CORPS NAVIGATION LOCKS CLOSURES Columbia & Snake Rivers, OR & WA – The U.S. Army Corps of Engineers’ Portland and Walla Walla districts closed all Corps navigation locks on the Columbia and Snake rivers March 6 at 6 a.m. for regularly-scheduled annual inspections, preventative maintenance and repairs.

Navigation locks on the Columbia River are located at Bonneville Dam at river mile 145, The Dalles Dam at river mile 191, John Day Dam at river mile 216 and McNary Dam at river mile 292. Navigation Locks on the Snake River are located at Ice Harbor Dam at river mile 10, Lower Monumental Dam at river mile 41, Little Goose Dam located at river mile 70 and Lower Granite Dam located at river mile 107.

Corps officials anticipate all Columbia River locks – Bonneville, The Dalles, John Day and McNary – and two Snake River locks – Lower Monumental and Little Goose – will return to service March 21 at 11:59 p.m.

Officials are planning to return Ice Harbor and Lower Granite locks to service by March 28 at 11:59 p.m.

The additional days at these locations are necessary to perform non-routine work, which requires more time 4

to complete than the typical two-week-long routine maintenance outage. The non-routine work includes gate cleaning, structural inspections, and equipment/machinery repair and replacement.

In addition, Walla Walla District may temporarily suspend public vehicle crossings at Lower Monumental, Little Goose and/or Lower Granite due to work activity. Crossings are subject to closure at any time, however, the Corps will notify the public in advance of these closures if possible. Travelers in Washington state are strongly encouraged to call 888-DAM-INFO (888-326-4636) for dam-crossing information in advance of their travel.

Together, the Corps’ Portland and Walla Walla districts maintain 465 miles of commercial waterway from the Pacific Ocean to Lewiston, Idaho. The Columbia-Snake inland navigation system provides important benefits to business and the public.

Approximately 9 million tons of cargo valued at over $3 billion is barged on the Columbia-Snake river system annually. The navigation system contributes jobs, facilitates import and export trade, and benefits the economy, environment and quality of life in the Pacific Northwest.

UNEXPECTED DAMAGE EXTENDS NAVIGATION LOCK OUTAGE AT THE DALLES DAM Technicians inspecting the navigation lock at The Dalles Dam found cracking in the downstream miter gate during an annual inspection March 10. U.S. Army Corps of Engineers officials believe vibration, improper sealing and gate misalignment likely caused the damage.

The damage and repairs will extend the navigation lock outage until April 1 at 5:00 p.m. Portland and Walla Walla districts are in the middle of a planned, systemwide lock outage of all the locks on the Columbia and Snake rivers, which was originally scheduled for March 6-21.

The Corps will be holding virtual, telephonic repair and outage status updates starting Thursday, March 18 at 2:30 p.m. Additional updates will be held on Mondays and Thursdays until the lock is back in service.

“This is why we have annual outages and inspections for the system of locks within Portland and Walla Walla districts,” said Ross Foster, Portland District, U.S. Army Corps of Engineers project manager. “We’re grateful we identified this issue now, as opposed to a different part of the year where closing the lock would have a larger impact on river traffic.”

“We understand the critical importance these locks have on commerce moving along the Columbia River,” said Kevin Brice, Portland District deputy district engineer. “We’re going to do everything we can to reopen the locks to river traffic as soon as possible. The importance of this vital transportation corridor is not lost on us and our main goal is to minimize impacts on river users.”

SAIL 2 CHANGE

Sail2Change is a small nonprofit organization based in Portland that grew out of a love for sailing and all the life lessons which can be taught through this medium. The idea of Sail2Change began decades ago somewhere on a sailboat and has blossomed into an organization that is now a little over three years old.

We are settling into a niche that is truly unique to the nonprofit realm here in Portland, where despite our location between two important waterways, many locals never even imagine themselves interacting with this environment. Our goal is to support underserved youth in their journey to success through high school and beyond by providing tutoring, mentorship, sailing lessons, and a pipeline to careers in the maritime industry. These rivers are the lifeblood of our city and a valuable place build a future.

