulations to the Philadelphia Media Network, which finally, after 20 months of bankruptcy, is now the owner of the Inquirer, the Daily News, and their web operations. They rescued the media giant which had defaulted to the tune of $400 million on its loans.

Back at the helm also is Robert J. Hall, who will serve as Chief Operating Officer.

Hall’s involvement in the bankruptcy proceedings gives him added insight beyond what he already had when he was a publisher of the two dailies.

Now, we hope you don’t mind when the weekly Philadelphia Public Record and its sister, the South Philadelphia Public Record, scoops you by days, weeks, and sometimes even a month on important stories affecting the citizenry of this city.

For we are the political paper and often privy to information not made available to any other media source at the time we receive it.

We still don’t think your often-misguided editorial policies will change. That will give us the opportunity to bang away at your two dailies.

But, please, whatever you do, don’t feed the rumor mill that always spells the impending demise of the Daily News. We’ve heard that for over the past 60 years, back when our publisher worked on that paper’s sports desk. This city needs two dailies, even though they seem to conflict with each other for ads and circulation.

There might be situations in which using retirement funds to pay debt make sense, but if taking the money out of retirement doesn’t solve the whole problem, (like paying off ALL your credit card debt AND the taxes that you are going to incur for early withdrawal) then it is probably a dumb thing to do. The Philadelphia Housing Authority’s commitment to safety for its workers and residents has been rewarded with a $250,000 grant from HUD for a new security system at West Park Apartments in West Philadelphia and lower workers comp insurance rates.

“Congratulations to the staff. This grant is recognition of all the hard work the staff continues to do,” said Chairman John F. Street.

HUD awarded PHA with the maximum award to implement necessary safety and security measures to address crime and drug-related activities at West Park. Specifically, this funding will support the purchase, installation and maintenance of surveillance cameras as part of PHA’s anti-crime strategy.

Romantic BYOB is ‘beauty and a feast’

by Len Lear When lifelong area residents Donna & Alisa Consorto opened their thimble-sized storefront BYOB restaurant, Umbria, at 7131 Germantown Avenue in a then-depressed commercial stretch of Mt. Airy in 1989, no one would have gotten favorable odds betting on their long-term survival. Yet the mother-and-daughter team,

originally from Wyndmoor, has beaten the odds and are still thriving while many others have disappeared over the past 21 years. (Donna retired 11 years ago, and since then Alisa, 50, has run the show. “I definitely look every second of those 50 years,” said Alisa.)

cost-effective. We always liked Mt. Airy, and we were told that there were going to be major improvements along the Germantown Avenue commercial strip.” (Donna was a chef and supervisor at the old Marriott Hotel that is long gone from City Line Avenue.)

When Umbria first opened, both lunch and dinner were served, but lunch was discontinued after six months because “it made the day way too long.” For quite a few years Umbria was unique in that there were many nights they simply would not open their doors if they did not have enough reservations in advance. Over the years I have spoken to several Philly foodies who assumed Umbria was no longer in business because they had walked or driven by the restaurant on a weeknight and noticed it was closed.

Years ago, there was a weekly-newspaper restaurant writer in Northeast Philly who used to refer to every restaurant that was not a sports bar as “cozy,” but Umbria is one place where that adjective re-

ally applies. Small (11 tables) but well designed and lighted, the pretty dining room has tables placed far enough apart to give a respectable amount of privacy and elbow room.

I checked the local restaurant blogs, and most of the comments about Umbria were like this one from “meeting_ric” on citysearch.com: “Wow! What an enchanting little place. Well worth the drive from wherever.

I’ve been there weekly since I found this treasure. Awesome food! Varied menu! Wonderful, attentive service in a relaxed manner ... The staff is well worth my 30% tip. I will keep going back over and over again!”

During our recent Saturday night dinner at Umbria, our dishes could have made a foodie’s heart glow in the dark.

A spinach salad sparkled with nuggets of goat cheese and crunchy candied walnuts and was dressed with an orange vinaigrette that was so seductive, Alisa should sell it in quart bottles ($9.50). A filet of salmon special absolutely

And I tell you most ‘sincereously’ that a sublime roasted haddock entree with roasted garlic and red peppers would satisfy the most discerning dinerati ($23). That is the whole tooth and nothing but.

Dessert lovers could have a hot ’n’ heavy with peach cobbler (my wife, who grew up in Indiana, is a peach-cobbler aficionado who declared the Umbria version “authentic and wonderful”) and an aphrodisiac of a caramel sundae with

vanilla ice cream, sugar/salted almonds and a heavenly homemade caramel sauce ($7.50 each). The flavors melted together into the taste equivalent of a Beethoven piano concerto.

