amilton’s critical waterfront showpiece at Pier 8 will be virtually unrecognizable once a plan to transform it into a residential, recreational and commercial destination is realized.

Waterfront Shores Corporation is a singlepurpose consortium chosen by the City of Hamilton to be the preferred proponent for the purchase and development of 13 acres of Pier 8 lands. The development consortium will pay at least $41 million for the land, though the final tally will depend on market value.

“This is among the most critical projects ever undertaken in the city,” said Chris

“It is a vital part of the West Harbour development plan and a beloved amenity in the city. It will be an important addition to Hamilton’s tax base and a place where people can live, work, play and learn for generations to come.”

Pier 8’s development will feature innovative design and public amenities across nine development blocks. It includes the Pier 8 promenade called Hammer City, the design for which was selected through a competition held in 2017. That design includes a beach, a games terrace, a cafe, and playground space, as well as “wetland remediation gardens.”

The site is 40 per cent publicly accessible open space and will connect to a Cityowned network of parks and rights-of-way.

The plan calls for 20 buildings, including almost 1,300 residential units, along with commercial and institutional spaces.

Residential spaces will include at-grade townhouses and live/work units, and range from studios to three-plus bedrooms.

The plans also include commercial space, themed retail zones for fitness and health, and a fresh food market.

A priority of the development is environmental sustainability, with the preferred proponent seeking Leadership in Energy and Environmental Design (LEED) Gold certification and eliminating natural gas consumption through wastewater heat recovery, geothermal heating and cooling, solar photovoltaics and battery storage microgrids. There is a proposed partnership with Ontario Centres of Excellence to incubate and fund Hamilton-based start-ups focused on intelligent-city and green technologies, inviting them to use Pier 8 as a testing and showcase platform.

The Waterfront Shores Corporation is an entity formed by four experienced partners – Cityzen Development Corporation, Fernbrook Homes Group, GFL Environmental Inc. and Greybrook Realty Partners Inc. – solely for the purpose of acquiring and developing the lands on Pier 8.

The team also includes the architectural design firms of KPMB Architects, gh3 Inc., Omar Gandhi Architect and superkül.

Each firm will be responsible for different

design blocks. The architectural lead will be renowned Hamilton native Bruce Kuwabara, who grew up only blocks from Pier 8.

“Hamilton is in my DNA as a person and as architect,” he says in a video about the Pier 8 project. “Our collective has designed a series of progressive, modern and ambitious buildings. They stand out as individual artistic statements, while remaining legible as a whole. We call this coherent diversity.”

The result of the development will be a dense, compact and walkable neighbourhood governed by an industrial aesthetic, with all streets leading to the water, said Kuwabara, who is an Officer of the Order of Canada and a recipient of the Royal Architectural Institute of Canada Gold Medal.

Pier 8 is a key component of a much larger West Harbour waterfront redevelopment plan that includes improvements to pedestrian access to the water’s edge, upgrades to boating and marina facilities, structural improvements to the shoreline and the installation of new fish habitats. This also includes the creation of a new waterfront commercial zone and public gathering place on Piers 6 and 7.

he elegant building that was once home to the headquarters of Westinghouse Canada has been

reborn.

Westinghouse HQ in Hamilton’s east end features a total of 70,000 square feet of office space, professionally managed events and community space on the ground floor, a highly efficient building envelope and HVAC system controlled by photo sensors, two new high-speed elevators, ceiling heights of 14 to 18 feet, access to plenty of parking and highspeed fibre directly to each unit.

“Our core value is that the tenant experience is central to what we do here,” said development partner Ray Hutton, who along with Meir Dick, leads a group of investors backing the project.

The strikingly handsome 102-year-old Classical Revival building in Hamilton’s Gibson neighbourhood sat empty for several decades, but remained a “magnetic force” in the city, says Dick. It features a reinforced concrete and structural steel frame with an ornate and historically designated red brick and cut-stone façade.

At its peak in 1955, Westinghouse employed more than 11,000 people in Hamilton.

