We are excited to report we have received 273 applications for our Scholarship Program this year! PFIA provides $600,000 of funding for 100 scholarships each year. The high school seniors who applied this year have a better than one in three chance of receiving the scholarship! The deadline to apply was May 15. The scholarship recipients will be notified later this summer. If your student did not apply this year, or if they did apply and were not awarded a scholarship, they are free to apply as a sophomore and throughout their undergraduate years. PFIA has awarded over 12 million dollars in scholarships since beginning this program in 1987. Contact your local representative for deadlines and more information on how to apply.

Another fraternal benefit our Association provides is our Uninsurable Child Benefit. This benefit provides $10,000 of Whole Life insurance at standard rates to an eligible child, age 0-23, of a member in good standing with the Association who applies for a policy and is declined because of health reasons. All underwriting procedures will be exhausted before a policy is issued. Contact your local representative for more information.

MERITORIOUS SERVICE AWARD

THOSE WHO PERFORM

Above and Beyond Emotions under control New Jersey — On February 11, 2023, Police Officer Terrence Best and Officer Cuenca were dispatched to a report of an unresponsive infant, later determined to have ingested an unknown quantity of heroin.

Upon arrival, Officer Best observed a 10 month-old child unresponsive and turning blue.

Officer Best acted swiftly to assess the situation, immediately started CPR, ultimately reviving the child. Upon learning that the responding ambulance was going to take some time to arrive, the infant remaining in a critical state requiring immediate medical care, he elected to transport the child to a local hospital.

While in route to the hospital, he kept his emotions under control and conveyed the pertinent information available at the time to the medical staff who stabilized the child. We commend Officer Best for his quick thinking and decisive actions ultimately saving this child’s life.

Bringing in the New Year

Rhode Island — On December 31, 2022, Warwick Firefighters Noah Craven and Brandon Ingegneri were celebrating New Year’s Eve at the Crown Plaza Hotel in Warwick, when they were alerted that an unconscious man

was on the dance floor. The two Warwich Firefighters sprang into action and immediately assessed the unconscious man. Along with a nurse in attendance, they began CPR after determining the man was in cardiac arrest. A member of the hotel staff quickly retrieved the hotel’s automatic external defibrillator and the victim was revived just after one shock from the AED. The victims heartbeat was restored and he began breathing on his own.

The victim was transported to the hospital and is going to make a full recovery thanks to the heroic efforts of Firefighters Craven and Ingegneri.

Flames already engulfed

Indiana — Police Officers Christopher Clouse, Kolin Kinder, Brian Ramey, and Jaime Thorn of the Indianapolis Metropolitan Police Department were answering a domestic disturbance call when the same apartment caught fire after the woman who had reported the incident left a pan on the stove to go outside to speak to the officers.

An alarm and shouts of a fire caused all four officers to spring into action. They ran up to the woman’s apartment, where the flames had already engulfed the kitchen and ceiling with smoke. Without knowing how fast it might spread, the

officers evacuated everyone from the building and attempted to extinguish the fire. Despite not having the proper gear and inhaling a significant amount of smoke and fumes, the officers successfully put out the flames with six fire extinguishers borrowed from neighboring apartments.

Medics treated the officers on scene. Fortunately, no one was injured. One medic told the district commander, “The officers went over and beyond their duties without any formal training.”

Fishers Fire and Emergency Services, in Fishers, Indiana begins it’s second year of culde-sac drills, a program designed to promote community safety and relationships with each fire station’s neighbors. This program has been successful in bringing neighbors together and bringing safety in their own homes to the forefront of thinking.

This program is a proactive approach to emergency preparedness in which neighbors get a sampling of firefighter functions on an emergency, through the drills they run in various cul-de-sacs and brings a better understanding for residents about keeping fire hydrants clear, roadways passable with street parking, developing exit plans for their families, and assuring they have working smoke alarms in their homes. Additionally, this allows firefighters more time in neighborhoods to become familiar with layout and challenges.

Last summer, the department piloted the program in 18 neighborhoods. This summer, firefighters will be in 63

neighborhoods throughout June, July, and August. The captains of each station pick the neighborhoods and schedules randomly, making sure we pick new neighborhoods each summer. Fire Chief Steven Orusa says, “People don’t care how much you know until they know how much you care, and building relationships before the emergency establishes a trust in calling firefighters to respond when help is needed.”

As firefighters complete their drill, they leave a hose connected to water and assist kids/kids at heart to get a feel of using a hose.

Some prefer running through the spray while others use the opportunity to ask firefighters questions regarding the job, safety, and making a connection with their neighborhood station.

