er Erste Weltkrieg fand nicht nur auf dem Schlachtfeld statt, sondern wurde als «Krieg der Geister» auch von Intellektuellen publizistisch mit der Feder geführt. it dem Vertrag von Lissabon erhielt die Europäische Union neue Kompetenzen für ausländische Direktinvestitionen. Allerdings ließ der Lissaboner Vertrag die Reichweite dieser Zuständigkeit weitgehend offen. Es herrscht immer noch Uneinigkeit darüber, ob die neue Unionskompetenz allumfassend ist. Dies zeigt sich vor allem in der rechtlichen aber auch politischen Debatte über die EU-Handelsabkommen mit Kanada und den USA. Um mögliche Kompetenzbeschränkungen offenzulegen, wendet die Autorin die grammatikalische, systematische, teleologische und historische Auslegungsmethode an. Sie stellt fest, dass obwohl der Wortlaut des Artikels 207 Absatz 1 der Union eine alleinige Kompetenz für ausländische Direktinvestitionen einräumt, nicht alle Aspekte dieses Politikbereichs von seinem Regelungsbereich erfasst werden. Aufgrund der nicht allumfassenden Kompetenz ist die Beteiligung der Mitgliedstaaten beim Abschluss internationaler Investitionsschutzabkommen notwendig.

Il y a plus inconnue que le soldat inconnu : sa femme ». Depuis que ce slogan a été brandi par une poignée de féministes françaises lors d’une manifestation sous l’Arc de Triomphe le 26 août 1970, de nombreuses études sont venues lutter contre l’amnésie collective envers la contribution des femmes à l’histoire nationale. Pour autant, et assez paradoxalement, celles que les militantes du MLF avaient choisies pour incarner la mémoire féminine oubliée – les veuves françaises de la Première Guerre mondiale – n’ont jamais vraiment fait l’objet d’une histoire qui leur soit à la fois spécifique et générale, et sont bien souvent restées cantonnées, dans les esprits, à leur seul rôle d’endeuillées. Le présent ouvrage, par une approche résolument sociale et juridique, comble cette lacune. Il envisage une palette plus vaste des fonctions investies par ces femmes et propose un récit plus complet de leurs itinéraires et de leurs combats, qu’ils soient individuels ou collectifs, restreints à la sphère familiale ou d’envergure internationale, d’ordre pratique ou politique. Il vise ainsi à leur restituer une identité propre, autonome de celle de leur mari, et à révéler leurs capacités d’action. Il contribue, par la même occasion, à relire la Grande Guerre et ses impacts sur la société française et plus précisément sur la condition des femmes. Les veuves de poilus, parce qu’elles appartiennent à ces générations qui ont grandi dans l’esprit du XIXe siècle mais qui ont vu leur vie adulte indéniablement marquée par le conflit de 1914–1918, constituent un sujet d’analyse pertinent pour revisiter avec nuance tout un ensemble de questions essentielles telles que les rapports de la société face à la mort, l’évolution du rôle de l’État en matière sociale, ou encore la place accordée aux femmes dans la vie publique.

espite the undeniably impressive achievements of the EU, forms of resistance to the European integration process remain strong in numerous quarters. Drawing upon a theoretical framework centred on the dimension of discourse as social practice, this book takes the literature on EU discourse a step further by integrating insights from discourse studies with key models derived from the domain of political science. The aim is to explore how recent socio-political transformations have affected the way in which the EU discursively represents itself as a legitimate political entity. The idea behind this crossdisciplinary approach is that discourse theory can contribute to a critical renewal of EU studies by drawing attention to the rhetorical aspects that are constitutive of social structures and identities. The analytical parts of this corpus-assisted study explore the evolution of discursive practices in various EU genres at two disruptive moments in the recent history of European integration: the rejection of the draft EU Constitutional Treaty in France and the Netherlands and the UK referendum on EU membership.

Napoleon’s Other War Bandits, Rebels and their Pursuers in the Age of Revolutions

he wars of Napoleon are among the best-known and most exciting episodes in world history. Less well known is the uproar the armies stirred up in their path, and even more, the chaos they left in their wake. The «knockon effect» of Napoleon’s sweep across Europe went further than is often remembered: his invasion of Spain triggered the collapse of the Spanish Empire in Latin America, and his meddling in the Balkans destabilised the Ottomans. Many places had been riven with banditry and popular tumult from time immemorial, characteristics which worsened in the havoc wrought by the wars. Other areas had known relative calm before the arrival of the French in 1792, but even the most pacific societies were disrupted by these conflagrations. Behind the battle fronts raged other conflicts, «little wars» – the guerrilla (the term was born in these years) – and bigger ones, where whole provinces rose up in arms. Bandits often stood at the centre of these «dirty wars» of ambushes, night raids, living hard in tough terrain, of plunder, rapine and early, violent death, which spread across the whole western world from Constantinople to Chile. Everywhere, they threw up unlikely characters – ordinary men who emerged as leaders, bandits who became presidents, priests who became warriors, lawyers who became murdering criminals. In studying these varying fortunes, Michael Broers provides an insight into a lost world of peasant life, a world Napoleon did so much to sweep away. here young people grow up makes a decisive difference to their life chances. Drawing on case studies from ten European cities, this book looks at how the local environment and the services available for young people affect their socialization. What comes to the fore are the local matters. On the one hand, there are experiences of discrimination and marginalization due to distance and isolation, decay and neglect but also related to piecemeal and top-down approaches to youth and social services. On the other, we find signs of positive transformation and drivers of social innovation: community building projects, the revitalization of abandoned places, appreciative approaches to servicing and a whole array of tactics that young people deploy to overcome their daily struggles.

he subject of this work is the rise and fall of Europe’s aim to rebuild its position in global politics after the Cold War. With success in the unification of Europe and the subsequent deepening and enlargement of its integration, the Union set itself the ambitious task of becoming a global power, even a superpower. However, starting with the first decade of the XXI century, we have witnessed a rapid erosion of the international position of Europe (the EU). The author carefully analyses the causes of the EU’s failure in pursuing the role of European representative, Europe thereby pretending to the role of one of three world powers. Besides cultural and demographic trends, the author identifies the main factors leading to this failure: the divergent interests of individual European powers, their incapacity to act in a geopolitical context and the rapid erosion of Europe’s civilizational identity. The rapid decline of Europe’s international position threatens the appearance of a new and bipolar global arrangement together with the further marginalisation of Europe.

utre les échos ou réactions suscités par l’affaire du Watergate, l’attentat aux Jeux olympiques de Munich, la signature du « traité fondamental » entre les deux Allemagne, la France est directement concernée par différents dossiers. Ce sont les protestations contre les essais atomiques, les rapports avec l’Afrique subsaharienne, sa politique asiatique, enfin et surtout le rôle qu’elle entend jouer dans une Europe élargie. Aux Nations unies, le débat qui s’ouvre en novembre met la France en difficulté puisque le projet de résolution affirmant l’urgence à mettre fin aux essais nucléaires recueille 105 voix contre 4. C’est un vrai revers pour la diplomatie française. On est en pleine transformation des rapports avec les anciennes colonies françaises, qui avaient été établis à la suite des indépendances de 1960. Le Congo-Brazza, le Niger, la Mauritanie sont les premiers à réclamer une révision des accords de coopération. Bientôt, tous s’y mettent, même le Gabon et la Côte d’Ivoire. La France ne s’y refuse pas, mais Georges Pompidou répète comme pour s’en convaincre : « la coopération franco-africaine n’est pas en crise ». En tant qu’ancienne puissance coloniale en Asie du Sud-est, la France est directement concernée par l’évolution de l’ex-Indochine et par la guerre du Vietnam qui se poursuit malgré les négociations de Paris et s’étend au Cambodge. Les bombardements américains qui s’intensifient ont alors une conséquence tragique pour la France puisque, le 11 octobre 1972, l’immeuble de la Délégation générale à Hanoï est touché de plein fouet par une bombe américaine. Pierre Susini (délégué général depuis décembre 1970) y trouve la mort. Du côté des affaires européennes, c’est la mobilisation après le choc de la dévaluation du dollar en 1971 : il s’agit pour la Communauté économique européenne d’affirmer sa cohésion face au déséquilibre des relations monétaires internationales en manifestant la solidarité monétaire des pays européens par une Conférence au sommet qui se tient à Paris les 19 et 20 octobre 1972, dont le résultat le plus important est la détermination affichée de réaliser une union économique et monétaire.

