Disaster Preparedness on the Lower Columbia Willamette River Systems Voices From Our Community

The Pacific Northwest is one of the most idyllic parts of our country. Here we are located within an easy drive of pristine natural wonders ranging from miles of coast line, to snow-covered mountains, to vast grasslands and prairie, those of us that live here can honestly say there is something for everyone. However, within our region, we live with the threat of disaster striking at any time.

Whether it be a natural disaster or a man-made one, we need to be prepared.

Federal National Response Framework The National Response Framework is a guide to how the Nation responds to all types of disasters and emergencies. It is built on scalable, flexible, and adaptable concepts identified in the National Incident Management System (NIMS) to align key roles and responsibilities across the Nation.

Maritime Readiness Other agencies also have vital responsibilities in responding to major port or waterway blockages due to natural disasters, maritime accidents, or terrorist-related incidents. The U.S. Coast Guard (USCG) has key leadership roles for marine safety; maritime security; marine pollution prevention, response, and enforcement; and the marine transportation system (including vessel traffic and ports and waterways management).

Thus, for maritime incidents such as collisions, groundings, and shipboard fire, USCG usually takes the lead federal responsibility for responding and for overseeing and monitoring the actions of the responsible parties. If salvage capability is needed beyond that which is commercially available, the Navy may be called in or consulted. In addition, the U.S. Maritime Administration has a vital interest in ensuring that U.S. ports and the marine transportation system in general are as safe, efficient, and competitive as possible, for reasons of both national defense and national economic interest.

Other federal agencies that could be involved in a response include: the National Oceanic and Atmospheric Association (NOAA), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and the Federal Bureau of Investigation (FBI). The roles of the various agencies are described in the National Response Plan, an integrated plan that is designed to coordinate efforts of local, state, and national agencies to prevent terrorist attacks within the United States; to reduce U.S. vulnerability to terrorism, major disasters, and other emergencies; and to minimize the damage and recovery time from these events when they occur. National Oceanic & Atmospheric Administration (NOAA) National Ocean Survey Resource Capabilities

• The Office of Coast Survey provides emergency hydrographic services for affected areas. These services are essential to speeding the re-opening of ports and waterways.

• The Center for Operational Oceanographic Products and Services monitors and dessiminates observations of water levels, currents, and weather information in real time.

• The Integrated Ocean Observing System (IOOS) Program coordinates the federal, regional, and private-sector partnership to provide ocean and coastal data and information to support preparation and response efforts adn to inform forecasts and predictions after the incident.

Northwest Association of Networked Ocean Oberserving Systems (NANOOS) is the regional IOOS program.

• The National Geodetic Survey will fly photo survey missions to assess the damage. There is not currently a state geodetic advisor in the region.

• The Office of Response and Restoration provides scientific support to hazardous materials response in the affected areas.

State Level: Oregon Oregon Department of Environmental Quality Oregon DEQ Response to Natural Disasters The Oregon Department of Environmental Quality has designated responsibilities during man-made or natural disasters to protect human health and lead the restoration of the environment damages. DEQ collaborates with other state and federal agencies to tackle those challenges.

With the recognition that the Cascadia Subduction Zone is an active fault that presents the threat of a major earthquake, the State of Oregon has focused on preparing for earthquakes, however we also need to remain vigilant in keeping prepared for other natural disasters such as significant flooding events, windstorms and tsunamis.

The State of Oregon and DEQ responds to emergencies under the Oregon Emergency Operations Plan. The plan addresses specific phases of emergency management. DEQ is one of two designated primary agencies for response to oil and hazardous materials releases and DEQ has support roles for public works and agriculture. The Oregon State Fire Marshal is the lead agency to coordinate actions to protect life safety. DEQ has several other emergency support roles related to restoring Public Works, Food and Water, Planning and Agriculture.

DEQ routinely collaborates with the Office of Emergency Management, Oregon Health Authority, the Oregon Department of Transportation and Oregon Department of Fish and Wildlife on a variety of emergency response incidents.

The state plan includes several annexes that clarify support agency responsibilities in responding to natural disasters.

Environmental releases of hazardous materials caused by natural disasters pose significant risks to public health through impacts to drinking water sources. Drinking water contaminated by microorganisms such as bacteria, sewage, industrial chemicals, agricultural waste, viruses and parasites can cause a variety of illnesses. Health effects can be immediate or develop in the days or early weeks following a natural disaster. Access to clean drinking water and adequate sanitation is a priority under these situations.

