Japan has been moving toward a more independent security policy since the early 2010s, duplicating the military assets of the United States and reorganizing the Self-Defense Forces. In Japan’s Awakening, Lionel P. Fatton and Oreste Foppiani argue that the country faces an entrapment-abandonment dilemma in which any attempt to prevent abandonment by the United States vis-à-vis China negatively affects its national security by heightening the risk of entrapment in the Korean Peninsula, and vice versa. A move toward autonomy is the only way for Japan to solve this dilemma. The subject is at variance with both the insistence on the constraining effect of domestic norms on Japan’s security policy and the assumption of everlasting reliance on the United States for protection.

La obra esboza nociones de sujetos de derechos humanos desde lo gubernamental – específicamente desde los presidencialismos – en América Latina planteando un diálogo/confrontación con el paradigma neoliberal durante la última década del siglo XX y la primera década del siglo XXI a partir de la creación de instituciones de protección y promoción de derechos humanos. Estas hipótesis se sostienen desde una investigación cualitativa, comparativa y descriptiva realizada en México y en los países que conforman el Mercado Común del Sur (MERCOSUR) (en el marco del posgrado cursado con la beca CLACSO-CONACYT) que incluyó entrevistas a actores clave en el ámbito gubernamental, a representantes de instituciones y a actores de la sociedad civil. Además, presenta unas reflexiones sobre el presente y el future (incierto) de los derechos humanos a partir del pasado cercano y desde lo político, con un planteamiento que visibiliza a los derechos desde el ámbito de la disputa en contraste con su dimensión ética, filosófica o jurídica. El autor sostiene, desde una perspectiva sociohistórica y hermenéutica, cómo las instituciones públicas gubernamentales del MERCOSUR y México son creadas por influencia de actores políticos cercanos al poder gubernamental – atravesados por sus dimensiones culturales e ideológicas, algunos neoliberals y otros respondiendo este modelo – con agendas de gobierno que sirven de soporte para generar institucionalidad pública de derechos humanos local, nacional e internacional, construyéndose así una hermenéutica de derechos humanos totalizante que prioriza algunos derechos y deja otros de lado de acuerdo con las agendas políticas de las fuerzas que gobiernan.

Bangladesh: A Suffering People Under State Terrorism explores the destructive political situation in Bangladesh under the one-party and one-person rule of the despotic Sheikh Hasina. The contributors to this edited collection examine the catastrophic political environment of the country in view of the Hasina regime’s relentless oppression and repression since 2009, the authoritarian rule of her father in the early 1970s as well as the topic of Indian political, cultural and economic hegemony to which this dictatorial regime is increasingly surrendering Bangladesh’s national interest, integrity and sovereignty. The contributors also attempt to expose the wholesale corruption and unprecedented vote-rigging that have rendered the regime completely illegal and illegitimate. They also highlight how the regime has been clinging to power by systemically unleashing terror and tyranny through its widespread networks of state machinery.

