4th Bangsamoro Foundation Day Kicks Off Jan. 21

By EDD K. USMAN COTABATO CITY — Thousands of people are expected to see, hear, feel and enjoy the colors, the sounds, and the products of the Bangsamoro region as it celebrates its 4th Bangsamoro Foundation Day (BFD) here on January 21 to 27.

Participants and visitors will come from the region’s landlocked and island provinces and travel by land, sea, and

air from the region’s various areas that comprised the new political entity (NPE).

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB), is made up of the provinces of Basilan, Lanao del Sur, Maguindanao

(now del Sur and del Norte), Sulu, and TawiTawi, the cities of Cotabato, Lamitan, and Marawi, as well as the 63 barangays or villages dubbed the Special Geographic Area (SGA) that voted “yes” in a plebiscite in January and February 2019 to be under the BARMM jurisdiction.

According to the Philippine Atlas has 4,404,288 people. It has 116 municipalities: Basilan, 11 municipalities; Lanao del Sur, 39; Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11.

OTABATO CITY— The Bangsamoro Chief Minister has assured that the region is “heading towards the right direction” even as he said the path to peace was never easy.

Chief Minister Ahod Ebrahim said this during the ‘kick-off’ ceremonies of the celebration of the 4th founding anniversary of the Bangsamoro Autonomous Region in Muslim Mindanao’s (BARMM) on Saturday, Jan. 21, 2023.

“Rest assured that we will continue to devote, as we always did, whatever is left of our time here in Dunya for the Bangsamoro,” Ebrahim said.

He said in his ‘Report to the Bangsamoro’ that before the installation of the region, “our people had to go through so much pain and suffering. We had to live a life filled with physical and structural violence.”

The Bangsamoro leader said, “The mere fact that we had to work together with individuals whom we once considered as adversaries required the highest level of commitment, understanding, and submission to the will of ALLAH (SWT).”

Sharing some of BARMM’s major accomplishments, Ebrahim said that to better appreciate the region’s developments and overall direction is to take a look back at its predecessor – the Autonomous Region in Muslim Mindanao (ARMM).

He said the comparison, however, does not mean to belittle the ARMM nor to undermine the efforts of the past administrations.

“Such comparison is intended to determine a benchmark to gauge the effectiveness of the policies and programs we are implementing. After all, anything less than the ARMM is unacceptable,” Ebrahim stressed.

Chief Minister admits though that the Bangsamoro Government still has many governance and development challenges to overcome.

“We have faced many challenges together – from the seemingly endless wars and conflicts, through the struggle, sacrifices, and setbacks, the Bangsamoro has and will always prevail. In shaa Allah,” Ebrahim said.

“As the theme goes, ‘Sama-Samang Pagtataguyod Sa Isang Mas Mapayapa At Mas Masaganang Bangsamoro,’ we can only be successful if we are united,” he added.

Ending his speech, Ebrahim called on his fellow public and civil servants to continue serving the Bangsamoro with pure hearts and sincere intentions.

Abalos graces luncheon for Pagkakilalang Award COTABATO CITY – Secretary Benjamin C. Abalos Jr. of the Department of the Interior and Local Government (DILG) honored a luncheon meeting hosted by Minister Naguib Sinarimbo of the Bangsamoro Ministry of the Interior and Local Government (MILG) recently.

SILG Abalos together with Undersecretary for Mindanao Affairs and Special Concerns Atty Alfredo Bayan, arrived in Cotabato City to grace the PAGKILALALA 3rd Awarding Ceremony for Performing Bangsamoro Local Government Units hosted by the Ministry.

He sought the support of the MILG and the Regional Interior Sector in the implementation of the Department's anti-illegal drug program, the BIDA, Buhay Ingatan, Droga Ayawan. A program that is fully supported by the Ministry as well.

