What a great day to be a Scout! The Cradle of Liberty Council celebrated many successes in 2023, none of which would have been possible without the support of our volunteers, donors, families and Scouts. It is because of our community’s love and unwavering dedication to Scouting that the Cradle of Liberty Council continues to serve nearly 10,000 youth within Philadelphia, Montgomery, and Delaware counties as they learn and grow into their best selves.
Thanks to YOU, the Cradle of Liberty Council had much to celebrate in 2023:
·The Council experienced another consecutive year of membership growth with 3.7% more families participating in Scouting programs, with an astounding retention rate of 81%. In 2023, the Council’s female Scout participants increased 25% and its ethnic diversity increased by 21% making our membership as diverse as it has ever been.
In 2023, thousands of Scouts representing every state attended the 2023 BSA National Jamboree. The Cradle of Liberty Council contingent was amongst the largest and it was the most diverse contingent of Scouts from any Council. Notably, the first female participant to ever step off the bus to attend a National Scouting Jamboree at the Bechtel Summit Reserve was from the Cradle of Liberty Council.
·The Cradle of Liberty Council Scouts organized and completed projects that contributed to more than 62,000 hours of service to benefit our local communities.
·The Cradle of Liberty Council kept the “outing” in Scouting successfully serving more than 4,062 youth through quality outdoor programs, more than a 20% increase over 2022. That number is poised to increase again in 2024 as there are currently 400 more Scouts signed up for camp this year than at this time last year.
As members, volunteers, alumni, contributors and supporters, we can all take pride in the success of our Scouting program and the unparalleled experiences we are providing to youth in Philadelphia, Montgomery, and Delaware Counties. We are thankful you have chosen the Cradle of Liberty Council to dedicate your time, your talent, and your treasure.
The Cradle of Liberty Council is focused on our purpose of changing lives and communities for the better. Our programs have never been more diverse, inclusive, or needed, and keeping our Scouts safe is a top priority. We are always looking for innovative ways to introduce Scouting to all youth, no matter their interests or background. There is no greater gift than watching our Scouts grow into strong, educated and ambitious young men and women who are making a positive difference in the communities where they live, work and play.
We are truly pleased by the equal opportunity that Scouting offers boys and girls, brothers and sisters, ultimately making our character-building program a viable and accessible option for all young people. After-School Scouting brings Scouting programs to every neighborhood despite barriers such as lack of present adults, unsafe communities for evening programming, and low-income families.
The Scouting program is delivered by hired mentors and teachers called “Program Specialists” in after-school settings at targeted schools or community organizations. Our goal is for each Scout to achieve at least one Scout rank advancement per year, attend camp, and develop a variety of skills that will last a lifetime.
Musser Scout Reservation is located along the Unami Creek on over 1,400 acres of Marlborough Township, Pennsylvania. It is part of the largest contiguous forest in Southeastern Pennsylvania. It includes Camp Hart, Camp Delmont, and Camp Garrison.
Facilities at the Musser Scout Reservation serve as the home base for Cub Scout summer camp, outdoor learning, leadership development, and good old-fashioned fun!
Exploring provides professional mentors and onsite career experiences to more than 225 young men and women ages 14-21. Reputable companies throughout the Philadelphia Area host Exploring groups (Posts) that meet weekly during the school year to teach young people about a particular vocation. Posts include PECO, the Philadelphia Fire Department, the Philadelphia Police Department, Boeing, and MORE!
Scouts participating in our STEM programs are engaged in hands-on learning and receive mentorship on STEM-related topics, careers, and fields that are so crucial to the success of our future workforce. Exposure to these critical topics outside the classroom engage youth in key learning areas, with the goal of fostering higher interest and comprehension in related academic subjects.
Situated in the beautiful Pocono Mountains, Resica Falls Scout Reservation is a 4,200-acre Scouting paradise. Set in an endless track of mountain trails, clear streams, and waterfalls, Resica has an amazing program of activities for Scouts to enjoy during their summer camp experience and beyond. This paradise is home to hundreds of different trees, plants, and animals, and to over 3,000 Scout campers each summer.
The Outdoor Adventure Lab was launched in 2022 based at Musser Scout Reservation to offer outdoor education and recreation year-round for Scouts and non-Scouts of all ages.
The Outdoor Adventure Lab offers group outings for all ages, family friendly weekend events, 6 week summer day camp and school trips.
CONTRIBUTING CITIZENSHIP AND ENVIRONMENTAL STEWARDSHIP:
Scouting provides young people critical training and opportunities to become contributing members of the community and inspires them to fulfill their civic responsibilities such as political awareness, community service, and environmental stewardship. Scouts report more than 65,000 hours of community service across Greater Philadelphia annually. As a steward of nearly 7,500 acres of wilderness in Eastern Pennsylvania, the Council engages Scouts and volunteers in conservation projects in partnership with State and Federal Agencies and the Natural Lands Trust. Since 2012, the Council has completed more than $250,000 in projects to preserve the habitat of endangered species, improve the health of its forests, and combat invasive species.
MENTAL & PHYSICAL WELLNESS:
To Scouting, "physically fit" means to prepare one's body for a lifetime of great adventures by eating nutritious foods, making positive lifestyle choices, and being regularly active. Scouting curriculum teaches young people how to plan and prepare healthy meals and introduces a variety of low-to-no-cost lifestyle sports to participants such as hiking, canoeing, and cycling to help them find a passion that will keep them fit throughout their lives. In a recent survey, 77% of participants reported that Scouting increased their level of physical activity.
LEADERSHIP:
Scouting aims to prepare today’s young people to be the next generation of ethical community leaders. Program curriculum introduces youth to ageappropriate leadership experiences as they advance through the program and a variety of situations that require them to take risks and solve problems. Tenured participants have the opportunity to lead a group of their peers and hold positions of responsibility at their local group as well as attend a weeklong National Youth Leadership Training Course (NYLT) that provides best practices and techniques to be an effective leader. NYLT is taught by older Scouts who have already completed the course and want to put their knowledge into practice. 73% of Scouts BSA members report having a leadership opportunity in the last 12 months.
CHARACTER:
In 2012, the John Templeton Foundation granted Cradle of Liberty Council $5M to partner with Tufts University to study Scouting's impact on youth development. For three years, Tufts University surveyed 1,800 Scouts from diverse backgrounds and a comparison sample of 400 boys not in Scouting. By their third year in the program, Scouts reported significant increases in intentional self-regulation, hopeful future expectations, and character traits such as trustworthiness, kindness, and obedience. There were no significant increases among non-Scouts and in some cases non-Scouts reported a decrease in these areas. Scouts also reported higher levels of prosocial values (helping others, doing the right thing) than non-Scouts.
STEM:
STEM is a key area of Scouting’s program curriculum. While Scouting is wellknown for its environmental science focus, it also incorporates opportunities for Scouts to learn about chemistry, electronics, computer programming, and other STEM fields. In a recent survey, 87% of Scouts BSA members reported that Scouting increased their knowledge in STEM-related fields.

