MEMBERSHIP Our membership makes up the core of the local marine shipping community. Our members include, but are not limited to: steamship operators, admiralty attorneys, customs brokers, tug and barge companies, freight forwarders, stevedores, ship repair service facilities and port authorities. The Exchange is a provider of vessel and cargo information. It serves as a hub for local industry
education as well as association management and networking activities. Our members enjoy a direct relationship with the Merchants Exchange and its services. Each member company is able to vote for Merchants Exchange board of director nominees and is eligible for board membership. All of our services and activities are member focused.

MERCHANTS EXCHANGE: A NEW DECADE 2019 was a big year for the Merchants Exchange. We celebrated our 140th anniversary of service to the Columbia River throughout the year, culminating in an Industry-wide Gala that raised over $16,000 for the Merchants Exchange Scholarship Fund, to inspire and support the next generation of maritime professionals. We completed every action item on our 2015-2019 Five Year Strategic Plan and got a head start on outlining our 2020-2024 Strategic Plan through a Strategic Planning Workshop with participation from our Board of Directors and members. We continued to support our members and stakeholders with custom reports and statistics— providing historical data and tracking current trends in both vessel traffic and cargo. Our Shipping Education Series, highlighted in this edition of The Exchange, continued to provide our community with opportunities to learn from industry experts, network with colleagues, and gain a deeper understanding of the nuances and roles of the shipping industry, vessel movements, and cargoes. We updated the software in our Marine Operations Services Department to better manage call volume and continue to provide the excellent service that our industry expects: 24 hours a day, 7 days a week. When you need us, we’re here for you. As we close out this decade and welcome in a new one, we want to say thank you to our members, our industry stakeholders and partners, and each person who makes up this maritime community. SHIPPING EDUCATION SERIES PROGRAM DEVELOPMENT
The Shipping Education Series evolved out of a need identified by the maritime community to provide a quality educational program that would be specific to the Columbia Basin with a focus on the Columbia River, Willamette River, and Snake River systems. The key goal of this program is to focus on filling the gaps by providing useful maritime information and sharing industry resources. Many highly respected industry leaders collaborated to develop this incredible educational program. After brainstorming ideas, the Education Committee determined the objectives and goals of the program and initiated the program development. Since 2015, we have meticulously expanded the program to meet the interests of maritime professionals in our region. After five years, 220 students have attended one or all of the courses in the Shipping Education Series. We look forward to continued growth in the educational platforms that we offer our members and the maritime community.
PROGRAM PLAN
Each seminar is a one-day session presented by leading professionals in the maritime industry. Additionally, the day includes breakfast, lunch, snacks and a tour of the Merchants Exchange Marine Operations Service Center. Each student receives a booklet and USB of all materials presented during the day for future reference.

The series has three installments which focus on various aspects of our industry. Students do not necessarily need to take the classes in order or complete the entire series. Another critical element of this program is the opportunity to network with colleagues and industry leaders. We leave plenty of time for participant engagement with fellow students and presenters.

SHIPPING 101: 101: Business of Shipping
The focus of this seminar is an overview of the maritime industry and summary of the various sectors within the Columbia River Intermodal Transportation System. Our speakers get you started with an overview of the Columbia River Basin’s history and how it grew into today’s thriving maritime industry. We start with an overview of the river infrastructure, ports & terminals, imports and exports, cargo categories, modes of transportation, and vessel types. Then we move on to the business of shipping with a summary of key shipping terms and documents, required and involved parties, regulations and regulators, service providers and trade associations.
SHIPPING 201: Movement of a Ship
The focus of this seminar is the business of shipping from the perspective of the ship, exploring the requirements and regulations as well as the important roles that agents, pilots, insurance, and law play in enabling a ship to move from port to port.

We start with the ship. Our presenters describe the vessels and vessel traffic on our waterways with maritime experts providing details on piloting and navigation of vessels. Then we move on to the roles of vessel agents and regulators in regards to the ship. And finally, we learn about the role maritime insurance and maritime law plays in enabling a ship to move from port to port.
SHIPPING 202: Movement of Cargo
The focus of this seminar is the business of shipping from the perspective of cargo covering the breadth of people and services to takes for cargo to move safely, efficiently, and environmentally responsibly. We begin by identifying the cargos that are commonly transported in our region. Our presenters introduce supply chain logistics and labor relations to ensure cargo keeps moving while meeting regulatory compliance. Then we explain various transportation modes including railway, pipeline, and barges. In conclusion, we evaluate the economic impact of cargo to the river system, navigation, infrastructure as well as a review of the individual Ports and the cargo they specialize in.

