We are excited to report that we have received 264 applications for our Scholarship Program this year! PFIA provides $600,000 of funding for 100 scholarships each year.

The high school seniors who applied this year have a better than one in three chance of receiving the scholarship! The deadline to apply was May 15. The scholarship recipients will be notified later this summer. If your student did not apply this year, or if they did apply and were not awarded a scholarship, they are free to apply throughout their undergraduate years. PFIA has awarded over 13 million dollars in scholarships since beginning this program in 1987. Contact your local representative for deadlines and more information on how to apply.

Another fraternal benefit our Association provides is our Uninsurable Child Benefit.

This benefit provides $10,000 of Whole Life insurance at standard rates for an eligible child, age 0-23, of a member in good standing with the Association who applies for a policy and is declined because of health reasons. All underwriting procedures will be exhausted before a policy is issued. We issued three Uninsurable Child Benefits in May bringing our 2026 year-to-date total to six. Fire Fighters and Police Officers report for duty never knowing which of their skills will be called upon to protect the public safely. They are people of whom heroic acts are expected—it is part of the job. PFIA feels differently. Regardless of how often one is called, it takes a certain amount of courage to put one’s own life on the line to save another. Our Heroes Hall of Fame recognizes the courage and fast action necessary to keep an incident from becoming a tragedy.

Firefighter Rescues Occupant Georgia — On October 4, 2025, a serious twovehicle accident occurred. Among those who witnessed the crash were off-duty Augusta Fire Department personnel, Robert Crisp, who was traveling behind one of the vehicles involved.

Without hesitation and relying on his training, instinct, and commitment to help others, Mr. Crisp

immediately took action. One of the vehicles (a truck towing a trailer with a tractor) had overturned and caught fire due to the severity of the collision.

Without regard for his own safety, Mr. Crisp rushed to the burning vehicle and rescued a male occupant trapped inside.

His bravery directly contributed to saving a life under extremely dangerous conditions.

FALLEN HEROES Corporal Timothy O’Connor Pennsylvania State Police, PA 15-year, 6 month veteran Corporal Timothy O’Connor was shot and killed during a traffic stop in West Caln Township, near the intersection of Michael Road and Route 10 in West Caln Township, at approximately 8:24 p.m.

While responding to a complaint about an erratic driver, Corporal O’Connor located and pulled the vehicle over. When Corporal O’Connor approached the vehicle, the driver shot from inside the vehicle, fatally wounding Corporal O’Connor.

The driver was found near the vehicle, deceased from a self-inflicted gunshot wound.

Corporal Timothy O’Connor had served with the Pennsylvania State Police for over 15 years. He also served with the West Chester Fire Company.

Survivors include his wife, daughter, mother, father, brother, sister, and nephews.

Firefighter Howard Bennett Camden Fire Department, NJ 21-year veteran While preparing to leave a marina after fire department training, Firefighter Howard Bennett fell into the Delaware River and became trapped under ice-covered water. Firefighter Bennett was rescued by crews and transported to a local hospital where he was pronounced deceased.

Deputy Sheriff Christopher Ohlmeyer Jefferson Parish Sheriff’s Office, LA 15-year veteran Deputy Sheriff Christopher Ohlmeyer was killed while serving in a funeral escort on Airline Highway, near the 9200 block in New Orleans.

The driver of the vehicle was taken to the hospital.

She was charged with vehicular homicide after she tested positive for multiple drugs in her system.

Deputy Ohlmeyer had served with the Jefferson Parish Sheriff’s Office for 15 years. Survivors include his wife and two children.

Sergeant Caleb Eisworth Baton Rouge Police Department, LA 15-year veteran Sergeant Caleb Eisworth succumbed to injuries he received in a motorcycle crash when he was intentionally struck on June 16, 2025.

Sergeant Eisworth was traveling on Joor Road en route to a funeral procession when a truck rammed into him at a high rate of speed. After being struck, he was knocked off his motorcycle and dragged underneath the vehicle for several hundred feet.

Sergeant Eisworth was transported to the hospital, where he succumbed to his injuries on August 10, 2025.

The suspect was arrested after bragging about it on social media. He was initially charged with criminal damage to property, hate crimes, resisting an officer, and attempted first-degree murder. He faces firstdegree murder charges and the death penalty. His girlfriend was arrested and charged with obstruction of justice and accessory after the fact to attempted first-degree murder of a police officer.

