The Exchange is a provider of vessel and cargo information. It
serves as a hub for local industry education as well as association management and networking activities. Our members enjoy a direct relationship with the Merchants Exchange and its services. Each member company is able to vote for Merchants Exchange board of director nominees and is eligible for board membership. All of our services and activities are member focused.

PROGRAM DEVELOPMENT
The Shipping Education Series evolved out of a need identified by the maritime community to provide a quality educational program that would be specific to the Columbia Rier Basin with a focus on the Columbia, Willamette and Snake River systems. The key goal of this program is to focus on filling the gaps by providing useful maritime information and sharing industry resources. Since 2015, we have meticulously expanded the program to meet the interests of maritime professionals in our region. After six years, over 300 students have attended at least one course in the Shipping Education Series. We look forward to continued growth in the educational platforms that we offer our members and the maritime community.
PROGRAM PLAN
Currently, each course is offered as four weekly two‑hour virtual meetings. Previously, each course was a one‑day session. After COVID restrictions are removed, we will offer a hybrid option with thee sessions virtual and one session in-person followed by a networking luncheon to meet the presenters and attendees. All sessions are presented by leading professionals in the maritime industry. The series has four installments which focus on various aspects of our industry. Students do not necessarily need to take the classes in order or complete the entire series.

Whether participants want to learn more about a specific subject or increase their general understanding, continuing education can be a positive career builder. We bring in the best of the best in the industry to share their knowledge. SHIPPING 101: 101: Business of Shipping The focus of this seminar is to provide an overview of the maritime industry and summary of the various sectors within the Columbia River Intermodal Transportation System.

Our speakers get you started with an overview of the Columbia River Basin’s history and how it grew into today’s thriving maritime industry. We start with an overview of the river infrastructure, ports & terminals, imports and exports, cargo categories, modes of transportation and vessel types. Then we move on to the business of shipping with a summary of key shipping terms and documents, required and involved parties, regulations and regulators, service providers and trade associations.
SHIPPING 201: Movement of a Ship
The focus of this seminar is the business of shipping from the perspective of the ship. We explore requirements and regulations as well as the important roles that agents, pilots, insurance and law play in enabling a ship to move from port to port. We start with the ship. Our presenters describe the vessels and vessel traffic on our waterways with maritime experts providing details on piloting and navigation of vessels. Then we move on to the roles of vessel agents and regulators in regard to the ship. And finally, we learn about the role maritime insurance and maritime law plays in enabling a ship to move from port to port.
SHIPPING 202: Movement of Cargo
The focus of this seminar is the business of shipping from the perspective of cargo. We cover the scope of people and services it takes for cargo to move safely, efficiently and environmentally responsibly. We begin by identifying the cargos that are commonly transported in our region. Our presenters introduce supply chain logistics and labor relations to ensure cargo keeps moving while meeting regulatory compliance. Then we explain various transportation modes, including railway, pipeline and barges. In conclusion, we evaluate the economic impact of cargo to the river system, navigation and infrastructure as well as reviewing the individual Ports and the cargo they specialize in.

SHIPPING 301: Marine Highway
The focus of this seminar is the operations and navigation of the Columbia River as a navigable waterway and its’ role as an American Marine Highway. We look at operations and impacts of maintaining the Columbia River Marine Highway. We will feature the operations and regulations of dams, locks, dredging, and water navigation to optimize maritime movements on the river. Addionally, featuring our up river Ports and their impact to their regional economies.

PDX ADDED TO MSC’S U.S.- CHINA ROTATION
The Port of Portland has been added to the rotation of MSC’s Mustang service connecting China and the U.S., the ocean carrier announced Monday. Scheduled to depart Shanghai on Dec. 26, MSC Bhavya on voyage UV152A is set to be the first sailing on the latest rotation, which also includes South Korea’s Busan and Los Angeles. “We will extend coverage of the U.S. West Coast by adding a call in Portland with a view to increasing much needed capacity into this market,” MSC said in a statement. MSC said that this service complements the company’s Rose service, which also makes stops at Portland. The ocean carrier’s announcement is the latest in a series of new services coming to the Port of Portland’s Terminal 6 over the last two years, including the expansion of South Korea-based carrier SM Line and an increase in new private charter vessels and domestic 53-foot containers. “The port awarded funds to three terrific projects in 2020-21 and we are glad we have a program in place to provide some financial help,” said Julie Rawls, Community Relations Manager. “We are making funds available again in 2022 and are excited to see what kind of projects we can assist.”
The Port of Vancouver USA has a community fund program to support projects and programs that align with the port’s mission of trade promotion, tourism generation, economic development and workforce development.
The application is currently available on the port’s website and submittals are due Monday, January 31, 2022. Successful applications have one year from the date of the award to spend the funds. In 2020-21 the port awarded funds to Clark College International Day, Vancouver Public Schools Career and Technical Education and Partners in Careers.
The port has budgeted $5,000 for the program in 2022. Through a competitive application process, the port will award