The European Union’s Energy Security and Turkey’s Role in the Southern Gas Corridor Interdependence on the Natural Gas Pipeline between Turkey and EU

his study analyses the issue of energy security and natural gas in the Southern Gas Corridor, and its effects on the relationship between the European Union (EU) and Turkey. The increasing consumption of natural gas in the world as an energy source has rendered it a greater strategic importance in the world. Additionally, the conflict between Ukraine, Belarus and Russia over natural gas has threatened both the short and long-term security of the EU’s gas supply. Consequently this conflict has created the necessity to find alternative routes in order to meet Europe’s increasing gas demand. In this context, Turkey’s and the EU’s dependency on Russian natural gas has increased in the last decades, causing both Turkey and the EU to search for outside energy sources. La cote 108, monticule entre l’Aisne et la Marne, verrou oriental du Chemin des Dames, fut un haut lieu de la Première Guerre mondiale, parce que sa valeur stratégique en fit un secteur âprement disputé entre Français et Allemands de septembre 1914 à novembre 1918, parce que la stabilisation du front de l’Aisne poussa à la multiplication des formes d’offensive, parce que les expériences combattantes se chevauchèrent avec les expériences d’occupation des populations civiles des arrière-fronts, et parce que le paysage, encore aujourd’hui, porte les stigmates de cette tragédie quasi oubliée. Voir la cote 108 permet de comprendre comment le conflit fut vécu des deux côtés du front, par les Français et les Allemands, et pourquoi 14–18 est devenu la Grande Guerre, matrice du XXe siècle. he 2000s started with massive support for Europeanization but now, in 2017, whether the negotiations should be suspended is debated. What happened? How did we come to this point? And maybe more importantly, what is next for Turkey-EU relations? Those are some of the questions that this book tries to dwell upon. In its effort to answer these questions, it starts with a reminder of the golden years of Europeanization. The second part is on Populism and how populist rhetoric frames not only the politics, but also the public opinion on Turkey-EU relations. Finally, Differentiated Integration (DI) models, as alternative cooperation mechanisms, are analyzed. Islamic Banking and Finance in Europe: The Case of Germany and United Kingdom

The European Union’s Modernisation Agenda for Higher Education and the Case of Ireland

A Theoretical and an Empirical Analysis The Islamic financial industry is expanding rapidly into non-Muslim countries including Western Europe. The author analyses what the prospects of success for an Islamic mode of banking and finance in Germany are at the retail level. The quantitative study revealed that two-thirds of respondents were willing to switch to Islamic banking, and that Giro and savings bank accounts and mortgage financing products and services were most desired by the respondents. The qualitative study showed that the success of Islamic Banking and Finance in the United Kingdom is mainly due to the proactive role taken by regulators and London’s role as an international financial center. Germany’s regulatory model is different than that of the United Kingdom in that there are no market entry barriers, and the success of Islamic banking in Germany will largely depend on the operating model of Islamic financial institutions.

History

The book sets out to offer a national perspective on the complex changes occurring in European higher education systems. The Lisbon European Council (2000) set an ambitious target for the Union to become «the most competitive and dynamic knowledge-based economy in the world» with important ramifications for higher education systems and institutions, because of the key role they play in driving innovation and producing knowledge. How this objective at the European Union (EU) level has been understood and implemented at Member State level will be the focus of this book. Higher education in several countries is at a crossroads, at both macro (system structure) and micro (institutional) levels. Several EU Member States have already embarked on major reforms pertaining to organisational and structural issues (Germany, 2005-2007; Finland, 2010; France, 2008; Ireland, 2011). A striking feature is the number of reforms happening across Europe, as well as the use of common priorities and policies within European countries’ reform agendas, including differentiation. The system level will be the primary angle for an in-depth study of documentary evidence for preserving a diversity of higher education institutions and the latter’s implications for the organisation of the Irish higher education system.

Experts and Expertise in Science and Technology in Europe since the 1960s

Les conseillers du pouvoir en Europe du XVIe siècle à nos jours

Avant le plan Schuman du 9 mai 1950 et l’unité européenne, Jean Monnet a été confronté aux relations économiques internationales. Pendant la Première Guerre, il invente les mécanismes du commerce et du financement international de guerre au profit des alliés. Il acquiert des compétences qui lui permettent de participer aux décisions économiques et monétaires internationales et intereuropéennes, dans le cadre de la SDN, dont il devient Secrétaire général adjoint ou comme financier privé, attaché à une banque d’affaires américaine. Il contribue à la remise en ordre des finances autrichiennes, de l’économie de la Haute-Silésie, et des monnaies polonaise et roumaine, voire même française. Il est invité à lancer la modernisation de la Chine de Tchang-Kaïchek. Cependant, Monnet, qui n’est pas un Keynes français, cherche à mettre l’économie au service des collectivités humaines en inventant le premier Plan de modernisation et d’équipement français. Il propose une gouvernance « fédérale » du marché, et veille au développement des potentialités des traités de Rome telles que le système monétaire européen, ou « le gouvernement européen » incarné par le Conseil européen. Monnet ne conçoit pas l’économie sans régulation. Proche de Wall Street et des banquiers centraux, il n’est pas un financier sans conscience puisqu’il quitte la banque au nom de l’intérêt général à partir de 1938 pour mettre son expérience et son réseau au service de la France, des Alliés et de l’Europe. Il cherche toujours à développer les idées qui grandissent une communauté humaine et non celles qui la divisent.

Organized civil Society, Democracy and Political Decision-making Do the politicians actually take decisions, or rather the experts do it in their place? In other words, it is a matter of understanding whether the political stakeholders/representatives simply approve the final stage of a decision procedure led by the experts they have delegated, since they lack cognitive skills or because the experts do not try enough to explicit potentials and risks involved. Here lays the possible loss of democratic legitimacy in the decision-making process. This brings into question the responsibility of a ruling class to which the political representatives and secondarily the experts belong. This book analyses the interplay of these different actors in the political relations among States since the 1960s: this interaction capability becomes a key factor for the international accountability of a country, and above all for the democratic reliability of its decision-making process. Then we have to consider the role of the organized civil society. In that way, expertise provides the basis for the mediation among the States, and then expertise goes for the legitimacy of power practices in all parties engaged, and in the decision-making process inside the democratic arenas.

Acteurs, cercles et pratiques Si l’éminence grise constitue une forme emblématique des conseillers du pouvoir, elle n’est pas unique. Les figures des conseillers étudiées dans cet ouvrage (conseillers de l’exécutif, assistants parlementaires, hauts fonctionnaires, ambassadeurs, conseillers juridiques, intellectuels et proches des décideurs politiques) sont multiples et appartiennent soit aux organigrammes officiels, soit au monde des hommes d’influence officieux, soit encore à l’entourage intime. Ces figures se sont ainsi construites, déployées, voire métamorphosées durant les cinq siècles parcourus, de la Renaissance à nos jours, dans l’espace européen. À l’aide de sources souvent méconnues et diversifiées, dans des analyses multiscalaires, les auteurs examinent ces acteurs – individuellement et en groupes – dans leurs cercles et dans leurs pratiques. L’ouvrage s’inscrit dans une réflexion plus large sur le pouvoir et les élites et réévalue la puissance supposée et les limites souvent réelles des conseillers, tordant ainsi le cou à un certain nombre de clichés et phantasmes. Les conséquences économiques de Mai 68

Le ravitaillement de la France occupée (1914-1919). Herbert Hoover, le blocus les neutres et les Alliés En octobre 1914, dix départements du nord-est de la France sont en totalité ou partiellement occupés, ils le demeurent jusqu’à l’automne 1918. Leurs deux millions d’habitants se retrouvent isolés du reste du territoire national et leur sort – comme celui des Belges – devient un enjeu entre les belligérants. La guerre économique, décrétée par Paris et Londres dans le but d’épuiser rapidement les Empires centraux, signifie le blocus maritime de la façade continentale de l’Europe du Nord-Ouest. Il concerne toutes les marchandises et les denrées alimentaires. Berlin, en retour, se refuse à nourrir les populations occupées par ses armées et s’engage dans une guerre sous-marine. Dans ce contexte, comment les Français ont-ils assuré leur survie quotidienne pendant quatre années, dépendants d’importations ? Les réponses ont été trouvées de part et d’autre de l’Atlantique dans des archives privées et publiques rarement consultées. Elles mettent en évidence la solution extraordinaire de la Commission for Relief in Belgium (CRB) imaginée par l’ingénieur américain, Herbert Hoover. C’est à cet épisode peu connu de la Grande Guerre qu’est consacré cet ouvrage. Il fait découvrir une diplomatie parallèle impliquant une multitude d’acteurs et de nécessaires négociations entre les belligérants et avec les neutres. À partir du cas de la France du Nord, cette étude vise à comprendre comment la Grande Guerre a donné naissance aux premières organisations non gouvernementales dévolues au sort des civils occupés.

