LETTER FROM THE EXECUTIVE DIRECTOR The Merchants Exchange was born out of Boss Shenck’s Saloon in 1879, a local gathering place on the Portland Waterfront where news of ship arrivals were posted by patrons and trade information was presented. Here we are, 140 years later, and our core function has remained the same: tracking the movement of the vessels that transit our waterways and reporting that information to those who are responsible for the movement of a ship from port to port.

We are very thankful for our members and we look forward to celebrating 140 years of service to the Columbia River maritime community on several occasions throughout the year.

MEMBERSHIP Our membership makes up the core of the local marine shipping community. Our members include, but are not limited to: steamship operators, admiralty attorneys, customs brokers, tug and barge companies, freight forwarders, stevedores, ship repair service facilities and port authorities.

The Exchange is a provider of vessel and cargo information. It serves as a hub for local industry

education as well as association management and networking activities. Our members enjoy a direct relationship with the Merchants Exchange and its services. The weather was perfect, the tacos and tamales were delicious, and the Bocce Tournament was full of fierce competitors.

During the event we were so honored to award Kim Aeby the 2018 Merchants Exchange Excellence Award for her outstanding and extraordinary dedication to our industry throughout her career. Congratulations again, Kim! Raffle tickets sold fast and together, we were able to raise over $2,100 for the Merchants Exchange Scholarship Fund! Dick Copeland: 1934-2019

Merchants Exchange Executive Director: 1962-1996

In 1962 Dick moved the family to Portland where he had taken a job with the Merchants Exchange. A business that served the Maritime Industry by reporting ship arrivals to the Columbia River and compiling and publishing the Imports/Exports from the Columbia/Willamette River.

When Dick went to work at the Merchants Exchange it was thought to be his starter job. When he retired in 1996, as the Executive Director, he had worked there 34 years!

Under his direction, the Exchange grew from 8 am to 5 pm ship

reporting, to a 24/7 ship reporting service with a ship to shore radio system and a 24/7 Maritime Industry answering service.

on the 110 miles of the Columbia River, and was instrumental in creating the Maritime Fire and Safety Association to respond to vessel fires anywhere on the Columbia River system.

Dick developed and expanded the services of the Merchants Exchange, enjoying every minute of it.

Dick saw that the Exchange could provide other services to the industry, a Maritime Service Directory complied and published; headquarters, bookkeeping and secretarial services for maritime organizations including The Propeller Club and The Portland Shipping Club (now the Maritime Commerce Club).

He worked on the development and implementation of Clean Rivers Cooperative to respond to oil spills

In 1988 Dick recieved recognition as the “Old Salt” for his dedication to the maritime industry. After retirement he often said how blessed he was to have truly loved his job.

A Celebration of Life will be held at 2pm on August 31st at First Baptist Church in Gresham.

COLUMBIA RIVER PROJECT CARGO Wind Energy Growth The Pacific Northwest is known for a lot of things: rugged coastlines, spectacular mountains and forests, bustling cityscapes, and thriving agricultural areas, but did you know that we are also a growing hub for wind energy and breakbulk project cargo?

Wind energy is a domestic source of energy that provides cost-effective, sustainable, and clean energy across the country. Growth in the sector has bolstered the economies of rural areas, providing respite to areas hard-hit by trade uncertainties and allowing for the diversification of land use.

According to the American Wind Energy Association, as of 2018, Oregon and Washington ranked 9th and 11th in the nation respectively for state capacity for wind energy.

Not only are the windmills appearing along the landscape but this energy boom has resulted in a combined total of over 4 million metric tons of CO2 emissions avoided for Oregon and Washington and a total capital investment of $13.1 billion across the two states. (Awea.org, 2019)

(Awea.org, 2019) Oregon has spent tens of millions of dollars through energy tax credit programs to attract wind developers to the state. (Sickinger, 2010) The first wind farm, Vanscyle Ridge Wind Farm, broke ground in Umatilla County in 1998. Twenty years later in 2018, the Oregon Department of Energy reported a statewide 3,383 MW (3.4 GW) wind energy capacity with 44 operating facilities (including 1 that spans Oregon/Washington state line). An additional 2,147 MW of capacity is proposed, approved or under review with sites ranging from 1.6 to 300 MW. Thirteen of the largest facilities make up 69% of the total capacity.

