Friday, May 22, we celebrate America’s proud maritime heritage and to honor the men and women who serve and have served as U.S. merchant mariners.

The United States has always been and will always be a great maritime nation.

From our origins as 13 British colonies, through every period of peace and conflict since, the Merchant Marine has been a pillar in this country’s foundation of prosperity and security.

They power the world’s largest economy and strengthen our ties with trading partners around the world, all while supporting our military forces by shipping troops and supplies wherever they need to go.

In 1933, Congress declared National Maritime Day to commemorate the American steamship Savannah’s voyage from the United States to England, marking the first successful crossing of the Atlantic Ocean with steam propulsion. During World War II more than 250,000 members of the American Merchant Marine served their country, with more than 6,700 giving their lives, hundreds being detained as prisoners of war and more than 800 U.S. merchant ships being sunk or damaged.

Maritime Day is a time-honored tradition that recognizes one of our country’s most important industries.

Each year, ceremonies and celebrations throughout the country recognize Maritime Day and the people our maritime nation depends on.

S.S. GREAT NORTHERN: GREYHOUND OF THE PACIFIC

Astoria was once home port to the fastest steamship in the world.

The story of the Great Northern illustrates a uniquely maritime component of the early 1900s railroading era.

Minnesotan James Hill, “Empire Builder of the Northwest,” connected his Great Northern Railway between St. Paul and Seattle in 1893. In a 1905 speech at Portland’s Lewis and Clark Centennial Exposition, Hill promised to “help with the development of this great state” by building a railroad to Portland, and, if Portlanders would deepen the channel of the Columbia River to 32 feet, to bring ocean-going cargo vessels to the Rose City. The Spokane, Portland and Seattle Railroad was built in two segments in 1906-09; first from Kennewick to Portland and then on to Astoria, followed by the eastward line from Portland to Spokane.

Throughout the late 1890s and the first two decades of the 1900s, Hill aggressively promoted settlement along his rail lines. Hill sold close friend and St. Paul next-door neighbor Frederick Weyerhaeuser on the benefits of expanding the lumberman’s business to the Pacific Northwest. In 1900, Hill’s Northern Pacific Railroad sold 900,000 acres of prime forest land in western Washington (part of its land grant holdings) to Weyerhaeuser and a group of investors for $5.4 million or $6 per acre. Hill’s railroads significantly dropped freight rates, helping spark a major expansion of logging and sawmilling.

With his keen eye for promotion, Hill sought to extend his railroad south to San Francisco in time to provide passenger service to the 1915 World’s Fair. When refused permission, Hill’s Spokane, Portland and Seattle Railroad Company 8

speed of 23.995 knots over a measured mile with her boilers running at just 85% efficiency. Great Northern then headed south, becoming the first passenger ship and the largest vessel of any kind at the time to pass through the newly completed Panama Canal.

Meanwhile, the SP&S built a luxury hotel, 600 foot pier and 80 foot wide terminal building just inside the mouth of the Columbia River at the now forgotten town of Flavel, named after the famed Columbia River Bar Pilot, Captain George Flavel, four miles downstream from Astoria at Tansy Point.

contracted with William Cramp & Sons Ship & Engine Building Company in Philadelphia to build two luxury passenger liners for service between San Francisco and Astoria. SP&S ordered two 525-foot long vessels capable of “a sustained speed of 23 knots” in ordinary weather for 24 hours, allowing these ships to cover the 575 miles between Astoria and San Francisco in just 25 hours, faster than the competing Southern Pacific train from Portland to San Francisco. A contract was signed in April 1913 for two ships at a cost of $1.95 million each. Great Northern was delivered on July 7, 1914, and her identical sister ship, Northern Pacific, on October 17, 1914, earning their builder substantial bonuses.

When the Great Northern and Northern Pacific began their service between Astoria and San Francisco in 1914, no passenger liner in the world could cruise at speeds of 23 knots.

