Police in Denver Are Looking to Expand Their EV Fleet

The Denver Police Department wants to expand its electric vehicle fleet. The agency’s wish list includes a Chevrolet Blazer PPV ($56,996) and a Chevrolet Silverado EV ($81,690). It’s seeking $280,000 from the Denver Climate Protection Fund to pay for the vehicles and their upkeep (per city documents). It’s only two cars, but it represents a significant step toward helping DPD determine the feasibility of replacing more gaspowered cruisers with electric cars. HONDA’S NT1100 POLICE MOTORCYCLE

Although the majority of police officers use vehicles for patrolling and response, many agencies have motorcycle units as well. American Honda revealed a new on-road motorcycle model developed for U.S. law enforcement agencies, available to order exclusively through the Powersports Fleet/ Government Purchase Program. Based on the European-market NT1100 sport-touring machine, Honda’s new NT1100 Police motorcycle boasts exceptional maneuverability with a lighter weight. Honda’s NT1100 Police Motorcycle

Design / Styling

The NT1100 was designed as a sporting, agile bike that’s also ideal for all-day riding, with efficient, protective aerodynamics and comfortable ergonomics, all centered around practicality, as well as rider and passenger comfort.

A high-quality Skyrich HJ13L lithium-ion battery minimizes weight and contributes to mass centralization. The premium specification also includes self-canceling turn signals and standard 12V and USB auxiliary sockets, plus a center stand.

Fairing

This motorcycle’s form is also about function: The solid, three-dimensional upper fairing is partially constructed from biodegradable Durabio and has aggressive, tightly wrapped angles to both sides and “face,” matched by a sleek tail section.

The rider can raise or lower the windscreen with one hand while seated on the bike. It offers five-stage adjustment for height and angle, through a total of 6.6 inches between the high and low positions. When set low, it sends air around the shoulders; when set high, it moves air over the rider’s helmet.

To protect both the bike and the rider from mud and water, the fender has a splash-guard extension

covering the rear of the tire. The exhaust muffler is positioned low, to maximize pannier volume.

Lighting

The twin headlights comprise LED projectors, which incorporate daytime running lights and subtle, integrated turn signals. Contrasting high/low beams express an intriguing “hidden eye.” All other lighting is LED as well. Standard upper and lower deflectors provide wind and weather protection around the rider’s arms and lower body.

Cockpit

A wide, thick seat, with optimized cushion density for comfort, offers the option for two riders. Seat height is 32.3 inches, and a large grabrail for the passenger extends from the rear rack.

The 6.5-inch TFT touchscreen is bright and easy to read, while offering three choices of screen display; GOLD shows all numeric and mode information. SILVER centers on the speedometer and odometer, BRONZE on the odometer. The background color can be set to black or white. Apple CarPlay®, Android Auto®, and Bluetooth connectivity allows access to smartphone functions via the TFT display.

Engine / Drivetrain

The NT1100 Police’s 1,084cc liquid-cooled paralleltwin engine is derived from that of the Africa Twin. Aluminum cylinder sleeves keep weight low, while

the 270-degree phased crankshaft and uneven firing interval create the engine’s signature “throb.” The crankcases are split horizontally; the water pump is housed efficiently within the clutch casing, with a thermostat integrated into the cylinder head. The water and oil pumps are both driven by the engine’s balancer shafts.

At the bottom end is a semi-dry sump, with in-tank lower-crankcase oil storage. This allows a lower pan depth, to keep overall engine height low. As the pressure-fed pump is located within the tank, there is no need for a pressure-feed passage. Secondary vibrations are neutralized by the mutually reciprocating motion of the pistons, while primary inertial and coupling vibrations are canceled by use of biaxial balance shafts. The aluminum clutch center and pressure plate use “assist” cams to ease upshifts and “slipper” cams for deceleration and downshifting.

Intake

Throttle by wire provides engine management, and PGM-FI feeds the throttle bodies. Throttle control is optimized for a linear power delivery. The airbox has 33mm intake ducts, and 46mm throttle bodies feed the inlet ports. The bore and cylinder pitches are aligned to create a smooth air-intake profile. The injector angles deliver a direct spray into the twin-spark combustion chambers.

Valvetrain

Honda’s single-overhead-cam Unicam valvetrain, and the low-set position of the cast camshaft, contribute to the compact nature of the cylinder head and entire engine package.

