RGA Congratulates Governor-Elect Tom Corbett he Republican Governors Association congratulates Governor-elect Tom Corbett on his election as the next governor of Pennsylvania. RGA was the single largest donor to Tom Corbett’s campaign, investing more than $8 million.

And Calls For Better Cargo Screening ollowing the terror plot last week to ship explosive devices from Yemen in packages, US Sen. Bob Casey (D-Penna.) sent a letter to Dept. of Homeland Security Secretary Janet Napolitano asking for a full assessment of cargo screening and the progress toward screening all cargo. Casey, Chairman of the Near Eastern and South and Central Asian Affairs Subcommittee of the Senate Foreign Relations Committee, also focused on high-risk international shipping points.

“I understand the TSA has made strides over the past decade to increase cargo inspection, but deficiencies remain in coordinating with foreign governments and private industry as well as the procurement of more effective technology,” wrote Casey.

The Senator also noted the large increase in volume of shipping.

crease attributed to shipments to and from the Middle East and Africa where screening systems may not be as rigorous, we must ensure that the United States is employing an effective multi-layered screening system to detect dangerous packages.”

As mandated by the Implementing Recommendations of the 9/11 Commission Act of 2007, the Department of Homeland Security is required to screen 100% of cargo on inbound passenger aircraft flights by August 2010. Despite this mandate, as of May 2010, the

Transportation Security Administration requires only 75% of air cargo travelling on passenger planes be screened. Moreover, according to a June 2010 Government Accountability Office report, TSA can only screen approximately 65% of international shipments because they are not collecting data from “air carriers or foreign governments on what percentage of cargo is actually being screened.”

Goode To Expand Living Wage & Healthcare Benefits Law fter voters overwhelmingly approved his change to the Philadelphia Home Rule Charter by more than a 7-to-3 margin, Councilman W. Wilson Goode, Jr. has decided to broaden the impact of his living wage and benefits standard. Councilman Goode will introduce the Leaseholder Wage and Benefits Bill to broaden the definition of employers subject to New Minimum Wage and Benefits Ordinance.

The New Minimum Wage and Benefits Ordinance requires City-supported employers to pay at least 150% of the Federal minimum wage to its employees. It also mandates if the employer provides health-care benefits to any of its employees, the employer shall provide each full-time employee health-care benefits at least as valuable as the basic health-care benefits that are provided to the employer’s other full-time employees. There is an exemption for small businesses. Employers subject to the ordinance include: The City of Philadelphia, including all its agencies, departments and offices.

For-profit service contractors, which receive or are subcontractors on contract(s) for $10,000 or more from the City in a 12-month period, with annual gross receipts of more than $1,000,000.

Nonprofit service contractors which receive or are subcontractors on contract(s) from the City of more than $100,000 in a twelvemonth period.

Recipients of City leases, concessions, or franchises, or subcontractors thereof, which employ more than 25 employees.

City financial-aid recipients. Compliance shall be required for a period of five years following receipt of aid.

Public agencies, which receive contract(s) for $10,000 or more from the City in a twelve-month period.

The Leaseholder Wage and Benefits Bill amends the New Minimum Wage and Benefits Ordinance to establish that a tenant or leaseholder of a City financial-aid recipient who occupies property or uses equipment or property that is improved or developed as a result of THE PHILADELPHIA DAILY RECORD

the City aid, shall be considered a “City Financial Aid Recipient” and shall be covered for the same period as the City financial-aid recipient of which they are a tenant or leaseholder.

Goode said, “The purpose of the original law was to assure that as many employees as possible within the City of Philadelphia earn an hourly wage that enables them to live with more dignity and increased economic self-sufficiency.

The City contracts with many businesses and organizations to provide services to the public, and provides financial assistance to developers for the purpose of promoting economic development and job growth. Such public expenditures should also be invested in a better community economic standard.

The use of City funds to provide better wage jobs will decrease poverty, increase consumer income, invigorate neighborhood businesses and reduce the need for taxpayer funded social service programs. The local minimum-wage standard is based on existing local and State job creation tax-credit laws and this new amendment will broaden its impact. “ 3 NOVEMBER, 2010
