INTERSTATE BRIDGE REPAIR

From ODOT Interstate Bridge Closure The northbound span of the Interstate Bridge will close September 19–27, 2020 so that crews can replace mechanical parts that help lift and lower the bridge. The Interstate Bridge is located on I-5 where it connects Oregon and Washington across the Columbia River.

MARINE TRAFFIC

The northbound span of the Interstate Bridge over the Columbia River (River Mile 106.5) requires repairs to prevent disruptions to the 272 foot high-lift span that allows marine traffic through the main river navigation channel. The lift span on the northbound bridge cannot be raised while the trunnions and other bridge parts are being replaced.

The Columbia River is home to a vibrant maritime industry that relies on the river to 4

access ports in Oregon, Washington and internationally. The ability to raise the bridge is essential for maritime industry.

Lift Span Closure

Marine navigation will use the bridge’s high span to pass under the bridge. This span between Pier Five and Pier Six (three white lights over one green light) with 72 feet of clearance to the zero water level mark.

Anticipated Timeline

Channel under Interstate Bridge lift closed: 12:01 a.m., September 10, 2020 – 11:59 p.m., October 6, 2020 During the remainder of the project, the lift span will operate normally.

MORRISON BRIDGE UPDATE

Project Description

Project Information

The steel on the two fixed and two moveable river spans, as well as the span between the East Bank Esplanade and the river spans of the Morrison Bridge will be repainted, The existing paint is peeling and must be replaced to avoid corrosion of the structural steel members. After the paint is removed, any corroded steel will be replaced before the span is repainted.

• Location: Morrison Bridge river spans • Schedule: Construction scheduled January 2021 - 2022 • Estimated Cost: $20 million • Funding Source: 90% federal, 10% county

The old paint is lead-based, so each section of the bridge being painted will be fully encased to prevent the paint removal process from harming the environment. When the project is complete the newly painted spans will be lead-free.

As part of this project, workers will perform structural analysis on the bridge’s steel members. They will identify any damage and make needed repairs.

Traffic Impacts The steel areas that will be repainted are mostly below the deck. Workers will still need to close a traffic lane to build scaffolding, deliver materials, set up equipment and access the work site.

The pedestrian path on the south side of the bridge will remain fully open.

BURNSIDE BRIDGE EARTHQUAKE READY

We need an earthquake-ready Burnside Bridge Over 100 options for a seismically resilient Burnside Street crossing were studied during this project’s Feasibility Study Phase (2016-2018), including tunnels, ferries and a variety of different options. From that study, a short list of bridge options (and a no-build or “do-nothing” option) were recommended for further evaluation. Since then, with community input, the Fixed (non-movable) Bridge option was dismissed due to a large number of impacts.

The Community Task Force is now recommending the Replacement Long Span option as the Preferred Alternative to be included in the Environmental Impact Statement (EIS) for publication in early 2021. If approved, the Preferred Alternative will move forward into final design and construction. Construction is expected to start in 2024. To save money and time, the Community Task Force is also recommending a full bridge closure during construction rather than build a temporary bridge.

We want to know your thoughts on these two recommendations: Recommended bridge option - Replacement Long Span

The Community Task Force is recommending that the existing bridge be replaced with a new movable bridge in the same location and length as the existing bridge with support structure above the surface resulting in fewer columns below. This means there are longer spans, or distances, between columns. It is recommended because it is the most seismically resilient with the lowest cost and fewest impacts to natural resources. The Replacement Long Span option is different from the Fixed Bridge option, eliminated in 2019, which was much higher and longer.

Recommended traffic option during construction - Full Bridge Closure

The Community Task Force is recommending that the bridge be closed to all users during construction. A full bridge closure would detour all vehicles, bikes and pedestrians to neighboring bridges during construction for 4-6 years. It is recommended because it reduces construction time and cost as well as impacts to natural resources and parks.

What will the bridge look like?

