MARITIME CYBERSECURITY

By James Merten, Port Recovery Specialist, USCG Sector Columbia River Since the arrival of the internet and increased digital transformation initiated in recent years, the notion of cybersecurity has become a familiar subject both in our professional and personal lives. This article will discuss some of the issues the entire maritime industry faces as well as some that we face here, locally.

Cybersecurity and cyber threats have been constant for the last 50 plus years of technological advancement. In the 1970s and 1980s, computer security was mainly limited to academia until the launch of the Internet.

Increased connectivity gave computer viruses and network intrusions the space to begin to increase in quantity and severity. After the spread of viruses in the 1990s, the 2000s marked the institutionalization of cyber threats and cybersecurity. Finally, from the 2010s, largescale attacks and government regulations started emerging.

The maritime cybersecurity field is becoming increasingly significant due to the continuously expanding reliance on shipboard computer systems, the Internet and wireless network

standards such as Bluetooth and Wi-Fi and due to the growth of smart devices including smartphones, and the various devices that constitute the “Internet of things” (IoT).

Cybersecurity is also one of the significant challenges in the contemporary world, due to its complexity, both in terms of political usage and technology. Its primary goal is to ensure the system's dependability, integrity, and data privacy.

Due to increased technology and connectivity on modern ships and vessels, cybersecurity has become a maritime security concern. Cyber Security has come under increased focus in the maritime industry since the International Maritime Organization (IMO) required cyber security to be addressed under the International Safety Management Code of ships effective January 1st, 2021.

In the Columbia-Snake River system, we have seen a number of cyber related incidents.

From 2020- 2022 we saw 13 cybersecurity incidents ranging from email spoofing to issues from the SolarWinds attack in 2020.

USCG Sector Columbia River continues to work to protect and harden maritime critical infrastructure through coordination and experience with our industry partners. Some of the organizational steps we are taking to improve cybersecurity related services to the industry include: • Coast Guard deployable Cyber Protection Teams that can help your organization with Assess, Hunt, Clear, and Harden missions to safeguard your systems.

• We are hiring a civilian cybersecurity subject matter expert to manage all things cybersecurity related.

• Continued Industry coordination through the USCG led Area Maritime Security Committee (AMSC) and Port Coordination Team (PCT).

• Implement the new Coast Guard Cyber Strategy.

The Coast Guard Cyber Strategy includes maritime critical infrastructure that focuses on the following topics: • Vessels • Facilities • Port complexes • Intermodal connections • Bridges • Other components needed to operate the MTS • People who operate these systems & live/ recreate in our maritime domain.

DHS’s Cybersecurity and Infrastructure Security Agency (CISA) recently established their “Shields Up” website that provides recommendations for organizations to take now to adopt a heightened cybersecurity posture. It can be found at https://www.cisa. gov/shields-up and we recommend you share it with your stakeholders. The “Shields Up” program was recently developed because of cyber-attacks on the Ukrainian government and critical infrastructure organizations may impact organizations around the world to include here in the Pacific Northwest. While there are no specific or credible cyber threats to the U.S. at this time, every organization both large and small should prepare for, respond, and mitigate the impact of a cyberattack. When cyber incidents are reported quickly, we can use this information to render assistance and as warning to prevent other organizations and entities from falling victim to a similar attack.

It is really important that we all share information regarding cyber incidents with each other.

Connecting our information has thwarted multiple attacks already. Hackers share with each other all the time, so we might as well share to protect our Marine Transportation System (MTS).

The MTS is complex and supply chains are already strained from COVID 19 issues. A cybersecurity issue would complicate things even more.

A recent announcement from Hapag-Lloyd highlights the importance of intermodal transportation connections. The

announcement states they discovered a copy of their website which could be used for malicious purposes, which is also known as typosquatting. Hapag-Lloyd mentions that the website could be used to legitimize malicious phishing e-mails as well as for credential harvesting. It is not clear at this point what the malicious URL is, or if any phishing e-mails have been discovered linked to the malicious website.

If you conduct business with Hapag-Lloyd, it is highly recommended you inform your workforce to exercise extra caution with e-mails appearing to originate from

Hapag-Lloyd, abstaining for clicking on any links in e-mails, and manually typing or using pre-existing known valid bookmarks when navigating to any organization’s website.