Du désordre social français à l’ordre monétaire franco-allemand Mai 68, aux origines de la monnaie unique européenne ? Telle est la thèse audacieuse défendue par le présent ouvrage en mettant en lumière la relation entre la contestation sociale et le renforcement de la compétition économique au sein du Marché commun. Les grèves, les hausses de salaire et la spéculation contre le franc déstabilisèrent en effet l’économie française à quelques semaines de l’ouverture des barrières douanières européennes le 1er juillet 1968. Le mouvement ouvrier et étudiant vint ainsi interrompre l’effort de compétitivité lancé par la France depuis dix années pour rattraper ses partenaires européens. Cette pression économique affecta le climat social en limitant les hausses de salaire et les relances publiques pour lutter contre un chômage renaissant. L’entrée dans le Marché commun avait ainsi préparé le terrain aux revendications de Mai. Les conséquences du mouvement français, en particulier la crise monétaire qui s’ensuivit, firent éclater au grand jour le rééquilibrage de puissance en Europe au profit de la République fédérale d’Allemagne. Cette crise souligna la nécessité d’une plus grande solidarité monétaire entre les membres de la Communauté européenne. Cette solidarité était toutefois conditionnée pour l’Allemagne par la convergence des politiques économiques vers davantage de stabilité et de garanties contre les dérapages inflationnistes tels que ceux de Mai 68.

Germany and England Compared This book introduces an innovative theoretical framework to identify how different systems of government shape climate policymaking arrangements at the local level. It highlights how resource interdependencies and power relationships involving municipalities, higher tiers of government and other local actors shape urban governance in two case study cities: Newcastle upon Tyne, in England, and Gelsenkirchen, in Germany. By applying the framework to policymaking in three sectors (climate change strategy, planning and each council’s own corporate activities), the study shows how these relationships shape policy styles, objectives and outcomes at the local level. The book also reveals how urban policymaking arrangements in both Germany and England are evolving, as municipal governments seek to increase their capacity to address challenging policy problems whilst facing resource constraints. This book was the runner-up in the 2017 Early Career Researcher Prize in German Studies, a collaboration between the Institute for German Studies at the University of Birmingham and Peter Lang.

Anglo-Romanian Relations in the Aviation Industry (1966-1993) By the mid-1960s, the whole European aviation industry had begun looking at two main solutions in order to survive competition from the USA: European cooperation, and exports to markets still closed to the Americans. Against this background, Anglo-Romanian dealings in the aviation industry over a period of almost thirty years are a case of converging politico-military interests with major interpretative potential. This holds true for the history of East-West relations and infra-Western commercial competition, but also for the transformation of domestic decision-making patterns and the change in economic priorities. While Britain became Romania’s first commercial partner in order to offer a new outlet to the aviation industry, Bucharest was looking at the U.K. to pursue a strategy of industrial modernisation and political visibility. The story of their intersection sheds light on the lower-level reality of Détente in Europe. The degree of collaboration across the Iron Curtain was not just the product of a generally improved diplomatic atmosphere, but – at least in the present case – the result of a peculiar mixture of political ambition, economic viability, and technological expertise. Indeed, the change of economic paradigm in the UK (from Neo-Keynesianism to monetarist NeoLiberalism), along with President Ceauşescu’s fixation with foreign debt, played a crucial role in the vicissitudes of Anglo-Romanian relations in the aviation industry in the period between the demise of Détente and the end of the Cold War. Perceptions croisées et mémoire(s) d’un moment clé de l’histoire européenne De juin à août 1866, une guerre fratricide (Deutscher Krieg ou Deutscher Bruderkrieg) oppose l’Empire d’Autriche, suivi par la plus grande partie de la Confédération germanique, au royaume de Prusse, allié à une quinzaine de petits États allemands et au royaume d’Italie. Étape décisive de l’unification de l’Allemagne, parachevée par la guerre contre la France en 1870, le conflit de 1866 est lourd de conséquences pour la suite de l’histoire européenne. On le présente souvent comme le triomphe d’une Allemagne protestante marquée par le militarisme et l’autoritarisme d’une Prusse agressive et expansionniste sur une germanité méridionale catholique, censée davantage cultiver le goût des arts que celui des armes. Cette vision simpliste a cependant fait l’objet de multiples révisions. En même temps, ce conflit forme une partie intégrante du processus d’unification de l’Italie. Après avoir retracé les faits, sans doute pour la première fois de manière aussi détaillée en français, cet ouvrage s’intéresse à la perception des événements par les puissances européennes, mais aussi par les acteurs et spectateurs locaux, ainsi qu’à ses multiples conséquences proches ou lointaines, abordant finalement la mémoire de cette guerre.

Cet ouvrage se propose de dégager la dimension européenne de sa pensée, ainsi que les expériences, personnelles et intellectuelles, qui ont influencé sa perception du mouvement des nationalités à travers l’Europe. Son enfance coïncide avec l’épopée napoléonienne, sur laquelle il méditera ; il est adolescent lorsque commencent les révolutions issues de la recomposition de l’Europe après 1815 ; il participe à l’expédition de Morée et voit la Grèce accéder à l’indépendance en 1829 ; il soutient les partisans du Risorgimento ; ami et collègue de Mickiewicz, il se préoccupe du sort de la Pologne ; son ouvrage Mes Vacances en Espagne comporte un important volet politique ; il se passionne pour les Roumains auxquels il consacre un ouvrage. Dès les années 1830, ce grand connaisseur de l’Allemagne a compris que l’unité allemande se réaliserait contre la France, ce qui l’a prémuni contre les illusions de la plupart de ses contemporains. Lors du « Printemps des nations », il nourrit sa réflexion de l’actualité pour défendre le système des nationalités et le « génie national » ; convaincu que les pays d’Europe vont de façon irréversible vers la démocratie, il les met toutefois en garde contre les « soubresauts de la conscience en des sens opposé », la sacralisation du fait accompli et de la force. Et il rappelle, du fond de son exil, ce qui fait un peuple libre : « conscience du droit, fierté, dignité, caractère ».

Les acteurs de l’économie ont dès lors connu une plus grande mobilité, et les intermédiaires du négoce se sont multipliés. Dans leurs déplacements, marchands, marins et banquiers se sont appuyés sur des groupes de compatriotes déjà établis à l’étranger. Ces liens fondés sur une commune origine ne font pourtant pas des communautés marchandes ni des groupes isolés de leur société d’accueil ni les agents d’une influence étrangère. Alors que l’Europe est morcelée, tous ceux qui participent au commerce sont engagés dans des contacts multiples et franchissent ses multiples frontières. Ils se trouvent fréquemment en situation de compromis, d’engagement et de manipulation, entre patrie d’origine et patrie d’accueil. Cet ouvrage propose de montrer comment les marchands entretiennent, bâtissent et partagent des liens d’appartenance, là où ils résident comme à distance. Il souligne aussi l’importance des rapports qu’ils nouent avec les pouvoirs politiques, municipalités comme gouvernements, qui leur imposent un cadre, avantageux ou contraignant, mais sont aussi dépendants des ressources qu’ils peuvent fournir. Enfin, il rend compte de leur insertion dans un jeu économique et politique à plusieurs échelles en Europe. Avant l’affirmation d’une Europe de nations, alors que la chrétienté, même divisée, demeure longtemps un cadre de référence, les marchands œuvrent à donner une consistance à la perception comme à la réalité européennes.