Employing a novel collaborative transnational methodology, this ground-breaking book presents the first comprehensive and systematic comparison of Mexico and South Africa. Although geographically, historically and diplomatically far apart, Mexico and South Africa are ambitious and influential powers in the Global South and also experience wide-ranging domestic transitions. A binational team of 26 researchers from the two countries, all specialists in their respective disciplines, probe the transitions that Mexico and South Africa are undergoing in areas such as socio-cultural diversity, domestic politics, economic development, labour dynamics, social and territorial inequality, food security, crime and violence, and foreign relations. The detailed country studies allow the authors to identify striking similarities but also profound differences between the two societies. In so doing, the book helps to explain Mexico and South Africa to each other but also to the world at large. Deon Geldenhuys is an emeritus professor of Politics at the University of Johannesburg, South Africa, and a distinguished fellow of the Consortium for Comparative Research in Regional Integration and Social Cohesion (RISC). À l’aune des débats sur la parité en politique, de nombreux travaux scientifiques se sont penchés sur les rapports de genre entre hommes et femmes politiques et sur le caractère souvent masculin du pouvoir. Mais très peu de recherches ont exploré les rapports au genre déployés en dehors des manifestes militants pro ou antiféministes, c’est-à-dire la façon dont le genre peut constituer une grille d’analyse employée – ou non – par chaque citoyen∙ne pour décrypter le jeu politique et lui donner sens. Pourtant, analyser les rapports au genre, c’est-àdire la manière dont les individus – qu’ils soient élus ou électeurs, cadres administratifs ou journalistes politiques – s’approprient le genre dans leurs discours et leurs actes, permet d’éclairer la fabrique du politique et de renouveler le regard scientifique porté sur celui-ci. Les contributions rassemblées au sein de cet ouvrage montrent combien les rapports au genre peuvent façonner les rapports au politique, à l’engagement militant et à l’action publique. Elles soulignent la diversité des processus par lesquels la politique est perçue, reçue et bâtie, mais aussi les obstacles auxquels se heurte la conduite de l’action publique. Les rapports ambivalents au féminisme ou l’évitement du genre sont autant d’entraves à l’emprise réelle d’injonctions politiques à l’égalité, à la parité ou à la mixité. On saisit mieux, dès lors, tout l’intérêt de se pencher sur les rapports au genre pour appréhender les processus complexes de la fabrique du politique.

In the book, authors from eleven postcommunist countries analyse the specific legal and political character of the organs of the control of law constitutionality in post-Soviet states. This is done through explaining the legal and political character of those bodies as well as their place in the system of the state power. The authors also examine tasks assigned to those bodies, the manner of their establishment, the course of their work, the legal force of their decisions and the legal status of their members. In the conclusions, the authors refer to the optimisation of the political status of the organs controlling the constitutionality of law as organs of the protection of the constitution. Research findings, conclusions and recommendations formulated in the book can be applied with a view to changing the mechanisms of the protection of constitutionality in post-Soviet states or presenting lawmakers in other countries with consequences of adopting particular legal solutions.

La médiation internationale est à la fois un art et une science. Starting with 1809, Sweden’s ‘year zero’ and a period of deep national trauma, this book studies the relationship between Sweden and its environment, and foreign policy and overlapping security and defence policies. The book displays the pattern to Swedish foreign policy behavior, at times solidarity and involvement, at times disengagement and isolation, depending on the actions of larger powers in the neighbourhood. The author examines Sweden’s independence from, dependence on, orientation towards, and then acquiescence in Europe, and the release of a ‘revolution’ in Swedish foreign policy from the early 1990s. The author also studies a process of steady Swedish Europeanization and the emergence of a post-neutral stance. The book’s endpoint is the European Parliamentary election 2019, which resulted in a stemming of the populist tide in Sweden which had grown from disconnection between a Europe-reluctant electorate and Europe-enthusiastic politicians. The book also looks towards Swedish policy ambitions and prospects for the 2020s and continuation of the ‘revolution’.

Nous formons les hypothèses que, premièrement, ces commissions ont été créées dans un objectif de rapprochement, voire de réconciliation. Deuxièmement, leur fonctionnement — et sa prolongation — dépend de trois variables : le contexte, les mandats, les acteurs. Cet ouvrage s’articule en cinq axes. Les trois premières parties portent sur chacune des trois variables évoquées : contexte, mandats, acteurs. En 2018 la Révolution de velours, pacifique dans son déroulement, amène au pouvoir son leader Nikol Pashinyan, dans un pays qui a déjà parcouru du chemin depuis sa souveraineté en 1991. C’est à cette Arménie que s’intéresse cette monographie : comment se place-t-elle par rapport à la Russie et les puissances occidentales, telles que l’Union européenne (UE) ou l’OTAN, et pourquoi ? Cette étude débute par une partie introductive sur les relations entre la Russie et l’Occident, le champ politique de l’espace post-soviétique étant dominé par ces acteurs et les instruments qu’ils proposent aux Nouveaux États indépendants (NEI). Dans un second temps, l’ouvrage s’intéresse aux évolutions et alignements distincts des NEI dans le système international. Ainsi, les votes de l’Arménie à l’Assemblée générale des Nations Unies démontrent une position plus proche de celle de la Russie que de l’UE. Dans ce cadre, une étude des relations russo-arméniennes est proposée dans la troisième partie, afin d’expliquer les choix de politique extérieure de l’Arménie. The discipline of International Relations was invented to solve the problem of war. However, so far, no really encompassing solutions have been found. The solutions that were proposed centered around the establishment of the United Nations and the spread of democratization and globalization. But war continues. Cornelia Beyer believes she has found a missing piece in the peace puzzle: the militaries are not integrated. Integrating the militaries would be an additional solution to abolish war between states completely and also to abolish nuclear weapons. This solution ­involves