The developers have replaced a staggering 360 eight-foot windows in the building

with fully operational aluminum-clad wood windows. Soaring arched walnut windows on the ground floor were restored by a heritage specialist. Many original features have been retained, including terrazzo and mosaic floors in the entrance hall, marble and hardwood, ornate pillars, decorative crown moldings and wrought iron and wood railings on the fire stairs.

“The heritage of this building is the greatest asset here. There are not many buildings like this one anywhere. We wanted to make sure we did everything right,” said Dick.

Rates are $17 per square foot triple net least and are competitive with downtown Class A office rates. Leasing options include full floors of 10,000 square feet of open space filled with natural light and 360-degree views of the city, units of 2,500 square feet on the fourth floor, and professional offices with shared services and amenities on the third floor.

The top floor, where Westinghouse engineers and draftsmen once toiled, features vaulted ceilings and skylights.

Westinghouse HQ – a more than $13-million investment – is the first for Electric City Developments, which focuses on contextually aware heritage revivals that value social connection.

Before even signing a tenant, the developers joined the local BIA, sponsored community events and hosted neighbourhood meetings.

Along with event space partner Equal Parts Hospitality, the vision is for Westinghouse HQ to become a community hub, supporting local arts, innovation, and economy. That will include everything from hosting pop-up art galleries and concerts in the European boutique hotel lobby-inspired

The second floor, once home to the president’s office and boardroom, is now occupied by the project’s architects, mechanical engineers and heritage consultants McCallum Sather Architects.

It features massive, floor-to-ceiling iron trusses that carry the upper floors, allowing for a wide-open theatre space on the ground floor.

The development is aimed at attracting tenants in design, architecture, engineering, and heritage.

“We are really looking at top-of-theirgame tenants who are experiencing growth, take pride in their work and their work environment, and want to be part of this vision. MSA is a great example of that,” said Dick “The developers are focused on sustainability, have invested in a high-quality building envelope, and have been great

stewards of a beautiful heritage building,” said Drew Hauser, director at MSA. “The working environment is so incredible here that it is helping us attract and retain our best team members. The building is having its second heyday now and will become an integral part of Hamilton again. That is important to us.”

Support from the municipality and the community has been unwavering, says Dick.

“It’s a testament to the meaningfulness of the building. What we are doing is a very fitting buildout of what this building has always been. We’re just bringing back what was always here.”

Major Investments in the Airport Employment Growth District J

ohn C. Munro Hamilton International Airport was recognized as the fastestgrowing airport in North America in 2018 and progress on both the passenger and the cargo sides shows no signs of slowing down.

After 80 per cent growth in passenger volume in 2017, last year’s numbers increased another 21 per cent to almost 726,000. In just two years, HIA more than doubled its passenger traffic, while investing in its infrastructure, ground connections and airport amenities.

WestJet, Flair Air, Swoop, Air Canada, Norwegian Air, Air Transat and Sunwing fly domestic and international flights out of Hamilton. HIA offers an easier and convenient passenger experience than those of larger airports and is more economical for airlines, says HIA president and CEO Cathie Puckering.

“The entry of low-cost passenger air travel put us on the map in Canada and beyond,” said Puckering. “Our recognition as North America’s fastest-growing airport was picked up globally. The world is watching.”

Airport operator TradePort International recently announced an investment of $38.8 million over four years to upgrade two main runways to accommodate larger cargo and passenger planes, along with improvements to taxiways and airfield lighting.

Hamilton is already the largest overnight express freight airport in Canada. Business grew 14 per cent on the cargo side in 2017 and another five per cent in 2018.

HIA, which operates without a curfew, is a hub for large-scale cargo and courier companies, including Cargojet, DHL, UPS and Purolator.

“Our 24/7 operation is a huge advantage for us, along with our location in the midst of Canada’s largest and busiest trade corridor of nine million people within a two-hour drive,” said Puckering.

HIA, which generated $1.2 billion in GDP in 2017, is a critical piece of Hamilton’s economic development action plan to make the city a North American gateway hub for logistics, distribution and goods movement.