In addition, firefighters have started a clothing line called #ThisHouseProtectsMyHouse in which community members can purchase clothing with the fire

station logo of their fire house. The department doesn’t make any money from sales, but rather uses this as another opportunity to build community, ownership, and relationships. There may be a little competition between firehouses as well, just for fun.

Dogfighting Dogfighting is a sport which has historically thrived on its ability to convince society that it does not exist. Through surreptitious meetings and hidden locations, the participants in this “sport” have, for the most part, succeeded in avoiding the attention of both the general public and those agencies whose job it is to combat them. When told about dogfighting, most people express a sincere disbelief that this activity still occurs. It is hoped that by alerting those in positions of public responsibility, dogfighting will lose its invisibility and become the subject of effective law enforcement.

Animal cruelty and dogfighting often involve participants who have been or will be involved in many other serious crimes. Law Enforcement must plan a course of action to bring together community oriented resources so this crime can be stopped.

Why Investigate and Prosecute Dogfighting?

At a time when the resources of law enforcement agencies are often spread thin, some may question the importance of using these resources to respond to dogfighting and other crimes against animals.

However, the reasons are clear: Dogfighting is a Crime Dogfighting is illegal in all 50 states and the District of Columbia, Puerto Rico, and the Virgin Islands.

As of 2009, dogfighting is a felony in all states. In most states, the possession of dogs for the purpose of fighting is also a felony offense. Being a spectator at a dogfight is currently a felony in a growing number of states. The federal Animal Fighting Prohibition Enforcement Act (2007) provides for felony penalties for interstate commerce, import and export relating to commerce in fighting dogs, fighting cocks, and cock fighting paraphernalia. Each violation can result in up to 3 years in jail and a $250,000 fine.

Dogfighting Can Be a “Gateway Crime” Many communities report growing involvement of juvenile offenders in dogfighting, often as a part of gang involvement. The sense of power and control gained from having an aggressive dog, as well as the

potential financial gain, can lure juveniles into an underground scene that often includes other criminal activities.

Dogfighting is Associated with Many Other Crimes In addition to the animal cruelty and illegal gambling that are at the core of dogfighting activity, virtually all dogfight raids involve the discovery and seizure of illegal drugs, and about two-thirds result in the seizure of illegal weapons. Such raids often result in the arrest of many offenders with outstanding warrants.

Disputes over dogfights have also been associated with serious assaults and several homicides.

Dogfighting Destabilizes Communities Dogfighting is a classic example of a “brokenwindow” crime. The evidence of its presence in an area may be very visible, particularly in the case of street fighting, but the difficulty of mounting an effective law enforcement response may create the perception that no one cares about the threats this crime presents to the community. By bringing together community-oriented resources, this crime can often be stopped.

Planning the Course of Action Once the Task Force has identified the scope of the community problems associated with dogfighting, the stakeholders interested in changing the situation, and the desired changes, it can set goals and proposed methods for reaching those short and long-term objectives. The Problem Solving Planner suggests a variety of possible Response Methods that have been used in other communities. The Task Force should review these options and others that might be suggested by the group and prioritize several possible short and long term responses. In discussing these priorities, the group should consider: ● Has a particular response been tried before in the community and with what result? ● What obstacles might exist to the chosen response (institutional, legal, financial, etc.) and how can they be overcome? ● What other problems might be encountered (manpower, equipment, funding, space, interagency communications, community resistance, etc.) and how might they be overcome? ● How rapidly can this response be instituted? ● What measurable changes can be used to assess the effectiveness of the response?

It is unlikely that the resources will exist to

Collaborations with Other Agencies ● Establish memoranda of agreement between police and animal care and control or humane law enforcement to coordinate rapid response to dog fight related calls ● Establish a dedicated hotline for local reporting of dogfighting activity ● Establish and publicize a local reward fund for information leading to dogfighting arrests in collaboration with Crimestoppers or other crime prevention groups Collaborations with Other Professionals ● Alert members of groups that may come into contact with evidence of dogfighting to increase community concern and action (e.g., veterinarians, Social Services, other municipal services)

Provide Training / Cross Training for Professionals ● Provide training on basics of dogfighting for all police officers using elements of the Guide and the Online course, which is for law enforcement only ● Work with humane groups and breed groups to train police and other potential first responders on safe animal handling ● Train agencies likely to assist in dogfight operations on basics of Incident Command System that will be needed in large-scale responses Legislative Action ● Work for increased state penalties for participants/organizers involved in dogfighting ● Work for increased penalties for spectators ● Seek legislation granting immunity to reporters of animal cruelty and dogfighting (e.g., veterinary professionals) ● Increase enforcement of animal control laws, licensing, dangerous dog laws Educate the Community ● Use the media and public awareness materials to educate target communities to problems of dogfighting and increased law enforcement interest ● Take advantage of community events (street fairs, “Night Out,” etc.) to educate the community and seek information about local concerns ● Establish partnerships between law enforcement and local humane societies, SPCAs and Animal Care and Control to distribute and solicit information at animal-related events (dog walks, vaccination clinics, spay/neuter events, etc.) ● Address the “No-Snitching” culture that can interfere with effective community-oriented enforcement efforts

