Port Reports

Vancouver City Council approves Terminal 1 master plan On June 19, the Vancouver City Council voted unanimously to approve the Port of Vancouver USA’s Terminal 1 Waterfront Development master plan.

Terminal 1 is the port’s birthplace on the Columbia River and the site of unfolding redevelopment along Vancouver’s downtown waterfront. When fully developed, the project will provide office, retail and commercial space; a public marketplace; hotel; residential apartments; low- and highdock access; restaurants; and connection to the city’s popular Renaissance Trail.

At full build-out, Terminal 1 is expected to provide nearly 950,000 square feet of new mixed-use development, create 800 new jobs to support commercial activity, drive construction investment of more than $200 million and generate nearly $93 million in state and local taxes over a 25year period.

Public involvement and input were a priority for the port as it developed a vision and plan for Terminal 1. The project received positive comments and support from a number of citizens as well as several downtown and economic organizations, including the Columbia River Economic Development Council, Greater Vancouver Chamber of Commerce (GVCC), Identity Clark County, Vancouver’s Downtown Association (VDA), Vancouver Farmers Market and Visit Vancouver USA. With City Council’s support, the Terminal 1 master plan now moves on to the Washington State Department of Ecology for review and decisions on shoreline permitting. Port staff are also continuing to work with hotel developer Vesta Hospitality on plans for a new AC Hotel by Marriott, which could break ground next year.

Decade-long rail improvement project nearing completion The Port of Vancouver USA’s West Vancouver Freight Access project (WVFA) is a decade-long, $250 million effort by the port to create jobs and generate economic benefit by investing freight rail infrastructure. The overall project consists of 21 individual projects to improve freight rail movement through the port and along the BNSF Railway and Union Pacific Railroad mainlines connecting the Pacific Northwest to major rail hubs in Chicago and Houston, and from Canada to Mexico.

After several years of construction, the port and its contractors are building the final two contracts for WVFA – Projects 7 and 11B – which are slated to be complete by early 2018.

Project 7 demolishes customer Kinder Morgan’s existing dry bulk facility and builds a larger facility in a new location. This allows the port to add more tracks to its rail corridor, including the pieces necessary to complete the next project in the WVFA series. Kinder Morgan’s new facility also allows the company to unload its products in a covered, enclosed area, helping minimize dust from copper and other minerals during the transfer process.

Project 11B constructs a new lead track from the port’s south entrance and additional load tracks for grain trains. This increases the port’s rail capacity, specifically for its biggest customer by volume – United Grain Corp. – which moved more than 5 million metric tons of grain in 2016.

Port of Portland Terminal 6 Keeps Autos Rolling If you’re reading this story and drive a Hyundai or Honda, there’s a pretty good chance it arrived across the Port of Portland docks at Terminal 6. Many imports make their first stop in Portland before being shipped to dealerships across the region.

For those who order a Ford in the Far East, it may exit the states through Terminal 6. The Americanmade cars are shipped by rail from assembly plants to the Port, where vehicles are driven onto “ro-ro” ships (roll-on/roll-off) bound for China, the Philippines and South Korea.

Portland auto export volumes have grown steadily in the last several years, with more than 50,000 vehicles moving through Terminal 6 in 2016. A total of 291,000 vehicles (both imports and exports, including Toyotas at our Terminal 4) rolled through Portland last year. That’s an 11 percent increase over the previous year.

To support the continued growth, Port representatives joined Ford Motor Co. and Auto Warehousing Co. on May 24 to cut the ribbon on a new 18.9-acre storage and staging yard adjacent to Terminal 6.

The $7 million lot expansion was supported by a $2.6 million ConnectOregon grant from the Oregon Department of Transportation. The lot, which can hold about 3,000 vehicles, features porous pavement to minimize stormwater runoff, and offers energy efficient LED lighting.

Portland’s auto story traces back to 1953 with the import of Volkswagens through Terminal 1. Since then, well over 11 million vehicles have come through Port of Portland facilities.