After surveying the local community, we learned that for the teens we work with, career exploration is one of the main areas where they could use support, especially during these times. Our initial program has always centered around sailing and mentorship, but now Sail2Change is reaching deeper into the maritime world to connect with shipping and transportation companies to offer opportunities for youth who wish to explore related careers. Ideas Sail2Change has in mind include: field trips, job shadowing, presentations, internships, apprenticeships, career fairs, and interviews with experts. Perhaps one of your own employees would even enjoy mentoring a young person. While we all remain cautious of COVID-19 regulations, our youth are eager to participate in hands-on activities in a time when life revolves around digital screens.

U.S COAST GUARD, SECTOR COLUMBIA RIVER Area of Responsibility: 420 nautical miles of Washington and Oregon coastline, 33 ports, 465 miles of navigable rivers throughout WA, OR, and ID, including the Columbia River, Salmon & Snake Rivers in the east (Idaho).

COAST GUARD PROMOTES OFFICIAL BOATING SAFETY APP FOR PNW MARINERS The Coast Guard is promoting a mobile application to assist with maritime voyage planning, boating safety and maritime distress in the Pacific Northwest.

“Guardians of the Pacific Northwest” ​ To ensure the safety, security, environmental protection and efficient flow of commerce affecting a $20B maritime transportation system, 8.5M ton grain export, 1500 foreign vessel arrivals, 50K cruise passengers, 290K recreational boats, 2K commercial fishing vessels, and 52 Maritime Transportation Safety Act facilities.

Sector Columbia River Response Missions (search and rescue, law enforcement, environmental protection, and support for other units) are carried out from Warrenton, OR. Sector Columbia River Prevention Missions (marine safety, vessel inspection, aids to navigation support, and waterways management) are managed by Marine Safety Unit (MSU) Portland located in Portland, OR.

On waterways throughout Washington and Oregon, the U.S. Coast Guard works diligently to provide safety information, conduct preventative inspections and assist mariners in distress. With the increased reliance of mobile phones, an official U.S. Coast Guard Boating Safety Mobile application, available for free on iPhone and Android devices, is a modern way for the Coast Guard to assist the everyday mariner. The app was developed as a tool that merges an easy-to-use interface with common cellphone operating systems, offering users a central application for commonly searched boating information.

Location settings in the app can be customized to provide real-time weather information from the National Oceanic and Atmospheric Administration weather buoys. Mariners can also report navigational hazards or possible pollution incidents to local Coast Guard responders.

Additionally, the app can act as a form of communication between the mariner and the U.S. Coast Guard. Designed to store vessel registration and contact information, user profiles can be vital sources of information to search and rescue teams during maritime distress situations. A critical feature of the application is the bright red “Emergency Assistance” icon on the home screen. This icon will connect mariners in distress with the nearest Coast Guard unit or 911 emergency service while also providing responders with a real-time GPS location.

While the Coast Guard has many reasons for promoting the application, friends and family members of mariners can also benefit from its use. This application provides a unique avenue to file a float plan with designated contacts. These plans can provide information on future voyages to friends and family. Float plans can be critical in emergency situations where facts need to be accurately remembered and provided to search and rescue crews. While the Coast Guard does not actively monitor float plans, many mariners can find comfort in providing voyage information to family members who can then provide detailed inform to search and rescue crews if the vessel doesn’t return when planned.

The Coast Guard encourages mariners to do appropriate research before getting underway and hopes this application will provide a central platform for commonly requested information. CELEBRATING THE RETIREMENT OF KEN O’HOLLAREN

Being a lifelong marine enthusiast, Ken would be the first to head to Frenchman’s Bar in Vancouver to snap a photo of SM Line vessels traveling down the Columbia River.

The Merchants Exchange and Maritime Fire and Safety Association is grateful for Ken’s support over the years. He has been instrumental in the progress of the maritime industry in the Pacific Northwest. Good Luck in retirement!

Best Wishes to Ken O’Hollaren as He Retires from the Port of Portland Toward the end of March, Ken O'Hollaren is retiring from the Port of Portland. He has led the Port’s marine marketing efforts since 2017. During his time with the Port of Portland, Ken has been a tremendous colleague and partner for the Port’s Marine business.

“I always appreciate how unflappable Ken is even in difficult situations and conversations. Ken conveys a tone of respect and transparency that sets an example for everyone around him,” said Dan Pippenger, chief operating officer at the Port. “A true professional whose influence will continue to influence the marine business on the river for years to come.”

Ken was critical to the Port welcoming SM Line to Terminal 6 in 2020 – a move that brought weekly container service back to the terminal for the first time in years.

