WELCOME - Our 6th Year of Tiny Home Expos

Back when the Expo was first conceived in 2019/2020, there was a lingering suspicion that tiny houses might just be a fad — a cute, Instagrammable fantasy lifestyle. A phase. A “look at my adorable cabin in the woods” moment. Then Brisbane 2021 happened. Our very first Tiny Home Expo event. A complete sell-out. And it became clear that tiny homes weren’t a fad — they were a movement, an option, a necessity, and a viable solution.

Since then, the Expo has welcomed more than a quarter of a million people through its gates, inspired dozens of new builders and businesses, supported advocacy efforts, introduced new services, and shown Australia an entire world of possibility — all tucked inside 15–35sqm of space. As the organiser, it has certainly been a learning curve. While everyone else is admiring dreamy lofts, clever architecture and beautiful design choices, I’m usually knee-deep in tiny house regulations — and on top of that, council event paperwork: maps, checklists, hazard analyses… you name it. (If rules and legislation ever become an Olympic sport, I will be bringing home gold for Australia.) Beyond the endless admin, I feel

incredibly fortunate. I get a privileged view of the people behind the homes — the builders, the buyers, and the community of helpers who guide others into their tiny house life. I often receive calls from someone, somewhere in Australia, who assumes we are a tiny house builder and is ready to purchase. Instead, they receive a five-year crash course in everything they didn’t know they needed to know. Or someone rings because a neighbour or council has thrown a spanner in the works. (I can’t deny it: I do enjoy a good council tussle — because every win clears the path a little more for the next pioneer.) Then there are the builders enquiring about exhibiting. They proudly list every detail of their joinery, cladding, tiles and cabinetry — and I gently remind them that visitors aren’t choosing between “white subway tile” and “a timber feature wall.” Visitors are choosing a builder, not just a house. Tiny homes are deeply personal, and people want to trust the human building their future retreat, homestead, holiday stay or forever home. Yes, every builder can add storage, adjust a wall or create stunning features — but only you can bring your personality. That’s what people connect with. This is why time spent at the Expo is so rewarding. You’re not just browsing homes — you’re meeting the very people who may walk alongside you on your journey. In the speaker area, you’ll hear

Regular questions that come to our office, and are seen on various Tiny house Community Forums, and also asked in our Speaker Hall... WHAT'S THE BIGGEST MISCONCEPTION ABOUT TINY HOUSES?

That the house is usually the problem. In reality, most questions aren't about the tiny house itself they're about where it can be legally placed and how it fits within existing planning rules. Once people understand that distinction, the approval process makes much more sense.

Not necessarily. There is currently no specific building code written specifically for tiny houses on wheels. The National Construction Code was developed for conventional buildings, not mobile dwellings under 50m². This doesn't mean tiny houses can't be built to a high standard—it simply means buyers should do their homework. Choose builders with established websites, real customer reviews, social media, display homes or expo appearances, proper contracts, and certified electrical, plumbing and gas work where required.

ARE TINY HOMES ILLEGAL? No. Tiny homes are not illegal, but they are subject to local planning and council rules.

CAN I BUY LAND AND PUT A TINY HOUSE ON IT? Not automatically. Owning vacant land doesn't give you the right to place a dwelling on it. Councils assess things like emergency access, environmental impacts, wastewater, bushfire and flood risks, and how the proposal affects neighbouring properties. If there's already an approved primary dwelling on the land, placing a tiny home as a secondary dwelling is often a much simpler pathway.

DO COUNCILS ALLOW TINY HOUSES? DO I NEED A PERMIT? Most councils don't formally recognise "tiny houses" as a separate housing category. Instead, they assess them under existing planning rules, often as caravans, movable dwellings or dwellings, depending on the circumstances. Every council has its own planning scheme, so

requirements vary across Australia. Some states have introduced more supportive policies than others, but it's always worth checking with your local council before making plans.

Yes - but it depends on the location, installation and intended use. Some insurers prefer permanently installed homes, while others insure homes on wheels as caravans. Flood zones and other site risks can also affect cover. If insurance isn't available through a traditional insurer, some owners choose to selfinsure.

ARE THERE TINY HOUSE VILLAGES?

CAN I GET A TINY HOUSE MORTGAGE?

WHAT ABOUT MODULAR?

It sounds simple - but it isn't. Creating a multi-dwelling tiny house community usually requires planning approval, infrastructure, environmental assessments and, in many cases, changes to land use or existing caravan park approvals. While private developments are still relatively uncommon, successful co-operatives and community housing projects are emerging around Australia.

Not in the same way as a traditional home. Finance is usually through personal loans or specialist lenders. As the industry grows, more finance options are becoming available.