Recommended Bridge Option – Replacement Long Span The Community Task Force has recommended replacing the existing bridge with the Replacement Long Span option because it requires the fewest columns in the unstable soil near the river, making it the most seismically resilient option with lowest cost and fewest impacts to natural resources. There are several variations of a Long Span bridge that are being considered. The design of the structures above the bridge as well as the type of movable span in the middle would be decided in 2021. The other bridge options that were studied in depth were a Replacement Short Span, Replacement Couch Extension, and Enhanced Seismic Retrofit. You can find more details about these options online.

Below are a few variations of movable Long Span bridge types.

The support structure above the deck would make the Replacement Long Span option look very different from the current bridge. It would provide the opportunity for a more visually striking bridge but would also affect current views on and around the bridge. The specific structure type for the main river and movable spans would be selected next year.

Recommended Traffic Option During Construction – Full Bridge Closure A full bridge closure would detour all vehicles, bikes and pedestrians to neighboring bridges during construction. The other option that was studied in depth was building a temporary movable bridge. A full bridge closure would save up to $90 million, reduce the construction period by 1.5 to 2 years and reduce impacts on natural resources versus constructing a temporary bridge.

What’s Next?

Your feedback will be considered by the Community Task Force before their final recommendations go to the Policy Group in October for approval. These recommendations will be included in a draft Environmental Impact Statement (EIS) on the bridge options to be issued by the Federal Highway Administration (FHWA). You will be able to provide feedback on the draft EIS in early 2021. In future phases, we will ask for your input on bridge design. If the project is approved and adequate funding is secured, construction is expected to start in 2024.

U.S COAST GUARD, SECTOR COLUMBIA RIVER Area of Responsibility: 420 nautical miles of Washington and Oregon coastline, 33 ports, 465 miles of navigable rivers throughout Washington, Oregon and Idaho, including the Columbia, Salmon and Snake Rivers.

USCG Sector Columbia River has a team embedded in the State of Oregon’s Emergency Coordination Center (ECC) supporting the Planning Section and Critical Infrastructure Branch for the 2020 Oregon Wildfires. The USCG team is assisting the state to track potential disruptions to the Marine Transportation System (MTS) and interrelated intermodal entities.

We are assisting the state and FEMA in Critical Asset Protection and prioritization as well as providing tactical recommendations to keep those assets safe.

“Guardians of the Pacific Northwest”

​ To ensure the safety, security, environmental protection and efficient flow of commerce affecting a $20 billion maritime transportation system, 8.5 million ton grain export, 1,500 foreign vessel arrivals, 50,000 cruise passengers, 290,000 recreational boats, 2,000 commercial fishing vessels, and 52 Maritime Transportation Safety Act facilities.

Sector Columbia River Response Missions (search and rescue, law enforcement, environmental protection, and support for other units) are carried out from Warrenton, OR.

To date, the USCG has worked with the State of Oregon to acquire and distribute 4,000 KN95 masks for Oregon Maritime Industry workers and is monitoring a slowing of inland barge traffic due to a combination of wildfire smoke and fog that has created extremely low visibility.

The Sector Columbia River Port Coordination Team is actively working with inland barge operators and assisting as necessary.

PORT OF LONGVIEW

NORTH RAIL CONNECTION PROJECT MOVING FULL STEAM AHEAD This summer, a project key to expanding efficiencies in rail and employment on the waterfront will begin ramping up as the Port begins construction of its North Rail Connection project. This major upgrade is funded in part by a $500,000 grant, as well as a guarantee of financial support from Port tenant International Raw Materials (IRM).

The North Rail Connection project will add

nearly 5,000 feet of new track and will realign approximately 1,500 feet of existing track.

This increased capacity will improve both the flow and amount of cargo the Port’s internal rail system can support, specifically dry bulk commodities (like soda ash) of IRM at Bridgeview Terminal (Berths 1 and 2).