“We saw SM Line as a great fit for the Columbia River.

They’re a smaller, niche player in the Trans-Pacific trade, and they had the right size of ships that could call the river,” Ken said after SM Line’s inaugural carrier vessel, the Qingdao, made its maiden voyage to Portland.

Ken has also served as the chair of the Interstate Columbia River Improvement Project, responsible for THE EXCHANGE | WWW.PDXMEX.COM

the project to deepen the Columbia River shipping channel. He's a past chairman of the American Association of Port Authorities, and led the Columbia Snake River Marketing Group, helping expand relationships between Columbia Basin ports and Pacific Rim trading partners.

This isn’t the first time Ken has tried to retire, and we know it won’t be the last time he’s a part of the maritime industry. Ken began his career with the Port of Longview in 1980 and served as its Executive Director from 1988 to 2012. He “retired” at the end of his tenure in Longview before stepping in as interim director of the Port of Port Angeles and then joining the Port of Portland.

“I have so appreciated Ken’s experience and history with all our partners along the river. He’s been such an incredible resource to me – I am definitely going to miss him!” shared Ann Gravatt, the Port’s federal affairs and policy manager.

Those of you who know Ken know how much expertise, kindness and respect he’s brought to the Port’s work. I hope you join us in sending him all the best wishes as he steps into his next adventure, which we hope includes plenty of rest, leisure, great health, and family time.

PORT OF VANCOUVER USA PORT OF VANCOUVER USA INTRODUCES CLIMATE ACTION PLAN WEBPAGE

Port seeks public input about GHG reduction actions VANCOUVER, Wash. – Today marks the official public launch of the Port of Vancouver USA’s Climate Action Plan webpage, which supports the current work to identify specific actions to reduce its greenhouse gas (GHG) emissions. The Climate Action Plan was identified as a key strategy in the port’s Strategic Plan and was formally adopted by the port commissioners in September 2018.

In addition to announcing the webpage, the port is inviting the community to share their ideas and suggestions for actions the port can take to reduce GHGs. The new Climate Action Plan webpage hosts an online feedback form, which is accessible to the public through April 9, 2021. More detailed information can be found on the port’s FAQ page.

In late 2020, the port hired a consultant team to further the work of the Climate Action Plan. The consultants are experts in the fields of climate change analysis and planning, public involvement and transportation from three consulting firms: Ramboll, WSP USA and Fehr & Peers.

PORT OF HOOD RIVER

NEW WEIGHT LIMIT IMPOSED ON HOOD RIVERWHITE SALMON INTERSTATE BRIDGE

Load limit goes into effect March 3, 2021

HOOD RIVER, ORE. – The Oregon Dept. of Transportation (ODOT) will impose a lower load rating on the Hood River-White Salmon Interstate bridge effective March 3, 2021. The new load rating is the result of a directive by the Federal Highway Administration (FHWA) requiring all states to evaluate the structural capacity of all bridges to carry Specialized Hauling Vehicles (single-unit trucks with closely spaced, multiple axles) and other load factors. Extensive structural analysis was carried out by ODOT’s engineers in 2020 on the bridge as part of this nationwide effort. The bridge is a steel truss structure that is nearly 100 years old. ODOT’s structural evaluation identified deficiencies in some bridge components that required the lower load rating.

The current maximum vehicle weight for the bridge is 80,000 lbs. or 40 tons. The updated load rating will affect most classes of trucks. It will be posted at 24 tons for Type 3 vehicles, 32 tons for Type 3S2 and Type 3-3, 22 tons for the SU4, 24 tons for the SU5, and 25 tons for the SU6 and SU7 vehicles.[1] The Port’s bridge engineering firm, HDR, will immediately begin a detailed analysis of ODOT’s structural evaluation to identify strengthening measures needed to restore the current weight limit, and the potential cost of such measures.

“The engineering effort to determine if repairs are possible will take several months,” said Port Director Michael McElwee. “The Port Commission will then need to determine whether it is financially feasible to carry out those repairs.” HDR may also recommend live load testing portions of the bridge which may reduce the extent and cost of structural upgrades.

Port staff have been in contact with local commodity haulers and shippers and will work to ensure that businesses impacted by this new weight limit are kept informed as the Port’s response actions are carried out.