Sergeant Eisworth had served with the Baton Rouge Police Department for 23 years and had been awarded the Department’s Medal of Honor and multiple awards for heroism during his years of service. He is survived by his wife, daughter, mother, father, and brother.

As a member of the motor squad, Deputy Ohlmeyer was stopping traffic to allow for the funeral procession when he was struck by a vehicle from behind. He succumbed to his injuries at the scene.

PRESERVING THE HISTORY OF

First Responders How Firefighting Has Evolved From ad-hoc ‘bucket brigades’ to steam powered fire trucks, firefighting has seen steady advances, while climate change fueled fires present new challenges.

For centuries, combatting fires was largely an ad-hoc process involving “bucket brigades” of community members until fast-growing towns, with buildings made of combustible materials such as wood and thatch, began to proliferate in the 17th century.

The Great Fire of London in 1666 led to the development of pumps and the establishment of the first fire insurance companies. Policy holders were issued a badge, or fire mark, to attach to their building. But buildings were often left to burn until the fire company associated with the relevant insurer showed up.

A similar approach held sway in the major towns of the east and northeast United States, until Ben Franklin co-organized the all-volunteer Union Fire Company in Philadelphia in 1736, which sought to protect all citizens, regardless of their insurance status.

The first municipal fire brigade in the world was established in Edinburgh,

Scotland, in 1824 and the first professional firefighting force in the United States appeared in Cincinnati in 1853.

Today, there are approximately one million firefighters across the United States, organized in more than 29,000 departments.

Pumps, Trucks, Clothing and Training In 1721 and 1725, English inventor Richard Newsham patented designs for a “water engine for the quenching and extinguishing of fires,” with a cistern that could hold 170 gallons of water. His hand-operated inventions, which were on wheels and hauled manually to fires, were the industry standard for much of the 18th century.

Not until 1829 was the first steampowered fire truck developed, but the engines, which were devoted to powering the pumps, were heavy. In 1832, the New York Mutual Hook & Ladder Company No 1 purchased a horse to pull its fire truck, and soon fire departments across the country followed suit, with the horses often accompanied by Dalmatians, which would guard the horses and rouse them at the sound of the fire bell.

By 1925, horse-drawn trucks with steam-driven pumps had been all but completely replaced by gasolinepowered trucks. By then, as society became increasingly urban and buildings grew ever taller, most trucks came equipped with ladders mounted on turntables—known as Hayes ladders, after Daniel D. Hayes, who

invented them in 1868.

Today, fire trucks come in a wide variety of shapes and sizes and can cost as much as $1 million. The firefighters who staff them are better equipped than ever, with advanced helmets (the first attempt at which was designed by Jacobus Turk in 1731), self-contained breathing apparatus, and fire-resistant clothing.

Advances have also improved tracking and containing fires. Thermal imaging cameras are now commonly used in rescue operations. Firefighting aircraft, including planes and helicopters, are deployed to help control fires by dropping water or foam over burns.

Changes in Fire In some ways, fighting fires is safer than before. Martin Mullen, battalion commander with the Los Angeles Fire Department, explains that, in addition to the proliferation of modern equipment, changes in the construction of houses mean that structure fires can be easier to control.

In other ways, houses of ever-growing size in increasing densities, packed with plastics flammable materials pose new challenges.

Since 1630, when the selectmen of Boston declared that “noe man shall build his chimney with wood, nor cover his house with thatch,” layers of fire codes have increased the safety of structures. Although, tragically, some of these have been in response to lessons learned the hard way.

In 1903, for example, a fire at the

Iroquois Theater in Chicago killed over 600 people and led to such now-universal developments as “panic bars” on fire exits and illuminated exit signs. A 1937 explosion at a school in New London, Texas, caused by an undetected gas leak, prompted the addition of distinct-smelling hydrocarbons to odorless natural gas. And a 1985 conflagration that consumed the stands at Bradford City soccer club in England was the catalyst for a significant overhaul in stadium construction and safety in sports stadiums in the UK, including the banning of wooden grandstands.

According to Stephen Pyne of Arizona State University, author of several books on fire including Fire: A Brief History, a firefighter from the 19th century could swiftly adapt to being on a 21st century crew. But, he says, in many ways the very nature of fires is showing signs of change.

entire swaths of cities being consumed by flames—London in 1666, Chicago in 1871, San Francisco in 1906.

According to Pyne, a combination of stricter building and fire codes and ongoing refinements in firefighting equipment and technique meant that, after the last of these, such city-wide fires seemed to be a thing of the past —until a firestorm in Oakland in 1991 heralded a new era.