When natural disasters occur, DEQ provides representation at the state emergency coordination center by deploying one or more liaisons. The liaison monitors requests from local government and other agencies related to environmental and human health issues. The DEQ liaison responds to and coordinates requests for assistance related to environmental issues. The liaison coordinates with other DEQ staff to provide resources to support local efforts.

Above: Oregon agencies respond at the State Emergency Coordination Center during the Cascadia Rising 2016 Exercise While our understanding of the kind and scale of potential disasters that could impact the Pacific Northwest is constantly being updated and refined, the State of Oregon continues to prepare for such disasters through planning, conducting drills and exercises and gathering lessons learned from responses and incorporating those lessons in future plan updates.

State Level: Washington Washington Department of Ecology Oil Spill Preparedness on the Columbia River--Partnerships Matter In 1991, after several damaging oil spills in the Pacific Northwest and Alaska, the Washington Legislature enacted spill disaster preparedness laws for the commercial vessels and oil operators on the Columbia River.

The Washington Department of Ecology has implemented the oil spill program in the decades since, planning to respond to the maximum extent practicable. One primary principle in disaster readiness is finding the value in building relationships. Ecology believes that trusting relationships foster balanced, effective and mutually beneficial outcomes. The Columbia River’s unique physical geography, maritime economy and an abundance and diversity of natural and cultural resources have been a driving force behind this principle.

Together with our partners, we established a system of readiness on the river that includes: • Oil spill response equipment strategically prestaged along all areas of the river. And we have continuously advanced the capability as technology has been developed to improve the recovery of oil from the water; • A community of trained first responders to reduce the time delays in response; • Oil spill plans that are thoroughly written, including pre-approved initial strategies to protect our shorelines. This includes a regulatory approach that allows oil operators to reduce and share costs under an “umbrella” plan that is approved by both states on the river. This plan integrates without conflict into the federal plans of all members.

• Recurring oil spill drills and exercise to verify and improve the plans.

These are the fundamentals of oil spill readiness on the river.

Measuring Success, Improving Plans The broad engagement on the Columbia River remains unique after these many decades. Ecology’s relationships are cooperative, bi-state, reliant on both public and private sectors, including multiple levels of government participation. With the United State Coast Guard, the Maritime Fire & Safety Association, the Clean Rivers Cooperative, local governments, industry, ports and tribes–together we have accomplished many advancements since 1991 that keep the river safe.

Oil spill planning for Washington is progressive and risk driven. Through our risk assessments, rule updates, collaborative oil spill drills and Northwest Area Committee meetings, our partners have given us extensive input, helping us make some incredible lifts and helping us course correct when needed.

Although partnering can be hard work, Ecology realizes that it provides durable solutions and helps us achieve our mission of protecting the environment for future generations.

Trust Builders These disaster preparedness measures are the accomplishments that come when you work across disciplines. And it’s not just environmental disciplines – Ecology works with people who draw their living, their pleasure from the land and the maritime environment. Ecology has learned that when we can work closely with our partners, when we can listen to all voices, we can achieve strong accomplishments to benefit our lakes, rivers and Puget Sound.

Volcano Hazards and the Marine Transportation System How can volcano hazards impact our Marine Transportation System?

1. Hazards to Navigation Volcanic eruptions release enormous amounts of heat, very quickly. Snow and ice on a volcano’s flanks can melt extremely fast which in turn creates a flash flood, also called a lahar. This flood is essentially a fast-moving river of mud, trees, boulders, road & bridge pieces, and anything else that gets in its way on the trek down the mountain. Lahar flows can end up in many coastal waterways such as the Columbia River in Washington/Oregon, Puget Sound, WA and in Cook Inlet in Alaska, as was experienced in 1980 during the Mt. St. Helens eruption.

Volcanic ash clouds can reduce visibility dramatically.

2. Volcanic Ash Hazards Volcanic ash can clog air intake filters rapidly, crippling airflow to vital machinery. Ash particles are abrasive and if they get into an engine’s moving parts, they can damage or destroy them very quickly. Toxic gasses that are released in eruptions can bond to ashfall particles. As those particles land on skin, metal, or other exposed shipboard equipment, they can begin to corrode. Other types of volcanic ash do not dissolve in water easily and can clump on the ocean in pumice rafts.

These rafts can clog salt water intake strainers which in turn can result in overheating of shipboard machinery dependent on sea water service cooling.