Cowlitz County announced in April that the project qualified for a Rural Economic Development Grant because of the impact it will

have on rail efficiencies for current and future tenants, which will grow local jobs and increase revenue for local businesses. IRM has committed its support by extending its lease through 2027 and guaranteeing additional revenues by steadily increasing its annual tonnage.

The collaboration between the Port and IRM on the North Rail Connection Project is a great example of public/private partnerships, which will create jobs and provide economic benefits for area residents.

PORT OF COOS BAY

CHARLESTON ICE PLANT PREPARES FOR OPENING The Port received its certificate of occupancy yesterday afternoon, as well as confirmation that the Ice Plant is ready to open and begin serving customers starting Saturday, September 12. Service will be limited initially to commercial fishing vessels as crews are awaiting the arrival of additional components for the service delivery system to accommodate smaller vessels.

There will be no on-dock truck service until the

dock structure is fully completed. It is estimated that the plant will be fully operational within the next two to three weeks.

Over a seven-month period, the Port has worked with contracted crews and community stakeholders to build the new facility. Following a catastrophic fire in late December of 2019, the Port developed plans for a new facility guided by the priorities expressed by the local commercial fishing industry. It was determined that the availability of flake ice in the Charleston Marina was critical to sustaining and maintaining the commercial fishing industry in the region. In addition, increasing the ice making and storage capacity was a priority in the new facility to ensure that the needs of the industry could be met during the high seasons.

Although there are finish work items that remain to be completed including trim and detail work, the manufacturer of the ice making equipment has been on site to conduct test production and make final modifications to the system over the past several weeks. The equipment manufacturer has provided extensive training

for Port staff in how to operate the equipment both safely and effectively, with the final training session taking place the afternoon of Friday, September 11. Test ice production began on September 1, which provided the opportunity to fully vet the equipment with the intention of addressing any issues within the system while the manufacturer was on site.

The new plant will increase ice making and storage capacity to ensure adequate access for resident and traveling fishing fleets. Storage capacity will increase from 115 to 158 tons, and production from 2 to 5 tons per hour. The added production will improve service delivery times in the high seasons, which will in turn increase availability and reduce potential delays due to high demand versus production ratio.

As the third largest fishing hub in the State of Oregon, it was critical that the Port took immediate action to rebuild the facility. The new plant will serve as one of the few public ice docks in the State, ensuring that fleets from throughout the State and west coast will have ice readily accessible to preserve their catch.

PORT OF VANCOUVER

PORT OF VANCOUVER USA RECEIVES LONGEST WIND BLADES EVER TO ENTER THE WEST COAST The Port of Vancouver USA received a shipment of wind turbine components that included the longest wind turbine blades ever to enter the West Coast of the U.S., to date. The delivery is a joint effort between the turbine manufacturer, Goldwind Americas and the wind project owner, Potentia Renewables.

The port received a total of nine wind turbines including blades, nacelles, generators, hubs, tower sections and other sub-components.

Eight of Goldwind’s GW155/4.2 MW turbines arrived on the MV Star Kilimanjaro. There are four complete turbines featuring Goldwind’s 76-meter blades and four additional turbines of the same model with blades arriving on later shipments. These are the longest blades ever transported across North America. Measuring nearly 250 ft. in length, the blades are nearly as tall as the Statue of Liberty. The remaining components on this vessel include one set of 67-meter wind turbine blades for the same 4.2 MW rated power capacity wind turbine.

“Wind manufacturers have kept us busy this spring and summer moving wind energy components,” said Julianna Marler, CEO of the Port of Vancouver USA. “We couldn’t do this work without incredible partnerships with companies like Goldwind, as well as ILWU Local 4, Local 40, Local 92, and the river and bar pilots who are still at work every day moving cargo. In this challenging COVID-19 environment the port has been functioning well, and I am incredibly thankful for everyone’s dedication in making this possible,” she added.

