Legislative Round Up The State Senate has passed a bill sponsored by State Sen. Christine M. Tartaglione, intended to address a chronic shortage of nurses and other health providers.

“As we move into the future, and as our population ages, our need for a dependable and progressive workforce in health care will increase,” Tartaglione said.

“A modest investment now can head off enormous problems in the future.”

Tartaglione’s legislation, SB 174, would create “The Pennsylvania Center for Health Careers” within the State’s Dept. of Labor & Industry. The Center will focus on increasing the capacity of nursing education, retaining health-care workers, increasing diversity and training new critical-care workers.

The idea is part of Gov. Ed Rendell’s statewide “Workforce Investment Board” initiative. Tartaglione’s legislation would make the office a permanent part of the Department, rather than just a gubernatorial policy priority.

Rep. Bishop Urges Foster Child Bill State Rep. Louise Williams Bishop is urging members of a State Senate committee to approve legislation that would help to protect foster children in Pennsylvania.

The House passed the legislation (HB 2338), which she co-sponsored. It is part of a package of four foster-care bills that would improve the outcomes for children in foster care and ensure an ongoing relationship with siblings, adult relatives and grandparents.

Bishop said under the bill, private and public agencies would be required to explain grievance policies and procedures to foster children and their families.

“It is important that foster children have access to routine medical care, have the opportunity to get a quality education and, most importantly, be free of harassment,

punishment or physical and mental abuse,” Bishop said.

“This bill would require foster children and their families to be informed so they are aware of their rights.”

Taylor Seeks Human Trafficking Hotline State Rep. John Taylor is co-sponsoring legislation that will enable citizens to report suspected cases of human trafficking in Pennsylvania using a nationwide hotline.

Human trafficking is a modern form of slavery in which men, women and children are taken against their will and are often transported to foreign lands where they are subjected to forced labor and sexual exploitation. It is a worldwide problem.

“The Polaris Project is a movement that calls attention to the plight of those caught up in the web of human trafficking and need assistance to escape captivity,” said Taylor. “This legislation will require the posting of the National Human Trafficking Resource Center hotline number in key establishments throughout Pennsylvania. The postings will encourage the public to report suspicious situations, potentially freeing victims and nabbing traffickers.”

The hotline, which is funded primarily through the US Dept. of Health & Human Services and operated by Polaris Project, takes calls 24 hours a day in 150 languages.

It is equipped to provide an immediate response to urgent calls and tips by connecting callers to one of more than 3,000 local referral organizations. The hotline allows callers to report tips, connect with local anti-trafficking services, request training and technical assistance, and receive general information.

Senate OKs Tartaglione Health-Career Bill of the Capitol Hunger Garden in Harrisburg, an event aimed at showcasing the importance of nutrition and the role of community gardens throughout Pennsylvania.

The Hunger Garden, located near the Governor’s entrance, will rely on volunteers to grow fresh vegetables to be donated to local food banks.

State Rep. Dwight Evans, who is a member of the Hunger Caucus, is nationally known as an advocate for projects that provide fresh fruits and vegetables to underserved urban and rural communities. He is the founder of Pennsylvania’s Fresh Food Financing Initiative, a publicprivate partnership to renovate or build grocery stores around the Commonwealth.

The program’s success was such that it served as the model for a national program unveiled recently by the Obama administration.

Last month, Evans met with First Lady Michelle Obama and others at the White House to discuss issues of food access as they relate to the epidemic of childhood obesity. While there, he spoke about the Hunger Garden and urged other legislators to create similar gardens at State Capitols around the nation.

Cong. Fattah Nets $6.3 M For 7 Schools Congressman Chaka Fattah has delivered seven Philadelphia high schools shares in $6.3 million awarded by the US Dept. Of Labor.

“Our goal for all Philadelphia schools is to build a safe learning environment where young people can focus on achieving their dreams,” Fattah said. “I’m pleased to announce that significant Federal resources are on their way to further that kind of educational environment by supporting mentoring, learning and employment strategies in these seven high schools in the School District of Philadelphia.”

Here are the high schools and the amounts they will receive: Overbrook $960,356;

Germantown $960,356; University City $960,356; Lincoln $960,355; West Philadelphia $960,355; Bartram $960,355; Fitzsimons $545,955. These new grants come on the heels of $25 million announced in March for four other Philadelphia high schools under the same Dept.

Of Labor program. Those schools, each receiving $6,270,000, are Samuel Fels, Olney West, Frankford and Edison HS. Fattah, who is Chairman of the Congressional Urban Caucus and Pennsylvania’s only member on the House Appropriations Committee, is recognized as a champion of educational programs and strategies to equalize learning opportunities and resource allocation for underserved schools.

McGeehan Battles To Keep Sprinklers State Rep. Michael McGeehan said he will continue to “vehemently defend the International Residential Code requirement,” introduced into law by him, which requires that all new private housing must include fire-protection sprinklers.