STATISTICS One year ago, we were just beginning to understand the impacts COVID-19 might have on our lives.

Widespread shutdowns, remote work, toilet paper outages, and extreme logistical challenges were just beginning. Here we are, a year later, to look back at the numbers. Compared to the same period last year, the Columbia River has had a 15.5% increase in vessel calls this year.

CLEAN RIVERS COOPERATIVE

CLEAN RIVERS COOPERATIVE TRAINING PROGRAM IMPROVEMENTS Clean Rivers administers a comprehensive training program throughout the year keeping members, staff and contractors prepared to respond effectively to an incident. These trainings occur monthly and cover a wide range of content. A new and exciting tool being incorporated into the training program is the recording of components involved in response training. Many tasks related to response are highly specialized and involve critical steps that cannot be overlooked.

Operation of every piece of equipment at each training is not feasible. However, providing recorded operations of activities to our members and staff will allow

for assurance that they remain familiar with operation of the equipment before having to carry out the task.

As an example, the image below is a screenshot from a recent filming in which a Clean Rivers OSRV training was conducted. The camera captured the safety briefing followed by setup, operation and demobilization of the equipment. This will also aid in the training of new personnel in familiarity with our equipment. By providing a classroom-based opportunity to train on the components of these systems, field-based training can be enhanced to focus more on operation and tactics with the equipment.

Interstate 5 provides a critical connection between Oregon and Washington that supports local jobs and families, and is a vital trade route for regional, national and international economies. Beyond the concrete and steel of the existing bridge is a thriving background of scenic views, natural systems, and a rich history of our region’s national heritage.

We understand the vital link the bridge plays in connecting the region and the importance of the natural environment and health of our community. We are committed to finding a solution that will improve our transportation system now, and for the future.

March Public Meetings All who are interested in the bi-state Interstate Bridge Replacement program may participate in public meetings in March for the Executive Steering Group, Community Advisory Group and Equity Advisory Group.

Current program work is focused on updating the transportation problems that a solution must address and regional perspectives on values that will be used to evaluate replacement alternatives and identify a preferred solution for replacing the Interstate Bridge. Public meetings are important opportunities for members of the community to share their feedback as program work moves forward to identify a bridge replacement solution that best serves the complex needs of the wide variety of travelers.

All meetings and public events will be hosted virtually to follow the states’ social distancing guidelines for slowing the spread of COVID-19. Advisory group meetings will be hosted in Zoom and live streamed on YouTube, and those without internet access will have the option to call in to listen to the meetings. Closed captioning will be available for all meetings.

MARITIME FIRE AND SAFETY ASSOCIATION

MFSA FILMS SHIP TOUR VIDEO TO AID IN TRAINING LAND-BASED FIREFIGHTERS FOR SHIPBOARD FIREFIGHTING On March 5, 2021 the Maritime Fire and Safety Association (MFSA) was given the opportunity to film components for an upcoming “Ship Tour Video” detailing the unique and critical components of vessels frequenting the Columbia River.

This video, funded through a Port Security Grant Program award to MFSA, will allow all fire agencies who participate in MFSA’s Fire Protection Agencies Advisory Council (FPAAC) to raise awareness of these vessels through the classroom-based training that MFSA provides. Access to a vessel for an in-person tour is always the most effective at ensuring an understanding of the complexities responding to a fire onboard a vessel.

However, the logistics involved in coordinating all personnel for each fire agency to walk through a vessel is a huge task, even before COVID-19 further restricted access. This video stands to bridge that gap until such time as all agencies are able to have access to vessels for awareness.

Shipping 101: The Business of Shipping We provide an overview of the business of shipping on the Columbia River. The class explores the history of the River, the infrastructure, ports and terminals, and the economic impact of the imports and exports to this region. Furthermore, we review the types of vessels that travel the River and introduce the maritime industry parties and their essential roles to shipping.

Shipping 201: The Movement of a Ship We look at the business of shipping from the perspective of the ship, exploring the requirements and regulation of a ship and the important roles agents, pilots, regulatory agencies, insurance and laws play in enabling a ship to move from port to port.

Shipping 202: The Movement of Cargo We look at the business of shipping from the perspective of the cargo. We detail the types of cargo, labor demands, and various forms of transportation from rail, barge, to pipeline as well as, present the needs of supply chain, logistics, and regulatory compliance as it effects the economy of the Columbia River.