KF Aerospace KF Aerospace, a leading aviation services provider, is investing in a $30-million expansion of its aircraft maintenance, repair and overhaul facility at HIA. The company will add 150,000 square feet to its footprint at the airport, including a 75,000-square-foot hangar that will introduce wide-body aircraft capability and additional lines of maintenance to KF’s Hamilton operation.

It’s expected to triple KF’s business in the Hamilton marketplace at a time of strong growth at the airport.

The company expects to add 275 jobs to its Hamilton workforce of 150.

The project will also see KF build stateof-the-art shops, classroom and hangar space to provide hands-on learning for Mohawk College’s growing Aircraft Maintenance Engineer programs.

Construction on the hangar is expected to be complete in October, and Mohawk will commence classes in the new facility in August 2020.

“As the reliance on just-in-time delivery and e-commerce grows exponentially, keeping the planes that move these goods running will require a specialized and highly skilled workforce,” said Sue Rimac, business development consultant for the City of Hamilton.

“With this investment and partnership with Mohawk College, Hamilton will be home to some of the top aerospace technicians in Canada.”

The Airport Employment Growth District The first development in Hamilton’s Airport Employment Growth District –1,700 acres of greenfield surrounding HIA – is expected to begin construction in late summer.

Panattoni Development Company, which specializes in large distribution

and warehouse developments, will build a 265,000-square-foot facility that can be used for a single tenant or split into units.

“Demand for space is very strong throughout the region but the GTA has historically low vacancy rates. It’s very difficult to bring new product online to keep up with demand,” said development manager Adam Lambros.

Hamilton’s airport land development strategy is premised on attracting investment that directly benefits from and supports the airport’s operations. HIA contributes $386 million in GDP and has grown the number of direct jobs from 2,800 to 4,500 in five years.

“The last six months have been a whirlwind of activity and inquiries from developers from all over the GTA, Canada and internationally,” said Guy Paparella, director, industrial parks and airport development. “Many big developers are looking for opportunities here and that momentum will grow as buildings go up.”

Developers serving the logistics, distribution and warehousing industries, along with light and advanced

manufacturing and packaging sectors, are drawn to the proximity of a bustling cargo airport and the busiest port on the Great Lakes, strong highway links, and Hamilton’s strong geographical advantage, says Paparella.

They are also drawn to the opportunity to build structures of 500,000 to 1 million square feet, something few other municipalities in the GTHA can offer.

Phase 1 of the AEGD – about 450 acres north of Upper James and Dickinson Road – is fully serviced. Another quadrant at Highway 6 and Garner Road has development applications or sales agreements in place on virtually all of the 250 acres.

The entire AEGD will be serviced in the next three to four years, says Paparella.

here are so many elements that are firing on all cylinders in Hamilton’s downtown, including growth in the arts and technology sectors, residential and office development that brings density to support restaurants and retail, creation of hotel rooms, and accelerating investment that is transforming critical streets.

Much of that has been driven by the City of Hamilton’s array of incentive programs and an open-for-business philosophy that permeates municipal operations, says Judy Lam, manager of urban renewal in Hamilton Economic Development.

“There really are so many good news stories to tell and many more that are coming.”

Skyrocketing prices and lack of availability in the GTA are pushing developers further afield.

Doug Murray, a vice president and sales representative at Colliers International, says just five years ago “we couldn’t persuade any investors or developers from Toronto to even consider Hamilton. Now they are calling us trying to help them locate development sites.

We don’t have to sell Hamilton anymore. The word is already out.”

While residential development has been booming downtown, what is yet to arrive in significant numbers is employment and office tenancy, says Murray. But that will change.

“Downtown Hamilton has all the key ingredients for an attractive location for

office tenants but there needs to be one large office deal to kick it off. My guess is it will be a bank or insurance company that enlists a developer to build them 100,000 to 250,000 square feet of office space for their employees. Once that large deal gets done, it will prove out the business case to the development industry and then you will see large speculative office projects being built, which is the missing puzzle piece to a truly vibrant and sustainable downtown.”