Both ships were outfitted with 478 first class, 106 second class and 200 third class cabins. The round trip rail/ship passage from anywhere in the Willamette Valley to San Francisco and back was $38.40. Brochures boasted “Leave Portland in the morning by rail, 3 ½ hours to Flavel, sail after lunch; arrive in San Francisco next midafternoon.”

This luxury cruise line service lasted just two years because, with the outbreak of World War I in 1917, both ships were commandeered into troopship service. Its reason for existence gone, the town of Flavel was annexed into Warrenton in 1918.

STATISTICS With many companies implementing social distancing and working remotely, you may think cargo would be effected. Overall, 2020 is on par with 2018 vessel arrivals. As opposed to 2019, which saw a decrease due to trade wars with China. Our regional Ports are fairing well during these unprecedented times, as our region primarily exports bulk commodities with minimal imported containerized cargo.

U.S COAST GUARD, SECTOR COLUMBIA RIVER Area of Responsibility: 420 nautical miles of Washington and Oregon coastline, 33 ports, 465 miles of navigable rivers throughout WA, OR, and ID, including the Columbia River, Salmon & Snake Rivers in the east (Idaho).

Sector Columbia River activated its Incident Management Team and the Marine Transportation Recovery Unit (MTSRU) in response to the COVID-19 outbreak.

Sector Columbia River and USCG statutory missions remain unchanged and fully mission capable.

The Sector Columbia River MTSRU is a specialized unit lead by Mr. Jim Merten, Port Security Specialist (Recovery/Salvage). Mr. Merten is one of 29 Security Specialists (Port/ Recovery) in the Coast Guard nationwide. Captain of the Ports (COTP) have counted on this specialized workforce to facilitate important tasks dedicated to preparedness for natural, cyber and man-made MTS disruptions.

“Guardians of the Pacific Northwest” ​ To ensure the safety, security, environmental protection and efficient flow of commerce affecting a $20B maritime transportation system, 8.5M ton grain export, 1500 foreign vessel arrivals, 50K cruise passengers, 290K recreational boats, 2K commercial fishing vessels, and 52 Maritime Transportation Safety Act facilities.

Sector Columbia River Response Missions (search and rescue, law enforcement, environmental protection, and support for other units) are carried out from Warrenton, OR. Sector Columbia River Prevention Missions (marine safety, vessel inspection, aids to navigation support, and waterways management) are managed by Marine Safety Unit (MSU) Portland located in Portland, OR.

The Sector Columbia River MTSRU is tasked with the following during the COVID-19 outbreak: • Overall port health status • Status of the Marine Transportation System (MTS) in the Columbia River COTP Zone • Understanding critical recovery pathways • Providing avenues for stakeholder input • Implement Port Recovery Plan as needed • Provide Incident Management Team/ Incident Command with recommended priorities Sector Columbia River MTSRU synthesizes the collection and coordination of diverse maritime industry stakeholders working together to plan, prepare for, and efficiently recover the MTS after this and future major disruptions.

PORT OF VANCOUVER USA RECEIVES SHIPMENT OF LONGEST WIND BLADES TO DATE MV Star Kilimanjaro delivers 27 wind turbine blades and other components for wind project in Canada; an additional five ships to follow including longest wind turbine blades ever imported to North America.

The Port of Vancouver USA will receive a shipment this weekend of nine wind turbines including the longest wind turbine blades it has handled to date.

The delivery is a joint effort between the turbine manufacturer Goldwind and the wind project owner Potentia Renewables.

“During the COVID-19 pandemic the port continues to operate to keep the supply chain and commodities moving,” said CEO Julianna Marler. “The port has proven our unique ability to handle these types of large projects,” she added.

“Customers know our heavy lift mobile cranes, acres of laydown space, highly-skilled workforce, and dedication to renewable energy make the Port of Vancouver the perfect port for receiving wind energy components.”