When young people attend one of our camps they get to learn new skills, make friends, and gain lifelong memories. At Resica Falls we also had nine Scouts go through the SEEK Program. There they spent three weeks taking on challenges with a focus on learning how to teach new skills and become leaders, not only at camp, but in their personal lives as well. Our camps are not only a fun summer activity they’re, a life changing experience.
A “campership” is a grant given to a youth member to help with the expenses of attending a summer camp.
The Cradle of Liberty Council Camperships exist to help provide life-changing camping experiences for Scouts who, because of financial challenges, may not otherwise be able to attend a summer camp opportunity. Summer outdoor adventure changes lives through recreation, friendship and experiences; summer camp cultivates skills and values needed for success in the future.

One of our very own, Skye, an Eagle Scout from Troop 3244, took part in a historic event. Skye was a part of the Cradle of Liberty contingent that attended the National Jamboree at the Summit in West Virginia. Not only was this the first ever female troop to attend the Jamboree, but Skye was the first female to step off the bus!

SCOUTS BSA , formerly Boy Scouting, is the traditional Scouting experience for young men and women in the fifth grade through high school. The program name changed in February 2019, when it welcomed girls for the first time in history. However, the focus remains the same Service, community engagement and leadership development are core as youth lead their own activities and work their way toward earning Scouting’s highest rank, Eagle Scout
VENTURING is a program for young men and women in high school and college designed to help them grow as adults through educational and recreational experiences focused on high adventures and leadership
EXPLORING is a worksite-based career education program for young men and women ages 14 to 20 . With the support of local businesses and the community, Explorers develop social, leadership and professional development skills
SEA SCOUTING is a co-ed program for young people ages 14 to 20 . For more than 100 years, Sea Scouting has promoted better citizenship and improved members’ boating skills through instruction and practice in water safety, boating, outdoor, and social skills, service experiences, and knowledge of our maritime heritage
