MERCHANTS EXCHANGE CELEBRATES OUR MEMBERS’ SUCCESSES OVER THE YEAR As 2020 comes to a close, we want to celebrate the essential, critical workforce that makes up the maritime industry. Despite the many disruptions and changes brought to us by the global COVID-19 pandemic, we have persevered and stayed the course. This edition of The Exchange highlights a few of our members and their accomplishments this year.

ANCHORAGE LAUNCH OPENED CARGO TERMINAL OPERATIONS IN KALAMA In May of 2020, Anchorage Launch Services Company opened their long-awaited cargo terminal operations in Kalama, Washington. “There is not a facility like the Port of Kalama’s commercial wharf on the entire Columbia River—this exceptional centrally-located facility includes a crane and forklift to keep us operating 24/7, 365 days a year. That enables us to serve ships more efficiently than ever,” says Alex Scott, chief operating officer, Anchorage Launch Services. “We listened to our customers to understand their needs, and this new facility and home for our operations raises the bar on what we can offer our clients. Our new terminal will save untold amounts of time, energy, and money for the maritime industry. This could not be a better location to serve commerce on the entire river. This is not just a win for Anchorage Launch, it is a win for the Columbia River shipping industry. We are very grateful for all the men and women who worked so hard for so long to complete this project. Truly a team effort and a team win. A huge ‘thank you’ to all involved.”

The Port of Kalama modified and refurbished components of a barge to develop the long-planned commercial dock last year and prepare for a maritime client including furnishing and installing bulkheads, bullrails, fenders, ladders, new spud piles and a gangway landing platform. “We are incredibly excited to have a maritime service provider like Anchorage Launch Services serving THE EXCHANGE | WWW.PDXMEX.COM

FOSS TO LAUNCH THREE ADDITIONAL ASD-90 TUGS In 2020, Saltchuk Marine’s four ASD-90 tug builds got underway with the christening of the Jamie Ann in March. The Jamie Ann is currently serving customers in the San Francisco Bay Area. The Sarah Avrick launched last month and will be serving AmNav in the same market. The Leisa Florence is scheduled to launch by the end of the year and the Rachael Allen will launch in early 2021. All tugs include two MTU Tier 4 engines producing 6,866 horsepower, which meets the EPA’s highest standards. The engines reduce particulate and nitrogen oxide emissions to near zero through an SCR (Selective Catalytic Reduction) system but are also powerful enough to escort the largest tankers and container ships calling at the U.S. West Coast ports they will serve. “We’re building these vessels to the most stringent emissions standards in the world,” said Janic Trapenier, the Foss naval architect managing the project. “These were built to satisfy the requirements of the State of California – requirements we believe will soon be required of the rest of the country and the world.” The vessels’ upgraded safety features are equally impressive and focus on crew safety on deck, wheelhouse visibility, winch operations and sound abatement in the engine room and staterooms. The tugs have over 90-ton bollard pull, bow and stern, low noise emissions and very low smoke emissions. Due to COVID-19, Saltchuk Marine will not be hosting live, in-person christening ceremonies. Instead, a christening video is currently in the works to highlight the launch of the Sarah, Leisa and Rachael tugs. Foss Maritime COO Will Roberts said, “The christening is a time where we talk to the shipyard, to the major contributors of the organization and especially to the family or the namesake. It’s very important for Saltchuk, 6
Saltchuk Marine, Foss and AmNav to name our vessels after important members of our community.” “The boats are wonderful, but it is all of the people that make these things happen. From our engineering team to the deck and everybody who’s operating these vessels, that’s what makes our company the best it can be,” said Roberts. Saltchuk Marine CEO, Jason Childs said, “The 30‑year lifespan of a tugboat, the number of jobs that it’s going to create for people, the number of vessels it’s going to move and assist and the amount of goods that are going to be directly affected by us, it really makes a difference.” Childs added, “the last boat we christened, the Jamie Ann, its very first job was to move the USNS Mercy ship into the LA harbor where it was going to help COVID patients. I’m hopeful these tugs have a long legacy of doing the right thing for people.”