The "Buhay Ingatan, Droga'y Ayawan" or BIDA Program anti-illegal drugs campaign is in line with President Ferdinand "Bongbong" Marcos, Jr.'s administration's commitment to continue the campaign against illegal drugs "within the framework of the law, with respect for human rights, and with a focus on rehabilitation and socio-economic development."

According to him, the BIDA advocacy program builds on the best practices of previous DILG antiillegal drug programs and now focuses on combating the problem through demand reduction. The DILG Secretary went on to say that the key to successful illegal drug demand reduction is a grassroots-centered team approach that promotes anti-drug education at all levels, from national initiatives to barangay activities.

The Secretary fully acknowledged each agency's functions and contribution to the ongoing maintenance of law and order under the Bangsamoro Government.

He gave the Regional Directors specific instructions to work closely with the Ministry in order to best promote the Region's development through service delivery.

The meeting was attended by Senior Minister Abdulraof Macacau, Deputy Minister Abunawas Maslamama, Director General Engr Khalid S Dumagay, MILG Service Directors, and Provincial and City Directors.

OTABATO CITY – In his official message for the 4th Bangsamoro Foundation Day celebration, Minister Naguib G. Sinarimbo of the Ministry of the Interior and Local Government (MILG) and Head of the Bangsamoro “Una, ang message natin ay unity, second ay 'yung enhancement' nung achievement na ng BARMM, including yung peace and security, but more importantly 'yung inroads into development -'yung unti-unting pag-angat 'nung kabuhayan sa rehiyon natin,” said lawyer Sinarimbo who also chairs the Development Administration Committee (DACom) of the Bangsamoro Economic and Development Council (BEDC) of the BARMM. “For the 4th Founding Anniversary of the Bangsamoro Autonomous Region in Muslim Mindanao, booth festival and service delivery parin [para] doon sa mga kababayan natin, so magpapatuloy tayo magbigay ng serbisyo...'yung mga iba'tibang Ministries, like yung sa amin we will continue to service local government units, 'yung Bangsamoro READi will continue to provide services sa mga nagre-request na mga kababayan natin,” the Minister added.

The MILG, as Chairperson of the BEDC's DAComm, will spearhead the Bangsamoro Governance Day as part of the weeklong celebration. The oneday event on January 23, 2023, aims to showcase innovative practices of constituent Bangsamoro local government units (LGUs), as well as recognize LGUs and local leaders who have demonstrated exemplary performance and moral governance in their areas of jurisdiction.

The Bangsamoro Governance Day will include the following events: Ugnay Kaalaman: Learning Expo and Photo Gallery (LGUs' Innovative Practices and Highlights of Accomplishments on the First Phase of Bangsamoro Transition); and Pagkilala: 3rd Awarding for Performing Bangsamoro LGUs. Apart from the major events planned for Governance Day on January 23, various services from DACom member Ministries will be available to Bangsamoro residents in Service Booths set up within the Bangsamoro Government Center.

The Bangsamoro Attorney General's Office (BAGO) will provide "Kape, Pandesal, at Usapang Legal (Legal Consultation Services)," which will include legal consultation, Shari'ah consultation, and simple document notariza-

tion.

BARMM Gov't strengthens partnerships on 1st Bangsamoro Business Congress

BARMM Chief Minister Ahod Balawag Ebrahim stressed that a symbiotic relationship between the regional government and private business sectors is vital to boost BARMM’s economy.

"It is only the desire of the Bangsamoro government under my leadership to commit ourselves to take all measures and courses of action to support all businesses, trades, and investments," Ebrahim said.

The Chief Minister said the congress will greatly serve as a platform for exchanging business ideas; and building partnerships in creating a highly developed, competitive, and sustainable economy in Bangsamoro.

"The Government of the Day also recognizes the importance of the business sector as partners for economic development, as

they always have daring business and marketing ideas," he added.

During the first day of the event, MTIT Minister Abuamri Taddik, Secretary of Mindanao Development Authority (MinDA) Maria Belen Acosta, CESE, BBC Chair Atty. Ronald Hallid Torres, and Vincente Lao of Mindanao Business Council (MBC) signed the Sisterhood Agreement to begin the process of forging an agreement between key stakeholders and the development of the business community in the region.

