Maritime Fire & Safety Association got its start in 1983; created by the local ports and facilities to support shipboard firefighting, and has since expanded to provide oil spill response preparedness and a radio communication system. A list of our current members:

MFSA OIL VESSEL RESPONSE PLAN TABLETOP EXERCISE 4/20/2022

All oil spill response plan holders, such as the MFSA, are required to demonstrate their ability to respond to spills by holding various drills and exercises. Over a three-year period, various requirements must be met.

Each year, two equipment deployment drills and one tabletop exercise must be held.

April 20, 2022 MFSA will hold this year’s tabletop. Being that this is the first year in our triennial cycle, this exercise will be small in nature and focus on the immediate response steps.

FPAAC ANNUAL SUMMIT 4/5/2022

FPAAC holds its Annual Summit each April as a means of facilitating Chief level discussion about shipboard fire response, training (past and future), recent incidents, and anything else abreast of our 13 member agencies.

This event typically involves a number of presentations, albeit slightly fewer while we still work to move back towards in-person events. Our presenters this year include:

- Captain of the Port Scott Jackson – USCG

- Captain Dan Jordan – Columbia River Pilots

- Chief Steve Sharek – Clatskanie Fire Dept., FPAAC Chair

- Don Doyle – FPAAC Training Coordinator

UPGRADING OUR DATA COLLECTION SYSTEMS

MFSA / MERCHANTS EXCHANGE AGENT OUTREACH

MFSA’s Oil Program and the Exchange’s Marine Operation Services Department has plans to jointly host Agent Outreach this late spring and early summer.

The focus of this outreach will coincide with the launch of the Exchange’s new vessel information tracking database. Our existing system, VITALS, has over the years provided both the Exchange and the MFSA with the ability to manage information on the vessels that call on our river system.

The data collected informs our Marine Operations Dept of vessel enrollment in the MFSA Plan, cargo tracking, accounting functions, and reporting services. The new system, MARVIN (Marine Activity Reporting and Vessel Information Network), will provide better integration with the MFSA vessel enrollment system, and provide improved vessel and cargo tracking capabilities and reporting functions.

A commonly used euphemism in any system is GIGO – garbage in, garbage out. That being said, we rely on our members and vessel agents to provide the most accurate information possible so that the products we provide meet the needs of industry.

We’ll be hosting outreach sessions (estimate dates, frequency, duration). Ongoing sessions will occur quarterly to provide training to any new staff members, agents, etc.
