National Kids to Parks Day draws a crowd to Bay Horizon Park

s Blaine-Birch Bay Park and Recreation District 2 celebrated national Kids to Parks Day on May 19 by hosting a picnic at Bay Horizon Park. Guests were served hot dogs and hamburgers and were encouraged to participate in a variety of games with a Star Wars theme.

According to the Whatcom County Auditor’s Office, 77 people threw in their hats for 17 positions serving the state and county during candidate filing week, May 14–18. Races with more than two candidates will be winnowed down at the Tuesday, August 7 primary election. The top two candidates who receive the most votes, de-

spite party affiliation, will move onto the November 6 general election. Several key offices are up for election this year, including U.S. Senator, which serves a six-year, partisan term. A total of 29 people, including incumbent senator Maria Cantwell (D), are running for the position. Thirteen of the candidates identify as Republican and five identify as Democratic. The other remaining candidates identify as Independent or Libertarian or name other parties, such as “Freedom Socialist.” Five people, including incumbent repre-

sentative Suzan DelBene (D), are running for U.S. Representative in the first congressional district, which serves a two-year, partisan term. Jeffrey Beeler (R), Scott Stafne (R), Robert Mair (no party preference) and Adam Pilskog (no party preference) are also running for the seat. Birch Bay is a “golf cart zone,” at least for now. Whatcom County Council unanimously passed an ordinance allowing golf carts on some roads in Birch Bay on a trial basis at its May 22 meeting. The ordinance sunsets in 18 months, at which point the council will review and assess traffic and safety issues. The zone includes Birch Bay Drive from Birch Point Loop to Point Whitehorn and roads immediately connected to the drive that have 25 mph speed limits. The council’s decision came after a public hearing in which eight speakers voted in favor of the ordinance, five were opposed, and one, Pat Alesse, who said he was neutral but in favor of giving it a try. Speakers opposed to the ordinance cited safety and traffic concerns. Some speakers expressed discontent that the Birch Bay Chamber of Commerce had pushed for the ordinance, saying the chamber represents business interests, but tends to speak for the community as a whole. Before voting on the ordinance, council member Tyler Byrd suggested an amendment to make the golf cart zone temporary. “Before we go full bore I think we should test things out,” he said. State law has allowed cities and counties to create local golf cart zones since 2010. According to the law, golf carts must be equipped with reflectors, seat belts and rearview mirrors, including center, passenger and driver’s side mirrors. Drivers must be at least 16 and have completed a driver’s education course or have experience as a licensed driver. The council passed a related ordinance making speed limits on roads in certain Birch Bay neighborhoods 25 miles per hour. Those roads are commonly understood to have 25 mph speed limits, but their speed limits were never officially designated, county public works assistant director Joe Rutan told the council at a May 8 council meeting.

Vargas is currently a senior business accounts manager at Puget Sound Energy and is currently fulfilling her second term on Bellingham City Council, representing the fourth ward. A former chair of the Lummi Nation, Ballew currently serves on Whatcom County Council as an at large member. According to the Public Disclosure Commission (PDC), Ericksen has received a total $48,645 in campaign contributions; Vargas has received $42,230 and Ballew has received $54,999. In District 42, which encom-

passes Whatcom County, two positions serving a two-year, partisan term as state representative are up for election. Three people are running for position 1, including incumbent Luanne Van Werven (R), Justin Boneau (D) and Dean Berkeley (R). Berkeley is currently serving a six-year term as a commissioner for the North Whatcom Fire and Rescue district commission. Two people are running for position 2, including incumbent Vincent Buys (R) and Sharon Shewmake (D). According to the PDC, Van Werven has received $14,060 in campaign contributions and Buys has received $13,155. The PDC had no data for the remaining candidates. In Whatcom County, four people are running for an at-large

