MISNA MERCHANTS EXCHANGE HOSTS ANNUAL MISNA MEETING The Merchants Exchange of Portland is proud to host the annual meeting of the Maritime Information Systems of North America (MISNA) on October 13-15, 2015 at the Merchants Exchange offices. MISNA is a coalition of non-profit maritime service organizations dedicated to providing information, communications and related services to ensure safe, secure, efficient and environmentally sound maritime operations. As a founding member, the Merchants Exchange of Portland has been an active participant since 1995. On behalf of its members, MISNA is engaged with various private and public sector agencies, such as the U.S. Coast Guard and the U.S. Maritime Administration, on a variety of projects and issues ranging from advance and real-time vessel movement monitoring to vessel specific tracking or track histories and promoting U.S. maritime commerce. The MISNA Annual Meeting presents a unique opportunity for management, operations staff and executives to gather to discuss best practices, emerging industry, operational issues and organizational business. MISNA members bring together maritime perspectives and data from all corners of the United States and into Canada, with fifteen member organizations including British Columbia.

FEDERAL GRANT AWARDED TO PORT FOR SECURITY ENHANCEMENT
The US Department of Homeland Security awarded the Port of Kalama a $394,200.00 grant under the FY-2015 Port Security Grant Program (PSGP). The Port will match $131,400.00 of nonfederal funds for a total approved project cost of $525,600.00. Security enhancements at the North Port Marine Terminal include video surveillance cameras, increased lighting at the facilities, and installation of new fencing and automated gates. Port of Kalama staff is consistently seeking partnerships and grant opportunities to better serve the community and businesses.
EAST PORT MASTER PLAN UPDATE
The Port of Kalama’s East Port Master Plan, the first level permitting process for the development of the 70-acre mixed use Spencer Creek Business Park, is moving forward. Located north of Kalama River Road right off of Interstate 5, the Spencer Creek Business Park will support a mix of light industrial, office, commercial and retail uses including: • Light industrial • Commercial/retail • Hotel • Convenience store • Dining According to a recent economic impact analysis, the multi-use
business property may generate up to a projected $184 million per year in new business activity when fully built-out.
GOVERNOR INSLEE ANNOUNCED ADVANCED TECHNOLOGY AT NWIW
Governor Jay Inslee and Northwest Innovation Works (NWIW) announced a pioneering ultra-low emission ULE reforming technology for the new NWIW natural gas-to-methanol manufacturing facilities at the Port of Kalama. The new technology will drastically reduce the environmental footprint by cutting CO2 emissions during methanol production. NWIW also chose the Port of Kalama for relocation of their corporate headquarters. While reducing emissions, the ULE technology will not affect the significant job creation and the economic growth generated by the NWIW $5.4 billion investment in the region. NWIW will support hundreds of new Washington jobs in the construction of the facility and in its permanent operation. The Port of Kalama facility is currently in the permitting process and a draft environmental impact statement is estimated to be completed later in early 2016. ◆
PORT OF VANCOUVER USA’S NEW RAIL ENTRANCE NOW OPERATIONAL
The Port of Vancouver USA recently completed an innovative trench structure as part of the West Vancouver Freight Access project. The WVFA, a decade-long initiative costing $275 million, will more than triple the port’s rail capacity, reducing delays in rail traffic by as much as 40 percent and giving tenants and customers room to grow. The WVFA project will also help to move freight along the BNSF Railway and Union Pacific Railroad mainlines that connect the Pacific Northwest to major rail hubs in Chicago and Houston, providing a direct, uninterrupted route from the Pacific Rim to Canada or the U.S. Midcontinent. Although the entire project is scheduled for completion in 2016, the opening of the trench has already improved rail efficiencies. In 2014, the port recorded the best year in its 103-year history for cargo tonnage and revenue. Moving 6.6 million metric tons of cargo resulted in a 25 percent revenue increase, with an operating revenue of $37.5 million. Overall results from the first half of 2015 indicate that Port of Vancouver is on track for another record year. ◆

