“If you eat a ‘Geno’s Steak Wid’, you’re sure to be a winner in the Dad Vail Regatta,” declared Congressman Bob Brady to 90 team members of the Michigan Grand Valley State University Team participating in the 2010 Aberdeen Dad Vail Regatta this weekend on the Schuylkill River. He was hosting them for a cheesesteak lunch at Joe Vento’s Geno’s Steaks early this week. Police had cleared a parking area for them across from the steak emporium, allowing their vans to pull up and disgorge the hungry 90 rowers led by Coach John Bancheri, a for-
mer Philadelphian. “I wanted to officially welcome these athletes back to Philadelphia. The Dad Vail Regatta is a Philadelphia tradition and so is having a cheese steak at Geno’s,” said the Congressman. The GVSU team will compete May 7 and 8 on the Schuylkill River. The Michigan-based outfit has consistently been one of the most competitive teams to attend the Dad Vail Regatta, which has been held here since 1953. Ex-Offenders Offered A 2nd Chance More than 100 people came to hear how ex-offenders can get a second chance at a workshop hosted by State Rep. Kenyatta Johnson. Johnson said repeat offenders have a major impact on communities. Often, career criminals are not aware of the resources available to help them contribute positively to society. He said he designed the workshop, which took place at the Dixon House in Point Breeze, to make exoffenders and their families aware of their options. “The goal of this workshop was to equip ex-offenders with the information they need to prevent the vicious cycle of repeated imprisonment,” Johnson said. The Pennsylvania Dept. of Probation & Parole provided information about appropriate parole procedures and the State Dept. of Labor & Industry answered questions about employment opportunities. Thousands of student athletes from over 100 US and Canadian colleges and universities take part in the competition. “We are very excited to be in Philadelphia again, and we have heard all about Philadelphia and its cheesesteaks,” said Alex Vanderbilt Ark, VP of the GVSU team. “It’s not something we would eat before a race,” Mike Stohl said. “But it’s a lovely treat a few days prior to the event. It’s very generous of the Congressman, and we want to thank him for the welcome he has given us again in Philadelphia.” The Regatta, the largest collegiate competition in the United States with over 100 colleges and universities from the US and Canada, draws thousands of student athletes. The Friends of Marconi Plaza will help coordinate the event, which takes place 9 through Noon, with the Pennsylvania Horticultural Society, the Philadelphia Department of Parks and Recreation, and Greater Philadelphia Cares. “Marconi Plaza is a city treasure,” says Kim Massare, president of the Lower Moyamensing Civic Association. “It is one of the major green spaces in the densely-populated neighborhood and offers
a mix of both passive and active usages. Marconi Plaza was designed by the Olmsted Brothers architectural company and built as the grand entrance for the 1926 Sesquicentennial Exposition. It covers 19-acres bisected by Broad Street. It spans from 13th to 15th Streets and Oregon Avenue to Bigler Street. There are two small children’s play areas, a baseball diamond, a bocce court, numerous benches and winding pathways, stepped terraces, stately trees, and also large open spaces that lend themselves to a variety of sports and activities. Facing each other on either
side of Broad Street are two prominent statues in the park – of Guglielmo Marconi, Italian inventor of wireless radio and the park’s namesake, and Christopher Columbus. The Friends of Marconi Plaza is a non-profit group that formed in the summer of 2009 to be stewards for this neighborhood treasure and advocate for its preservation, maintenance, and enhancement by connecting the park to residents, its users, local businesses and organizations; the citywide parks network; and further opportunities for development & improvement. Home Team Spirit Missing In Philadelphia With four candidates vying for the Democrat nomination for Governor in the May 18 primary, and the four easily divided into two teams, the East and the West, it is surprising, despite our provincialism, that hometown spirit is lacking in Philadelphia. The Philadelphia Inquirer endorsed Auditor General Jack Wagner for the Democrat nomination – he’s from west of the Susquehanna River – with the statement his background “as a fiscal steward makes him best of all.” Then, locally, City Councilman Curtis Jones held a party for another Westerner,
Allegheny Co. Executive Dan (See story elsewhere this issue.) That’s a decided departure from the hometown support one would have expected for State Sen. Anthony Williams, the only Philadelphian in the race. It’s a gamble for Jones. If it works, he becomes the big point man for Onorato, should Dan make it through November and into the Governor’s mansion. If not, it is a move that could provide for a problem or two later on. Wagner also picked up the support of 17th Dist. Congressman Tim Holden, adding to the support he has

