Shipping Educational SEriES Shipping 201: The Movement of a Ship Wednesday, February 6th, 2019 We will look at the business of shipping from the perspective of the ship, exploring the requirements and regualtion of a ship and the important roles agents, pilots, regulatory agencies, insurance and laws play in enabling a ship to move from port to port.

Shipping 202: The Movement of Cargo Wednesday, April 10th, 2019 We will look at the business of shipping from the perspective of the cargo. We will detail the the types of cargo, labor demands, and various forms of transportation from rail, barge, to pipeline as well as, present the needs of supply chain, logistics, and regulatory compliance as it effects the economy of the Columbia River.

Shipping 101: The Business of Shipping Wednesday, October 2nd, 2019 We will provide an overview of the business of shipping on the Columbia River. The class will explore the history of the River, the infrastructure, ports and terminals, and the economic impact of the imports and exports to this region. Furthermore, we will review the types of vessels that travel the River and introduce the maritime industry parties and their essential roles to shipping.

SPECIAL REPORT Our Working Rivers is a coalition of Pacific Northwest maritime industry organizations dedicated to educating communities about the critical role our Columbia, Willamette and Snake rivers play in the lives of Northwest residents. Our plan includes engaging communities to foster a better understanding of how the rivers provide for trade, recreation and clean energy while reflecting our environmental values and heritage.

Wherever you live in the Pacific Northwest, river commerce reaches your door. In addition to the thousands of jobs tied to maritime trade, almost every person in the region benefits from efficient use of our water resources on the Columbia-SnakeWillamette River System.

Port of Columbia County

Paula Miranda Deputy Executive Director Port of Columbia County The Port of Columbia County, formerly the Port of St. Helens, was created in 1940 as a special district to promote economic development opportunities in Columbia County, Oregon. The district spans the entire 51 miles of Columbia River frontage in Columbia County and includes the cities of Scappoose, St. Helens, Columbia City, Rainier and Clatskanie.

The Port of Columbia County offers a variety of sites for industrial development in its portfolio of nine property sites and 2,400 acres of land, including a deep-water dock at Port Westward in Clatskanie. In addition to its industrial properties, the port owns and manages the Scappoose Industrial Airport and the Scappoose Bay Marine Park.

Port of Portland

“Moving everything from wheat to autos, our working rivers are the foundation for thousands of local jobs and trade, keeping our economy strong.”

Keith Leavitt Chief Commercial Officer Port of Portland The Port of Portland is Oregon’s largest port. Some of its major cargoes include grain, soda ash for glassmaking, potash for fertilizer, and automobiles, including Ford, Honda, Hyundai and Toyota. All of these products rely on the Columbia and Willamette rivers to travel from source to market.

Ports in the region also work proactively to protect our rivers and environment.

One example from the Port of Portland includes efforts to minimize stormwater runoff. The Port of Portland used a porous pavement material to create an 18.9-acre storage and staging yard next to Terminal 6 that is designed to support the continued growth of export vehicles. The pavement does not require any seal coating, reducing pollutants. The new lot also uses energy-efficient LED lights, which are positioned to reduce light pollution. www.portofportland.com

Port of Vancouver USA

The Port of Vancouver USA is one of Washington state’s largest ports and handles more than 7 million tons of cargo on the Columbia River each year. The port is a hub for products like wheat, soybeans, corn, copper, steel, fertilizer, fuels, automobiles and wind energy components – all making their way to and from Vancouver via the Pacific Northwest’s working rivers.

The Port of Vancouver has several innovative sustainability initiatives, including floating wetlands, which absorb sediment and metals suspended in stormwater retention ponds, and the Grattix, an employee-created “raingarden-in-a-box” that treats stormwater runoff from galvanized roofs on the port’s property.

“Our working rivers have long been the lifeblood of our communities,” said Port of Vancouver USA CEO Julianna Marler. “They feed us in so many ways, providing jobs and renewable power, transporting food products and providing recreation and cultural meaning. We work hard to care for them so future generations can enjoy all the beauty and benefit they bring to our lives.”

