A wide variety of news this week We hope that the registered voters of Livingston County will take the time to go to the polls on Tuesday, April 4, and cast a vote for the county sales tax proposal authorizing a one-half-ofone-percent sales tax. Our present and past Livingston County commissioners have joined forces to present many public meetings and speak to numerous clubs and organizations across our county in regard to the tax question. Presiding Commissioner Ed Douglas recently pointed out during an interview on the Chatting With Chuck program on KULH (The Wave) that the increase would cost the average Livingston County family approximately $8.75 per month. The annual revenue from the tax, if approved by voters, would be used to pay for increased prisoner/jail expense; improve county roads and assist the city with mutual interest roads such as Litton Road, help with the shortfall of 9-1-1emergency management, as well as building and facilities needs for the court house, sheriff’s office, and road and bridge barn; and to build a badly needed operating reserves fund. A good-deed story developed recently when Livingston County farmers as well as organizations and groups teamed up to gather supplies to be taken to assist
Kansas farmers after wildfires stripped their land and killed their cattle.

Large bales of hay, fencing supplies and other items were gathered and sent by truck last week. Among those helping were Tyler Jones, Zane Jones, Jason Snyder, Aaron Bunnell, Jonathan Cooper and many other farmers who willingly gave their time, trucks and trailers and hay to be delivered to the Kansas farmers. The hay will provide food for the farm animals. No more than getting Chillicothe’s newest eating place (Jay’s Burger Dive) open, owner John Dawson announced that he has leased property in the north part of Chillicothe and has plans to open a specialty
coffee shop and ice cream business. Dawson says he will use the former Bank Midwest Drive-In on Park Lane to sell various ice cream treats and multiple choices of coffee. It will be strictly a drive-thru and walk-in facility and he hopes to have it up and operating in the next couple of months. An excellent crowd was on hand last week at the Comfort Inn & Suites for the legislative forum presented by the Chillicothe Chamber of Commerce and Visitor’s/Tourism Bureau. Senator Denny Hoskins of Warrensburg and State Representative Rusty Black of Chillicothe gave a midsession update on key legislation as well as fielding questions from the audience in regard to some of the 1,500 bills introduced in the House and 600 in the Senate. Representative Black also spoke the day before in Trenton at the quarterly meeting of the Green Hills Regional Planning Commission that included county commissioners, mayors and city managers as well as other city officials. Attending from Chillicothe were Presiding Commissioner Ed Douglas, Mayor Chuck Haney and Troy Figg, who is the refuse director for CMU and a member of the Solid Waste Committee. Turkey hunters can expect success By Steve Shoot Outdoor writer
Even though last year’s brood surveys resulted in tying the worst hen-to-poult ratio since 1959, it is predicted that area wild turkey hunters will still have a fairly good spring season this year. “This spring we’ve seen a noticeable drop in the number of jakes,” said Jason Isabelle, Resource Scientist with the Missouri Department of Conservation (MDC). “We won’t see a big drop in the number of gobblers taken this year, but in 2018 and 2019 there will be a difference.” Isabelle did add that the 2015 hatch was “not poor, but not that good either.” The easiest gobblers to fool into coming into a call are those in the 2-to-3-year-old range. With a so-so hatch in 2015, followed by a record-tying poor hatch in 2016, hunting for this special bird will be a challenge next season. “If we can bounce back this year with a good strong hatch, we’ll be okay,” stressed Isabelle. “One bad year won’t break us.” Last year hunters across the state bagged 48,354 gobblers during the 21-day season. Isabelle said the number of turkeys taken by hunters statewide may be down a little in 2017, but the numbers in north central Missouri are expected to be up. “The number of wild turkeys tagged in the north central part of the state has increased nicely for five consecutive years,” Isabelle said. “This covers an area from Mercer County right on down to Livingston County.” Isabelle said he expected the harvested number of birds
to be about the same as last year in the northwest part of the state but to drop in the northeastern counties this spring. The strongest wild turkey numbers, according to Isabelle, will be in the Ozark Border region, between the Ozarks and the west prairie areas. Another strong area will be from the Western Ozarks region to the Union Breaks region. This is an area located in the middle of the state just south of the Missouri River eastward to the Mississippi River and on down to Cape Girardeau. The MDC is estimating that Missouri currently has a wild turkey population that totals around 320,000 birds. “It’s a pretty safe bet that Missouri has one of the largest populations of wild turkeys in the country,” said Isabelle. “And, in terms of the spring season, we are usually ranked number one in wild turkeys harvested. Occasionally, we will drop to number two or three, but most of the time we are ranked number one.” While flooding wasn’t a major problem across the state last year, the spring rains that do fall are always a problem for nesting birds. The wetter the hen gets while laying on her eggs, the more odor she produces. The stronger the odor the hen produces, the easier it is for the predators in the area to locate and destroy the nest or the very young, defenseless hatchlings. “You also don’t want the poults to get too cold and wet, because they will succumb to hypothermia and it also makes it easier for predators to find them,” Isabelle said. The ultimate nesting season for wild turkeys involves warm, dry weather, especially the last week of May and the first two weeks of June. “That three-week period is critical for the survival rate