integrating the militaries into one common global alliance, one truly global NATO. Within NATO, war is abolished. Globalising NATO is a historically new thought. Interestingly, all peace proposals in history centre around political or legal integration, but none promoted military integration so far. If all militaries would unite, this would mean an end to war between states. Beyer convinces in this book that military integration into one global NATO could abolish war and help with the abolition of nuclear weapons. She also promotes a global welfare state, financed through taxation on arms races, and an early warning system for war, based on international depression data, for tackling civil wars.

The main purpose of the book is to examine from numerous and distinct, albeit complementary perspectives how logistics feeds into region-building. The angle of approach is to reach resolutely beyond logistical and material aspects of border-crossing in order to tackle cultural, symbolic, identity-based as well as institutional, legal and political dimensions of the contemporary ‘pooling’ of sovereignties in today’s Eurasia. Thus, constitutive chapters of the book draw from analyses as remote as historical, environmental, diplomatic and cybernetic, to mention but a few. Its main conclusions are that region-building consists largely in concrete changes that affect material aspects of country-to-country dynamics, not just in material-political decisions even if these remain necessary to launch a novel process and to secure it into confidence-building. This blend of logics also involves a multi-scale evolution whereby both local (infraregional) and regional (supra-national) levels, taken together, make sense. Hence, to probe into one dimension only – the changing nature of borders, both in Europe and Asia, from lines of sovereign divisions to passage-points for exchanges –, induces the bilateral and multi-lateral capacity to ‘innovate’ within long-term historical givens and to turn nationalistic hostility into dynamics of multiplication of shared exchanges and profits. From a methodological requirement, comparing what seems at first, very different – a fully integrating Europe and a newly co-operative Asia – makes it possible, on the face of it, to uncover and decipher dynamics that are similar in their essence (regional, post-war) even if they differ in details (institutional idiosyncrasies, ­hurdles).

The book analyses contemporary relations between two biggest states in East-Central Europe: Poland and Ukraine. This topic is of interest for three reasons: difficult history of the two countries, different models of development adopted after the end of communism and the common challenge of aggressive Russian policy. This book thematically analyses and surveys areas of Caribbean history and society. The work is divided into three parts: part one addresses migration and identity; part two explores policy and development; and part three explores music and literature. The essays depart from the usual broader themes of politics, economics and society and provide a deeper insight into forces that left a decisive legacy on aspects of the Caribbean region. At the beginning of the 21st century, there are an increasing number of states in which elections do not meet the standards of liberal democracy due to electoral malpractices. The analysis of the malpractices at all stages of the electoral cycle and their impact on the political regime is the primary objective of this book. The research focuses on Turkey. However, the authors move one step further and try to present the Turkish case from a comparative perspective. They analyse selected countries in Central Europe, the Balkans and Latin America. They investigate an interesting process of mutual reinforcement of increasingly serious electoral malpractices and change in/of the political regime. It leads to the development of ‘borderline regimes’ balancing between two types of political regimes.

