Federal Judge Lifts Injunction On Port Deepening Project Work is sure to go ahead on The Delaware River deepening project now. It got a major boost last Wednesday when a Federal judge ruled against those trying to stop it, rejecting their request for a permanent injunction and lifting the temporary injunction imposed earlier this year that threatened additional work.

McGeehan Finds Jailbreak Hearing Frank And Productive tate Rep. Mike McGeehan (D-Northeast) said Thursday’s public hearing at City Hall of the state House Judiciary Committee on improving Philadelphia’s emergency alert system of prison escapes was “highly productive, so long as everyone follows through.”

The hearing was held at McGeehan’s request after residents in the community surrounding the Curran Fromhold prison in his legislative District were never notified of a recent escape. The October escape was the second from the prison in 11 months, and days afterward the escapee was involved in the murder of a jeweler, an incident that also left the escapee dead.

McGeehan said the current system is woefully ineffective.

“There is a charter school and recreation center within a half-mile mile of Curran Fromhold. My office and my home are within one mile; we had no knowledge of the escape,” said McGeehan. “We can’t wait to hear it on the six o’clock news. and I want proof that plans and equipment are in place and working to immediately notify the public and law enforcement in the event of an escape.”

Philadelphia Prison System Commissioner Louis Giorla told the committee and its chairman, State Rep. Thomas R. Caltagirone (DBerks) that the City once had a siren alert system for escapes from Curran Fromhold but they were discontinued after numerous complaints from area residents the sirens made them anxious.

“I’d rather people be nervous than ill-informed,” McGeehan insisted.

Samantha Philip, assistant managing director for emergency management explained the ReadyNotifyPA system can notify people by phone, email, Twitter and Facebook or other devices, but that it is an opt-in system and has only 3,000 to 4,000 subscribers.

said. “There’s not another prison system in America that is surrounded by such a densely populated area. These residents are unduly burdened with the threats to their safety from the ever-increasing prison population.

“We need to enact public safety initiatives. We need to repair the siren system. We need to utilize the emergency broadcast system for television and post information on our highway electronic signs. We need to do everything we can to make this information widely available and quickly to the public.

“I want the City and Prison System officials to expeditiously come up with a practical plan for notifying the public that uses every means possible and demonstrate that it works,” McGeehan said. “Until then, I’m going to be staying on top of this situation so that we will be able to ensure the safety of the residents of Northeast Philadelphia and ensure when someone escapes from one of the prisons, they will know about it and can be on guard for their own safety and that of their loved ones.”