Advanced Technologies

Throttle by wire management and a six-axis inertial measurement unit (IMU) are at the heart of the NT1100 Police’s electronic package. A rider can choose from three preset riding modes, covering a wide variety of riding conditions and three levels of management for Power and Engine Braking, with Level 1 delivering the maximum of either parameter. Mode selection is managed from the left-hand switch cluster.

• URBAN is standard and offers an all-round middle setting of engine Power and Engine braking.

• RAIN reduces engine power and engine braking for extra reassurance on wet or slippery surfaces.

• TOUR gives full engine power and standard engine braking for strong acceleration while carrying a passenger and luggage.

• USER 1 and USER 2 modes offer the ability to customize between all the settings for the preferred combination. Once set, the USER setting is automatically stored, so there’s no need to reset each time the ignition is turned on.

There are also three levels of Honda Selectable Torque Control, with integrated Wheelie Control— each level’s amount of intervention is optimized to work with real-time input (yaw/roll angle and rate) from the IMU. Level 3 provides the highest intervention. An indicator in the instrument display activates when HSTC is working; it can also be turned off completely.

Chassis / Suspension

The steel semi-double-cradle frame employs a relatively short wheelbase and sharp steering geometry. At the heart of the NT1100 Police’s

excellent handling performance is a six-axis inertial measurement unit (IMU), tucked away at the center of the machine, making in-real-time measurements of roll angle/rate, pitch angle/rate and yaw angle/

rate. It works through the throttle-by-wire system to aid the management of rear-tire traction via Honda Selectable Torque Control (HSTC), and of front-wheel lift through Wheelie Control.

Cornering ABS is another feature, as is Rear Lift Control. The IMU detects lean angle and deceleration (from front/rear wheel-speed sensors) and incorporates the slip rate of the front and rear wheels to manage braking pressure through the ABS; likewise, if it detects sudden rear-wheel lift, it finely controls brake force to maintain stability.

Wheelbase is 60.4 inches, with rake and trail of 26.5°/108mm (4.3 inches) and 6.8 inches of ground clearance. Curb weight for the NT1100 Police is 566 pounds.

Wheels

The wheels are aluminum, fine diecast with a sand core, allowing a hollow hub center for the front. An intersecting spoke design (with the spokes attaching to the rim diagonally) smooths road vibration while riding in a straight line, and it offers high rigidity for cornering. Tires are sized 120/70-17 front and 180/5517 rear.

Brakes

Dual 310mm front brake rotors are squeezed by lightweight, four-piston radial-mount calipers. The 256mm rear rotor uses a mono-piston caliper.

The NT1100 comes in white and the MSRP is $14,499.00. Honda’s latest police motorcycle will be available in May of 2025.

The above features instill confidence during acceleration, deceleration, and braking maneuvers. Features like heated hand grips and saddlebags with one-touch latch enhance officers’ comfort and convenience as well. Harley-Davidson® dealerships upfit motorcycles for police use, installing the special parts and accessories—from lights to emergency equipment—that agencies require. Police Fleet Sales Representatives play a key role in this process.

The Police Fleet Sales Group also provides demonstrations at law enforcement agencies, giving officers an opportunity to ride and get the feel of the bike. They attend trade shows, conferences, rallies and police skills demonstrations, as well as supporting the TEEX motorcycle training program. “Sometimes we take brand-new products that are still in

The all-electric Ryvid Anthem Patrol is easy to ride, approachable, and affordable. Designed and assembled in the United States, innovative features include:

• A removable, quick-swap battery pack with integrated fast charger. Departments that need more range or to go over shifts can get a second battery pack. Battery swaps only take a couple of minutes, and no tools are required.

• Electronically adjustable seat height. With the touch of a button, riders can raise or lower the seat anywhere between 31 and 34 inches. Different sized riders can adjust the bike for optimal comfort and control.

• An aerospace-inspired, stainless-steel frame that is lightweight and corrosion-resistant. Paired with the powertrain, it creates a balanced weight distribution and low center of gravity. The result is low-speed maneuverability and confidence-inspiring stability at higher speeds.

• Reverse mode that delivers controlled backing power for easy parking and positioning.

