Happy Birthday, USA: Celebrate Point Roberts-style By Meg Olson The United States of America will be 242-years-old this year and Point Roberts is throwing a party! Independence Day recognizes the signing of the Declaration of Independence on July 4, 1776, when the Congressional Congress declared the original 13 colonies to be a new nation. “Happy Birthday, U.S.A” is the theme for the annual Point Roberts Fourth of July

Parade, inviting participants to find all sorts of ways to celebrate the birth of our nation. The parade will start at noon at the foot of Gulf Road and run along Gulf and down Tyee Drive to the marina overflow parking lot. For more information or to volunteer to help out with the parade, contact Dee Gough at queenofcleanpointroberts@ gmail.com. Following the parade, Breakwaters Bar and Grill at the Point Roberts Marina will

Kiniski’s Reef Tavern celebrates its 30th anniversary By Meg Olson As Nick Kiniski finished up his 29th year as owner of Kiniski’s Reef Tavern last June, he had the iconic property on the market. It isn’t for sale anymore. “I changed my mind,” Kiniski said, preparing for a 30th anniversary party on June 30. I think I’d be lost if I sold it.” On June 28, 1988, having left a career as a professional wrestler, the then 27-yearold Kiniski bought the Point Roberts

waterfront tavern from Earl McNabb for $300,000 and hit town to take over on the busy Memorial Day weekend. “I was working behind the bar learning the till and I ordered a Pepsi and Earl charged me for it,” he said. “He told me to watch my pennies because they grow into dollars and I’ve always remembered that.” Back then, the big money was in gambling. “You couldn’t come in and spend $100 on beer in my establishment but you could spend $1,000 on gambling re-

ally quick,” Kiniski said. The pulltab business dwindled as more gambling options became available in Canada. With stricter enforcement of drinking and driving laws, Kiniski said Point Roberts taverns also lost their appeal as weekend party havens. Last year, with the help of manager Allison Calder, Kiniski transitioned to a family restaurant and undertook significant renovations: a new floor, new furniture, a (See The Reef, page 11)

Proposed amendments to Whatcom County’s solid waste ordinance that would end curbside trash collection exemptions in Point Roberts took a step forward after county council unanimously moved to introduce them at its regular council meeting on May 22. The amendments also mandate “a minimum service level of twice monthly pickup of a 32-gallon can and source-separated recyclables” and places “the Washington Utilities and Transportation Commission (WUTC) approved monthly service charge as a fee on the annual property tax statement.” The amendments were originally scheduled to be introduced at council’s May 8 meeting but it was referred back to the public works and health committee after council member Barbara Brenner raised concerns about not having enough public input and discussion before it went to a public hearing that would have taken place on May 22. Brenner made the motion to decline the introduction after hearing from residents who have raised concerns about the mandatory aspect of the proposed system along with other issues. “I feel there is pressure to do this thing and I don’t like that. If we go ahead and pass this ordinance, it’s going to put a burden on a bunch of people whether it’s necessary or not. I just don’t think it’s fair to put this burden on people without a lot of input,” Brenner said. The ordinance will now go to a public hearing on council’s regular meeting on Tuesday, June 5. The public works and health committee met earlier on May 22 to consider the amendment; although the committee is usually comprised of council members Tim Ballew, Brenner and Barry Buchanan, the entire council was in attendance. Letters To The Editor The Editor: Why is it so difficult to find someone in Point Roberts who wants to work? I don’t mean for free or hard labor, just yard maintenance, weeding. I see so many postings on the Point Interface for people in need of a little help and seemingly few responses. I am just looking for someone to help me maintain my garden (I already have a lawn mowing service) while I am away for a month and don’t want to come back to a jungle of weeds. Are there no teenagers who want to make $20 per hour for about 10 hours a week? Or are they all just too busy playing video games? What has happened to basic work ethics? I really don’t understand. And if there is anyone who would like to make some easy spending money, please contact me at klprss56@whidbey.com. Karin Pruss Point Roberts From the Web: The All Point Bulletin collected comments made by online readers responding to recent stories. Here’s what they wrote: Responding to: “Hospital district patches up open positions.” This story ran online on May 4. The Editor: I am over the moon about the appointment of Barb as superintendent! She is more than qualified, is a strong, dedicated person that will not bend in the face of right versus wrong! Yay! SuzAnne and Rick Kinsey Via allpointbulletin.com Responding to: “Why are the border lineups so crazy?” The story ran online on May 4. The Editor: “Has anyone compared our gas prices to the rest of Whatcom County? Seems to me that our prices went way up when Metro Vancouver raised their price. I have never paid so much for a tankful before.” Rhiannon Allen Via Facebook

he needs to show some effort and clean up before we all jump in and increase his economy of scale. Heidi Baxter Via Facebook