Despite recent defeats in the courts to roll back building codes to 2006 standards, the Pennsylvania Builders Association is still lobbying to delay implementation of the mandates which went into effect on Jan. 1 for townhouses and will go into effect in 2011 for family residences.

McGeehan led the successful bipartisan campaign in 2001 to facilitate the installation of sprinklers in college dormitories. This effort took Pennsylvania from having the highest dormitory fire-death rate down to zero in sprinklered dorms.

Payton Invites Young Politicians The House State Government Committee reported out legislation last week introduced by State Rep. Tony Payton that would create a commission encouraging Pennsylvania youth to be-

come active and better represented in the legislative process.

The legislation (HB 1456) would establish a Pennsylvania Youth Commission comprised of 10 regions across the Commonwealth. Five youths from each region would be selected and responsible for compiling the ideas, concerns and issues facing the young people of their region. One, elected by his or her peers, would be given the opportunity annually to address a session of both the House and Senate to relate the commission’s findings.

Payton said the program also would award an annual scholarship to a deserving commission member for his or her consistent display of leadership and commitment to the goals and ideals of the commission.

Washington Pushes Women’s Contest State Sen. LeAnna Washington is urging collegebound female high-school juniors and seniors to enter the 13th annual Bill Of Rights Essay Contest, sponsored by the National Foundation For Women Legislators and the National Rifle Association.

“This is a wonderful opportunity for young women to realize their college goals while enhancing their understanding of the strong role of women in politics,” Washington said. “I am urging eligible young women to enter this contest.”

The theme this year is “Freedom and Civic Virtues” and the contest’s seven winners will each receive a $3,000 college scholarship and an all-expenses-paid trip to the NFWL’s Annual Conference in November. The winners will have the opportunity to network with, be mentored by and speak to hundreds of women lawmakers from across the United States.

Entries must be received or postmarked no later than Jul. 30, 2010. The application is available on the web at womenlegislators.org.

Sen. Williams Able To Raise Big Bucks State Sen. Anthony Hardy Williams is picking up strength here with voter awareness and by raising dollars to cover television ads.

Democrat ward leaders report there is a growing sense among their voters Philadelphians need to support their favorite son by turning out for the May 18 primary.

In the meantime, Williams’ campaign team reports he raised $2.7 million from Mar. 30 to May 3.

“During this campaign, we have made improving Pennsylvania’s schools one of the key components of our agenda for the state,” Williams said. “I believe that, in order to move our economy forward and create an attractive climate for job growth, we need to support schools that work, and give parents the power to get their children out of schools that

don’t. That means supporting public schools while also encouraging magnet schools, charter schools, vocational schools, and every other kind of educational opportunity for students. And it means giving parents the power to choose the school that’s right for their children and letting the money follow the child. Our school choice platform has many passionate supporters and our strong fundraising is a reflection of their support.”

Adding their vote-getting strength to Williams’ goal for a big Philadelphia Primary turnout are Council President Anna Verna, Councilmn Darryl Clarke, Councilwomen Maria Quiñones Sánchez and Marian Tasco, Councilmen Darrell Clarke and Bill Greenlee, and District Attorney Seth Williams.

With educational disparities remaining as one of the

last unresolved civil-rights issues of the nation, Williams traveled the state in one day last week stopping at three cities to lead rallies of students, families and advocates calling for reform efforts.

They were Philadelphia, Harrisburg and Pittsburgh.

Williams contends that dollars should follow the child, families should control those choices, and improved outcomes should be tied to both, no matter which outlet delivers the educational effort. But no child’s potential should be limited by their zip code or family’s income, he says.

Why not Onorato? We have no quarrel with his skills or his policies. It’s simple. He’s a dyed-in-the-wool, up-to-his-nose Pittsburghian. That city and its Allegheny Co. political menagerie despise our city and make no bones about it. Onorato’s first and last loves are the Allegheny and Monongahela Rivers that coil around his home base.

The first Philadelphian in modern times to occupy the Governor’s seat (if you don’t count Milton Shapp, a neighbor) is Gov. Ed Rendell. Because he understood Philly better than his predecessors, he saw to it the Port of Philadelphia received serious appropriations. This money is being well used to poise the Port to become a major destiny for shipping in the very near future. As a result, we see it growing despite a recession.

We can expect Dan Onorato to do the same for Pittsburgh at the expense of the Port of Philadelphia. It’s natural. Look at what Gov. Tom Ridge did for the Port of Erie, from which he hailed.

It makes no sense for anyone in this city to play games in this primary. State Sen. Anthony Williams should be everyone’s choice. He’s our hometown guy and he needs to be shown that with a heavy turnout.

We like Joe Hoeffel, Jack Wagner, and Onorato ... but of the four, the supposed leader in the polls, Onorato, is the most dangerous to the future needs of Philadelphia should he make it to Harrisburg in November. The others all understand our Port is the state’s international gateway to the world.

