I am from Darien, Connecticut originally. I moved to California to attend university and settled in the Pacific Northwest.

HOW LONG HAVE YOU BEEN WORKING IN THE MARITIME INDUSTRY?

I graduated from the California Maritime Academy in 1986 and worked on both tankers and tug boats after graduation. In 1987, I came ashore to work for General Steamship in the Los Angeles, San Francisco, and Portland offices. In 1994, I joined Transmarine Navigation and have been here since.

WHAT IS YOUR JOB TITLE AND WHAT DO YOU DO?

I am the Vice President of Administration. I am responsible for all infrastructure items in the company: human resources, office spaces, company autos, insurance, and training. I also provide Port Captain services for breakbulk cargo operations.

WHAT ARE YOUR FAVORITE THINGS ABOUT THE MARITIME INDUSTRY?

My favorite thing about this industry are ships, followed by working with a group of people to make positive change. The maritime industry is unique because people on the street don’t think about ships but when you bring it up, it is considered a romantic trade.

WHAT ADVICE WOULD YOU GIVE A PERSON INTERESTED IN A CAREER IN THE SHIPPING INDUSTRY? My advice for someone joining the industry is that this has to be a part of their life and not just a job. The other most important thing is learning to communicate effectively because the system only works if people are communicating.

PORT REPORT

Upgrades to Willow Grove Park and Boat Launch are under way.

PORT BEGINS FIRST ROUND OF WILLOW GROVE IMPROVEMENTS With the beautiful weather upon us, the Port of Longview has eagerly begun improvements to Willow Grove Park and Boat Launch.

The Port officially took over management of the popular park from Cowlitz County this month and, after a lengthy planning process and multiple public outreach actvities, the first phase of upgrades is in full swing. Aging picnic shelters, tables, playground equipment and restrooms are being repaired and/or replaced as needed, and a general clean-up of the entire park is also being performed. Aside from general repairs and maintenance, the Port is also focusing on security at Willow Grove. Beginning later this month, round-the-clock security patrols will be routine and a new Park Host will soon be appointed to assist with maintenance, security and other issues on a 24/7 basis.

“Taking on a project of this scope is an exciting new chapter in the history of the Port of Longview and we are determined to make Willow Grove Park and Boat Launch a more popular destination than ever before,” stated the Port’s Interim Chief Executive Officer, Norm Krehbiel.

AMENDMENT TO VANCOUVER ENERGY LEASE On April 15, the Port of Vancouver USA Board of Commissioners unanimously approved an amendment to the port’s lease with Vancouver Energy, the proposed oil transfer facility at the port. The amendment extends the Conditions Precedent Outside Date (CPOD) to March 31, 2017, with automatic three-month extensions after that date unless either party provides written notice of termination.

The CPOD is the date by which both parties must be satisfied that conditions such as permits to operate and environmental baseline work are met. If either party is not satisfied that these conditions are met on or before March 31, 2017, the lease can be terminated. If no action is taken, the lease continues for another three months.

PORT OF VANCOUVER END-OF-YEAR NUMBERS The port celebrated another record-breaking year, as 2015 was the best year for revenue and tonnage in the port’s 104-year history. The port reported a record $38.2 million in operating revenue in 2015, up from the previous record of $37.5 million in 2014. Tonnage -- total import and export cargo -- was at 6.95 million metric tons, a nearly 5.4 percent increase from 2014.

Because of a broad-based commodity portfolio, the port is able to keep goods moving despite fluctuations in the world market. While handling these market fluctuations, tenants and port staff continue to take advantage of upticks in commodities such as automobiles and grain.

STEEL IMPORTS In 2015 at the Port of Vancouver USA, steel imports totaled 770,627 metric tons, growing an impressive 30.6 percent over the previous year. In 2014, the port recorded 590,170 metric tons of imported steel, a 495 percent increase over 2013.

Steel imports continue to increase at the Port of Vancouver USA because of the port’s many advantages including location, unique capabilities, talented logistics experts, excellent customer service and ample storage. The port boasts more undercover storage than any other U.S. Pacific Northwest port and is located in the center of a regional metals cluster, with excellent access to the Columbia River, Class I rail lines and interstate highways.

TELEVISION, RADIO SPOTS The Port of Vancouver USA added television and radio advertising to its already robust community outreach program this year to help raise awareness of the port, its projects and its local partnerships. Before launching the campaign, the port commissioned a district-wide poll to provide benchmarks for public awareness and perception. Eighty-five percent of those polled support the port’s mission to provide jobs and economic benefit to the community. The port began running local advertisements in February to broaden public understanding of it’s mission, economic benefits and major projects.

INDUSTRY ON THE RIVER For many locals that live on the waterways of the Columbia River system, the maritime industry is more of a background presence. They might be aware of some of the environmental issues, or have an acquaintance who works on the river, or even spend time watching the ships. However, when it comes down to the industry knowledge, often people are unaware of the sheer amount of work the maritime industry does to create jobs and support a thriving economy along the river communities. Over 40,000 local jobs are directly dependent on the maritime trade industry along the Columbia River; not including the number of induced and indirect jobs supported by the harbors along the Columbia, Willamette and Snake Rivers.