Entrer en guerre, 1914-1918 : des Balkans au monde Histoire, historiographies, mémoires Cet ouvrage propose une histoire globale de la Grande Guerre, en réglant la focale sur deux échelles distinctes : celle du monde d’un côté, celle des Balkans de l’autre, où, à partir de l’attentat de Sarajevo, l’histoire régionale croise l’histoire mondiale de la guerre. Nous mesurons ici le degré et le rythme de la mondialisation de ce conflit, et donc le degré et les formes d’engagement et de mobilisation des différents pays comme à l’échelle des continents. Les auteurs analysent et comparent la façon dont cette guerre change les visions du monde, chez les belligérants, chez les neutres, en Europe et hors d’Europe. Comment les systèmes de représentations ou les imaginaires ont-ils été transformés et ont modifié la perception et l’image des grandes puissances en guerre ? Comment les mémoires ont-elles été affectées dans la durée ? Il s’agit de montrer les Balkans au cœur du premier conflit mondial à travers les enjeux territoriaux, les identités collectives et les traces de guerre. La problématique centrale est celle des « entrées en guerre » afin de mieux définir la notion d’« état de guerre ». Le jeu d’échelles est pris en compte tant au niveau des espaces, entre le local et le global, qu’à celui des temporalités, entre le court et le long terme.

Étienne Clémentel (1864-1936) Politique et action publique sous la Troisième République Étienne Clémentel (1864-1936) fait partie des oubliés de la Troisième République. La présente biographie, initiée par sa petite fille, est la première qui lui soit consacrée sur une véritable scène éditoriale. Cet ouvrage est le fruit d’un travail collectif. Il explore le parcours d’un élu local, d’un parlementaire, d’un ministre, rendu original par une trajectoire sociale ascendante et une vocation artistique constamment affirmée et exploitée. Bien qu’il ait été présent à de nombreux tournants de l’histoire (la séparation de l’Église et de l’État, la Grande Guerre et ses conséquences, le cartel des Gauches), son action fut moins politique que structurelle et économique. Aux commandes du front économique en tant que ministre dans tous les gouvernements qui se sont succédé entre 1915 et 1919, il joua un rôle fondamental dans l’organisation de la victoire de 1918, dans la diplomatie économique et dans la structuration nouvelle de l’espace public.

Herbert Lüthy – Die Bilderhandschrift von Ennenda Herbert Lüthy (1918–2002), einer der bedeutendsten Schweizer Historiker und Essayisten des 20. Jahrhunderts, erlangte wegen seiner virtuosen Verknüpfung von akademischer Geschichtsschreibung und Journalismus internationale Anerkennung. In der ab 2005 erschienenen siebenbändigen Werkausgabe sind seine wissenschaftlichen und essayistischen Arbeiten gesammelt und erneut zugänglich gemacht worden. Unbekannt geblieben ist jedoch seine satirische Schweizergeschichte, die er als frühreifer Gymnasiast in den Jahren 1933–1935, der Zeit der anbrechenden «Geistigen Landesverteidigung», gezeichnet hat. Dieser witzige Jugendstreich wurde anonym 1962 als «Bilderhandschrift von Ennenda» für einen kleinen Kreis Eingeweihter publiziert und ist längst vergriffen. In der jetzigen Ausgabe erscheint diese Chronik erstmals unter dem Namen des Autors. Der renommierte Zürcher Historiker Jakob Tanner geht in seinem Vorwort auf den geschichtlichen Platz und die erneute Relevanz dieser karikierten Schweizergeschichte ein. In einer biographischen Skizze ergründet Christoph Lüthy die Entstehungsgeschichte dieser Chronik im Spannungsfeld familiärer und geistiger Einflüsse.

Il vise à comprendre comment et pourquoi certains produits déclinent, disparaissant totalement ou bien renaissant plus tard. La problématique du déclin permet de mieux comprendre comment un aliment s’inscrit dans des modes de consommation en perpétuelle évolution, parvient à se diffuser sur le marché, à acquérir une certaine renommée, avant de se voir concurrencer par d’autres, jusqu’à devenir une culture résiduelle. Joaquín Ruiz-Giménez und der spanische Katholizismus, 1936–1977 Der Spanische Bürgerkrieg (1936–1939) endete mit dem Sieg der aufständischen Generäle. In der bis zum Tode General Francos im Jahre 1975 bestehenden Diktatur war die katholische Kirche neben dem Militär, der faschistischen Falange und den Monarchisten eine der wesentlichen Stützen des Regimes. Nach dem Ende des Zweiten Weltkriegs standen insbesondere die transnational organisierten katholischen Laien im Spannungsverhältnis zwischen der Diktatur und dem sich parallel vollziehenden Europäischen Integrationsprozess. Die Auswirkungen dieser Situation auf das Verhältnis zum Regime werden in der Biographie des katholischen Laien Joaquín RuizGiménez (1913–2009) deutlich. Der ehemalige Bildungsminister unter Franco wandelte sich zum entschiedenen Kritiker des Regimes.

Une vie à dépasser les frontières En captivité en Allemagne, après la prison à Metz, Robert Schuman confiait en 1942 : « Les frontières qui nous séparent ne doivent pas être la barrière entre des peuples foncièrement différents les uns des autres, mais le lien entre les hommes qui, en fin de compte, n’ont jamais été eux-mêmes à l’origine des conflagrations ». Paul Collowald, homme des frontières ayant subi l’annexion de l’Alsace et de la Moselle par le régime nazi, a résisté contre les atteintes à la dignité humaine. Une fois la guerre gagnée, il s’engage pour gagner la paix. En 1949, journaliste à Strasbourg, il rencontre le ministre des Affaires étrangères Schuman et sa vie en sera bouleversée. Il vouera désormais sa passion de l’information à la cause européenne. Faire comprendre la complexité et les exigences d’une Europe à unir, aussi bien pour les journalistes que le grand public, Paul Collowald l’assumera en tant que porte-parole des vice-présidents successifs de la Commission Robert Marjolin puis Raymond Barre. Directeur à la direction générale de l’information ensuite, il terminera sa carrière au Parlement Européen comme directeur général de l’information. Tout au long de sa vie, il s’est appuyé sur les principes énoncés par Schuman dans sa Déclaration du 9 mai 1950 pour expliquer l’ouverture des frontières et la liberté de circulation, les nouvelles solidarités entre les États et les peuples et l’élargissement de l’Europe qui devait s’accompagner de son approfondissement. Résister, s’engager, parler de l’Europe à unir, oser le saut dans l’inconnu de la Déclaration Schuman.

C’est dans ce pays que l’on part en quête de main-d’œuvre pour le « front du travail », désormais enjeu crucial qui porte à s’inquiéter du traitement des populations civiles des zones occupées et des prisonniers de guerre, soumis au travail forcé en Allemagne, sans compter le dilemme que constitue leur ravitaillement. Mais il existe d’autres menaces : celles qui pèsent sur l’Empire français, en Indochine, y compris de la part de l’allié japonais, et, surtout, dans les colonies musulmanes..

Le premier grand souci du Quai d’Orsay en 1951 reste la guerre de Corée. En particulier à cause des développements de l’intervention chinoise, qui modifie du tout au tout la situation, et sur le terrain, et pour l’Indochine, et au niveau international. Le Quai d’Orsay s’est efforcé de jouer un rôle apaisant, comme il le faisait depuis le début du conflit. Autre grand problème : le réarmement allemand et la Communauté Européenne de Défense (CED). On y va à reculons et c’est un débat qui ne disparaîtra pas avant 1954 et qui divisera gravement le ministère des Affaires étrangères. D’autre part on comprend bien qu’il faudra faire des concessions politiques à la RFA, à la fois en échange de sa participation à la future Armée européenne et pour l’empêcher de se laisser séduire par les sirènes insistantes de l’Est. Bien entendu l’URSS reste le grand problème. Donc une année marquée avant tout par la Guerre froide et ses multiples aspects, qui voit le Quai élaborer une doctrine cohérente, dans l’ensemble prudente, de l’Asie à l’Europe et à la question allemande et jusqu’aux rapports avec l’URSS.