Port of Vancouver USA establishes new community fund program VANCOUVER, Wash. – January 14, 2020 The Port of Vancouver USA has established a new community fund program to support projects and programs that align with the port’s mission of trade promotion, tourism generation, economic development and workforce development. The port has budgeted $5,000 for the inaugural year of the program. Through a competitive application process, the port will award funds to one or more projects that meet program goals and are located within port district boundaries.
The program overview and application are currently available on the port’s website and submittals are due February 7, 2020. The port plans to announce award recipients no later than February 28, 2020. Successful applications have one year form teh date of the award to spend the funds. At the end of the 2020/2021 program year, staff will assess the program and its effectiveness and may request additional program funding for future years.

SM Line makes first container service call at Port of Portland’s Terminal 6 PORTLAND, Oregon. – January 14, 2020 On January 14, South Korea-based container carrier SM Line made its inaugural vessel call at the Port of Portland’s Terminal 6, bringing weekly container shipping service back to Portland. The 4,360 TEU vessel, the Qingdao, left the Port of Ningbo in China on December 22. As part of SM Line’s Pacific Northwest Service, the vessel made stops in Shanghai, Pusan, Vancouver and Seattle before calling in Portland. SM Line will complete its rotation with stops in Pusan and Kwangyang. “We are excited to welcome SM Line’s maiden voyage to Portland. Their weekly container service provides an important option for regional shippers and will better connect Oregon businesses to global markets,” said Curtis Robinhold, the Port of Portland’s executive director. “It is such an encouraging sign to see Terminal 6 busy and productive.” The first vessel call included nearly 200 containers being imported, more than 70 export containers heading to Korea, and 330 empty containers for local shippers to utilize for exports on future vessel calls. While items will vary, the most common goods to leave Oregon in containers include hay and animal feed, agricultural commodities, and wood and paper products. Auto parts, furniture, bedding and lighting, and footwear and apparel are frequent 18
imports that arrive on containers. In addition to weekly container service, Terminal 6 will continue to operate as a multi-use facility that can handle containers, auto imports and exports, and breakbulk cargo – large items unloaded piece by piece, rather than in bulk like grain or in containers. Along with the new SM Line service, the Port moves autos, grain and other bulk items at its three marine facilities. The Port also continues to partner with BNSF Railway and air cargo partners like Cathay Pacific Cargo and ANA Cargo to move goods via rail and air.

ASSOCIATION UPDATES Clean Rivers Cooperative Maritime Fire and Safety Association & FPAAC Maritime Commerce Club Lower Columbia Region Harbor Safety Committee
LAND BASED SPILL RESPONSE FRENCHMAN’S BAR DEPLOYMENT On October 2, 2019 Clean Rivers conducted a deployment at Frenchman’s Bar to simulate the deployment of collection boom in high current conditions. Deployment included the Clean Rivers Command Post, Skimming System, High Current Boom, FRV Columbia Responder and the FRV Liz Furse. This was the first deployment of the newly recapitalized Liz Furse since returning to service.
On December 12, 2019 Clean Rivers Response Manager responded to assist in containing a land based spill on a member facility. The spilled material was successfully diverted from impacting storm drains or the environment. The full service capabilities of Clean Rivers above and beyond when a marine spill takes place is a huge value for their members. Clean Rivers continues to grow additional service and expertise in Spill Response, Prevention and Compliance.