BBC Chairman Torres said that entrepreneurs and business experts must start creating a space to engage among the concerned industry stakeholders.

At the end of the congress, a resolution shall be formulated to improve Bangsamoro's economy and address business challenges.

The event, with the theme, "Strengthening Partnership Towards a Resilient Bangsamoro Economy”, runs from Jan. 17 until Jan. 19, 2023.

Promising opportunities await tourism investors in BARMM COTABATO CITY — As the first-ever Bangsamoro Business Congress continues, the tourism bureau of the Ministry of Trade, Investments, and Tourism (MTIT) is keen that promising business opportunities await potential tourism investors in the region.

On the second day of the 3-day congress, Bureau of Tourism Director Marites Maguindra presented a glimpse of tourism in the region vis-avis with the national tourism road map.

"We wanted to promote the region as an equally competitive tourism haven in the country like Boracay and Palawan, among others," said Maguindra.

She stressed that BARMM has so many tourism destinations comparable to the traditional tourist destination in the country. In the data presented, the region has posted around 784,495 tourist arrival since 2019.

While there are challenges such as gateway access, infrastructure, health and safety (due to the pandemic), and economic impact, the region remained to be competitive. The tourism sector in the region also continuously faces challenges in equalizing promotion, tourist safety and security, and the lack of employment opportunities.

In today's plenary session, one of the mecha-

nisms seen to resolve identified tourism challenges is the Public-Private Partnership (PPP) approach. As defined on its official website, it is a contractual agreement between the Government and a private firm targeted towards financing, designing, implementing, and operating infrastructure facilities and services that were traditionally provided by the public sector.

Responding to a question on how would PPP become a viable option for developing tourism opportunities in the region, Maguindra emphasized that tourism investment is not something that can be easily afforded by the government hence private corporations can be engaged as partners.

"The tourism development is not just a million worth of money. It is a very big investment for our government could hardly afford," said Maguindra hence PPP is the best option.

Some of the potential tourism developments shown in today's event are the following: the development of Bulubudtua falls and Liguasan Marsh in Maguindanao, Ramba park in Lanao del Sur, Mahatallang War Memorial in Basilan, Timpuok Lake in Sulu, and Sitangkai Urban Renewal and Seaweed Facility in Tawi-Tawi.

As in past festivities, Moro Islamic Liberation Front (MILF) Chairman and Bangsamoro Chief Minister Ahod Balawag “Al-Hajj Murad” Ebrahim will lead the kick-off ceremonies as he and other Bangsamoro officials usher in the event’s colorful festivities.

It is expected that Ebrahim, who succeeded the late founder and chairman of the MILF, Sheikh Salamat Hashim, will once again remind his fellow Bangsamoro government employees on practicing “Moral Governance”. This refers to the BARMM “carrying the responsibility of governing and serving the Bangsamoro, and towards the change that the Bangsamoro Government aspired for its people and territory“.

The BARMM has been gearing up for the event this past weeks or so, as regional officials anticipate another blockbuster celebration featuring many highlights and sidelights.

A news report on http:// www.bangsamoro.gov.ph said the celebration revolves around the theme “Sama-Samang Pagtataguyod Sa Mas Mapayapa At Mas Masaganang Bangsamoro.” (In English the theme is translated roughly to “Unity in Promoting a more Peaceful and more Abundant Bangsamoro”.)

The date January 21, 2019, is the period when eligible voters of the region ratified the BOL in a plebiscite, thereby, officially establishing the BARMM, replacing and abolishing the 20 years old Autonomous Region in Muslim Mindanao (BARMM).