Also, in assessing the chances of any of the four Democrats’ beating Republican frontrunner Tom Corbett, we believe Williams would have the best shot. Doesn’t seem like that at this moment, but if he makes the primary, we’ll clip out this editorial and run it again after the November election to show our political acumen.

We are disappointed Onorato has peeled off support in Williams’ home base. We know and understand how that happens.

If everyone stood behind Williams, and if Onorato does win the primary, wouldn’t he have to come back for the kind of Democrat turnout he needs to win the State? Our straying leadership would be in as good a position as they are at this moment.

The Pennsylvania Primaries must be just around the corner, because the advertisements just got nastier.

From the swipes Allegheny Co. Executive Dan Onorato and State Sen. Anthony Hardy Williams are taking at each other, (and the swipes former Congressman Joe Hoeffel is taking at both of them), to the “Quien es mas macho?” tone that the race between Sen. Arlen Specter and Congressman Joe Sestak is starting to take, the quest for the Democratic nominations for Governor and Senator have gone from duels between statesmen to Mixed Martial Arts.

(In fact, I see MMA star Kimbo Slice making his way into town any minute now.)

I guess that these guys don’t think Pennsylvanians are nearly as interested in such issues as ways to improve our schools, the best use of tax dollars, gun control or bringing jobs back to the Commonwealth as they are with things like military records, campaign financing, party affiliations or things like that.

You would think the serious issues that we face as a Commonwealth and a nation would be seen as more important than the usual crap that ends up littering the campaign trail these days, but alas, you would be wrong. They haven’t gotten quite silly enough to start pulling out the Flag Pin stuff that was such a part of the 2008 Pennsylvania Presidential Primary, but the Silliness Traps are out there just waiting for folks to fall into them.

I understand in the modern campaign cycle you have to make yourself stand out. But you should stand out because of what you stand for, not because you’ve hired just the right (Cont. Page 37)

Yo! Here we go again with a tale of one of my favorite cartoon characters – Casper the ghost. Actually it is Casper the Friendly Ghost. Restless ghosts are a dime a dozen; poltergeists are scary; but there are not many friendly ghosts. So just what is a friendly ghost?

Casper is depicted as a ghostly, slightly obese little boy. But who does he represent?

Casper was created in the late 1930s by Seymour Reit and Joe Oriolo in a children’s storybook and was sold to Paramount Pictures’ Famous Studios animation division. They created the first Noveltoon to feature Casper in The Friendly Ghost in 1945. Casper was portrayed as a cute ghost-child with a New York accent who preferred to make friends and not scare people because he got tired of scaring them. He was so distraught that he tried to commit suicide by lying on a railroad track in the hopes of getting run over. He apparently forgot that he was already dead. Then he met Bonnie and Johnny, who became Casper’s best friends.

In other Noveltoons, Casper still tries to find a friend but usually winds scaring them before eventually succeeding. And it turns out that the new friend that he makes needs his help to overcome some sort of fate. Casper became one of the most famous cartoon characters of the Famous Studio.

Casper comic books were first published in 1949, and 1959 he was a star in television shorts on the Matty’s Funday Funnies show sponsored by Mattel Toys. Casper got his own cartoon show in 1963 which ran until the mid 1990s.

Most of this you may already known; but do you know the back story? In 1995, a live-action feature Casper told the story of a 12-year-old boy living in Whipstaff Manor with his father J. T. McFadden. Mr. McFadden was an inventor. Casper died from pneumonia after sledding and playing in the snow, staying outdoors too long. Some of the back story of this movie contradicts other Casper legends, but that loveable character still is Casper the Friendly Ghost.

Now that you have reached the end of this tale, I will give you something that can be used while playing Trivial Pursuit or some other quiz show if they asked you this question – What is Casper’s full name? Casper McFadden, of course. So having learned this, you might just be able to win that $1 million quiz on television.

With ward leadership fights flowering all over the place this Primary day, little attention is being paid to long-serving ward leaders who have decided to call it quits.

Being a ward leader may seem to be a glamorous job to committee people and other aspirants to elected office. But the good ones know they have often had to dig into their own pockets year round to insure their committeepersons and constituents were fully served.

So it is with pleasure that I call attention to two who have served well and are now retiring.

Former State Rep. and 48th Ward Democrat Leader attorney NICHOLAS MAIALE will announce his retirement from his position as leader of that ward this evening at his ward meeting.

Maiale will step down following the primary election. “It is time for me to relinquish the leadership I have held for 26 years,” he said.

Maiale, who represented the 183rd Legislative Dist. from 1980 to 1992, said he will continue to serve as Chairman of the Pennsylvania State Retirees Board, at least until his term expires in 2013. He has served on that State Board, charged with overseeing the pensions of retired State employees, since 1992.