Our bill for three people, three courses each, was $117. Our server, Bob Squaresky (who has probably been kidded once or twice about his name), was delightful.

“The recession has been very detrimental,” said Alisa.

“I am scared and keep wondering when it will end. I am fortunate to own the building, but there have been times when I have wondered whether we should continue or not. I have tried everything from prix-fixe dinners, to giving away wine, to having smaller plates.”

Here’s a scenario: You are awakened in the morning to the familiar sound of your kids saying, “Mom (or Dad, depending on who’s closer), I’m hungry! What’s for breakfast?”

Now imagine not having an answer for them because you don’t have a job, have no money, and thus have no food to give them.

Recently I read an Inquirer story about three city families who were dealing with such issues as hunger, the possible loss of shelter, and what can happen to children who don’t have enough to eat from a developmental perspective. It also talked about a woman from Drexel University who is researching hunger and trying to help simultaneously, something that’s not usually done in academia.

Some of the people featured in the story were working part-time before losing their jobs due to layoff. One woman had two kids and didn’t eat so that she could feed them, something that made her feel worthless. One family rejoiced at the concept of sloppy joes for dinner, such was their hunger. One woman had a two-year-old so developmentally delayed due to lack of nutrition that she couldn’t even tell her mother that she was hungry.

It was heartbreaking to read. It was also hitting a bit too close to home. I’ve also gone to bed having had nothing more than a granola bar, a bottle of water and, if I’m lucky, a pretzel to eat all day. So I’ve been hungry. It’s not a good feeling. It’s even worse when you’re watching a kid go through it.

That said, the most compelling part of the story wasn’t the story itself. It was the reactions some readers had to it. When (Cont. Page 16)

CONGRESSWOMAN ALLYSON SCHWARTZ has been campaigning vigorously and appears to have a significant lead both in votes and in fundraising.

CONGRESSMAN PATRICK MURPHY has a much-harder task ahead of him. He is seeking his third term against strong opposition. His opponent is a former Congressman and former County Commissioner, MIKE FITZPATRICK. Part of Murphy’s District is in Philadelphia Co., both the upper ends of the 66th Ward and the 58th Ward. The ward leaders there are STATE SEN. MIKE STACK and MIKE McALEER; they gave him a 1,000-vote majority in the most-recent election. Both candidates have been campaigning vigorously in the Philadelphia neighborhoods. Murphy is believed to be the only member of Congress who served in active combat in Iraq.

In the race for Governor, TOM CORBETT’S lead appears to be shrinking. This has called forth the first negative ads of the gubernatorial campaign.

In the area of negative ads, there is one directed at JOHN PERZEL that doesn’t mention his opponent’s name, KEVIN BOYLE, but rather centers on Perzel’s arrest and the charges pending against him. Perzel represents a classic illustration of a gerrymandered District, one designed expressly to elect a Republican. The candidate is based on Frankford Avenue in the Holmesburg section and his District includes three divisions in Bustleton. This will be a good one to watch.

There has not been much Tea Party activity in the Philadelphia congressional Districts.

DAN ONORATO is counting on a good turnout in Southeastern Pennsylvania, which includes Montgomery, Bucks, Delaware and Philadelphia Cos. PRESIDENT BARACK OBAMA was in town this weekend campaigning for Philadelphia Democratic candidates, including the gubernatorial candidate.

A well-known Philadelphia lawyer who was head of the Dept. of Records during MAYOR JIM TATE’S term in office departed this life at the age of 81. PAUL McSORLEY was one of 15 children, including five priests and four nuns. McSorley was a graduate of the then-St. Joseph’s College and excelled on the school’s cross-country team. He was a graduate of University of Pennsylvania Law School and is survived by seven children and four stepchildren.

The Phillies set a record for the club by sweeping their opponents. Hopefully, they can maintain their momentum when they play the San Francisco Giants.

Yo! Here we go again. This is why women should not take men shopping against their will.

After Mr. & Mrs. Fenton retired, Mrs. Fenton insisted her husband accompany her on her trips to the mall. Unfortunately, Mr. Fenton was like most men; he found shopping boring and preferred to get in and get out. Equally unfortunately, Mrs. Fenton was like most women; she loved to browse. One day, Mrs. Fenton received the following letter from the mall manager.

Dear Mrs. Fenton: Over the past six months, your husband has been causing quite a commotion in our store.