Polish Émigré Writers from Kultura and Postwar Reformulations of the West As Europe experienced tumultuous change after the Second World War, two Polish exiles, Jerzy Stempowski (1893–1969) and Andrzej Bobkowski (1913–1961), discussed and redefined their ideas of the continent in the pages of Kultura, the Polish émigré review. Alcide De Gasperi is universally recognized as a Founding Father of Europe, but his enlightened action in favour of European unification is little known outside of Italy. At the beginning of the 1950s, he became one of the most steadfast advocates of a European federation as a response to the problems of peace in Europe and Franco-German reconciliation. Foreseeing the limits of functional integration, he strongly supported the creation of a European political community as a framework in which to insert the nascent communities. After retracing the fundamental stages in the Europeanist education of the political leader from Trentino, the book focuses on his determination in fighting to give constituent power to the European Defense Community (EDC) Assembly, to convene the ad hoc Assembly, charged with studying and drawing up a treaty for the European Political Community, and to gain approval for the treaty. In a Europe that today is questioning its future, reflecting on De Gasperi’s thoughts and Europeanist actions means rediscovering the founding values of the process of European unification, its accompanying ideals, and the historical reasons that have given expression to it.

L’Europe dans le monde du football Genèse et formation de l’UEFA (1930-1960) Comment expliquer la popularité du football à l’échelle européenne ? Une des pistes pour répondre à cette question est d’étudier le rôle de l’Union des associations européennes de football (UEFA) qui n’a eu de cesse d’agir en vue de renforcer les échanges footballistiques au niveau européen. À partir du dépouillement d’archives inédites, ce livre répond à un vide historiographique en proposant de retracer la genèse et la formation de l’UEFA dans une perspective globale et qui privilégie le long terme. Nous défendons ici la thèse que la mise en place de cette organisation au milieu des années 1950 est un tournant dans l’histoire du football européen. Trois axes principaux complémentaires sont développés tout au long de cet ouvrage. Le premier traite du rôle de la FIFA (Fédération internationale de football association), puis de l’UEFA dans le développement d’une dynamique européenne du jeu. Le deuxième questionne la possibilité qu’ont les dirigeants du football de créer un organisme qui transcende les barrières de la Guerre froide (à sa fondation, l’UEFA compte une trentaine de pays européens). Finalement, le troisième interroge les raisons de la constitution de l’UEFA durant les années 1950 ainsi que le modèle d’organisation choisi par ses promoteurs.

Images of Spain in Irish Literature, 1922–1975

Kooperationen, Kommunikation und Konsens in Mittelalter, Früher Neuzeit und Moderne Unter Mitarbeit von Lisa Bauereisen Netzwerke sind heute in ihrer Bedeutung für die kommunikative Praxis moderner Gesellschaften unbestritten. Der Band widmet sich historischen Perspektiven von adeligen Netzwerken und den unterschiedlichen Facetten von Kommunikation, Korporationen und Kooperationen des Adels, sowohl innerhalb von Grenzen als auch grenzüberschreitend. Es werden damit sowohl soziale Bezüge inner- und außerhalb von adeligen Gruppen als auch räumliche Zusammenhänge in den Blick genommen. Dies ist der Versuch, den Begriff der Adelslandschaft konkret zu fassen und neu zu interpretieren.

In seinen Romanen Die Jüdin von Toledo (1955) und Goya oder Der arge Weg der Erkenntnis (1951) zeigte Lion Feuchtwanger während seines kalifornischen Exils eine ausgeprägte Neigung zu Spanien. Diese Neigung zeigten auch andere der vielen Schriftsteller, die im Dritten Reich gezwungen waren, Deutschland zu verlassen, manchmal über Spanien. Im Gegensatz zum Italienbild wurde das Spanienbild in den Texten einiger der exilierten Schriftsteller nie ästhetisiert. Stoffe aus der spanischen Geschichte boten den Autoren aber die Gelegenheit, die damalige Gegenwart durch eine schon vorgegebene Vergangenheit zu interpretieren, was ihre Vorliebe für den historischen Roman erklärt. In den letzten Jahren hat die Gattung eine Wiederbelebung erfahren, die bereits auf eine Rückkehr von vielen im Exil geschriebenen Werken hindeutet. Die politische und soziale Lage, die in vielen Ländern der Welt zum Alltag geworden ist, bestätigt die Aktualität von Romanen wie Feuchtwangers Die Jüdin von Toledo. In diesem Sinne widmet sich diese Publikation in ihrem ersten Teil Lion Feuchtwangers schriftstellerischer Auseinandersetzung mit Spanien. Der zweite Teil befasst sich mit dem Spanienbild vieler Schriftsteller, die in Spanien nicht nur einen Zufluchtsort, sondern auch Inspiration für ihre eigenen Werke gefunden haben.

This new study investigates how Spain was represented in Irish fiction, plays, poems, and travelogues written in a period covering the first five decades of Irish independence, as well as the Spanish Civil War (1936–1939) and the Franco dictatorship (1939–1975). These two countries situated at Europe’s western periphery followed a similar socio-political trajectory in the twentieth century, despite the crucial difference that democracy survived the civil war in Ireland, but not in Spain. Both De Valera’s Ireland and Franco’s Spain were marked by a Catholic conservative-nationalist state ideology and by economic, political, and cultural isolation throughout the 1940s and 1950s, but underwent a rapid process of modernization from the 1960s onwards. Against this historical background, and drawing on the useful theoretical concepts of imagology, the author analyses a variety of literary depictions of life in Spain and explores what the writers’ «hetero-images» of Spain reveal about their «auto-images» of Ireland. The book demonstrates how Irish writers used Spain and its troubles as a foil for Ireland, in order to comment obliquely on socio-political developments in their own country since the achievement of independence.

The Mediterranean and the Balearic Islands have always enticed the minds of British travellers. In the first years of the twentieth century, the tourist industry made the islands accessible for a wide number of visitors, who depicted them in pictures and words. In the following decades, however, the image of the islands shifted and developed considerably from a quiet and pastoral winter resort to a popular destination for pleasure-seeking tourists and «sea ‘n’ sun» tourism. Taking these last representations as a starting point, this book travels back in time to explain how, by whom and why these images were created/ shifted/developed to articulate the ultimate place of leisure and pleasure signified in today’s Majorca and Ibiza. The depiction and the evolution of topics such as ‘travel’, ‘tourism’, ‘authenticity’, ‘landscape’, ‘South’, ‘North’, ‘margin’, ‘centre’, ‘exoticism’, ‘people’, ‘costumes’ and ‘customs’ are examined in order to establish their contribution to the formulation of the ‘Balearic paradise’ in the first third of the twentieth century. Literary Confluences between Edgar Allan Poe, Charles Baudelaire and Machado de Assis This book analyses the relationships between the writers Edgar Allan Poe, Charles Baudelaire and Machado de Assis, showing their impact on representations of literary modernity and literary national identity in the Americas. The central argument is that Machado de Assis parodied Baudelaire by criticizing the French influence on Brazilian literature of his time, as well as emulating Poe by searching for a Pan-American identity in the representation of the urban scene, nationalism, the female figure and the world of work. Pan-Americanism emerges from both Poe’s and Machado de Assis’s critical reflections on literary national identity in non-hegemonic contexts as a way of deconstructing the idea of literary modernity.