The Columbia River system is a unique and significant place for the maritime industry. Strategically it offers a lot of options – it is located on railways and major interstate highways. The inner river system reaches far and wide. Stakeholders here come together to address issues in ways that are not seen in other maritime locations. It is a pervasive interconnected system of intermodal transportation that supports West Coast farmers, overseas car imports, mineral exports, the logging industry and every person that lives in the area. It touches each and every consumer’s life, whether they know it or not.

For example, the Columbia-Willamette-Snake River system is the number one export gateway of wheat in the United States. In 2015, 45% of all vessel calls last year were grain. That’s 424 import and export vessel calls! Farmers from across the western half of the United States and Canada participate in the Columbia-Willamette-Snake River system and support the local industry. All that grain had to get to the river somehow. The intermodal transportation system includes the railways, barges and trucks that help move commodities and cargo along the river and to and from ports.

Another Pacific Northwest specialty is wood exports. Most loggers probably would not consider themselves part of the maritime industry, but much of their product gets shipped overseas. Last year, 106 vessel calls were for log exports and this river system ranks first in West Coast wood exports. Mineral exports, car carriers, energy exports and mixed cargo all play a major role in the maritime industry along the river as well.

From the moment a bar pilot sets foot on a ship while it is still out on the ocean, that ship becomes part of the river system and an integral part of the local industry. It starts even before that with lawyers, banks and agents to arrange costs, details and information. Once the ship takes a river pilot and heads to a local destination on the Columbia or Willamette, the Merchants Exchange, Maritime Fire & Safety Association, U.S. Customs and Border Patrol, U.S. Coast Guard, tugs and lines have become involved. Launch boats, linesmen, stevedores, terminal operators, port authority, the U.S. Department of Agriculture, and medical services can get added to that list. Each industry player has an essential role that cannot be taken for granted.

Since the channel deepening was completed in 2010, the industry has seen over one billion dollars in public and private investment. The federal government continues to fund infrastructure projects and make commitments that demonstrate the importance of the maritime industry. Ports and local maritime companies are working hard to improve docks, services and create new jobs, while maintaining a commitment to ways that are environmentally responsible even as the industry is scrutinized continually by both state and federal governments.

As the maritime industry looks to the future, it is incredibly important that industry players work together whether it is through associations, meetings, multi-company projects or legislation. It matters that there is collaboration – that ideas and information are shared and continue to be shared. Presenting and developing unified messages of the maritime industry’s work that reach the different communities along the river continues to be beneficial for all parties. Groups like Pacific Northwest Waterways Association, the Working Waterfront Coalition, Columbia River Steamship Operators Association, Maritime Commerce Club and the Merchants Exchange all play integral roles in helping to do that.

COMM CENTER CORNER CALL JOBS ON THE RIVER Have you ever wondered who was responsible and involved in a Call Job? Or what a Call Job is? How they are handled and what purpose they serve?

Call Jobs involve ship movements that occur outside of regular Columbia River Pilot Dispatch Hours. A Call Job occurs when the an after hours vessel movement time is uncertain prior to 1600 hours, typically because it is unknown when the vessel will complete operations – either loading or discharging. In these cases the agent will arrange a tentative Call Job through the Columbia River Pilot dispatcher for the vessel to move, and firm up or “set the job” once the completion time is more certain. Between 1630 and 1700 hours each day the Columbia River Pilots Dispatch desk transfers and confirms the Call Job orders, as well as any set night move orders, with the Merchants Exchange Communications Center. This procedure is unique to Merchants Exchange of Portland* and the Columbia River Pilots; other Marine Exchanges do not offer this service.

Call Jobs affect many facets of maritime operations. When a Call Job is set, many industry players need to be notified in order for the vessel movement to go off without any delays or problems. Here’s how a Call Job works:

Agent Joe Smith has a vessel called the Atlantic Diamond at Berth 411 at the Port of Portland. Joe does have some restrictions on this or any Call Jobs—they must set in a timely manner, giving Communications Center time to call out all of the parties involved, especially the pilot. For vessels in the Portland/Vancouver area, two hours is needed. For vessels in the Kalama/Longview area, three hours are needed. The vessel has a sailing Call Job pending for 0300 hours. Ideally, Joe will call the Exchange with at least a few minutes remaining before the cut off time to call the pilot. After Joe firms up the Call Job, the Communications Center operator then calls out all parties involved in the movement: the pilot, the tugs, linemen, port security, launch boats (if needed) and the bar pilots (if the vessel is sailing). *Please note that the Merchants Exchange does not set or arrange Call Jobs out of the Astoria Anchorage.