“During an extremely trying time globally we are grateful for our partners including ILWU Local 4, Local 40, Local 92, river and bar pilots who are still at work making it possible for us to handle this cargo,” said Chief Commercial Officer Alex Strogen. “We also thank Jones Stevedoring, Totran Transportation Services and the ship MV Star Kilimanjaro operated by G2 Ocean. Their talented staff and crews, expertise and hard work are integral to the port’s continued commercial success.”

The blades for Goldwind’s GW136/4.2 megawatt (MW) turbines, each 67 meters in length (220 ft.), were manufactured in and shipped from China. Goldwind Americas, the company’s North American subsidiary headquartered in Chicago, IL, specializes in the sales, supply, operations and maintenance of Goldwind’s Permanent Magnet Direct Drive (PMDD) wind turbine generators.

Globally Goldwind has 60 gigawatts, approximately 35,000 wind turbine units, operating in 24 countries on six continents.

“Goldwind Americas is pleased to be working with the Port of Vancouver USA with their expertise in the receiving and movement of large-scale wind turbine components, which now includes our 4S megawatt model blades,” said David Sale, CEO of Goldwind Americas. “Goldwind’s expanding portfolio of turbines continues to push the technology envelope and define what is possible in the wind industry. This allows our customers to maximize project economics with larger turbine nameplate designs and rotor diameters.”

The wind turbine blades and components will travel to Assiniboia, Saskatchewan, Canada to Potentia’s Golden South Wind Energy Project located on 34,000 acres of leased-agricultural land. Potentia is a Toronto-based developer, owner and operator of solar and wind energy assets. The Golden South Wind Project will utilize Goldwind’s latest PMDD turbines and will generate approximately 900,000 megawatt-hours of electricity and will significantly reduce CO2 emissions compared to a coalfired plant. The carbon reduction is equivalent to eliminating the pollution from half the vehicles in Regina or Saskatoon, Saskatchewan. The project broke ground in 2019 and is expected to open in 2021.

Once unloaded from the ship, the wind turbine blades (27 in total) and components will be moved to laydown space at the port’s Terminal 2 and Terminal 5. From there, they will be transported by WWW.PDXMEX.COM | THE EXCHANGE

Totran Transportation Services over the span of 21 weeks to Saskatchewan, Canada.

The port will eventually handle a total of 50 full turbines, a combination of the GW 136/4.2 and GW 155/4.2 MW models, moving through the port bound for the Golden South Wind Project.

A complete turbine includes three blades, nacelle, generator, hub, five to six tower sections, and other sub-components. Additional ships carrying turbines will arrive later this summer including blades measuring 76.2 meters (250 ft.) – which will be the longest blades ever imported into any port in North America.

The Port of Vancouver USA has long been a leader in the port industry in supporting renewable energy projects and is one of the West Coast leaders in the movement of wind energy components to support new and existing wind energy projects.

PORT OF PORTLAND CRITICAL INFRASTRUCTURE OPEN While taking seriously Oregon Governor Kate Brown’s Stay Home, Save Lives Executive Order, the order allows the Port of Portland to continue to operate its airports and marine terminal facilities as parts of the region’s critical infrastructure.

PORTLAND INTERNATIONAL AIRPORT

Aviation is an important part of the nation’s transportation sector. Airlines provide services for passengers including aid workers, government officials and business leaders; in addition, passenger jets also carry a large portion of U.S. mail. Airports need to remain operational in order to receive passenger and cargo flights, which can carry food, medical supplies, documents, and many other items communities depend upon.

PDX is open and operational for essential travel.

Although, given the state of COVID-19 in our community, across the nation and around the world, passenger volumes at PDX have declined significantly.

MARINE TERMINALS

The Port’s marine terminals remain open and operational, as they continue to help move critical goods in and out of the region.

While the Port has seen some declines in auto imports and exports, its bulk marine facilities— which handle grains, potash and soda ash—are experiencing normal export numbers. SM Line, the South Korea shipping company, continues to call weekly at Terminal 6.

Our airport partners estimate that the volume of passengers we’re seeing at this time is down approximately 90% compared to the same time period last year. During March 2019, an average of 51,300 travelers passed through PDX daily.