Eine literarisch-historische Studie der spätantiken und mittelalterlichen Quellen Die Geschichte der Türken ist voll von Belegen, die ihre unstillbare Identitätssuche bestätigen. Diese Untersuchung verfolgt, wie ab dem 10. Jahrhundert die Türken ihre schamanisch-nomadische Lebensweise aufgaben und den islamischen Glauben annahmen. Dabei haben sie ihre türkische Identität beibehalten, um sie ab dem ausgehenden 15. Jh. zugunsten eines multiethnischen osmanischen Bürgertums zu verdrängen. Der Autor zeigt, wie die Türken sich ständig mit kräftezermürbenden Weltanschauungskonzepten auseinandersetzten, dabei aber oft das Profane vernachlässigten. Um das allgemeine Türkenbild zu erkennen, geht dieses Buch auf alle Völkerschaften Eurasiens ein, die von den zeitgenössischen Schriftstellern irgendwie im Zusammenhang mit den Türken erwähnt wurden. Dazu wird griechische und lateinische Literatur aus den antiken und mittelalterlichen Epochen ausgewertet.

Der Autor dieses Buches unternimmt es, das komplizierte Thema der effektiven Ahndung von Rechtsverletzungen am Kapitalmarkt bis in die Verästelungen hinein zu durchdringen. Die am 3. Juli 2016 in Kraft getretene Marktmissbrauchsverordnung hat die Diskussion neu belebt, jedoch keineswegs verbindliche Leitlinien geschaffen, welche die bis auf den heutigen Tag hoch umstrittenen Fragen der Normdurchsetzung erledigt hätten. Im Vordergrund der Arbeit steht die von Teilen der Literatur aufgestellte These, dass das deutsche Recht die Blankettnorm des § 823 Abs. 2 BGB wesentlich stärker als bisher nutzen sollte, um den erforderlichen Anreiz zu schaffen, die Regeln des Kapitalmarktes einzuhalten. Hierzu entwickelt der Verfasser Lösungsaspekte aus der Rechtsprechung des EuGH zum Wettbewerbsrecht, indem er sie auf das Kapitalmarktrecht überträgt. Im Kern geht es dem Verfasser darum, die Deutungshoheit über die Rechtsmaterie des Kapitalmarktes nach Möglichkeit deutscher Gerichtsbarkeit zu überlassen, statt auf Vorgaben zu warten, die zu gegebener Zeit vom EuGH zu erwarten sein mögen.

Wo die deutsche und die europäische Rechtsordnung im Verständnis der Amtsaufklärung, der Darlegungslast und der Gleichheit im steuerlichen Belastungserfolg auseinanderbrechen, ist der europarechtliche Einfluss auf das nationale Steuerermittlungsverfahren auf die im Ausgangspunkt verfassungsrechtliche Anforderung gesetzmäßiger und gleichheitsgerechter Besteuerung abzustimmen. Der Autor gibt mit diesem Buch in einer unübersichtlichen Rechtsquellenlage, einer unbefriedigenden Abgrenzung der Aufgaben von EuGH und BVerfG sowie eines gesetzlich nicht überzeugend gelösten Konflikts zwischen Amtsermittlung und Mitwirkungslasten des Steuerpflichtigen eine rechtsstaatliche, rechtsquellensichere Orientierung.

The Italian Yearbook of Human Rights 2017 offers an up-to-date overview of the measures Italy has taken to adapt its legislation and policies to international human rights law and to comply with commitments voluntarily assumed by the Italian Government at the international level on the subject of fundamental rights. Die Autorin kommt zu dem Ergebnis, dass das jetzige System keine ausreichende Grundlage für eine zufriedenstellende Zusammenarbeit bietet. Sie unterbreitet daher einen eigenen Vorschlag für eine Bekanntmachung zwischen der Kommission und den Schiedsgerichten über die Zusammenarbeit im Europäischen Wettbewerbsrecht.

This research comparatively examines the regulation of access to gas networks in Russia in the light of developments in the EU and in Germany. Competition in the gas sector requires that gas suppliers can have their gas carried over existing networks at non-discriminatory terms and conditions. Regulating access to gas networks is crucial especially where networks are owned and operated by vertically integrated undertakings. The central question of this book is to assess whether and to what extent the existing regulation of access to the gas networks of Russia contributes to the goal of creating competitive gas markets. The assessment is based on the legislation applicable in the EU and in Germany.

Heutzutage ist das Privatrecht von der riesigen Welle der Globalisierung nicht ausgenommen. Das politisch geprägte CESL und die rein wissenschaftlichen PACL (Principles of Asian Contract Law) stehen derzeit jeweils auf dem Prüfstand.

Dieses Buch beschäftigt sich mit der Frage des Verhältnisses zwischen der privaten und der behördlichen Durchsetzung des EU-Kartellrechts. Es hinterfragt insbesondere, ob sich dem geltenden Unionsrecht eine Aussage zur Ausgestaltung der Beziehung zwischen den beiden Durchsetzungsformen entnehmen lässt. Der Schwerpunkt liegt in der Untersuchung des primärrechtlichen Regelungsrahmens der kartellrechtlichen Schadensersatzrichtlinie 2014/104/EU. In dieser Gestalt wählte der Unionsgesetzgeber eine Lösung zur Beseitigung der Spannungen zwischen behördlicher und privater Kartellrechtsdurchsetzung. Der Autor vertritt die Auffassung, dass sich die Richtlinie mit dem primärrechtlichen Durchsetzungsmodell nicht vereinbaren lässt und sie einer Korrektur bedarf.

Das Interesse an der europäischen Energieversorgungssicherheit befindet sich in der mangelnden Leistungsfähigkeit eines marktbasierten Ansatzes, eine sichere und klimafreundliche Energieversorgung dauerhaft zu gewährleisten. Heute existiert keine gemeinsame Politik für das Thema. Problematisch sind das Erreichen eines EU-weiten, sicheren Netzbetriebs, die höhere Energieeinfuhrabhängigkeit und die Schaffung der Diversifizierung der Energiequellen. Die europäische Energieversorgungssicherheit setzt die Förderung erneuerbarer Energien und der Interkonnektion der Energienetze voraus. Der Autor geht der Frage nach, wie diese zwei Voraussetzungen mit dem Ziel der Energieversorgungssicherheit vereinbar sind und welche Lösungen das primär- und sekundärrechtliche Europäische Energierecht anbietet.

Der Band stellt die Reichweite und Grenzen der steuerlichen Missbrauchsvermeidung im Europäischen Binnenmarkt dar. Die freie Zirkulation von Kapital, Waren und Dienstleistungen darf insbesondere dann beschränkt werden, wenn die Inanspruchnahme missbräuchlich erfolgt. Der Autor untersucht die Anforderungen an den nationalen Steuergesetzgeber, um durch typisierende Regelungen steuerlich missbräuchliche Gestaltungen im Binnenmarkt zu verhindern. Ausgehend von einer Bestandsaufnahme des «Missbrauchs» im Verständnis des Europäischen Gerichtshofs zeigt das Buch die Entwicklungen aus der EU-Richtlinie zur Bekämpfung von Steuervermeidungspraktiken (ATAD). Der Autor analysiert dafür, wie die Vorschläge der OECD im BEPS-Projekt mit der Missbrauchsvermeidung im Unionsrecht korrelieren.

Studien zur Genese des frühmittelalterlichen Herrscher- und Tugendideals in der lateinischen Literatur der römischen Antike und des frühen Mittelalters Friede und Recht – mit keinem anderen Begriffspaar lassen sich Rechtfertigung und Anspruch mittelalterlicher Herrschaft besser beschreiben. In frühmittelalterlichen Volksrechten (leges), Urkunden, Fürstenspiegeln oder der Landfriedensbewegung dient es regelmäßig als Legitimationsgrundlage und Tugendnachweis. Der Autor widmet sich den römischen und christlichen Wurzeln dieser mittelalterlichen Legitimationsstrategie. Er stellt die Entwürfe der antiken und frühmittelalterlichen Literatur vom ersten vorchristlichen Jahrhundert bis zum siebten Jahrhundert dar. Neben der Rechtfertigung der Alleinherrschaft durch römisch-heidnische Autoren steht vor allem der Einfluss des Christentums im Mittelpunkt, der zuletzt in die römisch-christliche Herrschaftsideologie des Mittelalters einmündet.