MFSA PLAN ACTIVATION IN 2016

The Maritime Fire & Safety Association (MFSA) first developed its Umbrella Vessel Response Plan (the Plan) for the Columbia and Willamette Rivers in 1991. The laws and practices that have come about since the advent of Federal and State oil pollution laws have resulted in FIRE & SAFETY many changes – as an industry we are better prepared not only to respond to oil spills after ASSOCIATION they happen, but the emphasis on prevention has resulted in significantly fewer spills. For example, during the calendar years 2013 and 2014 there were only a handful of incidents that MFSA responded to with a total release of less than five gallons. During that same time period there were more than 3,200 vessels that enrolled for coverage. This reflects an amazing level of stewardship within the commercial maritime community.

The MFSA Plan – available to any vessel over 300 gross tons for coverage which meets the Oregon and Washington state rules – has experienced peaks and valleys in responses over the years. There have been years when there were as few as two plan activations in an entire calendar year. Since January 2016, there have been several opportunities for the MFSA to practice our response skills. The Plan has been activated six times during the first four months of the year – half of those were for incidents that carried a threat of a spill, but no pollution reached the water. All responses have been prompt and well managed in conjunction with the United States Coast Guard and state agencies.

As part of coverage under the Plan, the MFSA staffs the initial spill management team and has equipment staged throughout the area to be deployed upon notification. The MFSA will manage the response for up to the first 24-hours, giving time for the vessel’s owner/operator to mobilize their spill management team to take over. MFSA and Clean Rivers maintain well-trained staff and its equipment is appropriately staged, well maintained and efficiently operated.

It is one part of the MFSA mission – to be the leading provider and advocate of safe, environmentally responsible, and cost effective response services to commercial vessels in the Columbia Willamette River Marine Transportation System.

Clean Rivers Cooperative regularly participates in supporting its members through various response roles during tabletop exercises. During an April 14 worst case discharge tabletop exercise in Portland, Oregon, Clean Rivers staff performed functioning roles in Truth, Operations and Planning/Resource Tracking.

This tabletop exercise walked through the process and proper response to a simulated 77,000 barrels of diesel fuel being released. The exercise continued through the initial hours of the simulated release and was successfully completed at the planning meeting for the next operational period.

These exercises are vital to ensure that all those required to work together in a spill emergency understand their role and the proper processes to successfully mitigate an accident.

Annually, FPAAC members gather and hold a Summit to discuss a wide range of topics that relate to the maritime region. The meeting convened on April 13 in Longview, Washington.

Presentations were given by members of FPAAC Fire agencies, the U.S. Coast Guard, Lower Region Harbor Safety Committee and more. The items discussed included: fire boats on the Lower Columbia River; foreign flagged vessels and crew members responsibility to the vessel; the LCRHSC Harbor Safety Plan; federal on-scene coordinator responsibilities; FPAAC Administrative Policies and Procedures review; MFSA Resources for fire and oil spill response, and an FPAAC goal planning session for 2016 and beyond.

TECHNICIAN LEVEL TRAINING On March 23, FPAAC held its first quarter technician level training. This training is part of an annual program developed to provide key fire personnel throughout the region with the necessary skills and knowledge to address the complex and varied risks that are present in a shipboard fire. This training focused on the areas of: Reconnaissance, Search and Rescue, Rapid Intervention Teams (RIT) and Water Supply. It was conducted at the Temco facility in Kalama, Washington, and in partnership with a working vessel, the M/V Ionic Katana, and its crew in order to provide the closest sense of realism that can be attained during these trainings.

The effort put into the planning, preparation, execution and review of these exercises are all part of the collaborative dedication to ensuring safe and effective response to fire incidents.

MERCHANTS EXCHANGE BCDRP BCDRP COMMUNICATIONS EXERCISE AND AFTER ACTION SESSION

On March 10, 2016, the Merchants Exchange held a Business Continuity Disaster Recovery Plan (BCDRP) Communications Exercise at our office. The exercise was conducted in a Table-Top, Facilitated Discussion format. The Merchants Exchange staff was joined by 12 participants from six partner organizations. In addition, two facilitators led the exercise, and four evaluators observed and assessed the process.

The Columbia-Willamette-Snake River System Consolidated Risk Management Plan identified interagency communications as a critical vulnerability of the Maritime Transportation System.

This exercise was conceived and developed in order to evaluate, and identify ways for improving those communications processes involving the Merchants Exchange.

The focus of the exercise was on communications used to coordinate ship moves and services.

Participants in the March 10 Communications Exercise.

The exercise scenario involved a combination of protesters, which forced the evacuation of Merchants Exchange staff from its offices for an extended period of time, and a subsequent maritime incident that raised the MARSEC (Maritime Security) level and caused disruptions to vessel movements. Simulated documents and events were used to guide the exercise play. All participants actively engaged in the discussions, which were centered on the Merchants Exchange’s communications processes with the vessel operators on the Lower Columbia-Willamette Rivers.

On April 28, 2016, the Merchants Exchange held a follow-up After Action Session. The session was open to members and industry in addition to the exercise partners. After presenting a summary of the exercise and highlights of feedback and lessons learned, the After Action Session facilitators led a group discussion about the key themes of the exercise and asked the group for guidance on next steps.