Port of Kalama

“We’re ironworkers. Being able to manufacture and install here; it’s huge for me,” said Matthew Ohlson with port contractor JH Kelly. “I’ve been doing this for a while. But it’s huge for younger generations coming up, making a living right here in our community that they grew up in.”

The Port of Kalama sits on the Columbia River in the heart of the Pacific Northwest.

With riverfront industrial property served by the deep-draft shipping channel, excellent transportation infrastructure and miles of riverfront playground, beaches, public parks and marina, the port induces captial investment in an environmentally responsible manner to create jobs and to enhance public recreational opportunities.

Port of Clarkston

The Port of Clarkston manages its 120-acre waterfront site on the Snake River for a wide range of business tenants, emphasizing economic development, tourism and recreational development. The port-owned property, facilities and infrastructure encourage private investment, create wealth for constituents with family wage jobs, diversify and stabilize the local economy, and create a sustainable environment.

The port plays a leadership role in ensuring that waterfronts are vibrant, active centerpieces for communities in the region and partner on improving other tourism and recreation opportunities. The port is also a leader in preserving and improving the quality of life for the citizens their own Asotin County.

To help lower its carbon emissions, the Port of Clarkston partnered with a local utility to install an electric vehicle charging station near the port’s offices. This charging stand will allow the two vehicles to be charged at the same time.

Shaver Transportation Company “Literally hundreds of barge tows of Northwest commodities, such as wheat, wood products, aggregates, and ethanol are transiting our Columbia-Snake River System every year,” said Rob Rich, VP of Marine Services at Shaver Transportation.

“Each barge tow handles up to 15,000 tons of cargo, enough to fill nearly 500 semis or 1.3, 110-car unit trains. Our inland barging system, with its lowest emissions per ton mile of transport, helps keep our roads and rails open, keeps our air cleaner and provides the least-cost alternative for our inland products to reach regional as well as Pacific Rim markets.”

Shaver Transportation Company was founded as a family-owned business by George W. Shaver in 1880. The Shaver family continues hands-on management and ownership of the business today. Together with their employees, Shaver has grown into a regional tug and barge company with a fleet of thirteen tugs and eighteen barges. They focus their efforts on three lines of business: ship assist, inland grain and bulk commodity transportation and harbor/marine services.

In late 2017, Shaver added an additional upriver barge tow tug, along with two new, 4,200-ton-capacity grain barges in November of this year. This brings the overall fleet to a total of 20 grain barges and represents a doubling of grain capacity in the past 22 years.

Shaver will take delivery of the West Coast’s most powerful and versatile ship-assist tug, the 8400 HP SAMANTHA S, in December, bringing their fleet of tugs to 16.

Besides their three new tugs since 2012, Shaver has repowered eight of their tugs with new, clean-burning Tier II or III EPA-certified engines, significantly reducing fuel and lube oil consumption along with helping to keep our air cleaner. Shaver continues to reinvest in their company to stay focused on the future needs of their customers and the growth of the Columbia-Snake River System. www.shavertransportation.com

Tidewater Transportation & Terminals Tidewater Transportation and Terminals was founded in 1932 and has evolved into a multi-commodity transportation and terminal company serving the diverse and evolving transportation needs of the Pacific Northwest. Headquartered in Vancouver, Washington, Tidewater’s operating area spans 465 miles of the Columbia and Snake river systems, extending from the Port of Astoria, Oregon on the Pacific Coast to the inland Port of Lewiston, Idaho.

Tidewater recently built three new state-of-the-art vessels for their Columbia and Snake River operations. These vessels have new engines that produce fewer carbon emissions while operating. The vessels also have advanced safety and navigation systems to protect both the crew and the river environment.

Vessel Intelligence & AIS Systems The Merchants Exchange has been monitoring and reporting vessel activity since 1879. Today, this remains one of our most important services. Membership in the Exchange provides access to real-time port activity and berth intelligence, enabling informed decision making on the management of your vessel during a port call in the Columbia Willamette Rivers.