SAFE AND SECURE: PROTECTING THE PORT OF LONGVIEW
Once upon a time, the Port of Longview’s docks were open to the public for recreational purposes, with fishing and sightseeing being the most popular. All of that changed, however, following the devastating terror attacks on the United States in September of 2001, which forced ports nationwide to restrict public access in compliance with new Department of Homeland Security measures. Since 2004, visiting the Port’s marine terminal requires an escort with federal security clearance credentials, otherwise known as the TWIC card (Transportation Worker Identification Credential). Many other changes with regard to security have altered the way in which we do business. It’s been an adjustment to say the least, but today we’re undoubtedly more secure than ever before. Not only do the precautions make the Port physically safer, but they also reduce the risk of interrupting the flow of trade and goods, which would have a wide ripple effect on our economy, jobs and consumers. Imagine what would happen if vessels couldn’t load or unload goods for a week. Shipping schedules worldwide would be disrupted, costing billions. There would be no work for dock employees. Trains and trucks would sit idle. Store shelves would rapidly empty out, resulting in widespread supply shortages. With so much at stake, it’s easy to see why the federal government was quick to enact such sweeping security measures at our country’s ports and harbors.
For the Port of Portland marine terminals, 2014 was the 5th highest tonnage year of all time, up 8.1% from 2013. Mineral bulks and grain leading the way with 10 and 23% growth, respectively. Grains’ record growth was led by soybeans and corn, primarily exported to China. Terminal 2 experienced a strong August and September with ship calls of large project cargo, steel rail and mineral bulks. Long-term growth potential in grain and mineral bulks prompted recent capacity upgrades at Columbia Grain and Canpotex in Terminal 5. The Port is working other state agencies and Business Oregon on the Trade and Logistics Initiative, which is studying interim solutions to support shippers impacted after Hanjin and Hapag Lloyd discontinued container service to Terminal 6 in early 2015. At the same time, the Port and terminal operator, ICTSI, are actively marketing the terminal for new, additional container service to Asia, Europe and Latin America. In July, Westwood Shipping restarted their monthly container service with exports to Japan, which represented the first container ship to visit T-6 since April. In other Port business lines, Portland International Airport is reaching record numbers of travelers with almost 16 million passengers last year who are taking advantage of the connectivity to an increasing amount of domestic routes as well as new international destinations including Iceland and Germany. The Port recently broke ground on 178 acres at Troutdale Reynolds Industrial Park’s second phase and closed on a sale of industrial property in Gresham for a Subaru parts distribution center. ◆

THE SHARED WATERWAY
International trade has been and continues to be a powerful engine of the United States and global economic growth. The waterways in this region fuel the supply chain at local, national, and global levels. The Sector Columbia River Captain of the Port Zone encompasses 420 nautical miles of Washington and Oregon Coast Line. Our area of responsibility covers 33 ports, 465 miles of navigable rivers throughout Washington, Oregon, and Idaho, including the Columbia, Willamette, Salmon, and Snake Rivers. Coast Guard Marine Safety Unit Portland plays a key role in promoting safety and security on the waters of the Sector’s Captain of the Port Zone. Marine Safety Unit Portland’s Waterways Management Division is responsible for all Aids to Navigation in the region, the preparation of field regulations pertaining to maritime safety and security on the waterway, facilities inspections within the region, and serves as the Coast Guard’s conduit to the local maritime industry and government partners. The Waterways Management Division is heavily involved in implementing safety controls that promote commerce and allow access to the waterway for all users. This summer a number of unique challenges presented themselves in the region. We had “kayaktivists” and Green Peace protesting the arrival and departure of the MSV FENNICA. We also saw the Willamette River over taken by recreational boaters during the Red Bull FLUGTAG. Coast Guard Marine Safety Unit Portland responded to both events. In the case of the MSV FENNICA we worked with our local partners to assist the vessel to transit in and out of the region. In this instance, we learned a great deal about the value of partnerships and will take lessons pertaining to this operation forward in all future endeavors. In the case of the Red Bull FLUGTAG we had to revoke the marine event permit because event organizers failed to keep spectators away from the channel and as a result of the hazardous condition that was created by the volume of recreational vessels on the waterway. During both events our focus was safety for all users of the waterway. Marine Safety Unit Portland’s objectives are to facilitate commerce, improve safety and efficiency, and inspire dialogue with port and waterways users. Our goal is to make waterways as safe, efficient, and as open possible for all users. MARITIME FIRE & SAFETY ASSOCIATION
GRANT UPDATE Maritime Fire & Safety Association’s (MFSA) grant application submitted under the Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA) FY 2015 Port Security Grant Program has been approved for award. MFSA will implement an Interoperable Communications System Filtration Enhancement project, Worst-Case Scenario Firefighting Foam Procurement, and Marine Firefighter Technician Trainings over the grant’s three year period of performance. This grant funding enables MFSA to accelerate identified needs.

