The Exchange From The Desk Of The Executive Director: We’ve had a very busy year thus far this year! We are very excited to share our new logo and colors! Formally launched at the Open House on July 26th, this project is part of our 2015-2019 Five Year Strategic Plan. We hope you like it! Also included in this issue of The Exchange is a preview of some of the changes that are coming to our website by early 1Q 2019. Your feedback, as users of our website and our services, is crucial. Please take a moment to look at the proposed changes and submit some feedback!

Our membership makes up the core of the local marine shipping community. Our members include, but are not limited to: steamship operators, admiralty attorneys, customs brokers, tug and barge companies, freight forwarders, stevedores, ship repair service facilities and port authorities.

The Exchange is a provider of vessel and cargo information. It serves as a hub for local industry education as well as association management and networking activities. Our members enjoy a direct relationship with the Merchants Exchange and its services. Same Great Service, Different Look! Check out some of the changes we’ve made at the Exchange! INTRODUCING...MARY WILEY! Mary Wiley is our new Marketing & Membership Manager. She has worked as a marketing professional for nearly 20 years. She specializes in developing business opportunities, building relationships, and engaging customers through multi-channel marketing campaigns across website, social media, email, public relations and advertising. Prior to joining the Merchants Exchange, she specialized in marketing communications and digital strategies for non-profit organizations, energy efficiency managements firms, architectural and engineering firms and railroads and marine manufacturers. As the new Marketing & Membership Manager at the Merchants Exchange, Ms. Wiley will be responsible for the development and implementation of membership outreach, education programs, marketing, and communications strategies. WELCOME, SHAWN KUBITZA Shawn Kubitza will be joining our Marine Operations Services Center team as the new end-of-the-week-nights-side MarOps Specialist! Shawn comes to the Exchange with a number of years’ experience in outside and inside sales, customer services and call centers. Additionally, Shawn has spent some time in Alaska as a chief deckhand for Alaska Sport Fishing Adventures. Shawn will be training on the phones starting August 28th!

New Branding

On January 22, 2015, the Merchants Exchange held a Strategic Planning Workshop for members, Board of Directors and staff. This workshop marked the end of a five-year strategic planning cycle, what started in February 2010, and the beginning of a new five-year cycle. Out of that workshop, 6 Action Initiatives were developed: 1. Maritime Education Program 2. Sustainability in Staffing & Succession Planning 3. Financial Sustainability & Fiscal Responsibility 4. Customer Needs 5. Marketing, Membership, & Community Engagement 6. Board of Directors Optimization Completion and roll out of a new logo and branding materials was completed on schedule this summer and launched at the Open House.

Website Refresh

The Website Refresh project comes out of a combination of the Customer Needs and the Marketing, Membership, & Community Engagement Action Initiatives. Staff Project Managers are working with contractors to complete the refresh of the Merchants Exchange website with an anticipated roll out before 1Q 2019. Our goals for this project are: • Improve functionality of site for users; • Streamline; remove clutter and duplication; • Greatly enhance mobile friendliness • Maintain a stable platform critical to our marine operations services Mock-ups of the potential front page of the website have been created and were displayed at the Open House on July 26, 2018 with members, visitors, and guests encouraged to give feedback on the functionality and design. We had a blast during the 2nd Annual Bocce Tournament raising money for the Merchants Exchange Scholarship Fund! We appreciate everyone who participated in the Bocce Tournament during the MEX Open House. TONGUE POINT JOB CORPS: SEAMANSHIP PROGRAM

Mission: “Through strong partnerships with Maritime organizations, continue to gain greater & positive

program exposure to develop internships/job placement opportunities in locations throughout the United States/ Internationally and in every segment of the Maritime Industry.”