Albert Einstein was one of the initiators of the peace movement in Europe in the early twentieth century. He tirelessly denounced the imperfections of society due to the primitive institution of war and devoted his energies to outlawing war. After Hitler’s rise to power, he abandoned pacifism and instead embraced a federalist vision according to which the root cause of war lies in the division of the world into sovereign states and the vehicle of peace is world government. This book explores Einstein’s outlook on war and peace and traces the evolution of his thinking on these topics. In particular, Einstein developed a dialogue on war and peace with physicists like Bohr, Planck and Szilard as well intellectuals like Dewey, Freud, Gandhi, Mann, Mumford, Rolland Russell, Schweitzer and Tagore. The key concepts that were the focus of these discussions were the cause of war (included the Einstein–Freud debate on psychological and political causes of war) and the means to prevent it; the distinction between antimilitarism, pacifism, internationalism and federalism; and the dividing line between intergovernmental and supranational organizations.

The theoretical goal of the research presented in this book was to include elements of social network analysis into the classical neo-institutional theories of the government coalition formation process. The empirical goal was to verify the benefits and accuracy of this modified analytical model in the analysis of three deviant government coalition formation cases: in Canada (2008), Great Britain (2010) and New Zealand (2017). The authors reconstruct the institutional framework and visualise the networks of connections between main actors. They argue that the transition from a stable configuration of a two-party system to a multi-party system that is extraneous for the political tradition of these democracies has significantly influenced the process of government coalition formation and cabinets appointment. Andrzej Antoszewski is a professor of political science at the University of Wrocław. His research centres on the fields of comparative politics, parties and parties systems, and theories of democracy. Przemysław Żukiewicz is a professor of comparative politics at the University of Wrocław. Mateusz Zieliński is an assistant professor at the University of Wrocław. In his works, he tries to popularise network studies in political science. He is also interested in new theories of political representation. Katarzyna Domagała is a PhD candidate at the University of Wrocław. In her research, she focuses on the application of social network analysis in political science. She is interested in Westminster systems’ and Balkan studies.

The Great Disruption: Understanding the Populist Forces Behind Trump, Brexit, and LePen aims to put the shocking events of 2016–17 into a long-term, historical perspective. The seemingly disparate and separately discussed election of Donald Trump, Brexit vote, success of Marine LePen’s National Front Party, and the wider spread of populism have an overlooked commonality: They all start with a similar core constituency of disaffected older blue collar workers. Using a data-driven analysis, author Anil Hira shows that racism and xenophobia are linked to economic populism—xenophobia becoming widespread under conditions of economic stress. Hira shows further that since economic stress is felt very deeply, conventional solutions are inadequate. There is a perception among the affected group that politicians can not offer “normal” solutions and thus turn to populism. The Great Disruption traces long-term and largely un-linked shifts in the economy from globalization to automation to uncover the deeper sources of populist outbreaks. This book demonstrates that racial and immigrant attitudes have not changed, rather any backlash is a scapegoating effect of economic loss and dislocation. Populism not only misdiagnoses the situation but also misses the wider long-term threats of climate change, demographic shifts, and the rise of China. Recognizing the transformational nature of such threats depends on the maturation of the Millennial generation and its willingness to evolve towards a more global style of governance, in the process rejecting the shallow promises of populism.