With a top speed of 84 mph, up to 75 miles on a charge, and a recharge time under two hours, the Anthem Patrol is an effective tool for a wide range of use cases. Weighing only 320 pounds, with no clutch or shifting, the bike is easy to manage. The powertrain requires no regular maintenance, and updates can be completed over-the-air. The Anthem Patrol can be charged using a standard 110V outlet, so no special infrastructure is needed, but it can also be fast charged using 220V or a Level 2 charging station. DriveX, the ride and drive portion of Police Fleet Expo, kicks off the Expo (on Monday), at the iconic Barber Motorsports Park…an 880-acre, multi-purpose racing facility…home to a 2.38-mile (3.83 km), 16-turn road course (and only 25 minutes from the Host Hotel).

The vehicle off-road course (at Barber) consists of approximately seven miles of trails adjoining the Barber Proving Ground. It can be configured into different layouts and is also multi-directional. The trails have varying terrain and provide moderate-to-extreme elevation conditions. Natural features complement the beautiful setting along with water, rock, and bridge

crossings that have been incorporated into the trail system.

The Chevrolet Blazer EV PPV is the first purpose-built police-package electric vehicle that is pursuit-rated. According to the EPA rating, a 2025 model year has a range of 297 miles. Due to the massive battery platform, a fully upfitted Blazer EV PPV will only lose an estimated 20 miles of range according to GM Envolve. GM knows this vehicle is a game-changer, bringing unprecedented features, power, and functionality in the first-of-its-kind all-electric police vehicle. The Blazer PPV has incorporated all the winning capabilities from GM Envolve’s traditional internal combustion engine (ICE) police portfolio while leveraging General Motors’ expertise with electric vehicles.

The Blazer PPV is built on the Ultium Platform, which is the foundation of GM’s EV strategy. The Blazer EV PPV has a 400-volt all-wheel drive propulsion system capable of 498 hp and 531 lb.-ft. of torque.

The Ultium Platform architecture enables a near 50/50 front-to-rear weight distribution for the vehicle, providing a lower center of gravity, resulting in a vehicle that can meet the rigorous demands of law enforcement.

This purpose-built battery electric vehicle (BEV) boasts police features like a certified speedometer, heavyduty suspension, underbody skid plates, and Firestone Firehawk pursuit tires mounted on 20-inch steel wheels to cover 6-piston Brembo front brake calipers. The vehicle has a projected top speed of 130 mph without aftermarket equipment.

The Blazer EV PPV has 15.3-inch rotors for increased braking durability and performance to make it capable of handling tasks like high-speed pursuits with sudden stops. Remote start comes standard, along with remote keyless entry and a passive power mode.

This allows officers to keep their remote fob fastened on their duty belt for an entire shift. By pressing the brake pedal when entering the vehicle, officers can start the vehicle using contactless ignition. The gear shifter operates only when the key fob is detected. Standard protected idle permits the vehicle to be unlocked and fully powered but unable to be driven without a remote key fob detected. Exiting the vehicle with the key fob will automatically arm the protected idle system. This allows officers to quickly get in and out of their vehicles in incidents where every second matters, such as foot pursuits.

Once activated, protected idle will keep the vehicle powered and unlocked so that the mounted computer and other emergency equipment will not require a reboot. This also allows K-9 vehicles to remain in power to ensure a comfortable interior for the K-9 officers. It is important to note that a low battery condition will not allow the system to activate.

The 105-kW battery allows for a GM-estimated range of 277 miles on a full charge with traditional emergency equipment, as noted above. A Level 2 240-volt plug-in charger comes standard with the vehicle; the ability to add 23 miles of range per hour at 32 amps is available with this charging option. A Level 2 hardwired 48-amp charger can add up to 37 miles of range per hour.

The Blazer EV PPV is capable of high-powered 19.2 kW 80-amp Level 2 charging with the ability to add up to 52 miles of range per hour. The vehicle is also designed to accept 400-volt DC fast charging at 190 kW, which can add up to 71 miles of range in 10 minutes, or 141 miles of range in approximately 30 minutes. Officers can regenerate energy back into the battery using a feature on the steering wheel that complements a one-pedal driving mode while reducing brake wear.

A standard 400-volt to 12-volt DC power module on the vehicle is dedicated to the demands of emergency equipment and is engineered for 100 amps of continuous load. Based on traditional emergency equipment, the Blazer EV PPV has a projected idle time of 20 to 50 hours on a single full charge. A standard rear-camera mirror allows for a wider, less obstructed rearview when compared to a traditional rearview mirror. This can help prevent obstructions from things like prisoner partitions, cargo barriers, or K-9 inserts.