The Editor: I like to compare cheapest prices rather than averages. The cheapest gas in Point Roberts (about $3.67 per gallon) runs about 60 cents per gallon more than the cheapest gas in Bellingham. Is this due to transport costs or simply pricing in tandem with B.C. prices – just cheap enough to entice Canadian customers? Mark Robbins Via allpointbulletin.com Responding to: “Town Hall meeting spurs plenty of trash talking” The story ran in the May edition. The Editor: Over 70 percent choose not to have curbside pick-up; obviously they don’t want it. I personally don’t want to schedule my life around a dump truck once every second week, when I have two days to U-Haul a week now which is more convenient. I also don’t want to invest in a messy transfer station service provider. I would much rather the choice of service we have had for many years and six-month service for my neighbors like they do elsewhere. Mandatory fees and a forced curbside that would triple the number of dump trucks wastes money that could be spent on a chipper and composting for garden soil. Experience shows that mandatory curbside fees through a tax doesn’t affect illegal dumping. (Ed. Note: the proposed cost is a fee, not a tax.) Check out Nanaimo Regional District frequently asked questions. Having an awesome recycling transfer station would reduce illegal dumping. I have absolutely no faith in CANDO as his messy disorganized operation speaks for itself. Wish it was otherwise. But I think

The Editor: If a fee is to be put on our property taxes, then Point Roberts needs a garbage district. The district’s board would hire personnel who would get health benefits and retirement programs the same as any county worker. Point Roberts property owners would then have a board to be able to complain or suggest to. The county-owned transfer station would be cleaned up and could be improved with taxpayer money and the improvements would be owned by the Point Roberts garbage district and not a private company. Kenneth John Calder Via Facebook

Click it or ticket Ninety percent of Whatcom County drivers buckle up, according to a recent report, but if you’re one of the 10 percent who don’t bother, law enforcement is looking for you. The national Click-It-or-Ticket campaign will have extra patrols out through Memorial Day weekend looking to emphasize proper seatbelt and car seat use. According to the Washington State Traffic Safety Commission, nationally “in 2016, the use of seat belts in passenger vehicles saved an estimated 14,668 lives of occupants ages five and older.” Whatcom County has one of the lower rates of seatbelt use in the state, according to a 2017 survey, lagging 5 percent behind the state average of 95 percent. State law requires everyone in a passenger vehicle to buckle up. The fine for not wearing a seatbelt properly or for not insuring that passengers under 16 in your car do so is up to $124 per person. Children under eight or under 4-feet-9 need to be in a proper child restraint.

attended the 12:15 p.m. meeting; two of whom spoke in favor of the amendment after Brenner called for comments. Point Roberts Taxpayers Association president Mark Robbins expressed his organization’s support for the amendments and noted that the taxpayer board had at its May 8 meeting unanimously approved sending a letter expressing its support to council. Robbins pointed out that the association included both permanent and seasonal residents and that the members had passed a resolution endorsing mandatory curbside collection as far back as its 2009 annual general meeting. He cited the extensive outreach and publicity given throughout the process of developing the mandatory collection system and said, “Nobody’s been cut off or blindsided by it. We really urge council to not put it on the backburner.” Taxpayer association vice-president Barbara Bradstock followed Robbins, echoing his support. “I see in our community, some signifi-

cant health issues that will be remediated by the action that I hope will be happening. We’ve just had examples of toxic wastes being burned in somebody’s fire pit. They’re seasonal residents who don’t have collection and they put a lot of plastic and toxic things in to be burned before they went home,” she said. No one spoke in opposition to the proposed amendments. After a short discussion on procedure, Buchanan motioned to have the amendments introduced at that night’s regular council meeting. In response, council member Satpal Sidhu said, “I wanted to give the opportunity for opponents to be heard. Allowing exemptions is a very uncertain business model” adding that the rates are set by the WUTC and are not arbitrary. Todd Donovan began to express his support for the proposal but was quickly shot down by committee chair Brenner who told him the motion was to approve the ordinance’s introduction, not to discuss it. Council voted 7-0 to approve introduction and to schedule a public hearing at the earliest possible date.