A Comparative Analysis of European Models

Britain and Italy between Crisis and Renaissance (1976-1983) At first glance, there could be few countries more diverse than Britain and Italy: one the cradle of democracy, a model for most other parliamentary systems; the other a young nation and the essence of political instability. Yet despite the differences, from the mid 1970s London and Rome shared a common destiny of struggle against the crisis which eventually led them to a new «renaissance» by the early 1980s. Drawing on a wide range of sources, this volume fills an important historiographical gap, casting new light on the unexplored relations between Britain and Italy during the Cold War. The «Italian case» concerned all the major Western powers: Italy was generally perceived as the great «sick man of Europe», and her very democratic solidity appeared to be challenged, while also seemingly threatening the stability of the continent and the East-West balance of power. Yet there was another «sick man» in the Old Continent: in those years, Britain was to face a severe economic and monetary crisis which weakened her international stance and forced her to play the double role of «doctor» of the Italian disease while being a «patient» herself. It is a tale of two crises, and two ways out of them.

This collection of essays offers a comprehensive analysis of the political systems of postYugoslav states. The first three chapters constitute a necessary introduction to subsequent analyses of individual states, reflecting on the specificity of the Balkan region, its political history, and the character of political transformations that are still taking place. In their analyses of the political systems of individual nation-states, the authors follow a similar pattern, focusing on the following aspects: the evolution of the political system, the constitution and basic principles of the political system, the parliament, the head of state, the government, the judiciary, and the system of political parties.

This book contributes to the debate on the emerging governance systems and management models of the cultural sector by means of a comparative analysis of significant case studies of public-private partnerships in Europe. The research focuses on the development of public-private collaborations over the last five decades and investigates the emergence of multi-stakeholder partnerships in the cultural and creative field. The results of the analysis are interpreted in light of the discussion on the need to create integrated cultural systems at a local level that bring together cultural organizations, public authorities, citizens and communities. These territorial cultural ecosystems could unlock the potential of the cultural and creative sector and stimulate new ways to promote the cultural identity of the territory, giving a new role to cultural and creative organizations.

On The Asian and European Origins of Legal and Political Systems Views from Korea, Kazakhstan and France This book analyses the legal and political systems of three different regions of the Asian/ Eurasian continent. Crisis Governance in Bosnia and Herzegovina, Croatia and Serbia The Study of Floods in 2014 This comparative study at hand has been the result of a two-year research project on floods in 2014 in the Western Balkans engaging eight research teams from Bosnia and Herzegovina, Serbia and Croatia. Representing quite different disciplines, the authors of this volume have analysed diverse aspects of the crisis governance and its ramifications. This publication’s goals are twofold. Firstly, it pins down the characteristics of the crisis responses during the floods of 2014 in three affected countries, preconditioned by the existing institutions, crisis leadership, the role of media and the social capital as well as the foreign financial aid. On the other hand, through the lenses of the crisis governance we conclude on the state capacities and the nature of political regime of the cases under study. The flood megacrisis did not constitute a «window of opportunity» for individual or institutional learning. On the contrary, it did unveil some authoritarian tendencies in Serbia and Bosnia, and thus stalled the hitherto ongoing democratization process.

Social capital, migration, ethnic diversity and economic performance Multidisciplinary evidence from SouthEast Europe This interdisciplinary book brings an empirical evidence that social capital is an important building block in the reintegration processes, migration challenges and economic dynamism of the SEE communities. Such a conclusion opposes the common belief that (re)establishing social relations in a post-ethnic conflict environment is difficult, or sometimes even impossible. These are indeed societies where trust in people and institutions remains low, but it is often replaced with other forms of social capital emerging on a daily basis, within and between different population strata, either formally but often informally. Most people who know the region are aware that formal and state institutions in SouthEast Europe enjoy very low levels of trust. Nearly everybody loves to point to ethnicity as the causal factor behind every difficulty. The authors of this groundbreaking study explore two basic questions: how do people meet their needs and the needs of others when official institutions do not function? And how do members of different ethnic groups experience the role of others and cross symbolic boundaries? The answers, constructed out of empirical evidence using a variety of methods, point to the crucial importance of social capital as an everyday resource, and to the essential role of ethnic, national, and religious diversity in enhancing people’s life chances in an unstable environment.

Austerity and the Implementation of the Europe 2020 Strategy in Spain

This collection of articles is the result of the research project «The Polish local society in the process of European integration – a decade of experience», financed by the Polish National Science Centre (NCN). The aim was to investigate the process of integration in the EU of six selected local Polish communities. The same six communities had been studied ten years before, when Poland was preparing for the EU accession. The research was based on qualitative methodology. The results show that the knowledge of the EU in local Poland remains at a very low level. The exception is competence in the field of EU structural funds. These funds are the main factor which determines the positive attitude of Poles towards the EU and the Polish membership in it. At the same time the process of the construction of a European identity in terms of values remains very problematic.

Global Ideals, European Politics and Basque Territories Democratization is a process of collective emancipation through self-government. Continuous political contestation is essential for emancipation but, in order to know which strategies and conditions will emancipate us, we also need to know which ones subjugate us. Political mechanisms with the capacity to modulate our individual and collective bodies and make them docile tend to be close relatives of those which make us equal and free. Drawing on the latest theories concerning globalization and democracy, this book argues that postnational and postsovereign multilevel governance regimes, including the European Union, should be understood as mechanisms of global capitalism aimed at privatizing democracy. Through a detailed applied analysis of the Basque case, the author illustrates how democratization is closely linked to ideas about territory, collective empowerment and institutional political capacity. Democratization always takes place partially: it never «ends». Contrary to the dominant thinking, this book argues that the incomplete nature of democratization is a positive aspect, with perpetual conflict leading to perpetual change. This is precisely what allows, and obliges, each generation to shape its own forms of emancipation.

This book adopts a critical perspective to analyze the Europe-2020 Strategy and its effects on the transformation of the European productive and social model, particularly in Spain. The evidence provided in this book suggests that the Europe-2020 strategy cannot be dissociated from the policies of commodification initiated in the Stability and Growth Pact (Maastricht, 1997) nor from the Austerity measures implemented to deal with the financial crisis in 2007. These policies of «commodification» and «austerity» are seriously limiting Europe-2020 capacity to foster a smart, sustainable and inclusive productive transition, while adding greatly to the continuous process of precarization and social exclusion that European societies are suffering, especially in Southern Europe. The book presents empirical evidence on these externalities in areas as diverse as EU foreign policy, entrepreneurship or gender equality. But the special emphasis has been placed in those areas that the Europe 2020 strategy considers crucial such as employment, R&D, climate change and energy sustainability, education and fighting against poverty in Spain. Thanks to the profuse analyses carried out by a group of leading Spanish academics, the book constitutes a benchmark for scholars, practitioners and the general public interested in European and Spanish economic policy issues.

The voyage – the quest, the odyssey, the expedition – is one of the driving forces of civilisation. From ancient times to the present day, human beings have travelled through necessity (wars, persecutions, economic and political pressures), by vocation (religious and humanitarian) and for pleasure (tourism, culture and sport). A voyage intensifies our perception of self, leading us to define and redefine our identity in the liminal space where we are confronted with the Other. This often leads to a change of perspective in our attitudes to culture, identity and politics. The sea is an important feature of the geography of both Ireland and France, so it is perhaps unsurprising that voyages occupy such an important place in the history of both countries. This volume explores aspects of French and Irish society, past and present, through the prism of the voyage. The contributors focus on a wide range of topics, including cultural tourism, literature, gastronomy and sport, in order to trace the ebb and flow of the exchanges between these two countries and their continued influence on one another.

New Uncertainties and Anxieties in Europe Seven Waves of the European Social Survey This book aims to provide empirical evidence regarding the consequences of changes in European societies, focussing on migration and related phenomena of discrimination and xenophobia. The comparative analyses cover all countries of the European Social Survey in the period 2002–2014. They reveal that native members of so-called vulnerable groups, such as the unemployed, retired, permanently sick or disabled and the elderly, were more likely to experience threats and to exhibit anti-immigration attitudes. The contributors further examine social openness defined in terms of marital homogamy, social trust in the context of legitimization and social conditions of sleeplessness. A final methodological section presents the results of a mixed mode experiment involving the face-to-face mode.