Portland General Electric is investing in wind energy as part of its commitment to Oregon’s climate change goals. The Wheatridge Renewable Energy Facility will come online in 2020, with wind and solar energy. The energy produced by the wind farm will help bridge the gap after the Boardman coal-fired plant shuts down at the end of 2020. (Ramakrishan, 2019)

Perhaps nowhere is that more visible than the Columbia River Basin. The landscape of Eastern Oregon and Eastern Washington is dotted with rolling hills, golden fields, and high prairie. Increasingly, that landscape also includes windmills.

In the State of Oregon, wind energy makes up 11.01% of the electric grid mix. In the State of Washington, it makes up 7.1% of the electric grid. In 2017, wind energy made up 6% of the nation’s electricity supply.

In Sherman and Gilliam counties the growth of wind energy has bolstered the economic outlook of entire counties, providing stability and diversifying income sources in the face of agricultural trade uncertainties.

The community of Sherman County created a program modeled after the Alaskan state oil payment program.

Each qualifying county household receives a check every year around the Christmas holidays for $580, regardless of their status as renter or landowner, as a payment from the wind energy projects in their county.

(Flatt, 2011) Wind energy is not without its challenges.

Conservation groups urge caution with siting windmills in environmentally sensitive habitats to prevent interactions with wildlife, in particular bats and birds. Some communities are resistant to the noise and aesthetic pollution caused by wind farms in their region However, forging a partnership between farmers, communities, utilities and developers, wind farms are sprouting up on the horizon with developers installing wind turbines on leased land and paying dividends in the thousands to the communities and creating new jobs in rural communities.

The sheer size and weight of project cargoes like windmill turbines and blades make them particularly difficult to transport. One wind turbine blade can range in size from 49-77meters long and can weigh upwards of 30,000 pounds. In 2019, we have seen a 120% increase in windmill project cargo transiting the River this year as compared to 2018. (Merchants Exchange Cargo Summary Report).

The Columbia River Intermodal Transportation System is here to meet that need and solve those logistical challenges in a safe, efficient, and reliable way.

Transporting Project Cargo With that new investment and growth comes a defined need for safe, efficient, reliable transport of project cargo like windmill hubs, blades and other key components. Prime locations for wind farms are often rural/remote and logistical challenges range from supplying sites with essential equipment and maintenance to transmission lines needed to bring the electricity generated to the grid. READY TO MOVE: COLUMBIA RIVER HIGH, WIDE, & HEAVY CORRIDOR Ready to Move: Columbia River High, Wide, and Heavy Corridor One way that we help facilitate the movement of oversized cargo here along the Columbia River is through the development of industry coalition groups dedicated to solving even the most challenging of logistical and transportation operations. The Columbia River High, Wide & Heavy Corridor Coalition is one such group.

“The Columbia River System and its ports are open for business with proven operators ready to assist on your next project. The High, Wide and Heavy Corridor will not only provide efficiencies but reliability to shippers with large project cargo, ultimately taking risk out of their projects by lowering the routed miles involved in traditional supply chains. Leveraging the river and our upriver ports allows us to receive cargo direct to barge, roll off upriver, and immediately get on a proven high, wide and heavy route connecting us to the Midwest and Western Canadian markets.”

The HWH has a mission: promote the benefits of the corridor through the Columbia River region and the experts to back it up.

This effort is a partnership that is based both on water, from Astoria, Oregon all the way up the 465-mile allwater route of the Columbia Snake River System to Lewiston, ID, and on land. Utilizing resources such as port terminals and robust access to barge lines, rail and trucking routes, Coalition members are able to work together to create optimized routes for project cargo.

According to an article from the Journal of Commerce, “Tidewater Barge Lines of Vancouver, Washington, the largest barge operator in the Pacific Northwest with 160 barges and 16 tugboats, has been a small player in the project cargo market, but it contributed as a founding member of the coalition “because it makes business sense and we can be part of the solution,” said Neil Maunu, director of sales. “We can offload cargoes upwards of 84 feet wide, 300 feet long, and up to 4,000 metric tons on a barge and transit up the Columbia and Snake rivers, all the way to the Idaho border if needed.”” (Barnette, 2018)

Where some might see challenges, the Columbia River High, Wide and Heavy Corridor Coalition (HWH) sees an economic opportunity for the Columbia River region and the greater Pacific Northwest as a whole.