HAZARDOUS WASTE COLLECTION EVENT

At the same time that Whatcom County Council was discussing the proposed mandatory curbside trash pickup plan on May 8, there was a lively Point Roberts Community Advisory Committee (PRCAC) meeting going on at the Gulf Road community center. So lively in fact, that at one point, deputy sheriff Tom McCarthy said he would like “to announce to everyone the definition of disorderly conduct” and, after doing so, pointed out that it was a bookable offense punishable by up to 90 days in jail and a $1000 fine.

“I’m putting it out there because I’m beginning to think that something like that may be occurring and I don’t want to write a long report,” he said. While McCarthy didn’t name any one person, a very passionate Heidi Baxter who had interrupted the meeting numerous times took it personally and made a lengthy and loud exit while she retrieved posters and display items she had brought to the meeting. Baxter has been an ardent opponent of the proposed mandatory trash pickup and had advocated for other community-oriented options. The PRCAC meeting was the first meeting held subsequent to a town hall meeting to discuss the proposed system held in mid-April. Close to 100 people had attended that meeting and while the mood could be described as generally positive, there were significant differences of opinions regarding various aspects of the proposal. One major bone of contention was the plan to charge taxpayers for a minimum service level equal to every other week collection of a 32-gallon trash container. Christopher recounted a conversation he had the afternoon of May 8 with Jeff Hegedus from the county health department solid waste division. Hegedus had told Christopher that the county and service provider Cando had decided they would treat that fee as a non-refundable credit. By doing so, it would mean that resi(See Trash, page 7)

Full agenda covered by taxpayers B y P a t G r u bb Trash pickup, four-digit local calling, economic development, gas tax plans, the state of the rental housing market, illegal signs – the most recent board meeting of the Point Roberts Taxpayers Association on May 9 was a veritable grab bag of subjects. Without further ado … Following remarks by board members Ken Calder and Jeff Christopher who is the association’s representative and chair of the Point Roberts Community Advisory Committee, chair Mark Robbins said, “I’ll entertain a motion to write a letter in support of mandatory collection,” adding that there was a history of membership support for it. In the letter that was later sent to Whatcom County Council, Robbins pointed out that the members had passed a resolution endorsing mandatory curbside collection as far back as its 2009 annual general meeting. Speaking from the audience, Heidi Baxter said any solution must incorporate U-Haul to the solid waste site. The proposed changes to the solid waste ordinance at this time only addresses curbside trash pickup; PRCAC, its solid waste sub-committee and the county health department are intending to address deficiencies at the solid waste site later in the process. Turning to the subject of gas taxes and the transportation benefit district (TBD), Christopher provided an accounting of revenue and fund balance. “The current balance of TBD funds is $984,457; current velocity is $18, 580 per quarter,” he advised. Plans to use some of the money to help maintain the garden club beautification of the southern part of Tyee Drive would be presented in a resolution going before county council in mid-June, he an-

nounced, adding that county public works assistant director Joe Rutan did not anticipate any problems receiving approval. Christopher listed a number of ideas currently under consideration for spending gas tax monies including a $15,000 Maple Beach morphology study to examine the idea of removing the sea wall and re-paving Benson Road from Tyee Drive to South Beach Road. TBD funds must be spent on transportation-related projects according to state law; how some of these ideas fulfill the original intent behind the establishment of TBDs, ie. to mitigate problems arising from border traffic, might be difficult to fathom. Finishing up, Robbins said “One of the issues that we keep coming back to is eyesores and whether we want to do something about it such as off-site advertising.” In response, Arthur Reber said, “Right now, there are seven illegal signs sitting at the community sign” at the corner of Tyee Drive and Gulf Road. “Vic [Riley] has been sticking his smallpointbulletin signs and sticking them in the ground all over the Point and all of those are illegal.” One of Riley’s signs has been placed in the garden beautification flower beds on Tyee Drive. In Whatcom County, off-site signs are illegal in all zones.

dents could put out up to 26 trash cans at any time in the year before being charged for overages. Part-time residents had taken particular umbrage at being charged for a service even though they weren’t in residence for much of the year. With the flexibility of the revised plan, seasonal residents would still receive the benefits of trash collection without being penalized during their absence by paying for a system they weren’t using. While the revision appeared to go toward satisfying much of the audience, the 26-can service level, the ability to self-haul to the transfer station, community composting and other system enhancements remained hot topics. Christopher pointed out that picking up trash cans was just the first step in the process. Trash collection is regulated by the Washington Utilities and Transportation Commission which analyzes operating costs and sets allowable prices and determines a maximum profit margin for each trash hauling company in the state. The solid waste transfer station is under the county’s regulatory and taxing authority and its operations must be determined separately. Hegedus has said the county intends to examine those operations next. Christopher proposed to fellow board members that a sub-committee be struck to get community input on what changes were needed for solid waste management on the Point. Following approval by the board, Christopher called for volunteers to join the PRCAC waste management sub-committee. In response, Jordan Strub, Bill Meursing, Barb Bradstock, Kimberly Butts, Samantha Scholefield, Allison Calder and Jeff Christopher volunteered and were named to the sub-committee.

