PORT OF VANCOUVER ECONOMIC IMPACT

Thanks to a diverse cargo mix, high industrial occupancy and steady growth, the Port of Vancouver USA continues to be a key economic engine in its community and region. According to a report on 2014 activities, the Port of Vancouver is supporting more than 20,200 jobs, $2.9 billion in total economic value, and $102.7 million in state and local taxes. The port commissions an economic impact report every five years. Since the last report in 2010, the direct impacts of the Port of Vancouver increased by nearly 900 jobs and $42.9 million of direct personal wage and salary income.

TERMINAL ONE – WATERFRONT REDEVELOPMENT

The port is redeveloping its birthplace on the Columbia River. Known as Terminal One, the site has been a part of port history since a warehouse was first built there in 1925. Ninety years later, the port and its economic development partners are attracting new industry to this historic site in the heart of the community. In late 2015, the port signed a lease with AbSci LLC, a growing biotechnology company, to occupy a portion of a former hotel building on the port’s waterfront property. The port will renovate the space into the first dedicated life sciences technology lab space in Southwest Washington, allowing AbSci the flexibility to expand and greatly increasing the region’s ability to attract additional companies in the coveted biotech sector.

NANCY BAKER RETIRES

Just as the port is saying hello to a new company and industry at the waterfront, it’s saying goodbye to its first female commissioner, Nancy Baker. Commissioner Baker retires Dec. 31, 2015, after 26 years of service as an employee and commissioner. She was part of many notable accomplishments in her distinguished career, including the opening of 108 acres for light-industrial use; authorizing the purchase of the port’s first Liebherr crane, allowing the Port of Vancouver to become a Pacific Northwest leader in heavy-lift cargo; supporting and overseeing the largest capital project in port history – the West Vancouver Freight Access project – which will reduce rail congestion by 40 percent and improve the region’s competitiveness; and championing public access to the waterfront, assuring that Vancouver citizens and visitors will always be able to enjoy Columbia River vistas. ◆

As the third largest port in the State of Washington and our recent ranking as 24th in the top 100 ports in the United States, the Port of Longview has much to be proud of. We have seen tremendous growth in recent years and 2016 will be no exception. In fact, the coming year could be our biggest yet as we prepare major improvements to our Berth #4 facility, continue to develop a newly-acquired parcel of prime riverfront land and take ownership of a popular waterfront park.

Our Berth #4 facility is currently home to a decommissioned grain terminal, and permitting is underway to remove the existing structure and build a new, multi-use export dock. Hundreds of old creosote pilings have already been removed and our team is hard at work driving pile to act as mooring and breasting dolphins to accommodate layberth requests.

Barlow Point is a 280-acre piece of deep-draft riverfront property that the Port purchased just 4 river miles from our main facility.

Phase 1 of the Master Plan process is complete and we are seeing an enormous amount of interest from potential customers eager to site on this prime location along the Columbia River.

Lastly, we’re excited to give back to our community by taking ownership of Willow Grove Park from Cowlitz County; the first time in our 94-year history that we’ve operated a park. Our intention is to create significant upgrades, helping us realize our mission of enhancing opportunities for waterfront access and recreation.

The Port of Longview’s continued growth is showing no signs of slowing down, and we look forward to celebrating each milestone as it happens with those in our Port District and in the entire region. ◆

Terminal 6’s Ford operations now a two-way street, Canpotex commissions new loader, Barge-Rail Shuttle restarts river highway for containers.

For the past several years, Ford saw great success exporting their Midwest-made cars through the Port of Portland to Asia and expects to double 2014 numbers in 2015. Additionally, Auto Warehousing Company, recently took receipt of Mexico-produced Ford as import for the Pacific Northwest market. In the last quarter two NYK ships delivered Focus cars, a first for the Port of Portland.

Canpotex recently commissioned a new potash loader at Portland Bulk Terminals at T-5. The 650-ton loader was shipped by Hansa Heavy Lift from China and (carefully) lifted over the dock in July.

The new loader is rated to double the old, decommissioned loader’s capacity.