Moving project cargo through the Columbia River not only benefits the wind energy projects in our region but 12

The High, Wide and Heavy Corridor is not just limited to project cargo for wind energy. Shipping from Asia through Columbia River ports saves shippers time and money. On average, the High, Wide and Heavy Coalition states, cargo moves 28 days faster and 6,209 miles closer when moving through the Columbia River vs. Houston.

(Hwhcorridor.com, 2019) Michael Richards, Port of Portland, commented: “One of the goals of the Coalition, over the next five years, is to see permanent or long-term improvements for the Corridor so we can continue to move breakbulk project cargo throughout the region.”

“The Columbia River High, Wide and Heavy Corridor is the perfect solution for moving oversized cargo from Asia to Western Canada and the U.S. Midwest,” said Ryan Hart, Chief External Affairs Officer for the Port of Vancouver USA. “It is a safer route, has a reduced risk to cargo, and saves weeks in transit time.”

Port of Vancouver USA Receives Largest Single Shipment of Wind Turbine Blades in VESTAS History VANCOUVER, Wash. – VANCOUVER, Wash.

– The Port of Vancouver USA received the largest single shipment of 198 wind turbine blades in Vestas history this week, breaking the previous record of 156 blades on a single ship. The unprecedented delivery which arrived at the port Monday, June 24, is a joint effort between blade manufacturer Vestas and project owner PacifiCorp. The special “repowering”blades will increase production at PacifiCorp’s Marengo Wind Project near Dayton, Washington by more than 35 percent.

“The port is uniquely qualified to handle these types of projects,” said CEO Julianna Marler. “Our heavy lift mobile cranes, acres of laydown space, highly-skilled workforce, and dedication to renewable energy make the Port of Vancouver the perfect port for receiving wind energy components.”

“We are grateful for our partners including ILWU Local 4, Local 40 and Local 92,” said Chief Commercial Officer Alex Strogen. “We also thank Jones Stevedoring, Transmarine and Combi Dock. Their talent, expertise and hard work are integral to the

port’s continued commercial success.”

The 198 blades, each measuring 49 meters (161 feet) in length, were manufactured in and shipped from Italy.

As part of its Energy Vision 2020 plan, PacifiCorp is increasing the wind energy it generates for its 1.9 million customers by more than 50 percent by repowering its existing wind fleet with new technology and bringing 1,100 megawatts of new clean wind energy projects online by end of year 2020. The $3 billion investment supports local economies and brings jobs to rural communities.

The Port of Vancouver USA has long been a leader in the port industry in supporting renewable energy projects and is one of the West Coast leaders in the movement of wind energy components to support new and existing wind energy projects.

The Marengo Wind Project currently generates enough renewable energy to supply 53,000 average Northwest residences annually. The large blades and advanced technology will allow each turbine to generate over 35 percent more energy—helping to power 72,000 homes a year with the same wind fleet and amount of wind.

Once unloaded from the ship, the blades will be moved to laydown space at the port’s Terminal 5. From there, they will be transported by truck to the Marengo Wind Facility over the next few months.

The port looks forward to welcoming an additional vessel from Vestas in August, which will nearly meet the previous record by carrying 153 blades and 11

The Maritime Fire & Safety Association’s (MFSA) Fire Protection Agencies Advisory Council (FPAAC) has issued a Request for Proposal (RFP) and is currently accepting Proposals to update its Shipboard Fire Operations Guide. This guide is a key component in FPAAC’s goal of setting forth a comprehensive system ensuring effective response shipboard fires in the Lower Columbia River.

This project will review the existing Operations Guide in place, ensure alignment with existing regional response plans, and review the response procedures of FPAAC Fire Agencies. This will be followed with

aligning the document with FEMA Comprehensive Preparedness Guide 101 which provides guidelines on developing emergency operations plans through common understanding of the fundamentals of risk-informed planning and decision making to help planners examine a hazard or threat and produce integrated, coordinated, and synchronized plans.

Acceptance of Proposals will continue through August 15, 2019 and the project is expected to be complete in early 2020.