Maritime Education TONGUE POINT JOB CORPS: SEAMANSHIP PROGRAM ASTORIA, OR “EARN EVERYTHING” Three short years ago, while still serving in the United States Coast as Sector Columbia River’s Deputy Commander, I was marginally aware of Tongue Point Jobs Corps, but had little to no idea of its highly regarded Seamanship program. The Coast Guard and Seamanship program both exist to accomplish close to the same priorities, namely: keeping all U.S. navigable waterways safe/secure, environmentally pristine and open for the free flow of commerce.

After being at the helm as the Director and Captain of this fine program for three years now, I am intimately aware of the overall value of this beneficial learning institution and our obligation to produce credential Merchant Mariners with the skills, discipline, attention to detail, temperament and judgement to assist the Coast Guard in accomplishing these priorities.

In 18-24 months, our students graduate from the program with certifications and skills that are in high demand within the Maritime Industry including: Able Body Seaman (Limited) Qualified Member of the Engine Department Steward (Galley Cooking) Proficiency in Survival Craft/Lifeboat Rating Forming Part of Navigational Watch (Helm/Lookout) Ship Board Safety Training (Basic Fire Fighting, First Aid/CPR, Survival at Sea Skills) During the first week in my new position as Director of Seamanship, I remember thinking to myself: “How do we, at Tongue Point, go about producing the best Seaman known to mankind?”

After about two months on the job, and having had the opportunity to observe the daily processes and the sixty 18-24 year old Seamanship students in action, it became painfully obvious to me that my staff and I had much more work to do than just teach these young men and women the hard skills of seamanship.

Using my education in Organizational Management and my hands-on experience from the Coast Guard, I developed a Vision/Mission statements, core values and detailed goals for each student. The program’s recipe for success is paying off.

The program currently places 92.9% of its graduates in maritime industry jobs and these men and women are being paid $60-80K year with a great deal of opportunity for upward mobility.

Due to this program’s great success in the Job Corps system, in 2015 enrollment was doubled from 60 to 120 students.

While the program provides extensive sea time and a comprehensive curriculum, one of our high priorities is to expand our internship portfolio so every one of our students have an opportunity to work in the real world before they have to for real. In 2013, the program had only about 5-6 internship sites and now because of positive exposure and hard work towards relationship with maritime entities we have about 18 internship sites and currently have 25 of our 120 students on commercial vessels honing their craft.

I spent 28 years devoted to these priorities and I am committed to helping the cause now. Once “Always Ready,” forever “Always Ready!”

Maritime Education HISTORY OF JOB CORPS SEAMANSHIP The Seamanship training program has been producing Mariners since 1980 at Tongue Point Job Corps. The Job Corps was modeled after the Civilian Conservation Corps (CCC) and was one of many federal programs founded during President Lyndon B. Johnson’s watch. Job Corps was seen as an integral part of President Johnson’s domestic agenda known as the “Great Society.” Like the CCC, Job Corps began with similar ideas in mind just over 50 years ago.

The impetus behind Job Corps was that the Federal government could provide a “hand up” to working aged youths by teaching them a trade to start them in a career. The Job Corps program has 127 Centers nationwide that provides underprivileged young adults a “bridge” to success no matter what path a student has chosen in the past.

Tongue Point Job Corps has been doing this great work for the last 50 years.

Our program plays a large role in producing the future Mariners of this great nation. This role is particularly relevant with the projected 80-100K projected shortfall of Merchant Mariners by 2022. With a glut of Baby Boomers anticipated to depart the industry over the next 6 years, it is our duty and obligation to produce quality mariners.