MFSA FOCUS: OIL SPILL RESPONSE & PREPAREDNESS COMMITTEE
The Maritime Fire & Safety Association’ mission is to be the leading provider and advocate of safe, environmentally responsible, and cost-effective response services to commercial vessels in the Columbia Willamette River Marine Transportation System. A crucial part of meeting that challenge is maintaining a strong working relationship with the various stakeholders and partners in our industry and region. One of the ways we perform that outreach is our Oil Spill Response and Preparedness Committee (OSRPC). This group had its start in the founding days of our Contingency Plan—as an ad hoc group of ports, agents, operators, regulators and industry. The OSRPC meets six times a year and the agenda includes discussion of recent pollution events, updates from ports, industry, agencies and pilots on their recent and upcoming activities, especially as they support preparedness. FPAAC 4Q 2019 Technician Training Summary The FPAAC fourth quarter Technician Level training session was held on November 21, 2019 at the Temco, LLC grain export facility in Kalama, WA. Twenty five participants attended the one day training that focused on the Port of Kalama’s industrial sites. Deputy Chief Sammy Brown, Cowlitz County Fire District #5, (Kalama) welcomed the group and gave a brief overview of the day’s activities and schedule. Participants became familiar with the Port of Kalama access points, staging areas; the facilities; types of vessels present; access equipment; firefighting capabilities; water supply; securing the scene on/around the incident so that the vessel can be safely boarded if necessary; fire apparatus positioned so that hazards will be avoided and access for later arriving vehicles will not unnecessarily blocked.
The use of foam equipment for the exercise required participants to use proper techniques for deploying foam from shore, through a pumping apparatus (engine) and discharge of foam onboard the vessel. Empty totes were filled with water and no actual firefighting foam was used in the training. This quarter’s training featured guest speakers including: •Temco’s Matt Huffman played a significant role in developing the day’s events and started with a mandatory safety briefing. •Liz Newman, Port of Kalama’s Public Information Officer who gave an overview of the port’s operations. •Temco’s Plant Manager, Tom Rodman gave us a presentation on the operations of the facility. •Kalama Emerald Chemical – Tim Hislop gave an overview of their operations.
Participants engaged in verbal discussions regarding the proper procedures for accessing a ship, verifying a request for assistance, quick vessel stability assessment and contacting the appropriate ship’s officer or representative. Discussion focused on gathering and relaying appropriate information on the type, size and complexity of the incident, determining crewmember accountability and the status of the vessel’s extinguishing system(s) to the Incident Commander. At our January 8th meeting at Marine Safety Unit Portland, all Committee members were encouraged to sign up for the Local Notice to Mariners email list that is sent out by the USCG. Local Notice to Mariners is issued by each U.S. Coast Guard District to disseminate important information affecting the navigational safety within that District. This Notice reports changes and deficiencies in aids to navigation maintained by the Coast Guard, as well as other marine information such as: new charts, channel depths, naval operations, and regattas. Since temporary information of short duration is not included in the weekly Notice to Mariners, the Local Notice to Mariners may be the only source of information. 5 Things to Know about the End of Traditional NOAA Paper Nautical Chart Production 1.
A five-year process to end all traditional paper nautical chart production will shut down all other raster chart products and services associated with traditional NOAA paper nautical charts, including: Print-on-demand (POD) paper nautical charts Full-size chart PDFs BookletChart™ PDFs NOAA raster navigational charts (NOAA RNC®) NOAA RNC tile service Online RNC viewer The expected cancellation date of these products and services is January 2025.

NOAA is seeking feedback from chart users and companies that provide products and services based on NOAA raster and electronic navigational chart (NOAA ENC®) products. This information will shape the manner and timing in which the product sunsetting process will proceed. Comments may be submitted with the ASSIST feedback tool at https://nauticalcharts.noaa.gov/customer-service/assist. A Federal Register Notice soliciting comments will also be released shortly.

NOAA is undertaking a three-pronged sunsetting process to ease the transition to ENC-based products while continuing to support safe navigation: • Improving data consistency and providing larger scale coverage of NOAA's primary chart product, the ENC. • Providing access to paper chart products based on ENC data, either through the NOAA Custom Chart web app or third-party commercial data providers. • Shutting down all traditional paper and associated raster chart production. Efforts to improve ENCs and develop the NOAA Custom Chart web app have been ongoing for several years now. The cancelation of some paper and raster charts may start as early as mid to late 2020. NOAA does not have the resources to continue maintaining both traditional paper nautical charts and ENCs.

Paper Charts from ENC data can now be created with the NOAA Custom Chart web app at https://devgis.charttools.noaa.gov/pod. Users can create charts from the latest NOAA ENC data, then download, view, and print the output to get a paper or digital backup for GPS-enabled chart displays or other electronic chart systems.

Historical editions of nautical charts - suitable for framing - back to the mid-1800s, may be downloaded for free at https://historicalcharts.noaa.gov.