The horrifying scenes in Los Angeles in 2025 mirrored those in Maui in 2023 and Jasper, Alberta in 2024; the common factor, Pyne notes, is that these started of a wildfires and ended up consuming towns that have spread into the wilderness, blurring the boundary between urban and rural.

That matters, says Pyne, because whereas the goal of structure fires has always been to extinguish them as rapidly as possible, combatting wildfires is a more complex process, which can sometimes involve the

setting of controlled, or prescribed, fires to remove combustible material.

However, what he calls “the gentrification of rural areas” has made that policy more challenging to implement, while climate change has reduced the number of days in which conditions make such burns safe to conduct. And, of course, that changing climate is creating hotter, drier conditions in which fires develop and spread much more readily.

That is one major reason why Mullen says that, even after centuries of implementing fire codes and refining firefighting techniques. “We’ve got more fires than we ever had.”

Texas — On January 15, 2026, The staff of the Roach Unit in Childress did a fundraiser to help Correctional Employee Desary Pierson with medical expenses. Desary was attacked by a large dog, which caused a lot of injuries, requiring multiple surgeries and missing several months of work. PFIA made a donation to help Desary Pierson.

Texas — On January 11, 2026, The John Montford Unit in Lubbock lost Correctional Officer Araceli Valdez due to an off duty fatal shooting. The staff of the Montford Unit took up donations to help the family with funeral expenses. PFIA made a donation to help with these expenses.

New York — The REACH4RO FOUNDATION was founded

by Buffalo Police Officer and PFIA member Romair Parrett (seated in the middle of both photos). On April 18, 2026, the foundation hosted charity basketball games for kids, as well as a matchup between the Buffalo Police and Buffalo Fire Departments. PFIA made a donation to the event, where the Police Department emerged victorious with a 66-55 win over the Fire Department. The foundation gives back to the community, strives to build better relationships between law enforcement and the local citizens of Buffalo, New York, and helps spread mental health awareness.

Texas — On April 24, 2026, PFIA made a donation to the staff of the TDCJ Clements Unit in Amarillo for a fundraiser to assist Correctional Employee Amy Garcia due to her family home catching fire, which resulted in a total loss of everything. Kentucky — In April 2026, Central Campbell County Fire District received a donation of a new smoker from PFIA Agent Jason Bowling.

Florida — Jacksonville Agent Tony Ragans presents a donation check to A. Philip Randolph Career Academy Criminal Justice and Fire Academy. Kim Lockley and students traveled to Orlando, Florida on April 8-11, 2026, for their annual state competition. They competed in various events, crime scene, traffic stop, firefighter skills, search and rescue just to name a few. These are rising juniors and seniors who will pursue a career in public safety after graduation.

Indiana — In May 2026, PFIA Agent Dustin Buchanan presented a sponsorship check for the Local 362 Hero’s Memorial Golf Outing, to be held on July 21, 2026 in South Bend, IN. The funds raised are donated to local firefighters and/ or family members battling cancer. This years recipient is a 44-year veteran firefighter and PFIA member since 1996 who is battling bladder cancer.

New Insights FROM WEARABLE DATA

Wearables, such as smart watches and smart rings, are typically equipped with a range of sensors that provide information intended to boost users’ understanding of their current physical health, enabling them to maximize their “healthspan” – that is, increasing longevity with good health. Wearables continuously track data, such as heart rate, physical activity, and blood oxygen saturation, which are important metrics for monitoring and maintaining health. ealth risks related to diabetes can significantly reduce healthspan.

Continuous glucose monitors (CGMs), another type of wearable, have introduced opportunities to monitor health related to diabetes risk. One reason the commercialization of CGMs has been so impactful is the high prevalence of diabetes and prediabetes in the world. The Centers for Disease Control and Prevention reports that 38.4 million people in the United States have diabetes and another 97.6 million people have prediabetes [1]. The International Diabetes Federation estimates that 589 million people have diabetes worldwide [2].

CGMs enable users with diabetes or prediabetes to track their blood sugar levels in real-time and keep them within a target range. This often involves reacting to spikes and drops in blood sugar levels that may occur throughout the day. The management of blood sugar also plays a role in regulating weight, cholesterol, inflammation, and other aspects of health.

