oday, Mayor Michael A. Nutter announced an increase in City contracts awarded to Minorities, Women, and Disabled-owned businesses during Fiscal Year 2010. According to the Office of Economic Opportunity’s Fiscal 2010 Annual Report, the City awarded $956 million in contract awards to businesses in FY2010 and M/W/DSBEs received $214 million (22%) of these awards – up from 20% last year.

The increase in City contracts awarded to Minorities, Women, and Disabled-owned businesses reflects a progression toward the OEO’s goal of increasing M/W/DSBE participation in City contract awards to 25% by the end of FY2011. This goal is detailed in OEO’s “Inclusion Works: Economic Opportunity Strategic Plan” that was launched on Feb. 8, 2010.

With City Went Up, Mayor Says the businesses in Philadelphia and account for 3% of the revenues generated.

“It’s important to increase opportunities for minority, women and disabled-owned businesses so every qualified business has a role in the revitalization of our local economy,” said the Mayor. “The Inclusion Works plan is a critical component of the City’s broader economic-development strategy of providing smarter service to the business community by making Philadelphia a more-attractive choice for companies that are looking to start and grow here.”

OEO Executive Director Angela Dowd-Burton stressed, “Businesses need technical support and financial resources to respond to contract opportunities and our goal is to leverage City resources to help businesses 5 NOVEMBER, 2010

with their startup and growth.”

The City’s Dept. of Commerce recently developed the Smart City.

Smart Choice. campaign to develop, attract and retain businesses.

A critical part of this strategy is to improve the direct relationship businesses have with City government, with a special focus on improving services for M/W/DSBEs. The Office of Economic Opportunity is increasing the availability and utilization of companies that can work with the City, quasi-public agencies, nonprofits and the private sector to create additional business opportunities for MWDBEs. The African American Chamber, the Enterprise Center, National Association of Minority Contractors, The Enterprise Center, Minority Contractors’ Roundtable, Minority Suppliers Development Council, the Women’s Business THE PHILADELPHIA DAILY RECORD

Enterprise National Council and PECO are some of the organizations working with the City to increase these opportunities.

On Nov. 17, OEO and the African American Chamber will host a seminar to highlight a variety of major City projects that businesses will have an opportunity to participate in. On Nov. 18, OEO will host a meeting of regional contractors to discuss strategies for strengthening business relationships between the minority and majority contracting community. On Dec. 2, OEO will host a forum for nonprofits to facilitate supplier diversity programs.

Lowery Brown Seeks To Ban Alcoholic Energy Drinks tate Rep. Vanessa Lowery Brown (D-W. Phila) said she will introduce legislation next term that would ban the sale of alcoholic energy drinks that have sickened some throughout the country, particularly college students.

“We are seeing more and more circumstantial evidence that these products, which have earned nicknames such as ‘liquid cocaine’ and ‘blackout in a can’, are dangerous,” Lowery Brown said. “Combining alcohol and caffeine leads to people who don’t realize how drunk they are, and the outcome could be tragic.”

Lowery Brown noted Ramapo College in New Jersey banned all caffeinated alcoholic beverages from campus, and nine Central Washington University freshmen were hospitalized after consuming the drinks at an off-campus party.

“These beverages are very popular with young people, and they are being consumed by inner-city working folks as well as college students,” said Lowery Brown.

“It’s time to take a proactive approach here in Pennsylvania before there is a tragedy.”

Casey: $49 Million From Feds Support Biomedical Research, Pa. Jobs S Sen. Bob Casey (DPenna.) announced 17 small businesses in Pennsylvania involved in groundbreaking biomedical research will receive over $49.3 million in Federal grants and tax credits to grow their businesses and create new jobs in the state.

“Pennsylvania has a vibrant biomedical research community and helping Pennsylvania small businesses become engines of innovation in biomedical research is essential to preserving and growing jobs in our state,” said the Senator.

“I am glad to see so many Pennsylvania companies leading the way in finding important new medical discoveries with immediate benefits for patients – and I believe that our investment in their growth will pay dividends in economic and health terms.”

Federal funding is awarded in grants and tax credits through the Therapeutic Discovery Project Program created by the Affordable Care Act, the new health-care law.

The program is specifically targeted to projects that show significant potential to produce new therapies, address unmet medical needs, reduce the long-term growth of health-care costs or advance the goal of curing cancer within the next 30 years.

Pennsylvania businesses will receive $48,105,101 in grants and $1,222,396 in tax credits from the program to support projects working towards therapies and cures for a variety of illnesses, including cancer, influenza and heart disease.

SEPTA’s Route 40 Bus Goes Back On The Bridge oute 40 buses will resume regular operations on South Street and Lombard Street between 34th Street and 23rd Street when the South Street bridge reopens tomorrow.

The first Route 40 bus is expected to cross the newly reconstructed bridge at approximately 6 p.m. on Saturday, after the conclusion of a ceremony to mark the project’s completion. A map of the restored Route 40 service can be found at http://www.septa.org/alert/pdf/04 0-2010-11-06.pdf.

Route 40 buses have been detouring around the bridge since the reconstruction started in December 2008.

The time to start planning for an emergency is not in the middle of one.”

Be sure you have at least a threeday supply of bottled water, nonperishable foods and essential medications set aside for each member of your family. Remember your pets are part of the family too, so include some emergency supplies for them. And as always, don’t forget to check the batteries in your smoke alarms! Podiatrists Band Together For Diabetes Awareness. oday, Councilwoman Donna Reed Miller introduced a resolution on behalf Temple University’s School of Podiatric Medicine, recognizing Nov. 14 as World Diabetes Day, and encourages all Philadelphians to participate in the Believe in Blue Campaign.

Nations, recognize diabetes as a non-communicable pandemic disease that threatens to overwhelm health-care systems, and emerge as a serious barrier to economic development. In Philadelphia, the diagnosis of diabetes is 5% above the national average.

According to the American Diabetes Association, 25% of African Americans between the ages of 65

and 74 are diagnosed with diabetes; with one in four African American women over 55 years of age diagnosed with the disease. If left uncontrolled, it can lead to a number of serious and sometimes life-threatening complications, including blindness, kidney disease, heart disease, stroke, nerve damage, and loss of limb and death.

Temple University School of Podiatric Medicine started Philadelphia’s observance in 2008 in collaboration with many of Philadelphia’s iconic landmarks that use blue lighting to raise awareness of the need for urgency in the diagnosis, treatment, education and prevention of diabetes.

Loraine Ballard Morrill, of ClearChannel Radio and Power 99, served as mistress of ceremonies.

The program featured awards to direct-support professionals and supports coordinators who provide supports and services for people with intellectual disabilities, helping them to lead everyday lives in the community.

Each of the provider agencies in Philadelphia had been invited to mount their own internal nominations process for identifying outstanding staff members to be recognized with the Points of Transformation Award.

Arthur C. Evans, Jr., PhD, director of DBH/IDS, and Kathy Sykes, director of IDS, welcomed the winners, their colleagues, family and friends, as well as outlining the new directions for services.

The SPIN chorus, led by Michelle and Glenn Kornegay, a musical group which combines the talents of people with and without intellectual disabilities, performed several songs.