Church News By Gina Gaudet The Judeo-Christian creation story begins with the image of a presence, a potent possibility for everything coming from nothing: “The earth was void and without form, and darkness was on the face of the deep; and the Spirit of God was moving over the face of the waters.” The beginning of the entire story of creation and all that follows is the brooding presence of spirit. It is as if love has been waiting forever. Everything begins with spirit. Spirit can be experienced as love, inspiration or comfort: an experience created through meditation or music; or simply received through being in nature, or in the presence of art. Or beauty. Or a baby. Spirit is present even when we live as if we are void of its power. But when we choose to act from fear, hate or ignorance, spirit is lovingly indomitable, infinitely present and available. Like a loving mother, patiently, eagerly anticipating the return of her children, she awaits our attention, those moments of inadvertent awareness that allow her to slip

into our consciousness – or our subconsciousness – with wisdom, healing or blessing. These words are written the day before Pentecost. What began as the Jewish festival of Shavuot, observed 50 days after Passover, became the birth of Christianity. The story tells of an outpouring of spirit over the followers of Jesus, most of whom were Jewish, gathered in Jerusalem for the festival. Although the immediate manifestation of this event was the miraculous “speaking in tongues,” the more important result was the quick expansion of the movement into a new faith and a new church. Spirit, once again, creating. At Pentecost, we are invited to reflect on what spirit is creating in our lives – or, perhaps, what spirit longs to create in us and in the life of our church. And we are invited to tap into that source, that infinite, welcoming presence that broods over our lives, longing, waiting to express love and light to a hurting planet and her people. What will you hear? What will you see? What will you do?

Azure Coast development comments sought By Meg Olson The Whatcom County planning department has reviewed the Azure Coast development on Marine Drive across from the golf course for potential adverse environmental impacts and expects to issue a determination of non-significance (DNS), allowing the project to proceed without a formal environmental impact statement. Members of the public have until Friday, June 8 to submit written comments to the county regarding the proposed project and potential impacts on the surrounding environment. Azure Coast is a proposed 14-home sub-

division on the 25-acre high-bank property commonly known as Reno Ranch. The proposal is to clear approximately five acres of brush and some trees for roads, home sites and utilities. There are three registered wetlands on the property and one farm pond, all of which the developer proposes to retain. A storm water system will include an outfall that will take water over the bluff to the beach below. Comments or questions should be directed to senior planner Amy Keenan at 5280 Northwest Drive, Bellingham 98225. She can also be reached at akeenan@whatcomcounty.us or at 360/778-5943.

Free appliance pickup was big success When Appliance Depot chose to include Point Roberts in their annual free appliance pickup program to honor Earth Day, they had to add another day because the demand was so great. “We were swamped,” said Mel Monkelis, program director for the community-owned non-profit that combines reconditioning and salvaging appliances with job training. Monkelis said they had pickups in 60 locations on May 1-2 on the Point, taking a total of four truckloads of unwanted appliances back to Bellingham. “We’ve never been to Point Roberts before and I think we’ll be doing this every year,” he said.

They also collected some novel items, Monkelis added, including an artfully decorated though non-functional fridge from a resident who had been at Woodstock and a Red Bull fridge shaped like a gas pump. “We already sold that one,” he said. It took the Appliance Depot crew three hours to get to and from Point Roberts on their first day while they got their paperwork in order, but the second day “we got through in five minutes at each crossing,” Monkelis said. “The moral of the story is to have your paperwork ready!” he said. Those looking to have a paid appliance pick up can call 360/527-2646.

Results from the April 24 special election were certified by the Whatcom County Auditor on May 4. With a turnout of 37.1 percent, voters passed Blaine school district’s $12 million, six-year capital projects and technology levy by 52.7 percent – to pass, the levy required a 50 percent ‘yes’ vote. The levy will cost taxpayers 51 cents per $1,000 of assessed home value per year. Starting in 2019 and through 2024, the school district will collect approximately $2 million each year as a result of the levy. The money will pay for a number of new and replacement projects, such as the purchase of property to build a school in Birch Bay; the construction of a new grandstand at the football stadium; and the installation

Real estate pros use tech skills By Meg Olson

s Sahiry and Wez Ireland.