gotten from small political groups which would normally go to former Congressman Joe Hoeffel. Holden’s district covers Dauphin, Lebanon, Schuylkill and parts of Berks and Perry Cos. When Republican nominee for Governor, Tom Corbett,
joined in a lawsuit seeking to block the new health care reform law, Saidel quickly started an online petition and shortly after went so far as to call for Corbett’s resignation as State Attorney General. It seems Saidel is setting himself to be the cannon aiming all sorts of barrages against Corbett after the primary. We’ll be hearing more from him as time goes on. Lt. Guv Hopefuls Converge On Springfield Forum In case you are interested, this Saturday at 7 p.m. Democracy Unplugged will present the only Pennsylvania 2010 Lieutenant Governor Forum. Immigration Law In an interview on Glenn Beck’s radio show, Republican Senate candidate Pat Toomey announced he is in favor of the recently passed immigration law in Arizona that requires police officers

We’re not decrying that some of our local pols are supporting Dan Onorato in the Democrat Primary for Governor. Commissioner if they met him on the street. The same goes for those who are thinking there should be any other candidate for Lieutenant Governor besides Philly’s bestknown ambassador, Jonathan Saidel.
Kudos To Butkovitz The State Senate, with bipartisan support, is expected shortly to pass legislation which will give City Controller Alan Butkovitz the authority to audit the city’s 67 charter schools. There are loopholes in the present legislation empowering the creation of such schools, which have led to financial and scholastic failures in some. Butkovitz’ recent findings, some of which raised eyebrows in disbelief, have shown a need to bring in a nonpartisan, permanent watchdog. Who better than the Controller and his staff? Together they have produced significant findings, especially financially, in other areas of government as well, giving City Council more tools with which to tighten the City budget.

Updating Ward Wars I would like to point out some errors and clarify the situation in Bob Dellavella’s 55th Ward. First, Traffic Court Judge Michael Lowry has never been a Ward Leader in the city of Philadelphia. He ran for the seat in 2006 and was handily beat by current Ward Leader Bob Dellavella. Lowry had previously been on the 55th Ward Executive Committee. After his loss to Dellavella, he sought the Ward’s support in his bid for Traffic Court Judge. Second, the people who put names up to run for Ward committee seats are relatively small in number and in no way constitute a threat to Dellavella’s leadership. Some are allegedly put up by Tim Kearney because he wants to again be the Democratic nom-

