Overall 2020 has seen fewer Vessel Calls. Grain is down 20% from 2018 prior to the tariff war with China. Auto shipments are down 18% from 2019. Container and Windmills shipments have increased. As well as a steady shipments of limestone, petcoke, and potash. Vessels destinations are lead by Japan, Canada, and South Korea.

UPDATE FROM PNWA HOUSE PASSES WRDA; LCR TURNING BASINS INCLUDED The U.S. House of Representatives passed H.R.7575, the bi-partisan Water Resources Development Act (WRDA) of 2020 on July 29. PNWA extends our gratitude to House Transportation & Infrastructure Committee Chairman Peter DeFazio (D-OR), the Pacific Northwest Congressional delegation, and their staffs for keeping this biennial legislation on track, and for their assistance with PNWA projects. PNWA applauds Rep. Jaime Herrera Beutler’s (R-WA) efforts to ensure that turning basins for deep draft vessels on the Lower Columbia River can be added and improved. Her authored provision sets in motion the establishment of a turning basin on the Columbia River near Kalama, known as the Lower Martin Bar, and the improvement of two turning basins near Longview and Vancouver, which will increase cargo volume capacity and spur economic development in the region. PNWA anticipates some changes to the Harbor Maintenance Trust Fund spending formulas as the House and Senate negotiate a conference bill. PNWA IN-PERSON ANNUAL CONVENTION CANCELED; VIRTUAL VERSION TO BE ANNOUNCED SOON Due to health concerns, PNWA has decided to cancel their in-person 2020 Annual Convention scheduled for October 6-8 in Vancouver, Washington. Stay tuned for details as they switch gears, and bring you elements of the PNWA Annual Convention in a virtual fashion over the same 3-day span. They are excited to bring you several keynote speakers, as well as the opportunity to vote on leadership positions and their 2021 Policies and Projects. They will also honor the very best of PNWA, plus our 2020 Legislator of the Year. The PNWA Annual Convention may look a little different this year, but it will still be a time for connection, education, and celebration. A NEW ERA: PORT OF LONGVIEW RELOCATES OFFICE TO LONG-BELL ‘WHITE HOUSE’ The Port of Longview has relocated its administrative offices, but its new
home is not exactly your typical office building. In a striking mix of old meets new, the Port has invested $2.5 million into renovating the former LongBell and International Paper headquarters—known affectionately as the ‘White House’—on International Way. Built in 1937, the sprawling, colonialstyle building has been transformed into a 21st century office space, while retaining the warmth and historic charm local residents have known and loved for decades.
Finding a new administrative office had been
on the radar of Port leadership for some time. The previous office was built in 1961 and had undergone several renovations over the years, but left little room for the Port and its growing staff to expand. Fortunately, the Port purchased the White House in 1998 and leased it to Longview Fibre and later Weyerhaeuser. When Weyerhaeuser’s lease expired in 2018, the Port had a unique opportunity to preserve the
20,000 square feet building while almost doubling the size of its office. Of course, when you renovate an 83-year-old building of this size you will inevitably encounter a few bumps along the way. Asbestos hidden from view, previous heating systems that weren’t installed properly and a variety of building systems requiring expertise to incorporate into the remodel were all needed. Modern building methods also required the White House to meet Americans with Disabilities Act (ADA) standards, which meant the inclusion of two elevator lifts to accommodate multiple floor levels and a gently sloping entrance to replace old wooden stairs. Bringing the White House back to life required more than two years of planning and hard work from several local entities. “The challenge to maintain a historic building while bringing its use up to

today’s standards was achieved with the great design team at Collins Architectural Group, a dedicated construction team at J.H. Kelly, and the Port’s talented workforce all working together to make it happen,” explained Port Project Engineer Randy Sundberg. First time visitors to the White House will immediately notice the expansive lobby area, measuring twice the size of the former office. The new Commission meeting room is also twice its previous size, boasting high-definition audio/visual equipment and noise-dampening acoustic panels. To brighten the space, interior walls once covered in floor to ceiling wood paneling received an expertly-crafted wainscoting treatment. Automatic LED lighting, additional public spaces and modernized kitchens and restrooms round out the slate of new interior features. What may be the most noticeable feature of the remodel is the newly-constructed memorial on the front lawn. The circular, concrete structure pays tribute to those who lost their lives in industrial accidents on the waterfront. Planters and benches inside the memorial surround an enormous anchor that had previously THE EXCHANGE | WWW.PDXMEX.COM
been featured in front of the old Port office. The outside of the White House will also see additional landscaping, parking lot renovations and other improvements in the following year. Port staff had planned to host an open house event to show off the refurbished White House this Spring but, as with the rest of its normally scheduled community outreach events, the COVID-19 pandemic forced a postponement until it’s safe to do so. The Port remains hopeful it can host the community open house at some point in the near future. Until then, Port staff are finding their way through the enormous new office and working through the challenges that come with relocating such a huge community asset. After two years of planning and renovation work, and with the Port’s centennial fast approaching, the move to Long-Bell’s former headquarters couldn’t have come at a more appropriate time. Just as it was originally intended, the White House is ready to host a new generation of Longview’s workforce, but this time the monumental building will usher the Port of Longview into an exciting new chapter and its next 100 years. 11