When Sahiry Ireland hung her real estate shingle on the Point, her aim was to set her clients up with more than a new house. With what her husband Wez calls their “grander ecosystem of services,” the two are marketing Point Roberts as a destination for professionals fleeing crowded cities and looking for the perfect place to work from home. Sahiry sold real estate for almost 15 years in Atlanta and San Francisco before moving to the Point two years ago. She is now licensed in Washington and joined Century 21 Bay Properties, located in Birch Bay, as their Point Roberts agent in early 2018. “I’ve been looking at the market and looking at trends here over the last two years,” she said. Right now she has more buyers than listings. Buyers are coming from everywhere, she said. “They want to be close to the water yet close to Vancouver – you can still buy property close to the water for a million dollars here.” Through her website sahiry.com, she

uses photos, videos and drone footage to introduce Point Roberts to prospective buyers. Wez has also relocated his business technology company, Evo Technica. An immediate hurdle, he said, was inadequate internet and cellular service. “It’s really one of the bottlenecks here,” he said. Working with local service providers, Wez said he has found innovative solutions to enhance internet and cell phone service for local users, which he thinks will make the Point a more workable solution for people wanting to telecommute. “I’m working to increase the local technical equity,” he said. Working together, Sahiry and Wez hope to bring more full-time residents and their incomes to the Point. “We need to attract the right buyers,” Wez said. “If we get enough people going in the same direction, we can work with more service providers for better services,” he said, from internet providers to the border service agencies. Contact Sahiry through her website sahiry.com or at 415/545-8155. Contact Wez at evotechnica.com or 415/480-4447.

Point Roberts gardens vary dramatically in their configuration and size. However, a common design here on the Point and throughout North America is what I call the ‘front yard/ back yard’ layout. You know the basics. There’s a road, then an area that can be gardened, then a house, then some amount of land behind the house. There is also a strip of land on either side of the house, although the width of these strips can vary from tight to rather generous. If you think about this layout, it provides the opportunity to develop three distinct gardens: front, back, and sides. Unless the side areas are very generous, the gardener is freed from tying front and back gardens together aesthetically. The gardener can simply use the sides as shady passageways from one garden to the other. An arbor, garden art or maybe even some shade plants might be all that is needed to make a nice transition from scene one to scene two. How liberating! No need to develop a grand garden scheme. No need to commit yourself to one and only one garden style. Go for two distinctly different front and back gardens if you want. Three gardens on the upcoming Point Roberts Garden Tour on July 15 are good illustrations of front yard/back yard design. The first is a hidden gem; it sits on a side street, with a tall fence and privacy hedge that screens a small orchard from prying eyes. The owner has taken advantage of a south-facing front yard to grow fruit trees that will nourish the family in summer and autumn. This small orchard is sided with sun-loving roses and perennials, playfully set off by driftwood and unusual cacti skeletons that hark to hotter climes. This is a geometric summer sun garden where one can gaze on sun-loving plants punctuated by reminders of beach and desert, equally reminiscent of sun and warmth. Now pass through the narrow shady side, past the wicker reindeer standing guard, into the somewhat shadier rear garden. Splashes of color are everywhere. Curving herbaceous borders and carefully selected shrubs are set against a background of large trees that provide privacy from the rear neighbors. The impression is one of an English country garden, quite different from the geometric front garden. I find the effect charming. When you visit this tranquil garden, look for furniture tucked into garden niches where near, middle and long views of the garden can be appreciated at