position on the county council, which serves a one-year, unexpired term. The position is currently held by Ballew, who said when he was appointed that he wouldn’t run for the position again. Eric Bostrom, Carol Frazey, Aaron Thomas and Mike Peetoom are running for the position. Peetoom is a Custer resident and is on the Birch Bay Chamber of Commerce board of directors; he and his wife Christie own Mike Peetoom Construction and Infinity Dance Company. In Washington state, candidates must be registered to vote and possess all remaining qualifications that are required for the position by law. The public is invited to weigh in before the Washington State Department of Ecology (DOE) begins the required cleaning of the Blaine Marina Inc. site, located within the industrial area in Blaine Harbor. The DOE uncovered potentially hazardous chemicals in the groundwater and soil near the site in 2015, thought to be caused by a leak from three fuel storage tanks dating back to 1955. The property is owned by the Port of Bellingham and was leased to Blaine Marina Inc. in the 1950s for use as a tank farm and fueling facility. It was handed back to the Port of Bellingham in 2015. Under state law, cleanup of the site is required. The DOE has worked for months to finalize a comprehensive cleanup plan for the site. In May, the agency issued a consent decree for the public to review and provide comment. The decree is a legal agreement that requires the Port of Bellingham to clean the site using the finalized plan. Prior to the DOE and the Port entering into the agreement, the public is invited to weigh-in. The

The Editor: The Blaine Food Bank and our volunteers would like to give a big thank you to both Blaine and Custer post office employees during the USPS’ annual “Stamp Out Hunger” campaign on Saturday, May 12. Equally important, we would like to thank the generous people in the Blaine, Birch Bay and Custer areas who took the time to select, bag and donate food for this cause. Between both post offices, we received close to 4,000 pounds of food. Hunger in our communities is real and it is unacceptable. We never know when a life situation will leave us struggling to put food on the table.

Thanks to generous support from schools, churches, businesses and individuals, the Blaine Food Bank is able to provide nutritious food to 400 families each week who cope with hunger. Such assessments could potentially prevent further proof of the “Peter Principle.” And ultimately it is the responsibility of the city manager and council to ensure that all the city departments function properly, not just the police department. That is part of a manager and council’s job description. And if you keep relying on outside consultants for help, you might as well consider outsourcing the whole job before too long. Ted & Elisabeth Angell Blaine The Editor: I agree with Susan Werner’s letter in the May 17 edition where she extols the value of “compassion, honesty, especially honesty, love, tolerance, appreciation for difference of opinion (sic).” Can she somehow get that

across to the President? Jack Kintner Blaine The Editor: How hopeful to hear of the decision down in King County Superior Court which decided in favor of Steven Long, a man who lost all of his possessions for what was essentially a parking ticket. Debtor prisons are outlawed which seems so akin to this. He was homeless and parked illegally and thus could be forced to move his vehicle or have it impounded. The cops were following what they believed to be the law, requiring the court to clarify to law. A homeowner who does not mow the grass may be liable for the bill if the government hires someone to do it – he does not have his home taken away. If he cannot pay the costs of towing, impoundment, storage, fines, there are other alternatives, examples being community service as well as a provided place where he can legally park his vehicle. We cannot continue to ask

poor people to be convenient by disappearing into thin air. More so, we should be compassionate neighbors. These people have often lost their jobs, homes, friends, reputations and self-respect. Is the only solution to take what’s left and turn them out into the street? What if a few people offered a cup of coffee, maybe even some help keeping things together and clean, advice with some attempt to get to know these unwilling intruders before deciding they must be trash to be thrown away as soon as possible? These people do not deserve superior consideration and may have brought much down on themselves, but they clearly are unfortunate and in need of help. As we are learning, it does not take so much to lose your home and find yourself in a similar spot. Reminds me of a remark in favor of courtesy on the job, “Be careful who you step on to rise up because they will be waiting for you on your way down.” Sharon Robinson Blaine

Parking at state parks is free for three days in June Leave your Discover Pass at home if you’re visiting a state park on June 2, 9 or 10. The Washington State Parks Commission announced last week that visitors won’t need a Discover Pass in their car to park at any state park on National Trails Day, Saturday, June 2, National Get Outdoors Day, Saturday, June 9, and Free Fishing Weekend, Sunday, June 10. “The free days are in keeping with legislation that created the Discover Pass,” read a statement

from the commission. “The Discover Pass legislation provided that State Parks could designate up to 12 ‘free days’ when the pass would not be required to visit state parks.” The Discover Pass only provides daytime access for visitors who are visiting by car. Passes cost $30 annually or $10 for a one-day permit and is required for day-use visitors who park on lands managed by state parks, department of fish and wildlife and department of natural resources.