Fast Facts: • The Job Corps Seamanship Training Center is located on the campus of the Tongue Point Job Corps Center in Astoria, Oregon, near the mouth of the Columbia River. • The Director of Seamanship is Captain Len R. Tumbarello, USCG (retired). He served in the U.S. Coast Guard for 28 years and began his tenure as Director in 2013. • The Seamanship Training Center has been in existence since 1980, is administered by the U.S. Dept. of Labor, Office of Job Corps, and operated by the Inlandboatmen’s Union of the Pacific in conjunction with the Management & Training Corporation. • The Seamanship Training Center is the only maritime training facility in the nation administered by the Job Corps training system. The training program maintains course approvals issued by the U.S. Coast Guard which meets the requirements of the International Maritime Organization’s Standards of Training, Certification, and Watchkeeping (STCW 95) and the U.S. Coast Guard regulations. • The duration of the program varies from 18-24 months depending on the cadet’s personal prgoress and choice of U.S. Coast Guard certifications. The student body typically consists of 120 cadets at any time. The program graduates an average of 65 cadets a year. • Upon completion of the program, cadets will be qualified for the endorsements of: - Able Seaman (limited) with Ratings Forming Part of a Navigational Watch - Qualified Member of the Engine Department--Oiler with Ratings Forming Part of an Engineering Watch - Proficiency in Survival Craft/Lifeboatman - Rating Forming Part of a Navigational Watch - Basic Shipboard Safety Training (shipboard fire fighting, first aid, personal safety and social responsibilities, and personal survival skills--STCW 95) - Steward (Galley)

Success Story: James Ernst, Seamanship Program Graduate “No Turning Back”

“The instructors were amazing! You get out what you put into the program. The harder you work, the more you understand and the instructors are there for you, every step of the way. The training gives you a good sense of the industry and where you want to fit into it.” James Ernst studied Seamanship at the Tongue Point Job Corps Center in Astoria, Oregon. The Seamanship Program is 18-24 months of intense maritime training with endorsements in Able Bodied Seaman (AB) Limited and Qualified Member of the Engineering Department (QMED) with course approvals issued by the U.S. Coast Guard. The program has been in existence since 1980 and is operated by Inlandboatsmen’s Union in conjunction with Management & Training Corporation. Job Corps is a national training program administered by U.S Department of Labor. Enrollment is voluntary and free; programs are open-entry, open-exit, and selfpaced. Job Corps provides training in all-around skills needed to succeed in a career and in life. During his training, James quickly learned he wasn’t fond of deckhand work and really liked taking apart and putting things back together again. He liked the solitude of the engine room during training, and now working in the industry, he thoroughly enjoys five weeks of 12 hour a day split shifts that he spends there. As part of his training, at Tongue Point, he did his work-based learning with Young Brothers in Honolulu, Hawaii, as a deckhand. After graduating, in February of 2016, he quickly started working in the industry. While grateful for the job he still wanted that brass ring, to be an engineer. Through constant encouragement from a mentor at Sause Brothers he continued to work hard and to make a name for himself as a reliable deckhand. When he had saved up enough and had the time off he flew to Virginia for the test for licensure as assistant engineer. With it proudly in hand he flew back home and was ready when a job in the engine room opened up with Sause Brothers.

Four short years ago, James was waiting tables for minimum pay and couldn’t see how that would change. Now, comfortably in the middle economic class, James sees no limit to his future. “There’s no going back, now,” he happily concludes. He is thrilled about making the daring decision to quit a job he already had, but didn’t see a future in, to leave a home he loved for a state, and climate, completely alien to him. “It was hard, and I wasn’t sure it would work out but I decided to make it work. I wish I had heard about the Seamanship program a lot earlier and had entered it straight out of high school. For young people who don’t really know what direction they want to go in I think they should look at Job Corps and don’t procrastinate. Don’t be afraid. It will be different but the more you put into the program the more you will get out of it. Just decide on what you want to do and work hard at doing it.”

“I love this job!” James exclaims, “I make more than I ever thought possible. I thought I would just be a waiter my whole life and now I have this. A career that I can continually advance in. Next up, in about one and a half years, I will qualify to get my Unlimited Assistant Engineer license and then, in about five more years I can go for my Chief Engineer License.” James says that now, when he looks at his paycheck, he feels proud that his taxes are going into such a worthwhile program. He recently helped another Seamanship graduate get a job on the harbor in Honolulu. “We help each other out, it feels good to be a part of something that keeps on giving.” “James Ernst excelling in the Industry comes as no surprise to staff of the Seamanship program,” stated Captain Len Tumbarello, director of the Seamanship Program. “During his time in the program, he always embodied the Seamanship Program’s Core Values of Proficiency, People, Professionalism and Passion. We are confident that he continues to apply these key attributes in his professional life and hence, his continued success.” The James Ernst success story is only one of many that program staff hear about. They report having graduates employed all over the United States, some internationally and in every sector of the maritime industry assisting the flow of commerce for this great Nation. On an annual basis, they graduate over 80 students with their AB (limited) and QMED-Oiler qualifications and on average 95% of their graduates are placed and enjoy employment in the Maritime Industry. Many of their students keep in touch with the program and share their successes as they achieve them. This type of communication is huge in regards to job satisfaction for staff and continuing unbridled passion for their incredibly demanding instructor jobs. Most impressive, is that some of their graduates have reached the pinnacle of the maritime industry and are now Pilots for major river systems. “It does not get any better than that!” exclaimed Captain Tumbarello.