The Cascadia Subduction Zone (CSZ) Preparing for “The Big One.�

The Cascadia Subduction Zone (CSZ) is a 600-mile fault that runs just off shore from northern California to British Columbia.

The last earthquake generated by this fault was on January 26, 1700, with an estimated 9.0 magnitude.

Scientists estimate there is about a 40 percent chance that another 9.0+ magnitude earthquake in this fault zone will occur in the next 50 years.

An earthquake, and resulting tsunami, of this magnitude will cause extensive damage and we can anticipate being without essential services or assistance for an extended amount of time.

Preparing for an event of this magnitude, even if it never happens within our lifetime, is critical.

Cascadia Subduction Zone Preparations for the Marine Transportation System Mr. Randy Clark, USCG Assistant Chief, Waterways and Facility Inspection Division; and Acting Executive Secretary of the Area Maritime Security Committee

Background Rapid and efficient restoration of the Marine Transportation System (MTS) will be critical to response and recovery, following a Cascadia Subduction Zone event. .

Planning for rapid response and recovery of the MTS in the region has been ongoing at various levels of government and industry for some time.

Plans for rapid earthquake and tsunami damage assessments, resilience, strategic supply chain restoration, regional intermodal connectedness, continuity of operations and local salvage and recovery now exist or are being constructed.

Mapping In order to better understand the possible effects of this pending catastrophe the Federal Emergency Management Agency (FEMA) and the Oregon Department of Geology and Minerals Industries (DOGAMI) have spent considerable effort studying the damage that may occur. The results of these studies have been distilled into illustrative mapping tools at: Washington GIS and Oregon DOGAMI GIS respectively.

The FEMA map allows users to select specific infrastructure to see how a CSZ event may affect it. The DOGAMI map helps users understand liquefaction risks and earthquake motions in a specific geographic area.

National Strategies The national strategy for global supply chain security provides guidance for “fostering a resilient supply chain”. This goal is made actionable, under all hazard scenarios, via two important planning documents including the Customs and Border Protection/ US Coast Guard Joint Protocols for the Expeditious Recovery of Trade (CBP/USCG Trade) and 12

the National Emergency Support Function Leadership Group’s, “Maritime Emergency Response Guide”(MERG) CBP/USCG Trade sets forth a process for federal and international maritime industry coordination via communications with the Intragovernmental Group, Carrier Support Group and the Trade Support Group. Collectively these groups represent all the federal cabinet officials with a stake in marine transportation, over 90% of the world’s shippers, the vast majority of all inland transport associations as well as the majority of US retailers. The MERG is a comprehensive guide that helps personnel more easily understand the Federal roles and resources available for the restoration and reopening of the MTS.

Lessons Learned Based upon lessons learned from the Cascadia Rising Exercise of 2016 the U.S. Coast Guard (USCG), U.S. Army Corps of Engineers (USACE) and FEMA planners determined that a gap exists between national response and recovery strategies and local recovery plans. Local plans were also deemed inadequate to address a catastrophe of this magnitude.

As a result, the 13th Coast Guard District, Army Corps of Engineers Northwest Division and FEMA Region X are now developing a Regional Port and Waterway Coordination Plan (RPWCP) that supports local USCG and USACE plans and connects them to the national strategies.

Upon completion it will be an annex that supports both Federal Response and Infrastructure Protection/ Recovery planning by residing within the existing FEMA X Cascadia Subduction Zone Response Plan and connecting to the traditional transportation Emergency Support Function.

All Hazards Marine Transportation Recovery Plan

It is anticipated that the RPWCP will address many of the response issues identified in the “Navigation Channels Section” of the Transportation Chapter of the Oregon Resiliency Plan This plan does an excellent job of identifying potential vulnerable areas of the MTS and identifying the major challenges that will be necessary to restore functionality to the system.

It also makes long term recommendations such as developing design and maintenance standards for critical infrastructure and identifies the need to better integrate intermodal transportation preparedness and response planning across all transportation modes.

Transportation systems cannot exist on their own and must have fuel supplies to operate. So it would be remiss not to mention the Oregon Fuel Action Plan. That plan describes strategies for how bulk fuel supplies will be brought into the state and moved into impacted communities.

At the local level, USCG Sector Columbia River has developed an “All Hazards” Marine Transportation Recovery Plan and a Salvage Plan which reside as annexes to the Area Maritime Security Plan (AMSP). These plans outline the concept of operations, command and control structures, and major stakeholders that will be necessary for the coordination of response and recovery of the MTS. These plans also identify key maritime assets, capabilities and critical infrastructure necessary to support response efforts and the function of the entire MTS. These plans are designated as “Security Sensitive Information” which has been an impediment for full integration into the larger response and recovery community. However, it is anticipated that MTS Recovery Plans will be soon become stand alone “All Hazards” Plans allowing for larger planning community input while also preserving the need to protect sensitive information.