one’s leisure. Right next door to this garden is another tour garden that illustrates the front yard/back yard design. Here a different approach has been taken, one which intimately suits the owner. Originally from a culture rich in family and gardening, this world-wandering family has finally put down roots in Point Roberts, both literally and figuratively. As with their neighbors, this family uses its front yard to grow fruit trees, including a peach tree grown from a pit that sprouted in the compost. However, the dissecting driveway has allowed the gardener to devote one side of the front yard primarily to family activities with a small playground, a grass lawn that is soft on children’s feet, and a delightful jumble of wading pool and toys. What light-hearted fun! The back yard, in contrast, is designed for sitting and sipping, with flowering perennials, a greenhouse, and a vegetable garden. There is a range of temperate South American plants, notably a Chilean Notro tree, also known as Chilean firebush, carefully planted in homage to family. Hibiscus, lilies, and gladiolus provide a cosy floral backdrop to this happy yard. Down the hill, a third garden uses its front yard to reference the nearby beach. Open to the street, a ‘sunset’ deck sided in driftwood allows the family to hail passing neighbors while enjoying a view towards the beach. The ‘sitting and sipping’ of our previous rear garden is front-and-forward here, much in keeping with the family’s 50-year history in this sociable neighborhood. Against the house, driftwood, beach cobbles and a crab sculpture complete this charming ‘life is a beach’ front yard. Pass under the home-made wedding arbor festooned with honeysuckle, roses and climbing hydrangea, past a delightful potting bench, into a completely different back garden. Raised borders provide splashes of color against a hedgerow of primarily native shrubs, and old family tools can be spotted here and there in both the side and back garden. Alpines and succulents cover edges of raised beds, and vegetables and herbs occupy sunny spots. And don’t miss the water harvesting system that hydrates these plants, so prominent in the back garden. If you have a front yard/back yard layout, you are sure to find inspiration in one of these gardens. Thanks go to Sandy James and Jane Pratt for their input. Garden Tour XV is Sunday, July 15, with tickets going on sale on Sunday, July 1.

June 2018 • allpointbulletin.com

By Meg Olson Eight local gardeners will be opening their gates to the public for the 15th Point Roberts Garden Tour starting at 10 a.m. on Sunday, July 15. “The gardens reflect the devotion and unique vision of each owner,” said Point Roberts Garden Club member Jennifer Urquhart. Some gardens highlight unique plants, such as rare cacti or a collection of Chilean plants. Others feature unique use of space – a series of outdoor “rooms” created by an award winning jewelry designer, or a tall grass maze of pathways. A quilter has used her eye for geometry to create a tapestry of plants and paths while owners of Peruvian Paso horses separate the horsey from homey parts of their property with 150-year-old Japanese maples and over 100 camellias and rhododendrons. Gardens reflect the range of ecological niches Point Roberts gardeners have to work with, from the beach to the forest, meadows to hillsides, and each gardener uses the challenges and assets of their

space differently. Tickets for the Sunday, July 15 event are available in advance at Nielson’s Building Center, Auntie Pam’s Country Store, Harris Nurseryland in Ladner, Blue Door Interiors in Ladner, and Flowers Beautiful in Tsawwassen. Tickets will also be available until 2 p.m. at the corner of Tyee Drive and McKenzie way, a block from the border. Tickets cost C$20 or $15US and include a map and entry to each garden as well as a stop for afternoon tea. Tea and live music will be served up from 1 to 4 p.m. at the Gulf Road Community Center. The map also directs visitors to local restaurants for a lunch stop. The garden tour is an important fundraiser for the garden club, as well as one of the club’s banner events. Funds raised from ticket sales will help run the next tour but also pay for the club’s ongoing efforts to beautify local roadways and connect local gardeners with each other and resources. For more information about the tour or the club, visit pointrobertsgardenclub.org or check out their Facebook page.

PRINCIPAL’S CORNER by Craig Baldwin, Principal Point Roberts Primary and Blaine Elementary Schools We are just on the cusp of wrapping up another great school year at Point Roberts Primary and Blaine Elementary Schools! I want to thank everyone in our communities for your contributions throughout the school year! Some particular groups include the Point Roberts Primary PTO, who support and enrich school programs, the many volunteers who visit the school to provide support through instruction and enrichment opportunities and of course the Point Roberts Primary Staff including: Jessie Hettinga, Tracy Kelly, Tammy McDonald, Spencer Williams, Anita Aleksejev and Sue Schroeder. Their commitment to the school is not limited to the school day or school building. As important members of the Point Roberts community, our staff brings passion to serving children in and out of school throughout the year. Thank you to all of our staff and volunteers for investing your time, energy and enthusiasm, so that Point Roberts Primary continues to be a living part of the Point Roberts community. There are a few more events remaining this school year at Point Roberts Primary. On Tuesday, June 12 Point Roberts Primary will hold its 3rd grade celebration and spring concert. The last day of school for Blaine School District is Friday, June 15 and will be a half-day with a 12:50 dismissal time. Report cards will be sent home with students on this day. School offices open back up for school in late August prior to the first day of school on Wednesday, August 29. Between June 15 and August 29, I encourage students and families to fill their days with lots of fun, relaxation, and learning. There are many ways to keep children involved in educational opportunities throughout the summer. Research tells us that students often lose hard-earned learning when they do not continue to read or participate in other intentional learning activities over the summer months. Whether students participate in events organized through community organizations, go to a camp, visit museums, check books out at the public library or while on vacation take time to visit historical sites; it’s important to keep curious young minds engaged and challenged throughout the summer months! Thanks for a great year Point Roberts Primary and we’ll see you in August!