of the young poults,” stressed Isabelle. Once again there is a special youth season this spring. The weekend of April 8-9 will allow hunters who are ages 6-15 to get a first crack at the big birds. Shooting hours during the youth season are from onehalf hour before sunrise to sunset Central Daylight Time. The limit is one male turkey or turkey with a visible beard. If the young hunter takes a gobbler during the youth season, they cannot take a second bird until Steve Shoot Monday, April 24. The regular spring turkey season begins Monday, April 17 and runs through May 7, with shooting hours beginning one-half hour before sunrise and running until 1 p.m. each day Central Daylight Time. Hunters can take a total of two male turkeys or turkeys with a visible beard. The hunter can take one turkey during the first week of the season April 17-23. If a bird is not taken the first week, then the hunter can take two birds during the second or third week, which runs from April 24-May 7. However, you cannot take both birds on the same day. Natural cover makes for effective blinds

It was more than 25 years ago that I first spent a March weekend on the back of our farm with a chainsaw, dropping locust trees that were attempting to establish themselves on my hay fields. If you’ve never taken on such a project, it is an occasionally painful experience, regardless of how careful you are in handling those thorn-filled trees. While I was out there, I noticed a number of 4-to-6 foot cedar trees had also begun to work their way along the edges of the field. So, I cut a number of them, as well, and while I was dragging them back into a more secluded area in the adjacent timber, I realized these cedar trees would make excellent cover for a “natural” blind for the upcoming spring turkey season. I switched direction and began dragging the cedars with my ATV to a couple of areas on my farm that had shown some wild turkey activity over the past couple of seasons. I laid the cedars in
such a way as to allow me to put my back up against a big, mature oak tree. I piled the cedars high enough to provide good cover from essentially my armpits down. In this way, I could move a little and not be seen as easily by any approaching toms.
‘I switched direction and began dragging the cedars with my ATV to a couple of areas on my farm that had shown some wild turkey activity over the past couple of seasons.’ My wife and I had purchased the property in October of 1989 and while I had taken a number of turkeys during the following spring seasons, they had all been bagged on other properties that I have permission
to hunt. I was determined to take a big bird off my place.I ended up preparing three different cedar blinds that weekend. I did add a couple of big dead branches around the outside of each blind to give it a little more natural look. Then I had a long five weeks to wait before opening day in late April. As it turned out, I couldn’t get off work on opening day and the next couple of days involved lightning and rain. I finally was able to head to the back timber on the northeast side of our farm and set up. I placed two hen decoys and one jake decoy about 20 yards in front of me and waited until the sun began to approach the horizon in the eastern sky. About 1520 minutes before legal shooting hours, the gobblers in my timber began to let loose. I still remember a pair of geese flying low just in front of me, barely clearing the treeline and “honking” like crazy. This just fired up the gobblers even more and I sat there enjoying the awakening of the timber, knowing that I was
in a good spot that morning with the potential to take my first gobbler on our place. When my watch revealed that legal shooting hours had arrived, I slipped a call into my mouth and grabbed my box call. I started with the box call, followed by a series of yelps from my mouth call. I was immediately rewarded with a booming gobble directly across the field. I hit that gobbler with another series of yelps. The tom responded with several gobbles and I saw him fly out of the timber and into the field, about 100 yards away. He began to run like crazy right at the decoys. I already had my trusty
12-gauge in hand as I waited for the gobbler to move into shooting range. Then a funny thing happened.

