Downtown Revitalization (DRIS) project moves forward despite council concerns

“trust the process” argument by mayor and staff appeared to have satisfied some councillors that their concerns about the DRIS vision plan, presented to them at last week’s council meeting, would be addressed later and should not hold up moving forward to the next stage of the project. However, that was not the case for Councillor Brophy, who was the lone dissenting vote in council’s 6-1 decision to receive the concept plan as presented and move on to the preparation of necessary Official Community Plan (OCP) changes, bylaw amendments, and the drafting of design guidelines. “This doesn’t do it for me,” said Councillor Brophey, referring to the DRIS vision material provided to council and presented by Urban Systems consultant, Daniel Sturgeon. “I’m not in support of

moving to five storey buildings close to Beach Avenue. We have excellent views and we have to protect them. I can’t support this.” “I’m a visual person,” said Councillor Terry Condon. “What I’m looking for are

illustrations that will clarify what these words mean, and they are not here,” he said. Councillor Collins agreed there was work to do but said, “Visual clarity will come with design guidelines; we have to move on

to the next stage.” That sentiment was echoed by Councillor Ali Bani Sadr, who said, “I’m also a visual person, but it’s a very good launch pad and there’s enough detail here to keep me excited.” Councillor Glasman sought clarification as to what was considered historical and why 5th and 6th Streets were included in the downtown plan when there are new seniors housing buildings there. “There is no intention to revitalize new buildings,” said Director of Planning, Darren Schaal, “but we do need to look comprehensively at the whole area.” Referring to historical character, Schaal said, “We have no officially designated heritage buildings but we have looked at how other places such as Fort Langley and Richmond have been able to preserve historical character.