The beloved and respected leader has for years kept his ward in the forefront, producing major victories for Democrat candidates. He maintains a law practice at 1420 Walnut Street.

Few people understand the demands made on good ward leaders. Maiale was among the best. He maintained a district (Cont. Page 37)

We’re less than a week away from the GOP primary election and there’s a lot going on. First is the contested battle for Governor. ATTORNEY GENERAL TOM CORBETT is the endorsed candidate against conservative Berks Co. STATE REP. SAM ROHRER. Rohrer is known to a few in Philly GOP circles as the man who helped oust JOHN PERZEL as Speaker in favor of DENNY O’BRIEN. Corbett, on the other hand, is known as the man who indicted Perzel on numerous counts of public corruption. Look for Corbett to easily pull this off simply because of his high name ID and his crusade to weed out corruption in State government.

The race for the Lieutenant Governor’s office is also going to be an interesting one to follow. Bucks Co. Commissioner JIM CAWLEY is the endorsed GOP candidate, but he is facing stiff competition from across the state. His top challengers seem to be far-right STATE REP. DARYL METCALFE from Butler Co., financial advisor JEAN CRAIGE PEPPER of Erie and businessman STEVE JOHNSON of York. Each candidate has a compelling story to explain why they will win. Metcalfe with his extreme base may swing an upset in this Tea Party year if his enthusiasts come out in droves. Pepper’s campaign is focused on her being a woman, which could put her over the top, while Johnson’s smart-business strategies may give him an edge with those voters who may not vote on ideology, but on economic soundness.

They paid their good money to go up to Harrisburg three times a year. He is using State campaign money to go against them. They are good women, men, African Americans, who are not part of this fight.

“Gleason stated he wasn’t going to spend a dime endorsing anybody,” Dintino continued. “The fallacies that roll off his tongue are numerous.”

Competition between Republicans is healthy for the Party, Schmidt maintained.

That remains to be seen. It is, however, rare at this scale.

While Republicans have always known their share of intraparty squabbles and mud-wrestling matches, they have usually worked them out at the individual level. Not since the efforts of the Religious Right to take over local Party apparatuses in the 1990s have organized slates duked it out like this for control of a major County.

One thing is sure now: whoever speaks for Philadelphia Republicans in the State Party this fall will, for the first time in a long time, be able to boast they’ve made it through a tough primary.

The union that represents Philadelphia hotel, stadium, food service and commercial laundry workers is throwing its support behind Sen. Arlen Specter in his bid for reelection. The Philadelphia Joint Board of Workers United represents more than 8,000 workers.

“I am pleased that Workers United, with such a strong presence here in Philadelphia, has decided to endorse me for reelection. This is another big boost for my campaign and I thank Workers United for their help and support,” said Specter in accepting the endorsement.

Delegates representing 10 union locals comprising the Philadelphia Joint Board gathered to hear PJB Mgr. Lynne Fox extend the endorsement and explain why the union decided to support Specter.

“Sen. Specter has a long history working on behalf of the Philadelphia Joint Board,

standing with us when garment shops were closing and helping the union transition many members into training for new career options. Rep. Williams: City In HIV Crisis;

State Rep. Jewell Williams is a distraught man. Though he holds great power as a long time legislator in the 197th Dist. in the heart of North Philadelphia, he finds he’s been powerless to get one message across.

Service he provides to his constituents who come to his office daily, and many are the crusades he has led on behalf of the impoverished majority in his District. Yet his con-

stituents continue to fail to listen to his efforts to alert them to the HIV/AIDS virus infecting them in epidemic proportions.

Those who live in his legislative District, surrounded by the great seat of learning known as Temple University and served by its excellent hospital facility, have the highest reported rate of HIV/AIDS infection in the city of Philadelphia -- despite

the fact both the university and its hospital have scores of outreach programs.

This week, a frustrated Williams charged, “Philadelphia is heading for a medical disaster.” He sounded this warning to a group of clergyman and health delivery people at a press conference he held in his office this week.

“We have become a killing field because of the ignorance of a population who ignores

the fact unsafe sex is tantamount to transmitting the disease for which there is no known cure.”

He told the more than 30 community leaders present he was calling on the City to declare “a state of emergency” in response to the statistics which show an alarming increase in the HIV and AIDS infection rate.

Williams deplores the fact Philadelphia’s HIV rates are

now five times the national average, and the city’s new rate of infection is higher than New York City, which historically has been known as the epicenter of the nation’s AIDS epidemic.

He thanked the leaders in the religious, civic, medical, civil rights, youth and senior communities with him “because they understand the severity of this epidemic and that we must rebuild a campaign to promote awareness and education on HIV and AIDS.” Williams xontinued, “It is a disaster that HIV/AIDS infections have taken a back seat to our concerns over crime, poverty and homelessness. It is the foremost deadliest killer within the African American communities of our city. Just as H1N1, or swine flu, dominated the media, we need now a full-out city campaign to educate people on how to prevent acquiring and spreading the disease and where they can get tested to find out if they are carriers.”