Revised forecasts for this week are predicting between 3,000 and 5,000 daily passengers.

PDX has seen temporary suspensions of transpacific and transatlantic service, as well as suspension of flights to Canada. Airlines continue to make changes to their daily flights, and changes to their future flight schedules, as they adjust to the dynamic conditions created by COVID-19.

PORT OF KALAMA ANNOUNCES CONTRACT WITH ANCHORAGE LAUNCH SERVICES Port of Kalama announced that Anchorage Launch Services has signed a contract to lease the Port’s new commercial dock and operate their maritime transportation services. The new tenant will use the dock as its Anchorage Launch Services Terminal to provide light cargo and commercial passenger services to the maritime shipping industry on the Columbia River from Astoria to Portland/ Vancouver—and everywhere in between. Anchorage Launch Services delivers supplies, goods and products to ships to keep their operations moving efficiently.

“There is not a facility like the Port of Kalama’s commercial wharf on the entire Columbia River—this exceptional centrally-located facility includes a crane and forklift to keep us operating 24/7, 365 days a year and that enables us to serve ships more efficiently than ever,” says Alex Scott, chief operating officer, Anchorage Launch Services. “This new facility and home for our operations raises the bar on what we can offer our clients—our new terminal will save untold amounts of time and dollars for the maritime industry. This could not be a better location to serve commerce on the entire river.”

The Port modified and refurbished components of a barge to develop the long-planned commercial dock last year and prepare for a maritime client including furnishing and installing bulkheads, bullrails, fenders, ladders, new spud piles and a gangway landing platform.

CLEAN RIVERS COOPERATIVE

HAZWOPER REFRESHER ADAPTING TO THE CHANGING ENVIRONMENT

Clean Rivers Cooperative offers an annual 8 hour Refresher course to members and stakeholders, assisting in the credentialing of personnel in the region. This training course is typically part of Quarterly Membership Training and conducted at the Clean Rivers Operations Facility for roughly 50 personnel annually. However, safe adherence to social distancing and group size recommendations for COVID-19 made this training impossible for an in person class.

Staff conducted an evaluation of the available options and were able to secure spots in an online self-paced refresher course being offered to membership. While there is no full replacement of an in person hands on course, the substitute maintains the requirements set forth by OSHA. This ensures that personnel stay current until resumption of normal operations can start again.

2018 PORT SECURITY GRANT PROGRAM As part of a 2018 Port Security Grant Program Award, MFSA is nearing completion of its Shipboard Fire Operations Guide (Ops Guide) Alignment with FEMA Comprehensive Preparedness Guide 101 in response to the recommendations received in the Lower Columbia Maritime Fire Safety/Security Plan Update & Project Planning. This project has included analysis of all relevant plans impacting shipboard fire response in the region, interviews and procedure gathering with all 13 FPAAC Fire Agencies and the United States Coast Guard. Consultants have worked alongside a workgroup to consolidate the results into a document which will be used in the final component of the project. The Ops Guide will be the tactical document used in training and initial response throughout the region.

Final deliverables are currently under review with a presentation to FPAAC scheduled for June 2020.

EARTHQUAKE READY BURNSIDE BRIDGE PROJECT KEEPS MOVING FORWARD SUMMER 2020 OUTREACH This summer we will share early findings of the environmental review and seek your feedback. This includes information about the benefits and impacts of each alternative, a recommendation on which one to design and build (a Preferred Alternative) and what to do about traffic during construction.

The Community Task Force has been working to develop and apply evaluation criteria to help make a recommendation on a Preferred Alternative for the public to review and share input on.

After getting your feedback, we will review and incorporate it into a draft Environmental Impact Statement and share that with you in early 2021.

Below are the four Build Alternatives we are studying, along with a No-Build (or do nothing) Alternative.

In early 2020, the In-Kind Replacement alternative expanded to include two design options, a conventional (Short Span) bridge alternative and a Long Span bridge alternative.