Jahrhunderts eine Stellung ein, die der des Streichquartetts für das folgende Jahrhundert nicht unähnlich ist: Sie erweist sich als die wichtigste Gattung der Kammermusik, in der grundsätzliche Satzund Kompositionsweisen von Instrumentalmusik weiterentwickelt werden und die auch in Produktion und Zirkulation einen zentralen Platz einnimmt. Der vorliegende Band, dessen Beiträge sich italienischen und europäischen Kontexten der Triosonate widmen, wählt mit der Idee einer «kulturellen Geographie» einen methodischen Ansatz, der es erlaubt, über die bisher bekannten grossen Entwicklungslinien und Namen hinaus die bislang kaum systematisch betrachteten Zusammenhänge zwischen verschiedenen Orten und regionalen Ausprägungen zu untersuchen. Gattungsgeschichtliche Aspekte lassen sich so mit einer intensiveren Untersuchung von Netzwerken und Zentren der Komposition und Verbreitung verknüpfen.

This book vividly evokes for the reader the sound world of a number of European cities in the last year of the Second World War. It allows the reader to «hear» elements of the soundscapes of Amsterdam, Dortmund, Lwów/ Lviv, Warsaw and Breslau/Wrocław that are bound up with the traumatising experiences of violence, threats and death. Exploiting to the full methodologies and research tools developed in the fields of sound and soundscape studies, the authors analyse their reflections on autobiographical texts and art. The studies demonstrate the role urban sounds played in the inhabitants’ forging a sense of identity as they adapted to new living conditions. The chapters also shed light on the ideological forces at work in the creation of urban sound space.

A Dialogue Between Theological Paradigms and Socio-Legal Pragmatics This collective book aims at examining in what terms, and to what extent, the «reception» of the Human Rights doctrine takes place in Eastern Orthodox countries, as well as in the Orthodox diaspora. A series of questions are raised regarding the resources and theological structures that are mobilized in the overall Human Rights’ debate and controversy, the theological «interpretation» of Human Rights within the Eastern Orthodox spiritual tradition, and the similarities and/or divergences of this «interpretation», compared to the other Christian confessions. Special attention is given to the various Orthodox actors on the international arena, aside the national Orthodox churches, which participate in the Ecumenical dialogue, as well as the dialogue with the European and international institutions. Religious freedom, as a fundamental Human right, guaranteed by the European Convention of Human Rights (ECHR), constitutes a key-issue that contributes to broadening the reflections on the overall Human Rights-related problematic between East and West, by shading light on the more complex issue pertaining to the conceptualization and implementation of Human Rights in countries belonging to the Eastern Orthodox tradition. The present volume studies the diversity that characterizes the Orthodox theological traditions and interpretations regarding Human Rights, not only in terms of an «external», or a «strategical» approach of socio-political and ecclesial nature, but also through a reflexive analysis of theological discourses.

Theologie und Antisemitismus Das Beispiel Martin Luthers Martin Luthers Judenfeindschaft ist berüchtigt. Ihr Zusammenhang mit zentralen Themen seiner Theologie ist jedoch umstritten. Die Antisemitismusforschung wiederum hat sich bisher nur wenig für theologische Wurzeln der Judenfeindschaft interessiert. Die Untersuchung führt beide Perspektiven zusammen: Luthers Schrift «Von den Juden und ihren Lügen» (1543) wird nicht nur im Blick auf die darin zum Ausdruck kommende Judenfeindschaft analysiert, sondern auch auf ihren theologischen Gehalt hin befragt. Dadurch verschärft sich das Problem: Der Antisemitismus ist im Zentrum der Theologie des Reformators verankert, in der Christologie und in der Rechtfertigungslehre. Diese Erkenntnis führt zu einer Sicht auf Luthers Theologie, in der diese selbst zum Problem wird.

L’étude des relations internationales, tout particulièrement dans le champ historique, est issue d’une histoire diplomatique largement rénovée à travers la prise en compte des forces profondes telles que les a jadis définies Pierre Renouvin. Elle place les États et ceux qui sont chargés de définir et de mettre en œuvre leur politique, au cour de la vie internationale. Selon cette conception, les États conduisent leur action en jouant sur la palette des moyens les plus divers sur lesquels ils peuvent s’appuyer, tels que l’économie ou la culture, et qui agissent ou interagissent les uns par rapport aux autres. La démultiplication des champs d’analyse de la vie internationale se développe ainsi tout au long du XXe siècle, mais est l’objet d’un nouveau regard en ces temps de mondialisation. Cette dernière, contemporaine du développement des analyses néo-libérales depuis les années 1980, témoigne tout à la fois de la prise de conscience de la démultiplication des acteurs en présence – ONG, entreprises multinationales par exemple – et de la large autonomie d’action de ces multiples acteurs. La collection Enjeux internationaux se veut représentative de ces perspectives renouvelées et de leur impact sur les recherches actuelles. Sans abandonner l’étude des relations internationales centrées sur les États, elle cherche à mieux appréhender la diversité des segments qui composent le champ international et le mode de relations entre ces derniers : de l’enjeu que constitue le sport à celui de l’usage de la mémoire coloniale. Elle s’adresse ainsi aux universitaires et analystes souhaitant interroger les grandes thématiques du siècle dernier au service d’une réflexion sur le présent.

L’histoire de l’Europe et l’histoire de l’intégration européenne se sont influencées mutuellement dans le passé et continuent à le faire. Il existe, en effet, une tension inhérente entre elles. Mais le terme « Europe » renvoie à un espace et à un signifié bien plus amples et complexes que celui d’« Union Européenne ». Par ailleurs, l’histoire européenne s’est trop longtemps penchée sur elle-même et doit à présent s’articuler aux relations internationales en général. Les relations entre l’idée de l’Europe, l’histoire européenne, l’histoire mondiale et l’intégration européenne doivent donc être abordées de façon plus large dans un dialogue interdisciplinaire qui intègre également une réflexion critique à l’intérieur de chaque discipline. Tels sont les objectifs de la collection.

The series Multiple Europes is multiple in two ways: it understands Europe in an interdisciplinary manner with a strong historical perspective, and it understands Europe as being inserted in transnational and global contexts. On both levels, the perspectives on Europe and the very role and understanding of Europe is multiple. The special emphasis of the series thus lies in understanding the pasts of Europe as well as its complex present. The history of Europe and the history of European integration have influenced each other in the past and will continue to do so in the future. There is an inbuilt tension in the relation between European history and the history of European integration. Europe signifies a space and semantics much broader and more complex than the EU. The relations between ideas of Europe, European history, global history and European integration need to be faced more openly. In order to do this, an open dialogue between academic disciplines is just as necessary as critical self-reflection within each discipline. Furthermore, European history was preoccupied with looking at itself and needs to be connected to global relations

Cette situation procède d’évolutions plurielles, liant l’économique et le technique, et s’inscrit en fait dans la longue durée. Des enjeux culturels y sont associés, qu’il s’agisse de transmissions culinaires générationnelles ou de l’offre de restauration très diversifiée. Des choix politiques y contribuent également, par la mise en place de normalisations et de règlements. Traditions et ruptures, nouveautés et continuités bouleversent en permanence l’alimentation des Européens. Renonçant à une approche dominée par les dimensions politique et institutionnelle, EHNE appréhende l’histoire selon une démarche thématique recouvrant une large palette de champs qu’elle saisit dans leurs évolutions autonomes. European integration is a profound phenomenon influencing our current understanding of political and social processes in Europe and beyond. The set of European institutions that have now functioned in the continent for over half a century have created new broadened frames of reference for a variety of social actors. The most comprehensive is the European Union, which can be characterised as a multilevel polity. The other organisations, such as the Council of Europe and OSCE, also contribute significantly to the new mode of relations in Europe. This has in turn influenced how social and political actors act and define their roles. European integration has changed the functioning of states, their sovereignty and the meaning and status of borders, as well as the nature of citizenship. It has also allowed social actors to be engaged in the increasingly transnationalised public sphere and therefore changed the analysis of the concept of civil society. In addition, it profoundly impacts the life of individuals, permitting spatial and social mobility along with reconstruction of collective identity and memory. This series welcomes book proposals that look at the political and social aspects of human activities in the broadest terms but analysed from the perspective of how these processes are transformed as a result of European integration.