We cannot tolerate this behavior and may be forced to ban both of you. Our complaints against Mr. Fenton are listed below and are documented by our video surveillance cameras.

Jun. 15: Took 24 boxes of condoms and randomly put them in people’s carts when they weren’t looking.

Jul. 2: Set all the alarm clocks in housewares, to go off at five-minute intervals.

Jul. 7: Made a trail of tomato juice on the floor leading to the women’s restroom.

Aug. 4: Went to the Service Desk and tried to put a bag of M&Ms on layaway.

Sep. 14: Moved a “CAUTION - WET FLOOR” sign to a carpeted area.

Sep. 15: Set up a tent in the camping department and told other shoppers he’d invite them in if they would bring pillows and blankets from the bedding department.

Sep. 23: Snuck into the ladies room and put all the seats up.

Oct. 4: Looked right into the security camera and used it as a mirror while flossing his teeth.

Nov. 10: While handling knifes in the hunting department, he asked the clerk where the antidepressants were.

Dec. 3: Darted around the store suspiciously while loudly humming the “Mission Impossible” theme.

Dec. 6: In the auto department, he practiced his “Madonna look” by using different sizes of funnels.

Dec. 18: Hid in a clothing rack and when people browsed through, yelled “Pick Me! Pick Me!” December 21: When an announcement came over the loudspeaker, he assumed a fetal position and screamed, “Oh no! It’s those voices again!”

And last, but not least, Dec. 23: Went into a fitting room, shut the door, waited awhile, and then yelled very loudly, “Hey! There’s no toilet paper in here!”

Last Sunday’s get-out-the-vote rally in Germantown with President Obama was packed with citizens, elected officials and union leaders, all anxious to get ready for the November rumble that lies ahead! DAMON ROBERTS continues to work the neighborhoods of South Philadelphia, hoping to unseat the unbeatable City Council President ANNA VERNA. Roberts would be better off working with her and cutting a deal for something else, like maybe another row office. But don’t look at the City Commissioners, though. You Need Only Dodge 150,000 Computer Viruses

by Pete Radatti It used to be that every antivirus used to brag that it found 150,000 viruses, another 400,000 viruses. Of course, you would buy the one that said 400,000; after all, who needs a virus infection.=?

The problem is that the actual number of viruses found by both was closer to the 150,000 number. This particular marketing trick has been retired these days. Now no one claims any specific number. There are no standards on naming of viruses or even on their classification. Each company does its own thing and many viruses will have several names. The more marketing-oriented companies counted each name, inflating the number of names found for each physical sample.

This is also the reason people often complain that one brand of antivirus called a sample “XYZ” while a different brand called it “ABC”.

There is no standard and each company calls it what they want. There is also the problem that many antivirus products detect virus samples that you have a zero percentage of ever being infected with.

Companies choose to detect these anyway. Some do so for marketing reasons: “Why yes sir, we do detect the monkeynose virus” and some do so just to be a bit more complete.

For the average person, this is confusion and upsetting; but if you think about it, the name is actually unimportant. If your car is broken, all you really need to know is that it doesn’t work. The auto mechanic needs to know what

a framastat is and why it needs to be replaced.

How do you know if the antivirus product you are buying is any good, if there is no standard on names and you can’t use a name count as an indicator? This is simple.

There are companies that certify antivirus products as actually being able to detect the viruses that you are most

likely going to be infected with. There are certifiers in the USA, UK and Germany.

There are others too, but CyberSoft Operating Corp. uses both the UK and German companies.

“What Pennsylvania needs is better enforcement of laws regarding the use and sale of guns,” Cruz said. “This dangerous legislation essentially amounts to a ‘shoot first, ask later’ policy.”

Cruz noted that the Pennsylvania District Attorneys Association opposes the bill.

Several amendments were filed to improve the legislation, but House Republicans used a parliamentary procedure that allowed HB 40 to be considered without amendments or debate.

They would have required a missing firearm to be reported to police within three days; limited the purchase of handguns to one per month; required Pennsylvania residents to have a state license to carry a firearm; allowed Philadelphia to create an ordinance on assault weapons; and banned assault weapons.

I have an idea of why the heartlessness came pouring out on this one. It came out because many of the folks who read Philly.com believe they will never find themselves in these circumstances.

Don’t get me wrong. I understand there are poor people out there who haven’t helped themselves much at all.

But let’s be honest. Unlike recessions of the past, this one is hitting everyone – even those who thought their fat bankrolls would help cushion their fall.

Philly.comville, but in the real city we live in – the average household income is $37,000 a year. That’s not much of a cushion between ordinary working people and hunger.