Students enjoying a Hard Work Party!

The property at 1702 Benson Road belongs to Dr. Petra Selke, a Vancouver OB/GYN who operates a horse rescue on the northern portion of the five acres. Dr. Selke has generously continued her patronage by supporting the use of a portion of the property in cooperation with BRHGG. BRHGG organized over the winter as a simple community garden, electing a new board of directors which spent many hours assessing challenges and opportunities in collaboration with interested co-op members. Collectively, it was decided that we would operate on a “work for food” volunteer basis and there are currently about 15 active volunteers. Board directors conferred with Point Roberts port director Brad Denson about Canadian volunteers and structured ourselves accordingly so that our “cottagers” can volunteer without

Coop reorganized and renamed concern about issues at the border. Greenhouses and raised beds are gardened organically and we are currently harvesting lettuce, kale, radishes, spinach and garlic scapes. Our pollinator garden is looking beautiful with several shades of lupine and the daisies are, of course, prolific and the two make gorgeous bouquets. In the ground and growing rapidly we have many varieties of tomatoes, potatoes, summer and winter squashes, Japanese eggplant, cucumbers, basil, beets, carrots, many types of lettuces, Swiss chard, bush beans, and lots of different herbs. If you would like to join us, even if you know nothing about vegetable gardening, please contact us on homegrown@whidbey.com to join our mailing list or like us on Facebook at facebook.com/prhomegrowncoop/. We typically have work parties on Wednesday and Saturdays, 10 or 11 a.m. to 2 p.m. so bring a pair of gloves, a hat, some water and your favorite gardening tools and join us during that time and we will introduce you to some of the nicest people ever and put you to work growing your own food!

Falk steps up to the plate, again

Mark Stowe, Attorney

Stephen Falk will take Robin Nault’s place as commissioner on the Point Roberts Hospital District board. At their May 2 meeting, district commissioners chose to appoint Falk over a previous commissioner, Victor Riley. “I’m a supporter of the clinic and a user of the clinic,” Falk said. “I don’t want to see it go away. I felt they could use some good leadership with the recent public pressure, if two people can be called that.” Riley and his wife Shannon Tomsen have peppered the hospital district with requests for information over the last six months and have attended and recorded almost every meeting during that period. Also a member of the board of the lo-

An experienced hand is installed New hospital district superintendent Barbara Wayland brings to the position a combination of decades in the healthcare business and experience with the local clinic and district. Wayland came to Point Roberts in 2006 following a 40-year nursing career in California. As a registered nurse she worked in staff positions and in supervisory roles. She has worked in hospital and clinic settings, home health care, nursing education, medical media and as the director of nursing for a county hospital. “I have lots of background in health care issues, policy development, budgeting, and project management, all of which will be of value in this position,” she said. Point Roberts Hospital District commissioners voted on May 2 to appoint Wayland to the position following the resignation of Elaine Komusi. Having also served for many years as a hospital district commissioner prior to moving to California for three years for family, Wayland is also familiar with the local clinic, its challenges, assets and its importance in the community. “The clinic is important to Point Roberts,” she said. “There are people whose medical needs will be met in other ways and that’s fine, but the clinic is important to the community as a whole and it needs to be here.” As a member of the hospital district board when Unity Care Northwest was contracted to run the clinic, Wayland said she is confident they are the right fit. “The questions have been asked and diligently answered and for right now this is the best model for us,” she said. Wayland said she was aware the hospital district had been under pinpoint scrutiny by two members of the public but said she had not been a party to the resulting acrimony. “My desire is to simply establish myself in this position and work with all parties as best I can.”

The owners of South Beach House, Max and Diane Briand, again this year, very generously sponsored a Mexican brunch fundraiser for Circle of Care, with all proceeds going to the local organization. The Second Annual South Beach House/ Circle of Care Fundraiser was a wonderful, fun-filled success. The event was held on April 29 and raised nearly $3,400 with the help of many, many people and businesses. CanAm and the Shell Center co-sponsored the event while many local businesses contributed cash and/or provided in-kind contributions as door-prizes, including: Auntie Pam’s Country Store, Point Roberts Marina, Robin Nault Hair Stylist, Larry’s Liquor Locker, Westwind Marine, Julius Realty, Stephen’s Hair Design, Madrona Yoga, Savilla Kress, and Ladybug Nursery. The board of trustees and numerous volunteers served food and drinks, cleared tables, took photos and sold 50/50 tickets. The program for the event can be viewed on Facebook at facebook.com/pointrobertscircleofcare/. The trustees wish to thank all contributors and volunteers for their generosity and help in making this event a resounding success. Circle of Care provides volunteer support and referrals for professional in-homecare to residents dealing with illness, recovery from surgery, family emergencies and other urgent needs. We have a great group of willing, helpful volunteers and now we have two newly trained homecare aids. Margo Getsinger and Crystal Daniels have completed the course work and will soon sit for their exams. Washington state requires that all paid in-homecare workers take the training, complete a security