Williams said Philadelphia infection rates are clear indicators the City’s Health Dept. has “not done a good enough job as community leaders in preventing new case of HIV and AIDS.” Said Williams, “This is a killer disease. It is a life sentence.”

Those tested and discovered with HIV/AIDS, he noted, could receive life-sustaining treatment and help slow down the contagious spread of the disease.

In 2008, 24,570 Philadelphians tested positive for HIV or AIDS. Of those, 14,083 are living with AIDS and 10,488 are living with HIV. Philadelphia recorded the

largest number of people living with HIV/AIDS since the compilation and reporting of those statistics in the city.

“Even more frightening,” noted Williams, “approximately 25% of people with HIV are unaware of their infection and they account for beteen 54% and 70% of all new HIV infections.”

“It is sad that after providing close to 30 years of HIV and AIDS education in Philadelphia communities and surrounding counties, we are still experiencing astronomical rates of infection and a lack of education on a disease that can soon wipe out a generation if we don’t act in a major way,” said Gary Bell, executive director of Blacks Educating Blacks About Sexual Health Issues. “But it is also good Rep. Williams has brought us together to raise awareness on this issue.

There is a need for improved HIV and AIDS education and prevention, especially in highly affected areas of the city.”

He added African Americans make up only about 12% of the US population, yet account for half of the new HIV infections reported. He noted numerous studies suggest many new infections are occurring among younger African Americans.

Karen Downer, who serves as CFO of PFERIC, said her organization is a faith-based education and testing organization that is ready to go out and test anywhere.

The HIV/AIDS Prevention Program, administered by the Dept. of Health, provides HIV and AIDS counseling, testing and education programs across the Commonwealth. As of Dec. 31, 2008, 31,210 Pennsylvanians were reported to be living with HIV or AIDS. The Dept. of the Auditor General reviewed the Dept. of Health’s HIV/AIDS preven-

tion spending during the 200708 fiscal year, which totaled $13.3 million. Auditors also reviewed subcontractor supporting documentation for $774,000 and found waste, abuse or potential fraud existed in $502,135, or 65%; that the agency paid to 10 subcontractors operating prevention programs and providing counseling services. This total included inappropriate expenditures totaling $38,131, which included a water park trip to Wildwood, N.J. costing $7,465, inadequate supporting documentation totaling $399,828 and no documentation for $64,176.

Auditor General Jack Wagner last week said the Dept. of Health failed to oversee HIV/AIDS Prevention Program money, resulting in the potential for fraud, including the payment of $223,000 to one contractor who submitted duplicate invoices.

Wagner’s auditors determined the Dept. of Health paid a contractor $223,000 for 45 duplicate invoices that were submitted among those for which the contractor was paid $1.2 million. Duplicate invoices included payments for prevention education, outreach services and administrative costs provided by subcontractors. In several cases, the same documentation was submitted to Health three times for payment.

The auditors spoke to the contractor because of concerns the invoices may have been purposely duplicated. The contractor’s management stated that a former temporary employee may have duplicated the invoices; however, the former temporary employee said he did not duplicate invoices and processed only what was provided to him by a clerk.

Wagner said he was referring his report to the Pennsylvania Attorney General, the Pennsylvania Office of Inspector General, and the Office of Inspector General for the US Dept. of Health & Human Services for review.

“This is a disturbing amount of money that is not properly accounted for and in

Williams added, despite the available outreach programs, testing is a must today for everyone who has sex.

“There is no cure or vaccine for this disease, and that’s why it’s vital for the state and local leaders to make this a top social priority. I am also imploring all media outlets to cover this issue as they would any other health epidemic. Public service announcements, interviews and town meetings are desperately needed to shine light on a very dark and dismal issue.”

The Philadelphia Public Record, starting as early as four years ago, has been sounding the same alert and in 2007 indicated one of the major signals of widespread HIV/AIDS infections in the city was the alarming rise in the number of babies born to syphilis-infected mothers.

Answer: Every Chapter 7 or Chapter 13 bankruptcy filing involves a creditors meeting which occurs about one month after the case is filed.

This meeting can unexpectedly become the perfect storm where, if enough of the wrong factors jell together, the debtor may blurt out the “forbidden reason” for spending down his or her bank accounts before the bankruptcy was filed.

This is where the debtor

testifies, with the tape recorder capturing every word, that he or she spent the money so the trustee wouldn’t be able to take it. This is the forbidden reason for spending down the bank accounts or other liquid cash prior to filing bankruptcy.

If the reason was to shield the money from the trustee or a creditor, the trustee has an excellent argument that the debtor should not receive a discharge in the Chapter 7, or that the debtor’s Chapter 13 plan was filed in bad faith.