PORT OF KALAMA
AMERICAN CRUISE LINES DOCK NEARS COMPLETION
After years of planning, the Port’s new American Cruise Lines dock is nearing the finish line; the first of three major projects designed to boost tourism and spending in Kalama. On a frigid morning last December, workers attached a 121-foot section of gangway to what will become the Port’s new American Cruise Lines (ACL) dock; one of three ongoing projects that together will create a new tourism boom in Kalama. When construction wraps later in February, it will mark the end of a near decade-long effort between the Port and ACL to create a dock specifically for their use. Of course, ACL’s unique vessels are no stranger to the Port of Kalama. Popular cruise liners like the Queen of the West are common sites to most locals—and ACL has been parking their vessels at the Port for many years—but having a dedicated dock means their vessels can now stay overnight. The overnight stay is a key difference between the current ACL passenger experience in Kalama and what will happen when the dock is complete. Vessels now park a half mile down at Ahles Point, with passengers disembarking and boarding buses for tours of Mt. St. Helens and other area attractions while spending little to no time in Kalama. With regular overnight stays planned, ACL’s vessels will be a much more common site in the central Port area. Each voyage will see hundreds of passengers eager to explore and shop at businesses both at the Port and in downtown Kalama. Even better, ACL’s passengers will bring THE EXCHANGE | WWW.PDXMEX.COM
outside dollars into Kalama without straining the city’s limited parking areas. “The result of our collaboration with the team at American Cruise Lines promises to bring substantial economic benefit to our community, as well as improve passenger accessibility to Kalama,” said Port Commissioner Troy Stariha. Anticipating the new boom in tourism, Port Commissioners authorized the construction of two more exciting features. The first of these will be the Mountain Timber Market. Work is slated to begin this summer on the new facility, which will be loaded with vibrant shops and dining options; further cementing Kalama as a ‘must see’ tourist draw in the region. The third and final project designed to complement the new cruise dock and public market will be the Kalama Crossing. The new ADA-compliant footbridge will replace the existing span over the railroad tracks and include elevators on each side, providing an easier and safer means for people of all ages to cross between the Port and downtown. When all three projects are complete the resulting economic benefits will ripple through our community by creating jobs, strengthening small businesses and improving the quality of life for our citizens. 15

CLEAN RIVERS COOPERATIVE Marco Skimming Vessel:
CLEAN RIVERS COOPERATIVE YEAR IN REVIEW What a year 2021 has been for Clean Rivers Cooperative! Facing a number of external challenges spurred from the ongoing pandemic, the team at Clean Rivers has adapted and executed an impressive list of accomplishments this past year. Although the list is quite extensive and the successes could all be reviewed, here are just a few highlights of 2021 in review:
Swiftwater Training Course:
Clean Rivers Cooperative had the opportunity to host swift water training, provided by Whitewater Rescue Institute in April. This training was focused on safe operation of jet boats, safety of personnel, understanding water hydrology, practice loss of power and man overboard in a swift water environment. Participants engaged in classroom training to explore the complexities of these situations before applying these learned skills in the field. Coordination with Clackamas River Water Providers and Clackamas River Water provided the ability to test two GRP's on the Clackamas River to protect water intakes. They were, CR-3.3R and CR-0.8R. Trainings such as this one are critical to continue the readiness for Clean Rivers staff and its partners.
Clean Rivers Cooperative completed outfitting a new vessel as a critical component for response readiness in the region. Acquired in 2020, staff have been working diligently to complete fabrication and installation of the final components needed for the vessel to be fully operational. This 30-foot Kvichak Vessel incorporates a Marco Skimming Belt System able to recover oil from the water. Powered by Twin 90 hp outboard engines this vessel is capable of conducting skimming operations independently or in coordination with additional vessels and boom to increase its effectiveness. The vessel has 24 barrels of onboard storage and can transfer recovered product directly to a storage barge or other portable storage while in operation.
Compressed Tabletop Exercise Schedule:
Implementation of virtual tools to share information and handle a simulated response effectively were critical for success in a compressed Tabletop Exercise Drill Season. 10 exercise days in the month of October bringing the fourth quarter of 2021 to a total of 14 exercise days. Clean Rivers trained on many of the tools used by membership as well as developing a number of different tools internally. Many of these items will be used in a different capacity once the standard in person exercises resume, but many of the developed tools will still provide benefit and enhance capacity for response management. The concentrated repetition of drills allowed the Cooperative to identify commonly dispatched resources for similar type responses. These identified resources have been built into our response plans and will allow for more streamlined response strategies to be activated and communicated to our membership. A strong reliance on teamwork and advanced planning allowed the team to deliver exceptional support to our membership and we look forward to continuing to support membership in the coming year!