Included in the plebiscite was the inclusion of the cities of Cotabato and Isabela (in Basilan) as part of the region. In the second plebiscite for its expansion on February 6 the BARMM netted 63 barangays geographically located in the province of North Cotabato, though not a part of the BARMM. The 63 barangays are now under the regional government’s jurisdiction, thus, are beneficiaries as well of the “dividends of peace” — governance infrastructures and services, many of which are being provided by the Ministry of the Interior and Local Government (MILG) headed by Minister Naguib G. Sinarimbo.

Incidentally, this year’s BFD commemoration coincides with the decision of the Supreme Court dated January 12, 2023, titled “SC Upholds Including Cotabato City in Bangsamoro Autonomous Region”. Obviously, the title is self-explanatory.

The High Court voted unanimously in upholding the city’s inclusion, a politically charged bone of contention, in the Bangsamoro region. None of the justices voted against, two did not participate, one was on leave.

Ebrahim lauded the Supreme Court decision.

“The Bangsamoro Government welcomes the Supreme Court of the Philippines’ decision to uphold the plebiscite including the Cotabato city in the new region.

Cotabato City is and will always be the crown jewel of the Bangsamoro and home to some of the most important moments of our history,” the Chief Minister said.

Sinarimbo expressed elation at the decision.

This year’s celebration, the Bangsamoro Information Office (BIO) pointed out in the referred news report, has various committees organized and tasked to prepare “service-oriented” activities, among them, the Tulong Alay sa Bangsamorong Nangangailangan (TABANG), Ayudang Medikal Mula sa Bangsamoro Government (AMBAG), and other social services for the regional constituents. These activities will be conducted at the Bangsamoro Government Center (BGC), the BARMM’s seat of government in the city.

These are the Economic Development Committee (EDCom), Development Administrative Committee (DACOM), Social Development Committee (SDC), Infrastructure Development Committee (IPD), and the Peace, Public Order, Safety and Security Committee (PPOSSCOM). Each tasked to perform and deliver particular functions and services.

Over at the Ministry of Basic, Higher and Technical Education (MBHTE) headed by Minister Mohagher M. Iqbal, the education ministry is conducting the 1st Salah Jubair Essay Writing Competition, a highlight of the activities, for high school and college students in the Bangsamoro region.

Prizes amounting to a total of Php450,000 will go to the winners of the competition’s three levels or categories.

And at Sinarimbo’s MILG, the ministry will hold the Governance Day on January 23 (another of the event’s highlights) during which, he said, the region’s performing local government units (LGUs) will be recognized and bestowed awards. (✓) — (with report from Aisah Abas/BIO)

The Environmental degradation of Lake Lanao

ne ponders why the Maranao nation continue to earn the title of the poorest of the poor province in the entire country, (The Asian, October 28, 2022). With 67.3% poverty incidence, the province of Lanao del Sur rank first among the provinces with the highest number of poor families. According to the Philippine Statistics Authority, to be considered non-poor, a family with 5 members must earn at least P8, 778 a month. An individual also needs to earn at least P10, 534 for six months so he or she won’t be considered poor.

Some economic analyst opined that the lack of jobs, educational systems, and opportunities await in their community is the cause of the province (Lanao del Sur) suffering from poverty, simply only few can afford education and opportunity to go to a different place to find jobs. While the lack of jobs opportunities means poverty, it is our submission that the environmental hazards produced by the Agus hydroelectric power plants (HEPP) and its destructive operation in Lake Lanao are the main causes of the Maranao economic tragedy. Before 1972, we often heard of Lanao del Sur as a rice granary of Region XII, our fishermen produced and abundant fish more than enough to feeds the Maranao and even sold to nearby provinces, some of our women gathered plants called “Sesed” that grows in the lake shore for mat making and other handicrafts, a livelihood long abandoned. Most important of all is the healthy environment, one can breathe with clean air due to the absence of pollutions.

Agus HEPP damages to lake Lanao environment.