The C Shop opens The C Shop, located at 4825 Alderson Road in Birch Bay, has opened its doors for the summer. Members of the public can stop by and pick up a sweet treat from 3 to 10 p.m. on Fridays, 11 a.m. to 10 p.m. on Saturdays and 11 a.m. to 8 p.m. on Sundays. The C Shop, which is operates seasonally, will be open from 11 a.m. to 8 p.m. on Memorial Day, Monday, May 28.

By Oliver Lazenby The Peace Arch border crossing is one of the busiest on the U.S.’s northern border, but it’s been missing a key piece of pedestrian infrastructure for years. Since 2011, a sidewalk in Peace Arch State Park went from the Canada Border Services Agency offices to the Peace Arch Monument where it dead-ended, leaving southbound pedestrians confused. Washington State Parks started work this spring on the missing link, which will go from the monument to U.S. Customs and Border Patrol offices – a clear path for pedestrians crossing the border. “The missing section left a gap and people crossing from Canada didn’t know where to go,” said Jason Snow, Peace Arch State Park manager. “They would end up at the state park office wondering where to go next.” The missing link was also a safety issue, as pedestrians would occasionally wander on to the freeway, Snow said.

Dalton Mouw, Porter Schmidt, Ben Caro, Josie Deming and Rani Prasad all qualified by placing fourth or better in their events. For the boys, Mouw placed fourth in the 200 meters in 22.77

The City of Blaine Water Division started flushing the City's water distribution system. This is accomplished by opening hydrants along the system (starting at the well fields) to move fresh water throughout the distribution system. The purpose of flushing the system is to remove any grit and debris in order to improve water quality through the distribution system. During the city flushing program city water customers may experience a temporary low water pressure and/or cloudiness when flushing is going on. The cloudiness condition (caused by air) should be only temporary, and can be cleared by running a cold water tap for a few minutes to clean and flush your service line. Locals train to become North Sound Stewards More than 20 volunteers attended a training exercise about protecting marine resources in the Salish Sea at the BP Heron Center at Birch Bay State Park on May 5, said RE Sources for Sustainable Communities representative Eleanor Hines. Called North Sounds Stewards, the program is led by RE Sources for Sustainable Communities and the Whatcom County Marine Resources Committee. Through the program, volunteers learn how to

conduct intertidal surveys, forage fish surveys, plastics monitoring and sea star wasting syndrome surveys and more. The Northwest Straits Initiative, the Northwest Straits Chapter of the Surfrider Foundation and the Cherry Point and Fidalgo Bay Aquatic Reserves Citizen Stewardship Committees also support the program. May 16, 1926 - May 13, 2018 Dawn A. Newell, 91, passed away peacefully at Brookdale Fairhaven with her family by her side. As was her wish, we will have a Celebration of Life on Saturday, May 26, from 1–4 p.m. at Parkway Square Condos Courtyard Cabana, 2700 Old Fairhaven Parkway, Bellingham, WA 98225, and a private graveside service. Dawn was born May 16, 1926 in Roslyn, WA to Frank and Myrtle Campbell. She was preceded in death by her beloved husband, Volney Newell, Jr., her son Daryl Rickman, brother Jack Lewis, brother-in-law, Dean Adkinson and son-in-law Michael Fayard. She is survived by her three children Debbie Fayard, Tonasket, WA, Jerry Newell, Silverdale, WA, and Jody (RJ) Berger, Waco, TX. She is also survived by her 7 grandchildren Connie, Cameron (Chris), Aimee, Blake, Kyle, Justin and Abby (Taylor); 8 great-grandchildren Tamara, Teresa, Ghatlin, AJ, Brodey, Karl, Cason, Cambryn,1 great-great grandchild, Greggy, and 1 expected in August. Dawn grew up in Bellingham, she married and moved to Blaine where she raised her family. Dawn retired after 25 years as a teller at Bank of America. She loved life and lived it for the adventure that it was, going on many cruises throughout her life up until the death of her husband in 1999. She co-owned a motorhome with her sister and took many adventures around the west coast. She was a member of Ferndale OES, and past-matron of Blaine OES. She graduated Bellingham High School in 1944 and attended monthly luncheons until her health prohibited. She also was close to her group of “Sunnylanders” from her elementary years.