ACCOMPLISHING OUR MISSION How do we accomplish our mission here at Seamanship? There are several key factors that lead us to being successful in conducting our mission of producing proficient, professional and passionate Coast Guard Credentialed Mariners for a successful career in the maritime industry. The primary reason for our success is due to the incredibly experienced staff that model, mentor and coach our students on a daily basis. The staff here is second to none and collectively has close to 200+ years operating in the maritime environment. Some our retired military (Coast Guard, Marines and Navy), have extensive backgrounds on the commercial side of the industry as career long Merchant Mariners and some have both. This wonderful mixture of talents comprises a highly functioning and productive team.

OUR CLASSROOM AND FLEET In addition to this solid team, we are fortunate to have 3 ships that comprise our training fleet. They are the IRONWOOD, COLUMBIA and IUKA. The IUKA is a retired Navy Tug and the COLUMBIA is a retired Columbia River Bar Pilot Boat that was graciously donated about a decade ago. The Queen of our training fleet is the 74-year old retired Coast Guard buoy tender the IRONWOOD. She is 180’ long and weighs over 750 gross tons and acts as an excellent platform to train our students. The majority of our program is hands on training because “underway is the only way.”

Additionally, we provide solid classroom instruction coupled with Coast Guard testing every Friday. Through this combination of classroom and hands on training, we feel confident that we are sending quality Deck and Engineers out to the fleet.

SPOTLIGHT ON: WORKFORCE DEVELOPMENT AT VIGOR INDUSTRIAL With many skilled tradespeople nearing retirement age, backfill is needed with skilled employees to fill the jobs of tomorrow! These are just two examples of the exciting partnerships Vigor has forged to meet the growing needs for skilled workers in the maritime industry.

The Swan Island Training Center Located on Vigor’s Swan Island Shipyard in Portland, the Swan Island Training Center is a partnership with Portland Community College with the goal of providing a pipeline of skilled welders to fill positions in shipyard work and other industrial environments in the community. Vigor worked closely with Portland Community College to provide input at help adapt elements of the existing welding curriculum for shipyard work. The program has thrived since beginning in 2008, with upwards to 85% of students employed upon completion and a waiting list to join the program. Harbor Island Training Center The successful nature of the program in Portland has inspired a similar effort by Vigor in Seattle, partnering with South Seattle Community College to launch an industrial training center aimed at providing students the skills needed for family-wage jobs in industrial manufacturing.

Harbor Island Training Center has been serving students in Seattle since 2013.

Ona Fisher, Embedded Career Specialist at South Seattle Community College says: “One of the strengths of this program and partnership is the high-touch, wrap-around support our students get. We are able to not only help fund them through school but also make sure they are able to develop the soft skills, together with welding skills, that makes them competitive hires in this industry”

3RD QUARTER MEMBER TRAINING COMING UP! The Boom Rodeo is an Annual event for Clean Rivers Cooperative members. This training is designed to be a friendly competition and will consist of both on-watern events and on-land activities. The goal is to have fun and--more importantly, become better prepared to respond by reviewing and practicing the skills that have been presented and practiced during previous drills, training and member events.

The most recent meeting of the Lower Columbia Region Harbor Safety Committee was held in Astoria at the Barbey Train Depot at the Columbia River Maritime Museum.

The meeting featured a presentation from the Captain of the Port, CAPT. Bill Timmons, USCG as well as a presentation from the Tongue Point Job Corps Seamanship Program.

MFSA Hosts Congresswoman Bonamici

On July 10th, 2017 Maritime Fire and Safety Association (MFSA) Representatives hosted a meeting with Congresswoman Suzanne Bonamici (D) and staff to discuss the many programs that MFSA implements. The meeting included representation from MFSA Board President Andrew Holbrook, MFSA Vice President Mat Cusma, Elected Board Members Richard Vincent and Stacy Fanchin. Representing the Fire Protection Agencies Advisory Council (FPAAC) were FPAAC Chair and Longview Fire Chief Phil Jurmu, Astoria Fire Chief Ted Ames and Clatskanie Division Chief Erick Holsey. MFSA Oil Contingency Program Manager Holly Robinson, Clean Rivers Cooperative General Manager Ernie Quesada, and MFSA Administrative Coordinator and FPAAC Program Manager Curtis Cannizzaro were also participants.