background check and pass a certification exam. If you are in need of professional in-homecare, please contact Circle of Care at 360/945-5222 and we will provide you with contact information for Margo and Crystal. Circle of Care also maintains a collection of durable medical equipment such as shower chairs, toilet chairs, walkers, canes, crutches, grabbers, stationary bikes, a knee scooter and adult incontinence supplies. Please check with us before you order needed items to see if we have them on hand as we are happy to loan them to you. Currently, we are hoping that someone will volunteer to keep these items in proper working condition so if you are handy with a screwdriver and WD40, please let us know. In the past few years, Circle of Care has arranged for hundreds of hours of volunteer services to Point Roberts residents. From driving people to doctor appointments or to hospital for elective surgeries, picking up and delivering groceries, providing meals, taking care of pets, arranging for minor repairs, delivering durable medical equipment etc., our volunteers have been generous of their time and resources. According to a Harvard Health Publication, volunteering is good not only for your community but for your health as well. Studies show that being a regular volunteer helps to “reduce stress, combat depression, keep you mentally stimulated, and provide a sense of purpose.” (bit. ly/2IF0meF) We are always seeking volunteers and welcome all interested and motivated individuals. If you are interested in being a Circle of Care volunteer, please contact us at 360/945-5222 or email us at prcircleofcare@gmail.com.

With the boating season underway, Lifeforce Ocean Friends is reminding everyone on the water that safe distances keep both marine mammals and people free from harm. Humpback, gray and Orca whales can be seen in Washington and British Columbia waters and federal law prohibits harassing the whales by getting too close or chasing them. “The one place not to be is in the path of whales,” according to Lifeforce Whale Wise guidelines. In U.S. waters, boaters in the path of oncoming whales need to stay a minimum of 400 yards away; boaters need to maintain a 200-yard distance at all times, about the distance of two football fields. While these guidelines are not yet

mandatory in Canadian waters they are recommended. Lifeforce recommends staying clear of bait balls and seabird activity, as these are areas where whales can be feeding. “Remember, a whale can be the size of a bus. They can breach at any time,” the guidelines state. Humpbacks can “lunge feed,” coming straight out of the water. “When you see a blow, you should stop,” rather than pursue the animals, Lifeforce recommends. Whales can dive for long periods and surface where you don’t expect them. Propellers can cause severe and life-threatening wounds. Report harassment, stranded or injured whales to the National Marine Fisheries Service at 800/853-1964 in the U.S. or the Department of Fisheries and Oceans at 800/465-4336.

Friends of the Library By Judy Ross The Friends held its annual general meeting this past month and celebrated the near completion of the new library with cake and a tour of the premises. Members commented on how much room there is inside, almost three times the size of the current library in the community center. And they also noted how much light there is inside, because of the large number of windows. They didn’t all agree on the architect-chosen colors, with some liking them and some not. But, no matter what side they took on color choices, everyone easily agreed that the building was millions of times better than the building that it replaced and were most pleased to be inside it. We looked back on the seven years of actively planning and raising funds for this project, and watched a video made by

Bennett Blaustein showing the process of construction, complete with elegant music and photography that often made all the activity look like a ballet. Stephen Falk (vice president of the Friends and a commissioner at the park district) talked about his positive experiences in working with the Hansen construction company

and architect David King, moving through the various stages of demolition and building. We were all happy to hear that change orders had not been excessive or unnecessary and that our costs were largely as expected and within our budget. Toward the end of May, we will be working on the initial landscaping (many California lilacs and a few ornamental cherries will be featured). And in June, Whatcom County Library Services will begin the process of furnishing the new library. The grand opening will begin at 10 a.m. on Saturday, August 11 and continue throughout the day. We hope everyone will be able to join us on that day of celebration. A round of applause for everyone who helped over the years in making it possible for Point Roberts to have a brand new public library. We all of us – we did it!