Tsunami Mitigation Program

Challenges Remain

Enhancing both the DOGAMI and FEMA CSZ maps and the Oregon Resiliency plan are the products of The Oregon Tsunami Mitigation Program. This Program consists of three components: tsunami mapping, mitigation and education, and community preparedness.

The mapping component is of interest to the maritime community as it includes a brochure on “What to do during a Tsunami?” for recreational boaters and more in-depth information for waterfront professionals and emergency managers in “Maritime Tsunami Response Guidance”. DOGAMI has also developed detailed models of anticipated inundation areas,

Even with all these accomplishments, significant challenges remain. Currently all USCG units in Oregon and southern Washington are in the tsunami inundation zone with the exception of Marine Safety Unit Portland which is on highly liquefiable soil. A CSZ event may result in the absence of a USCG presence in the short term and a critical lack of local knowledge in the long term. We are attempting to address these challenges as the RPWCP effort wraps up. All maritime businesses should develop their own Continuity of Operations Plans and recognize that the unique and robust capabilities of the maritime sector will play a crucial role in helping this area recover from a catastrophic event. //

Oil Spill Response Partnerships: Clean Rivers & MFSA F

ounded in 1971 as a non-profit oil spill removal organization (OSRO), Clean Rivers Cooperative, Inc. was created to provide mutual aid to companies with a vested interest in maintaining an efficient and rapid response to marine spills. Clean Rivers has become the region’s foremost marine spill response solution with over $5 million of equipment dedicated to the Cooperative’s members and their operations in Oregon and SW Washington. Training opportunities and additional equipment continue to be added.

In addition to spill response and regular training and education, Clean Rivers is committed to active involvement within the community. Especially important to their members’ needs are the strong relationships Clean Rivers has developed with state and federal agencies over the past 46 years.

Clean Rivers provides monthly trainings to its contractors, roleplaying responses and deploying equipment throughout the area of coverage, in order to ensure that responders are ready and equipment is efficiently deployed in case of an actual event.

MFSA Current Buster

The Maritime Fire & Safety Association has taken possession of a new Current Buster 2. This specialized piece of response equipment was mandated for the Lower Columbia River as part of Washington State’s HB 1186. Until now, the MFSA had been leasing a unit, but the Board of Directors and staff determined that it made greater long term financial sense to purchase one instead.

The unit was constructed by NOFI in Norway, and arrived in Portland in early November. MFSA, Clean Rivers and NRCES deployed the equipment in the Portland Harbor as one of their required exercises. These exercises are evaluated by Oregon Department of Environmental Qualtiy and Washington Department of Ecology to ensure that MFSA is prepared and trained.

The equipment was engineered to recover oil in areas of fast water. Standard contractor oil spill boom becomes ineffective at river flows with a speed of one knot or higher. The Current Buster can effectively operate in flows of up to three knots and can be towed through calm water to increase the encounter rate. The Current Buster 2 is the smallest size unit built by NOFI, which makes it more easily maneuvered in close river conditions.

Maritime Fire and Safety Association (MFSA) Oil Spill Contingency Program & Communications

PREPAREDNESS – The Mission Statement for the Maritime Fire & Safety Association (MFSA) tells the story of preparedness - The leading provider and advocate of safe, environmentally responsible, and cost-effective response services to commercial vessels in the Columbia Willamette River Marine Transportation System.

PLAN States have the authority to implement and enforce regulations that go above and beyond Federal regulations for response within their state waters.

Both Oregon and Washington have regulations that are more stringent than Federal. Because the Lower Columbia River is the boundary between the two states, operations on the river need to meet the regulations of both states.

The response planning regulations for the states affect commercial vessels larger than 300 GT, and all tank vessels, calling on Columbia and Willamette River ports.

The MFSA Plan meets state regulation, is reviewed and approved by both Oregon and Washington, is reviewed at least annually to ensure it remains up to date.

EQUIPMENT MFSA and Clean Rivers Cooperative jointly purchase, maintain, test and operate approximately $5 million worth of response equipment staged in locations through out the MFSA’s area of responsibility.

Equipment planning standards are established to ensure we are prepared for an effective response within accepted time frame.