Discussed was the history of MFSA, the ongoing projects throughout the region and future goals that the organization is moving towards. The meeting concluded with a walkthrough of oil spill response vessels staged in the area and the Quick Response Vessel, purchased with PSGP funds, located at the Port of Astoria. MFSA is grateful to have the opportunity to showcase the different activities that the association works on to be the leading provider and advocate of safe, environmentally responsible, and cost-effective response services to commercial vessels in the Columbia Willamette River Marine Transportation System.

Congresswoman Bonamici represents Oregon’s District 1, which encompasses the NW portion of the state and includes a large section of the Columbia River and MFSA’s area of responsibility. The meeting was hosted by the MFSA and Astoria Fire Department.

PNWGFA MEMBER INFORMATION 2017 PNWGFA Scholarship Program The Pacific Northwest Grain & Feed Association Scholarship Fund has announced the award recipients for 2017. This year the Scholarship Fund awarded financial awards to each of these five candidates who surpassed their peers in scholastic achievements, community service, strong work ethic, and are motivated to continue their college education. The Fund received 25 applications this year! We are proud to announce the following awardees: Meghan Belshe will begin her college career at Washington State University to study Food Science and Technology. She hopes to either start a career in the food industry and possibly one day own her own farm/ ranch with hopes of her own business specializing in fermentation (wine, cheese or beermaking). Meghan was sponsored for this scholarship by Mid Columbia Producers, Inc. Kolby Currin will attend Blue Mountain Community College to begin his studies in Agricultural Business.

Having been raised on his family’s fifth generation cattle ranch outside Heppner, Oregon, he knew he would spend the rest of his life in agriculture. A very driven young man, Kolby was very involved in FFA at the local, district, state and national levels. This driven young man was sponsored for this scholarship by Morrow County Grain Growers.

Olivia Hill will be attending the University of Washington where she plans obtain her B.S. in Biology. Olivia’s academic achievements as well as her desire to help animals will help propel her towards her goal of practicing Veterinary Medicine. Olivia was sponsored by Central Washington Grain Growers.

Tessa Renton will begin her classes at Lewis-Clark State College where she will pursue her B.S.in Elementary Education. Tessa comes from a rural and agricultural background where she grew to love both agriculture and education. She hopes to return to her rural roots and share her love for agriculture and education to her rural students. Tessa was sponsored by Pacific Northwest Farmers Cooperative.

Chase Van Pevenage will enter Ohio University in the fall. Chase has plans to pursue his B.A. in Finance, where he hopes to start in the banking industry to gain knowledge before eventually venturing off on his own in the world of the investments. His already extensive experience working in his family’s wheat fields as well as for AgVentures, LLC, proves a great work ethic and steady drive to succeed. Chase was sponsored by AgVentures NW, LLC. EDITOR’S NOTE: 25 complete scholarship applications were received by the deadline of April 1, 2017. Thank you to all those who applied and/or sponsored students in your area. A thorough and thoughtful matrix was created to evaluate and grade every question completed by each student. Each committee member went through this process 25 times individually, then met via conference call for a group evaluation. The time, effort and thoughtfulness put into this process is greatly appreciated by PNWGFA.

Missions Day: Monday, october 2 COBALT: Tuesday, october 3 - Friday, october 6

This program has traditionally been a week-long structured series of presentations, tours, and discussion sessions offered to every newly arriving U.S. Coast Guard Captain of the Port/ Sector Commander. It has been offered at least once a year, every year since 1997.

The Coast Guard selected the title “Columbia Basin Leadership Training” (COBALT) as the name and acronym for the program. The program is coordinated by the Columbia River Steamship Operators’ Association (CRSOA), and presented by maritime industry leaders, state and local government agency heads and representatives. Each presentation is a product of the agency/organization presenting and provides information that organization’s leaders believe will be of benefit to the Coast Guard and our industry.
