Cruz Seeks Philly Delegation Cahir tate Rep. Angel Cruz (DKensington) has submitted his name for consideration as chairman of the Philadelphia Delegation for the upcoming 20112012 legislative session.

“I believe our delegation must work together on issues that have a direct impact on all citizens of the city,” Cruz said in a letter to his colleagues. “We need to share ideas to help move Philadelphia forward by creating jobs, improving public education, combating crime and delinquency, offering quality health care for everyone, lowering property taxes and con-

tinuing programs to assist senior citizens.”

Cruz said his unique experience as a Latino minority in the legislature, combined with his years of service as co-chairman of the delegation, make him a prime candidate for the job.

The Philadelphia Delegation is a group of legislators who represent the city in the Democratic Caucus of the Pennsylvania House of Representatives. The delegation works as a united front to support legislation, programs and services that benefit Philadelphia.

AIDS Activists Spar With Mayor Over Housing M embers of AIDS activist groups ACT UP Philadelphia and Proyecto Sol, along with graduate students in the University of Pennsylvania’s Urban Studies Program and medical school, met with Mayor Michael Nutter on Monday.

The students and activists shared the results of a research and planning process and asked the mayor to commit to spending two to four million dollars to create permanent housing to end the two-year long waiting list for housing for people with AIDS in Philadelphia.

ACT UP members Cliff Williams and others shared personal testimony of the dangers of living on the streets and in shelters with a compromised immune system. All three had experienced stigma, dangerous diseases, fleas and bedbugs (which are especially dangerous for 11 NOVEMBER, 2010

people living with HIV), poor nutrition and lack of access to medication while in the City shelter system. Williams, whose wife passed away from HIV and cancer while on the AIDS housing wait list, pointed out because shelters are the only options for people with AIDS who need homes, and there are no City shelters for families, he and his wife had to stay on opposite sides of the city while she was dying.

Urban Design students Jonathan Snyder and Phil Dawson and Professor Michael Nairn then shared the preliminary results of the research they have done into housing models, costs, and ways for the City to fund housing for people with AIDS while reducing longterm costs. They shared that a “housing first” model, which provides stable, permanent housing THE PHILADELPHIA DAILY RECORD

without requiring long shelter stays and transitional housing (the “continuum of care” model currently emphasized in Philadelphia for people with HIV/AIDS), has saved comparable cities $88,000 per client per year, when compared with the “continuum of care” model. In addition, the housingfirst model means families like Williams’ would not have to spend years shuttling back and forth between men’s and women’s shelters, and people would not be forced to live in shelter systems that were actively making them sick through contagious diseases and insect infestations.

The Mayor took detailed notes on each participant’s statement. Promising to review their documents and his notes, he continued, “I can’t commit to anything right now.” He explained funding for the fiscal year 2012 was uncertain, and said, “I don’t want to make this a political conversation, but I live in a political world.… A lot changed [on election day, Nov. 2].”

on City resources. On top of that, millions are spent to put people into what Williams describes as “shelter warehouses”. ACT UP member Max Ray added, “We know providing homes saves lives and saves money, keeps people out of jail and out of chronic homelessness. Why spend money to warehouse people in prisons and shelters, when for less money we could house them in permanent homes?”

On Wednesday, AIDS activists gathered at City Hall to memorialize those for whom housing comes too late, and to remind the Mayor of the 8,000 HIV-positive Philadelphians with unmet housing needs.

“People with AIDS need homes, not excuses,” proclaimed ACT UP and Proyecto Sol member Jose De Marco, before leading the activists in a “die-in” in front of the City Hall entrance. Chalk outlines of their bodies will remain outside the Juniper entrance until it rains.

Traffic Restrictions Begin Monday on Holme Avenue in Philadelphia for Bridge Replacement

Metro Caucus Launches EnergySaving Loan Program

One lane will be closed in each direction on Holme Avenue between Lewin Place and Longford Street in Philadelphia beginning Monday (Nov. 15) for bridge replacement, the Pennsylvania Dept. of Transportation announced yesterday.

(564-nutter energy) MAYOR Michael Nutter, along with members of five-county Metropolitan Caucus, announced yesterday the new EnergyWorks program and website offering lowinterest loans to homeowners and commercial-property owners to finance energy-efficient building improvements. Phillies relief pitcher Ryan Madson and his wife Sarah joined Mayor and spoke about their experience in renovating their own home to be energy-efficient and reduce their carbon footprint. Free home assessments will be given to first 20 residential loan applicants in each county. EnergyWorks is supported by a $25 million grant from the US Dept. of Energy’s Better Buildings Program. EnergyWorks helps owners find ways to reduce their building’s energy use, and below-market, low-interest loans help them pay for upgrades.

Initiative hopes to issue more than 2,000 loans in next three years.

Under this project, a structurally deficient I-beam bridge, which was built in 1919, will be replaced with a new box beam bridge. The new bridge, like the current one, will have two lanes in each direction, and sidewalks. The bridge carries about 22,500 vehicles per day on Holme Avenue over the Conrail tracks.

The work is weather-dependent.

Traffic restrictions will remain in place until the bridge’s completion in July 2012.

The general contractor on the $5,867,538 project is Buckley and Co., Inc. of Philadelphia. The project is financed with 100% State funds.

Sen. Williams Will Give Away Turkeys State Sen. Anthony H. Williams (D-W. Phila.) has teamed up with Tyrone Gilliams of TL Gilliams LLC to give away more than 600 free Thanksgiving turkeys this year in the 8th Senatorial Dist.

The turkey giveaway will take place on Saturday, Nov. 20 at noon at the Senator’s main District Office, 6630 Lindbergh Blvd. in Philadelphia.

“Thanksgiving is such a special holiday because it’s all about sharing a meal with loved ones and giving thanks for our many blessings,” Williams said. “We want to ensure families have an opportunity to celebrate Thanksgiving in the great American tradition, so we’re looking forward to handing out turkeys and making the holiday memorable.”

Although anyone who resides in the 8th Senatorial Dist. qualifies, there is a limit of one turkey per household and individuals must call (215) 492-2980 to reserve a turkey. Reservations will be held on a first come, first served basis.