ASG said it plans to ultimately build about 500,000 square feet of production facilities in Hamilton, starting with about 150,000 square feet expected to be built and operational in a year on lands adjacent to the West Harbour GO station.

ASG and the City of Hamilton have signed a memorandum of understanding on 16 acres of City-owned land.

The developers say Hamilton provides proximity to diverse filming locations, a strong local workforce, a strong supply of industrial buildings that can be converted into studio space, and access to provincial tax credits.

Malleum Malleum Partners has invested in 22 properties in Hamilton’s downtown over the past three and a half years, has about a dozen projects underway, and expects that pace to just continue.

“I really think it’s still early innings in Hamilton. There is a lot of room to grow,” says managing partner and co-founder Tyler Pearson. He and a business partner raise investment funds to buy mixed-use buildings in decline, invest in their rehabilitation and reap the rewards of increased income.

Malleum has raised $25 million in investment and controls about $60 million in assets.

“We and the City are finding ways to bring these buildings back.You can’t have a city of glass towers. These buildings are what makes the downtown special.”

Hamilton’s economic fundamentals – including relative affordability, population growth, a diverse economy and pending transit improvements – make it the most attractive investment opportunity Pearson can find.

Gore Park – consists of two somewhat triangular parcels of land in the Hamilton’s downtown core.

Benches, flower beds, a statue of Queen Victoria, and an ornamental fountain – a replica of the park’s original Victorian fountain is perfect for breaks during the workday.

“What interested us is that they were inefficiently using some more historic assets,” said Bryan Dykstra, a partner in Blacks Point Development. “So we presented them with an opportunity to do a new build to become more efficient.”

Coppley Hamilton’s historic suit maker Coppley will move into a new purpose-built 75,000-square-foot facility that will combine its manufacturing, office and warehousing operations under one roof.

Coppley has been located in Hamilton’s downtown for 136 years and was committed to remaining there, says Dykstra.

The building celebrates and honours Coppley’s skilled designers, seamstresses and tailors, says architect Drew Hauser of Hamilton’s mcCallumSather Architects.

“We played with so many patterns and fabrics. The cladding is something of a chevron pattern that reminded us of pleats and folding. There are subtle nods to the idea of fabric and the look changes with the light.”

Dykstra says the clean-up of the former industrial property was made viable by a brownfield remediation grant from the City.

“This is a city that is prioritizing investment and is collaborative. It’s been an excellent experience so far.”

Hauser says his firm is thrilled to be part of this project, which keeps skilled crafts jobs in the downtown.

“They make beautiful classically modern suits and the company is so historic but also creating a forward-looking legacy.”

Connolly Connolly, a 31-storey residential tower bridged to a 140-year-old stone church façade, has a new developer behind it.

After a previous developer went into receivership,Vietnam-based Hue Developments has stepped in to realize a new vision for the property.

“To tie a new structure into an old structure requires a lot of planning and expertise to make sure it’s done properly,” says Luke Wywrot, development manager with LCH Developments.

LCH is guiding Hue Development’s first project in Canada, which also includes partners in structural engineers Quinn Dressel and mcCallumSather. LCH has undertaken adaptive reuse projects before and has been active in real estate in Hamilton for years.

“We’ve had a very positive experience working with the City of Hamilton and the

neighbourhoods we’ve worked in. We are always looking for other projects to take on in Hamilton,” said Wywrot.

Two-thirds of the church was unstable and had to be taken down, says Hauser. But what was saved will create “an elegant and refined building on a critical corner in the downtown.”

The hope is to begin work reinforcing the foundation and facade this summer and to commence construction of the 315-unit tower at year’s end.

The project will make a meaningful connection between the church and the new build, says Hauser.

It’s the first Canadian project for Vietnambased Hue Developments. It’s an “energetic and dynamic” company, says Hauser, led by Allen Le Nam, who spent time living in Hamilton as a teenager.

“When he saw the property for sale, he was excited because it was a way for him to come back and give to the community. And for Hue Developments, it was a good fit for them. Their headquarters are in a historic city in Vietnam.

They have a penchant for older buildings.”