In 1979, the government-built Agus 1 to produced 100MW for the adjoining provinces of Lanao del Sur. At the mouth of the Agus River is a built regulatory Dam to control the free and natural flow of waters from Lake Lanao to the Agus River all the way to the turbines, a propeller rotating with (300RPM) to produced powers. During rainy (June to November)

seasons, the management of the National Power Corp. or (NPC for short) closed the regulatory Dam to regulate the desire volume of waters running in the Agus River. The effects of closing the Dam are the flooding of the lowlying areas especially in the Basak area, when this happened farmlands, schools and communities are flooded with waters.

Fish and other waters species with certain level of breeding grounds are damaged, so with the entire ecosystems downwards. The total effect of closing the regulatory Dam is an economic disaster for the farmers whose farmland is submerged into waters while fishermen seldom catch fish in the lake waters due to damage of their breeding reefs.

During dry seasons.

From December to May of every year is considered dry season in Mindanao. During these dry seasons, the management of the National Power Corp. or (NPC for short) opened the regulatory Dam to increase the desire volume of waters running in the Agus River or at least maintain the required volume of waters to reached the required 300RPM of the turbines.

When the Dam is opened, the farmlands is deprived of irrigations waters. Likewise, abnormal fluctuation of waters level in the lake likewise damaged the fish breeding reefs and the ecosystems downwards.

Cloud seeding activities of the NPC. By cloud seeding, it is carried by sprinkling particles from a plane. Using weather forecasting techniques, suitable clouds are identified based on the location of the target area and the prevailing winds.

Cloud seeding can modify clouds and induce rain.

In an effort to trigger rainfall to increase the water inflow for the Agus hydroelectric complex, the Mindanao Development Authority (MinDA) has announced the conduct of cloud seeding operations over Lake Lanao. In a statement, the MinDA said it will tap a team of experts from the Bureau of Soils

Genocide is a crime with a double mental element, i.e., a general intent as to the underlying acts, and an ulterior intent with regard to the ultimate aim of the destruction of the group. The prevailing view in the case-law interprets the respective ‘intent to destroy’ requirement as a special or specific intent (dolus specialis) stressing its volitional or purposebased tendency, (Cambridge Universit y Press: 25 March 2010).

Some pundits asked, is cloud seeding of lake Lanao with contaminated waters intended to poison or destroy the Maranao nation? Or is the construction of Agus regulatory Dam in a crowded place intended to expose the Maranao to the poisonous Methane or GHG? The answer depends on the very intention of the culprits.

Rotarians deliver health services to IDPs In Sagonsongan TS

Gigje/PIA-10/Lanao del Sur) MARAWI CITY, Lanao del Sur—-Aiming to ease the medical necessities of the people in this siege-stricken city, the Rotary Districts 3870 and 3830 alongside their respective Rotary Clubs led a health caravan at Sagonsongan Transitory Shelter in Brgy. Sagonsongan here to bring primary healthcare services to residents.

In collaboration with Rotary International, the Philippine Army, and the local government unit, various services were offered such as free medical consultation, provision of medicines, circumcision and toy-giving for children wherein a total of 906 locals visited and benefited.

Rotary District 3830 Governor Dr. Mildred Vitangcol bared that they started doing this on July 1 this year which was the first day of the Rotary year and would end on June 30, 2023 From then on, the organization hit its ninth streak of delivering health services in particular places in the Philippines, specifically those classified as geographically isolated and disadvantaged areas (GIDAs) taking into consideration that not enough medical services reach these locations.

Vitangcol underscored that they do not intend to halt their health caravan, seeing the number of beneficiaries from their extended services.

She stated that her organization is dedicated to help the Philippine government heed the medical concerns of the citizenry.

“Sa gobyerno, hindi kaya lahat ng problema sa komunidad ay natutugunan so bilang kami ay nongovernment organization, kami ay nakipagpartner sa government para kami ay makabigay at makabahagi ng kung anuman ang kaya namin,” said Vitangcol.

[With the government, not all problems in the community can be addressed so as we are a nongovernment organization, we partnered with the government so that we can give and share whatever we have.]