SHAVER CELEBRATES 140 YEARS The Shaver Transportation Company is celebrating 140 years of service in the Pacific Northwest. Since 1880, Shaver has operated on the Columbia Snake River System and it continues to be the best marine transportation company in the region five generations later. Shaver has grown with the city of Portland and is now the oldest continuously operating tugboat company on the west coast. The company focuses on three lines of business: ship assist, grain and commodity transportation, and harbor/marine services. This past year, Harry Shaver passed away. As Chairman of the Board and CFO, Harry was a driving force in the company’s growth. His son, Captain Steve Shaver, is now in his 46th year with the company, and his 20th year as President. Steve’s sister, Samantha Shaver, will move to Portland and join the company full-time in 2021. Together with Shaver’s employees, Steve and Samantha will continue Harry’s legacy of providing safe, reliable service to the maritime industry in the Pacific Northwest. Shaver continues to upgrade and innovate for its customers and employees. Most recently, the company added the Samantha S to its fleet of fifteen tugs and twenty grain barges. The Samantha S is a state-of-the-art tug with unmatched capability in the region. At 8400 HP and over 110 tons of bollard pull, the Samantha S is easily the most powerful tug on the Columbia River and the only tug in the region capable of escorting vessels under tow across the Columbia River Bar. The Samantha S also maintains an advanced “FiFi” system to provide off-ship or external firefighting services to other vessels and structures. Shaver also just completed THE EXCHANGE | WWW.PDXMEX.COM
Shaver Family - Steve, Harry, Samantha construction of its 4040 sq. ft. Operations Center at their Portland headquarters, and next year will build a sister ship to the Sommer S. Similar in design, this tug will be a great addition to the company’s harbor and ship assist divisions. Shaver’s success is a result of the hard work, adaptability and tenacity of its employees and its relationships with its customers and strategic partners. This combination will continue to drive the company’s growth year after year. TIDEWATER ANNOUNCES NEW LEADERSHIP
There are a couple of new faces at Tidewater Transportation and Terminals. Taking the role of Vice-President and Chief Operating Officer is Johan Sperling, who will have direct oversight and responsibility for the Maintenance and Engineering Department, Vessel Operations, Dispatch and Terminal Operations. In the newly created role of Johan Sperling, Vice President, Vice-President and Chief Operating Officer Chief Commercial Officer, Tidewater welcomes Aaron Degodny, who will focus on establishing strategic partnerships in new markets, expanding and strengthening client relationships, and extending the regional and global footprint of Tidewater. “Both Johan and Aaron are extremely accomplished executives who bring to Tidewater deep industry, market, and operational knowledge,” said Todd Busch, President and Chief Executive Officer of Tidewater Transportation and Terminal. “Tidewater is thrilled to have both on board as we enter a new stage of growth.” Johan Sperling came to Tidewater from Crowley Shipping Group in Seattle, Washington in September. He was the Vice President of Marine Services, leading ship assist and tanker escort services, as well as overseeing the ocean-class tug and flat-deck barge fleets. The native of Sweden has relocated to southwest Washington with his wife and two dogs. 8

IN DIFFICULT TIMES, THIS REGION COMES TOGETHER While 2020 has brought a series of unexpected twists and turns, the Port of Portland is grateful for all the people and partners who have kept our Marine terminals safe and operational during these unpredictable times. After supply chains were disrupted in the spring, the Port has seen steady increases in cargo volumes. Our weekly container service with SM Line, which launched in January, remains productive and consistent. Terminal 6 welcomed its largest vessel ever this summer, and MSC containers are now arriving through a vessel sharing agreement with SM Line.

The BNSF Intermodal container volumes, which dipped this spring due to a temporary reduction in vessel calls impacting Seattle and Tacoma, have also improved every month since June. The auto industry was one of those hit hardest by the coronavirus pandemic, with the impacts felt immediately. While the Port of Portland saw historic drops in May and June, volumes are now fairly close to normal, with September hitting the highest total all year. The Port also welcomed new auto partners in 2020. General Motors began importing vehicles through Terminal 6 in April, while Fiat Chrysler Automobiles began exporting vehicles earlier this year.

Following trends along the Columbia River, the Port’s grain export terminal remains busy. This region continues to feed the world. As we head into the height of U.S. soybean exports, Pacific Northwest grain elevators should finish the year strong – especially with China continuing to purchase wheat, soy and corn to fulfill their Phase I trade deal obligations. This year has thrown a lot at us, but ports in the region have played a critical role in the region’s response. Thank you to our longshore workers and partners who have kept things moving safely.

Clean Rivers Cooperative Participation in Deployment Exercise On October 27, Clean Rivers Cooperative participated in a Deployment Exercise at the Bonneville Dam. This exercise involved establishment of a forward command post and deployment of Geographic Response Plans for the area. This large-scale deployment provided an opportunity to test not only the strategies for response, but also effective coordination during the COVID-19 pandemic to ensure the safety of all responders to an incident.