Authorities Join To Help Add Minority Contracts Helping minority businesses land a larger share of public agency contracts is among the goals of a new umbrella organization, the Pennsylvania Association of Public Services Agencies, which has been formed in Philadelphia.

Seven State-related agencies banded together to create the group, which also intends to share financial, human resources and technology practices for mutual benefit.

“There is a tremendous level of expertise within each of our organizations. The formation of PAPSA creates a vehicle in which we can share ideas, in some cases combine our purchasing power, and most importantly create a force to move the Philadelphia economy forward for the benefit of all of our citizens,” said John Estey, chairman of the Philadelphia Regional Port Authority and the Delaware River Port Authority, two of the

member agencies.

As its first major initiative, the new organization has scheduled a Small Business Expo to be held Wednesday, Jun. 2 from 8 a.m. to noon at the Pennsylvania Convention Center. Minority-owned and women-owned businesses are especially encouraged to attend and learn about the many opportunities available at the sponsoring organizations.

“In today’s tough economy, this is one way we public purpose agencies can help each other and support minority and women-owned businesses, too,” said Philadelphia Housing Authority Executive Director Carl R. Greene, who is serving as president of the new group.

Incarceration Program Change According to the Pew Center, America is undergoing a record increase in financial support for incarceration, with the 50 States spending more than $49 billion on prisons in 2007, five times more than the $11 billion spent 20 years ago. California alone will spend more than $7 billion on 9, 000 new correctional facilities for 2009-2010, although California has one of the biggest financial deficits in the nation.

In 2008, the rate of increase for prison costs last year was six times higher than the rate of increase for public schools and higher education spending.

There is a higher premium on promoting prison life rather than education.

In 2009 with many of America’s States feeling the effect of the recession and budget shortfalls, the

increased spending for prisons and jails has led to a disproportionate decrease in spending on education and other social needs that would aid in preventing the increase of prison rolls.

Let’s be candid, friends, many of us pressured legislators for stringent mandatory-sentencing laws in our efforts to “obliterate crime from our society.”

And in our zealot ideology, we contributed to the escalating and volatile prison population that has now taken on a life of its own.

For example, even in the States where crime is evaporating – the numbers of imprisoned continue to grow.

Conversely, we are now faced with the final chapter in the demise of a first-rate public-school education in America, the apathetic and calculating elimination of social services and after programs, the stringent

and inflexible criminal laws, police brutality, and corruption are just some of the seeds that have been planted to give birth to the unnatural creation and rise

of prisons and its increasing population.

Huge SEPTA Breakdown Is Waiting To Happen SEPTA has an Achilles heel. It’s the 90-year-old Wayne Junction Substation. If any part of its ancient electrical system triggers off, thousands of SEPTA’s daily rail line riders will be stranded for hours ... and maybe days.

That’s because you just can’t switch on or reroute the needed electrical juice to keep those trains running with the flick of the switch. Those circuit-breakers and other relay switches which keep the electrical grids feeding from the junction to the trains were manufactured almost a century ago.

They can’t be replaced. No parts are being made and the manufacturers who made them are long gone from the business.

Replacements can’t be found, so SEPTA has set up its own machine shop just to replicate the parts needed.

When one goes, it has to be made. The trains stay stopped and the riders stranded, having to fend for themselves

Who will be affected?

Those who make the 17.5 million trips every year on the Glenside Warminster, West Trenton, LansdaleDoylestown, Norristown, Chestnut Hill East and Fox Chase Lines.

They all depend on the substation which takes in elec-

tricity and converts it for use as traction power to move trains.

SEPTA officials understand the need to rebuild this station and make better use of the land around it. But its plans to move ahead with the design phase this year, and starting construction net year, have gone out the window.

This is all because Act 44 passed into law by the General Assembly in 2007 to create a dedicated source for transportation funding through the State, now can’t do so. Its budgeted funding depended on tolls to be imposed on Interstate 80. That won’t happen, since the US Dept. of Transportation last month turned down the imposition of tolls on Interstate 80.

Gov. Ed Rendell has called the General Assembly into a special session to find alternative methods to deal with the sudden transit-funding crisis.

Not only is the funding for the substation nonexistent, so is the $82 million estimated to repair bridges and viaducts on four of the regional services.

Legislators in the fivecounty area serviced by SEPTA may not fully recognize the crisis facing SEPTA, nor may their riders. But if no permanent funding source is found to make up the toll shortfall, look for irate riders in the near future.

Rendell held a press conference at the Wayne Junction substation to underline the seriousness of the situation.

Without adequate funding, he stated, Legislative inaction will create major problems for every Philadelphian relying on SEPTA for transportation as well as other transit

authorities around the state.

SEPTA now is handcuffed to a bare-bones budget. It has put in limbo 20 projects which would call for an investment of $450 million in the transit system’s future. among these is the $67 million improvement project at the Jenkintown substation.

teachers must feel safe and secure in school to be successful, but throwing money and hardware at a problem as deeply entrenched as the racial divide at South Philadelphia HS is not the answer.