A new Barge-Rail Shuttle service began in November, reopening the river highway to Lewiston, Idaho. Agricultural and paper products from Idaho and eastern Washington will be barged from the Port of Lewiston twice per month to the Port of Morrow. In Boardman, the shipment will be combined with additional Oregon products and taken by weekly train to the Northwest Container Service yard in Portland. From there, containers will either be taken to the Port of Portland’s Terminal 6 for export on Westwood Shipping vessels, or continue by rail to Puget Sound seaports.

The new service addresses key issues driving up the cost of transportation in the wake of losing direct carrier service at Terminal 6 in Portland: loss of barge service, container availability and cost of trucking to Puget Sound ports. ◆

BRIGHT AND SAFE ON THE WATERWAY

As the shortest days of the year approach with the winter solstice, light—especially manmade light—grabs more of our attention here in the northern hemisphere. But lights on the navigable waters do much more than provide dazzle and warmth; they facilitate every safe movement of a vessel during the long nights of winter. So for the mariner, it is imperative not to confuse festive glowing strings of holiday lights with those that keep vessels safely in the channel and clear of other vessels. The following are a few best practices highlighted—pun intended—by this year’s marine casualty cases.

MORE IS NOT ALWAYS BETTER. The lights that a vessel must display at any particular operational status are prescribed by the navigation rules. Red, green, and white are not just favorite Christmas colors; under the navigation rules, they denote the orientation of a vessel on the water because the prescribed light arcs associated with sidelights, sometimes called running lights, and stern lights. The intensity, or brightness, of navigation lights is prescribed by Rule 22, and specified in very great detail in Annex I of the Rules.

The mischief wrought by too much light is demonstrated by a recent casualty. A vessel was underway in the river with the prescribed navigation lights on. In addition its navigation lights, the operator of the vessel also had on the vessel’s high-powered flood lights. The weather was rainy with low visibility.

This scenario presents two hazards. The first, and perhaps most obvious, is the appearance of the vessel to other vessels.

Rather than appearing as a combination of white and red or green, which allows other vessels determine its orientation and heading, the vessel appears as a single bright orb of light. This makes it much more difficult for other operators to identify and act accordingly.

The second, and in this case more pernicious, consequence is that the operator of the over-lit vessel has reduced visibility. The effect on visibility poses even greater problems than light in the wheelhouse because the light outside of the wheelhouse reflects off of the rain and mist, blinding the vessel operator to fainter lights beyond the bright glow.

In the scenario described here, this contributed to the vessel grounding on a charted and marked jetty. The reduced visibility associated with operating in the bright glow reduced the vessel operator’s reaction time from minutes to seconds—not enough time to stop the vessel’s momentum.

NAVIGATION LIGHTS ARE MEANT TO BE ADMIRED IN THE DARK. Another scenario helps emphasize the important role that light and color play in identifying other vessels and also the channel, through lighted aids to navigation. A vessel operator headed up river in a darkened wheelhouse using night vision goggles. Although this allowed him to admire the characteristics of the river and shore along the way, it hampered his ability to navigate safely in two ways. First, the night vision goggles created a color-blind picture, thus he could not tell the red buoys from the green. Second, the goggles work by amplifying the low amount of light that is present at night. Using night vision goggles in a wheelhouse equipped with lighted electronic equipment created the potential to blind the operator if the close-by lighted screens enter the night vision goggles field of view. In this scenario, the vessel collided with a lit buoy while the operator stood watch with night vision goggles.

NAVIGATION RULES OF THE ROAD: THE GRINCH THAT STOLE THE CHRISTMAS LIGHTS? These scenarios help explain why Rule 20 prohibits the nighttime display of any lights except those that “cannot be mistaken for the lights specified in [the Navigation] Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper look-out.” So what’s left for the festive mariner? The situation may not be as gloomy as a first reading of Rule 20 might indicate.

To start, the navigation rules do not prescribe lighting patterns for moored vessels. So as soon as a vessel is tied to the pier, the Master is free to send the cadet up to the flying bridge to light a Christmas tree, Hanukah Menorah or other holiday light display.

If that is not enough to satisfy the mariner’s appetite for festive maritime light displays, he or she can seek out any number of Christmas ship parades, which are Coast Guard permitted marine events. As part of the permitting process, additional safety measures are put in place to safely allow deviations from the navigation rules—like broadcast notices that alert mariners to the unusual lights displayed.