GLUCOSE RESPONSES TO FOOD VARY ACROSS INDIVIDUALS In January 2017, the Snyder Lab at Stanford University School of Medicine first shared their research on exploring the utility of tracking physiomes and activity using wearable biosensors in gathering health-related information [3]. The group, led by Professor Michael Snyder, the Stanford W. Ascherman Professor of Genetics at Stanford University, found that they could distinguish between insulinsensitive and insulin-resistant individuals using wearable sensor data, which suggested that wearable sensors could be used to detect risk for type 2 diabetes.

research using CGMs to measure glucose levels in people with type 2 diabetes, prediabetics, and “healthy” people. The Snyder Lab observed that “different people spike to different foods,” whether that be pasta, potatoes, or bread, in a highly personalized manner.

This observation sparked the idea of building personalized models of blood sugar response.

Encouraged by the research findings, Prof. Snyder co-founded the company January AI. Ideally, one would be able to anticipate these fluctuations in advance using artificial intelligence.

A DIGITAL TWIN TO PREDICT GLUCOSE The team at January AI developed their own generative AI to predict a person’s blood sugar levels. With wearable platforms generating a large volume of data, machine learning has emerged as a powerful means of processing and interpreting it. January AI’s machine learning models are built upon millions of data points comprising wearable, demographic and user-reported data. In their

app, demographic information — including height, weight, age, sex, and health state — can be combined with January AI’s predictive algorithm trained on thousands of users’ real CGM data to create a “digital twin” for precise predictions of blood sugar levels in response to food ingredients. This is based on a food’s glycemic index, a measure of how quickly and how much a food will raise your blood glucose, and the user’s health state (i.e., healthy, prediabetes, or type 2 diabetes).

January AI pairs these predictions with an on-demand AI nutritionist, delivering personalized guidance that evolves with users’ goals, habits, and metabolism. The app enables users to log food easily and accurately with a quick photo, or by describing what they ate in a simple sentence. To be specific, January AI utilizes AI-powered food recognition, allowing users to snap a picture of their meal to instantly analyze its nutritional content and predict glucose impact before they eat. This feature shifts nutrition tracking from passive logging to proactive metabolic optimization.

January AI’s breakthrough technology was not developed in one night. “We’ve spent nearly a decade building January AI so people can see how food affects their blood sugar before they eat it,” said Noosheen Hashemi, Founder and CEO of January AI. “Our goal isn’t to make health complicated; it’s to give people the clarity and confidence to make better choices in real time, without invasive devices.”

AI-ENHANCED TOOLS FOR BEHAVIOR CHANGE Beyond theoretical impacts on user health, there is evidence that AI-enhanced digital health interventions like the January

AI app are beneficial. In a study published in npj Digital Medicine, the January AI team found that their app can improve glycemic control and promote weight loss, particularly when users are actively engaged [4].

Noosheen Hashemi, Founder and CEO, January AI Hashemi discussed the company’s evidence-based impact saying, “Our research shows that when people are given the right tools — personalized, predictive, and rooted in science — they start changing behavior. That’s what January delivers.”

Why the Standard Firefighting Orders and Watch Out Situations Still Matter

T

here are few professions where lessons are written so permanently in tragedy.

In the fire service, every hard-earned rule, every safety protocol, and every “never again” moment exists because someone before us paid the price. The 10 Standard Firefighting Orders and the 18 Watch Out Situations were not created in a classroom or corporate office. They were born from burnovers, entrapments, communication failures, weather shifts, fatigue, pride, hesitation, and names etched into memorial walls.

For career firefighters, these principles are more than memorized bullet points from academy days. They are the DNA of survival. Yet with modern staffing pressures, increasingly aggressive fire behavior, evolving construction, and the constant push to get the job done, many firefighters revisit these rules only during annual refreshers or after a close call. That may be one of the greatest dangers of all: familiarity

without reflection.

Because these orders and watch outs are not relics. They are timeless warnings.

The Birth of the Orders The 10 Standard Firefighting Orders were developed after a series of devastating wildland firefighter fatalities in the mid-20th century, most notably the Mann Gulch Fire, where 13 smokejumpers lost their lives after being overtaken by rapidly advancing fire. Investigators studying the tragedy discovered painful patterns that would repeat themselves across decades of fireground fatalities. Crews lost awareness of changing fire behavior.

Weather shifts went unnoticed. Escape routes disappeared. Communication failed. Firefighters became committed to operations that had silently become unsurvivable.

The fire service eventually recognized a difficult truth: bravery alone could not solve these problems. Courage without discipline could actually make them worse.