Maritime Commerce Club

This year, Portland Oregon was selected as the location to host the Clean Pacific Conference. The conference is designed to bring together stakeholders in spill prevention and response from government, environmental, emergency planning and emergency response industries to discuss lessons-learned, hear best practices, and view new products and solutions from a wide-variety of companies. Clean Rivers Cooperative & the Maritime Fire & Safety Association hosted an exhibitor booth to allow attendees to learn more about the organizations. Holly Robinson hosted a panel of speakers during the conference discussing: “Challenges for the Regulated Community--Changing Focus of Federal Preemption.�

2018 Member Training

Clean Rivers Cooperative Boom Rodeo

September 27, 2018

Clean Rivers Cooperative is hosting its Annual Boom Rodeo. This training is designed as a friendly competition between Clean Rivers Cooperative Members and Stakeholders. The competition consists of on-water events and on-land activities. The goal is to have fun and more importantly, become better prepared to respond by exercising essential skills.

Maritime Fire & Safety Association (MFSA) Contingency Plan Tabletop Exercise (TTX)

One of the most important aspects of the Maritime Fire & Safety Association (MFSA) Contingency Plan is the regular drills and exercises that are conducted. Each year, the Plan is to be tested by a tabletop exercise where the spill management team practices the process of managing a response, as well as two equipment deployment drills. Planning these drills and exercises is important to ensure that they are varied enough to test the Plan’s capabilities in different locations, situations and conditions. Plus, variety keeps things from getting too repetitive. In early August the MFSA held their 2018 TTX in Vancouver, Washington in response to a simulated spill from a fictitious tug and barge. In addition to the MFSA’s staff and regular contractors, the USCG provided a large group of their personnel to work in the command post. This was a great opportunity to get to know and work side-by-side with some of the new summer transfers. Having established relationships with our regulators is critical in responding successfully to a real event.

Fire Protection Agencies Advisory Council (FPAAC)

FPAAC has continued to advance the focus of trainings on information gathering during an incident. This information gathering is critical to assist the Incident Commander in determining the size and complexity of a shipboard incident. Many crewmembers who will be encountered do not have English as their primary spoken language. This complicates the ability to accurately describe their problem to fire service personnel under extreme circumstances which can become difficult for the crew and firefighters. Information can become jumbled and not prioritized correctly due to the translation issues.

On June 20, 2018 FPAAC conducted 2Q Technician Level Training at the Marine and Environmental Research and Training Station (MERTS) in Astoria Oregon. During the training participants practiced gathering information using a firefighter from Vancouver fluent in Russian and speaking in a “broken English� accent which added realism to the scenarios and created a little frustration for the participants. After each scenario, the participants and facilitators discussed the problems encountered while trying to extract information that we need from the crew and relaying that information to the Incident Commander so an Incident Action Plan can be developed.

The 2018 PNWGFA Annual Convention held at Suncadia Resort June 27-27 marked the beginning of our new fiscal year. Delegates who attended the Membership Meeting on Friday, June 29th unanimously voted Darrell Booth, Northwest Grain Growers, as our 2018-2019 President. We look forward to new opportunities in the coming year under Darrell’s leadership. We would like to extend a big THANKS to Jason Middleton, United Grain Corporation, for his time, effort, and direction this past year as the Association’s president. Under Jason’s leadership, PNWGFA continued to enjoy well-attended events, a successful Warehousemen’s Conference & Trade Show (37 vendors!), and ended with another profitable year for the Association.