The response equipment is regularly inspected not only by Clean Rivers, but by our state and federal regulators.

DRILLS It isn’t acceptable to just have a Plan and Equipment, we must also demonstrate that we are ready to respond.

Each year we must have two equipment deployment exercises. During the three-year cycle we need to demonstrate all of the aspects of oil spill response – containment, collection, recovery, storage as well as wildlife rehabilitation equipment.

Annually we have a table top exercise (once every three years we must test our response to a worst-case volume spill) where we work through a fictional spill and demonstrate how we’d respond. Everything is tested, shy of actually deploying resources.

RESPONSE Obviously, our ability to respond when there is an incident is the true test of our preparedness.

The Merchants Exchange Communications Center is the 24/7 emergency answering service for MFSA’s Plan. In addition to always being there to take the call, they make follow up call outs and notifications.

Interim Spill Response Coordinators (ISRC) – MFSA maintains a list of ISRCs who are experienced and qualified. There is always a primary and alternate on call. They will act as the Incident Commander for a vessel during the first 24 hours. This gives the vessel operator time to mobilize their resources.

The rest of the Spill Management Team is a mix of Exchange staff and local contractors. MFSA can scale up as needed and run a response until relieved. To ensure a smooth transition, some team members may stay longer.

Contracts – in addition to Exchange staff that is trained in the Incident Command System and the ISRCs, MFSA and the Cooperative maintain contracts with various organizations to provide additional staffing – both for deploying equipment in the field and for staffing the spill management team – who are available on a moment’s notice to respond immediately in an event.

Fire Protection Agencies Advisory Council (FPAAC) Shipboard Fire Operations & Mutual Aid

The Fire Protection Agencies Advisory Council is part of the Maritime Fire and Safety Association. FPAAC is comprised of 13 fire agencies and the United States Coast Guard to set forth a comprehensive system which ensures fast, well-coordinated, and effective response to vessel fire incidents in the Lower Columbia Region; and, to protect and enhance the quality of life of the citizens within the region, and safeguard the health, safety and welfare of the users of the waterway through agency coordination and loss prevention.

This is accomplished through in place agreements such as the Mutual Aid Agreement between the Maritime Fire and Safety Association and the 13 FPAAC Agencies, guiding documents including the Shipboard Fire Operations Guide and Maritime Fire Plan, and an annual specialized training program for shipboard firefighting.

This specialized system is important due to the fact that there are many environmental conditions and hazards in marine firefighting which differ from structural firefighting. Marine firefighters require specialized skills and knowledge to safely and efficiently combat marine fires. FPAAC currently supports four levels of training in its annual program:

3. Technician Level training includes instruction and practice with equipment that is unique to ship fire response and not used in structural firefighting.

Six FPAAC agencies have committed a total of 42 personnel to receive and maintain Technician Level training, which requires four full-day trainings each year and ensures consistent learning, practice and reinforcement of hands-on marine firefighting techniques.

4. Annual Marine Fire Command Exercises are provided to company officers. These exercises reinforce the awareness and utilization of Technician Level trained firefighters by company. In Marine Fire Command exercises, company officers from FPAAC agencies participate alongside FPAAC Technicians in guided exercises. The officers learn the tactics specific to managing a marine response, as well as resources and responsibilities specific to the Lower Marine Transportation System (MTS) and the states and localities within the region.

The combination of agreements, guiding documents, plans and training programs supported by the collaboration of all agencies involved continues to deliver a leading program in safe and effective response for shipboard firefighting unique to our region.

1. Awareness Level training covers basic information needed to operate safely in the shipboard environment and is available to all FPAAC agencies. This is considered the base level of training for responders.

2. Operations Level training builds on Awareness Level training with more intermediate topics and tactical skills for shipboard firefighting.

This full-day course consists of six classroom hours and a vessel tour.

Industry: Preparedness at the Port of Portland With the Northwest overdue for a devastating quake, predictions are being made that the big one will result in bridges collapses, roads buckling and hills sliding. It’s exactly why ports throughout the region, including the Port of Portland, are expected to play a critical role in the state’s ability to recover.

In the event of a Cascadia Subduction zone quake, Portland’s Terminal 6 will become a priority marine terminal – capable of allowing barges to be placed along the shoreline for the on and off-loading of supplies, fuel or people.

During a massive quake, it’s expected Portland’s Terminal 2 would be blocked by bridge failures both upstream and down in the Willamette.

Interstate city highways and the broader road network may be full of obstacles and unpassable surfaces.