Additionally, an 8-inch screen displays the backup camera view while in reverse to assist officers. Every Blazer EV PPV has 10 switchable inputs and outputs. A graphical user interface is available to customize specific equipment needs with more than 150 operating parameters.

Chevrolet Blazer PPV/Bolt SSV and the Duluth, GA Police Department

A heavy-duty vinyl steering wheel features two backside button switches that have been repurposed to operate upfitter-supplied emergency equipment like lighting. The vehicle is equipped with cloth policespecific front seats contoured to accommodate duty belts. The seats’ ergonomic design allows for quick and easy ingress and egress without concerns of snagging the duty belt or equipment.

Agencies can choose from the 9C1 model or the 9C3 model. The former has a frontline patrol interior, with cloth front and vinyl rear seating, as well as heavyduty vinyl flooring, and a center console delete to make room for aftermarket equipment. The ladder has a civilian-style interior for law enforcement positions like supervisors or detectives. The Blazer EV PPV also provides adequate head and leg room for rear passengers when an aftermarket partition is installed, without sacrificing valuable space from the officers up front. New for 2025 is an additional street appearance package (5W4) that includes a 22-inch aluminum wheel and self-sealing tire available on the 9C3.

In the trunk, heavy-duty rear manual liftgate struts are designed for maximum head clearance. A rear cargo floor can be removed if more space is needed for aftermarket organizers or easier access to gear. Fleet managers can also choose a dealer-installed rear trailer hitch receiver and wire harness to accommodate patrol bicycle racks and radar, or traffic control trailers up to 1,000 pounds.

One agency that has experienced significant success with the Chevrolet Bolt SSV and the Blazer PPV is the Duluth Police Department in Gwinnett County, Georgia. Duluth is a city of 12 square miles, 65-mile take-home range from boundary to residence, with 68 sworn officers. Every officer gets a take-home vehicle so the idea of field testing some EVs was top of mind for Capt. Robert Montgomery, Support Services Divisional Commander, who oversees their Fleet Services.

Back in 2021 at one of the government fleet conferences, Capt. Montgomery saw the advancements that were being made in electrification

of vehicles and figured his Detective section would be a very good place to start a pilot program.

Montgomery was most impressed with the Beam Solar charger unit (https://beamforall.com/product/ ev-arc/). Beam Global is the leading provider of innovative sustainable products and technologies for electric vehicle (EV) charging, energy storage, energy security, and outdoor media. Duluth PD already had a 240A circuit at headquarters that was being used to maintain the command vehicle.

Georgia Power’s “Make Ready” program allowed Duluth PD to apply for infrastructure funding. All that is required is the agency applying must purchase the chargers and provide public access to some of those chargers, so they are not all just for police.

Montgomery also received allocation from a Special Purpose Local Option Sales Tax (SPLOST), which provides funding from a 1% sales tax. SPLOST funds are allocated to the police department for the purchase of new police vehicles and vehicle equipment.

Georgia Power Company did an energy draw assessment of the grid that supplies the Duluth Police Department HQ and advised that the department had enough available power for two Level 3 chargers, for a total of 60 kWh, and four Level 2 chargers for public access.

What’s also remarkably interesting and often not discussed is the effect of upgrading technology on the police department. What upgrading affects is the department’s ability to draw power from their grid. Georgia Power Company also told the department that when they do a much-anticipated building airconditioning system upgrade, the newer A/C unit

will be so much more efficient that it will significantly reduce the power consumption compared to the old A/C unit. The reduction in power usage will allow the DC fast charger (DCFC) to be increased to 120 kWh charging.

Georgia Power Company also provided turnkey logistics, which was a huge savings to the Duluth Police Department. Montgomery purchased four of the Chevrolet SSV Bolts as a start for his staff of eight detectives. Half of the detectives remained in ICE take-home vehicles and half in the new BEV takehome vehicles.

After the four Chevy Bolt SSVs arrived, four detectives were impressed, and they embraced the new BEVs. The Bolt SSV vehicles are typically charged at the police department throughout the day, while the detectives primarily do their work at the department’s HQ. The only lesson learned was they found the Level 2 chargers were not fast enough for

the detectives, so the need for Level 3 chargers was confirmed.

After a few months, Montgomery did a review of how the BEVs were doing against the ICE vehicles in their detective pool. He found that all four BEVs cost him $200 per month total. In comparison, each single ICE vehicle costs him $250–$300 per month in fuel.