FIRE PROTECTION AGENCIES ADVISORY COUNCIL (F-PAAC)
The Worst-Case Scenario Firefighting Foam Procurement project will purchase 3,180 gallons of newly formulated alcohol resistant aqueous film-forming foam (AR-AFFF) to be staged in two caches within the Lower MTS. The project will ensure a viable and environmentally compliant source of firefighting foam to use in a marine firefighting response on the Lower MTS. Through the coordinated efforts of the F-PAAC fire agencies, rather than the exclusive effort of a single entity, a regional cache of firefighting foam with an indefinite shelf life ensures long-term availability. The investment makes the Lower MTS more resilient by making large quantities of foam quickly available to facilitate an effective and efficient suppression of a worst-case maritime fire, reducing impacts to port facilities and river traffic. ------------------------------------------The Marine Firefighter Technician Trainings project will support the cost of planning, scheduling, facilities, materials and supplies, reproduction of materials, travel, equipment, and administration of the following trainings: • Quarterly technician level trainings for advanced landbased marine firefighters. This training furthers the MIST concept which is being developed to provide a deployable group of highly trained marine firefighters to a marine incident anywhere in the Lower MTS.

• Training for company officers in incident command for marine incidents. In command level training, company officers from F-PAAC agencies will participate in a guided tabletop exercise designed to represent a marine potential incident in the Lower MTS. The F-PAAC training programs are unique because of the mutual aid agreement signed by the member agencies and because F-PAAC partners with facilities throughout the region to gain hands-on experience and familiarity working in these specific facilities within the Lower MTS. The program also provides shipboard training opportunities on vessels and engages instructors who are experienced marine firefighters knowledgeable with the Lower MTS facilities, vessels and hazards. These benefits, combined with the opportunity for interagency training among the committed groups of Technicians, pilots and deckhands, and company officers allows F-PAAC to train and continually develop teams that will serve as deployable assets bringing the skills and knowledge needed for an efficient, effective and safe response to a marine event.

MCC Hosts: Gunderson Marine Tour
100% OF NET PROCEEDS BENEFIT THE MERCHANTS EXCHANGE SCHOLARSHIP FUND Forty MCC members and nonmembers toured the Gunderson marine and rail facilities on the Willamette River in Northwest Portland on September 2nd. Since 1941, Gunderson Marine has delivered a diverse portfolio of vessels – including 886 ships; 25 tugs; 3,611 lifeboats and 260 barges. All net proceeds from this event went to the Merchants Exchange Scholarship Fund.