as he hit the ground. This went on for a minute or two, so I decided to softly combine, what I hoped would be, some seductive purrs and yelps. He went crazy. Gobble after gobble boomed from the big tom, but he still wouldn’t come in. So, I hit him with some more soft calls and I got an immediate, but unexpected, response … from about 30 feet above me in the tree I was sitting against. It sounded like a gobbler that had swallowed a gobble. The gobbler above me had obviously been aware of my presence for some time. It knew something was down below it, but apparently it hadn’t been
spooked enough to bail out of the tree and fly away. The bird above me had finally responded to the other gobbler in front of me pacing back and forth on the ground, but he was still concerned with what sat below him behind the pile of cedar trees. He just couldn’t hold back any longer. A few short seconds after the aborted gobble, the big bird did finally bail out of the tree and fly away to the west of me. As soon as that bird left the tree, the other gobbler made a beeline right at the decoys and I was forced to defend the decoys. The tom weighed just a little over 23 pounds and we ended up
enjoying that bird with our family on Thanksgiving. After the hunt, I rationalized that the gobbler I had taken was not the “boss” gobbler in the timber. Evidently, the big boy who had been roosting in the tree above me was the “head honcho.” It’s mid-March as I write this and I will be grabbing my chainsaw in the next few days and putting together some more natural cedar turkey blinds. I enjoy hunting out of pop-up blinds too, but sometimes the hunt just seems to go a little better with the natural cover. Plus, you get rid of some pesky cedar trees. Not all cedar trees have to go into the pond for crappie cover. Good hunting this spring. More Outdoors, Page 10

Kids Fishing Derby scheduled for June 3 The Second Annual Kids Fishing Derby will be held Saturday, June 3, on the west side of The Baptist Home, located just north of the Green Hills Golf Course in Chillicothe. The event is co-sponsored by the North Missouri Sportsman’s Alliance and the Missouri Department of Conservation. The fishing derby will
run from 9 a.m. to 1 p.m. and be held at the large pond located between the main Baptist Home complex and U.S. Highway 65. It is located directly across the highway from FCS Financial, 2880 North Washington Street. “Every youngster 15 years of age and under will receive a free gift when they
register,” said Steve Shoot, president of the NMSA. “More prizes will be drawn from the names of those who register at the end of the event.” “Registration for the fishing derby will begin at 8:30 a.m. …,” Shoot said, “ … and only those present will receive the gift.” “It is important to note,
this isn’t a competitive fishing tournament,” Shoot said. “We just want the kids to have a good time.” Last year’s fishing derby drew more than 50 young anglers, who caught bluegill, bass, and channel catfish. “Just like last year …” Shoot said. “… only the younger members of the
family will be allowed to fish.” Adults will be allowed to help the kids cast, and, if needed, provide minimal assistance when a fish is being brought to shore. There will be a few other activities available for those youngsters who get a little bored. The MDC will also be providing fishing poles,
equipment and bait for those young anglers who don’t have any tackle. “Plus, a free hot dog and chip lunch will be provided to those who attend and participate in the event,” Shoot said. “We just want to make it a fun day for families and their children and grandchildren,” Shoot said.