Target those Responsible ● Establish a “zero tolerance” approach to incidents of animal abuse and dogfighting ● Treat dogfighting as the serious, violent, major crime that it is. Work with area prosecutors to encourage charges for all crimes (e.g., animal cruelty, drugs, weapons, gambling) occurring in association with dogfighting Target Locations ● Identify “hot spots” associated with potential dogfight activity and increase surveillance, patrols, and/ or community education efforts in these areas Institute Youth-Oriented Community Prevention ● Establish relationships with humane societies, SPCAs , breed rescue groups, and mentoring groups to support programs that foster positive relations with animals to potentially replace involvement in gang or dogfighting activity Since animal cruelty and dogfighting are a growing concern for communities across the country, this increased concern is the recognition that these problems cannot be addressed by law enforcement and animal control alone. Effective solutions to animal related problems, including dogfighting, require the involvement of representatives from many segments of the community, including the public that may witness and report abuse, police and humane agencies that respond, prosecutors who will hold offenders accountable, and others who recognize the connections between animal cruelty and other forms of violence.

implement all the suggested responses immediately. The Task Force should focus on those that show the greatest promise for reducing the occurrence of the problem in the community.

It may be useful to designate several subcommittees to develop details for the implementation and assessment of different proposed responses. For example, one working group might develop plans for community outreach and communication while a second focuses on issues related to the organizational or policy changes that might be needed to allow for a rapid coordinated response from several agencies when there are reports of dogfighting activity. Here are some suggested response methods that have been implemented in other communities:

Fraternal Events New York - On March 25, 2023, PFIA Agent Mark Karl helped sponsor the 5k Run 4 Your Life event in Schenectady Central Park. The event was held to support the Schenectady Firefighters Cancer Foundation.

The race drew approximately 500 runners and walkers and raised almost $50,000 for the foundation.

Texas - On April 27, 2023, PFIA Agent Joe Ponder delivered a sponsorship check at the TDCJ TL Roach Jr. Unit in Childress to help with that unit’s employee appreciation week meal.

The Savannah Fallen Firefighter’s Fund was created with the goal of stepping in when needed most. The men and women of this organization give their lives to protect the citizens and visitors of Savannah. If a member loses their life in the line of duty, they sometimes leave behind a spouse, children, and perhaps financial uncertainty. The Savannah Fallen Firefighters Foundation is there during these times to provide answers and stability when so much seems uncertain.

Florida - On April 30, 2023, PFIA Agent Nicole Dawson took part in a generous donation for a fundraiser for Hollywood Firefighters Benevolent Association. The department came together so quickly and without question to raise funds for one of our very own firefighters.

Their brother firefighter had all of his possessions ruined by historic flooding that happened recently due to heavy water damage including contaminated sewer water. Between clearing out the apartment and gathering donations, they were able to come together during their time in need.

The proceeds from this great event go to the Savannah Fallen Firefighter’s Fund. When a firefighter dies in the line of duty, is diagnosed with a terminal illness, or injured to point where they cannot work, the Savannah Fallen Firefighter’s Fund provides survivors with a place to turn for help. They offer families emotional support along with financial assistance, and have established scholarship programs for spouses and children.

FALLEN HEROES Firefighter Jason Arno Buffalo Fire Department, NY 2-year veteran On March 1, 2023, Firefighter Jason Arno responded to a structure fire at the DC Theatricks Commercial Building.

While fighting the fire, there was a sudden blast that sent flames and smoke into the street. The fireball was caused by a backdraft. The situation quickly deteriorated and firefighters had to evacuate the collapsing interior. Firefighter Arno was reported missing shortly after. He became trapped and a Mayday was called. Firefighter Arno was found deceased in the building a short time later.

Police Officer Sean L. Sluganski McKeesport Police Department, PA 8-year veteran Police Officer Sean Sluganski was shot and killed while responding to a domestic situation.

The subject’s mother called 911 reporting that her son was having a PTSD episode and was being aggressive.

Officer Sluganski and another officer arrived on the scene and attempted to contact the man as he walked away. The subject produced a handgun and opened fire, wounding both officers. The subject was shot in the leg by return gunfire and then fled to a nearby convenience store where he exchanged shots with a third officer before being taken into custody.