Rotary District 3870 Governor Angelo Ladub, on the other hand, stressed that this caravan was under the major goal borne by his organization since its inception which is to aid needy citizens.

“Ating unang-unang tinitingnan ay kung ano ang maitutulong ng Rotary sa mga tao. Hanggang ngayon, we are helping people who are in need, lalo na dito sa Marawi because of what happened here a couple of years ago,” he said.

Highlighting a wonderful experience brought about by the dedication of a non-government group, Ladub heartened the populace in the city to join his organization and take part in carrying out their noble mission.

He stated that it does not matter whether one is welloff or not as what is important is the service to be rendered.

“I am inviting everyone who has a good heart, not necessarily with a good pocket. You can help in terms of services. Iniimbitahan ko kayo sa [I am inviting you to the] Rotary. It is time to give back. Tulungan natin ang mga nangangailangan [Let us help those who are in need],” said Ladub.

Winners emerge from Lanao Norte Qur’an reading competition

BY RASHID M. DATU ILIGAN CITY – Qur’an reciters from the municipalities of Pantar and Tagoloan have emerged champions in the 58th Lanao del Norte Provincial Qur’an Reading Competition on Wed., Jan. 25, held at the Municipal Gymnasium of Kauswagan, Lanao del Norte.

Aleem Monib Mangilala, chair of the Competition’s Board of Judges, told Philippine Muslim Today Mama Samir Gulam of Pantar grabbed the first prize for the male category while Akisa Mangikis of Tagoloan won the first prize for the female category.

Aleem Mangilala said the two champions aside from receiving cash prizes will be granted a Hajj Journey (Pilgrimage) to Mecca.

He said the previous winners (taspiah) Abdul Azis Mamondiong for male category and Solaica Sultan for the female category will represent the province in the forthcoming national Qur’an reading competition.

Other winners in the provincial Qur’an reading tilt are -Male Category: Mohammad Nour H. Cali (Tagoloan), 2nd; and Daud Polangi (Kauswagan).

Female Category: Lily Masorong (kauswagan), 2nd; and Junaida Dansal (Munai), 3rd.

Male and female Qur’an reciters coming from 14 municipalities of Lanao del Norte competed and vied for the top spot to get the chance to represent Lanao del Norte at the National Qur’an Reading Competition (NQRC) and be sent to embark on a sponsored spiritual Hajj to Mecca.

One killed, 4 wounded in a firefight in Marantao, Lanao Sur M ARAWI CITY, Lanao del Sur — The most wanted person in Marantao, Lanao del Sur was killed and four were wounded in a firefight that ensued between police operatives and the suspects in the municipality on Thursday, Jan. 26.

“They were in stable condition,” he added.

Daculan said Cadaver of the suspect was claimed by his relatives and the arrested persons, and the recovered pieces of evidence were brought to Marantao MPS for proper disposition.

DND chief cites need to boost disaster response capabilities

ANILA – Department of National Defense (DND) Secretary Carlito Galvez Jr. on Monday cited the urgent need to further boost the country's disaster response capabilities to mitigate the effects of climate change.

"We need to also strengthen our country's disas-

ter response effort due to climate change (as) areas that haven't experienced flooding are now being submerged with water. We have to act on this concern (at the) soonest possible time before it's too late," he told DND officers and employees during flag-raising ceremonies at Camp Aguinaldo, Quezon City.

Galvez also cited as examples major typhoons that struck the country in the latter part of 2022 and the shear line that dumped rains and flooded many of the regions during the Christmas season. "(We) have seen the major devastation caused by the typhoons last year and also the shear line that we don't know why it happened, it better to be prepared than to be sorry," he added.

Aside from beefing up its disaster response calamities, Galvez said there is also a need to strengthen the country's civil and national defense capabilities particularly in the area of cyber security.

"It's now a major global concern. To do this, the DND must continue to build and strengthen bilateral, trilateral partnerships with our international part-

and security efforts being carried out nationwide.

He added that this level of cooperation was done during the height of the Covid-19 pandemic.