The importance of local authorities in modern states continues to grow regarding service delivery and policymaking. As the role of local authorities has grown, so has the prestige and importance of the top manager positions at the local level. Traditionally, women’s advancement into these topechelon positions has been much slower than into positions at the lower levels of local government. In the final decades of the 20th century, a confluence of factors precipitated a policy change in the criminal justice arena that led to unprecedented growth. This growth translated into the criminalization, sentencing and incarceration of tens of thousands of marginalized people in the United States. These factors are considered in Behind American Prison Policy and Population Growth: An Inside Account. Tales are told of the increased prison population that necessitated a continuous unfolding of prison construction projects, rehabbing abandoned state hospitals and private prisons, all with the aim of more and more secure accommodations. During this time, the author was a participant/observer at all correctional security levels, treatment and medical facilities and personnel training in this system. His roles over the years included increased responsibility and regular direct contact with incarcerated individuals in on-the-line or line supervisor positions. The narrative is enhanced by the author’s background as social science scholar. This is a unique perspective, documenting a historic upturn in long-term detention addressing crime and disorder. If we want to understand the vicissitudes of modern democracy then, argues the author, we need to analyse the ideas upon which representative government is based rather than compare contemporary conditions with the Greek ideal. These principal ideas have been presented clearly in past centuries, when the relation between democracy and representation was still a matter of political judgement. The old masters of political thinking clarified the functions of representation: legitimising power, creating sovereignty but also setting its limits, and pursuing the common good while still reflecting social diversity. Because institutions of representation are expected to fulfil a variety of functions, these institutions have in recent times come under attack for standing in the way of radical programs for democratising democracy. The author of this book reminds us that these functions are necessary in every political order, whether democratic or not. Instead of rejecting representation, political theorists should focus on making government more accountable.

Stalin was intensely interested in literature, and his favorite author was Fyodor Dostoyevsky. Some passages in Dostoyevsky’s work anticipate key features of Stalinism. This four-part multidisciplinary volume linearly engages with Zimbabwe’s not too distant past and present socio-economic and political situation to 2017. It traces, explores, and analyzes the proceedings and internal mechanisms of the country’s state of crisis via eclectic lens to primarily argue that, while during the colonial era some western governments were, and could indeed be implicated and held complicit for the negative developments in the country, post–independence, particularly from 1997 to 2017, Zimbabweans must objectively, individually and collectively introspect and take responsibility for some of the crisis. Part 2 consequently examines and paradoxically, both commends and condemns the agency of both the then Mugabe–led government and those Zimbabweans who refused to be victims and devised strategies to survive the crisis, albeit, at times, by victimizing others. Part 3 scrutinizes the highs and lows of

the crisis by focusing on some of the prominent personalities of the crisis period covered. It premises that as a result of the November intervention by the military, the crisis had by 2017 reached a watershed, one that could either abate or exacerbate the crisis after Zimbabwe’s elections in 2018. Despite the uncertainty which lay ahead, Part 4 audaciously and optimistically, proffers and charts prospective paths and possibilities which are open to the country as it faces the future.

The third part of the book is devoted to development as seen from the perspective of the United Nations and the evolving conceptualization of development. In the final chapters emphasis is placed on the issues of multilateralism and the basic precepts for the future peaceful transformation of the world. There exist different types and sources of state legitimacy and different development models that can co-exist and coevolve. Significantly, such a transformation requires respect for the fundamentals of international law, in particular sovereignty of states. Building new or reforming existing international institutions is possible only on this basis. This book could be used in courses on international relations and law at universities in all countries, either as a basic or a supplementary source. It would be also useful to journalists and researchers.

The aim of this series is to study diversity by privileging an interdisciplinary approach, through political, legal, cultural and social frameworks. The proposed method of inquiry will be to appeal, at once, to the fields of political philosophy, law, political science, history and sociology. In a period characterized by the increasing diversity of contemporary societies, the authors published in this series will explore avenues for the accommodation and management of pluralism and identity. Such studies will not be limited to assessments of federal states, but will include states that are on the path to federalization as well as non-federal states. Serious efforts will be undertaken to enrich our comprehension of so-called nations without states, most notably Catalonia, Scotland, Flanders and Quebec. A point of emphasis will also be placed on extracting lessons from experiences with civil law relative to those cases marked by the common law tradition. Monist and competing models will be compared in order to assess the relative capacity of each model to provide responses to the question of political instability, while pursuing the quest for justice in minority societies. The series also addresses the place of cities in the management of diversity, as well as the question of migration more generally and the issue of communities characterized by overlapping and hybrid identities. A profound sensitivity to historical narratives is also expected to enrich the proposed scientific approach. Finally, the works published in this series will reveal a common aspiration to advance social and political debates without privileging any particular school of thought.