In closing, it is worth pointing out that most maritime organizations are starting to understand the importance of cybersecurity. Together we can all take steps to reduce cyber incidents. Two factor authentication, not clicking on unknown links, separating IT and OT systems are just a few of the ways all of us can prevent an incident.

PACIFIC NORTHWEST WATERWAYS ASSOCIATION PNWA HIRES HEATHER STEBBINGS AS EXECUTIVE DIRECTOR

The Pacific Northwest Waterways Association (PNWA) has hired Heather Stebbings as Executive Director. Stebbings’ hire was approved by the PNWA Board of Directors today.

Her first day in the position was Feb. 15, 2022.

Stebbings has 15 years of advocacy and public policy experience for the Pacific Northwest maritime community, including 13 years directing communications and government relations for PNWA. She joins the association from member Shaver Transportation, where she has served as Marine Services & Government Liaison since 2020.

“Heather is a proven, well-rounded leader with deep experience and relationships in our industry, across the Northwest, and in Washington, D.C.,” said Glen Squires, Washington Grain Commission CEO and PNWA Board President. “We are pleased to welcome her back to the PNWA team and are enthusiastic about her leadership and the continued success of the association.”

Stebbings holds a Bachelor of Arts in Applied Mathematics from the University of Connecticut. She has served with multiple regional transportation and public policy groups, including current positions on committees for the City of Portland, the Portland Business Alliance and Oregon Business and Industry.

Stebbings replaces outgoing Executive Director Kristin Meira, who served with PNWA for 20 years, the last 10 as Executive Director. Meira has joined PNWA member American Cruise Lines as its Director of Government Affairs, Pacific Northwest.

Meira’s last day with PNWA was Feb. 17.

“Kristin has served this association faithfully for many years, growing our membership by 50%, expanding our connections, and steadily advocating for our members and communities,” said Squires.

“Her impact can be felt across PNWA and the Pacific Northwest. We are grateful for her leadership and wish her all the best, and we look forward to continuing to work with her as the PNWA contact for American Cruise Lines.”

COLUMBIA RIVER CARGO REPORT The Columbia River experienced a strong finish to 2021 and start to 2022. Shipping was steady in November with 155, December with 131, and January with 136 vessel arrivals. There was a seasonal slowing in February with 104 vessel arrivals.

dredge, which was originally designed for much shallower depths but has since been modified. These modifications have compromised the vessel’s integrity and operational efficiency, and various solutions are being explored to address these challenges.

PORT OF ASTORIA UPGRADES

Central Waterfront Dredging The Port recently completed dredging at the Central Waterfront, the site of deep draft terminals along piers 1, 2, and 3. Dredging maintains the Port’s ability to act as a port of call for a variety of vessels and in service to a variety of functions, including the needs of seafood processors on Pier 2 who historically land over 100 million pounds of fish annually.

The Port faces exceptional dredging challenges along the Central Waterfront.

The current work window is limited to the four-month period from November through February and is typically a time of severe winter storms and extreme tidal swings.

Dredging of this area is done in-house using a 1972 Dixie 16-inch hydraulic suction 10

Marina Dredging Bergerson Construction is now completing its second year of a three-year dredging contract in the West Mooring Basin. Final volumes for this year’s dredging will be determined by a post-dredge bathymetry survey in March 2022, but the Port expects volumes to match the 27,500 cubic yards of material removal called for in this year’s dredge plan. This work helps maintain slips and passageways into the marina and ensures safe access for all vessels entering the West Mooring Basin. Final dredging within the West Basin is expected to conclude by February of 2023.

PORT OF VANCOUVER PORT OF VANCOUVER COMMISSIONERS APPROVE LEASE TRANSFER AT TERMINAL 1

Lease transfer signifies progress for the T1 project On Tuesday, March 8, 2022, the Port of Vancouver USA Board of Commissioners approved the transfer of a ground lease agreement for Lots 1 and 2 in a mixed-use development at Terminal 1.

The lease, which was held

by Columbia Waterfront LLC was transferred to Lincoln Property Company, currently developing other parcels at Terminal 1, which is the port’s 10-acre waterfront development along the Columbia River.