One elephant all the other elephants like is AL TAUBENBERGER. He’s a class act, though I think he should have discarded his gentility when he ran against MAYOR MICHAEL NUTTER. But he’s been picked by GOV. ED RENDELL to fill another 10-year term on the Philadelphia Parking Authority Board. Now Rendell is waiting for leaders from both the House and Senate to send him another short list from which he is to choose. It will be either renowned bankruptcy lawyer and 5th Ward GOP leader MIKE CIBIK – or someone else. Cibik, whose term on the PPA Board has expired, has been one of the key leaders in the GOP opposition that began as the Loyal Opposition and is now a full-fledged effort bankrolled by State GOP chairman ROBERT A. GLEASON, JR. Methinks the second slot will also go to the Republican City Committee, even though they could possibly lose the battle over the State delegates. AL SCHMIDT’S gang has put together a strong slate, many of them well-known Republicans. Look for Cibik also to easily retain his leadership as with MATT WOLFE. Both lawyers have succeeded in giving CHAIRMAN VITO CANUSO and Counsel MICHAEL MEEHAN a bit of “agita”. This feud will go away after the primary. After all, we need to get the Herd back together to insure a GOP win for the State’s biggest prize, the governership. Although Philly Republicans are outnumbered in the city, statewide we swing a big trunk in the primary. ’Twill be interesting to see whom the city backs in the Lt. Guv free-forall. Trunk Man’s wild guesses: STEVE JOHNSON, JIM CAWLEY and RUSS DIAMOND should do well here. TOM CORBETT, looking every bit like a Governor should, was enthralling Republicans at Union League breakfast this morning. Sorry I didn’t have this info last week.
Were the Diamondbacks playing baseball in anywhere other than Arizona, a state so hot in the summer that baseball must be played under a roof in order for people to be able to sit and watch it, I might not be able to write about my favorite sport in a political way. But since the folks in Arizona went and passed an immigration measure that is causing the Lou Barlettas of the world to think of ways this backward piece of legislation can become law here in Pennsylvania, I have an excuse. Unless you were hiding under a rock, or were a Puerto Rican engaged in a traffic stop in Phoenix, you know Arizona Gov. Jan Brewer signed SB 1070, a bill that, among other things, demands you be able to provide proof of citizenship should you be stopped by an Arizona police officer, and gives municipalities in Arizona the right to sue any police agency that refuses to enforce this law. Support for the law came to a head in the wake of the murder of a rancher by a couple of immigrants to whom he allegedly owed money. It’s amazing the abuses money seems to engender in people. Naturally, pro-immigrant groups are none too happy about this bill, while folks like the Montana Freeman are probably wondering where Brewer, who is facing reelection and all kinds of pressure from her Tea Party right flank, has been all their lives. Twelve other states are considering such laws, including Pennsylvania. I won’t talk about how his support for this bill officially makes Arizona Sen. (and former Republican presidential candidate) John McCain persona non grata in my book. I (Cont. Page 16)

Yo! Here we go again with this short tale of a special angel. There are certain unwritten rules of the Democratic Party which occasionally come into play and you disregard them at your peril. The first rule is that in a fight between the Mayor and Democratic City Chairman, the Mayor always wins. There are a variety of reasons for this, but the principal one is the Mayor has many more opportunities to do beneficial things for his friends then does the City Chairman. In fact, the City Chairman is dependent upon the Mayor for the many recommendations for appointments in City government which he is granted. When FRANK SMITH was Chairman, he was convinced JIM TATE could not win reelection as Mayor. In this he was counseled by the President of City Council GEORGE SCHWARTZ; the powerful former STATE SEN. PETE CAMIEL; SPEAKER HERB FINEMAN; and the former Congressman from the Feltonville area HERB McGLINCHEY. Although his advice was not followed, the Congressman from South Philadelphia BILL BARRETT had urged Smith to avoid a battle with the Mayor. This ganging up on Tate (at least that is the way it looked to the public at large) changed Tate from an inarticulate Mayor to a victim. He used “the man against the machine” very successfully. When Tate won for reelection, Smith knew his days were numbered, so he accepted an appointment as chairman of the Board of Revision of Taxes. Tate had the ability and the clout to name Camiel as the chairman of the party. Very shortly thereafter, Tate and Camiel had a falling out and that battle continued when FRANK RIZZO succeeded Tate as Mayor. Camiel had not learned the lesson that a Chairman cannot beat the Mayor and lost his second battle when Rizzo mustered the votes to push him out of office. Camiel went on to become a member of the Pennsylvania Turnpike Commission. Former STATE SEN. JOE SMITH served a short while as Chairman of the party, but then was forced to give way to MAYOR WISLON GOODE’S candidate BOB BRADY. Joe Smith went on to serve one term as Congressman. Brady, who best understands the fundamental rule that the Mayor is stronger then the City Chairman, has successfully been elected and reelected as chairman during the terms of Goode, ED RENDELL, JOHN STREET and now MICHAEL NUTTER. Brady has avoided a fight with Nutter and in fact they are the best of friends. (Cont. Page 16)