Recently, Montgomery added a fully outfitted marked Chevrolet Blazer PPV and assigned it to their Public Information Officer (PIO). The PIO position is operational, and the officer does respond to calls, but the position also has a fair number of administrative duties, which requires having the vehicle on a charger at HQ. The operational testing phase has seen some incredibly positive feedback, and this has initiated the purchase of more Blazer PPVs to be added to the detective pool. The next steps will be the introduction of the Blazer PPV operationally on the frontline patrol positions.

With any new platforms introduced into a police fleet, training is paramount. Officers operating the Blazer PPV will be required to attend an advanced pursuit driving class with the department’s EVOC instructors to learn the unique characteristics of the Blazer PPV. The training consists of six hours of classroom and practical training at Atlanta Motorsports Park or Road Atlanta.

In addition, Duluth PD has three electric Zero motorcycles for Park Patrol in operation. Clearly having the ability to assign each officer with a take-home vehicle helps with the integration of BEVs in frontline policing. This is another example of ingenuity and leveraging the available funding in the community while taking a measured approach to building appropriate infrastructure and infusing BEVs into various sections of operational law enforcement. GM Envolve has provided yet another cost-effective solution to police agencies across North America.

Question: How old is Mobilizz and what are the company’s origins?

Answer: Mobilizz was founded in 1997, evolving into a dedicated telematics provider in 2002. At the time, the term “telematics” wasn’t widely used—most people simply referred to it as GPS tracking or AVL (Automatic Vehicle Location).

Our transition into telematics in 2002 began while developing an ERP solution for a client with a fleet of around 20 trucks. The fleet owner requested GPS tracking for better visibility, prompting us to search for a solution. That search led us to a small company called Geotab, which, at the time, had just four employees. From our very first meeting, we recognized that Geotab had the potential to revolutionize the industry—and we knew we wanted to be part of that journey. In 2002, we officially partnered with Geotab, marking the beginning of our expertise in fleet telematics.

Our expansion into law enforcement began in 2018 with Belleville Police Service (Canada), our first police fleet customer. They initially implemented our solution in approximately 20 patrol vehicles, primarily to collect real-time odometer readings for more precise oil change and maintenance scheduling. Since then, Mobilizz has not only expanded the scope of telematics applications for police fleets but has also grown its law enforcement customer base, which has more than doubled in the past 12 months.

Q: For some police fleet managers and police fleet professionals who may not be familiar with Mobilizz, can you provide a summary of your hardware, software, and services?

A: Mobilizz is a Fleet Technology Provider (FTP), which means we specialize in providing leadingedge solutions that enhance efficiency, safety, and performance for police fleets.

Q: How have fleet managers’ needs changed over the past 5–10 years? What is new in terms of what they are asking for now?

A: Overall, we’ve observed fleet management in law enforcement transform from a behind-thescenes function into a mission-critical role. As their responsibilities have expanded, so have their expectations from vendors, making adaptability, responsiveness, and innovation more important than ever.

With this newfound recognition and responsibility, the role of the fleet manager has evolved significantly. Their needs have shifted in three major ways:

• Increased Demand for Data & Insights – Fleet managers are no longer just responsible for vehicle maintenance—they now oversee a wealth of realtime data that helps optimize fleet performance. Various departments also now rely heavily on fleet data for decision-making, from budgeting and vehicle health to efficiency and compliance tracking.

• Seamless Technology Integration – Fleet managers need systems that communicate with each other and work together seamlessly, eliminating silos and improving operational efficiency. Integration with broader agency systems, such as dispatch and records management, has become a priority.

Q: What can you tell us about your new product, IOX-SAFETY 4?

A: IOX-SAFETY 4 (IS-4) is a hardware product that we have been working on for a few years and are very excited to bring this to market. We have worked closely with our customers and advisory team to develop true product market fit.

The latest model, IS-4, is a small form factor device that quickly and easily connects to the peripherals in a police vehicle, being master lights, siren, and gun locks. We also added on a K-9 and Prisoner Compartment temperature sensor to address critical in-field concerns. Recognizing that police fleets operate a mix of vehicle makes, models, and control systems, we designed IS-4 to be controller- and vehicle-agnostic—ensuring effortless compatibility regardless of a fleet’s age or configuration.

A key advantage of IS-4 is its direct integration with the Geotab platform, allowing agencies to track the precise location and time of light and siren activation, as well as detailed gun lock usage.