Columbia Waterfront LLC, which held the lease on Lots 1 and 2 since June 2007, has developed several blocks at the Vancouver Waterfront, including residential units above ground floor commercial businesses.

Lincoln Property Company signed a 50-year lease in 2021 for Blocks A and C in the Terminal 1 development. The buildings on those parcels will include commercial spaces and offices, including headquarters for Vancouver business ZoomInfo, which will

move to the waterfront in 2025. Their development plans for Lots 1 and 2 include a mix of ground floor retail, multilevel parking, residential and office spaces.

As part of the new leases with LPC, the port was able to incorporate design requirements to include a LEED Gold building certification, bird safe designs, EV charging stations, light pollution reduction to minimize disturbance to aquatic life in the river, and infrastructure to provide for energy upgrades such as solar and all electrical pathways.

close to 100 fender piles each along Pier 1 West and Pier 2 East need to be replaced at an estimated cost of $8,250 per pile.

Historically, the Port has replaced no more than 25 piles per year; consistent with this realistic approach, the Port intends to do this project in phases until all damaged piles are replaced.

Additionally, 27 guide piles at the West Basin Marina were removed and replaced.

In a cost-saving effort, the Port originally installed three hundred 9-inch (diameter) piles for the docks and floats within the West Basin, despite the design for 12.75-inch piles.

These undersized piles are now failing at an accelerated rate, and the Port will remedy this issue by replacing approximately 115 guide piles over the next four years.

The old Red Lion Hotel at the Quay is being demolished to make way for a new development on the Vancouver waterfront.

The hotel, which opened in 1960, has been closed about seven years, and a restaurant and meeting halls in the building closed more recently. The demolition is going to make way for a major part of the Port of Vancouver’s Terminal One project.

72,000 tons of mixed freight. Lumber was an important first commodity, as was sugar, grain, steel, paper products and automobiles. By 1927, the Port fully realized the benefit (and stability) diverse cargo could bring when 246,000 tons moved across the docks – more than tripling the total of the first year.

DIVERSE CARGO: THE PORT’S KEY TO SUCCESSFUL OPERATIONS The Port of Longview has been handling an incredibly diverse mix of cargo since its establishment in 1921. Port leaders realized from the beginning that having a varied cargo portfolio would be an important way to offset any reductions from one particular commodity. This decades-old strategy allowed the Port to be less reliant on any one type of cargo. It also led the Port to attracting commodities of all kinds while creating thousands of local jobs.

As decades passed, the Port aggressively pursued new types of cargo, never losing site of the flexibility its cargo handling model could provide. Today, wind energy components traverse the Port on trucks and rail, heavy lift project cargo takes up regular residency on the docks and grain exports have continued to be a main commodity.

All of this cargo activity at the Port has resulted in 9.1 million metric tons of cargo moved in 2021, the highest since 10 million metric tons were moved in 2018.

From lumber and sugar in the 1920s to the state-of-the-art wind energy equipment and facilities today, the Port’s cargo handling versatility continues to generate economic activity for the local community. Today, the Port’s top commodities include corn, wheat, soybeans and soda ash.

The USACE is currently seeking feedback from channel users that run through this area on a proposal to re-align the Federal Navigation Channel outside of the shoaling.

MFSA OIL VESSEL RESPONSE PLAN TABLETOP EXERCISE 4/20/2022 All oil spill response plan holders, such as the MFSA, are required to demonstrate their ability to respond to spills by holding various drills and exercises. Over a three-year period, various requirements must be met.

Each year, two equipment deployment drills and one tabletop exercise must be held.

April 20, 2022 MFSA will hold this year’s tabletop. Being that this is the first year in our triennial cycle, this exercise will be small in nature and focus on the immediate response steps.

UPGRADING OUR DATA COLLECTION SYSTEMS MFSA / MERCHANTS EXCHANGE AGENT OUTREACH FPAAC ANNUAL SUMMIT 4/5/2022 FPAAC holds its Annual Summit for our 13 member agencies each April as a means of facilitating Chief-level discussions about shipboard fire response, training (past and future), and recent incidents, This event typically involves a number of presentations, albeit slightly fewer while we still work to move back towards in-person events. MFSA’s Oil Program and the Exchange MarOps Department plan to jointly host Agent Outreach events in late Spring or early Summer. The focus of this outreach will coincide with the launch of the Exchange’s new vessel information tracking database.