“Terminal 6’s channel depth on the Columbia River and access from both east and west, make it possible to stage supplies,” said Greg Theisen, senior land use planner at the Port. “Two floating docks will likely survive an event and temporary ramps would allow the docks to serve as functioning berths for various ship types.”

Thanks to grant funding obtained in 2009, seismic upgrades were made on two berths at Terminal 6. The improvements included subsurface columns designed to increase the seismic stability of the facility.

With key marine infrastructure identified, another consideration is making sure employees are ready and able to respond. The Port’s Emergency Program Manager Kori Nobel has made it her mission to equip all headquarters staff with a Disaster Employee Survival Kit (DESKit) that contain items such as water, a flashlight/flasher and whistle, rain poncho, space blanket, first aid kit and medical grade face masks. It’s meant to

be a starting point for each employee as they are urged to add their own snacks, hygiene items, medicines, and other comfort items later.

“It’s important that our employees take some initiative to better prepare themselves and their families for disasters,” she said. “I try to give them the tools and training to do that. A more resilient workforce allows us to bounce back from disaster and take on the challenge of recovery.”

Nobel is also developing emergency supply caches for marine staff who work in remote locations such as the Dredge or the Port’s maintenance shop.

“We are looking at different options for the storage sites and containers,” she said. “They need to be seismically stable, accessible and able to protect the supplies from the elements. These caches are more robust than the DESKits as they need to support the whole workforce at that location - and those personnel may be isolated for a longer period of time.”

While the Port’s exact role in a major disaster isn’t known, Nobel says working with statewide partners before something happens is an important step.

“The Port is now a player in exercises,

discussions and planning efforts statewide.,” Nobel said. “We feel that by encouraging conversations and educating our partners about the Port’s role, our capabilities, and our needs following a disaster, planners and decision-makers will have the right information to make an informed decision.”

Business Level: Business Continuity Plan Is your business prepared to respond to an emergency and recover from a major disaster?

There is no question that business can be impacted by a broad array of threats. We are all vulnerable to catastrophes small and large and it is easy to become overwhelmed trying to prepare your organization for every possibility: • What if there is a flood, fire or earthquake?

• How would we respond to a ransom ware threat or major cyber-attack?

• What about terrorism or pandemics or civil unrest?

The list of things that could happen is truly endless.

At the Merchants Exchange we found ourselves caught trying to juggle planning for an everexpanding list of “what ifs” - until we were introduced to the All Hazards approach to emergency planning. and developed our Business Continuity Disaster Recovery Plan (BCDRP). All Hazard planning lets you set aside your “what if” conversations and focus on protection of the key functions of your organization.

At the Merchants Exchange of Portland and at most organizations response and strategies can be focused on four key resources: 1.

Any number of things can impact these resources and some scenarios will likely hit all of them but since we focus our planning around the impacts to our business. By establishing redundancies, and work arounds targeted and regaining our functions rather than responding to specific events, we are more likely to be able to function under a broad set of circumstances and conditions.

2. Identify the expected business impacts of disruption to those functions.

3. Determine the down time tolerance for each of your key functions. a. Determine how long your business can go with that function down before you see impacts.

4. Set your response priorities.

Business Level: Information Technology & Electronics What do you do so your information technology will keep working in a disaster?

Store your servers and networking equipment in a place where they are protected from water damage. Use uninterrupted power supplies (UPS) and generators to keep things running when there is a power outage. Keep copies of your critical software install and config files. Backup everything!

Backups can be done on hardware such as large capacity USB drives and/or “in the cloud�, which just means it is being backed up on a server through the internet. You can also backup everything at a remote location where you can have backup servers ready to connect to when a disaster strikes.

Also, ensure you can get to your data in a disaster. That means making sure you have connectivity to your data. An office can have more than one internet service provider so that if one goes down, you can connect using the other one. Do you have a way to connect outside the office? Virtual Private Networks (VPN) give you a secure connection to your office network.

All of these things should be decided on and written in an IT Disaster Recovery Plan, which should be developed alongside the Business Continuity Plan. During a disaster, you will need to send and recieve information from your family. Planning in advance will help ensure that all the members of your household--including children and people with disabilities and others with access and functional needs, as well as outside caregivers--know how to reach each other and where to meet up in an emergency.

Are you a power-commuter? Make your Commuter Emergency Plan in case something happens on your way home.

Don’t forget about the kids and the pets! They need plans too. Practice these plans with your family so you are ready to go!