ANNUAL WAREHOUSEMEN’S CONFERENCE & TRADE SHOW FEBRUARY 11-12, 2016 This popular annual event provides necessary pesticide credits and awareness to warehousemen and pesticide applicators in Idaho, Montana, Oregon and Washington. The conference also provides a venue for the industry to network, socialize and share ideas. The 2016 event will again be held at Northern Quest Resort & Casino, in Spokane, WA. We conduct two full days of seminars; while mainly focused on pesticide credits, wheat varieties, grain inspection and safety is also covered. 2015 COBALT PROGRAM SUCCESS CRSOA THANKS INDUSTRY PARTNERS The CRSOA has great pride in the establishment of the Columbia Regions’ Maritime Industry Introduction Program (called COBALT by the Coast Guard for Columbia Basin Leadership Training) originally designed for the incoming Captain of the Port, that continues to evolve to include other Coast Guard senior leaders and mid-level managers in a more formalized program. This program has traditionally been a week-long structured series of presentations, tours, and discussion sessions offered to every newly arriving U.S. Coast Guard Captain of the Port/ Sector Commander. It has been offered at least once a year, every year since 1997. The Coast Guard selected the title “Columbia Basin Leadership Training” (COBALT) as the name and acronym for the program. The program is coordinated by the Columbia River Steamship Operators’ Association (CRSOA), and presented by maritime industry leaders, and state and local government agency heads and representatives. Each presentation is a product of the agency/organization presenting and provides information that organization’s leaders believe will be of benefit to the Coast Guard and our industry. Sessions are designed to quickly acquaint you with our maritime industry’s issues, concerns, and priorities, and to encourage open dialogue with our region’s private sector leaders and experts. This year’s 16 participants heard from nearly 40 industry professionals over the four day program. ~SAVE THE DATE~ 16TH BIENNIAL NATIONAL HARBOR SAFETY COMMITTEE CONFERENCE SEPTEMBER 13-15, 2016 PORTLAND, OREGON The Lower Columbia Region Harbor Safety Committee is excited to announce we are hosting the 16th Biennial National Harbor Safety Committee Conference in Portland, Oregon. The conference will be held September 13-15, 2016 at the Red Lion Jantzen Beach Hotel. This vital marine transportation event, organized by the Transportation Research Board of the National Academies with involvement by the U.S. Coast Guard, regional Harbor Safety Committees (HSCs), continues to be one of the premier gatherings of waterways stakeholders from the private sector, government agencies, and academia. This three day event enables regional HSCs the opportunity to share and recognize best practices, discuss policy and regulatory issues, highlight solutions, have an open dialogue with government regulators, and form relationships that enable a robust transfer of ideas. The Conference will include: panel sessions, keynote addresses from high level officials, and networking opportunities for waterways stakeholders and service providers from all parts of the country. As hosts, the Lower Columbia Region has the opportunity to highlight our region’s unique assets, capabilities, and challenges; with local committee members taking a direct role in determining the theme and the Agenda for the conference.

WELCOME THOMAS! Please join us in welcoming Thomas Semrau, the newest employee of the Merchants Exchange! Thomas joined the Communications Center as a specialist in early August and will be working the nightside during the back half of the week. Friends of the Exchange who are familiar with our location at the 200 Market Building might recognize Thomas from his previous position as building security officer, before he came over to The Exchange. Welcome, Thomas! Originally from the Newport News area of Virginia, Thomas hails from a military family and grew up all over the United States. The experience of moving around frequently allowed him to meet and interact with people from all different walks of life. In 1996, Thomas joined the US Air Force and worked as an electronic signals intelligence analyst before moving out to the Pacific Northwest to be closer to his family. Currently, Thomas lives in the Beaverton area and regularly visits his family at their farm up in Camas, Washington. When not at work or with his family, Thomas loves to indulge his passion for rock hounding around the Pacific Northwest ---and beyond! He is always on the lookout for the next excursion to find new and exciting bits of rock. Fascinated by gemstones, he is already planning his next trip—this time to Virgin Valley, Nevada. In the future, he would like to take a class on cutting, shaping, carving and polishing rock with the goal of possibly turning some of his better finds into jewelry.