MARITIME FIRE AND SAFETY ASSOCIATION
MFSA FPAAC Technician-Level Training On October 26th FPAAC Conducted its fourth quarter technician-level training alongside Navy personnel for a shipboard fire response simulation. Fire crews from multiple FPAAC agencies arrived to a scenario involving an engine room fire with possible missing crewmembers. Fire personnel coordinated with the ship’s crew to run fire hose lines through the ship and to the simulated fire location. After the training crews participated in a debrief to share lessons learned. MFSA is grateful to the crew of the USS McCampbell and the local facility for coordinating such a beneficial training opportunity.
MFSA FPAAC Command Exercise On November 10th FPAAC Conducted its first virtual Shipboard Fire Command Exercise. Participants used a virtual platform to receive briefings on the port where the simulated incident occurred. The incident presented was a shipboard fire that resulted in a Mass Casualty Incident. Groups were divided into small discussion groups and presented with prompts to discuss initial actions and what resources were required to manage a complex incident. Groups then reconvened to compare similarities and differences in their decisions. These types of exercises help to bridge the gap between organizational processes and understand common operating practices that will be used in a real-life incident.

STAFF CONGRATULATIONS Cannizzaro Promoted to General Manager
As the General Manager for Clean Rivers Cooperative, Curtis Cannizzaro oversees business management, member outreach, regulatory issues, preparedness and response oversight, long-term planning with emphasis on member support and partnership with Maritime Fire and Safety Association (MFSA). Prior to assuming the position of General Manager, Curtis has supported Clean Rivers Cooperative as Business Manager and Administrator Coordinator. Additionally, he served MFSA as Assistant Manager leading the Fire Protection Agencies Advisory Council (FPAAC) with a handson role in plan development, training plans, grant writing and program management. His focus with FPAAC helped to ensure regional firefighters along the Columbia Willamette Snake River system have access to marine fire training that allows immediate and safe response to vessel incidents. Curtis has a bachelors in Business Administration from Bethany University. His previous experience includes administrative roles at Central Fire Protection District in Santa Cruz, California, and coordination of international humanitarian projects. Since 2015, Curtis has been an integral part of Merchants Exchange association management services. His proven track record in program 18

Sullivan Promoted to Administrative Coordinator
MFSA and Clean Rivers Cooperative are excited to announce the addition of Mason Sullivan to their teams. As Administrative Coordinator Mason will provide support ranging from general administrative/financial duties for each association to supporting the Clean Rivers Training and Joint Equipment Committees, Clean Rivers staff spill management team, MFSA’s Oil Spill Response Program and MFSA’s FPAAC Program. Mason started at Merchants Exchange in 2017 as the Office Assistant. His duties ranged from providing backup for Marine Operations to assisting the Accounting Department. His willingness and flexibility has allowed him to take on more responsibility and has made him an essential team member. Mason has three years of previous shipping and delivery experience prior to joining the Exchange. Additionally, he has certifications in ICS-100, ICS-200, ICS-300, IS-700, & IS-800. John Cordasco Marine Operations Supervisor Merchants Exchange announces the promotion of John Cordasco as our new Marine Operations Supervisor. Over the years, John has assumed more duties; this promotion reflects that increase in responsibility. As the MarOps Supervisor, he will continue to support day-to-day operations of the MarOps department. The MarOps Specialists now report to John. John started at the Merchants Exchange in 1985 as a Marine Operations Specialist. He has had first-hand experience interacting with our members and providing key customer service on a daily basis. Merchants Exchange announces the promotion of Shauna Dallas as our new Office Assistant. As the Office Assistant, she will support multiple departments at the Exchange including Marine Operations, Accounting

and Associations, primarily Clean Rivers and MFSA. Shauna started at the Merchants Exchange in 2017 as a Marine Operations Specialist. Shauna has 10 years of customer service prior to joining the Exchange.
Denise Baldwin Administrative Specialist Merchants Exchange welcomes Denise Baldwin as our new Administrative Specialist. As Administrative Specialist she reports to the Executive Administrator and provides assistance in office management, marketing communications, the Accounting Department, meeting and event coordination, Board assistance, as well as special projects and other duties geared toward helping to make the Exchange run smoothly. Denise brings over 10 years of administrative support experience in the public utilities sector to this role. Strengthening the maritime industry through engagement and education. Shipping 101: The Business of Shipping We provide an overview of the business of shipping on the Columbia River. The class explores the history of the River, the infrastructure, ports and terminals, and the economic impact of the imports and exports to this region. Furthermore, we review the types of vessels that travel the River and introduce the maritime industry parties and their essential roles to shipping. Shipping 201: The Movement of a Ship We look at the business of shipping from the perspective of the ship, exploring the requirements and regulation of a ship and the important roles agents, pilots, regulatory agencies, insurance and laws play in enabling a ship to move from port to port. Shipping 202: The Movement of Cargo We look at the business of shipping from the perspective of the cargo. We detail the types of cargo, labor demands, and various forms of transportation from rail, barge, to pipeline as well as, present the needs of supply chain, logistics, and regulatory compliance as it effects the economy of the Columbia River.