Nearly 600K new voters register within a month

By FERDINAND PATINIO MANILA – Close to 600,000 new voters are among the one million applications received by the Commission on Elections (Comelec) since the registration period resumed in December last year.

To date, 597,655 registered as new voters, including 264,994 aged 15 to 17 and 268,425 aged 18 to 30, according to Comelec data.

The Comelec has received 1,029,212 applications for different processes since the resumption on Dec. 12, 2022 and the kickoff of the Register Anywhere Project in selected malls, universities and government agencies on Dec. 17, 2022.

Aside from registration of new voters, the poll body also accepted applications for transfer registration from another city/municipality, 232,264; transfer within the same city/municipality, 58,215; transfer with reactivation, 10,300; transfer with reactivation and correction of entries, 3,576; and transfer with correction of entries, 11,684, among others.

The registration period will run until Jan. 31.

Meanwhile, the Bureau of Jail Management and Penology (BJMP) conducted registration for at least 300 inmates of the Manila City Jail Male Dormitory on Saturday.

In a statement, BJMP chief Allan Iral said there are 66,244 persons deprived of liberty (PDL) who are eligible voters out of the total 126,680 in 478 jail facilities nationwide.

Of the total, 27,741 are newly registered.

"It is our duty, as a government agency, to ensure that all citizens, regardless of their circumstances, have a voice in the democratic process,” Iral said. “We encourage all PDL to register and make their voices heard on election day.” (With a report from Lloyd Caliwan/ PNA)

BOC-CDO foils smuggling of cigarettes worth P160M

More reasons to kick out POGOs than let them stay: solon MANILA – There will be plenty of reasons to help the government decide on the total ban on Philippine Offshore Gaming Operators (POGOs).

Aside from a minimal impact on employment and contribution to the tax collection, Senator Sherwin Gatchalian said they will legitimize their recommendation to kick POGO out once the Committee on Ways and Means finishes its report and wraps up the hearings, which resume Monday at 10 a.m.

“Bibigyan namin ang Pangulo ng maraming good reasons. Una, hindi kalakihan ang domestic employment na nalikha ng POGO dahil halos 90 percent ay mga foreign worker, mostly Chinese. Ikalawa, ang POGO sa ngayon walang epekto sa ating ekonomiya. Maraming dahilan at nakalatag na sa ating (We will give the President a number of good reasons. One, there is minimal domestic employment created by POGOs since nearly 90 percent of their employees are foreigners, mostly Chinese. Second, POGOs as of this moment have no economic effect on us. We have a number of reasons contained in our) committee report,” Gatchalian said in a radio interview on Sunday.

On reports that an estimated 20,000 local employees will be displaced once POGOs are banned, Gatchalian said most of them are information technology experts and customer service experts who can be accommodated in the business process outsourcing (BPO) industry.

In a previous interview, he said instead of POGO, sustainable and long term foreign direct investments like BPO should be encouraged to come to the Philippines.

“Ang BPO walang crime pero matagal na siya.

Almost 20 years na dito sa ating bansa (BPO has no crime but it’s been here a long time.

Almost 20 years). We want to attract the right investment,” he said.

During a media briefing in Zurich, Switzerland on Friday

after his participation at the World Economic Forum in Davos, President Ferdinand R. Marcos Jr. said if it is determined that the continued stay of POGOs is not worth it anymore, the ban is possible.

“It depends what the purpose is on banning them or removing them because the problem when in reference to POGOs, the problem are the illegal ones, not the legal ones,” Marcos said.

“The legal ones pay their bills, pay their taxes and you know those, ‘yung mga video na nakikita natin nagpapatayan na, ‘yun mga illegal ‘yun. Kaya ang

dami na natin pinaalis na illegal. Nagsara kami ng mga illegal POGO at dineport na lahat nung mga kanilang tao (the videos we saw that involved killings, those are the illegal ones. That’s why we’ve kicked out some. We shut down POGOs and deported their staff).”