SHELTER & EVACUATION ROUTE “Do I stay? Do I go? What about evacuation? What do I need to have on hand? ” During a disaster, choosing to take shelter is often necessary. The length of time you are required to shelter may be short, such as during a tornado warning, or long, such as during a winter storm or pandemic. It is important that you stay in shelter until local authorities say it is safe to leave.

Additionally, you should take turns listening to radio broadcasts adn maintain a 24-hour safety watch.

Be Informed About the Disasters and Hazards that could affect our area and what to do. (Be sure to familiarize yourself with common PNW hazards: Earthquakes, Tsunami, Flood, Volcano, Wildfire, Power Outage, and Extreme Winter Weather ) Keep a kit in your home and car in the event of an emergency. The American Red Cross has great guidelines on creating kits for your family. Be Ready.

Grant Management & Administrative Services The Fiscal Year 2018 Port Security Grant budget of $100 million has been approved through the Consolidated Appropriations Act, 2018. At this stage the Notice of Funding Opportunity (NOFO) is being processed for both departmental and Congressional approval. Early to mid-May is likely to be the NOFO release date. With that in mind, now is the time to review last year’s NOFO and prepare for this year’s application process. Early preparation will make the process and the review go smoothly. It is worth noting that in addition to the changes FEMA made in 2017 to Investment Justification form, Grants.gov has also changed it application procedure for 2018.

City’s Namesake Navy Ship To Be Commissioned in Portland

The USS Portland, will be officially commissioned in her namesake city of Portland, Oregon, on April 21, 2018. For the next forty years, the USS Portland will serve the US Navy - and the world.

The USS Portland is a San Antonio class amphibious transport dock (LPD-27). At 684 feet long and 105 feet wide, she displaces 25,000 tons and will typically carry 500 to 800 marines on board. The Portland was launched on February 13, 2016, and is named in honor of the City of Portland, Oregon. The military role of the LPD is to serve as a mobile home and base of operations for the Marines she carries. The Portland will be called upon to reach her mission area quickly, and to provide air and surface transport to and from the mission. While this could be a policing operation such as fighting Somali pirates, or a humanitarian first-responder role delivering aid and rescue support for natural disasters.

Ingalls Shipbuilding, the yard responsible for building all San Antonio-class LPDs, says this about the class on their website: “The [LPDs] will support the entire spectrum of crisis response from major combat operations to humanitarian assistance and disaster relief missions throughout the first half of this century. They can operate at sea as part of an Amphibious Task Force or Joint Task Force; serve as an integral part of a three-ship Amphibious Ready Group; or deploy as part of a larger Expeditionary Strike Group – each group organized to accomplish a broad range of missions. ship can also operate independently to accomplish a wide variety of naval tasking.

Designed and built with such versatility in mind, future commanders will rely on this operationalflexibility at sea to project the right force at the right time.”

That right force at the right time may not be strictly military. Back in 2012, while reporting on superstorm Sandy, the online journal LiveScience wrote the following: “Three U.S. Navy warships bristling with helicopters and U.S. Marines headed for the coast of New York and New Jersey after Hurricane Sandy left a trail of destruction similar to some war-torn battlefields.

The USS Wasp, USS San Antonio and USS Carter Hall have spent the past several years testing the new F-35 fighter jet and fighting Somali pirates. But their latest mission is to head for the New York and New Jersey areas affected by the hurricane and wait for official orders in case any help is needed,” according to Rear Admiral John Kirby, chief of information for the U.S. Navy.

“Such humanitarian relief efforts make up a huge part of the U.S. military’s unspoken mission, which involves helping out countries around the world in the aftermath of natural or manmade disasters. The Navy’s services in particular are often called upon because it can rapidly deploy large amounts of people and supplies to stricken areas.”

“The Portland is ideally suited to providing humanitarian aid, it turns out.” according to Gary Piercy, Chairman for the Commissioning Committee for the USS Portland. A former Navy officer himself, who went on to a career in air freight logistics, Mr. Piercy is in a place to know.

“With her inventory of helicopters on board, the Portland can easily provide airborne search-and-rescue, recovery, and delivery of critical supplies. With her fleet of trucks and LCAC hovercraft landing vehicles, the Portland can provide some of the first-to-thescene ground transport for emergency relief supplies.” Piercy goes on to add, “Add to this the onboard hospital facilities, the onboard water manufacturing and the ability to serve as an emergency power plant for onshore use, and LPDs like the USS Portland become critical not only for their national defense value but are also crucial to our country’s humanitarian response capability.”