City’s most prolific pour house opens

by Len Lear On Monday, May 10, City Tap House opened its doors at 3925 Walnut Street, with its owners claiming to serve the region’s largest selection of draft beers — 60 in all, including many rare craft offerings — as well as a menu of American pub fare. The newcomer features extensive open-air seating on two terraces and a row of five stone fire pits overlooking Walnut Street combined with the rustic feel of a mountain lodge.

The restaurant’s four owners — Gary Cardi, Chris Coco, Brian Harrington and Frank Falesto — also operate Mission Grill and Public House, both in Center City, as well as several others in New York City, Maryland

and Delaware.

All have been opened in the past five years.

City Tap House is located on the second level of The Radian, a new building near the campuses of the University of Pennsylvania and Drexel University. The restaurant features a large “island” bar with all 60 taps, a 120-seat dining room, an open kitchen and two outdoor terraces. There are also two semi-private dining grottoes and an elevated semi-private lounge with up to 12 taps.

The timber-framed interior with a natural color scheme is outfitted by reclaimed wood from old barns, used for everything from the walls to the ceiling beams; slate tile floors and hand-hammered copper accents, including the bar top.

The restaurant’s draft beer list, developed by beer stew-

ard Andrew Farrell, includes Tripel Karmeliet, a slightly sweet Belgian Tripel brewed from wheat, oats and barley; Hitachino Nest White, a tangy Japanese white beer; Ace Pear Cider, a pear-and-apple cider that is gluten-free; and Bell’s Two-Hearted Ale, a hoppy selection with a floral aroma. There are also lots of wines by the glass, cocktails and whiskies.

The American pub fare is produced by culinary director Brian Cooke and executive chef Al Paris. Cooke is a graduate of the Culinary Institute of America and former general manager at The Fountain Restaurant at The Four Seasons, and Paris is known for his 20-plus years of cooking experience at many Philadelphia restaurants.

Some of the menu items are: crispy Gulf oysters with horseradish aioli, Johnny cakes and pickled red onion; Lancaster lamb merguez sausage with red pepper hum-

mus, flatbread, marinated olives and feta; roasted local beet salad with radicchio, goat cheese croutons, green beans and orange-rosemary vinaigrette; center-cut pork chop with apple-fennel mash and roasted pepper salad; and several varieties of mussels.

There are also two brick ovens for a variety of pizzas.

Menu items range in price from $6 for hand-cut sweet potato fries to $29 for Saturday’s grilled bone-in rib-eye dinner special. Other “Daily Supper” plates-of-the-day will include Monday’s pan-seared grouper and Wednesday’s rosemary-mint grilled lamb chops.

DC 47 Endorses Ramos And Others District Council 47 AFSCME, which represents half the City’s non-uniformed workforce, has decided on its endorsements in the upcoming primary. For State House

races, DC 47 gave a nod to four challengers of incumbents or dissidents from Party-endorsed candidates.

The labor council will back former police officer

Jonathan Ramos in his bid to unseat incumbent Angel Cruz in the 180th Dist. in the May 18 Primary. It is supporting Young Democrat leader Michael Ellis as he attempts

to knock off 16-year veteran State Rep. John Myers in the 201st Dist.

Two Democrats are vying to take on embattled Republican State Rep. John Perzel in the fall. DC 47 endorsed Tim Kearney instead of Kevin Boyle. In the 195th House seat, retiring State Rep. Frank Oliver’s vacancy is being sought by two Democrats. DC 47 will put its weight behind Anthony Ingargiola in preference to Oliver’s longstanding aide Michelle Brownlee.

The City workers endorsed all other incumbent members of the General Assembly and the US Congress.

DC 47 swung easily to Jonathan Saidel in the Democrat Lieutenant Governor’s race but stayed out of the gubernatorial and senatorial contests.

The most tempestuous issue among charter-change questions is the proposal to abolish the Board of Revision of Taxes. DC 47 members voted to stay neutral in that fight.

At the dedication ceremony officiated by PRPA Executive Director James T. McDermott, every speaker acknowledged the roll Gov. Ed Rendell has played in the expansion of the port through his eight years in office.

McDermott credited Rendell “with doing more for the port in his two terms than had been done by all the Governors preceding him in recent memory. It is his success in bringing millions to the port for expansion and refurbishing that continues to make Philadelphia a more attractive port to shippers around the world.”

Those sentiments were echoed by State Sen. Larry Farnese, State Rep. William Keller and Brown.

Most of the cargoes handled at the Forests Products Distribution Center which covers the three piers are rolls of high-quality coated paper from Finland, Sweden, other European countries and South America.

The paper is ultimately used in the printing of magazines, catalogs, and quality printed pieces such as brochures and other promotional materials.