“Our customers know we can handle this large cargo with our heavy lift cranes, acres of laydown space, highly skilled workforce and dedication to renewable energy,” said Chief Commercial Officer Alex Strogen. “We 14

also want to thank Jones Stevedoring, Totran Transportation Services and the ship MV Star Kilimanjaro operated by G2 Ocean. This is their second visit to the Port of Vancouver with wind components from Goldwind. Their talented staff and crews, expertise and hard work are integral to the port’s continued commercial success.”

The blades for Goldwind’s GW155/4.2 megawatt (MW) turbines, each 76 meters in length (250 ft.), were manufactured in and shipped from China.

Goldwind Americas, the company’s North American subsidiary headquartered in Chicago, IL, specializes in the sales, supply, operations and maintenance of Goldwind’s Permanent Magnet Direct Drive (PMDD) wind turbine generators. The North American company employs over 100 local individuals and currently operates 26 wind farms across nine U.S. states, Canada WWW.PDXMEX.COM | THE EXCHANGE

and the Republic of Panama. Globally Goldwind has 60 gigawatts, approximately 35,000 wind turbine units, operating in 24 countries on six continents.

“The arrival of Goldwind’s 76-meter wind turbine blades to our shores signifies an important next step in wind power technology in North America.

As a result of our expanding portfolio of wind turbines, Goldwind is able to maximize project economics with larger, scalable technologies to fit an array of wind projects,” said David Sale, CEO of Goldwind Americas. “Leading the industry in delivering turbines of this size presents many new challenges, which must be met with a great deal of planning and expertise. Goldwind is pleased to be working with the Port of Vancouver USA, Totran Transportation Services, Jones Stevedoring and G2 Ocean to safely bring such large components across the U.S. and into Canada.”

“Congratulations to the Port, workers and others for the safe and successful receipt of the largest turbine equipment to date,” said Jeff Jenner, Chief Executive Officer of Potentia Renewables.

The wind turbine blades and components will travel to Assiniboia, Saskatchewan, Canada to Potentia Renewable’s Golden South Wind Energy Project located on 34,000 acres of leased-agricultural land. Potentia is a Torontobased developer, owner and operator of solar and wind energy assets. The Golden South THE EXCHANGE | WWW.PDXMEX.COM

Wind Project will utilize Goldwind’s latest PMDD turbines and will generate approximately 900,000 megawatt-hours of electricity and will significantly reduce CO2 emissions compared to a coal-fired plant. The carbon reduction is equivalent to eliminating the pollution from half the vehicles in Regina or Saskatoon, Saskatchewan. The project broke ground in 2019 and is expected to open in 2021.

Once unloaded from the ship, the wind turbine blades and other major components will be moved to laydown space at the port’s Terminal 2 and Terminal 5. From there, they will be transported by Totran Transportation Services over the span of several months to Saskatchewan, Canada.

The port will eventually handle a total of 50 full turbines, a combination of the GW 136/4.2 and GW 155/4.2 MW models, for the Golden South Wind Project. Four additional ships carrying turbines will arrive later this summer and fall. In total, Goldwind will import more than 750 large-scale components through the Port of Vancouver USA. The Port of Vancouver USA has long been a leader in the port industry in supporting renewable energy projects and is one of the West Coast leaders in the movement of wind energy components to support new and existing wind energy projects.

PORT OF MORROW

EAST BEACH RAIL CONSTRUCTION NEARING COMPLETION Along Columbia Avenue at the Port of Morrow, the East Beach Rail Project is nearing completion. The process began with a flurry of earth movers leveling and grading the future rail bed. Track layers are now at work putting down the new ties and rails that will transport tons of commodities to and from Port industries.

The purpose of the project is to improve rail operations,

service, and capacity within the East Beach Industrial Park.

An immediate benefit to industries will be the increased capacity for unit trains. Unit trains, a train in which all cars carry the same commodity, currently deliver corn and grain to Pacific Ethanol and Morrow County Grain Growers.