Gatchalian said Monday’s hearing will touch more on the Philippine Amusement and Gaming Corporation’s (PAGCOR) third party auditor and the taxing of foreign workers, but would no longer affect the committee report.

The third party auditor, Gatchalian said, should see to it that taxes are properly collected.

“Walang mababago sa committee report. Finishing touches na lang. With or without hearing, may recommendation na kami. Ninety percent tapos na.

Gusto lang namin marinig ang paliwanag ng PAGCOR (There will be no changes in the committee report. Only the finishing touches are left. With or without more hearings, we already have the recommendations. It’s 90 percent finished. We only want an explanation from PAGCOR),” Gatchalian said.

MANILA – The Bureau of Customs (BOC)-Port of Cagayan de Oro recently foiled an attempt to smuggle two containers of cigarettes valued at PHP160 million.

In a statement, District Collector Alexandra YapLumontad said the shipments underwent a spot-check examination at the Mindanao Container Terminal Port, PHIVIDEC Compound in Tagoloan town, Misamis Oriental province on Jan. 18, where they discovered the illegal items.

The shipment contained "New Berlin" cigarettes in 2,000 master cases.

The shipment arrived on Dec. 16, 2022, from China, which was declared by the consignees as "personal effects."

Warrants of Seizure and Detention (WSD) will be issued for the smuggled cigarettes for misdeclaration.

The examination was conducted by the assigned customs examiner and witnessed by BOC officials, Philippine Drug Enforcement Agency 10, and a Chamber of Customs Brokers Inc. representative.

The shipments underwent examination after a joint request from Customs Intelligence and Investigation Service (CIIS CDO and Surigao Field Station) led by lawyer Justin Geli and Enforcement and Security Service CDO (ESS CDO) led by S.P./Capt. Abdila Maulana Jr. The BOC official issued a Pre-Lodgement Control Order (PLCO) against the subject shipment for possible violation of Section 1400 of Republic Act 10863, or the Customs Modernization and Tariff Act.

Assalamu Alaikum Warahmatullahi Wabarakatuh!

My greetings of peace to everyone.

Looking back on our decades of struggle to achieve identity, liberty, and harmony as Bangsamoro people, it now seems almost unimaginable to have reached this point of inclusive and meaningful progress that we all enjoy today. On this fourth anniversary of the creation of the Bangsamoro Autonomous Region in Muslim Mindanao, allow me to join the entire region with sincere joy and gratitude in affirming that we have genuinely delivered what we had promised when we created the BARMM Government in January 2017. The past four years have been so meaningful for all of us. There have been challenges and successes, like the emergence of COVID-19 and the extension of the transition authority, to name a few. But what has prevailed is not only our resilience but also our innovative and collective approach to fulfilling our mission of empowering communities and self-governance.

As I count the years that have passed under this administration, I attribute our success to the commitment of the government of the Philippines to what had been stipulated and decreed in the Bangsamoro Organic Law. This success is also attributed to many actors and players, such as civil society organizations, international nongovernment organizations, development partners, and friends in pursuit of peace. Another reason for our celebrated success is the warmth and dedication of the Bangsamoro people. The symbiotic relationship between these stakeholders made our endeavors more inclusive and sustainable.

The Bangsamoro Foundation Day is significant for each Bangsamoro. It was and remains our duty to empower the Bangsamoro Government, allowing us to preserve, defend, and deliver the benefits of peace to those who will come after us. Year by year, our commitment to leave perpetual and sustainable accomplishments reflects the foundation of this leadership. Inspired by the cause of those who fought alongside us, we are motivated to serve the people of today and leave a legacy for the future Bangsamoro.

In finality, faith in Allah SWT is the rock on which our vision, mission, and objectives were built. As we continue to count the meaningful years that we all experience under this government, we must all continue to submit our goals and achievements to Allah (SWT). We must all move forward and maintain an inclusive, advanced, and morally governed Bangsamoro Autonomous Region.