From those tragedies came the 10 Standard Firefighting Orders, designed to create structure in chaos and prevent firefighters from becoming trapped, isolated, or overrun.

Later, the 18 Watch Out Situations expanded upon those principles by identifying common warning signs repeatedly present before serious injuries and fatalities. Together, they became the fire service equivalent of aviation safety checklists—simple enough to remember under pressure, but powerful enough to save lives.

Keep Informed on Fire Weather Conditions and Forecasts

Veteran firefighters know weather is never just background information. It is an active player on every fireground.

A relatively manageable incident can become catastrophic within minutes when winds shift unexpectedly or humidity levels drop faster than anticipated. Today’s firefighters are operating in conditions made even more dangerous by prolonged droughts, extreme heat, urban

expansion, and increasingly volatile fire behavior.

The moment firefighters lose awareness of where the fire is moving, how rapidly conditions are changing, or what smoke behavior is communicating, they surrender their greatest advantage: anticipation.

Modern fire behavior has evolved dramatically. Lightweight construction materials fail faster than older legacy structures. Synthetic furnishings create hotter fires with quicker flashover potential. Open floor plans allow rapid fire travel that can trap crews before they recognize the danger. Experienced firefighters who built careers on reading older-style fires sometimes

Base All Actions on Current and Expected Fire Behavior

Professional firefighting is not reactive.

It is predictive.

The best firefighters are not simply responding to what is happening now. They are constantly asking what happens next. What if the attic ignites? What if the floor system fails?

What if ventilation changes the flow path? What if wind enters through a broken window? What if fire reaches concealed void spaces?

This kind of thinking separates disciplined firefighters from firefighters operating on instinct alone.

One of the greatest dangers in modern firefighting is relying too heavily on past experience. Veteran firefighters understandably develop confidence through years of successful operations, but today’s fires often behave differently than the fires many senior firefighters encountered early in their careers. Modern fuels burn hotter.

Structures fail sooner. Conditions transition faster.

The assumption that “this is how fires usually behave” has contributed to countless near misses and fatalities.

Identify Escape Routes and Safety Zones and Make Them Known

Every firefighter has heard the phrase “always know two ways out,” yet many fatality investigations reveal the same painful reality: escape routes were assumed instead of confirmed.

The danger often develops gradually.

Crews advance deeper into structures while visibility slowly deteriorates. Heat builds incrementally. Smoke thickens room by room. The human mind adapts to worsening conditions surprisingly well, which means firefighters may not recognize how dangerous the environment has become until the route behind them is compromised.

Firefighters are naturally driven to complete the mission. Once emotionally and physically committed to a rescue, fire attack, or search, withdrawing becomes psychologically difficult. That commitment can become deadly when escape routes are not continuously reevaluated.

In both structural and wildland firefighting, survival often depends less on how crews entered a dangerous area and more on whether they can still leave it when conditions suddenly change.

One of the simplest safety tools on the fireground is also one of the most overlooked. A dedicated lookout provides perspective at a time when most crews are consumed by immediate tasks and rapidly changing conditions.

Staffing shortages and operational tempo frequently pull every available firefighter directly into suppression or rescue operations, leaving nobody focused on the bigger picture. Be Alert, Keep Calm, Think Clearly, Act Decisively

Panic kills. So does denial.

The best firefighters are not fearless people charging recklessly into danger. They are professionals capable of processing fear clearly enough to make disciplined decisions under extraordinary pressure.

Many major fireground tragedies worsen because crews hesitate at critical moments. Firefighters stay inside too long hoping conditions improve. Officers delay withdrawal because they feel pressure to continue operations. MAYDAYs are called too late because firefighters fear embarrassment or believe they can still self-rescue.

The fireground punishes hesitation mercilessly.

Calm decisiveness is not personality-driven. It is trained behavior developed through repetition, trust, and preparation.

Maintain Prompt Communications

Communication failures appear in nearly every firefighter fatality investigation. Radios fail. Channels become overloaded. Messages are misunderstood. Critical updates never reach crews operating deep inside structures or isolated terrain.

The most dangerous moment on the fireground often occurs when firefighters believe everyone else knows what is happening.

Silence creates isolation, and isolation creates vulnerability.

Strong communication is not simply about transmitting information. It is about creating shared situational awareness across an entire incident. Crews that communicate effectively recognize changing conditions earlier, coordinate tactics more safely, and identify problems before they become fatal.