“The East Beach Rail Project is going to be very important to us,” says Kevin Gray, General Manager at Morrow County Grain Growers. “As we look at growing the size and scale of our Boardman shuttle facility in the future, having the ability to stage multiple trains on-site will assist us in becoming a premier grain destination and provide enhanced efficiencies for our servicing railroad. We’re extremely excited about this expansion project and the growth potential it will provide for us and our cooperative members.”

The rail expansion at the rural, east Oregon industrial center provides far-reaching benefits. The ability to shift commodities from rail to barges will reduce train traffic along the highly congested Columbia Gorge Rail route. Portland grain elevators will see increased competitiveness with the ability to receive commodities from unit trains by barge. The shorter distance between

point of origin and the improved terminals decreases the turn times of the unit trains, allowing for an increased number of deliveries. Likewise, local livestock producers gain access to a closer supply of feed, reducing truck transportation and maintenance costs. Finally, the environment also benefits from the reduction of fuel consumption and energy use, the reduction of air emissions, and the ability to utilize the efficient barge system for shipping.

“It’s an exciting opportunity to continue developing our river front and inland terminals. This will provide greater industry access for rail and help current and future port tenants better utilize multiple shipping resources. It’s exciting that we can do these multiple big projects all at once, like the East Beach rail, the freezer expansion and the BUILD grant,” says Walter Ross, senior structural designer for the Port of Morrow.

The East Beach Rail Expansion Project is made possible by a $6.55 million Connect Oregon grant funded in 2019.

Past Connect Oregon grants have been instrumental in expanding multimodal infrastructure at the Port, including improvements at Terminal 3, a rail logistics center, the cold storage rail transload facility, and the recent rail expansion at the Morrow County Grain Growers offload facility.

CLEAN RIVERS COOPERATIVE

Clean Rivers Vessel Fleet Expands On August 28th Clean Rivers Cooperative welcomed the newest vessel to their fleet, a 23-foot North River jet boat. This vessel is powered by a single 250‑horsepower outboard engine which can be converted from jet propulsion to a propeller.

Staff will continue to install equipment to fully outfit the vessel for oil response. The jet boat was selected to enhance the capabilities of Clean Rivers’ fleet of vessels.

This vessel allows for navigation in shallow sections of the river as well as the ability to safely navigate in fast water regions.

MARITIME FIRE AND SAFETY ASSOCIATION & CLEAN RIVERS COOPERATIVE

COLUMBIA BASIN LEADERSHIP TRAINING (COBALT) On August 25 the Merchants Exchange, Maritime Fire and Safety Association, and Clean Rivers Cooperative hosted the afternoon session of the Columbia Basin Leadership Training (COBALT) program.

A limited number of attendees visited the Clean Rivers Operations Facility and were admitted after temperature checks and safety briefings were conducted. The remainder of the participants attended remotely through the Coast Guard-provided meeting platform. Attendees heard presentations from Liz Wainwright regarding the role of the Merchants Exchange, Curtis Cannizzaro regarding the roles of Clean Rivers Cooperative and the Maritime Fire and Safety Association and Carl Boelter who took in‑person participants through a facility and equipment tour.

COBALT is a week-long structured series of presentations, tours, and discussion sessions offered to every newly arriving U.S. Coast Guard Captain of the Port/Sector Commander and other U.S. Coast Guard senior leaders. Sessions are designed to quickly acquaint executive and mid-level Federal decision makers with our maritime industry’s issues, concerns, and priorities, and to encourage open dialogue with our region’s private sector leaders and experts.

Since 2003, the Merchants Exchange Scholarship Fund has distributed over $71,000 in assistance to 52 students. These funds directly support the education of our future colleagues and industry leaders by defraying the cost of tuition, books and course fees.

With the rising cost of a college education, not every student is fortunate enough to find aid to further his or her career goals. The Scholarship Fund annually awards financial grants to students seeking or advancing careers in the Maritime Affairs and/or International Trade.