Senior Police Officer Trevor Abney New Orleans Police Department, LA 7-year veteran Senior Police Officer Trevor Abney succumbed to complications from a gunshot wound sustained on October 30, 2020.

He and his partner were stopped at the intersection of St. Philip Street and Royal Street when a passenger in a passing pedicab opened fire on them without provocation. Officer Abney was struck in the left side of his face, and his partner suffered cuts to his arm from the shattered windshield.

The subject was apprehended after a foot chase through the French Quarter. He was charged with two counts of attempted murder of a police officer following the initial shooting.

Officer Abney was transported to the University Medical Center New Orleans where life-saving measures were performed. Doctors were unable to remove the bullet, which remained lodged in his brain and blinded him in the left eye. He succumbed to complications of the wound on April 9, 2023.

Officer Abney was a United States Army Iraq War veteran and had served with the New Orleans Police Department for seven years.

Officer Sluganski was taken to a local hospital where he succumbed to his wounds. The other officer was critically wounded and flown to a trauma center.

The subject was charged with criminal homicide, aggravated assault, assaulting a law enforcement officer, and criminal attempted murder of a law enforcement officer.

Officer Sluganski had served with the McKeesport Police Department for three years and previously served with the Charleroi Regional Police Department.

HERE’S THE FUN

Food & Humor Ingredients 1 tablespoon olive oil 1 pound beef stew meat* ¾ teaspoon Kosher salt ½ teaspoon black pepper 1 medium yellow onion, chopped

3 carrots, chopped into ½-inch pieces 8 ounces cremini mushrooms, sliced 4 cloves garlic, minced 1 teaspoon dried thyme 2 tablespoons tomato paste

6 cups low sodium beef broth, or low sodium chicken broth, plus more as needed 1 tablespoon Worcestershire sauce 2 bay leaves

3 ribs celery, chopped

Directions Heat the olive oil in a large Dutch oven or other heavy pot over medium-high heat. Once hot, add the stew beef cubes to the pot and sprinkle with the salt and pepper. Cook until browned on all sides and then remove the beef to a clean plate.

Add the onion, celery, carrots, and mushrooms to the pot.

Cook until the vegetables start to soften, 5-6 minutes, stirring occasionally.

Add the garlic, dried thyme, and tomato paste to the pot.

Cook, stirring for 1 minute.

Return the browned beef and any juices from the plate to the pot.

Add the beef broth, Worcestershire sauce and bay leaves. Stir. Bring the soup to a simmer, then reduce the heat to low so that it maintains a low simmer and cover the pot. Cook at a low simmer for 45 minutes.

Stir in the barley. Cover the pot and simmer for 45-60 more minutes until the barley and beef are tender.

Remove and discard bay leaves. Stir in more broth if too much has evaporated while cooking and warm over medium heat if needed. Adjust the seasonings, adding more salt and pepper if needed, to taste. Serve, garnished with fresh parsley.

CHARITABLE FUND

PFIA’S

Charitable Fund PFIA can accept charitable contributions to the Fund that are tax deductible for the person or company donating.

The Board consists of the Executive Committee and two other current Board Members. The Board will determine every December meeting how much PFIA will contribute to the fund and then distribute the funds to predetermined charities. The fund will be distributed to a zero balance and start over on January 1st of every year.

We will lean heavily towards children and military families. The four funds that we will contribute to will be: Make-A-Wish Foundation®, Special Olympics, Special Operations Warrior Foundation, and St. Jude

Children’s Research Hospital.

Everyone gives money to charities of their choice but we think giving our members a place to give, they know 100% of funds are distributed to charities close to their heart will be a very benevolent endeavor.

We think that will be a great extension of our fraternal mission and hope it is received well and becomes the go to place for members to help others.

What better way to fulfill our fraternal mission in today’s society with over 100 years of service with donating money to the deserving funds listed?

On March 26, 2020, a fishermen found the body of a newborn baby floating along the banks of Melton Hill Lake in Oak Ridge, TN. The area is located near the intersection of Melton Lake Drive & Edgemoor Road. Authorities have fondly named the infant child “Baby Wyatt”, meaning “little warrior”. He had been deceased less than 24 hours and was estimated to be approximately 34 week gestational age. He was noted to have black, fine, abundant, curly hair. Unfortunately, due to environmental conditions his race is currently unknown. A long sleeve dark colored plaid shirt was recovered with the infant. A digitally created image of the shirt is featured above, along with a facial reconstruction created by a NCMEC Forensic Artist and depicts what the child may have looked like in life. Authorities are actively collaborating with external forensic professionals to identify “Baby Wyatt” through the use of forensic genealogy. The case is ongoing and any tips are appreciated.