PORT OF VANCOUVER USA WELCOMES USNS BRITTIN FOR EXTENDED STAY The Port of Vancouver USA will welcome the USNS Brittin on July 17, 2020 for
approximately 90 days while the ship undergoes annual maintenance and inspections required by the American Bureau of Shipping and the U.S. Coast Guard. The ship and approximately 30-member civilian crew will be docked at the port’s Terminals 13 and 14 and at 951 feet in length, will offer an impressive sight to river users and those able to view it from the Oregon side of the Columbia River. The USNS Brittin is returning from a six month deployment in the Persian Gulf. The Navy chose the Port of Vancouver as a layberth destination for the ship over a coastal port location because fresh water is not as corrosive as ocean saltwater and inland conditions are calmer for the maintenance and inspection work to take place.

The USNS Brittin is a large medium-speed roll-on/ roll-off (LMSR) vehicle cargo ship and is one of 11 LMSRs operated by a private company (a subsidiary of Maersk Shipping Company) under contract with the Navy Military Sealift Command. LMSRs like the USNS Brittin are ideal for the rapid loading and off-loading of Army wheeled and tracked vehicles, as well as other outsized Army equipment. The ship has four cranes and external and internal ramps and can carry cargos ranging from wheeled vehicles to containers to break bulk on six decks and six holds. In 2017, the USNS Brittin was deployed to provide logistical support for hurricane efforts in Puerto Rico, which included delivering portable generators, water purification equipment, cell phone charging stations and support vehicles. The ship, built in 2002, is named for Medal of Honor recipient Sergeant First Class Nelson V. Brittin, who was killed in action during the Korean War.

MAINTENANCE DREDGING OF COOS BAY HARBOR TO COMMENCE EARLY JULY American Construction Company has been contracted by the U.S. Army Corps of Engineers to perform maintenance dredging in the Coos Bay harbor from River Miles twelve to fifteen beginning on or around July 1, 2020. Dredging was also conducted in this section of the Federal Navigation Channel throughout the summer of 2019. This section of the Upper Bay spans from the Oregon Chip Terminal to the Georgia Pacific Sawmill site. Prior to the dredging work that took place in 2019, this section of the channel had not been dredged since 2010. Maintenance dredging work will be performed continuously, 24 hours per day and 7 days per week, and is scheduled to be completed October 31, 2020. It is estimated that approximately 1,000,000 cubic yards of material will be removed from the channel and placed offshore at Ocean Disposal Site H. American Construction Company will utilize the clamshell
dredge “The Patriot” to load two split hull scows, the “Liberty” and the “Freedom”. The scows will be towed by Pacific Tug Company to the offshore material placement site. During the dredging project, mariners are urged to use extreme caution when navigating in the Upper Bay this summer. At the dredge site, mariners are encouraged to transit at their slowest safe speed to minimize wake, and to proceed with caution after passing arrangements have been made. The Coos Bay Federal Navigation Channel is 15.1 miles long from the mouth of the bay to its furthest reach. The authorized depth of the channel is currently -37’ Mean Lowest Low Water (MLLW), and its authorized nominal width is 300’. This project is critical to ensuring that deep draft vessels can transit throughout the harbor, a major component of our local and regional economies. Regular maintenance dredging improves safety and strengthens the local economy. As the non-federal sponsor of the Channel, the Oregon International Port of Coos Bay holds the Unified Dredging Permit for terminals along the navigation channel that depend on the waterway for maritime commerce. The Unified Permit allows terminals to dredge at the dock face in areas outside of the Federal Navigation Channel, allowing vessels to berth safely and efficiently.