The facility also takes in regular newsprint rolls. All of these require clean, dry, spacious interior storage to reduce the chance of damage by allowing large volumes of paper that arrive to be efficiently moved by forklifts around the facility and onto rail cars and trucks.

The new warehouse includes an inside rail line that can accommodate eight freight cars at one time, allowing loading in all weather.

Another key to the Port’s growing economic success stated Estey was the fact the Port “has experienced members of the ILA unloading those cargoes and experienced Teamsters moving the rolls in the warehouse. We are proud of our labor force.” He added, “Together their know-how contributes to making this

warehouse the newest gem on our working waterfront.”

Penn Warehousing and Distribution, Inc. is a familyowned business that has operated the Forest Productions Center for more than 30 years.

The new warehouse is the newest addition to the Port’s Forest Products Distribution Center, which is operated by Penn Warehousing & Distribution, Inc., with stevedoring services provided by J.H. Stevedoring, Inc. The Forest Products Distribution Center encompasses Piers 78/78a, Piers 80/80a, Piers 38/40, and, now, Pier 74a.

Philadelphia Regional Port Authority this week officially dedicated a big key: an 115,000-square-foot facility that opens the Port to forest products, notably huge paper rolls for commercial and industrial printing needs from more international ports.

Located at Pier 74a at the intersection of Snyder & Columbus Boulevard, the $21 million facility is operated by Penn Warehousing and Distribution Company, Inc., which also operates Piers 78-80.

An initiative of PRPA, the new warehouse brings the Port’s Forest Products Distribution Center to the forefront as a port destination for paper and other wood products.

PA Black Caucus Gala Raises Scholarship Dollars Pennsylvania Legislative Black Caucus Chairman Ronald G. Waters reports the Scholarship and Awards program sponsored by the caucus was a success.

The program consisted of a breakfast, career workshop, jazz reception and banquet.

Actress and singer Sheryl Lee Ralph was the keynote speaker.

State Rep. Tony Payton, a member of the PLBC, whose main legislative priority is ed-

ucation, was one of the moderators of the career workshop.

Waters said the purpose of the program is to help encourage minority students to pursue higher learning. “The caucus considered it a privilege to help encourage and prepare these students to go to college,” Waters explained.

The 2010 scholarship recipients included Shernai Banks of Norristown, Asia Carlton of Chester, Jessica Grier of

Philadelphia, Alexandra Hudson of Lancaster, Christine Le of Lancaster, Beth Marie Lugo of Lancaster, Nia Nicholson of Norristown, Brittany Paris of Philadelphia, Stephanie Tran of Philadelphia, and Cynthia Thomas of Lancaster.

“It was also important to recognize those who are successful in their careers and have served as mentors to these students,” Waters said.

Waters said awards were given to adults who exemplify

the principles PLBC founders demonstrated during their careers in the state House of Representatives. These principles include tenacity, dedication, leadership and a strong work ethic.

Colclough To Head Minority Council Wade Colclough has taken his impressive track record in developing partnerships with all levels of business and government to the Pennsylvania-New Jersey-Delaware Minority Supplier Development Council.

World welterweight boxing champion Manny Pacquiao faced a big fight on May 10, although this one wasn’t inside the ring. It was in the political arena, as the seven-time world boxing champion sought a Congressional seat in his native Philippines.

And unlike his boxing matches, where Manny is always a heavy favorite to win, he faced an uphill battle, as he took on an entrenched political dynasty in the Philippines. Manny’s opponent in the election s Roy Chiongbian. Chiongbian’s father was a Congressman, his mother was Governor, his brother was a nine-year Congressman, and his

nephew is the current Vice Governor.

Nevertheless, the 31-year-old believes he may be able to translate his enormous appeal from his boxing career in his impoverished homeland into votes. At a recent campaign stop in San Miguel, Manny told the crowd he didn’t want to be just a boxing idol, but that he also wanted to be an idol in public service.

In Philippines, one-third of the population lives on $1 a day, and Manny was no exception, as he came from a very poor family. During his campaign stops, he talked about the times when he slept on cardboard as a child and because his family didn’t have enough money for rice,

they would eat bananas and coconuts. He dropped out of school to earn money and just passed his high-school equivalency test in 2007. Now a millionaire many times over, Manny feels it’s time to give back.

Results aren’t in yet. But while his legion of fans would certainly love to see the election of Congressman Pacquiao, one has to wonder if he would be able to continue his boxing career with his new legislative duties. So the results of Mondays election will not only decide the Congressman for a District in the Philippines, it could also determine whether the pound-forpound king of boxing continues with his exceptional career.

Williams, with anyone who wants to turn education into just another one of the widgets we produce in this country. Your education plan seems to place all of the responsibility in one place (teachers) while placing next to none in a place that’s even more important (parents). If you ask me, the Commonwealth of Pennsylvania hasn’t done so well by the school districts it owns, especially Philadelphia and Chester.