COMPLETING a 20-year project was dedication of SEPTA’s N. Phila. Station. At ribbon cutting were, from left, General Mgr. Joe Casey, State Sen. Shirley Kitchen and SEPTA Chief Engineer Jeff Knueppel. State Sen. Shirley Kitchen, in whose District is the Station, attended the ribbon-cutting, adding, “I see this as a magnet for other businesses to begin setting up around the station. It has been a long time in coming, and it was worth the wait.” Several facets of the project focused on turning the station into a point of neighborhood pride. There were improvements to the streetscape at Broad Street & Lehigh Avenue. The project also included the installation of three elevators and a new escalator – major components of the effort to make the facility

Casey celebrated the completion of rehabilitation work at the North Philadelphia Station on the Broad Street Line, marking the end of construction with a ribbon-cutting ceremony. The ceremony also opens a new chapter for SEPTA and the future of the community the station serves. While the $17.7 million project has completely modernized this historic facility, the ultimate goal of this initiative goes far beyond the state-of-theart amenities now available to customers. As a Livable Communities Initiative, SEPTA embarked on this project with the big-picture concept of improving transportation’s critical link to creating vibrant communities. With a revitalized transportation hub at its center, SEPTA believes the groundwork has been laid to encourage growth and development around the North Philadelphia Station.

The UK is pushing to ban mephedrone and the United States should follow suit Underground drug cultures worldwide have continued to find, develop and market new designer drugs to clubgoers and the latest drug, mephedrone, has recently been linked to hospitalizations and even death in some countries. Mephedrone is commonly known as “bubble”, “drone”, “meow meow” or “legal high”. It is imported mainly from China and sold as a plant fertilizer online, according to British police. The drug is reportedly already illegal in some nations, and British authorities are seeking to have it banned there, where it has become increasingly prevalent in recent months. Use of the drug can result in severe nose bleeds, nose burns, hallucinations, blood circulation problems, rashes, anxiety and paranoia, fits and delusions. According to Wikipedia, mephedrone is also known as 4-methylmethcathinone (4MMC), or 4-methylephedrone. It is a synthetic stimulant and has psychoactive properties similar to ecstasy (MDMA). Mephedrone can come in the form of capsules, tablets or white powder that users may swallow, snort or inject. In 2009 it became the fourth most popular street drug in the UK behind marijuana, cocaine and ecstasy. While the drug has been found in the United States, its use is not widespread and a search on the Drug Enforcement Administration’s website turned up limited results, although it stated mephedrone has been confiscated in Oregon. “What we often see with young people caught up in drug subcultures is they are led to believe something is safer than it actually is,”