ARITIME FIRE & SAFETY ASSOCIATION
Due to surging COVID-19 cases and the extreme contagious nature of the current variant, the Maritime Fire & Safety Association (MFSA) has decided to cancel its Annual Meeting luncheon. Instead, a remote-only member business meeting held on Wednesday, January 26, 2022. MFSA Members received invitations with information on how to log on to the meeting. Hopefully, we’ll see you all in person next year!! The Maritime Fire & Safety Association’s Vessel Response Plan (Plan) has once again received full approval from Washington and Oregon. The Plan is an umbrella plan that provides an economical way for commercial vessels calling on the Columbia and Willamette Rivers to meet the state requirements for both states. This plan approval is good for five years.
One of the most critical components of MFSA/FPAAC is the periodic training of marine firefighting personnel that is offered to its member agencies. The FPAAC Training Program consists of the following elements: 1. Awareness Level Training 2. Operations Level Training 3. Technician Level Training 4. Marine Fire Command Level Exercises

Screenshot from a recent Awareness Level Training Awareness Level Training is offered annually and typically delivered by way of a presentation from the FPAAC Training Coordinator. It is also available for use by member agencies at any time in the form of a selftaught PowerPoint located on the MFSA website. Marine Firefighter Awareness prepares personnel to assist with firefighting operations, but not to enter an immediately dangerous to life or health atmosphere. A responder with this level of training could be expected to support operations land-side or on the weather deck of a vessel, depending on the level of safety risk assessed on-scene. Operations Level Training is offered as a part of the annual training program, typically delivered in a classroom setting, and may involve the use of specialty equipment or a vessel tour. Operations Level personnel are trained to the most basic shipboard interior operations, which allows them to perform safely and efficiently in a tactical role at a vessel incident, recognize and report hazards through the chain of command, and take appropriate actions when those hazards become life threatening.
Technician Level Training is offered quarterly and consists of four eight-hour hands-on training modules. This can be delivered in a classroom setting, though it is usually more focused on the use of specialty equipment. Ultimately, the curriculum is determined and administered by the FPAAC Training Coordinator in conjunction with the FPAAC Program Manager. Technician Level personnel are considered the leaders of Operations and Awareness Level, directing actions as needed. They are familiar with vessel design and construction and their relation to the fire suppression activities. Technician Level personnel are also familiar with the best practices of incident strategies and can serve as advisers to the incident commander or to the general staff if needed. Marine Fire Command Exercises are offered annually and are typically held in a classroom setting. The Incident Commander (IC) is the key to the plan’s success. The IC must understand all training levels and how to use each level in mitigating a largescale incident. By recognizing present and potential hazards, the IC can support the mitigating strategies by assigning tasks appropriately, delegating responsibilities based on the incident size and complexity.

To qualify for this award, applicants must: • Be seeking or advancing a career in the Maritime Industry, International Trade, or related field. • Have a GPA of at least 3.0. • Be entering the appropriate year of study for your program type: - Entering your Junior or Senior year in a 4 year program, - OR either year of a 2 year program, - OR any year of a Graduate program, - OR a student of a short US Coast Guard-approved program. • Complete our application - available online!