Give Clear Instructions and Ensure They Are Understood

A misunderstood order inside a burning structure can have devastating consequences. In chaotic environments, vague communication becomes dangerous communication.

Professional officers understand that leadership on the fireground depends less on volume and more on clarity. The best commands are concise, direct, and confirmed. Elite company officers do not assume their crews understood instructions simply because nobody asked questions.

Stress distorts comprehension. Heat, noise, fatigue, and adrenaline narrow human focus dramatically. Clear communication under those conditions becomes one of the most valuable survival skills in the fire service.

Maintain Control of Your Forces at All Times

Freelancing remains one of the most dangerous habits in firefighting culture. Independent action may feel aggressive or proactive, but uncontrolled movement creates accountability failures, conflicting tactics, and rescue complications when conditions deteriorate.

Firefighters cannot save each other if nobody knows where crews are operating.

Many departments have worked aggressively to eliminate freelancing through stronger accountability systems, better command structures, and cultural shifts emphasizing coordinated operations over individual heroics. The fire service has increasingly recognized that disciplined teamwork saves more lives than reckless independence ever will.

Fight Fire Aggressively, Having Provided for Safety First

This final order may be the most misunderstood of them all.

Aggressive firefighting does not mean reckless firefighting.

It does not mean ignoring collapse indicators, bypassing risk assessment, or staying inside untenable environments purely to protect property.

True aggressive firefighting is disciplined, calculated, and controlled. It means operating with confidence because crews have prepared properly, communicated clearly, maintained accountability, and continuously evaluated risk.

The fire service has evolved significantly from earlier generations where courage was sometimes measured by risk

tolerance alone. Modern firefighting recognizes a difficult but necessary truth: a dead firefighter cannot save anyone.

The mission is not simply to fight fire aggressively.

The mission is to go home afterward.

The 18 Watch Out Situations: Recognizing Disaster Before It Happens If the 10 Orders establish operational discipline, the 18 Watch Out Situations identify the warning signs that frequently appear before tragedy strikes. These situations are essentially the fire service’s collective memory, built from decades of near misses, fatalities, and painful lessons learned too late.

At the same time, public expectations remain enormous.

This combination creates a dangerous reality: firefighters are expected to perform at increasingly high levels with smaller margins for error.

The 10 Standard Firefighting Orders and 18 Watch Out Situations remain relevant because human nature has not changed. Firefighters still experience tunnel vision under stress. Fatigue still clouds judgment. Communication still fails under pressure. Pride and over commitment still influence decision-making.

Technology evolves.

Buildings evolve.

Several remain especially relevant today.

Fire behavior evolves.

Modern building materials have fundamentally changed structural firefighting. Lightweight trusses, engineered lumber, synthetic furnishings, and open-concept layouts create fires that burn faster, hotter, and less predictably than those of previous generations. Structures that once provided crews twenty minutes of operational time may now fail in under ten.

Human factors remain remarkably consistent.

Communication breakdowns remain another persistent danger. Many fatality investigations reveal that crews became isolated shortly before conditions deteriorated catastrophically. A missed transmission, an unacknowledged MAYDAY, or delayed accountability check can become the dividing line between survival and tragedy.

Perhaps the most dangerous watch out situation, however, is psychological. Firefighters feel enormous pressure to continue operations even when conditions worsen. Pride, momentum, responsibility to the crew, and determination to complete the mission can push firefighters beyond safe operational limits. Sometimes the bravest decision on the fireground is recognizing when conditions no longer support the objective.

Why These Rules Matter More Than Ever Today’s firefighters face a profession evolving faster than ever before. Fires burn hotter due to synthetic materials.

Staffing shortages stretch crews thinner. Wildfire seasons grow longer and more destructive. Call volumes increase while experienced firefighters retire in large numbers, creating widening experience gaps in many departments.

Final Thoughts The 10 Standard Firefighting Orders and 18 Watch Out Situations are not simply academy material designed to pass written exams.

They are the collected wisdom of firefighters who never had the opportunity to go home.

Every line represents a lesson purchased at tremendous cost.

The greatest way to honor those sacrifices is not through ceremonies or speeches alone, but through disciplined professionalism on the fireground. Sometimes that professionalism looks dramatic. More often, it looks quiet: an officer recognizing deteriorating conditions early, a firefighter speaking up about unsafe operations, or a crew backing out before conditions become unsurvivable.

That is not weakness.

That is mastery.

Because the rules written in smoke were never created to limit firefighters.

They were created to bring them home.