Xochitl does not play it safe by Len Lear Someone once said a ship in a harbor is safe, but ships were not built to stay in a harbor. Xochitl, a three-year-old restaurant at 408 Pine St., reminds me of those ships that ventured out into the ocean centuries ago with no idea if they would ever return safely. First, there is the name. Xochitl (pronounced “Socheat”), means “flower” in the Aztec language of Nahuatl, but not too many people these days are speaking the Aztec language. The Spanish conquistadores saw to that. In addition to the gutsy name that few customers can pronounce, the menu of this Nuevo Mexicano charmer does not have any of the burritos, enchiladas, chili, etc., we have come to expect at the traditional Mexican or Tex-Mex restaurants in
the Philadelphia area. I’m willing to bet a sombrero few of us have previously seen dishes like roasted chayote with eggplantchipotle salsa, asparagus and cotija cheese ($10) or beerbraised pork cheeks with walnut molé and grilled spring onions ($12). Shortly after Xochitl opened, a friend of ours who lives in Old City told me she had a “horrible” meal there but that when she went back several weeks later, it was “fantastic.” Apparently, critics share her second opinion since Inquirer critic Craig LaBan gave it “three bells;” Philadelphia magazine gave it an A-, and Bon Appetit magazine named it one of the country’s “10 Top Mexican Restaurants” in March 2008. The restaurant’s original chef, Dionicio Jimenez, left in February of this year to help open a Mexican restaurant for Stephen Starr in Center City in the near future. But his replace-
ment, Lucio Palazzo, a native of Italy (not Mexico), also has quite a few arrows in his culinary quiver. In fact, finding something delicious on the menu at Xochitl is as easy as spotting a toupee. Two reasonably priced entrees we would highly recommend are the achiote-marinated mahi mahi on three soft taco shells with grilled pineapple, avocado and watercress ($14) and the corn, black bean and mushroom burger with chihuahua cheese (the greatest melted cheese in the solar system), avocado, crispy onions and chipotle mayonnaise ($10). Xochitl recently closed its doors for two weeks. The result was a renovation and a cozy cantina feel with warm ochre walls, exposed wooden beams, hardwood floors, Latin wood furniture, recessed lighting, glass-top tables with vintage movie posters and a new, lowerpriced menu. The night we were at Xochitl, Apr. 29, happened to be “Dining Out for Life,” an annual event in which dozens of restaurants donate a significant
portion of their proceeds to Action AIDS. An Action AIDS representative came up to each table, asked for an additional donation and explained how the money is used. The woman who worked the rooms at Xochitl was Samantha Thomas, a mid-20s lawyer whose smile glowed like a jar of honey in the sun. Customers that night who filled out a certain form were automatically entered into a drawing, the winners of which will win a vacation to the Dominican Republic. “Don’t think you have no chance to win,” Samantha said. “I had never won anything before, and then I entered a contest and wound up winning an all-expenses-paid trip to Hollywood for two. I went with my sister, and we were also given tickets and a backstage pass to the Grammy Awards show. In fact, we met Beyoncé and some other stars. It was fabulous. So you do have a chance to win.” Xochitl is located in a storefront across the from Head House Square, between Pine and Lombard Streets. I remember

There is a dining lounge downstairs with three pillow-festooned banquettes that seat about 20 total. The men’s room was so small an obese man might have to use a crowbar to get out of it. CeaseFirePA has evaluated each of the candidates on their commitment to supporting policies to reduce gun violence statewide. Joe Hoeffel was the candidate who demonstrated the most agreement with CeaseFirePA’s proposed reforms and received an A grade in its Voters Guide. Tony Williams was second in support for reasonable gunviolence prevention policies and, coupled with his TV ad campaign against illegal guns, received an A- grade. Dan Onorato, a skeptic of gun violence prevention prior to entering the race, has moderated his views and clearly supported most of CeaseFirePA’s positions, earning a B+ rating. Jack Wagner supported many proposals in the Voters Guide, but opposed several key reforms and received a C+. The only two candidates failing to join the consensus were Tom Corbett, who, despite his position as State Attorney General, failed to respond to the survey, and Sam Rohrer, who responded to the questionnaire, but supported not a single policy, and even opposed increasing penalties for criminals found to be illegally in possession of firearms. Rohrer missed the mark and received a D grade, but at least

As Councilman Curtis Jones, Jr. announced his support for Allegheny Co. Executive Dan Onorato in the Democrat gubernatorial primary race on Monday, he showed a new faction has emerged in City politics as well. Jones stated he was backing Onorato because deepseated anti-Philadelphia prejudice tends to sway decision-makers in the rest of the state. Onorato, he said, knows how to bridge that gap; he is skilled at persuading small-town Western Pennsylvania cultural conservatives to address practical big-city needs. He will replace former ZBA board member Anthony Lewis, Jr., who was recently appointed to the Board of Revision of Taxes. The Zoning Board of Adjustment, a five-member autonomous board of the Department of Licenses & Inspections, hears and decides appeals in zoning matters, considers special ordinances, and grants variances.

In addition, my bill provides statutory authority for the Bipartisan Task Force for Responsible Fiscal Action to control and limit federal spending, recently established by President Obama by executive order. “The soaring national debt and rising deficits translate into bad outcomes for all Americans. Today of all days, with the tax filing deadline just hours away, it’s time for thinking outside the box. “Imagine, just one penny making a difference. When my Debt Free America Act becomes law, we can look forward to the time that we can abolish Apr. 15 as Tax Filing Day for Americans’ personal income taxes.”