COMM CENTER CORNER COLUMBIA RIVER BAR STATUS One of the services the Communications Center offers is tracking Columbia River Bar Status changes in order to notify and better serve its members. When there is a significant bar status change, the Merchants Exchange sends out an automated email notification indicating the change in Bar Pilot service.

The Columbia River Bar Status is indicated by a three color code system—green, yellow and red—similar to a traffic light. The status is determined by the Columbia Bar Pilots, and the most common factors in status change are forecasted gale force winds, increased swells and changes in ebbs tides. The Bar may also be closed by the United States Coast Guard for safety, environmental and security reasons.

The Communications Center does keep careful watch over the status of the Bar and tracks the changes to share with members on Merchants Exchange website and via email. With each change in status, the Center updates its records to send out, sometimes with additional information detailing reasons for change in service. Curtis started in November as the new Administrative Coordinator for Clean Rivers and MFSA and MFSA F-PAAC Program Manager. He brings experience to his position from working as the Administrative Assistant of Support Services at the Central Fire Protection District for Santa Cruz County, California.

Most recently, Curtis worked at an international humanitarian nonprofit in Scotts Valley, California. He spent time working with hospitals around the world to help update technology and services. He enjoyed traveling and visiting new places as part of his work.

Curtis was born and raised in Scotts Valley. He received his Bachelor of Arts degree in Business Administration from Bethany University. He has a wife and two beautiful children—a girl and a boy. He and his family enjoy camping and the outdoors. They recently took a trip to Yosemite National Park as a family, and look forward to exploring all the adventures the Pacific Northwest has to offer.

WELCOME KATRINA! Katrina Dahlke joined the Merchants Exchange team in December as the new Communications and Administrative Assistant. She will be working with Robin Wright, and serve as a back-up to the Communications Center in the future.

Previously, Katrina worked as a Newsroom Assistant for a newspaper in Kitsap County, Washington. She served as the calendar editor, spent time managing features submissions, obituaries, celebrations and whatever was tossed her way. Prior to that she spent a short period of time working overseas with a nonprofit promoting education and health in Asia.

Though most of her family is from and still lives in the Midwest, Katrina grew up as an expatriot kid and still loves to travel. She enjoyed soccer and running as a child, and has spent time volunteering as a coach for elementary school girls in both sports. In her spare time, Katrina and her husband enjoy hiking and finding good food to try.

FIRE PROTECTION AGENCIES ADVISORY COUNCIL (F-PAAC)

With a focus on fast, well-coordinated, and effective response to vessel fire incidents in the Lower Columbia Region, The Fire Protection Agencies Advisory Council (FPAAC) maintains a mindset of improving readiness. On December 17th a Command Level Training was hosted by Portland Fire and Rescue that provided member agencies instruction and exercises to enhance their ability to properly assess and respond to shipboard fires at various positions in the Lower Columbia Region.

The comprehensive training addressed the topics of initial objectives, fire control plans, responsibilities, available resources

and practical exercises. It was a collaboration of information from multiple agencies including the Coast Guard and helped to address the many intricacies of response throughout the Lower Columbia Region. Trainings such as this supports the goal of safeguarding the health, safety and welfare of the users of the waterway through agency coordination and loss prevention.

EMERGENCY RESPONSE

One of the many aspects vital to the effectiveness of the Clean Rivers Cooperative’s response to emergencies is the ability to expediently and properly respond to a variety of incidents. A perfect example of such a need took place the week of December 7, 2015 when the Portland area received record amounts of rain in a short period of time. The amount of rain overwhelmed many of the drainage systems in the area including those near the Clean Rivers Cooperative Facility. The need to adequately respond to the flooding in the area was met by General Manager Ernie Quesada, Assistant Manager Carl Boelter and other contractors. Much of the equipment available to the Clean Rivers Cooperative, such as pumps and hose provided the ideal equipment to address the incoming water and redirect it back into the drainage systems. The timely and proper assessment of the incoming threat combined with the use of the tools and equipment available resulted in minimized impact to the Clean Rivers Facility.