Communications & Answering Service The 24/7 Marine Operations Services Department provides a comprehensive communication and information service for members. Specializing in maritime information, the center offers an after-hours and weekend call service with established guidelines from the costumer.

With its vessel tracking and AIS systems, the center monitors ship movement and can provide information to members at any time regarding their vessels on the Columbia River. The center also uses its VHF radio system to provide patching to vessels transiting the river system.

Data Collection, Reports & Statistics The Merchants Exchange maintains an extensive database of all commercial vessel arrivals to the Columbia River and is able to provide a variety of customized reports for our members.

The Columbia River Cargo Statistics Report (imports and exports via water for the Columbia River region) is a monthly distribution listing imported and exported commodities in kilograms for each Port in the Lower Columbia River system.

Other reports produced are the: Daily Grain Bulletin, Columbia River Grain Report and Cargo Summary Report. All reports can be customized.

Clean Rivers Cooperative (Clean Rivers) worked with the U.S. Coast Guard, U.S. Army Corp of Engineers, Environmental Protection Agency (EPA), Oregon Dept. of Environmental Quality, BNSF and Andeavor to plan and execute a deployment in the Upper Columbia River. The exercise focused on testing the logistics of an on-water skimming response to a crude oil spill above The Dalles Dam. The incident scenario exercised Clean Rivers members mutual-aid capabilities and integration with other response contractors and public agencies. Clean Rivers deployed FRV Columbia Protector via transiting dam locks and trailered in a mini-barge, workboat and Andeavor’s (member) NOFI-2 Current Buster system.

The deployment ensure the continued capabilities of Clean Rivers, working with our response partners, to be ready for any scenario.

In addition to spill response and regular training and education, Clean Rivers is committed to active involvement with the community. Especially important to our members’ needs are the strong relationships Clean Rivers has developed with state and federal agencies over the past 30 years.

On December 1st, Maritime Commerce Club’s 30th Annual Children’s Shopping Spree melted hearts and filled children and volunteers with Holiday Cheer! Our new location partner, Kroger- Fred Meyer, Johnsonville/ Happy Valley location, hosted over 80 children from four participating shelters and transitional housing organizations. The Club is deeply grateful to the extensive list of volunteers who joined together to make this event possible. THANK YOU for making a lasting impact on some of our city’s most vulnerable populations.

2018 Marine Fire Command Exercise This exercise focused primarily on familiarization of the critical organizations that a fire Incident Commander (IC) will coordinate with during a shipboard fire. These critical organizations included Port representatives, stevedores, vessel agents, and the U.S. Coast Guard. Special thanks extended to the Port of Vancouver for providing personnel and presenting on the Port to the group.

Technician Level Training On November 16th, FPAAC conducted it’s fourth quarter Technician Level Training. This training was conducted at Marine Safety Unit (MSU) Portland and featured presentations by the Columbia River Pilots about their roles, the U.S. Coast Guard on the importance of vessel stability and site safety at Port facilities, and a vessel tour of an auto carrier coordinated by Mr. Mike Champlain of Norton Lilly. This classroom-based training is critical in enabling technicians to understand the context in which their specialized skillset will need to be applied during a shipboard fire emergency.

2019 MFSA Annual Meeting The 2019 MFSA Annual Meeting is scheduled for January 29, 2019. This event allows our membership to gather and take part in activities such as presentations of our Annual Partnership Awards given to stakeholders who have helped advance the mission of MFSA. Annual Warehousemen’s Conference & Trade Show February 20-22, 2019 - Registration Open!

This popular annual event provides necessary pesticide credits and safety awareness to warehousemen and pesticide applicators in Idaho, Montana, Oregon and Washington. The conference also provides a venue for the industry to network, socialize and share best practices.

The 2019 event will be held at the newly renovated Northern Quest Resort & Casino in Spokane, Washington. Two full days of seminars will be led by local and national industry professionals.