This role is not lost on the crew. Captain J.R. Hill, commanding officer of the Portland, puts this role front-and-center. One of Captain Hill’s tasks is to set the tone for the ship and crew.

To this end, the Portand’s ship motto is “First Responders: Brave and Determined” Once in San Diego, the Portland will complete all necessary tests and certifications and the crew will settle into their new home base.

The Portland is scheduled to arrive in Astoria, Oregon on April 13, then continue on to Terminal 2 of the Port of Portland on April 14, for the commissioning ceremonies on April 21.

There will be a series of events held throughout the week leading up to the commissioning.

“The USS Portland deserves a huge celebration from the City of Portland” says Piercy, laying down the challenge, “her purpose represents what Portlanders are about, and she’ll be pursuing this mission for a long time to come. The sendup should be a something the business community, humanitarian aid organizations, and Portlanders in general, can rally around.”

Back in Portland, as preparations for the upcoming commissioning are gearing up, Gary Piercy adds his own perspective. “Portlanders are understandably very supportive of humanitarian efforts than strictly military roles. I couldn’t

think of a better type of ship to bear Portland’s name for the next 40 years than an Amphibious Landing Dock. The emergency response role is likely to be a huge proportion of the Portland’s active service record.”

Captain Hill shares this vision. A key objective on Hill’s agenda is to establish ties between his crew and key Portland-based first responders.

According to the Navy “Amphibious units train and prepare to effectively respond and support a natural disaster within 72 hours.”

By connecting the City’s civilian and planning experience at the Police, Fire, and Emergency Response teams, with the rapid deployment and logistical expertise of the Portland’s crew, Hill sees a key opportunity to cross-train and develop a deeper expertise in rapid and flexible emergency response - as well as an ongoing working relationship with Portland as a community.

“This is a ship, performing a role, that Portland can be proud of” says Piercy as he sums it all up, “We’re looking to put on a terrific event in April. This is an event that the community is throwing for the ship and her crew. We can use help in a number of forms: sponsorships; donations; volunteers; and, of course attendees to the commissioning itself. We’re looking for community help of all kinds.”

On Feb 22, 2018 the Maritime Commerce Club gathered at the Chart House to celebrate the annual Winter Event and the 60th Old Salt – The Merchants Exchange’s own Liz Wainwright!

She makes history as only the third woman to achieve this particular industry recognition.

More than 70 guests gathered on the snowy night of February 22nd to enjoy good food, great company, and magnificent views. The festive occasion included the gentlest of roasts, led by emcee the Port of Portland’s Randy Fischer, regaling the guests with stories of the past and future of the Maritime Industry as seen through the accomplishments of Ms. Wainwright.

Other speakers included Sebastian Degens, Port of Portland (retired); Dan Butler, Columbia River Pilots; Kate Mickelson and Hannah Milnes, CRSOA; Kent Roberts, Schwabe Williamson & Wyatt; Richard Vincent, Port of Portland; Robert Mathers, Kinder Morgan; Bekah Canfield and Samantha Steerman, Merchants Exchange; Brenda Barnes, Geo. SUCCESSFUL 51st ANNUAL WAREHOUSEMEN’S CONFERENCE & TRADE SHOW FEBRUARY 14-16, 2018!

This popular annual event provides necessary pesticide credits and awareness to warehousemen and pesticide applicators in Idaho, Montana, Oregon and Washington. This conference also provides a venue for the industry to network, socialize and share ideas for our region’s grain and feed personnel.

Coeur d’Alene Resort

The 2018 event was be held at Coeur d’Alene Resort, in CDA, Idaho. We kicked-off this year’s event with a 2-hour Safety Seminar hosted by OXARC (a certificate of completion was provided for all attendees), which was followed by two full days of seminars resulting in 10 pesticide credits (11 in WA!) for our attendees. The industry Trade Show ran concurrently with the conference, further allowing networking and commerce within the industry. The PNWGFA Trade Show has grown into a leading industry trade show opportunity in the Pacific Northwest; we hosted 38 exhibitors this year - our biggest yet!

We again hosted PNWGFA “POD” sessions in the Trade Show area which consisted of 20-minute dedicated timeslots with selected vendors, designed to foster interactive small-group, hands-on learning and/or specific Q&A. A 51st Anniversary celebration cocktail cruise took place Thursday, Feb. 15th prior to dinner. It was a lovely evening and good time was had by all!