Chris Wilson, Equipment Maintenance Supervisor
Joining the Clean Rivers Cooperative team in July, Chris Wilson brings over twenty years of experience with extensive knowledge of marine operations, emergency response and safety procedures. After serving in the U.S. Navy, he owned, operated and maintained a 53’ commercial vessel for over ten years. Previously, he fulfilled roles as a supervisor at Haliburton, Praxair Services, and Clean Harbors in the Columbia River, Puget Sound and Snake River districts. As the Equipment Maintenance Supervisor, Chris is responsible for executing the Clean Rivers Equipment Management Plan for response equipment and assisting Carl Boelter, the Operations Manager with day to day operations of Clean Rivers. Clean Rivers equipment will be maintained in a state of readiness for immediate response to oil spills, drills, exercises and training. Chris is an expert at vessel and equipment operations and is able to provide response equipment maintenance training and troubleshooting for members, staff and contractors. In addition, he is prepared for duty as a Clean Rivers Response Manager and will participate in the Incident Command System (ICS) for incident responses, drills, and exercises in various roles. Chris resides in Newburg and enjoys saltwater fishing, hunting and riding motocross with his family and friends. We welcome Chris to the Clean Rivers team. MFSA DEPLOYMENT DRILL ON THE COLUMBIA RIVER On June 10, 2020 the Maritime Fire & Safety Association (MFSA) completed a deployment drill on the Columbia River. This deployment focused on exercising a task force, a group of resources assembled to support a specific mission or operational need, in the On-Water Recovery Branch of the Operations Section. Prior to deploying the equipment, a safety briefing was conducted to address potential hazards with special focus on health/safety measures, PPE and decontamination needs to minimize exposure to the COVID-19 virus. MFSA has continued to maintain operational readiness throughout the COVID-19 pandemic through increased safety precautions put forward by health agencies. The scenario exercised was based on a report of approximately 50 gallons of diesel fuel spilled from a covered vessel on the Columbia River which had the potential to impact waters and shorelines of both Oregon and Washington. Johnathan Oliveira, Health, Safety, Environment and Quality Manager for US Ecology providing the Safety Briefing The scenario included MFSA Plan activation and an Incident Command stood up in a scale appropriate to effectively respond to the spill. The MFSA ISRC was contacted to initiate response and the Primary Response Contractor (PRC) instructed to deploy resources immediately. All objectives to be accomplished in the deployment were successfully completed. MFSA appreciates the participation of the partners involved in the exercise. REGIONAL EXAMINATION CENTER CLOSURE UPDATE Due to the COVID-19 pandemic, all Regional Examination Centers (RECs) and Monitoring Units (MUs) closed to the public on March 19, 2020. The National Maritime Center (NMC) plans to issue a re-opening schedule once ongoing work to ensure a safe testing environment is complete. Please note that during the initial phase of re-opening, services will be limited to mariner examinations only. Additional information is provided below: Mariner Examinations Examinations will be conducted by appointment only. Once a re-opening date for an REC/MU is announced, appointments will be scheduled directly with that office, or by contacting the NMC Customer Call Center at 1-888-IASKNMC (427-5662). Scheduling priority will be given to mariners who had appointments canceled by the temporary closures. Safety Precautions for REC/MU Re-opening Mariners will need to confirm health status prior to arrival at an REC/ MU. Any mariner showing signs of fever, cough, shortness of breath, and/ or other COVID symptom(s) will not be allowed to enter and will need to reschedule any appointments. Mariners will be subject to a temperature check and will need to answer a series of health screening questions upon arrival. Mariners will need to wear a face covering for examination periods. REC/MU Application Submittal Procedures The hand delivery of applications remains suspended and mariners should continue to e-mail all applications. Submission guidance and REC/MU e-mail addresses are on the NMC website. COVID-19 conditions vary greatly across our 20 REC/MU locations. Since 2003, the Merchants Exchange Scholarship Fund has distributed over $71,000 in assistance to 52 students. These funds directly support the education of our future colleagues and industry leaders by defraying the cost of tuition, books and course fees. 2014-15, 2015-16 After graduating from California Maritime Academy in 2016, I sailed for Chevron for 2 years. After obtaining my unlimited second mates license, I took the cross over 1600 ton master license. I obtained my master of towing endorsement and I just started working at Shaver Transportation as a deckhand 6 months ago. I’m very thankful to have been a recipient of the Merchants Exchange Scholarship and for all the support I’ve received over the years in my Maritime career thus far.

I have worked at Sause Bros. Coos Bay office since 2005 in a variety of roles and am currently the Port Captain NW. I graduated from California Maritime Academy in 2016 with a master’s in transportation and engineering management. Balancing schoolwork, a career, and raising a family involved a lot of work and time. The support that I received from my family, Sause Bros. and the Merchants Exchange helped ease the stress and keep me motivated as I went through the program. It is fantastic that the Merchants Exchange continues to support the maritime industry by investing into those that will help make up its future.

I graduated from California Maritime Academy with a BS in International Business and Logistics. While attending the academy, I served on our Associated Students as Community Service Officer, and as Class of 2016 Senior President. Since graduation, I have supported the new build ship construction of Navy and Commercial vessels that qualify as Jones Act qualified vessels. I am currently a Supply Chain Professional III – Senior buyer for US Navy Ship Repair programs at General Dynamics NASSCO in San Diego.
Receiving this scholarship has impacted my life because it showed someone believed in my ability to make a difference and reduced the financial burden and cost of education it cost me to do so.