CAN I AIRBNB A TINY HOUSE? Often, yes. In many areas, short-stay accommodation is easier to approve than permanent occupation. Many landowners use tiny houses for holiday accommodation because the approval pathway can be more straightforward. Alternatively, some owners rent space in their backyard for a tiny house through platforms such as

BUYER TIP Like most things, you generally get what you pay for. Be cautious of very cheap imported homes advertised online. Many quality Australian tiny house builders stand behind their work with experience, after-sales support and homes designed for local conditions. If you're expecting your tiny house to be lifted into place by a crane or large machinery, good preparation and professional planning are essential.

OFF-GRID OR ON-GRID? Either can work. Off-grid living offers greater independence and flexibility, while connecting to services can reduce upfront costs in some situations. The best option depends on your site, budget and how you plan to use the home.

The Tiny Home movement in Australia is huge and growing by the day as more and more Australians live tiny. The Australian Tiny House Association (ATHA) was created to bring like minded people together and

support and advocate for tiny home living. We work with individuals, communities, Local Sate and Federal bodies to inform and educate about the importance of this way of life to many Australians.


Good planning relies on clear assessment pathways. If councils don't have one, uncertainty becomes the default outcome. The future of tiny houses isn't about changing what they are. It's about creating a clear pathway for assessing where and how people can live in them. In the beginning, tiny houses were a movement. Alternative. Sustainable. Off-grid. Under the radar. A no-mortgage rebellion against traditional housing. Living closer with nature - less stuff. They were legally caravans: vehicles fitted for habitation and capable of being towed. No one buying a caravan ever asked if it came with council permission to live in it - and early tiny house owners didn’t either. Simple.

Then the housing crisis hit.

Suddenly tiny houses weren’t quirky - they were an option, they became a practical response to housing affordability and as a result, quickly became part of the housing debate. The current crisis pushed them into the spotlight, and councils, operating under frameworks written for large suburban homes, were unprepared. Trying to fit mobile dwellings into outdated definitions has created confusion nationwide. The result has been confusion, frustration and, for many people, unnecessary stress. ATHA (Australian Tiny House Association) has advocated for clearer recognition for over eight years. Meanwhile, more than 500 councils Australia-wide are left to interpret rules individually. The result? A patchwork of policy, frustration and delay. Some progress is being made around Australia. Western Australia has introduced a renewable two-year policy allowing tiny houses on wheels as both primary and secondary dwellings. In NSW, Shellharbour City Council has amended its Local Environmental Plan to create a pathway that any NSW council can choose to follow. A handful of Victorian councils have also adopted local policies recognising tiny houses as secondary dwellings. Queensland, however, continues to lag behind. While the State Government now acknowledges tiny houses in its planning guidance, it has largely left assessment to individual councils. To test how this works in practice, we recently contacted ten Queensland councils. Nine replied. Not one was able to identify a clear legal assessment pathway for a tiny house on wheels as a permanent home, beyond provisions for short-term caravan occupation. LANGUAGE MATTERS: One of the biggest sources of confusion is the term "tiny home" itself. When you ring a council and ask about a "tiny home", they don't know whether you mean: a small Class 1a home (including a modular home fixed to foundations); a shipping container home or other transportable building; or a tiny house on wheels (THOW), which is generally treated as a caravan under transport legislation and will be deemed to be temporary. In our experience, most compliance action begins with a neighbour complaint rather than proactive council enforcement. Personally, I would go and see my neighbours long before I would entertain a phone call to council to ask for permission - because there is no clear assessment pathway for a council to give the permission you are seeking. Understandably, few people want to invest in a whole tiny house on the basis that their neighbour could cause significant issues and this is what brings us to advocacy to get this situation changed. ADVOCACY: Behind the scenes, people and associations are advocating to change this and bring clarity. One thing we've learned is that things do change. Earlier this year we were deeply concerned

by Tasmania's position. Just a few months later, following engagement with a newly appointed Minister, the conversation has changed dramatically. That demonstrates why advocacy matters. The conversations happening at this Expo this weekend could help shape the policies you see next year - or even next month. Every email, meeting and submission helps governments and councils better understand this emerging form of housing. Right now, the biggest problem is that states largely leave the issue to councils, while councils say they don't have a clear framework for assessing tiny houses on wheels for long term use. Until that changes, uncertainty remains. We're confident tiny houses aren't going to be banned, nor are councils about to begin widespread enforcement against Tiny Houses. As governments continue to work through the issue, pathways will improve. In the meantime, if your goal is to live in a tiny house, be patient and keep advocating yourself. No need to hit the streets with banners and placards, or research homelessness stats. It is simply writing an email asking your council and local MP one simple question: "What is the assessment pathway for long term living in a tiny house on wheels as a home?" That's it. That is the golden question. Imagine if everyone who came to this Expo did just that.... that is solid advocacy - and it SHOULD get us all some answers. If you're a Minister, councillor or government official reading this, perhaps that's the one message to take away from this page: this industry isn't asking you to ignore planning. It's asking you to provide planners with a planning pathway.