Whenever an individual purchases a new permit, the updated information is automatically accessible through these one-time-purchase cards. Conservation agents can scan the new cards to verify active permits. Buyers of the Permit Card even get to customize the cards through four different background images: a smallmouth bass, a whitetail buck, a mallard duck, or a bluebird. There are currently three different ways in which an individual can purchase the new cards. They are: online at mdc.mo.gov/buypermits ($2 online fee), from permit vendors around the state, or through the MDC MO Hunting and MO Fishing free mobile apps. Buyers will get a confirmation document at the time of the purchase and the plastic permit card will be mailed. The new Permit Card must be signed on the back to validate it as a proof of permit. online at: mdc.mo.gov/ buypermits, or through the permit vendors around the state, the MDC mobile app,
or by contacting any MDC regional office. There are five instances in which the new Permit
Card cannot be used. They include: 1. Deer and wild turkey hunting permits. This
is because of the permitnotching requirements and Telecheck steps required for deer and turkey hunting permits. 2. The new Permit Card also cannot be used as a form of permit proof for deer and turkey hunting. 3. The new card cannot be used as proof of daily trout tags at trout parks. Anglers will still need to purchase and wear their daily trout tags. 4. The new Permit Card cannot be used to show possession of a federal duck stamp. Waterfowl hunters must still carry the document verifying the purchase of a federal duck stamp or the actual stamp. 5. The new permit cards do not replace commercial permits and lifetime
permits. These must be purchased through the MDC’s Permit Services Unit by calling 573-751-4115. The new Permit Card does replace the current Heritage Card and new Heritage Cards will no longer be issued. The existing Heritage Cards will still be valid for hunter-education verification, purchasing permits and discount, but will not be legal as a permit. New Permit Card holders will receive a 15 percent discount on merchandise purchased at MDC facilities and through the MDC’s online Nature Shop at mdcnatureshop.com. MDC Hunter Education graduates will receive a Permit Card instead of the discontinued Heritage Card at no additional cost.

Knights of Columbus members and other volunteers have had large crowds at each of the previous three Friday night events that are held in the cafeteria, or you can get drive-thru service in the north school parking lot. Senior Whitney Clampitt of the Chillicothe Lady Hornets basketball team racked up another honor by being selected to the Missouri All-Star team that will square off against the Kansas All-Stars on Friday, April 7 at Shawnee Mission South High School. Team
selections were announced by the Greater Kansas City Basketball Coaches Association. Clampitt, who was an unanimous choice on the Midland Empire Conference team announced recently, was the Lady Hornets’ top scorer for the season. Clampitt will be joined by her high school coach Darren Smith, who is one of four coaches from Missouri and Kansas named to coach the 15-member Missouri All-Stars. Smith led the Lady Hornets to a District 4 title as well as the MEC championship this past season. Doors open at 5 p.m. for the girl’s game at 6 p.m. at the Kansas school and the
boy’s game will follow at 7:30 p.m. Tickets are sold only at the door the day of the event. The game can be seen on Chillicothe Zito cable channel 26 or 97.2 on the HD channel. Uclicktv. com of Chillicothe will carry the basketball awards show on Thursday, April 6. Lastly, congrats are in order for the Bishop Hogan fifth- and sixth-grade basketball team which won titles in both divisions of the recent Bishop Hogan Invitational. The Bishop Hogan boys, coached by Todd and Mary Mathew and Brian Hecker, defeated the TinaAvalon girls, and the Bishop Hogan girls, coached by Jason Montgomery and Julia Reeter, defeated Braymer.
I enjoyed doing the public address announcing and watching great grandchildren Kaden Cranmer and Kaylynn Cranmer play on the Bishop Hogan championship teams.
I had the pleasure of visiting with Lions Club members from 22 counties that were at the Comfort Inn & Suites in Chillicothe recently for their annual District 26 Convention. I had the
pleasure of again doing the official welcome to our city and told the group of a few of Chillicothe’s recent highlights. I have already told you more than I know.