Over the years, our existing system VITALS, has provided both the Exchange and MFSA with the ability to manage information on the vessels that call on our river system. The data in this database informs our Marine Operations, vessel enrollment in the MFSA Plan, cargo tracking, accounting functions, and reporting services.

The new system, MARVIN (Marine Activity Reporting and Vessel Information Network) will provide better integration with the MFSA vessel enrollment system and provide improved MarOps vessel and cargo tracking capabilities and reporting.

We rely on our members and vessel agents to provide the most accurate information possible so that the products we provide meets the needs of the industry. Information about how to register for the upcoming Outreach events will be published soon. Moving forward, on going sessions will occur quarterly to provide training to any new members, agents etc.

As 2022 moves forward Clean Rivers Cooperative is positioned to enhance its services and support for membership throughout the region. The Cooperative maintains a robust planning and training program focused on meeting or exceeding the needs of membership.

STRATEGIC PLANNING: An example of this is the recently conducted Strategic Planning Session on March 8, 2022.

This guided session involved Clean Rivers Board Members, Cooperative Members and key stakeholders with the Cooperative. The session sought to explore the core values of the Cooperative, areas of strength as well as targets for improvement. The collaborative nature of the Cooperative lends itself to a great opportunity to understand current and future needs of a variety of organizations along the river. The result is an informed Cooperative that can navigate a complex and continually changing environment effectively.

NEW TRAINING OPPORTUNITIES: As part of that process for improvement and development, Clean Rivers Cooperative is offering a ten session ICS Practicum. A number of great courses and classes currently exist teaching the building blocks of ICS and the duties and roles of participants at a broad level. We are aiming to provide specific training focused on our industry to members and stakeholders who would be interacting during an oil spill response in our region. Each session will provide practical instruction for best practices from our instructors, feature guest presenters highlighting a key topic from the session, and include group discussion and activities. Classes start March 30th and run through May.

SHIPPING 101: 101: Business of Shipping The focus of this seminar is to provide an overview of the maritime industry and summary of the various sectors within the Columbia River Intermodal Transportation System.

Our speakers get you started with an overview of the Columbia River Basin’s history and how it grew into today’s thriving maritime industry. We start with an overview of the river infrastructure, ports & terminals, imports and exports, cargo categories, modes of transportation and vessel types. Then we move on to the business of shipping with a summary of key shipping terms and documents, required and involved parties, regulations and regulators, service providers and trade associations.

SHIPPING 201: Movement of a Ship

The focus of this seminar is the business of shipping from the perspective of the ship.

We explore requirements and regulations as well as the important roles that agents, pilots, insurance and law play in enabling a ship to move from port to port.

We start with the ship. Our presenters describe the vessels and vessel traffic on our waterways with maritime experts providing details on piloting and navigation of vessels. Then we move on to the roles of vessel agents and regulators in regard to the ship. And finally, we learn about the role maritime insurance and maritime law plays in enabling a ship to move from port to port.

SHIPPING 202: Movement of Cargo The focus of this seminar is the business of shipping from the perspective of cargo. We cover the scope of people and services it takes for cargo to move safely, efficiently and environmentally responsibly.

We begin by identifying the cargos that are commonly transported in our region. Our presenters introduce supply chain logistics and labor relations to ensure cargo keeps moving while meeting regulatory compliance. Then we explain various transportation modes, including railway, pipeline and barges. In conclusion, we evaluate the economic impact of cargo to the river system, navigation and infrastructure as well as reviewing the individual Ports and the cargo they specialize in.

SHIPPING 301: Marine Highway

The focus of this seminar is the operations and navigation of the Columbia River as a navigable waterway and its’ role as an American Marine Highway.

We look at operations and impacts of maintaining the Columbia River Marine Highway. We will feature the operations and regulations of dams, locks, dredging, and water navigation to optimize maritime movements on the river. Additionally, featuring our up river Ports and their impact to their regional economies.
